A
Council
meeting
to
order,
I
see
a
decent
crowd.
If
you
are
going
to
speak
to
any
items,
we
have
these
yellow
cards
that
we
ask
you
to
fill
out
and
to
state
your
name
when
you
come
to
the
podium.
So
if
you
plan
on
speaking
to
an
item
tonight,
if
you
could
get
one
of
the
cards
and
fill
that
out,
we
would
appreciate
it.
B
Good
evening,
everyone,
thank
you
so
much
for
the
privilege
and
happy
new
year
to
all
of
you
before
I
pray.
There's
a
song
that
I'd
like
to
read
to
your
hearing.
It's
a
psalm!
That's
meant
a
lot
to
me,
talks
about
protection
and
and
provision
for
us
as
a
people,
it's
from
psalm
91,
and
it
says
this
when
you
abide
under
the
shadow
of
shaddai,
you
are
hidden
in
the
strength
of
god
most
high.
B
He
is
the
hope
that
holds
me
in
the
stronghold
to
shelter
me,
the
only
god
for
me
and
my
great
confidence.
He
will
rescue
you
from
every
hidden
trap
of
the
enemy
and
he
will
protect
you
from
false
accusation
and
any
deadly
curse.
His
massive
arms
are
wrapped
around
you
protecting
you.
You
can
run
under
his
covering
of
his
majesty,
and
you
can
hide
his
arms
of
faithfulness
are
a
shield
keeping
you
from
harm.
B
You
will
never
have
to
worry
about
an
attack
of
demonic
forces
at
night,
nor
have
to
fear
a
spirit
of
darkness
coming
against
you
by
day.
Do
not
fear
a
thing
whether
by
night
or
by
day,
demonic
danger
will
not
trouble.
You
know
where
the
powers
of
evil
be
launched
against
you,
even
in
a
time
of
disaster,
with
thousands
and
thousands
being
killed,
you
will
remain
unscathed
and
unharmed.
B
You
will
be
a
spectator
as
the
wicked
perish
in
judgment,
for
they
will
be
paid
back
for
what
they
have
done.
When
we
live
our
lives
within
the
shadow
of
god,
most
high,
our
secret
hiding
place,
we
will
always
be
shielded
from
harm.
How,
then,
could
evil
prevail
against
us
or
disease
infect
us?
God
sends
his
angels
with
special
orders
to
protect
us
wherever
we
go
defending
us
from
all
harm.
B
If
you
walk
into
a
trap,
they'll
be
there
for
you,
they
will
keep
you
from
stumbling
you'll,
even
walk
unharmed
among
the
fiercest
powers
of
darkness,
trampling
every
one
of
them
beneath
your
feet.
But
here's
what
the
lord
says
about
you,
because
you
have
loved
me
and
delighted
in
me
and
you
have
been
loyal
to
my
name.
I
will
greatly
protect
you.
I
will
answer
you
when
you
cry
for
help
every
time
that
you
pray
and
you
will
feel
my
presence
in
your
time
of
trouble.
B
I
will
deliver
you
and
I
will
bring
honor
to
you.
I
will
satisfy
you
with
full
life
and
with
oil
in
all
that
you
do,
for
you
will
enjoy
the
fullness
of
my
salvation
psalm
91
from
the
passion,
translation.
Let
us
pray
father.
We
come
before
you
in
the
name
of
jesus.
Lord,
we
bless
your
name.
We
give
you
praise,
glory
and
honor,
for
who
you
are
today,
lord.
We
acknowledge
you
as
the
great
I
am
that
I
am
the
god
of
abraham
isaac
and
jacob,
and
today
we
call
you
our
god.
B
B
Father
this
day
we
humbly
ask
for
your
forgiveness
for
anything
in
our
lives
that
is
displeasing
to
you
and
god,
even
as
we
put
ourselves
on
the
line
for
your
people,
lord,
we
ask
that
the
spirit
of
wisdom
will
be
downloaded
into
your
council
man.
Lord,
your
mayor,
father,
your
city
manager,
we
ask
you,
god
that
all
who
have
authority
and
rule
in
the
city
of
clearwater
will
be
sheltered
and
protected
by
you,
father
god.
B
Your
word
says:
if
any
man
lacks
wisdom,
let
him
ask
of
god,
and
you
will
give
that
wisdom
liberally
and
freely.
So
today,
lord,
we
ask
for
wisdom
for
our
city
managers
and
for
all
those
who
have
the
rule
over
us.
We
ask
dear
god
that
even
as
they
go
about
the
affairs
of
this
city
that
lord
that
all
they
say
and
do
would
bring
honor
and
glory
to
you.
We
thank
you
for
the
privilege
of
serving
you
through
this
city.
B
A
A
Our
city,
manager
and
council
member
bunker
are
both
a
little
under
the
weather.
So
tonight
we
have
assistance
and
manager
maxwell.
A
We're
going
to
start
out
this
evening
with
an
employee
of
the
month
award
for
december
2021.
If
I
could
have
paul
roski
come
forward
from
parks
and.
C
D
C
A
E
A
Promotes
self-esteem,
supports
academic
achievement
and
research
shows
that
youth
who
participate
in
a
mentoring
relationship
are
more
likely
to
finish
high
school
and
continue
on
to
college
and,
whereas
national
mentoring
month
gives
us
the
opportunity
to
appreciate
the
staff
and
volunteers
who
dedicate
their
time
to
quality
mentoring
programs
and
celebrate
the
young
people
who
have
found
their
inner
strength
with
the
help
of
a
mentor.
Now
there.
A
F
Thank
you
so
much.
We
on
behalf
of
the
office
of
strategic
partnerships
at
pinellas,
county
schools.
Thank
you
for
your
support
and
for
acknowledging
national
mentor
month.
Many
of
your
staff
actually
are
mentors
within
pinellas
county
schools,
whether
it's
lunch
pals
take
stock
and
children
and
meet
with
a
student
once
a
week
during
their
lunch
time.
So
thank
you.
F
They
can
visit
lunchpals.org,
they
can
register
for
a
metro
workshop
and
also
register
to
become
a
volunteer
within
the
school
system.
We
will
do
the
mentored
training
and
get
them
matched
with
the
school
within
the
district.
We
have
a
need
for
hundreds,
if
not
thousands,
of
mentors
to
mentor
our
students.
So
wonderful.
A
F
G
Hi
council
hi
mayor,
thank
you
so
much
for
having
us
here
today.
I
have
the
honor
of
introducing
some
of
our
partners
who
were
involved
in
the
big
cleanup
clearwater,
which
took
place
last
october.
So
before
I
jump
into
the
presentation,
I
also
want
to
welcome
up
some
of
our
partners
that
are
here
today
that
are
going
to
be
speaking
as
part
of
this
presentation.
So
we
have
christina
park
representing
amplify
clearwater,
tricia
rodriguez
rodriguez
representing
ocean
allies,
kristin
karin,
representing
visit
state
pete,
clearwater
and
sheridan
boyle
representing
the
city
of
clearwater
sustainability
department.
G
G
From
monday
to
friday,
a
lot
of
private
groups
came
out
to
conduct
clean
up,
so
local
businesses,
churches,
hotels,
schools,
all
sorts
of
groups
came
out
and
conducted
their
own
private
cleanups
around
the
city
of
clearwater
and
then
on
october
16th.
We
had
what
we
called
the
big
cleanup,
which
was
about
20
to
25,
hosted
sites
throughout
the
city
of
clearwater,
where
individuals,
families
organizations
could
could
come
out
to
a
hosted
site
and
clean
up
clearwater
parks,
beaches,
causeways
and
neighborhoods.
G
So
before
we
jump
into
a
couple
different
things.
These
are
our
partners
that
we
wanted
to
extend
a
very,
very
big.
Thank
you
to
today.
We
could
not
have
done
this
project
without
them.
They
worked
so
hard
for
months
and
months
and
months
to
put
this
all
together.
So
I
did
want
to
recognize
these
organizations
here
today,
as
well
as
some
of
our
internal
city
of
clearwater
departments.
Our
solid
waste
department
and
sustainability
department
also
really
helps
support
this
event
as
well.
H
Mayor
council,
city
staff,
thank
you
so
much
for
having
us
I'm
christina
park,
I'm
the
executive
vice
president
with
amplify
clearwater
and
I'm
also
a
board
member
for
ocean
allies.
Many
months
ago,
our
tourism
community
came
to
the
chamber
concerned
about
what
this
new
postcovid
settling
into
our
new
normal
was
going
to
look
like.
There
were
several
issues
taking
place
around
our
area.
They
expressed
and
asked
us
to
bring
the
right
players
to
the
table
to
to
create
some
solutions.
H
So
the
mayor
offered
to
allow
us
to
convene
those
partners
and
host
this
meeting
and
the
condition
of
our
beaches
was
of
top
concern.
Although
parks
and
rec
does
a
fantastic
job
of
combing
the
beaches,
the
trash
was
just
too
much
to
keep
up
with,
and
so
this
inspired
this
fantastic
partnership.
We
were
able
to
bring
in
the
private
sector
and
initiate
some
cleanup
efforts.
We
know
this
is
very
important
locally
to
protecting
our
beaches
and
our
very
beautiful
product
that
we
have
here.
H
I
just
returned
from
tallahassee
this
morning
meeting
with
our
state
legislation
about
what
a
priority
it
is
there,
and
one
of
the
beautiful
parts
of
the
story
is
bringing
together
the
private
sector,
the
public
sector
and
the
not-for-profit
sector.
To
accomplish
this
goal
so
trish
rodriguez,
a
chamber
member
fellow
board
member
for
ocean
allies,
is
going
to
tell
you
a
little
bit
more
about
all
the
businesses
that
participated
great.
Thank
you.
I
I
bring
to
you
information
from
sherry
hellman.
I
speak
for
her.
She
can't
be
with
us
today,
but
she
sends
her
warm
regards.
So
this
is
what
she
says.
The
largest
collaboration
of
groups
in
the
history
of
clearwater
also
brought
the
largest
collaboration
of
sponsors
that
provided
all
the
safety
equipment
and
promotional
materials
to
help
this.
With
this
awareness
in
our
community
and
our
visitors.
I
Thank
you
to
the
mayor,
the
city
of
city
council,
for
your
opportunity
to
speak
with
all
of
our
to
thank
all
of
our
sponsors
visit,
saint
pete
clearwater,
duke
energy
pepin,
family
foundation,
skanska
know
before
clearwater
marine
aquarium,
heilemann's,
beachcomber,
performa,
opal
sands,
west
cmr
barefoot,
beach
house,
pier
60
concessions,
shepherds
beach,
resort,
dmr
instructions,
the
kelly
kelly,
show
charmins
charmaines
salon
and
auburn
supply.
We
cannot
thank
these
sponsors
enough
and
we
have
commitments
from
some
of
them
again
for
this
next
year.
We
hope
this
adds
to
the
list.
I
G
Thanks
kristen,
I
also
speaking
of
people
who
can't
make
it
here
today.
I
did
want
to
give
a
special
mention
to
sherry
heilman
without
ocean
allies
and
stephanie
ellington
and
pat
diplasco
with
keep
pinellas
beautiful.
They
were
unable
to
join
us
today,
but
we're
going
to
get
to
keep
pinellas's
involvement
a
little
bit
later
as
well.
So
before
we
go
on
to
kristen
and
tourism,
I
wanted
to
just
talk
about
some
of
the
community
group
