been
made

the

no
motion
carries

anybody
from
the
public
wishing
to

to
an

that

on
the

If
so,
please
come

at

you
will
ask
that
you
give
us
your

and
you
would
have
three
minutes
to
speak.
D
D
The
key
to
my
comments
today
is
that
mr.
burden
on
October
1st
2018
submitted
a
withdrawal
of
the
Hamilton
DeNunzio
application
for
the
reserve
units,
which
was
copied
to
Mr
Bryan
eggs
that
opened
the
door
for
mr.
angst
Kylie
Bearse
application.
On
the
same
day,
please
note
mr.
Burton's
email
read
and
I
quote:
Dustin

the

member

me

Bay

also.
He
said,
please
release
35
units
back
into
the
hotel
density
reserve.
Mr.
D
Burdett
relied
on
the
planning
departments,
knowledge
of
other
prior
relationships
with
mr.
zags
Kyle,
Lieber,
Hamilton
and
possibly
D'annunzio-
to
accept
this
email.
Mr.

not
supportive,

in
the

and

therefore

There
is
no

The

therefore,

an

No
reserve

will
return
to
the
city
and
no
additional

E
Miss
I
come
here
at
the
last
meeting
mr.
McCulloch,
provided
you
with
the
complaint
about
an
alleged
voting
conflict
of
interest,
which
he
tributes
to
councilmember
Hamilton
the
following
day.
There
were
two
lawsuits
filed
pro
se
and
Circuit
Court
and
reviewed
the
allegations
against
mr.
Hamilton
I,
find
many
factual,
misstatement
and
believe
there
is
no
merit
to
the
allegations
further.
The
determination
on
whether
individual
council
members
have
a
conflict
of
interest
or
a
voting
conflict
is
not
a
council
decision.
F
Good
evening,
mr.
mayor
city,
council
attorney
Aiken
and
staff,
my
name
is
Richard
De
Santis
I'm
the
resident
of
Clearwater
point
and
have
attended
all
the
council
meetings
regarding
the
decade--
properties,
approval
of
the
850
Bayway
boulevard
project,
the
March
7th
meeting
one
of
the
residents
raise
the
issue
of
conflict
of
interest
by
one
of
the
council
members.
In
voting
for
the
transfer
of
the
reserve
units.
F
The
conflict
arose
from
the
fact
that
he
and
his
company
held
the
units
for
a
period
of
time
and
released
them
back
to
the
pool
on
the
very
day
they
were
swiped
up
by
decade.
His
response
during
the
part
of
the
meeting
for
comments
by
council
was
an
essence
that
he
had
no
concerns,
no
conflict,
since
neither
he
nor
any
of
his
family
members
benefited
economically.
He
stated
that
nobody
and
his
family
made
a
dime
off
anything
alleged.
F
At
that
point,
the
city
attorney
indicated
that
she
would
issue
reply
to
our
claim.
To
date,
the
citizens
of
Clearwater
have
not
had
a
reply
from
the
city
based
upon
this.
Our
group
can
only
assume
that
the
city
attorney
has
undertaken
the
same
research
as
we
have
and
discovered
that,
in
fact,
campaign
contributions
were
made
to
the
councilmember
from
groups
and
individuals
linked
to
these
transactions.
F
A
E
I
summarize
this
yes
ma'am,
we
are
in
litigation
on
these
and
the
litigation
has
been
filed
by
two
separate
folks.
The
matter
will
be
resolved
by
a
court.
I
have
reviewed
the
allegations
the
very
day
following
us
being
presented
with
the
allegation
they
filed
the
lawsuit.
So
clearly,
it
was
not
intended
that
I
or
anyone
else
have
an
opportunity
to
review
them
before
they
fought
the
litigation
so
we'll
let
it
be
resolved
where
they
chose
to
resolve
it,
which
is
in
court.
It.
A
Also
miscalled,
if
we
had
a
to
to
vote,
that
does
not
mean
that
the
application
fails
correct,
that
it
would
be
carried
over
to
the
next
meeting.
So
again,
if
it
were
a
two-two
boat,
the
boat
would
be
carried
over
to
the
next
meeting.
For
another
vote.
That's
in
our
rules.
It
has
been
in
their
rules
from
day
one
anybody
else
from
the
public
wishing
to
speak
to
an
item
that
is
not
on
the
agenda.
There
I'd.

Additionally,
in

that
our

do
every

to
protect
not
only
the
residents
but
also
our

and
we
thank
you
for
giving
us
this

that
we
can
hopefully
write
a
fight.
Tonight.

