let's
talk
about
where
the
money
goes
in
developing
the
budget
for
the
fiscal
year,
2018
2019
staff,
strategically
reviewed
service
operations
to
carefully
balance,
adjustments
and
staffing
and
resources
with
financial
stability
in
the
future.
The
2018-19
budget
was
approximately
five
hundred
and
thirty
two
million
dollars
for
citywide
services,
which
was
a
decrease
of
thirty
four
point.
Seven
million
across
all
city
operations,
the
general
fund
budget,
reflected
reflected
expenditures
of
one
hundred
and
forty
eight
million
dollars.

Last
year's
military
was
five
point.
Nine.
Fifty
five
mils
this

represents
the
city's
general
fund
expenditures.
Our
operating
budget
was
148

dollars.
Spending
on
Public
Safety
was
48
percent
of
our
expenses.
Quality
of
life
spending
was

percent
of
our
budget,

percent
was
spent
on
administration
and
other
expenditures.

on
engineering
projects
and

on
planning
and
development.
This
is
a

represents
the
city's
general
fund
revenues.

were

came
in
from
property
tax
and
16.5%
was
generated
through
franchise
and
utility
fees.

the
city's
top
accomplishments
from
the
fiscal
year
that
just
ended.
The
city
has
many
successful
many
successes.
This
year
and
I
want
to
share
those
accomplishments
with
you.
Today
we
have
a
handout

point
this
out
to
you.
There
are
a
number
of
accomplishments.
We
don't
I,
don't
have
time
to
cover
all
of
them,
and
this
document
won't
have
all
of
them
as
well,
but
it
will
give
everyone
a
flavor
of
the
kinds
of
things
that
we
accomplished
on
this
past
fiscal
year.

city's
projects,
initiatives
and
work
all
embody
the
city
of
clear
waters,
strategic
direction.
It's
the
city's
roadmap
that
dictates
our
priorities.
The
strategic
direction
embodies
these
qualities
and
keeps
staff
focused
on
the
following
priorities:
diversifying
the
economic
base,
increasing
economic
opportunity
developing
and
promoting
our
brand
fostering
community
engagement
being
efficient,
providing
quality,
work
being
financially
responsible
and
keeping
people
safe.
A
great
deal
of
multi
Department
collaboration,
the
city's
Public
Communications
and
Information
Technology
departments
improve
the
accessibility
of
city
websites
and
social
media
feeds.
A
Improving
accessibility
of
a
website
means
that
individuals
with
disabilities
can
more
easily
obtain
the
information
they
seek.
This
was
accomplished
in
part
by
re-evaluating
the
use
of
Adobe
Acrobat
PDF
documents
on
the
website,
converting
some
to
other
formats,
such
as
webpages,
adding
the
necessary
accessibility
conditions
to
the
PDF
files
that
remained
adding
or
improving
the
alternative
text
on
website
images
and
adding
closed
captioning
to
video
strings.

The
city's
Human
Resources
Department
completed
and
implemented
a
comprehensive
classification
and
compensation
study
with
an
outside
contractor
public
sector
personnel
consultants
to
ensure
that
job
titles
and
descriptions
accurately
matched
the
city
work,
employment,
the
work
city,
employees
perform
and
the
salaries
are
competitive.
With
a
predetermined
market.
The
department
negotiated
a
collective
bargain
agreement
with
the
Communication
Workers
of
America
Union
to
implement
study
recommendations.
This
project
represents
the
city's
strategic
direction
of
fiscal
responsibility.

The
city's
Community
Redevelopment
Agency
launched
the
downtown
mural
program,
which
resulted
in
four
unique
murals
beautifying
downtown
sites.
The
city
sees
art
as
a
tool
for
beautification
and
also
as
an
anchor
for
redevelopment
key
to
clear
waters.
Mission
of
revitalizing
downtown
Clearwater
is
to
create
a
high
quality
public
realm
that
weaves
art
and
culture
into
the
fabrics
of
everyday
life.
The
downtown
muir
program
embodies
the
strategic
direction
of
increased
economic
opportunity.

The
Community
Redevelopment
Agency
hosted
the
dreams
of
Dali
virtual
reality,
experience
installation
in
partnership
with
the
Dali
Museum
at
2nd
century
studios.
This
pop-up
exhibition
was
part
of
a
multitude
of
interacting
interactive
pop-up
exhibits
that
chloral
hosts
to
boost
cultural
activity
in
the
downtown
area.
This
art
experience
ties
into
into
the
strategic
direction
of
increased
Economic
Opportunity.

