downtown,

beautiful
it
looks.

people
come

council

like

complain.

I

thank

the
council,
the
downtown
clearwater
merchants,
association,
amanda
thompson
and
the
cra
and
the
downtown
development
board.

start

the
council.
I
think
it's
been
about
10
months
ago,
when
this
all
epidemic
stuff
started
and
everybody
was
getting
panicky
and
the
restaurants
were
going
to
have
to
close
and
all
this.
So
we
have
a
wonderful
merchants
association
and
they
think
outside
of
the
box.
It's
a
fabulous
group
so
about
10
months
ago.
I
think
quite
a
few.
The
members
came
to
see
you
and
they
had
an
idea,
and
their
idea
was
that.

couldn't
we
have
outdoor
dining
move
all
the
tables
outside
and
if
you
would
be
kind
enough
to
shut
down
the
four
and
five
hundred
blocks,
so
we
could
have
it
pedestrian
friendly

boom

done

excited.

started
brainstorming,
getting
ideas.

social

group,
we've
had
set
aside

fourth

host

donating
10
of
our
proceeds,
which
is
called
dine
out
for
a
difference.
It
serves
up
many
goals,
raising
much
needed
funds
for
local
causes,
raising
awareness
of
these
charities
and
giving
residents
and
visitors
an
opportunity
to
dine
outside
safely
and
within
covid
protocols
in
honor
of
anti-human
trafficking
awareness
month
next
thursday
january
28th.

having
its
second
dine
out
for
a
difference
to
benefit
safe,
which
is
strategic
alliance
to
fight
exploitation
and
I'd
like
to
invite
and
welcome
the
public
and
members
of
council

city
staff

join

funds
raised

evening

go
to
provide
safe
housing
in
clearwater
and
surrounding
area
for
victims
rescued
from
human
trafficking.

hill
curves,
between
march

2014
and
april

2019.,
racked
up
nearly
half
a
million
dollars
in
fines
on
the
property
for
having
an
inoperative
commercial
vehicle
on
the
property
and
for
having
an
unpermitted
structure
on
the
property
which
was
150
for
each
per
day
and
it
totaled
to
554
thousand
seven
hundred
dollars
in
fines,
and
these
fines
were
canceled
simply
because
they
were
brought
against
the
individuals,
the
hillcrews,
not
the
trust
by
which
the
property
is
held.

So
they're
asking
you
basically
to
reward
their
non-compliance
with
a
land
use
amendment
without
having
paid
these
fines.
They
were
just
simply
cancelled
and
not
reimposed
by
the
city.
For
reasons
that
I
I
don't
understand
see,
this
appears
to
be
what
would
be
the
non-permitted
structure
in
the
back
and
you
can
see
from
the
street.

It
looks
like
these
are
dwelling
units
in
the
back
and
as
staff
indicated,
there
was
they're
zoned
for
two
dwelling
units
and
they
appear
to
already
have
four
on
the
property,
so
this
would
just
essentially
be
a
reward
of
their
misbehavior
and
considering
this
is
a
legislative
matter
and
you
only
need
a
rational
basis
to
deny
this
request.

I
believe
this
in
and
of
itself
is
a
rational
basis
to
deny
the
request
that
they
are
essentially
serially
non-compliant
and
racked
up
over
half
a
million
dollars
in
fines
already
on
the
property,
but
furthermore
they're
asking
for
this
amendment
and
they
will
not
allow
the
inspectors
on
the
property.

I
have
an
email
here
from
miss
christine
fisher,
stating
that
espinoza,
the
city
inspector
was
trying
to
get
on
the
property
for
this
exact
amendment
and
she
was
denied
access,
so
she
had
to
do
it
from
the
street,
which,
obviously
you
can't
really
do
an
inspection
from
the
street.

So
again,
that's
another
rational
basis
to
deny
this
request
because
they
won't
even
comply
with
you
guys
to
help
them
get
this
amendment
passed,
but
even
if
they
were
model
property
owners.
This
is
a
residential
neighborhood
and
there's
a
clear
delineation
here
on
the
land
use
map,
as
you
can
see
to
the
west.
These
are
the
high
density
and
the
higher
densities,
higher
density,
commercial
to
the
west
and
there's
higher
densities
in
the
south.

