observation
from
the
forward
pinellas
citizens
advisory
committee
meeting
of
last
week.
The
committee
reviewed
the
five-year
transportation
improvement
plan
and
we
found
conspicuously
missing
was
the
safety
and
intersection
improvements
at
the
intersection
of
belcher
and
gulf
to
bay.

know
mayor
hibbard,
you
worked
real
hard
to
try
to
get
some
improvements
at
the
time
that
the
walmart
was
approved
for
that
intersection.

would
ask
you
to
ask
your
rep
vice
mayor
albritton,
to
address
this
concern
too
at
the
upcoming
forward
pinellas
meeting.

watched

work
session
the
other
day
and
I
saw
the
introduction
that
you
know
colonel
horn
gave
to
daniel
slaughter
and
a
couple
of
things
really
rubbed
me
the
wrong
way.
One
was
the
idea
that
mr
slaughter
is
going
to
give
us
a
sense
of
what
we
typically
do
and
beyond
that.

How
give
an
idea
of
how
we
see
things
I
don't
know
we
is
not
me,
it
must
be
somebody
else,
and
what
horn
and
slaughter
you
know
really
need
to
understand
is
the
way
that
they
typically
do
things
and
how
they
see
things
is
in
part.
The
very
reason
why
we
have
international
social
unrest
over
the
the
mistreatment
of
george
floyd
slaughter,
referred
to
a
silver
lining,
mentioning
you
know,
the
goodness
of
early
termination
of
bad
police
officers.

terminate
them
immediately.

fired
officer
michael
leandro,
for
excessive
force,
but
it
was
only
after
several
weeks,
leandro
held
that
13
year
old
boy
in
custody
in
handcuffs
and
then
slammed
his
head
into
the
pavement,
causing
serious
injury
on
youtube.
Mr
hibbard
officer
leandro,
you
know
didn't,
have
a
body
cam,
but
beyond
that
he
should
have
not
only
been
fired.
He
should
have
been
charged
with
attempted
murder,
now
officers,
christopher
miller
and
scott
scott
borkel,
were
there
also,
and
they
did
very
little.

They
should
also
have
been
fired
and
they
should
also
have
been
charged
with
attempted
murder.
We
can't
have
these
violations
of
civil
rights
by
police
officers
smoked
over
and
shoved
under
the
rug.
Any
longer
clearwater
police
department
needs
to
have
a
oversight
committee
by
civilians
that
that
has
some
teeth
and,
just
like
the
other
gentleman
said,
there's
no
excuse
for
these
officers
not
to
be
wearing
body
cams.

We
need
a
change
in
leadership
and
management
and
I
direct
that
to
colonel
horn,
and
if
this
fails
to
complete,
you
know
or
correct
bad
community
relations
and
and
build
some
trust
in
the
community,
then
we
need
to
abolish
clearwater
police
department
and
assign
those
duties
to
the
sheriff's
department,
as
it
should
be.

He
is
going
to
give
us
an
overview
and
talk
a
little
bit
about
how
clearwater
police
department
deals
with
things
differently
than
what
we
saw
last
week
in
minneapolis.

Thank

mayor
daniel
slaughter,
chief
of
police.
I
appreciate
the
opportunity
to
be
here
tonight
in
front
of
you.
I
do
want
to
just
state,
as
I
did
earlier
at
the
work
session.
Our
police
department
condemns
the
actions
of
the
former
officers
in
minneapolis.
Their
actions
are
completely
contrary
to
our
core
principles,
our
policies
and
our
training,
and
our
officers
know
that
they
would
be
held
accountable
if
they
did
the
same
behavior
in
clearwater.
Our
department
has
policies
against
using
neck
restraints.
M
Our
department
has
policies
requiring
the
repositioning
of
a
prisoner
to
prevent
positional
asphyxia.
Our
department
requires
all
use
of
forces
to
be
incidents
to
be
investigated
and
recorded
and
documented,
and
our
department
has
an
early
event
intervention
program
that
alerts
management
when
an
officer
reaches
a
threshold
of
use
of
force
incidents,
even
if
they
are
found
to
be
in
compliance.

