We
are

you
can
see,
to
ensure
public
safety

governor's

at
home
water.
In
response
to
the
Cova
19
virus.
The
clearwater
city
council
will
hold
a
public
meeting
on
Monday
June
1st
2020
at
9
a.m.
using
communications
media
technology
pursuant
to
executive
order.

municipalities
may
conduct
meetings
of
their
governing
boards
without
having
a
quorum
of
its
members,
present
physically
or
at
any
specific
location

utilizing

videoconferencing,
as
provided
by
section

The
meeting

the

be

councilmember
Beckman
at

end
of
the
week
in
the
parking
lot
and
we've
discussed
the
appalling
events
that
occurred
in
Minneapolis
this
past
week
and
I've
talked
to
it,
the
city
manager
and
what
we
thought
was
the
very
best
thing
to
start
out.
This
morning's
meeting
was
to
have
a
report
by
our
police
chief
Dan
slaughter
to
speak
to
the
issues
that
have
occurred
and
those
steps
that
we
take
on
an
ongoing
basis
to
avoid
any
occurrence
like
what
we
have
seen
over
the
weekend.

department
yesterday
just
to
see
that
what
was
going
on
with
her

group

protest
and

the
mayor
didn't
have

chance
to
talk
with
some
of
those
protesters.

a
very,
very
small
number,
so
with
that
in
my
chief
slaughter,

you
give
us
an

on
this
particular
topic.
Certainly
is
not
one
that
anybody
enjoys
having
to
talk
about.
However,
I
would
like
to
open
up
with
a
comment
about
the
activity
in
general
or
the
behavior
of
the
Minneapolis,
the
former
Minneapolis
police
officer.
I
made
it
a
point
to
come
out.
Very
you
know
very
strongly
through
some
opportunities
that
came
up
through
the
media,
to
express
my
dissatisfaction
with
how
that
officer
handled
that
situation.

I'm
happy
to
report
that
you
know
my
command
staff
sees
things
very
clearly
that
that
behavior
was
wrong,
which
I
think
should
communicate
to
you
the
standard
of
officers
that
are
the
standard
we
hold
our
officers
to.
You
know
we
do
have
a
record
in
our
agency
and
clear
of
being
very
centric.
You
know
very
community
centric
and
making
sure
that
we
are
are
servicing
our
community's
needs
and
we
are
very
strong
emphasis
on
training
in
Clearwater.

know,
reputable
law
enforcement
training,
so
I
think
that
is,
if
anything
is
silver
lining
in
here
that
you
know

years
ago.
That
probably
would
have
gone
on
for
two
three
weeks:
long
investigations
and
clearly
we
we
have
made
a
shift
in
law
enforcement
of
the
last
several
decades
to
recognizing
that
you
know
we
are
going
to
hold
ourselves
very
publicly
accountable
with
regard
to
locally
and
what's
going
on
locally
on
Saturday
I
activated
the
Intel
unit
and
asked
them
to
monitor
social
media
and
open
source
information.

looking
for
persons
who
might
potentially
look
to
hijack
a
peaceful
protest
in
Clearwater
and
create
violence
or
other
criminal
activity,
our
Intel
unit
has
been
communicating
regularly
with
the
st.
Petersburg
Police
Department
Intel
unit.
The
pcs
open
I
was
kind
of
Sheriff's
Office
Intel
unit,
the
Tampa
Intel
and
the
Tampa
Bay
Regional
Intelligence
Center,
commonly
referred
to
as
the
T
brick
from
that
material.
We
did
learn
that
there
was
one
protest
or
that
was
scheduled
at
the
Clearwater
Police
Department.
It
was
indicated
it
would
be
at
noon.

was
the
material
indicated
that
the
desire
of
the
organizers
was
for
it
to
be
a
peaceful
protest.
It
did.
It
did
involve
a
small
group
of
people
that
did
show
up
at
the
police
department
with
some
signs
and
just
expressed
their
dissatisfaction
in
the
what
what
you
know
is
argued
that
the
unjustified
killing
of
African
American
the
protest
went
on
till
about
1:45
I,
believe
it
was
2:45.
Excuse
me
it
was
peaceful.

They
eventually
moved
from
the
police
department,
down
to
the
area
of
Franklin
and
Myrtle
and
and
everything
went
smooth
and
then
they
they
left,
and
we
looked
at
our
role
in
that
particular
environment
was
to
protect
peaceful
protest.
That
was
that
was
not
any.
There
was
nothing
wrong
or
anything
that
we
perceived
as
inappropriate
and
an
hour
rule.
There
was
to
protect
a
peaceful
protest
and
we
were
happy
and
grateful
for
the
people
to
that
handle
themselves
very
responsibly.

continue
to
monitor
the
command
staff,
continue
to
monitor
the
events
they
have
unfolded
through
Tampa
and
st.
Petersburg
through
Saturday
evening,
the
Clearwater
command
staff.
We
had
a
conference
call
early
Sunday
morning
and
we
reviewed
the
events
in
the
region
and
and
that
occurred
the
previous
night.
We
also
reviewed
the
events
that
were
scheduled
for
Sunday.
The
Intel
provided
two
into
our
Intel.

If
we
had
a
larger,
larger
protest,
the
services
division,
Major,
David,
Dalton,
Breed
the
communications
center
personnel
and
initiated
a
level
of
monitoring
of
our
police
security
cameras.
The
main
station
building
had
we've
had
you
know,
loose
items
that
are
outside
the
station
that
could
theoretically
be
thrown
or
used,
as
you
know,
projectiles.
So
we
had
those
things
brought
inside.
We
did
lower
the
hurricane
shutters
on
the
first
floor
windows
just
for
a
protective
measure.
I
spoke
on
Sunday
morning
with
chief
Dugan,
with
chief
Holloway
and
sheriff
Walt
Erie.