participants
that
we
had
that
were
involved
in
the
big
cleanup.
We
had
a
lot
of
groups
out
here.
G
We
had
over
70
different
groups,
those
churches
of
schools.
Everyone
came
together
and
helped
make
this
happen,
so
it
was
really
really
amazing
to
see
everyone
out
there
working
together
and
seeing
the
different
demographic
of
all
the
different
ages
and
all
the
different
people
out
cleaning
up
their
community.
G
Some
fun
cleanup
statistics
from
that
day,
so
we
had
55
cleanup
sites
overall
throughout
that
entire
week
about
12
a
little
over
1200
volunteers,
again
70
businesses
and
community
groups
who
all
came
together,
some
of
them
from
as
far
as
away
as
orlando,
and
we
had
someone
down
from
miami
come
up.
126
roadways
were
cleaned,
eleven
shorelines
and
we
picked
up
six
hundred
five,
sorry,
six
thousand
five
hundred
and
eighty
eight
pounds
of
trash.
G
So
kpb
couldn't
be
here
today,
but
they
were
a
huge
partner
in
this
cleanup.
Every
single
year,
kpb
keep
nellis
beautiful
partners
with
the
international
coastal
cleanup,
which
was
a
nationwide
effort
to
collect
data
on
the
kinds
of
things
we're
seeing
out
in
our
community
different
kinds
of
litter.
G
So
we
actually
partnered
with
them,
because
it
was
happening
at
the
same
time
as
our
big
cleanup
to
collect
data
on
what
we
were
finding
out
in
our
public
spaces.
So
we
used
forms
like
the
ones
you
can
see
here
on
the
presentation.
Thank
you
to
all
the
volunteers
who
meticulously
collected
that
information
and
tallied
every
single
cigarette
butt.
Every
single
bottle
cap
that
they
found
out
in
their
cleanup.
We
had
22
of
our
50
plus
sites
participate
in
this
information
gathering.
G
So
why
why
we
do
this?
I
mean
we
get
to
collect
information
on
what
kind
of
trash
we're
seeing
in
our
public
spaces.
It
helps
us
to
be
proactive
and
really
learn
about
what
we're
seeing
out
there.
So,
hopefully
we
can
address
it
a
little
bit
more
proactively,
rather
than
just
always
picking
up
those
items.
After
the
fact,
the
three
largest
items
we
found
out
there
cigarette
butts
always
a
popular
one,
lots
of
bottles
and
a
lot
of
food
wrappers.
G
So
if
you
aren't
able
to
read
these
numbers
I'll
run
through
them
very
quick
because
they're,
very
small
but
5600
cigarette
butts,
2600
bottles,
2,
000
plastic
pieces,
1700,
food,
wrappers,
877,
bottle
caps,
700
beverage
cans,
683
foam
pieces,
586,
straws,
471,
bottle
caps,
412,
plastic
bags,
349
plastic,
foam
packaging,
300,
glass,
pieces,
259,
lids,
247
plastic
bags
and
keep
in
mind.
This
is
only
what
we
recorded.
This
is
only
half
the
sites
that
we
had
out
there.
J
Good
evening,
good
evening,
I'm
kristin
korin.
I
work
with
visit
st
p
clearwater,
I'm
the
community
relations
manager
and
thank
you
for
the
opportunity
for
allowing
us
to
be
here
tonight
to
share
more
with
you.
This
was
my
first
city
council
meeting
so
happy
to
be
here
so
visit.
St
p
clearwater
recognizes
that
the
keeping
the
beaches
clean
is
absolutely
essential
to
the
economic
vitality
of
the
destination
visit.
St
peak
florida
could
not
tout
being
home
to
america's
best
beach
if
we
did
not
have
clean
beaches.
J
So
for
those
of
you
who
aren't
aware
visit
saint
pete,
clawder,
we're
the
destination
marketing
organization
for
pinellas
county
and
we're
funded
by
the
bed
tax
or
the
occupancy
tax
that
visitors
pay
on
all
overnight
accommodations.
So
mayor,
hibbard,
he's
on
our
tourist
development
council,
he's
very
familiar,
we're
very
thankful
for
all
that
he
does.
J
But
I
did
want
to
share
these
numbers
with
you
and
show
the
importance
of
clearwater
and
clearwater
beaches
to
pinellas
county
or
to
tourism
in
pinellas
county.
So,
let's
see
the
chart
to
the
er.
So
this
is
the
bed
tax
collections
for
january
through
november
for
2021
and
2020.,
so
the
on
the
graph
to
the
left,
the
blue
is
2021,
which
shows
clearwater
beach
collected
about
21
million
dollars
in
bed.
J
Tax
collections
for
the
entire
year
and
the
graph
to
the
left
shows
that
that
is
about
30
percent
of
the
total
bed
tax
collected
for
the
entire
pinellas
county.
So
it's
the
largest
community,
followed
by
saint
pete,
beach,
st
petersburg
and
treasure
island,
and
then
the
the
on
the
pie
chart
the
yellow
would
be
the
miscellaneous
other
would
be
the
vacation
rentals
so
again,
clearwater
beach
is
so
important
to
pinellas
county
to
tourism
in
pinellas
county,
so
segwaying
into
the
big
cleanup.
This
is
an
initiative
that
visits
st
pete.
J
J
So,
in
addition
to
the
monetary
contributions
visit,
st
p
clearwater
also
worked
with
the
city
of
clearwater
in
their
marketing
team,
to
put
together
a
press
release
and
as
well
as
pitch
this
release
to
our
local
media
outlets,
which
we
did
a
great
job
at,
because
we
had
a
lot
of
great
coverage
in
the
news
about
this
story.
This
was
a
great
feel,
good
story
and
we're
really
glad
to
have
so
many
features.
So
I
wanted
to
share
one
with
you.
I
just.
M
M
L
Pat
is
with
keith
pinellas
beautiful,
just
one
of
several
organizations
that
all
came
together
this
year
for
the
big
cleanup.
This
is
from
a
keep
pinellas
beautiful
event,
this
past
saturday,
where
volunteers
planted
these
on
honeymoon
islands,
north
beach,
and
while
this
group
does
projects
like
this
all
the
time,
the
big
cleanup
is
an
opportunity
for
anyone
and
everyone
to
make
a
difference
in
their
community.
L
There
will
be
cleanups
this
entire
week,
all
over
clearwater
this
year,
the
city
of
clearwater
got
involved
too.
Along
with
visit,
st
pete
clearwater
officials
say
it's
important
to
keep
our
beaches
beautiful
because
they
keep
the
local
economy
going
and
after
a
rough
year
of
red
tide,
cleanups
like
this
will
help.
M
People
are
the
reason
why
we
have
red
tide
in
the
first
place:
it's
because
of
the
excess
nutrients
that
are
that
go
into
our
waterways
that
cause
this.
So
we
can
be
the
solution
to
this
problem.
So
it's
a
great
opportunity
to
get
people
out
to
come
to
clean
ups
like
this,
so
don't
come
to
different
types
of
of
activities
to
to
help
improve
the
environmental
health
of
our
paradise
because
they
learn
why
it's
so
important
to
do
so.
L
L
J
Right
so
we
actually
were
in
a
good
way
we're
in
a
good
problem
to
have.
I
think,
when
that
story
aired,
we
were
almost
completely
full
on
volunteers,
so
we're
hoping
to
make
next
year
or
this
year
bigger
and
better
and
again,
more
more
exposure.
The
tampa
bay
times
picked
up
the
story,
as
well
as
the
news
action
nine.
So
I
would
be
remissed
if
I
didn't
give
a
shout
out
to
clearwater
on
a
big
congratulations.
J
K
Hi
sheridan
boyle
sustainability
coordinator
I'll,
keep
it
brief.
I
really
just
wanted
to
reiterate
something
pat
de
plasco
said
in
that
video
and
celebrate
the
the
expansiveness
of
this
cleanup
week
so
frequently
the
the
most
popular
area
to
clean
up
is
on
the
beach
and
that's
understandable
because
of
the
views,
and
also
we're
more
aware
of
the
impact
that
litter
has
on
marine
animals.
However,
as
pat
said,
80
percent
of
all
of
the
trash
we're
finding
in
the
ocean
actually
comes
from
an
inland
source.
So
not
only
is
litter.
K
Finally,
I
also
wanted
to
say,
while
picking
up
litter
is
amazing,
it's
also
not
the
final
action.
We
really
want
to
invite
people
to
look
at
their
lifestyle
practices
and
reduce
the
single-use
plastics
that
they
are
using
opting
for
more
reasonable
or
paper-based
products
and
encouraging
the
businesses
that
they
patron
to
do
the
same.
So,
thank
you.
G
So
we
had
all
this
really
great
momentum
from
our
big
october
cleanup
and
we
wanted
to
keep
that
going
so
looking
forward
to
this
year.
We
are,
we
have
hosted.
We
actually
had
our
first
cleanup
last
week,
monthly
cleanups
out
on
clearwater
beach,
so
it's
every
second
friday
from
9
to
11
a.m.
You
can
sign
up
through
keep
pinellas
beautiful
website
at
kpbcares.com
or
the
big
cleanup
clearwater.com.
G
So
we're
really
excited
to
keep
the
momentum.
This
goes
again
through
january
through
october,
where
we
are
going
to
go
ahead
and
have
our
big
cleanup
in
november
this
year.
So
we
welcome
everyone
to
come
out
and
join
us
to
clean
up
our
clearwater
beach
and
keep
it
beautiful.
We
also
have
some
pamphlets
here,
if
you
guys
want
to
take
one
and
we'll
have
them
back
at
the
back
of
the
room
as
well.
For
anyone
who
would
like
one
supplied.
G
G
We
are
currently
accepting
new
sponsorship.
So
if
you
are
interested,
please
reach
out
and
then
we're
doing
something
special
and
different
this
year
by
celebrating
our
volunteers
in
the
week
of
the
cleanup,
by
celebrating
with
a
big
block
party
downtown,
so
it's
going
to
be
a
really
fun
night
on
november
11th
for
everyone
to
come
together,
get
some
fun
drinks
and
food
and
celebrate
together
and
celebrate
what
we've
done
so
far
and
with
that
I
just
wanted
to
end
by
just
another
big.
G
Thank
you
to
all
the
volunteers
that
came
out
in
the
community
having
over
a
thousand
volunteers
within
a
week,
picking
up
six
thousand
pounds
of
trash.
It's
a
really
really
big
accomplishment.
So
big!
Thank
you
again.
Volunteers,
sponsors,
our
partners
and
all
the
community
groups,
local
businesses
and
everyone
else.
Who
was
involved
thanks.
A
Ladies,
thank
you
very
much.
It's
kind
of
a
bittersweet
sweet
situation
because
we
really
don't
want
to
be
picking
up
that
much
trash.
We
don't
want
that
margin
opportunity,
but
the
only.
A
A
P
P
Allow
me
to
state
the
facts
as
they
are
in
october
of
2021.
Nine
artists,
including
myself,
participated
in
clearwater's
big
cleanup
after
picking
up
and
collecting
the
trash
we,
the
artists,
use
that
trash
to
create
art
that
is
now
on
exhibit
throughout
the
city,
the
town
town,
the
downtown
development
board.
Granted
me
six
thousand
dollars
for
the
exhibit
four
thousand
dollars
was
swiftly
dispersed
to
the
eight
artists,
excluding
myself.

