Housing
Authority

with

our
CEO,
as
well
as
I,

board
as

because

It
has
certainly
been
an
incredibly
challenging
time.
I'm,
actually
copying
that
from
the
last
presentation
I
gave
last
year,
and
that
continues
to
be
the
case.

one
of
our
primary
goals
has
been
not
only
to
balance
allowing
affordable
housing
and
making
sure
there
are
opportunities
for
affordable
housing
within
Clearwater,
with
also
allowing
families
to
become
self-sustaining,
as
well
as
treating
self-sustaining
situations
within
our
own
organizations
that
we
are
as
not
Reliant
or
not,
or
least
Reliant,
upon
federal
grants,
as
we
can
possibly
be
perfect.
So
our
four
major
components
to
our
portfolio,
our
housing,
Choice,
Voucher,
Program,
public
housing,
mixed
affordable
housing
and
our
corporate
square
right
there.

You
can
see
our
senior
public
housing,
which
is
our
Barbie
Towers,
our
Richards
towers,
as
well
as
our
Palmetto
properties,
Fairway
Gardens
and
our
Paradise
Trail
as
a
whole.
We
have
more
than
200
units
available
and
opportunities
for
public
housing
that
we
provide
to
members
of
our
community.
We
then
next
go
into
our
mixed
income:
affordable
housing,
which
includes
Main,
Street
and
Pine,
View
Apartments,
as
well
as
Hampton,
which
is
our
senior
community
and
again
more
than
500
units
are
available
for
members
of
our
communities
and
our
mixed
income
and
affordable
housing.

we

utilizing

greatest

audit
reports
with
no
findings

continues
to
be
rated
by
Hud
as
a
high
performer.

investors
are
pleased
with
our
management
of
our
assets
and
our
debt
service
coverage
ratios
continue
to
be
met
or
frankly,
exceeded
in
any.

many
instances
are
families.

Self-Sustaining
program
continues
to
have
more
than
70
participants,
which
is
our
attempt
to
allow
family
members
and
community
members
to
become
self-sustaining
in

of
themselves,
not
Reliant
upon
affordable
housing

in
addition,

continued

work
and
contracted
with
other
housing
authorities

economies

scale

the
Dunedin

conducting

feasibility
study.

decision
t-bought.
It
certainly
promotes
Transit
and
transportation
initiatives
to
help
with
our
many
Transportation
needs,
but
this
is
a
situation
where
we're
providing
information
to
local
leaders.
So
you
have
information.
Should
you
ever
want
to
consider
an
area
of
gondola
project.