We
all
know
how
important
it
is
to
be
ready
to
serve
our
community
in
the
event
of
hurricanes
and
tropical
storms.
It
is
in
this
spirit
that
the
city
constructed
an
emergency
operation
center
at
the
fire
training
facility
on
Belcher
Road.
This
will
be
the
new
city's
headquarters
and
storm
events.
The
facility
embodies
the
strategic
direction
of
safety.
It
is
category
5
proof.
A
Not
all
children
eat
well
during
the
summertime.
That's
why
select
sites
of
the
city's
library
and
recreation
centers
party,
with
the
United
States
Department
of
Agriculture
and
the
Florida
Department
of
Agriculture
and
Consumer
Services
to
host
the
summer
break
spot
program.
Clue
writer
was
able
to
provide
1700,
free,
nutritious
meals
and
snacks
to
children
and
teens
at
the
main
library
and
select
recreation
centers.

This
accomplishment
ties
into
the
city's
strategic
direction
of
foster
community
engagement,
the
solid
waste
department,
expanded
its
recycling
outreach
efforts
and
worked
with
the
public
communications
department
to
launch
a
comprehensive
recycling
contamination
re-education
campaign.
This
renewed
focus
on
recycling
aims
to
educate,
solid
waste
customers
on
exactly
what
is
and
what
is
not
recycling.
The
goal
is
to
help
mitigate
residents,
unintentional
contamination
of
recycling,
materials
and
city
recycling
bins.
Earlier
this
month,
the
program
was
recognized
with
an
award
of
excellence
from
three
cma,
the
city,
county
communications
and
marketing
association.
A
Clora
gas
system
has
done
a
great
job,
expanding
its
gas
system
and
customer
base
to
make
gas
service
acceptance
accessible
to
residents
in
the
gas
service
area,
the
department
added
1,700,
residential
and
commercial
customers,
which
is
an
increase
of
seven
percent.
From
last
year,
the
department
added
more
than
35
miles
of
gas
pipelines
surpassing
1,000
miles
of
mains
and
serving
26,000
gas
customers.
The
expansion
of
the
city's
gas
system
ties
into
the
strategic
direction
of
efficiency
engaging
McClure
waters.
Hispanic
community
remains
a
high
priority.

The
Florida
Public
Library
system
offered
nearly
200
specialized
programs
for
clew
owners,
Hispanic
community,
including
English
as
a
second
language,
tutoring
and
language
practice
sessions,
technology
classes,
book
groups,
holiday
celebrations
and
citizenship
classes
that
serve
more
than
1300
residents.
Other
departments
that
employ
Hispanic
lessons
on
their
staff
include
the
Clearwater,
Police,
Department
and
public
communications
department.
Seen
in
this
photo
is
a
Hispanic
liaison
who
was
shopping
for
those
less
fortunate
last
holiday
season.

city
is
Hispanic
Laz
own
and
outreach
programs
embodies
the
strategic
direction
of
foster
community
engagement,
Parks
and
Recreation
celebrated
the
completion
of
the
Morningside
Recreation
Center.
This
facility
is
twenty
thousand
nine
hundred
and
ninety
eight
square
feet
and
it
houses
a
gymnasium
fitness
center
multi-purpose
rooms
and
pools.
The
five
point
six
million
dollar
facility
was
paid
for
mostly
through
penny.
For
Pinellas.
This
facility
promotes
the
strategic
direction
of
quality.

This
year
the
city
joined
next
door,
a
hyperlocal
social
media
platform
to
communicate
with
residents
at
large
and
in
specific
neighborhoods.
Since
the
city
joined
the
platform,
next
door,
users
increased
in
clearwater
neighborhoods
from
more
than
ten
thousand
six
hundred
users
to
more
than
twenty
thousand
800
verified
residents.
This
tool
has
had
a
positive
impact
on
communicating
with
clearwater
residents
this
program
showcases
the
city's
strategic
direction
of
develop
and
promote
our
brand.

The
utility
customer
service
department
increased
access
to
its
paperless
billing
program
this
year.
The
number
of
customers
who
receive
paperless
billing
went
from
fifty
five
hundred
fifty
five
hundred
last
year
to
twenty
thousand
users
this
year.
That's
a
huge
accomplishment,
one
that
promotes
the
city's
strategic
direction
of
efficiency.