Q
Q
Q
Q
I
have
been
proudly
endorsed
by
members
of
the
community,
businesses
and
grassroots
organizations
and
because
I
am
from
the
neighborhood
and
I
am
for
the
neighborhood,
I
will
gain
the
support
of
many
more.
Some
call
me
a
change
maker,
a
community
activist,
even
a
local
humanitarian.
I
have
intimate
experiences
within
the
city
of
clearwater.
Q
I
have
led
community
engagement
as
the
executive
director
of
fyi
community
partnerships
bringing
clearwater's
first
painted
intersection
to
life
and
when
it
comes
to
the
responsibilities
and
expectations
expected
behaviors
of
an
elected
council
member,
I
am
confident
I
will
not
disrespect
our
duty
to
stay
focused
on
the
agenda,
govern
continuous
flow
of
projects
and
improvements
and,
most
importantly,
serve
as
an
ethical
leader
on
the
behalf
of
the
community,
and
I
thank
you.
Thank
you.
R
Hi,
I'm
kathy
flaherty
and
I'm
here
to
talk
about
the
many
unenclosed
visible
trash
dumpsters
in
clearwater.
Some
of
these
unenclosed
dumpsters
are
in
public
easements
in
residential
areas
and
some
are
even
next
to
storm
water
drains.
These
dumpsters,
in
my
opinion,
cause
tons
of
litter
to
be
let
loose
in
the
environment,
are
a
health
and
safety
issue
and
are
a
public
eyesore.
R
I
went
around
today
and
I
took
over
60
pictures
of
individual
visible
dumpsters
located
just
within
the
cra
area.
I
posted
them
to
a
facebook
group
called
clearwater
dumpsters.
If
anyone
wants
to
go
onto
facebook
and
look
at
them,
I
have
had
to
look
at
overflowing
dumpsters
from
my
bicycle
shop
as
well
as
walking
through
trash
leaked
by
the
dumpsters
on
my
way
to
crest
lake
park
for
years.
Kids
play
around
these
dumpsters
all
the
time.
R
I
thought
the
city
or
the
cra
council
would
address
this
as
it
seemed
to
be
a
pretty
obvious
health
and
safety
issue,
but
nothing
was
done.
So
I
emailed
my
concern
to
the
city.
The
response
shocked
me.
The
dumpsters
were
all
grandfathered
in.
I
did
some
research
into
the
ordinance
and
found
out
to
find
out
why
about
allowing
dumpsters
to
have
such
a
pass
on
march,
4th
1999
ordinance,
6391-98
restructuring,
solid
waste
ordinance
was
approved
unanimously.
R
R
Also,
it
should
be
noted
that
immediately
after
the
vote,
the
director
of
solid
waste
reported
that
a
visible
container
within
the
city
limits
near
skycrest
elementary
would
be
removed.
Nowhere
did
the
restructuring,
mention,
grandfathering
and
develop
properties.
Instead,
the
minutes
reflect
that
the
ordinance
passed
to
was
passed
to
actively
remove
existing
visible
dumpsters.
So
why
are
there
so
many
now?
R
The
current
city
policy
is
to
grandfather
all
properties
from
1999
from
the
1999
ordinance,
if
developed
prior
to
its
passage,
even
though
no
mention
of
grandfather
properties
was
included
in
the
ordinance
as
approved
the
code
department
does
not
enforce
trash
ordinance.
The
solid
waste
department
does
not
do
anything
other
than
increase
pickups
change,
dumpster
sizes
and
install
lid
restrictors.
Maybe
there
is
also
fire
codes
that
are
being
ignored.
I
don't
know
no
moving,
dump
no
moving
of
dumpsters,
no
enclosings
of
dumpsters,
no
fines,
nothing!
R
So
the
result
is
unenclosed
dumpsters
everywhere,
a
constant
source
of
litters
for
volunteers
to
pick
up.
That
is
the
only
community
benefit.
Since
this
is
a
new
year
with
a
new
city
manager.
I
was
hoping
that
the
city
would
start
to
enforce
its
dumpster
ordinance
as
it
was
intended.
If,
if
enforced,
the
health
and
safety
of
the
community
will
be
improved
as
well
as
property
values,
clear
water
can't
be
bright
and
beautiful
if
it's
full
of
unenclosed
dumpsters.
Thank
you.
S
Hi,
my
name
is
angela
tisdale
and
I'm
a
local
clearwater
residence.
I
run
a
track
program,
I'll
call
usg
it's
a
non-profit
organization
and
we
cater
to
kids
ages,
6
through
12.
and
just
last
year
alone.
Our
organization
was
able
to
produce
eight
all-americans,
aau,
all-americans
and
five
national
championships.
S
S
She
also
said
that
they
typically
don't
rent
out
to
programs
like
ours
and
that
they
already
have
usage
of
the
fields
being
used.
However,
anytime,
that
we
ride
around
during
the
hours
that
we
are
training,
our
athletes
there's
a
lot
of
fields
in
the
area
that
are
not
being
utilized.
S
So
I'm
here
to
speak
on
how
we
can
be
able
to
oh,
I'm
being
able
to
have
access
to
these
fields
that
are
not
being
utilized
for
pro
programs
that
are
catering
to
kids,
who
are
minority
youth
that
are
accomplishing
some
amazing,
great
things.
So
I'm
here
to
speak
on
that
and
thank
you
for
hearing
me.
O
I'd
like
to
ask
you:
have
you
by
any
chance
reached
out
to
kevin
dunbar
he's
the
executive
director
of
cleveland
for
youth
is
and
have
they
been
able
to
help.
T
S
S
You
because
I'm
on,
I
actually
did
receive
a
grant
through
their
program,
but
as
far
as
being
able
to
utilize
well.
E
E
Thank
you
for
allowing
me
to
express
my
opinion.
As
a
current
student
at
discovery
academy
of
science,
I
strongly
support
our
constant
agenda
item
7.10
final
planning
between
discovery
academy
of
science
and
uniting
church
of
clearwater
as
discovery
academy
of
science
community.
We
believe
that
dos
will
be
an
excellent
part
of
the
city
of
clearwater.
Dawson
is
recognized
as
florida
school
of
excellence
by
the
florida
department
of
education.
E
I
believe
that
it
doesn't
matter
where
teachers
are
if
they
care
about
the
students
and
the
student
success.
I've
been
lucky
enough
to
have
teachers
like
this
at
dos
that
answered
my
questions,
helped
me
before,
after
and
on
the
weekends-
and
I
never
and
never
gave
up
on
me
to
help
me
grow,
but
imagine
what
a
teacher
like
that
could
be
if
they
are
given
amazing
resources.
E
When
I
was
in
third
grade
my
classmates
and
I
were
bored
of
orange
juice
for
breakfast
every
day,
I
decided
to
write
a
letter
to
the
pinellas
country
county
school
food
systems,
asking
for
a
change
asking
for
apple
juice,
with
the
skills
I've
learned
from
my
teachers
and
help
on
where
to
send
from
our
office
manager
miss
amy.
My
letter
was
read
by
the
county.
E
They
called
miss
amy
to
ask
if
what,
if
it
was
real
and
if
I
really
was
a
third
grader
ms
amy
proudly
stood
up
for
me
and
said.
Yes,
I
was
a
week
later
we'd
we
had
apple
juice
every
day
for
breakfast.
That
might
not
be
seem
big
to
you,
but
it
was
huge
to
me
and
my
classmates-
I
am
one
of
the
youngest
scuba
divers
in
the
area
to
obtain
the
recognization
of
junior
master.
Diver
junior
will
be
dropped
when
I
turn
16..
U
Good
evening
to
each
of
you
in
your
respective
places,
javonte
scott
1214
february
avenue,
clearwater
florida,
I
spend
the
night
to
speak
on
the
issue
of
a
school
zone
in
the
north
greenwood
community.
If
you
drive
down
palmetto
street
from
king
to
myrtle,
you'll
pass
two
middle
school.
Well,
two
schools.
U
The
first
is
the
old
jfk
middle
school,
which
is
now
fluid
from
the
middle
of
the
second
is
that
of
clearwater
intermediate
school.
The
difference
between
these
two
schools,
both
of
them
in
residential
neighborhoods,
both
serve
middle-aged
students.
However,
the
clearwater
fundamental
school,
the
ojfk,
has
in
the
school
zone
signs
start
of
school
zone
signs
the
15
miles
per
hour,
flashing
light.
They
have
the
big
white
letters
in
the
middle
of
the
road
that
say
school
everything
that
you
would
typically
see
to
identify
an
active
school
zone.
U
However,
the
clearwater
intermediate
school
has
none
of
those.
I
know
that
the
schools
in
the
heart
of
north
greenwood
community
used
to
be
the
old
pinellas
high
school.
I
did
some
research
and
found
out
that
it
is
in
the
jurisdiction
of
the
city.
Both
schools
are
taught
with
fort
pinellas,
as
well
as
school
district
officials,
and
so
in
order
to
get
those
signs
put
in
it
would
have
to
be
at
the
motion
and
with
the
authority
of
the
city
council.
U
So
I'm
here
tonight
to
ask
that
at
some
point
before
the
end
of
this
school
year
or
the
beginning
of
the
start
of
the
2022-23
school
year,
that
one
of
you,
council
members
would
move
to
make
a
motion
that
our
traffic
department
would
put
the
necessary
signage
in
front
of
the
clearwater
intermediate
school.
The
speed
limit
there
all
day
long
is
30
miles
per
hour,
so
that
is
double
any
other
current
school
zone.
W
At
discovery
academy
of
science
I
every
day
feels
like
a
day
in
the
boxing
ring
mind
you,
kids
at
das,
do
not
actually
box.
I
can
promise
you,
but
teachers
act
as
our
coaches
and
our
minds
as
our
gloves
as
das.
I
have
never
left
school
without
a
challenge
as
the
days
go
by,
we
get
stronger,
not
just
physically
but
mentally
in
every
classroom,
hallway
and
winding
staircase.
W
W
Whether
your
opponent
is
six
foot
three
or
a
tough
algebra
test.
You
must
find
the
solution
to
win
in
the
words
of
aubrey
hepburn.
Nothing
is
impossible.
The
words
itself
says
I'm
possible
and
that
staff
at
das
thinks
just
the
same
at
eis.
When
I
struggle,
I
know
my
teachers
will
have
my
back
just
like
in
the
heat