But
this
property
is
a
part
of
a
residential
neighborhood
and
amendment
to
the
language
map,
wouldn't
just
merely
intrude
upon
the
residential
neighborhood,
but
it'd
be
an
invasion
of
this
neighborhood
and
would
drive
a
wedge
and
disrupt
the
quality
of
the
residential
neighborhood
around
it.
As
you
can
see
here,
this
is
my
client's
house.
Just
for
reference
I
mean
it's
a
residential
neighborhood.
It's
not
you
know
commercial
properties
that
should
be
in
this
area.

Passing
this
amendment
would
just
be
the
first
step
to
hire
uses
as
they
said,
they're
indicated
they
want
to
pass
further
changes
to
this
property
and
allowing
them
to
change
this
language's
destination
would
just
be
the
first
step
in
that
process,
and
I
believe
that
they
should
have
to
prove
compliance
with
the
code
and
allow
the
city
inspectors
to
do
their
job
and
inspect
the
property
and
be
in
compliance
prior
to
getting
a
language
amendment
that
would
benefit
them
when
they've
already
been
gifted
half
a
million
dollars
in
fines
cancelled
on
the
property.

And,
lastly,
again
I'd
like
to
reiterate
that
this
is
a
legislative
matter
not
quasi-judicial,
so
you
just
need
one
rational
basis
to
not
approve
this
amendment,
and
I
believe
that
those
are
three
legitimate,
rational
bases
that
they
are
non-compliant
and
they've
shown
that
they
will
flaunt
the
system
with
over
five
hundred
thousand
dollars
in
fines.

They
won't
allow
the
inspector
on
the
property
which
again
they
should
at
least
have
to
do
that
in
order
to
get
an
amendment,
and
if
you
have
any
questions.

code
enforcement
case
was
that
the
name
the
defendant
for
lack
of
a
better
term
and
that
in
that
case
was
was
basically
named
wrong.

named

individuals
instead
of
the
trustee,
because
it
was
properties,
placing
the
trust,
wasn't
the
code,
enforcement's
fault,
the
property
appraiser
had
the
name
wrong.

a

brought

attention

the
right

do

simply
essentially
dismiss
the
case
and
cancelling
from
what
I
understand.

representative

told
us
in
december
that
there
were
four

enforcement
bills

unusual
to
scale
back
the
settlement

down

we

contacted

attempted
contact
and
sent
out
fines

four

five

no
response

it
get
returned

sender

person
isn't

would
we
keep
doing

number

we
know
that
there
are
more
structures
on
that
property
than
is
allowed,
we

proof
of
that.
Then
I
don't
think
we
need
to
be
rewarding
whomever
put
them
on
there.

letting
that
slide

misconceptions,
the
violation
regarding
structures
was
that
there

the
use
there

structures

understand
that

buildings

in

property
or
something

perhaps

council
we're

work

have
been
unpermitted

they

on

rented

bothering

community

sure

beach
bar

the
shipwrecked.

now
have

proliferation
of
bars.
We've
got
one
who's
all
over
facebook
right
now,

clearwater,
beach
and
they're,
going
to
be
what's
it
called,
live
rock
or
something
like
that
and
there

all
this
and
my
fear,
with
the
proliferation
of
all
these
bars
and
drinking
establishments,
is
all
of
a
sudden

get
to
between
one
and
three
o'clock
in
the
morning.

things
is
going
to
happen:

going

limited
number
of
customers
at
that
time
and
there's
going
to
be
a
competition
amongst

bars
that

open
that

there
to
get
those
people
into
their
establishment,

do

sell
dollar
drafts
and
then
another
bar
is
going
to
say
I'm
going
to
do
two
dollar
tequila
shots
and
I'm

do

and
when
that
happens,
alcohol
elevates
it

emotions

elevates
things,
it
could
be
a
disaster.

can't
allow
those
businesses-

commend
mr
andrews
because
years
ago
you
know
people
thought
shepherds
was
the
you

the
central
point
of
all
problems
on
clearwater
beach
and
they've
done
an
absolute
tremendous
job

they've
established
and
what
they've,
what
they've
become.
They
do
a
great
job
of
policing
themselves
and-
and

commend
them
for
that-
but
you
know
some
of
the
new
people
there
when
they
open
the
doors,
it's
all
about
making
money,
and
when
you
get
that
kind
of
atmosphere
going
out
there.