Safety
remains
clew
waters
highest
priority.
The
clearwater
Police
Department
keeps
our
residents
safe.
Each
day
this
year
the
police
department
saw
significant
drops
in
several
categories
of
crime,
through
partnership
with
the
community
to
prevent
and
address
crime
related
issues.
The
department
achieved
a
32
percent
reduction
in
burglary
offences,
31
percent
reduction
in
stolen
vehicle
offences
and
13,
and
a
half
reduction
in
robbery
offenses.
These
statistics
are
based
on
fiscal
year.
Today.
This
accomplishment
embodies
the
strategic
direction
of
safety.

Another
fine
example
of
multi-departmental
collaboration
and
cities,
engineering
department
and
public
utilities
completed
the
installation
of
two
utility
lines
that
run
under
the
intercostal
waterway
between
Clearwater
Beach
and
the
mainland.
The
lines
are
not
currently
in
use
and
are
ready
and
available
in
the
event
water
line,
failures
for
drinking
water,
sewer
or
reclaimed
water
to
claw
out
of
Beach.
These
lines
are,
in
addition
to
existing
service
lines
and
offer
a
proactive
strategy
to
ensure
the
reliability
of
the
water
system.

This
program
reflects
the
strategic
direction
of
efficiency,
so
those
are
the
accomplishments
for
fiscal
year,
2018
2019.
So
what's
next
for
fiscal
year,
2019
2020,
the
city
has
mapped
out
its
goals
and
objectives
for
2020.
The
city's
highest
priorities
remain
Public
Safety
and
the
implementation
of
the
bluff.
Revitalization
master
plan,
which
will
be
known
going
forward
as
coachmen
Commons.
Other
priorities
for
the
next
fiscal
year
include
the
upcoming
election
in
March
2020
anna
city
council,
the
north
marina
redevelopment
plan
and
improvements
to
crest
lake
park.
A
The
city's
partnership
with
the
philadelphia,
phillies
and
also
sustainability
will
be
focal
points
in
2020
and,
of
course,
the
city
will
continue
to
focus
on
providing
high
quality
core
municipal
services
that
our
residents
have
come
to
expect
every
day.
So
I'd
like
to
take
this
opportunity
again
to

thank
mayor
critic,
credit
cuts,
the
City
Council
and
our
wonderful
residents
for
all
of
your
support
in
the
last
year.
We've
accomplished
a
lot
in
this
fiscal
year

support
helped

it

year

looked

different
cities
in

Gulf
we've
asked

bans,

Sarasota
state
of
Alabama
made
it
a
Schedule
one.
We've
had
46
cities
and
counties
in
Mississippi
without
with
Texas
being
a
biannual
type
government,
they
only
meet
twice
a
year.
We
will
be
addressing
them

consider

high,
but
this
is
happening

happening

make

partially

kratom
Association

we
speak,
the
cities
in
the
process
of
cutting
down
over
150
trees,
mostly
giant
oaks
under
the
guise
that
they
are
dangerous
and
diseased.
Well,

reality
at
least
half
of
them
are
healthy
and

majority,

ones
that
have
been
already
chopped
any
independent
arborist
without
an
agenda,
can
tell
you
we're
completely
healthy
and
only
needed
maintenance
and
pruning
the
cities.

Ill-Conceived
plans
in
so
many
regards
number
one:
the
boat
launch,
despite

fact
that
Swift
mud
has
designated
this
lake
as
a
detention
pond
due
to
its
runoff
of
residential
chemicals
and
that
it's
recommended

safety

to
not
swim
or
both
there.
The
city
is
still
planning
on
building
a
launch,
including
parking,
there's
also
planning
on
putting
in
volleyball
courts,
which
means
cutting
down
trees,
to
make
room
for
a
giant
sandbox
which
nobody
is
going
to
use,
because
it
will
be
too
hot.

the
city
plans
to
put
in
a
splash
pad
which
has
to
be
chlorinated.
They
have
not
thought
through
how
this
is
going
to
be
drained
and
how
the
chlorine
runoff
is
going
to
get
into
the
lake,
for
this
requires
a
shower
for
legal
reasons,
and
the
city
has
not
addressed
the
issue
of
how
to
keep
the
homeless
from
using
that
or
the
bathrooms
or
sleeping
in
the
two
big
pavilions.
They
plan
on
erecting
other
than
lots
of
cameras
and
cups.