Clearwater
officers
are
back
received,
background
checks,
they
take
a
polygraph
and
they
complete
psychological
screening
prior
to
being
released
to
solo
patrol.
They
do
22
weeks
of
training,
the
police
academy,
six
weeks
of
training
at
the
clearwater
police
department,
post
academy
and
16
weeks
in
the
field
training
program
and
then
have
12
months
of
probationary
patrol
until
they
are
released
to
a
permanent
employee.

The
department
currently
does
reoccurring,
regular
in
scenario
based
training
that
covers
de-escalation
techniques,
use
of
force,
a
duty
to
intervene
and
all
of
the
other
policies
I've
described
above
we've
been
very
fortunate
to
have
a
very
peaceful
response
by
the
city
of
clearwater
or
the
citizens
of
clearwater.
This
week
there
were
events
that
occurred
at
the
clearwater
police
department
on
sunday
and
also
on
tuesday,
that
involved
small
groups
expressing
their
concerns
for
police
conduct.

Additionally,
there
was
a
larger
group
protest
that
started
at
the
mlk
center
and
turned
into
a
a
march
to
the
coachman
park
that
included
some
speeches.
All
of
those
events
went
very
peaceful.
The
police
department
provided
traffic
assistance
and
was
able
to
be
on
scene
and
and
all
of
the
events
I'm
happy
to
to
report
at
this
point
have
been
peaceful.
We
do
have
another
event
scheduled
for
tomorrow
in
coachman
park
at
2.
30
p.m,
that
that
is
the
next
scheduled,
peaceful
event.

The
department
will,
of
course,
be
prepared
for
anybody
who
would
seek
to
intervene
and
make
these
events
other
anything
other
than
peaceful.
I'm
just
you
know
mr
hubba
did
refer
to,
and
I
do
believe
believe
that
we
have
seen
improvements
in
our
profession.
I'm
proud
that
the
law
enforcement
leaders
across
the
united
states
have
condemned
the
behavior
of
the
former
police
officers
in
minneapolis,
and
I
believe
that
the
swift
action
of
termination
and
the
moving
forward
criminal
charges
in
those
particular
cases
shows
the
changes
that
have
been
made
more
than
happy
to
answer.

to
thank
chief
slaughter
and
the
police
department
for
the
wonderful
job
they
did
with
the
march
the
other
day,
which
I
was
very
happy
to
have
attended
being
in
the
condition
I
am,
I
couldn't
make
the
entire
walk
and
the
the
police
were
nice
enough
to
have
a
van
for
any
of
us
who
who
couldn't
get
down
to
coachman
park.
So
that
was
very
thoughtful
and
I
I
I
have
the
utmost
respect
for
you
and
the
officers.

Of
body
cameras,
the
cameras
themselves
aren't
a
lot,
but
storing
all
the
footage
and
responding
to
requests
for
it
does
cost
a
lot
more
money,
and
I
think
we
should
be
evaluating
that.
But
I
would
ask
you
the
the
sound
of
a
police
advisory
board.
A
citizen's
advice
report
sounds
like
a
good
idea
to
me
and,
knowing
that
you
and
the
officers
I
believe
are
are
a
good,
decent
people.

willing
to
certainly
have
the
conversation.

don't
know
if
today
I'm
if,
if
you're
asked
me
to
say
I
accept
the
idea
or
I
don't
know,
if
that's
what
I'm
capable
of
saying,
I
think
I

it's
a
good
idea

concept,
especially
in
a
community
that
is
having
significant
trust
issues.

mean,
I
think
body
cameras
are
a
valuable
technology
and
has
to
the
costs,
have
to
be
weighed
with
the
benefits,
and
I
think
I
think
they
definitely
have
a
place
in
law
enforcement.

think
they'll
be
very
prevalent
in
law
enforcement
moving
forward.
I
think
both
items,
the
problem
with
what
the
message
is
currently
or
the
current
issue
that
we're
looking
at
and
seeing
is
they
don't
stop
that
from
happening?
Minneapolis
has
had
civilian
oversight
since
1990
they've
had
body
cameras
for
a
long
time
and
we're
still
seeing
the
same
behavior
that
and
clearly
infuriates
our
citizens.