good
stuff
goes
out

window

that's
what
we're
trying
to
avoid
I'm
very
comfortable
going
with
the
six
months,
but
I
truly
hope
the
message
has
been
delivered
that
you've
got
to
do
the
right
things
during

six
months

show

we
can
have
both.

can
be
known,
family,
friendly
and
also
supply
opportunities
and

businesses
that
people
want
at
certain
hours

the

fight

bar

their
camera

they
can

internet,

does
not
help
clearwater's
brand
when
it
gets
on
the
internet
and
everybody
in

world

who
contacted
me
today,
a
couple
of
residents,
people
who
own
restaurants
only
down
on
the
beach,
and
so
I
have
a
small
perspective,
certainly
not
as
much

tend
to
look
at
this
a
little
bit
like
a
school,
so
I
was
a
high
school
english
teacher
and
when
I
shut
that
door,
I
was
in
charge
of
my
classroom
and
I
set
the
discipline
expectations
from
the
get-go
and
you
know
generally
followed
the
expectations
of
the
school,
and
I
expected
support
from
my
principal
and
my
peers
and
if
I
needed
strategies
to
deal
with
difficult
students,
you
know
I
would
reach
out
for
help
with
that.

certainly
did
not
rarely
pub
punish
a
whole
class
for
the
behavior
of
a
few,
and
nor
would
I
ever
appreciate
having
policies
instituted
on
me
and
my
classroom
based
on
other
teachers
who
couldn't
hold
up.

their
responsibilities,
and
so
I
tend
not
to
want
to
punish
all
of
the
bar
liquor
serving
establishments
on
the
beach.
But
I
would
say
this
like
it
comes
from.

I
had
bar
owners
need
to
share
strategies
which
it
seems
like
the
gentleman
in
charge
of
shepherds
is,
is
willing
to
do
that.

unified
front
and
self-policing
is
crucial.
You
also
need,
I
think,
more
of
an
active
police
presence
and
strict
enforcement.
I
don't
know
all
the
ordinances
and
stuff,
but
I
don't
think
you
can
walk
around
publicly
intoxicated.

think
you
can
loiter
a
whole
bunch.
I've
done
a
ride
along
with
sergeant
fidelis,
who
you
know
roused
up
a
bunch
of
homeless
people
who
sit
on
benches
and
look
like
they're
loitering.
So
maybe
if
we
had
a
concerted,
you
know
some
more
focus
of
police
and
this
was
a
resident
who
lives
across
the
street
from
the
shipwreck,
who
gets
named
pretty
frequently
I've
never
been
in
that
establishment.

you
know
if
the
if
police
are
out
walking.
Another
comment
I
got
was
the
police
do
not
go
into
bars.
You
know
after
nine
o'clock
and
there's
mask
infractions,
people
are
are
standing
at
the
bar
and
drinking
without
masks.
So
that
was
one
thing
that
that
was
part
of
my
communication
with
people
today.
So
I
think
this
and
agreed
upon
last
chance.
Effort
and
time
frame
is
perfectly
fine.

six
months
is
reasonable,
but
I
would
like
a
report
on
a
reduction
of
calls
related
to
the
most
common
offenders,
so
we
all
know
whether
they
say
them
or
not.

seems
like
there's
like
three
that
are
the
most
frequent
calls
to
these
establishments,

so,
let's
get
you
know
every
other
month
an
update
on
on
those
and
just
tell
me
what's
going
on
or
make
pinpointed
police
presence
there

little
more
frequently.

to
learn
how
to

in
our
city
she's
walked
nearly
every
neighborhood
in
clearwater,
she's,
inventorying,
all

parks
right
now
in
rec
areas
in
the
city
and
developing
a
spreadsheet
on
their
accessibility,
their
use
and
their
classification,
and
then,
during
the
landings
referendum.