over
five
million
dollars
from
BP,
which
is
meant
to
be
used
for
natural,
environmental
enhancement,
not
destruction,
and
the
most
egregious
thing
of
all
is
that,
right
now,
with
all

information

climate

is
one
of
the
best
way
we
can
slow
it
down.

city
is
determined
to
destroy
these

50
year
olds,

which

need
TLC

installation
and
promotion
of
water
activities
on
crest
lake
in
the
installation
of
the
splash
pad?
First,
in
regard
to
the
installation
of
the
boat
dock
and
promotion
to
have
kayaking
canoeing
and
fishing
on
the
lake,
the
lake
is
stormwater
fit,
which
means
rain
water
and
irrigation
water
coming
from
surrounding
streets
and
lawns
run
into
that
lake.
There
also
includes
any
runoff
in
the
nearby
dog-walking
area.

The
water
runs
into
the
lake
and
then
the
pollutants
settled
to
the
bottom
of
the
way
and
then
the
water
filters
down
to
the
ground
system.
That's
what
crestlake
does
it's
a
filtering
system,
so
it's
all
pollution
that
goes
in
there
and
then
once
it
gets
high
enough,
it
runs
off
and
down
to
the
stormwater.
So
it's
a
filtering
system
all
right.
The
Swift
mud
and
on
the
website
frequently
ask
questions.

If
you
say,
is
it
okay
to
use
stormwater
ponds
for
recreational
purposes,
its
fishing
swimming,
kayaking
or
stand-up
paddleboarding
answer
recreational
use
of
stormwater
ponds
is
potentially
hazardous
to
your
health
and
is
not
recommended.
Stormwater
ponds
are
a
desert
designed
to
capture
and
retain
stormwater
runoff,
which
may
contain
many
different
types
of
pollution,
including
sediments
oils,
greases
trash
nutrients,
heavy
metals,
pesticides,
herbicides
and
pathogens.
The
Florida
Department
of
Health
and
CDC
also
say
that
you
should
avoid
activity
and
warm
fresh
water
due
to
an
amoeba.
It's
called
Naegleria
foliar.

goes
up
your
nose
for
me.
Just
getting
water
splashed
on
you
and
goes
into
your
spinal
column
causes
death.
So
that's
a
freshwater
amoeba,
that's
an
autop
freshwater
in
Florida
that
we
are
tropical.
So
when
you
see
a
lake,
it's
not
a
lake,
it's
a
stormwater
system.
This
also
does
not
include
the
parasites
that
could
be
in
the
water
from
the
wildlife
and
fecal
matter
from
the
wild
birds
that
come
in
there
you've
got
geese,
you've
got
Muskogee
ducks.
You've
got
a
lot
of
birds.

All
of
these
can
cause
is
illnesses
to
humans
and
animals.
Several
months
ago,
I
found
six
wild
water
birds
of
different
breeds
dead
floating
in
the
water.
No
apparent
injuries,
I
contacted
the
city
and
asked
to
have
the
water
tested,
the
parks
and
recreation
refused.
They
said
there
was
no
indication
to
test
the
water
at
that
time.
So
I
don't
know
if
the
waters
ever
been
tested,
but
since
you
guys
aren't
actively
approving
kayaking
canoeing
where
you
are
going
to
get
splashed
I'm
an
active
kayaker
I
was
a
u.s.
Coast
Guard
captain
for
ten
years.

I
was
a
raft
guide.
Also
so
I
know
about
water,
you
don't
no
one
would
ever
want
to
have
crestlake
part
as
a
kayak
destination.
I
would
not
put
a
kayak
on
my
car
and
drive
to
kress.
Like
you
have
the
intercoastal
you've
got
challenged,
EC
Island,
you've
got
Whedon,
you've
got
so
many
places
to
kayak
and
kayaking
on
crest.
Lake
is
just
makes
no
sense,
so
questions
are,
has
the
water
done
any
testing
or
if
so,
what
are
the
results?
Are
you
going
to
regularly
test
the
water?