So
I
don't
think
that
either
of
those
concepts
are
bad
to
have
a
discussion
with,
but
I
just
don't
want
the
people
to
think
that
that's
going
to
stop
the
problem
that
I
think
that
they're
concerned
about
and
the
concern
there
have
is
police
misconduct,
and
it's
not
going
to
make
that
go
away.
We're
going
to
have
to
you
know,
have
good
leadership
at
the
top.
We're
going
to
have
to
have
pick
our
employees
wisely.
We're
gonna
have
to
have
good
rules
and
good
policies.

happy

have
a
greater
discussion,
but

think
it's
one
that
the
chief
ought
to
be
prepared
for
and
that
we
ought
to
have
more
data
rather

doing

right

citizens
to
be
heard,

located
on
south
mlk
junior
avenue
in
howard

is
located
in
a
predominantly
african-american
community
with
a
growing
hispanic
community.

think
it

opportunity
of
social
interaction
and
integration.
If
we
can
make
this
happen,
israel,
a
community
leader
in
clearwater,
has
had
a
soccer
league
for
years
in
dunedin
at
the
field
on
union
street.
He
has
requested
our
organization
unimex
to
request
this
on
his
behalf.

For
the
rate
of
a
dollar
per
year-
and
we
hope
mr
israel
secondino
can
lease
the
belmont
park
with
a
similar
amount,
noting
that
this
helps
not
only
kids
stay
physically
active
in
sports,
but
both
parents
as
well
doctor,
have
always
said
the
body
needs
physical
activities
like
sports,
to
boost
our
immune
systems
and
fight
off
disease,
which
now,
more
than
ever,
it
has
to
become
a
priority
in
our
lives.
The
hispanic
soccer
league
would
be
in
charge
of
keeping
the
property
clean,
maintained
and
insured.

On
another
personal
note,
doctors
and
environmentalists
have
warned
us
for
years
that
the
radio
frequency
radiation
produced
by
5g
towers
can
be
dangerous
for
the
human
body
debilitating
our
ability
to
fight
off
disease.
I
want
to
know
if
there
is
a
ability
to
know
where
these
towers
were
placed
during
quarantine.

We
know
that
it
will
be
up
to

voters
to
decide
whether
they
think
we
should
keep
the
green
space.
That
is
a
landings
golf
club

pave
it
over
and
put

as
an
industrial
park.
But
there
are
many
people
who
are
concerned
about
exactly
how
the
referendum
will
be
awarded
that
can
make
all
the
difference
in
whether
people
will
vote
yes
or
no.

Unfortunately,
we
have
faith
that
the
city
council
will
take
this
into
consideration
when
they
compose
a
referendum
and
will
be
fair
when
they
write
it
even
with
a
short
notice.
It
was
good
that
many
people
commented
during
the
city
council
meeting
on
may
21st,
whether
in
person
or
through
comments
that
they
sent
in
online.

It
seems
like
there
were
about
20
people
who
commented
a
few
other
people.
I
have
made
a
petition
available
so
that
people
who
are
not
in
support
of
the
industrial
park
you'll,
let
that
be
known
at
this
point.
We
have
346
people
who
have
signed
it,
so
you
can
see
that
many
people
feel
strongly
that
the
industrial
park
should
not
happen
in
this
location.
I
am
working
on
getting
the
results
of
the
petition
to
you.

