in
September
2019.

meetings

violation

his
injunction
attempted

harass

Scientologists
on
the

his
disgusting
and
filed

Mr.
bunker
is
a
professional
bigot.
Bigotry

main
source
of
income
for
the
past
two
decades.

is

he
does
for

living
you've
seen
the
rants
of
his
videos,

can
see
the
response

a
meeting
in

to
the

the
DDB,
he
has
been
harassing
me

commend
the
mayor,
the
city
manager,
city
staff
and
all
the
charities,
churches
and
health
care
providers
for
how
well
you've
all
taken
care

everyone
during
this
pandemic.

rearview
mirror

lude
with
20/20
vision.

always
easy
to
sit

sidelines
and
be
critical
of

responsibility

bridge

what
doesn't
as
a
local
business
owner

vested
interested

a

downtown
and

would

it

place

live

work,

lunch
to
go
out
for
dinner
to
shop.
My
employees
are
looking
forward
to
this.
They
have
indicated
they
would
want
that.

The
Downtown
Development
Board
has,
in
its
charter
to
help
foster
a
vibrant
and
flourishing
downtown,
the
ex
officio
members
of
the
DDP,
our
city
council
members,
who
have
as
their
job
to
advise
on
the
policy
of
the
city.
That's
the
kind
of
the
hat
they
wear
well.
I
was
still
a
DDP
board
member.
Mr.
mark
bunker
appeared
before
us
at
that
point.
As
a
citizen
and
to
me
it
was
obvious
that
he
was
there
to
disrupt
the
proceedings
and
basically
impede
the
progress
of
the
DDB.

It
would
impede
the
progress
of
helping
downtown
to
redevelop.
It
is
my
opinion
that,
having
our
mayor
mr.
Frank
Hubbard
and
mr.
David
Albritton
as
ex
officio
board
members,
would
be
highly
productive
and
I
strongly
recommend
that's
an
area
frankly
having
mr.
bunker
as
a
DEP
ex
officio
member
would
be
a
disaster.

would
like

speak
briefly
on
the
subject
to
civil
liberties
in
general
and
Bill
of
Rights
in
particular,
when
I
was
commissioned
into
the
Army
as
a
young
man,
I
took
an
oath
to
protect
and
defend

Constitution

thought
the
primary
enemy
that
I
had
to
worry
about
was
the
Soviet
Union.
We
won
the
Cold,
War
and
I
went
on
with
my
life.

too
long
in
this
community.
That
has
been
the
case.
Clearwater
has
just
come
through
an
election
where
several
candidates
targeted
Scientologists
as
a
community
with
derogatory
comments
to
win
votes
in
any
other
city
in
America.
These
attacks
would
be
viewed
as
what
they
are.
An
attack
on
civil
liberties
and
First
Amendment
freedoms.

comes

months

residents

what

majority

concerned
about
downtown
and
usually
in
the
same
breath,
they
utter
the
word
Scientology
and,
and
so
it
it's.

is
an
issue.

don't
know
that
I
I'm
not
going
to
comment
on
whether
or
not
it's
mr.
I
bunkers
personal
issue
or
using
absolutes
as
his
only
issue
I,
don't
believe
that,
but
I
do
think.
We
need
to
look
at
the
fact
that
he
was
elected.
It
was
a
large
part
of
his
platform
and
I
think
people
want
to
see
what
he
can
do
to
improve
downtown
and
to
improve
our
relationship
with
the
primary
landowner
in
in
downtown.
So
I
think
he
should
be
given
the
opportunity
to
do
that.
I
I
have
faith
that
he'll
operate
collaboratively
and
within
legal
parameters
and
I
think
that
it
might
really
be
best
if
he's
there
and
can
speak
to
those
constituents
who
voted
for
him.
Based
on
that
large
part
of
his
platform,
and
he
can
report
back
fully,
what
are
our
legal
parameters
that
we
are
operating
in
in
order
to
revitalize
downtown
and
I
I
do
concur
with
mr.
Hamilton
that
it
probably
is
wise
to
give
mr.
bunker
a
chance.

don't
think
we
have
any
reason
to
doubt
that
he's
going
to
conduct
himself
appropriately

do
realize
that
there
will
be
tensions
because
of
past
behaviors
on
either
side

not
going

judgments
about
all
that.

that

respect
the

heartfelt
sentiments
of
our
residents,
who
are
Scientologists
and
spoke,
but
I

would
say:
let's
give
mr.

bunker

chance,
he
will
operate
within

parameters

his
function

board

he
is
appointed
to
that
board

better
to
report
out
the
truth
of
how

board

operating

how
they're
working

revitalize
downtown

wouldn't

suspicions

residents

suspicions,

their

down

businesses

identify
needs
and
concerns,

while
we
robust
federal
programs
provide
for
significant
relief,
they
can

difficult
and
confusing
to
access
for
many
of
the
city's
small
business
enterprises.
Social
distancing
and
related
changes
to
business
operations
have
significantly
impacted
the
way
in
which
business
is
conducted
now
and
is
likely
to
have
long-term
effects
on
business
operations
post
pandemic.