a
walk
through

park
down
to

marina
and
back,
it
was
actually
delightful,
so
I've
made.
Perhaps
that's
why
they
call
it
delightful.
Dunedin
and
I

recommend
that
over
almost
definitely
over
anything,

downtown
Clearwater,
which
is
very
little
I'm,
not
a
homeless,
advocate
in
any
way
shape
or
form.
I've
stepped
over
them
from
Times
Square
to
Michigan
Avenue
to
Ghirardelli,
Square
and
many
times
in
the
French
Quarter.
I
So
after
my
delightful
evening
in
Dunedin,
I
looped
through
downtown
Clearwater
on
my
way
home
and
after
we
started
counting
kind
of
21
people
who
appeared
to
be
homeless
and
five
bus
drivers,
you
know,
and
there
get
ups-
and
you
know
what
I'm
talking
about
and
as
far
as
I'm
concerned.
That's
an
improvement.
I
honestly
do
not
understand,
especially
given
mr.
Allbritton
and
mr.
pol
glaze
is
very
close
association
with
whatever
downtown
Clearwater
partnership.
Is
you
know?
I
If
you
look
at
it,
there
haven't
been
very
much
happened
for
a
long
time
us
spending
money
on
downtown
Clearwater
to
absolutely
benefit.
No
one.
You
know
the
main
stakeholder
as
you
people
call
them.
It's
just
asinine.
You
know
there's
an
experienced
Clearwater,
the
Community
Redevelopment
Agency,
which
has
been
mentioned
already
tonight.

It's
just
wrong:
there's
nothing
going
on
down
there.
You
know
and
again
I
would
recommend
anybody
just
go
to
Dunedin
if
they
want
to
have
a
nice
evening
out
and
if
you
want
to
see
a
stark
difference
to
what's
going
on
up
there
drive
through
downtown
Clearwater
Drive
walk
pass
the
places
that

holds

as
shining
examples
of
progress
that
are
not

seeing
is
when
people
are
faced
with
a
decision
between
two

three
destinations.

choice

choose

one
that

most
sustainable
practices,
both
as
far
as
lessening
the
impact
of
tourism
and
just
as
a
community,
so
we're
very
excited
with
everything
that's
going
on
citywide,

efforts

ocean

When
you
take
into
account
the
mission
of
entities
such
as
the
aquarium,
it
really
gives
us
a
great
foundation
to
build
on
that
with
journalists
and
promoting
that
to
various
visitors.

huge
trend
right
now
and
travel
is
accessibility,
and
so
that's
something
that
we
really
want
to
be
able
to
promote.

ability

you
utilize

rent

with
changes

recent

that
people
with
accessibility
needs

able

attend
those

we're
definitely
going

the

40,000
deaths
related
to
guns
in
the
most
recent
year

2017

deaths

from
gun
related
injuries.

government
is

school

of

mass
shooting,
but
mass
shootings
are
not

only
issue
for
gun
violence,

suicides

accidents,

means
it's

public
health

checks,

encouraging
Congress

all
federal
elected
officials
to
adopt
such
legislation

an

our

I
knew
it
was
going
to
cost
a
lot
of
angst
among
ourselves
in
the
public
and

would
agree
that
I
would
like
the
more
stronger
language

this
government
was
founded
on
the
ability
to
compromise
and

Think
that
while
it's
not
the
resolution
that
I
want,
as
indicated
is
symbolic,
it
sends
a
message
to
our
legislatures
that
you
know
we
want
something
to
be
done
and

problem

something
done
but
as
I
said,
I
am
not
comfortable
taking
away
something
from
law-abiding
citizens
because
of
a
very
small
number
of.

read
all
of
the
comments,
the
emails
that
came
in
to
since
Monday
and
both
pro
and
con,
and
let
me
say
that
I
really
appreciate
the
input
that
the
public
has
had
on
this
and
I
come
to
this
issue
seriously,
with
both
personal
and
constitutional
perspective
and
I
grieve
with
all
who
grieve
that
the
loss
of
life,
whether
from
firearms,
either
accidentally
or
illegally
discharged
my
own
nephew
in
his
40s
because
of
alcohol
and
depression,
took
his
own
life
with
a
handgun
on
this
issue.

We
have
to
be
able
to
defend
ourselves
from
the
home
invaders,
the
kidnappers
anyone
threatening
our
lives
with
perhaps
a
high-capacity
magazine.
There
has
to
be
a
level
playing
field
by
the
way
when
I
was
14

and
four
decades
afterwards,
I
had
and
trained
and
used
22
caliber
rifle.
That
was
mentioned
the
other
day
with
the
high-capacity
magazine.
This
was
this
was
okay
60
years
ago,
sorry
tubular,
feet
below
the
barrel,
could
load

or
19
or
21
bullets
and
I
learned
firearm
safety
through
a
church
program
with
Minnesota
state
policemen.