In
the
meantime,
I
submitted
the
photos
of
the
petition
and
the
number
of
signers
that
it
shows,
of
course,
the
majority
of
these
people
in
the
residential
area
surrounding
the
golf
course.
Contrary
to
what
rob
webster
said
about
there,
not
being
residential
areas,
that
will
be
impacted.
The
fact
is
that
there
are
many
residential
areas
within
a
mile
or
so
one
of
the
most
concerning
negative
aspects
of
having
a
light.
Industrial
perk
in
this
area
is
that
there
are
five
schools
which
may
have
children
who
walk
or
ride
bikes
to
school.

I
believe
I
heard
during
the
meeting
that
there
might
be

800
people
who
will
work
at
the
industrial
park
in
a
tampa
bay
news
weekly
article
I
read
it
could
possibly
be
5
000
people.
How
could
it
be
safe
for
these
children
walking
and
riding
their
bikes
to
and
from
school
with
that
many
more
drivers
on
the
roads
in
the
area?
These
schools
are
skycrest
elementary
plato,
academy,
delphi
academy,
clearwater
kennedy,
middle
school
and
lakeside
christian.

I
personally
do
not
play
golf,
but
that
does
not
mean
I
don't
appreciate
having
the
green
space
that
the
golf
course
provides
in
my
area.
I
live
approximately
1.2
miles
from
the
golf
course.
In
their
view,
lake
estates,
I'm
in
favor
of
clearwater
becoming
more
and
more
beautiful,
not
less
and
less
attractive.

lighting
for
the
pillars
and
under
deck
of

bridge.
Lochner
is
also
coordinating
the
necessary
permits

maintenance
requirements
with
the
florida
department
of
transportation
and
the
united
star
states
coast
guard.

are
nearing
a
permanent
permitable
design
stage,
as

estimate
is

less
design
costs
the
available
project
funding

one
million

hundred
and
thirty

dollars
is
sufficient
to
cover
this
construction
estimate
compared

than
fifteen
million
dollar
budget
for
the
sunshine
skyway
bridge.
This
project
achieves
a
stunning
effect
at
a
fraction
of
that
budget.

however,

although
construction
can
proceed
at
pace,
changes
to
the
back
of
house
or
orientation
or
location
of
the
stage
could
impact

operational
date
of
the
lighting.
As
the
conduits
and
server
control

progress

the
park,
the
server
would
be
housed
in
the
back
of
house
of
the
stage,
and
these
are
the
means
by
which
we
are
able
to
control
all
the
lights

well

power
them
through
the
conduit.

on
electricity

operational

a

in

light

huge
bridge
and
make
it
look
beautiful.

we

offset

additional
cost?

think

there

many
projects
around
other
municipalities

they

they
build
something
new

looking
to
reduce

amount

cost

thinking
is,

think
if
we
budgeted
1.6
million
for
this
project,
it's
going
to
cost
about
1.4
million.
Let's
put
some
solar
up
somewhere
to
account
for
that
extra

in

bridge
to

the

the
enthusiasm
and
see
the
diversity
at
the
park

see
how
peacefully

people

feel
better

coming
together

uniting

issue

it
needs
to
be
addressed.

salvation
army
is
continuing

Feedings
and
food
drives
at
the
social
services
center
at
druid
and
highland
on
wednesdays
at
three,

they

going
to
start
a
second
location
in
partnership

ruth
eckerd
hall,
who
has
made
their
facility
available.

Salvation
army
is
going
to
start
to
do
another
food
drive
next
friday.
The
12th
at
10
o'clock
and
the
beauty
of
ruth
eckert
is
how
big
the
property
is.
It's
going
to
be
very
easy
to
queue,
people
up
and
not
have
traffic
issues,
and
our
police
will
still
be
out
there
to
control
the
signal
and
to
make
sure
everything
moves
smoothly.

people
are
asked
to
stay
in
their
cars
they're

to
be
given
two
boxes.