our

They

W
As
you

see,
das
students
are
winning
our
scores
that
are
at
the
top,
and
this
is
due
to
great

our
dedicated
teachers,
but
even
with
our
outstanding
triumphs,
there's
always
room
for
improvement
with
a
larger

Das

far
more
students.
We
have

doubtedly
outgrown

it

Now
we
may
recall
that
last
time
I
spoke,
I
read
off
all
of
the
bad
news
about
byland
hatcher
from
his
previous
employer,
which
the
city
of
clearwater
did
not
whatsoever.
X
I
came
from
a
place
in
reference
to
the
you
know,
picking
the
litter
up
and
so
forth.
I
came
from
a
place
that
was
very,
very
dirty
covered
with
a
lot
of
litter
and
they
did
a
public
service

and
it
it
actually
became.

I
wanted
to
voice
my
opinion
about
the
election
decorum
conversation
from
tuesday's
work
session.
I
agree
that
what
city
council
member
bunker
wrote
can
be
considered
derogatory
to
both
mr
shara
and
even
to
city
council
member
hamilton,
as
the
term
could
be
referring
to
either
one
of
them.
I
understand
mr
hamilton's
frustrations
and
believe
his
point
of
view
is
valid.
Y
I
also
do
not
believe
mr
bunker
meant
it
in
that
way
at
all,
as
he
seems
to
be
a
kind-hearted
person,
but
when
elections
become
divisive,
things
can
easily
be
taken
the
wrong
way.
I
additionally
more,
I
believe
that
council
members
should
be
able
to
endorse
candidates
if
they
so
choose,
but
it
could
make
things
more
political
and
create
division
amongst
the
council,
mayor
and
city
council
members.
Thank
you
for
all
that
you
do.