For
about
ninety
years
here
in
the
United
States,
there
exists
already
federal
law
covering
magazines,
already
there's
a
state
red
flag
law,
and
the
problem
is
that
we
we
have
current
laws
that
are
not
being
enforced
and
those
need
to
be
enforced
before
we
start
adding
more
laws
that
cover
the
same
thing.
Now
we
agree
with
so
many
things
on
our
Council
and
in
society.
But
when
we
ask
the
question,
what
do
we
do
because
I
concur
with
the
mayor
that
we
need
to
do
something
we
need
to
address?

As
Hoyt
said,
the
real
problems
and
those
problems
include
the
care
and
supervision
of
the
mentally
ill
in
our
society.
We
have
to
address
the
issues
of
rage
and
anger
in
our
society.
We
have
to
teach
morality
in
our
homes
and
our
churches
and
in
our
schools
and
in
our
neighborhoods
right
now
in
our
wonderful
country.
We
can't
have
two
people
that
have
differing
opinions
without
one
person
think
the
thinking
the
other
person
not
just
wrong,
but
it's
even
and
that's
the
way
it
is
in
our
society
today
and
that
needs
to
change.

So
I
can't
support
this
effort,
because
I
believe
it's
really
a
feel-good
effort
and
does
not
address
the
real
problems
in
our
country
that
we
could
start
at
home
with
also
I,
don't
want
to
send
anything
to
Washington.
That
I
think
could
be
rejected
on
constitutional
grounds,
so
I
won't
be
voting
for
it.

supported
the

initial
resolution.
The
first
resolution,
because
I
think
back
to
the
founding
fathers
try
to
put
myself
in
their
shoes
and-
and
it
was
the
Constitution-
was
formed
on
the
principles
of
the
pursuit
of
life,
liberty
and
happiness
and
oppression
from
from
government
without
representation.

in
the
event,
the
the
successive
amendments
that
were
added
to
the
Constitution
I
mean
I,
don't
believe
that
the
Second
Amendment
at
the
time
when
it
was
written
and
it
was
ball
and
musket
they
had
never
anticipated
the
weapons
of
war.
That
would
that
technology
and
development
would
would
ultimately
be
able
to
created
a
I
think
back
to
what's
the
next
closest
timeframe
where
a
weapon
of
such
mass
killing
ability
and
it
would
have
been
in
1862
during
the
Civil
War,
the
Gatling
gun
and
so
I
googled.

I

back
to
George
Washington
if
he,
if
he
would
have
come
back
from
the
war
and
they
had
cannons,
I
mean
that
horrific
wounds,
but
it
did
not
have
mass
killings
of
say
an
m16
or
an
ak-47.

are
weapons

war.
They
were
designed
to
kill
effectively
efficiently
quickly.
They
were
designed
to
stop
an
opposing
soldier
I
qualified
as
a
sharpshooter
in
the
United
States
Army.
So
I
could
take
out
a
target
long
distance.
With
an
m16
or
m60
machine
gun.
You
can
cut
advancing
troops
in
half
those
are
weapons
of
war.

If
it
is
a
feel-good
effort,
but
we
have
to
do
something
and
we
did
have
legislation
that
put
restrictions
on
these
type
of
assault
weapons
I
do
not
believe
that
weapons
of
mass
killing
effectively
efficiently
and
quickly

any
room
in
our
society.
Even
if
we
did
every
single
thing
the
doctor
couldn't
have
talked
about.
It's
still
going
to
happen.

the
only
way
that's
going
to
happen
is
to
be
able
to
take
those
types
of
weapons,

leave
that
to
our
federal
legislators,
along
with
state
legislators,
to
figure
out
what
the
definition
is
of
these.
They
hadn't
made
progress

that
the
last
effort.
So
again,
I
supported-
and
I
made
the
motion
for
the
second
one,
because
I
want
my
colleagues
to
do
something
as
opposed
to
nothing
and
not
take
a
stand
so,
but
those
comments
I
still
support
and
stand
strong
on.

resolution
and
I
would
hope.

of

ammunition

hoping.

say
we
would

support

flag

the
issue
get

to
the
issue.

