emergency
management
conference
calls
we
have
participated
on
other
calls
moderated
by
the
Pinellas
County
administrator
and
the
Pinellas
County
Sheriff,
specifically
focused
on
Pinellas
County
cities
that
have
public
beaches.
Given
the
numerous
kovin
19
measures
recommended
by
the
CDC
governor
DeSantis
declaration
of
emergency
and
his
emergency
orders,
the
Florida
Department
of
Health
and
Pinellas
County
declaration
of
emergency
and
emergency
orders
I
believe
the
city
of
Clearwater
is
compelled
to
declare
our
own
state
of
emergency
and
issue
emergency
and
emergency
measures.

Resolution
that
will
assist
our
city
government
in
reducing
the
spread
of
kovat
19
among
its
staff,
its
visitors
and
guests.

quickly

what
the
emergency
measures
are
in

resolution.

closure
and

add
that
we
had
a
one
o'clock
meeting
today
and
there
was
no
support
to
to
help
any
kind
of
beach
closure
among
the
other
beach
communities
on
our
call
today,

in-person,
mass
gatherings
of
any
type,
whether
organized
or
otherwise,
consisting
of
ten
or
more
people
are
prohibited.
All
non-essential
businesses
within
the
city,
cement
city
limits
to
the
city
of
Clearwater
shall
be
required
to
close
by
no
later
than
10:00
p.m.
including
weeknights
and
weekends.
The
term
non-essential
businesses
shall
exclude
the
following:
restaurants:
pharmacies,
grocery
stores,
convenience
stores,
private
offices,
banks,
hotels,
hospitals,
medical
service
providers,
medical
supply
stores,
hardware
stores,
gasoline
service
stations
and
automotive
supply
repair
centers.

the
Florida
governor's
executive
order,

all
bars,
pubs
and
nightclubs,
alcoholic

licensee

revenue

a
landlord
and
I'm
here
just
to
address
the
what
I'm
hearing
about
the
possibility
of
closing
the
the
beach
and
further
restrictions
on
totally
closing
restaurants,
as
has
happened
in
some
areas
of
the
country
and
I,
want
to
do
whatever
I
can
to
dissuade
you
from
doing
this
unless
it's
done
on
a
national
or
statewide
basis.
Regionally,
it's
going
to
have
a
devastating
effect.

a
phone
call
from
one
of
the
other
areas
on
a
landlord
in
from
a
single
mom
who
called
crime
because
she
got
laid
off
from
a
restaurant
job,
because
the
community
that
she
was
working
in
that
I
own
a
property
and
shut
down
the
restaurant
who's
gonna
pay
my
rent.
How
am
I
going
to
do
it?
Please
think
about
that
before
you
start
closing
things
prematurely
here,
I
understand
if
it's
a
regional
initiative
or
a
statewide
initiative
or
federal
that
you
have
to
do
it.
But
our
incidents
here
is
in
very
low

response

saw
it
yesterday,

thought
boy,
our
local
officials
they're
doing
a
great
job.
They
really
seem
to
be
not
jumping
for
no
reason

close
things

today,

heard
about
an
emergency
council
meeting
I
thought:
oh
boy,
what
are
they
up
to
so
I
just
wanted
to
ask
you
to
give
very
serious
consideration
to
not
to
do
any
closings
unless
it's
done
on
a
regional
basis.

restaurant

noticed
that
the

all

business

beach
has
dressed
up.

decreased,

things
are
changing
daily.
We
don't
have
the
crowds
that
we
had
before
and
we've
done
what
we
were
supposed
to
do
at
your
restaurants.
We've
removed
tables,
remove
Chairs,
we're
doing
the
50%,
we're
doing
the
cleaning
a
lot
of
restaurants
with
people.
Don't
understand
all
the
things
they're
asking
us
to
do.

to
go

hey
we're
closing
the
bar,
because
the
kids

out
well,
they
made
that
decision,

they
would've
done

uniformly

they

to

we
closed

to

numbers
as

as

attendance

far

where
we

down

anticipated
decline,

it's

bad
number
from
an
enforcement
purpose.

shut

down

to
do
it

a
really
heavy
density
situation,

already

beach

a
day
like
today,

very
easy

patrol

beach

have
the
officers
interact
with
groups

needed
to

can't
guarantee

look

Saturday
or
Sunday

weekend.

curfew,
probably
meaning
established
hours

operation
for
the
beach

opposed

curfew,

the
correct
word
would
be
just
two

Clearwater
Beach
starts

out
after
sunset.

a
big
surprise.
So
you
know
it
would
be
hard
to
clear
the
beach
at
four
o'clock
in

afternoon.

there's
20,000
people
on
it,
it
would
be
pretty
complicated.

hotel
innkeepers
can
or
anybody
on
staff

heard

we
are

percent
bookings
with

expected
decrease
of
up
to
fifty
percent
within
this
next
week
or
two
week
period.

day-trippers

local
people
that

filling

those
persons
would
have
been
going
off
on
their
own
trips
and
now
they're
here
trying
to
find
something

that
there

least

hope
with
that
particular
you

information
that
that
that
part
of
the
beach
occupancy
will
likely
be
reduced
with
all
of
the
attention
that
that
travel
is
getting.

we

can't
ever
really
gauge
how
many
people
are
going
to
come
here
locally
in
the
region.

for
Clearwater
as
extremely
difficult

different
from
any
of
the
other
municipalities
in

Petersburg

see
why
nobody
south
of
us
north
of
us,
wants
to
make
decisions
on
their
beaches,

is
America's
number
one
Beach,
none
of
the
rest
of
them
want
to
do
that.

they
don't
need
to
do
that.
Our
situation
is
gravely
different.

worried
about

for

take

then
follows

beach

they

weeks

days,
if
we
close
the
beach,
we
might
as
well
close
all
just
shudder,
all
the
hotels
that
economic
impact

planted
by
some
of
the
citizens
that
have
spoke.

think
anybody
is
going
to
be
able
to
live

that.

recover
from
that?