On
the
next
slide,
you'll
see,
there's
an
advisory
committee
very
quickly.
I
want
to
put
that
up
there
to
let
you
know
that
this
is
a
collaboration
with
local
leaders.
I
know.
Some
of
you
are
already
familiar
with
the
work
that
we've
done
here.
We've
talked
to
many
Clearwater
City
officials,
but
also
the
City
of
St,
Petersburg,
PSTA
and
fdot,
as
well
on
this
project.
A
little
background
on.
Why
we're
doing
this
study
in
2019,
the
Florida
legislature
appropriated
one
million
dollars
to
t-barn
it
to
study
Innovative
Transit
Technologies.
A
We
did
a
study
one
year
later,
which
is
posted
on
our
website,
which
we
looked
at
aragondalas
air
taxis,
hyperloop,
very
high
level
feasibility
to
look
at
some
of
those
Transit
Technologies.
We
don't
always
think
about
and
from
that
we
found
when
it
comes
to
area
gondolas,
that
there
were
two
localities
where
there
was
some
interesting
learning,
a
little
bit
more
St,
Petersburg
and,
of
course,
Clearwater.
A
Our
study
began
about
a
year
ago,
about
six
months
ago
it
became
apparent
there
was
no
real
feasible
route
in
St
Petersburg,
and
so
we've
continued
on
with
the
Clearwater
Corridor
and
that's
what
the
final
report
is
going
to
focus
on
the
purpose
of
the
study
several
areas
here
we
want
to
find
out
if
aerogondolas
are
well
suited
to
the
Tampa
Bay
area.
Are
there
suitable
alignments
to
conserve
to
work
here
in
Clearwater?
Are
those
routes
technically
feasible?
A
Are
the
projects
financially
viable
and
it's
the
public
at
large
support
of
these
projects,
and
the
study
did
take
a
look
at
each
of
these
issues.
To
begin
with,
when
we
started
this
study,
we
wanted
to
find
out
what
people
prospects.
So
we
gathered
stakeholder
feedback,
we
talked
to
Business
Leaders
and
local
officials,
I
think
some
of
you
were
involved
in
those
conversations
to
find
out
what
they're
being
need
for
a
gondola
in
the
Clearwater
area
connecting
downtown
to
Clearwater
Beach.
A
We
found
that
there
is
strong
interest
in
connecting
those
two
and
unifying
the
district
as
well.
We
found
that
it
could
be
supportive
of
improvements
to
Coachman,
Park
and
imagine
Clearwater.
We
also
found
that
the
gondola
system
could
be
seen
as
something
that
could
reduce
traffic
on
the
memorial
Causeway
and
reduce
that
sort
of
friction
of
movement
between
the
beach,
the
aquarium
downtown
and
all
the
attractions
that
you
have.
A
The
study
concludes
that
it
should
continue
with
optionality
what
that
means:
I'm
going
to
talk
about
a
little
bit
later
in
a
few
slides
question
number
one.
Our
area,
Battle
Is,
Well
Suited
to
the
area
I
want
to
start
with
this
question
because
we're
not
talking
about
Disney,
World
type,
gondolas
or
ski
lifts,
we're
talking
about
robust
means
of
public
transit
that
are
used
more
around
the
world
than
in
the
United
States
here
to
move
people.
The
average
vehicle
capacity
is
the
size
of
a
city
bus
about
28
people
in
typical
Gondola.
A
There
are
really
only
two
aerogondolas
in
the
United
States
being
used
for
public
transportation
on
a
daily
basis,
one
of
the
Roosevelt
Causeway,
and
also
up
in
the
Portland
Oregon
area
as
well,
which,
by
the
way
scj
Alliance,
has
worked
on
both
of
those.
But
these
Arab
gondolas
are
very
robust.
They
can
stand
up
the
heat
and
humidity
they
can
be
air-conditioned.
So
certainly,
if
you
proceed
with
this
project,
I
want
you
to
understand
that
the
gondolas
that
we're
talking
about
and
studying
are
actually
robust
means
of
public
transportation.
A

I
won't
spend
much
time
on
this,
but
I
did
want
to
point
out
that
the
final
report
that
will
be
considered
by
the
Tea
Party
board
at
our
October
21st
meeting
does
include
some
engineering
work
that
scj
did,
and
certainly,
if
you
want
to
dive
into
some
of
those
details,
I
think
you'd
find
there's
some
rich
data
there
to
be
considered.
I
do
want
to
spend
some
time
on
this
slide
here,
because
this
really
gives
you
an
aerial
view
of
where
the
gondola
could
be
and
what
scj
really
looked
like.