Additionally,
a
$2,500
cash
grant
for
small
business
enterprises
that
may
include
brick-and-mortar
businesses,
as
well
as
home-based
or
mobile
based
businesses,
who
have
agreed
to
complete
a
professional
services
agreement,
engagement
with
attorneys,
CPAs
web
design,
professionals
or
marketing
professionals
and
related,
and
a
component
of
that
would
be
the
management
of
such
engagement
through
a
partner
agencies.
Those
partner
agencies
we've
identified
as
being
amplified,
Clearwater,
Prospera
and
Tampa
Bay
black
business
investment
corporation.
These
agencies
would
receive
a
10%
administrative
fee
for
the
services
that
they
are
providing
as
described

program
would
provide.

benefits
would
provide
these
small
businesses
with
the
funds
needed
for
overhead
expenses.

would
provide
them

the
professional
guidance
and
support
necessary
to
mitigate
the
long-term
impacts

initiative
fund,

doing
businesses
Prospera,
would
provide
the
following
services.
They
would
match
that
small
business
with
the
appropriate
provider.

monitor
the
performance
of
those
providers,
including
response
time
number
of
hours
of
service
provided
collection
of
an
agreement
of
service
and
the
outcome
of
that
service,
receipt
of
invoices
from
the
providers,
and
they
would
process
those
invoices
to
the
city
of
Clearwater,
inclusive
of
a
10
percent
agency
fee.
The
payment
to
the
provider
was
a
once.

As
I
mentioned,
the
funding
would
come
from
Siri
or
at
DDB
in
part.
Those
are
geographically
constrained
and
require
word
of
Trustee
of
CDBG.
The
city
of
Clearwater
received
an
allocation
of
192
thousand
dollars
under
the
cares.
Act
to
date,
it
cannot
be,
is
a
grant
to
businesses,
but
it
may
be
used
for
provision
of
services
in
the
administration
fees
that
I've
described.

Therefore,
of
what
I
am
recommending
would
be
the
provision
of
a
total
of
four
million
dollars,
of
which
there
would
be
approximately
700
payment
of
grant
as
a
brick-and-mortar
establishment.
An
additional
six
hundred
businesses
would
receive
the
professional
services
and
the
opportunity
for
that.
Twenty
five
hundred
dollar
grant
of
the
funding
that
I've
described
available
to
us.
There
is
there's
a
3.2
million
dollar
funding
gap
that
needs
to
be
resolved
before
a
program
such
as
this
could
be
adopted.

on

budgetary

engineering

library
renovation
review
is
nearly
complete.

drawings
are
virtually
at
the
permit
level.

meeting
we're
anticipating
this
could
be
towards
the

end
of
the
month,
as
well,
with
the
CM
at
risk
and
the
city
to
decide
on
the
project
details

value
engineering
items
that
that
they're
looking
at
currently

budgets

the
car
design
is,
as
I
indicated,
closer
to
completion.

as
the
once
the
site,
design,
the
value
engineering
items
and
budget

and

we

approach
permitting

process

impact
appeared
result

potentially
pushing
the
start
of
remaining
portions
of

documents

early
to

may

in

two-month

can
resolve
the
budget
and

engineering
issues
sooner

the
value
engineering
exercise
has
been

Skanska

determining

any

phasing
strategy
is

to
expedite

be
ready

work

the

will

with
an
anticipated
completion
date
for
each
of
those
we
will
review
and
approve

will
be
coming

city's
express
desire
to
move
on
the
main
library
renovation

advance
of
the
park
leads
us
to
anticipate
a
separate
GMP
for
just
that
person
to
work
as
soon
as
we
can
settle

how

how

city
wants

proceed
with
that
Skanska,
our
construction
manager
of
risk
is
also
considering
the
opportunity
or
possibility
that
they
can
proceed
fairly
quickly
on
the
underground
utility
work
and
other

of
the
overall

in
the
form
of
the
second
GMP
or
first
maximum
price

project

people

four
thousand
seat,
amphitheater

it
promises
of
world-class
artists,
but
they
come
with
world-class
ticket
prices.

Eckerd,
Hall
and

would

love
to
see
them.

think
the
cheapest
ticket
was
$115.
So
if
we're
programming,
expensive
events

people

city

aren't
able
to
attend,

think
that
should
be
taken
consideration

designed
band
shell
that
cost
less
and
is
more
inviting
to
the
locals
rather
than
drawing
people
in
from
around

terms

and
these
various

this
project

admittedly
the
one-on-one

prior

our

the
construction
managers,
but
on

other
hand,
that's
not
necessarily

bad
thing.

they're

60%
earlier
this
year,
we're
moving
towards
pretty
quickly

percent
drawings.
As

indicated
early
in
my
presentation,
the
fact
that
the
underground
utilities
are
skanska
is
anticipating

move
forward
fairly
quickly,
we're
probably
in
a
pretty
good
place,
was
a
lot
of
the
underground.
So
if
it's
a

hypothetically,
if
it's

it's
the
difference
between
one
asset
in
the
park
or
not
being
in
the
park,
that's
probably
not
a
big
change
in
terms
of
the
undergrounding,
the
initial
start

construction.

redesign

clearly
the
undergrounding
probably
can't

forward

rooftop