Why
is
the
city
sponsoring
a
meet
and
greet
for
a
student
council
member
who
is
actively
engaging
in
campaigning?
He
has
qualified
for
the
election
and
is
now
campaigning
for
reelection.
My
understanding,
that
is,
that
the
meet
and
greets
were
held
before
thanksgiving
both
the
mayor
and
council
member
beckman
held
theirs
during
the
designated
time
frame.
It
seems
inappropriate
for
the
city
to
sponsor
an
event
where
there
will
be
a
direct
or
indirect
campaigning.
Y
This
is
an
appearance
of
endorsement.
Will
dave
albritton
be
able
to
hand
out
campaign
literature
ask
for
money,
direct
people
to
his
website
to
donate
state.
He
wants
four
more
years
and
ask
people
to
be
to
support
him
vote
for
him.
He
can't
campaign.
While
he

correct
a
comment
was

by

Y
I
was
shocked
and
dismayed
at
the
council
work
session
to
see
a
city
council
member,
promoting
a
candidate
to
replace
him
from
the
dais
very
disappointing
and,
in
my
opinion,
far
worse
than
anything
he
perceived
other
council
members
may
have
said.
Whoever
replaces
him
all
I
can
think
at
this
point
is
at
least
there
will
be
one
less
member
of
the
clearwater
old
boys
network
on
the
council.
Y
The
old
white
men
club
is
certainly
trash
to
be
taken
out
as
to
the
point
being
raised
about
a
tweet
while
councilmember
bunker
is
perfectly
able
to
defend
himself.
I
feel
like
I
should
say
that
perhaps
some
were
reading
into
it,
what
they
wanted
to.
I
read
his
tweet
and
took
it
to
be
rifling
off
the
trash
exhibition,
but
referring
to
the
cult
in
downtown
that
he
and
one
of
the
state
five
candidates
have
so
strongly
voiced
opinions
about
not
a
dig
at
anyone
else.
They
are
true
trash
in
our
city.
Y
That
needs
to
be
taken
out.
It's
interesting
that
we
see
what
we
want
to
see
and
only
author
themselves
can
tell
us
the
reality.
Whatever
the
results
in
march.
Let's
hope,
council
member
elected,
is
as
firm
as
mr
bunker
in
seeing
the
need
for
action
and
connected
to
the
life,
ruining
money,
grabbing,
scam
and
its
violent
sadistic
leader
that
is
truly
trash.
A
A
There
are
positive
comments
for
7.10,
which
is
going
to
be
normally
on
consent,
which
means
we're
going
to
pass
it.
We
are
going
to
pull
it
so
that
we
can
hear
those
public
comments.
I
can't
imagine
it
will
pass
so
with
that.
Are
there
any
other
items
on
consent
that
the
public
would
like
to
remove
or
a
council
member?
A
So
I'd
ask
that
for
a
motion
to
approve
7.1
through
7.4
7.6
through
7.9
at
7
11
through
7
20.,
so
moved
in
favor.
All
right
opposed
unanimous
7.5.
Z
This
is
a
brownfield
voluntary,
cleanup
tax
credit
that
we
have
been
working
with
the
department
of
energy,
environmental
protection
to
clean
up
our
site,
and
this
is
the
by
doing
so,
we're
able
we're
allowed
to
apply
for
tax
credit
sale
and
we've
we've
we've
rfp'd
and
selected
a
vendor,
and
they
are
prepared
to
do
the
to
solicit
bids
for
their
for
the
for
the
tax
credits,
council,
member
doctrine.
AA
Yeah,
so
thank
you
chuck.
I
appreciate
that
and
I
appreciate
the
explanation
tuesday's
work
session
because
I
didn't
know
much
at
all
about
this,
but
it
sunk
in.
I
re-read
it
and
then
after
I
put
all
the
pieces
together,
I
just
had
a
couple
of
follow-up
questions,
so
I
understand
we
sold
seven
voluntary,
cleanup
tax
credits,
we
had
earned
and
we
have
five
years
to
sell
those
right
or
we
lose
them.
AA
Okay,
so
we
received
91
cents
on
the
dollar,
for
a
value
of
785
886
and
the
city
paid
a
broker
about
70
000
for
selling
them.
So
we
receive
approximately
716
000.
So
I
the
follow-up
questions
then
are:
do
we
have
other
certificates
that
we're
holding
and
waiting?
You
know
that
are
still
within
a
five-year
period.
AA
Z
AA
Okay,
okay,
so
I
just
want
to
know:
do
we
have
other
potential
ways
to
get
money?
You
know?
Do
we
have
okay
and
then
and
then
the
other
follow-up
question
is:
where
are
we
depositing
the
716
000
and
what
can
it
be
used
for?
Does
a
portion
of
it
go
into
economic
development
because
it
was
from
their
brownfield
cleanup
and
a
portion
stays
with
you
all,
because
it's
yours
where,
where
does
that
money
go.
Z
I
think
the
well
I
know
for
ours,
we've
we've
asked
about
that
with
ours,
and
ours
goes
into
his
other
revenue
to
the
to
the
gas
system,
and
it
actually
will
in
the
way
our
our
policy
is
with
the
city
council.
Z
A
C
AA
Z
We
right
we,
we
had
several
vendors
that
worked
over
over
time
with
it
and
we
got
a
lot
of
money
for
the
cleanup
through
through
old
insurance
policies
and
and
that
kind
of
thing
so
we've
been
doing
this
for
for
about
10
years
now
doing
the
cleanup
okay.
C
Not
necessarily
the
department
in
the
city
in
the
scenario,
the
gas
fund
is
a
separate
fund
with
separate
revenues
and
separate
expenditures.
It's
an
enterprise
fund.
So
it's
going
to
go
back
to
the
enterprise
fund.
You
know
there
is
the
ability,
at
some
point,
for
the
general
fund
to
receive
a
transfer.
D
C
It's
the
normal
transfer
or
one
that
the
council
decides
to
make
at
some
point,
because
you
have
the
ability
to
do
that,
but
it
would
go
back
to
the
fund
that
it
that
it
that
it
came
from
okay,
so
most
of
the
general
fund
departments
like
economic
development,
they
would
just
come
back
to
the
general
fund
not
to
the
department
itself,
but
if,
if
it
is
restricted
with
state
and
federal
restrictions,
then
if
that
would
be
separated
out
and
used
by
housing
again,
okay,.
Z
And
the
cleanup
was
that
was
paid
for
over
the
last
10
years
or
so
that's
all
been
come
out
of
the
been
paid
for
by
the
gas
fund.
Okay,.

adds
three

The

as
mr

said,
in
response
to
councilmember

question
regarding
the

in
the

the
existing

that
excludes
those
three
red

has
14
605
square
feet
of
open
green

and
this
new

has
27
610
and
I
do
have
these

they
include

N
That
kind
of

you
the

You
have
a

also
includes

AF
Mark
perry,
planning
and
development
there's
been
no
changes
to
this
proposal,
since
I
presented
on

one
clarification
and
correction.
I
I
mentioned
at
that
council
work
session
that
the
entire
slip
was
accessory.
I
was
wrong.
I
misstated
that
it's
kind
of
a
split
32
of
the
slips
were
originally
approved
as
a
marina
facility
and
that's
the
component
that
will
include
the
eight
slips
in
question
for
very
limited
commercial
uses.
So
I
know
there's
a
quick
talk
about
parking.
AF
N
This
is
our
fourth
public
hearing
on
this
and
final
cd,
cdb
approved
it
initially
in
2009,
when
this
marina
was
approved,
there
was
no
commercial
use
and
now
we're
going
to
take
eight
of
the
existing
marina
facilities
and
allow
for
restricted
commercial
use,
and
this
is
the
final
step
in
that
process
and,
as
mr
perry
said,
this
is
adjacent
to
the
public
boardwalk
and
they
are
publicly
accessible
and
we
do
have
sufficient
parking
in
the
facility
to
accommodate
the
public
parking
for
the
marina,
so
it
will
be
utilized
and
enjoyed
by
the
public.
Thank
you.

amendments

three
main
topics
that
we
reviewed
in
a
little
bit
more
detail
than
I'll
do
tonight

Since
there's
been
no
changes,
the
first
is
the
addition
to

of
a
new

element.
This
is
required
by

second,
and
we're
incorporating
amendments
to
the

AG
Land
use
and
housing
elements
related
to
affordable
housing
and
mixed
income,
housing
incentives
and
bonuses,
and
these
are
serving
as
an
interim
step
until
clearwater

is
complete,
and
the
third
set
of
amendments
are
related
to
updating
maps
to
reflect
the
new
slosh
models.
Those
are
for
the
hurricane
maps
and
the
coastal
storm
area
maps.

Good

mayor

we're
just
here
in
support
of
both
of
those
ordinances,
but
I
figured
I'd
just
speak
to
this
one.
You
know
we.
This
is
something
we've
been
asking
for
for
many
years
of
of
this
municipality
and
other
municipalities
and
and
excited
to
see
some
action
on
the
item.
I
just
pulled
a
couple
of
last
permits.
AH
We
did
in

total

permitting
fees
was
over
four
thousand
dollars

so
75
percent
reduction
in
in
the
permitting

and
reductions
in
impact
fees
are
significant
for
affordable
housing
developers.
So
we
just
wanted
to
say
we
support
it,
and-
and
thank
you.
A
And
congratulations
on