Clearwater

beach

live
on
the
beach

today
and
drove
up

down

distancing
of
the
cabanas
and
the
umbrellas
and
everybody's
doing
their
part.
The
restaurants
have
signs
on
them,
50%,
you

they've
rearranged
their
furniture,
the
cabanas
on
the
beach
or
spread
out.

our
Beach
area
is
huge.
It's
huge
for
miles.
So
when
you're
talking
30,000
people
start
like
an
arena,
I
mean
you've
got
a
lot
of
people
spread
out.
I
know
the
picture
that
was,
it
was
out
that
went
viral
showing

lot
of
people
was
taken
at
ground.
You
know,
level
looked
like
people
are
top
each
other
than
they
were.
It
was
a
pre
spring
a
spring
break
weekend
right
before
all
the
schools
were
let
out
so
everybody
was
there.

can
tell
you
this,
though.

not

open
air
if
we
can
get
people
to
follow
the
guidelines
and
not
be
grouped
up
but
to
spread
out
and
still
enjoy
being
out
in
the
open,

think
that's
healthy,
so
I

understand

a
responsibility
for
health
and
but
I
think
that
if
we
close
beaches
we
shouldn't
be
really
talking
about
that,

we're
people
gonna
go

the

Beach
is
closed,

and
Fort
Lauderdale
and
those
are
based
on
emergency
orders
that
we

think
we
have
a
copy
of
most
of
those
emergency
orders.
So
there
are
beaches
that
have
been
closed
just
to
make
sure
that
we
are
giving
you
the
correct
information.

could

present
recommendations
have

under
a
rock

the
last
four
weeks

going
on
as
far
as
the
virus
and
the

people

they're
supposed
to

can't
force
them
to

what

supposed

at
government
to
solve
all
their
problems

the
virus

rules
so

everybody

what

dealing

being
asked

adopt

county
is
proposing

recommending
at
the
present
time

mean
it
can't
change.

we
sit
here
today,
this
mirrors
what
the
county
is
asking
us
to
do

okay
with
it

council
doesn't

Yesterday,
when
I
was
working,
the
polls
up
in
Dunedin
for
the
Supervisor
of
Elections
I
received
a
phone
call
from
the
governor
and
he
wanted
to
know
what
we
were
doing
and
what
our
thinking
was
and
I
explained
to
him
that
you
know
we
were.

know
looking
at
following
the
guidelines
that
the
the
state
and
the
CDC
had
recommended,
but
that
you
know
there
was
other
concerns
that
we
had,
and
he
basically
said
that
you
know
whatever
we
felt
was
in
the
best
interest
of
the
city
of
Clearwater.
He
would
be
supportive
of
earlier
this
morning.

had
a
conversation
from
a
couple
of
doctors
here
in
town,
and
they
took
an
opposite
view.
They
took
a
very
opposite
for
you
and
I
have,
as
you
know
we
have
received.
Despite
you
know,
mr.
Chavez
comments
who
I
you
know
thoroughly
respect,
he
hasn't
been
on
this
side
of
the
telephone.
Answering
phone
calls
that
our
staff
has
been
answering
about
how
reckless
and
irresponsible
we
are
and
how
we
don't
care
about
anything
and
we're
moving
forward
by
keeping
our
beaches
open.

idea
of
trying
to
flatten
the
curve,
at
least
from
the
information
that
I've
been
reading,
gives
us
a
better
opportunity
to
bring
this
under
control
sooner
rather
than
later.
I
don't
want
anyone
to
get
sick
on
Clearwater
Beach,
but
I
also
don't
want
somebody
getting
sick
on
Clearwater
Beach
and
then
it's
coming
back
to
haunt
us,
because
of
what
may
happen
later
on.

the
problem,

will
follow

opportunity

the
number
one
beach
in
the
country

say

we
value
public
health
and
we

Clearwater
Beach

bought

rentals

vested
interest

economic
decisions

you
guys
are
making
here.

know:
they're
tough
decisions
that
you've
got
to
consider,
but
I
know
that
the
mayor
said
here
a
few
minutes
ago
that
the
virus
was
coming
and
he's
absolutely
right
about
that.
There's
there's
no
way
to
stop
it.

we've

to
prepare

the
Office
of
Emergency,
Management
and
Bob
Gutierrez
said
in
a
press
conference
yesterday
that
they
felt
that
the
provisions
that
you

they

enacted

County

enacted

sufficient
enough
to
keep
us
at
a
point
to
where
they
felt
that
you
know
we
could
handle
the
emergency
and,
if
it
didn't
get

it
raised
to
a
level
beyond

at
that