So
to
start
with,
let's
talk
about
that
red
line
in
the
middle,
which
goes
right
over
the
causeway
Island.
The
study
recommends
that
if
there
was
a
gondola
that
would
be
put
over
the
bike
path
area,
so
not
to
impede
with
traffic
and
not
to
put
any
poles
in
the
Waterway,
so
that
is
what
they
would
recommend
the
two
things
you
have
to
consider.
Then
there
are
two
turning
points,
as
you
see
there
on
the
east
and
west.
A
Let's
look
at
the
East
side,
one
that
goes
to
downtown
and
you
see
several
yellow
lines
going
to
various
destinations.
The
optionality
that
I
talked
about
before
is
considering:
where
would
the
station
be
in
the
downtown
Clearwater
side
and
those
yellow
lines?
There's
a
couple
of
possible
areas.
Obviously
that
would
have
to
be
decided,
but
that's
the
optionality
I
mentioned
earlier
here.
A
You
also
notice,
there's
a
grade
out
area
on
the
lap
map
right
there,
that's
going
right
over
the
elevated
part
of
the
causeway,
and
we
recommend
that
the
Turning
Point
the
gondola
not
cross
over
that,
because,
obviously
you
raise
the
towers
a
lot
and
then
the
gondola
has
to
go
higher
and
we
don't
want
to
do
that.
We
think
there
are
other
options
to
consider
on
the
downtown
area.
Looking
over
on
the
west
side,
you'll
see
the
turning
0.5
the
aquarium
station
and
the
gondola
seeds
are
being
an
opportunity
to
put
a
station
there.
A
That
would
allow
people
to
debark
and
perhaps
take
a
walkway
over
to
the
aquarium,
or
continue
on
to
a
couple
of
Marina
stations
where
there
are
various
places
where
you
could
consider
the
final
destination
on
both
those
sides
specifications
it
would
be
about
10
000
feet
in
the
length.
Speed
would
be
about
17
miles
per
hour,
especially
before
cabin
capacity
can
be
up
to
28
seated
passengers
and,
what's
known
as
pphpd,
refers
to
people
per
hour
per
Direction.
That's
3600.
A
The
wait
time-
and
this
has
to
do
with
the
frequency
of
service-
could
be
as
low
as
about
you
know,
one
every
30
seconds
or
so,
and
the
trip
time
itself
would
take
about
11
minutes
downtown
to
the
beach.
Of
course,
we
know
it's
not
susceptible
to
mixed
traffic,
so
it's
going
to
operate
in
its
own
route.
A
First
Mile
and
Last
Mile
connectivity,
that's
something
you
have
to
consider
in
any
Transit
situation.
Okay,
you've
got
a
station
about
how
do
people
get
to
it?
Where
do
they
Park
when
they
get
the
other
side?
How
do
they
get
their
beach
stuff?
The
other
ways
you
will
find
in
the
final
study.
There
are
some
considerations
for
that.
We
do
know
that
beachgoers
in
downtown
area
as
CJ
found
that
your
parking
is
underutilized
during
the
busiest
times
on
the
beach.
A
A
We
have
to
determine
well
what
people
use
it
and
there
are
methods
and
means
by
which
you
can
determine
an
estimate
of
how
many
writers
you
think
there
would
be
scj
used
a
company
called
transport
or
use
some
ridership
data
and
estimated
that
ridership
would
be
about
1.4
to
1.9
million
writers
per
year
and
that's
very
important
because,
as
you
figure
out,
what
the
potential
fare
could
be.
That
tells
you
whether
a
private
operator
could
possibly
be
interested
in
operating
this
as
you'll
see
later.
A
We
do
think
that
that
ridership
is
robust
enough,
that
a
private
operator
would
have
some
interest
in
considering
such
a
project.
In
addition,
we
talked
about
the
cosplay
traffic
and
based
on
that
ridership
direct
data,
transpo
estimated
that
there'd
be
about
a
nine
percent
reduction
in
traffic
on
the
causeway.
A
Delivering
financing.
I
won't
cooperate
item
on
this
bullet,
but
let's
fire
about
the
first
point
here.
City
staff
and
talking
to
Clearwater
believe
that
this
would
need
to
be
a
PPP,
a
public-private
partnership,
and
there
are
many
forms
of
ppps
that
exist
around
the
country
when
it
comes
to
these
types
of
things.
So
the
study
does
not
recommend,
certainly
that
Clearwater
foot
the
bill
and
be
on
the
hook
for
all
the
costs
that
come
to
building
and
operating
it.
A
But
it
would
be
robust
enough
that
a
private
entity
would
consider
that
type
of
a
project.
So
it's
seen