two

AA
AI
Evening,
mayor
city,
council,
city
managers,
mike
lockwood
assistant
director
for
the
parks
and
recreation
department
friday
this
evening,
is
an
amendment
to
the
clearwater
for
youth
agreement.
If
approved,
clearwater
for
youth
will
be
contributing
a
hundred
thousand
dollars
towards
city
co-sponsor
programs,
which
is
an
increase
from
the
previous
agreement.
I
would
like
to
mention
that
in
the
in
the
agreement,
if
approved,
we
will
still
allow
them
some
administrative
support
with
use
of
the
copy
machine
and
fax
machine,
and
this
is
different
than
what
was
in
front
of
you
on
tuesday.
AA
Yeah
I
have
questions,
and
I
I
just
I
appreciate
what
clearwater
for
youth
does
and
your
or
the
organization,
and
so
this
questioning
is
not
to
seem.
You
know
like
I'm,
I'm
questioning
their
integrity,
it's
more
about
due
diligence
and
just
understanding,
and
so
when
we
have,
I
have
a
hundred
thousand
dollars.
That's
indicated
that
they
are
contributing
an
in-kind
donation,
and
so
I
just
would
like
to
know
in
the
vein
of
transparency
in
my
learning.
AA
Do
we
have
a
list
of
what
it
is
that
they
contribute
that
adds
up
to
a
hundred
thousand
dollars
like
line
items?
I
don't
know
if
we
do
that
and
then
also,
if
you're,
adding
in
this
copying
and
whatever
else
they're
going
to
add
in
a
value
of
that
as
well,
just
just
to
know
sure
they
do
provide
a
financial
report
and
each
of
those
are
grouped.
AI
AA
Require
that
as
part
of
the
agreement,
is
it
from
anybody
that
we
that
offer
some
in-kind
things,
it's
just
a
standard
operating
procedure
for
the
city
to
to
have
those.
You
know
like
any
time,
there's
an
in-kind
contribution
with
a
dollar
amount.
We
have
it
itemized
in
some
way
like
how
did
you
come
to
that
valley?.
A
I
did
call
the
executive
director
also
today
about
copying
and
faxing,
there's
a
lot
of
faxing
going
on
that's
from
the
original
agreement,
but
if
there's
any
big
copy
jobs,
those
are
actually
done
outside.
This
is
for
incidentals
yeah.
O
A
AI
O
Work
session
on
tuesday,
I
need
to
just
publicly
state
that
I
do
sit
on
the
board
of
trustees,
chlorophyll
youth-
I
have
for
some
time,
but
given
the
what
this
agenda
item
is
I've
been
assured
by
the
city
attorney,
I
do
not
have
any
conflict,
so
I
will
be
voting.
A
Second,
all
in
favor
opposed
unanimous.
I
had
asked
mr
margolis
just
to
go
over
a
few
items.
After
tuesday
we've
been
getting
a
lot
of
emails
about
what
council
members
can
and
cannot
do
when
it
comes
to
elections-
and
I
thought
better
than
us
talking
about
it-
let's
go
to
the
legal
expert
so
that
he
can
lay
it
out
for
not
only
the
council
but
also
for
the
public.
A
AE
You
mayor,
you
know
most
of
the
matters
that
come
before.
Council
are
business
decisions
or
policy
decisions.
So
normally
I
don't
say
very
much
from
my
position
here,
but
this
is
an
unusual
situation.
I
think,
where
there's
been
a
lot
of
questions
from
the
public,
from
the
media,
from
elected
officials
and
to
the
mayor's
point,
I
think
it'll
be
beneficial
for
everyone
on
council
to
hear
the
exact
same
thing.
AE
So
I
think
what
will
be
helpful
is
if
I've
run
through
some
common
issues
that
come
up
during
elections
as
well
as
some
specific
issues
that
have
come
up
during
this
election
season,
and
I'm
going
to
do
my
best
to
present
this
in
as
objectively
neutral
a
way
as
possible,
because
the
last
thing
I
want
to
do
is
suggest
that
I
have
any
preference
at
all
in
this,
because
I
don't
so
in
no
particular
order.
One
thing
I'm
going
to
start
off
by
talking
about
has
nothing
to
do
with
candidates
at
all.
AE
One
of
them
has
to
do
with
voter
registration.
So
when
it
comes
to
voter
registration,
I
know
that
there
was
article
times
recently,
of
course,
about
council
member
beckman's
efforts
involved
in
that
activity.
So,
council
members
have
every
right
to
get
out
there
in
the
public.
If
you
so
choose
to
register
voters
help
them
get
encouraged,
you
know
get
them
to
to
sign
up.
All
of
that
is
perfectly
permissible.
There's
no
law
against
that.
It's
not
anything
that
will
get
anyone
into
trouble.
AE
I
won't
go
into
the
very
long
history
of
3p
vros
in
the
state
of
florida,
other
than
to
say
that
that
statute
was
recently
revised
in
the
last
session
and
to
make
it
clear
that
if
anyone
is
going
to
be
physically
touching
or
interacting
with
someone's
voter
application,
then
you
must
register
as
a
3p,
vro
or
the
organization
involved
must
do
so,
but
other
than
that
there
is
no
registration
requirement
and
there
is
no
rule
against
it
anyway
whatsoever.
So
that
was
one
issue
that
I
wanted
to
discuss.
AE
The
second
issue,
and
again
these
are
in
no
particular
order,
has
to
do
with
campaign
financing.
It
has
to
do
with
political
contributions
in
city
buildings
simply
stated:
it's
an
easy
rule
because
we
don't
allow
it.
The
florida
election
code
is
very
clear.
There
is
no
acceptance
or
solicitation
by
anyone,
not
just
candidates,
and
so
it's
crucial
for
candidates,
whether
currently
on
council
or
out
there
in
the
public,
to
keep
in
mind
that
we
do
not
allow
any
kind
of
solicitation
or
acceptance
of
campaign
contributions
in
city
buildings.
AE
AE
The
third
issue
I
wanted
to
bring
up
is
when
it
comes
to
expenditure
of
public
funds.
Florida
law
is
very
clear
that
we
cannot
expend
public
funds
in
furtherance
of
a
campaign
and
that
rule
is
easily
stated,
but
sometimes
it's
harder
to
apply
than
it
is
to
state
the
rule,
because
the
reality
is
that
each
of
you
have
been
elected
by
the
voters
of
our
city
and
part
of
your
official
responsibilities
involve
getting
out
there.
AE
It's
going
to
involve
spending
money
on
things,
for
example,
for
you
to
travel
to
conferences
or
for
you
to
connect
with
voters
or
different
in
ways.
So
it
is
often
a
thin
line
between
what
qualifies
as
a
legitimate
public
expense
versus
what
crosses
the
line
into
an
impermissible
campaign
expenditure.
That's
what
you
pay
me
to
do
is
largely
to
ensure
that
that
is
not
going
to
happen.
AE
I
want
to
emphasize
to
each
member
of
this
council
into
the
public
that
I've
heard
no
evidence
and
no
reason
to
believe
at
all
that
that
has
happened
in
this
campaign,
and
I
want
to
assure
each
member
of
this
council
that
I
would
never
let
that
happen.
So
we
do
not
spend
public
funds
in
furtherance
of
political
campaigns
period.
AE
AE
To
give
an
example,
it
would
be
improper
for
a
council
member
to
recruit
a
member
of
city
staff
during
their
working
hours
to
hold
signs
for
them
or
to
type
campaign
solicitation
emails
or
things
like
that.
Strictly
perhaps,
and
then
the
next
thing
I
want
to
talk
about
is
some
endorsements.
So
I
know
there
was
a
lively
discussion
on
tuesday
regarding
the
concept
of
endorsements.
AE
As
I
said
on
tuesday,
it
is
a
crucial
first
amendment
right
that
each
of
you
have
to
get
involved
or
not
get
involved
in
the
political
process.
To
the
extent
that
you
want.
That
is
founding
values
in
our
country.
You
did
not
give
up
those
values
when
you
got
elected
to
office
and,
on
the
contrary,
our
voters
have
elected
each
of
you
because
they
want
to
hear
what
you
have
to
say.
AE
So,
there's
nothing
at
all
wrong
with
any
person
on
this
diocese
choosing
to
go
out
there
in
the
public,
whether
that
means
endorsing
someone
of
your
choosing,
whether
that
means
criticizing
someone
of
your
choosing,
whether
that
means
writing
an
op-ed
in
the
tampa
bay
times
in
some
other
forum.
If
you
like
whether
that
means
participating
in
fundraising
for
a
candidate
by
participating
in
their
host
committee.
All
of
those
things
are
first
amendment
activity
that
private
citizens
have
and
so
do
each
of
you
when
you're
out
there.
AE
It
is
also
permissible
during
the
course
of
those
activities
to
be
identified
as
a
council
member.
So
it
is
okay
to
write
as
an
op-ed,
for
example,
to
say
I
council,
members
so
and
so
endorse
such
and
such
person
or,
for
example,
to
be
on
a
host
committee
and
to
send
out
an
invitation
that
says
I
council,
member
so
and
so
or
may
or
so,
and
so
or
vice
mayor
or
so.
AE
And
so
I'm
inviting
you
to
this
fundraiser,
the
division
of
elections
and
the
florida
attorney