She
was
instrumental
in
asking
for
clarity
on
our
stated
7.98
acres
of
parkland
per
1000
residence
ratio
and
what
that
really
means
she
has
the
time,
the
energy
and
the
passion
and
commitment
to
really
engage
and
serve
on
this
board
representing
all
residents
and
families
in
clearwater.
I
think
she's,
an
outstanding
candidate.

issue
well,
I

issues

with
miss
davis's.
First
of
all,
we've
got

people
already
from
her
zip
code
and
we
don't
tend
to
overload
zip

the

issue

not
like
the
fact
that
they
did
not
register.
She
was
one
of
the
leaders
of
the

have

would

the

of

weapons

ticketed

Events
on
public
property
provide
intergovernmental
coordination
that
support
sustainability

resiliency

expands
medicaid
eligibility
requirements
include
household
incomes,
up
to
138
percent
of
the
federal
poverty
line
level
and
at
the
bottom
there's
also
a
statement
that

addition,

city

support

its
legislative
priorities
so
long
as
those
priorities

not
conflict

that's

need

that's

our

municipal

advocate
for
some
more
specificity,

to
support

rule,
we
have
articulated
a
number
of
things
that
that
speak
to
home
rules
specified
such
as
regulating
firearms
and

mooring,
and
discharging

things
like
that
and
vacation
short-term
rentals.

hope
that
we
would
oppose
this
expanded.

the
m
cores
this

mile
toll
road
through
rural
florida
that
would
create
more
urban
sprawl
and
would
ruin
our
unspoiled
part
of
the
state.

must
protect
our
natural
resources
more
and
I
would
make
a
statement
too
about
our
state
leaders
from
governor
on
down
this.

our
elected
officials
at
the
state
level
need
to
know
that
we
are
not
okay
with
being
governed
by
paternalistic
leaders,
who
think
they
know
better
than
local
governments,
and
we
are
incredibly
unique
and
we
need
that
home
rule
needs
to
be
honored
and
it
has
to
do
with
firearms.
In
our
imagine,
clearwater
park
minimum
wage
initiative,
short-term
rentals,
smoking,
even
smoking
in
parks
that
we're
not
allowed
to
ban
that
bans
on
plastic
bags
or
straws
and
regulations
on
where
adult
entertainment
can
be
allowed.

these
kinds
of
things
are
things
that
we
care
about
locally,
that
we
want
to
initiate
ordinances
and
rules
that
will
govern
us
and
our
state
leaders
don't
allow
that
and
if
people
don't
like
that,
they
need
to
write,
speak
up,
call
and

vote
for
change
so
that
home
rule
can
be
here
at
home.
So.

clarification

issues

oppose

first

is
erosion

local
self-government,
home
rule,
a
constitutional

proposals
out

the
bluff
properties,
we're
updating
our
strategic
plan
this
year,
we're
updating
green
print,
we're
going
to
have
a
new
agreement
with
the
phillies.

to
be
hiring
a

city
manager
and
new
city
attorney
where
hopefully
we're
going
to
come
out
of
covet
restrictions
and
we
hope
to
have
a
new
north,
greenwood
cra.

there's
lots

excitement,

I

say
to
stay,
engaged
and
stay
informed
and
because
our
meeting
was
ran
a
little
long
for
our
work
session.

reductions

imagine
clearwater
park

to
our
64
million
dollars.

cut
25
million
to
make
our
park
match
our
budget,
and

think

residents

what
those
reductions
are
with
a
discussion
of
those,
especially
in
light
of
us
thinking
about
bringing
back
the
lighting
1.3
million
on
a
bridge,
and
so
I'd
like
to
to
have
a
clear
understanding
of
park
reductions.

turmoil

breathtaking
tribute
to

folks

lost

waterfront

the

redevelopment
of
the

thought

spirit

face

talent
for
the
city
and

ma.

husband
matthew
has
also
been

part

city
family.

japan
on
not
only
language
but
a
lot

the

different
traditions
that
we
would
come
in?

with

of
them
are
incredibly
talented
people
and

leaves
behind
matthew
and
their
kids.
She
went
from
here,
and
she
was
at
ruth
eckerd
hall
for
a
time
and

pinellas
county
foundation,

it's

just
goes
to
show
the
terrible
toll
that
covet
19
has
had,
and
so
many
people
have
been
touched.
But
this

one

touches

city
of
clearwater
family,
and
so
we

continue
to
pray
for

ruling
family