We
discussed
the
events
from
the
previous
evening
and
discuss
the
available
resources
we
each
could
provide
each
other
to
address
any
issues
that
would
arise
later
in
the
day.
I
was
in
constant
contact
with
sheriff
gaultieri
and
chief
Holloway
throughout
the
day
on
Sunday
and
what
we've
seen
some
of
these
neighboring
cities
is
peaceful
protests
that
are
hijacked
by
instigators
of
criminal
and
riotous
behavior.

Small
groups
that
break
off
from
the
larger
groups
to
do
violence
and
crowd
sizes
that
smell
very
rapidly
and
changing
from
peaceful
to
end
antagonistic
and
violent
in
a
very,
very
short
amount
of
time.
I
will
continue
to
monitor
this
environment
for
potential
violent
activity
and
we'll
keep
our
staff
at
a
heightened
sense
of
readiness
and
we'll
continue
to
collaborate
with
our
local
law
enforcement
partners
to
make
sure
that
we
share
resources
to
address
any
issues
that
arise.

viruses

a
whole
bunch

of
right
after
this
incident
happened,

scheduled

faith-based,
we

very
supportive

our
Police
Department
in
our
city,

they
continue

really
good
partners

effect
positive
change
in
the
community.

this
item
before

this
morning

for
review
and
compliance
with
our
public
art
grant
programs.
It
provides
funding
to
arts
based
and
community
nonprofit
organizations
to
implement
project
that
meet
the
vision
and
goals
of
the
public,
art
master
plan
and
community
cultural
plan.

grantee
is
fYI
Community
Partnership
Inc,
it's
a
nonprofit
based
in
the
Lake
Bellevue
neighborhood,
and
it
has
the
mission
to
implement
initiatives
and
provide
accesses
to
resources
that
empower
families
and
at-risk
communities
to
strengthen
their
individual
capabilities
and
enable
them
to
improve
their
socio-economic
status.
A
community
needs
assessment
was
conducted
by
FY,
I
and
USF
and
found
that
more
than
half
of
the
residents
that,
like
Bellevue,
felt
that
social
disconnection
and
expressed
a
desire
for
more
arts
and
culture,
access
and
opportunities.

then,
fYI
I
have
facilitated
a
series
of
community
driven
storm-drain
murals
along
South
part
Luther
King
jr.
Avenue
they've,
now
received
permission
from
a
property
owner
for
a
large
format,
mural
and
they're,
seeking
funding
of
$8,500
to
assist
with
artist
expenses.
For
design
and
coordination
of
this
community
participation
project,
the
public
art
design
board
has
unanimously
approved
this
request,
as
it
meets
the
objectives
of
the
public
art
master
plan
and
cultural
plan
through
the
support
of
positive
neighborhood
identity,
the
creation
of
community
points
of
pride
and
increased
access
to
arts
and
cultural
opportunities.

easement

parcel
unit

serve

Tampa
Bay
multi-agency
gang
task
force.
It
allows
for
the
resource
sharing

different
law
enforcement
agencies
and
prosecutorial

reason

purpose
of
this

it
allows
us
to
use
our
individual
gang
specialists
at
each
of
our
agencies
and
create
a
much
larger
team
to
deal
with
larger
events.

of
the
events
that
they've
handled
in

past

done
in
the

2019
they
did
a
gang
probation
check.

there
was
a
deployment
at
the
Cody
River
Bike
Fest
in
2019,
just
to
kind
of
monitor,
potential
gang
activity
and
a
while
back
in
2018,
there

funeral
for
an
outlaw
motorcycle
gang

monitored
by
the
task
force
as
well.

station

electrical

panels
and
establishing
a
backup
power
supply
such
as
a
general
generator
or
diesel
pumps.
The
floors
main
associated
with
this
lift
station
crosses
the
imagine
clear
water
project
limits
and
so
Stantec

continuity
between
the
imagine,

and
then
side

this

is
in

conflict

of
these
necessary

level

17
employees
that
maintain
Sand
Key,
Clearwater
Beach

memorial
causeway.

worked
seven
days
a
week.
We
have
10-hour
shifts,
there's
two
shifts
Sunday
to
Wednesday
and
Wednesday
to
Saturday
from
5:30
in
the
morning
until
4:00
in
the
afternoon.

This
is
supplemented
on
weekends,
by
a
crew
of
three
people
that
we
pay
overtime
on
Saturday
and
Sunday,
simply
to
empty
trash
cans
and
pick
up
trash,
because
we
don't
have
enough
personnel
right
now
to
do
that,
so
we're
paying
overtime
to
do
the
very
best
that
we
can
all
the
total
17
employees
that
we
have.
It
takes
approximately
three
and
a
half
to
four
full-time
employees
simply
to
do
beats
wall.
Nothing
else,
no
sand,
nothing
else.
Now
we
do
divide
it
up
into
crews.
They
have
five
members
every
morning.

get
out
on
the
beach
walk
and

fall

sidewalks

of

they

requested
when
Beach
walk
was
brand

to
maintain

appreciate

sure,

wanted

the
resources
that
we
are
putting
in
there

building
should
have

difficult
downtown

there's
plenty
of
parking,

can
work
around

to
the

hours