general's
office
have
repeatedly
upheld
the
validity
of
all
of
those
things.
But
that
decision,
as
we
know,
is
exceedingly
personal
and
I
think
we
saw
on
tuesday
each
of
you
have
different
life
experiences
and
very
different
perspectives
on
the
election.
So
no
no
one
should
feel
obligated
to
get
involved
to
the
extent
that
you
don't
want
to
it's
simply
an
opportunity
when
it
comes
to
the
diocese.
AE
Our
general
decorum
is
such
that
we
do
not
display
campaign
materials
and
that's
the
exact
wording
that
is
in
the
rule.
As
I
understand
it,
as
someone
who
has
not
been
here
very
long
but
talking
to
folks
who
have
been
the
rule
has
traditionally
been
understood
to
mean
that
we
do
not
engage
in
either
a
physical
display
of
campaigns
such
as
hats
or
bumper
stickers,
or
things
like
that
on
the
dice.
But
it
also
extends
to
verbal
displays
of
endorsement.
AE
Even
apart
from
that,
we
do
have
a
general
decorum
rule
which
the
mayor
as
the
chair
is
authorized
to
enforce.
If
he
feels
that
something
becomes
disruptive
to
the
point
where
it
needs
to
have
someone
step
in,
I
will
say
this:
there
is
no
state
law
that
I'm
aware
of
that
prohibits
anyone
from
this
position
of
inherently
speaking
their
views,
while
they're
on
the
diocese.
AE
But
there
are
a
couple
things
to
be
careful
of
one
thing
to
be
careful
of
is
to
make
sure
that
it
does
not
cross
the
line
into
staff
feeling
like
they
have
received
some
sort
of
direction
from
council
when
it
comes
to
election
activities.
To
be
clear,
I
have
no
evidence
and
no
reason
to
believe
that
anyone
on
this
staff
has
taken
anything
that
any
person
on
this
diocese
said
in
that
way.
I
just
want
to
offer
a
caution
to
be
careful
when
we
start
straying
into
the
political
realms.
That's
number
one.
AE
The
second
thing
to
be
careful
of
is
to
not
engage
in
something
that
could
be
perceived
as
solicitation
of
campaign.
Fundraising,
whether
you're
the
candidate
or
not,
that
rule
that
I
mentioned
earlier
against.
Fundraising
and
public
facilities
applies
even
if
you're
fundraising
for
someone
else,
and
so
just
keep
that
in
mind
as
well.
Again,
I'm
not
suggesting
that
anyone
has
done
that
or
crossed
the
line
into
doing
that.
But,
as
we
get
closer
into
this
election
time
and
as
I
know,
this
has
become
a
tense
election
season
for
a
lot
of
folks.
AE
It's
just
something
to
keep
in
mind
to
keep
the
peace
as
we
move
over.
If
there
is
a
desire
by
council
to
tighten
up
or
clamp
down
on,
I
would
say
political
talk
in
the
diocese.
The
council
does
have
the
ability
to
tighten
those
rules
either
by
resolution
or
by
ordinance
it's
not
a
decision.
Anyone
has
to
make
right
now,
but
I
want
council
to
be
aware
that
you
do
have
the
option
if
you
feel
that
that
is
necessary
in
the
future.
Two
other
things
that
I
want
to
talk
about.
AE
AE
AE
However,
florida
law
and
the
florida
election
code
prohibit
candidates
in
their
campaigns
from
placing
signs
anywhere
in
the
public
right
of
way,
it's
easy
to
say
that
out
loud,
but
in
practice
it's
very
difficult
because
oftentimes
candidates
and
campaigns
don't
know
where
the
dividing
line
is
between
the
private
property,
where
they've
gotten
permission
to
place
their
sign
versus
the
public
right
away.
Most
people
are
not
surveyors
or
have
the
expertise
to
know
exactly
where
that
dividing
line
is
so.
This
comes
up
in
every
election.
AE
It's
not
unique
to
clearwater
in
my
experience,
but
I
do
want
candidates
and
campaigns
to
keep
in
mind
that
they
cannot
place
signs
on
the
public
right
away.
I
mean
it
is
their
responsibility
to
look
into
that
for
citizens.
If
citizens
see
signs
that
they
believe
are
located
in
the
public
right
of
way,
then
citizens
can
and
should
contact
code
enforcement,
because
that
is
the
responsibility
of
the
city
to
deal
with
it
on
a
code
enforcement
level,
please
to
the
extent
that
any
citizens
are
listening
or
to
the
extent
that
council
interacts.
AE
You
know
with
members
of
the
public.
Let
people
know
that
they
cannot
just
steal
campaign
signs,
even
if
a
member
of
the
public
believes,
and
even
if
that
member
is
correct
in
believing
that
a
campaign
sign
is
in
the
right
of
way,
they
still
cannot
take
a
person
sign.
That
is
a
theft,
and
so,
if
it's
on
the
right
of
way,
they
need
to
contact
code
enforcement
and
allow
the
city
to
handle
it.
AE
501C3
specifically,
a
501c3
is
a
private
nonprofit
organization
that
is
typically
organized
as
a
public
charity.
There
are
other
types
of
501c3s,
but
for
the
most
part,
we're
talking
about
charities.
To
be
clear,
the
government
is
not
a
501
c
organization
of
any
kind.
I'm
only
talking
about
charities
here,
501c3
organizations
under
irs
rules
cannot
participate
in
political
campaigns
and
they
cannot
intervene
in
political
campaigns.
AE
Under
the
florida
election
code,
the
candidate
simply
needs
to
ensure,
or
their
campaign
needs,
to
ensure
that
it
is
properly
reported
as
a
campaign
expenditure
and
that
is
properly
paid
for
out
of
their
campaign
accounts.
But
the
issue
that
comes
up
is
on
the
501c3
and
making
sure
they
don't
start
taking
sides
in
the
election,
but
it
is
not
directly
an
issue
for
the
candidate.
Those
are
the
issues
that
I
just
wanted
to
cover
this
evening
mayor.
AE
Thank
you
for
giving
me
the
opportunity
to
cover
that
to
make
sure
everyone
kind
of
gets
the
same
information.
AA
I
have
a
comment
or
kind
of
a
question,
so
I
appreciate
that
overview.
One
of
the
concerns
that
I
have
that
I
just
want
to
bring
forward
so
that
perhaps
we
can
give
direction
a
future
campaign
cycles.
Is
you
know,
as
I've
pushed
for
resident
engagement,
encouraging
people
to
attend
meetings,
which
it's
been
great,
you
know
we.
AA
We
had
an
invitation
from
our
communications
department
that
the
city
would
sponsor
a
meet
and
greet
for
us,
and
that
was
on
october
21st,
that
we
got
that
invite
via
email
and
it
was,
you
know,
choose
a
rec
center
and
here's
a
window
of
time
when
we'd
like
to
have
these
and
choose
a
date.
That
would
work
for
you,
and
so
you
know
I'm
responding
to
this
because
a
resident
wrote
in
and
it's
been
a
concern
of
mine
too.
AA
AA
We
should
have
had
a
deadline
of
the
time
that
petitions
were
filed
like
december,
7th
or
9th
or
whatever.
It
was
that
that
was
the
window,
especially
if
one
of
us
were
running
for
reelection,
so
that
a
city-sponsored
event
like
that.
That
can
be
seen
as
a
kind
of
a
campaign
event
using
city
resources
on
city
property
to
facilitate
a
meet
and
greet
should
happen.
AA
It
would
be
wise
just
to
avoid
the
perception
of
endorsement,
not
not
to
make
it
a
policy
that
that
that
person
would
have
had
to
have
had
their
meet
and
greet
before
or
they
could
have
it
after
and-
and
I
I
worry
too
about
what
are
the
limitations
on
your
speech
when
you
have
a
meet
and
greet
if
you
are
not
allowed
to
mention
campaign
things
council,
member
albrecht,.
AD
Oh
yes,
yeah.
I
heard
the
before
the
meeting
about
the
lady
that
wrote
in
and
said
that
she
thought
it
might
be
a
give
me
an
advantage.
Now
I
did
not
pick
february
25th
that
was
picked
by
staff.
AD
All
I
could
tell
you
is.
I
just
want
to
say
this
that
the
last
two
years
have
been
very
difficult
for
council
to
get
out
into
the
public
with
coven.
This
is
something
that
we
were.
We
talked
about
way
back
last
summer
about
how
we
can
initiate
meetings
with
the
public
and
get
input
from
the
public,
and
I
was
I
was
one
of
the
ones
that
said.
Yes,
I
like
that
idea.
Let's
see
if
we
can
start
it
up
again
now
cope.
AD
AD
AD
First
when
I
was
growing
up,
my
dad
was
a
judge
and
he
told
me
I
couldn't
understand
a
lot
of
things
that
he
didn't
do
because
he
said
you
know
it's
probably
legal,
but
there
might
be
a
perception
that
it's
not
so
good,
so
he
would
stay
real
clear
of
that
and
I
really
didn't
occur
to
me
exactly
what
that
meant
until
I
really
grew
up-
and
I
understood
that
you
know
especially
in
when
you're
serving
the
public
and
we
go
through
that,
and
they
tell
us
in
the
meetings
on
tv.
AD
You
know
that
we
take
on
the
sunshine
law.
I
mean
you
could
do
a
lot
of
things.
It
will
probably
be
legal,
but
if
you
feel
a
perception