are
out
there
killing
or
have
mental
problems,

Florida's
got
this
red
flag
law
that
has
been
supported
very
well.
They've
taken
firearms
out
of
people
that
have
had
them
that
have
been
reported
to

mental
condition

Other
states
have
jumped
on
board
with
it.

think
it
should
be
a
national
program
and
I
would
be
well.

that

this

what

resolution

said,

goes
further

look
at
the
accessibility

and

have
a
special
license
to

on

suggested
by
the
Parks

Rec
director
because
he
knew
he
knew
that
I
had
waterfront
property
and
I
had
concerns
on
my

grandson
lives
with
me,
and
it
was
a
matter
of
timing
figuring
out
how
to
get
him
to
swim.
Lessons
and
I
want
to
compliment
the
city
of
Clearwater,
the
city
manager
of
staff
and
specifically
Parks
and
Rec
Kevin
Dunbar,
because
he
came
to
the
city
manager
and
they
come
up
with
this
idea.

That
way
too
many
drownings
any
drowning
one
drowning
of
a
child
is
too
much,
and
so
it
became
an
affordability
thing.
Accessibility,
we've
talked
about
a
second
accessibility,
and
so
with
the
city
of
Clearwater,
did
it
his
guidance?
Was
we
made
swim
lessons
available
resident,
non-resident
it
didn't
matter
who
$10
per
session
and
I
will
tell
you
that
it
has
been
such
a
popular
program
in
the
city
of
Clearwater.
We
have
folks
coming
from
all
over
the
county,
bringing
their
kids
at
last
count.

We
had
over
600
kids
throughout
the
summer,
and
it
was
such
a
popular
program
through
the
summer
that
it's
ongoing
today
and
my
grandson
starts
session
five
this
month
next
week,
so
I
just
I'm
glad
we
started
that
we
had
the
foresight
to
do
that.
I'm
glad
we're
continuing
to
do
it
for
ten
dollars,
whether
your
resident,
whether
you
have
a
rec
card,
whether
you
are
not
because
one
child
drowning
in
Pinellas
County
in
the
city
of
Clearwater,
is
unacceptable
and
I.
Just
I
want
to
compliment
you,
mr.
horn,
for
continuing
that
practice
and
I.

it's
a
wonderful
program.
I'd
like
to
talk
briefly
about
another
program,
been
trying
to
get
the
video
the
last
couple
of
sessions,
but
because
of
my
position
on
the
Council
on
the
member
of
the
Tampa
Bay
Estuary
Board
of
Directors-
and
you
have
probably
seen
maybe
you
own,
a
Tampa
Bay
Estuary
license
plate
and
there
is
a
new
license
plate
public
service
announcement.
That's
out
and
I
had
a
little
hand
in
getting
it
done.

Since
I
was
on
the
board
and
I
knew
some
things
were
coming
up
about.
A
year
ago,
I
got
a
friend
of
mine
who's,
a
student
at
st.
Pete
College
in
Media
Studies
joined
the
Tampa
Bay
Estuary
citizens,
what
Segal
Citizens
Committee,
and
so
he
was
coming
to
some
of
the
meetings
to
sessions,
and
so
the
the
board
decided
that
they
needed
to
emphasize
the
license.

Plates
sales
were
lagging
a
little
bit,
so
he
offered
to
build
a
public
service
announcement
before
it
and
actually
he's
doing
once
132nd
and
162nd
the
62nd
one
is
done
already
and
I
had
told
them
before.
Even
before
this
idea
that
I
had
spent
six
years
in
radio
five
years
in
television
working
on
commercials
and
public
service
announcements
and
that
I'd
be
happy
to
do
the
voice-over
for
it,
and
so
my
student
came
to
me
and
said
we'd
like
you
to
do
the
the
voice
of
the
license
plate
and
I
thought.

Anyway,
we
can't
get
it
onto
our
computer
here,
but
if
you
go

and
look

Tampa
Bay
Estuary
board
a
program
you'll
see
that
that
that

and
hear
my

has

We
encourage

downtown
to
see
the
races

the
race

will
be

boat
parade
in
downtown
on
Friday
night
Saturday
night
will
be.
The
race
will
continue

race,
village
and
fireworks,
and
then
on
Sunday,
starting
at
noon.

race
will
take
place
off

the
pier

going

on
Clearwater
Beach.
With

I