H
I
You,
the
current
collective
Barty
agreement
between
the
city
of
Clearwater
and
the
FOP
supervisors
bargaining
unit,
also
expired
on
September
30th
of
2018.
We
have
reached
a
tentative
agreement
for
the
contract,
which
was
ratified
by
the
membership
with
a
unanimous
vote.
The
agreement
is
a
three
year
agreement
that
provides
for
3%
general
wage
increase
for
the
first
year,
effective,
the
first
pay
period
after
ratification
by
the
council.
I
It
also
provides
for
step
a
increase
of
4%
and
will
adjust
all
the
pay
ranges
by
3%
in
the
first
year
in
the
second
and
third
year
of
the
agreement,
it
provides
for
a
3%
general
wage
increase
plus
a
step
increase
of
4%
and
will
also
adjust
the
classifications
by
3%
in
seven
years.
Two
and
three.
It
also
provides
for
a
5%
job
assignment
pay
for
the
sergeant's
that
are
assigned
to
the
k9
unit
in
lieu
of
the
$40.00
per
pay
period
payment.
I
It
also
removes
the
5%
assignment
page
that
lieutenants
and
instead
has
been
added
into
a
base
salary,
and
this
is
cost
neutral
to
the
city.
The
cumulative
value
of
this
agreement
over
the
three-year
term
is
six
hundred
twelve
thousand
dollars
funding
for
the
first
year.
The
agreement
will
be
provided
by
a
mid-year
budget
amendment
allocating
general
fund
reserves
in
the
amount
of
$226,000.
K
A
Motion
has
been
made
and
seconded
to
agenda
item
10
point
for
comments.
Council
again,
thank
you.
You
know
the
good
thing
about
our
employees,
whether
they're
the
police
officers,
police
supervisors.
They
work
as
a
team
and
I
think
we
can
be
very
proud
of
the
work
that
our
supervisors
do
along
with
our
men,
because
they're
in
that
side
by
side
shoulder
to
shoulder,
and
we
appreciate
all
of
their
efforts.
So
please
convey
to
the
membership
chief
our
appreciation
for
the
work
that
they,
oh
sure,
chief.
You
had
your
chance.

Been

historically
in

much
in

at

the
answer
is
I-

it's
it's
less
than
that.
It's
not
that

amount
of
4.5

but
I

information.

G
A
C
A
nice
conversation
later
earlier
this
afternoon
with
young
high
school
students
on
trainer
and
he's
been
very
active
in
the
city.
The
Clearwater
neighborhoods
coalition,
I
think
he's
in
secretary
for
that
organization.
Now
he's
graduating
this
year
and
he's
decided
to
start
a
non-profit
student
peer
mentoring
service
all
across
the
county
in
the
high
schools,
and
this
was
an
idea
that
he
came
up
with
on
his
own
and
he's
pushing
forward
to
knees
going
next
to
the
to
the
school
board
to
try
to
get
their
support
and
I
thought.
C
It
was
a
wonderful,
a
wonderful
thing
that
a
young
high
school
student,
Eagle
Scout,
also
is
planning
to
do.
I
also
wanted
to
mention
that
the
faint
your
heart
out,
clear
water
is
coming
up
in
a
couple
of
Saturdays
and
they
expect
somewhere
between
200
and
240,
I,
think
individuals
coming
to
help
paint
about
12
houses
and
they're.
Also
still
looking
for
donations
for
this
worthy
cost,
you
can
go
to
paint
your
heart
out.
C
Clear
water
on
Facebook
and
this
month
also
is
children's
art
month
and
the
Clearwater
Arts
Alliance
reminded
me
that
there
is
a
display
in
the
Carnegie
gallery
right
behind
chambers
here
and
you're
welcome
to
take
a
look
at
the
the
artwork
done
by
children
and
then
I
think
it's
largely
local
children
and
I
think
you'll
enjoy
seeing
the
talent
that
our
young
people
have
here
in
Clearwater,
Thank
You.

Just
a
crazy,
successful,
Spring,
Break
they're
all
doing
very
well
and,
interestingly
enough,
there
was
a
rainy
day
this
week,
I
believe
and
they
they
work
together
as
a
big
team,
and
so
they
send
their
patrons
their
guests
to
businesses
that
don't
necessarily
need
the
sunshine
and
Frank.
Damon
was
happy
to
report
today
that
the
cooler
Marine
Aquarium
had
their
record-breaking
attendance
this
week
of
4500
people
passing
through
their
doors
in
one
day,
so
that
was
exciting
extra.
J
A
Bolivia,
let
me
thank
our
colleagues
for
letting
his
feet
away.
I've
got
to
tell
you
the
story
about
my
return.
Flight
from
Washington
I
got
off
the
plane.
The
plane
was
gonna
turn
around
flight
and
it
was
going
to
Philadelphia
and
half
the
people
who
were
in
the
waiting
area
to
get
on
that
flight
to
go
to
Philadelphia
we're
wearing
filling
jerseys
or
t-shirts.
So
obviously
they
must
have
just
come
from
a
ball
game
and
we're
leaving
to
go
back
to
Philadelphia.
A
It
goes
to
something
that
we've
been
saying
all
along,
that
the
entire
area
benefits
by
the
Phillies
being
in
Clearwater,
supporting
not
only
our
businesses
here
in
Clearwater,
but
staying
in
hotels
throughout
the
county,
visiting
restaurants
and
doing
activities,
not
just
here
at
bright
him
at
dead
spectrum
feel
but
really
throughout
the
county
and-
and
we
all
benefit
by
that
relationship
that
has
existed
since
1947
on
behalf
of
the
council.
I
want
to
thank
or
congratulate
Anthony
for
Berber
Regent,
who
is
a
senior
and
Countryside
high
school
counsel.
This
is
amazing.
A
He
is
the

two

Last

he
won
52

of
53

this

he
won

So
on

of
all
of
us,
congratulations

You

you
make

on

let

while
we

they're,

that
have
been
very
that
I've
been
gotten
to
know
very
closely
if
it's
Carla

and
Natalie's
couldn't
be

I
believe
that

been
doctored.
That's

that's
about
it.