is
going
to
be
out
there
that
it's
not
going
to
be
good.
Probably
don't
do
it.
So
I'm
glad
this
was
brought
up
because,
like
last
thing
that
I
would
want
to
happen
is
to
look
forward
to
me
going
out
and
meeting
with
public
next
week
and
it's
been
advertised.
AD
You
know
we
have
to
advertise
when
we
go
out
and
do
this
and
then
to
be.
You
know,
barraged
by
people,
thinking
that
I
had
an
unfair
advantage.
So
what
I'd
like
to
do
is
postpone
this
to
a
later
date
after
the
election.
If
I
don't
get
elected,
then
the
person
that
takes
my
seat
can
go
ahead
and
take
that
chat.
AD
Wasn't
good
until
nobody
showed
up,
I
think,
council.
I
think
we
have
a
real
disconnect
and
because
of
the
political
climate,
it
makes
it
even
worse
because
we
don't
actually
get
out
people
don't
see
us
like
they
used
to
the
first
two
years.
I
was
on
council
here
we
were
going
to
events
and
we
were
out
in
the
public
all
the
time
meeting
greeting
people.
AD
Now
people
don't
want
us
to.
You
know
they
were
going
to
stay
six
feet
apart
and
they
don't
want
you
coming
so
say
this.
I
I'm
disappointed,
but
I'm
going
to
retract
next,
I'm
going
to
ask
staff
to
please
if
somebody
would
like
to
go
that
hasn't
spoken
yet
I
know
you're
not
going
to
be
available,
but
maybe
mark
bunker.
If
he
hasn't
done
it
can
go
and
I'll
just
wait,
and
I
don't
want
to
make.
I
don't
want
to
have
anybody
think
that
I'm
taking
an
unfair
advantage
politically
to
this.
You
know
I'll
wait.
AD
AA
A
Well,
I
think
you
made
the
move
that
I
think
it's
the
right
one
and
I
think
we
have
other
council
members.
I
think
we
still
ought
to
have
the
beating.
I
just
think
we
ought
to
have
somebody
else
there.
A
I
will
say
this,
though:
incumbency
is
a
home
field
advantage
and
that's
just
a
fact
and
there's
an
extent
that
you
can't
even
eliminate
that
even
somebody
that
is
an
incumbent
gets
to
say
re-elect.
A
A
After
being
out
for
eight
years,
I
couldn't
say
re-elect,
even
though
I'd
already
served
three
terms,
so
there
is
an
inherent
home
field
advantage
of
being
an
incumbent.
That
is
why
incumbents
don't
get
thrown
out
very
often
at
every
single
level
of
government
from
the
president
on
down
so,
but
I
admire
the
decision
that
you've
made
and
any
further
questions
from
mr
margolis
anything
else.
Mr
maxwell.
Yes,.
D
O
Well,
let
me
start
by
bringing
back
up
tuesday's
work
session.
The
end
of
it.
O
While
I
stand
behind
the
premise
that
started
the
conversation
that,
because
the
majority
of
the
people
I
spoke
with
viewed
what
mr
bunker
put
on
his
twitter
feed
was
basically
referring
to
lena
mr
tashera
as
trash
I
stand
bes.
I
stand
behind
what
I
said
there,
and
I
still
believe
that
mr
bunker
owes
an
apology
there
to
to
mr
show.
O
O
O
AD
Albert
well,
I
I
would
just
say
this:
it's
you
know
we're
coming
into
the
season
of
reelection
on
council.
I
wish
the
best
for
everybody,
I'm
glad
we
do
have
more
public.
AD
People
that
are
interested
in
serving
their
community,
so
I
look
forward.
You
know,
I
think
it's
a
good
thing
that
we
have
candidates
that
want
to
take
this
position.
I've
been
disappointed
in
the
past
when
people
have
just
walked
in
with
no
opposition,
so
I
think
our
system
works
and
and
it's
nice
to
know
that
people
still
are
involved
in
their
community,
so
wish
everybody
loved.
AA
Yeah,
so
I
just
wanted
to
make
a
statement
about
drew
street,
so
I've
had
a
number
of
residents
reach
out
to
me
recently
with
continued
concerns
about
drew
street
residents
who
live
on
or
near,
drew
street,
or
have
a
business
on
drew
report
that
there
have
been
three
accidents
within
the
last
two
weeks
or
so
where
cars
have
plowed
into
power.
Poles
and
the
electricity
has
been
out
for
a
number
of
hours,
not
to
mention
that
there
are
costly
damages
and
the
danger
of
cars
careening
off
the
road.
AA
So
this
is
a
refrain.
It's
nothing
new
I'd
like
to
propose
that
the
council
give
direction
to
the
city
for
the
city
to
draft
a
resolution
calling
for
an
immediate
reduction
in
speed
to
those
sections
of
drew
that
are
controlled
by
the
county
and
those
controlled
by
the
state
and
a
resolution.
I
understand,
after
my
conversation
with
our
esteemed
city
attorney
mr
margolis,
my
resolution
is
stronger,
carries
more
weight
than
a
mere
letter,
and
so
residents
are
looking
to
see.
AA
So
I've
been
told
that,
with
the
narrow
width
of
the
lanes
on
drew
that
the
state
would
not
allow
it
to
have
a
40
mile
per
hour
speed
limit-
and
this
is
in
many
places
an
incredibly
narrow,
high
speed,
heavily
traveled
road
that
goes
right
through
residential
neighborhoods,
the
heart
of
our
city
really
and
with
multiple
schools,
churches,
single
family
homes,
apartment
complexes,
small
businesses,
a
golf
course.
All
sorts
of
travelers
are
andrew
at
all
times
of
the
day,
and
the
data
tells
us
this
road
needs
attention.
AA
Our
residents
continue
to
communicate
that
they
want
to
see
changes
made
now
and
I
think
they
have
a
legitimate
ask-
and
you
know
I
didn't
even
bring
in
when
you
drive
down,
drew
and
there's
a
downpour
at
3
30
in
the
afternoon
in
the
middle
of
summer,
there's
only
two
lanes
that
you
can
drive
on
that
far
lane
on
the
south
is
so
flooded
and
gushing
with
water.
You
can't
even
drive
on
that.
AA
I'll
bring
this
up
at
a
future
meeting
when
we
have
the
full
council,
but
I
just
wanted
to
make
that
statement.
People
have
been
calling
me
again
about
drew
and
you
know
it's
like
you
need
to
do
something.
So
this
is
something
I'm
doing.
I
I'd
like
to
plan
on
giving
direction
for
the
city
to
draft
a
resolution
to
send
to
the
county
in
the
state
to
lower
those
speed
limits
immediately
where
they
can
and
then
other
than
that
I
would
say
happy
new
year.
AA
O
Councilmember
becklin's
ask
or
whatever
for
resolution.
I
could
easily
support
that.
However,
I'm
not
sure
I
think
the
resolution
needs
to
be
specific
in
the
area
where
we're
addressing,
because
you
know
when
you
get
east
of
saturn
there's
a
light
at
saturn.
When
you
get
there
the
road,
why
it's
different?
It's
different,
it's
totally
different.
I
don't
think
I
agree.
O
I
don't
think
the
speed
limit
there
needs
to
be
diminished,
but
the
section
from
saturn
west
to
myrtle
I
mean
pretty
close
basically
myrtle
needs
to
could
could
easily
be
addressed,
and
I
could
easily
support
that.
That's
good,
but.
O
To
be
specific
on
exactly
what
what
what
we're
talking
about,
I.
A
Would
agree
with
you.
I
just
want
to
set
expectations
because
fdot
has
a
lot
of
rules
and
they
don't
deviate
from
them
very
often
so,
having
kind
of
been
in
the
chair
that
council
never
already
when
it
comes
to
lights
and
speed
limits
and
I'm
fine
with
the
resolution
we're
also
going
to
have
to
enforce
it,
which
is
the
other
factor
you
can
put
20
miles
per
hour,
but
unless
we're
in
force
it
really
doesn't
matter.
A
I
mean
it's
40
and
all
of
us
know
people
go
a
lot
faster
on
true
than
40
miles
per
hour.
So
those
are
the
only
things.
I've
talked
to
several
citizens
this
week
about
drew
as
well
losing
power,
light
poles
and
everything
else.
So
I'm
happy
to
discuss
a
resolution,
but
I
also
want
to
set
you
know
some
expectations
that
we
can
set
that
send
that
resolution.
A
AE
Well,
there's
a
couple
of
couple
different
ways
this
can
be
approached.
I
would
be
fine
personally
if
there's
consensus
among
council-
and
it
sounds
like
there
is
to
have
enough
interest
in
me-
drafting
a
resolution.
I'd
be
happy
to
start
drafting
it
as
long
as
everyone's
on
board.
With
that
job
hearing
consensus,
that's
not
the
problem
yeah!
I
would
be
fine
to
start
drafting
it.
I
don't
think
it's
necessary
to
take
a
vote
at
this
point,
but
I'll
begin
drafting
it.
A
Well,
thank
you
all
for
tuning
in
tonight.
Just
a
couple
things
I
want
to
send
our
condolences
to
the
crown
family
bill
crown
lost
his
battle
with
cancer.
A
A
A
A
So
that
always
makes
us
proud
and,
as
it
was
mentioned
earlier,
clearwater
is
the
sixth
leading
search
for
tripadvisor
in
the
entire
united
states,
so
that
probably
bodes
well
for
a
pretty
busy
spring
break
so
buckle
up
everybody,
the
roads
are
gonna,
be
full
with
that
we
are
adjourned.
God
bless.