as
a
private
sector
investment
with
some
public
sector
involvement,
specifically
for
permitting
the
government,
can
be
very
helpful
in
that
regard.
So
there
would
have
to
be
involvement
with
clear
water.
A
It
was
to
be
a
PPP,
but
that
does
believe
that
there
would
be
a
reason
for
the
private
sector
to
be
interested
in
this
capital
expenditure,
estimated
between
124
and
184
million
dollars,
annual
operations
and
maintenance
costs
based
at
about
10
million
dollars
plus
or
take
20.
Those
are
the
numbers
that
a
private
entity
would
be
looking
at
and
weighing
what
this
possibly
could
be
and
So
based
on
the
financial
analysis.
Fcj
concludes
that
the
economics
are
strong
enough
and
that
should
get
enough
interest
from
the
private
sector.
A
If
you
wanted
to
pursue
that
number
five
is
the
public
support
of
a
gondola
project.
We
did
a
survey
in
the
month
of
August
and
got
great
response
from
that.
It's
not
a
scientific
survey.
So
it
doesn't,
you
know,
break
down
demographics,
but
I
will
tell
you
that
it's
one
computer
one
vote,
so
somebody
couldn't
go
on
there
50
times
and
just
click
on
like
the
gondola.
It
does
have
that
type
of
robustness
to
it
and
getting
8
300
responses
was
very
encouraging
to
us.
A
We
wanted
to
really
focus
in
on
what
do
Clearwater
residents
think
and
so
we
broke
it
down.
We
asked
people
to
self-identify
and,
as
you
can
see
there,
you
know
what
describes
best
where
you
live.
17
of
all
the
respondents
are
more
than
1200
identified
as
Clearwater
residents,
another
33
percent
say
they
lived
in
Pinellas
but
outside
of
Clearwater.
So
roughly
50
percent
of
those
who
took
the
surveyed
are
in
Pinellas
County
and
the
rest
are
mostly
in
Tampa
Bay,
with
a
few
folks
outside
Florida
I'll
go
over
a
couple
of
questions
very
quickly
here.
A
This
question
most
obvious
one.
If
an
area
of
God
Alone
were
to
connect
Clearwater
Beach
to
downtown
Clearwater,
a
one-way
trip
would
take
about
12
minutes.
How
likely
do
you
think
you
would
use
it
among
all
respondents,
you
can
see,
there's
good
support
very
likely
and
likely
add
up
to
more
than
70
percent.
A
Interestingly,
when
you
break
that
on
to
just
the
Clear
Water
residents,
we
found
for
most
of
the
questions
really,
the
response
was
pretty
much
mirrored
the
same
as
the
entire
population,
and
certainly
Clearwater
residents
are
of
most
interest
to
this
body
here.
So
based
on
our
survey,
more
than
50
of
those
who
took
it
said
they
are
very
likely
another
20
saying
they
were
likely
to
use
it.
So
while
it's
not
a
scientific
study,
it
does
show
with
1200
responses
which
would
be
about
one
percent,
the
Clearwater
population.
A
There
appears
to
be
some
Grassroots
support
for
such
a
project.
Does
heavy
traffic
on
the
Clearwater
Causeway
prevents
you
from
going
to
the
beach
or
downtown
more
often
than
you
prefer?
We
phrased
this
question,
not
saying
hey?
Are
you
bothered
by
caused
by
traffic?
We
want
to
know
well
from
a
utility
standpoint.
Does
it
keep
you
from
doing
what
you
want
to
do
and
you
can
see
about
four
out
of
five
people
say:
yes,
the
causeway
traffic
does
sometimes
keep
them
from
going
back
and
forth
as
much
as
they
would
like.
A
Funding
is
very
important
and,
while
we're
going
to
recommend,
certainly
that
the
public-private
partnership,
in
which
a
private
partner
would
have
to
come
in
and
really
bear
a
lot
of
the
brunt
of
this,
we
did
ask
who
do
you,
favor
city
of
Clearwater,
tax
dollars
being
used
to
construct
and
operate
a
gondola,
and
there
was
a
fair
amount
of
support
there
as
well

economic
district
and
with
Clearwater
downtown
building
up
and
wanting
to

Clearwater
is

to
have

easier
for
tourists
to
get
to
the
downtown

for

viable

it
would
be
financiable

the
private
sector,

it
wouldn't

support

things
like

our
public
survey
does
demonstrate
that
there

some
interest
in
that

wasn't
part
of

original
scope

the
commercial
Fleet
that
they're
losing
access
to
Upland
storage

over

designs

do

trying

accommodate

haven't
had
public
meetings
related
to
the

interaction
