planning

scheduled

the

of
this
month
and

hopeful

strategic
planning

Looking
to
the
city's
future,
starting
with
the
last
citizen
survey,
I
think
that
would
be
a
good
place
to
start.

want

see

future

sparkling

on

hill

oriented
to
provide

I've
owned

years

Borders,
Drew,
Street
and
I've
seen
a
tremendous
change
in
Drew
Street.
It's
really
a
high
risk
Road,
as
many
people
know,
but
I've
had
instances
where
I've
heard
crashes
within
walking
distance
of
my
home,
our
two-yard
Memorial
flower
arrangements
from
fatalities,
I
had
a
85
year
old
neighbor
get
T-boned
coming
off
of
Orangewood
on
to
Drew
years
ago.

We
have
illegal
lanes
that
are
nine
and
a
half
feet
ten
and
a
half
feet,
but
we
have
buses,
it's
a
bus
route
through
Street
and
they
need
12
feet.
I.
Rarely
get
walk
along
Drew,
but
when
I
go
to
be
a
dutiful
neighbor
and
pick
up
my
debris
on
the
excess.
Oh
my
God,
my
sidewalk
is
seven
feet
exactly
from
Drew
Street.

if
a
bus
comes
by
in
a
big
truck,
I
feel
like
I'm,
going
to
be
the
next
one
onto
Drew
Street,
so
I
just
think
that
we
need
to
pay
attention
because
it's
we're
getting
more
traffic
on
Drew
and
we're
getting
at
higher
speeds.
Now
I
live
right
where
the
digital
speedometer
science,
speed
sign,
is,
and
at
first
drivers
really
paid
attention
to
it.
Not
now
they
will
just
speed
up
even
as
they
approach
the
sign.

neighbor

I
live
at
222,
Orangewood,
Avenue
and
I've
lived
here
for
just
over
three
years
and
I
love,
clear
water
and
I
love.
My
neighborhood,
but
like
Peggy
mentioned,
we've
seen
an
increase
in
dangerous
situations
and
just
like
she
mentioned
I,
actually
also
always
check
my
rear
view,
mirror
because
I'm
afraid,
when
I'm
turning
onto
Orangewood,
that
I'm
going
to
get
rear-ended
and
and
like
she
said
there
have
been
fatalities
nearby.

She
also
mentioned
how
it's
become
quite
the
thoroughfare,
even
though
there
is
the
the
speed
Checker
right
there
on
the
corner
it
it
serves.
Hardly
a
purpose
and
Orangewood
residents
are
in
a
predicament
as
well,
because
it's
sort
of
a
half
block
between
Hobart
and
Orangewood
there's
only
it's
not
your
standard
block
size.
So
there's
two.

got
farther
to
go
and
it
can
be
a
hard
situation
there
and
and
I
want
to
mention
also
that
just
living
in
the
neighborhood,
some
scary
situation
happened
where
I
was
working
in
my
front
yard
and
I
heard
an
explosion,
I
look
up
and
I
see
a
Transformer
on
Hobart
and
it's
blowing
up
and
we
come
around
to
see.

What's
happened
after
the
emergency
vehicles
arrived
and
a
speeding,
large
SUV
had
turned
on
to
Hobart
and
flipped
onto
the
side
and
hit
one
of
the
electric
poles
split
the
pole,
and
it
was
just
hanging
there
and
if
I
would
have
been
walking
around
the
block
with
my
kids
or
my
dog,
we
would
have
been
hit.
It's
extremely
upsetting
to
see
this
going
on
and
I
would
like
to
see
a
immediate
speed
change.
I,
don't
think
we
can
wait
for
the
bigger
plans.

would
like
to
see
it
go
down
to
30,
because
at
30
we
know
everybody's
going
to
be
going
up
to
40,
and
then
the
criminals
will
be
going
a
lot
faster
than
that.
So
I
think
it's
imperative
to
do
something
in
the
short
term,
as
well
as
a
long-term
plan,
and
if
that's
what
it's
been
like
living
there,
I
love
my
home,
I
love,
my
neighbors
and
I
hope
that
the
city
can
help
this
situation
become
much
safer.
At
the
very
least,
we
can
have
people
slow
down.

was
a
aerospace
engineer

a
Fortune
500
company
for
35
years
and
had

wonderful
career
I've
been
a
hangar
tenant
at
Clearwater
Airpark
since
the
early
1990s
and
have
probably
spent
close
to
a
hundred
thousand
dollars
in
Hangar
rent.
Since
that
time,
historically
annual
rents
have
been
tied
to
the
Consumer
Price
Index
and
in
December
we,
it
was
announced
that
our
rates
going
forward
were
going
to
be
increased
by
8.2
percent,
which
is
Far
and
Away.

All
that
up,
that's
24.6
percent.

A
lot
of
us
are
wondering
what
other
unpleasant
surprises
does
fly.
Usa
have
in
store
for
us
that
we
just
don't
know
about
yet.

My
first
question
to
you
is:
can
you
name
any
one
commodity
in
your
lives
that
has
increased
24.6
percent
since
January
1st
I
hear
crickets,
but
the
second
question
is:
have
the
slipholders
at
the
marina
ever
been
subject
to
two
fee
increases
within
60
days?
If
not,
the
hangar
tenants
at
Clearwater
are
being
subjected
to
disparate
treatment.

sent
a
letter
to
Eric
Gandy
and
he
wrote
back
a
variety
of
responses
to
some
of
the
items,
but
he
explained
that
in
creating
this
new
formula,
there
were
was
Data
assumptions
and
process
involved
in
creating
this
additional
16.4
percent,
and
I
would
like
to
request
that
I'd
be
allowed
to
review
the
data,
the
process
and
the
assumptions
independently
to
provide
you
with
feedback
on
how
that
number
was
arrived
at
if
I
can
find
some
savings
great,
if
not
I'll,
be
glad
to
stand
up
here
and
say:
I
was
wrong.

seen

the
house
that
I'm

my
family's
lived
in
the
house

I
live
in
on
1620
Drew,
which
is
on
the
corner
of
hobarton
Drew.
For
50
years.
We
have
seen
that
road
change
drastically.

Because
people
don't
care
my
big
thing,
lower
the
speed
limit
if
anything
lower
the
speed
limit
put.
Some
Patrol
tops
out
there
watching,
what's
going
on,
get
people
to
realize
that
they're
speeding
through
a
neighborhood

people
that
are
trying
to
cross
the
road
to
get
to
a
bus,
stop
or
anything
like
that,
it
needs
to
be
done
and
I
understand
the
state's
already
it's
that
part
of
this
road
to
State.

you
know
great
we've

to
deal
with.

apparently
they've
got

They
place
the
money

budget

fix
that

that

camera
because

signs

the

putting

speed
camera
would
deter
the

shame
to
waste

hit

actually
flatlined

to

revived

get

seen
the
renderings
at
our
group

it's
going
to
be
absolutely
gorgeous

resident

about
litter.
I
saw
this
over
my
Facebook
feed.
It
looked
like
the
city
of
Clearwater.
Had
some
people
go
and
learn
about
glitter
and
preventing
it
in
the
city
of
Clearwater
and
in
Pinellas
they
signed
a
pledge
that
if
they
see
letter
they'll
pick
it
up
they're
going
to
stop
for
a
literature
environment
in
Pinellas
County.
So
that's
really
good
I'm
here
to
talk
about
Stevenson's
Creek.
There
is
a
litter
problem
at
Stevenson's,
Creek
Stevenson's
Creek
is
a
city
of
Clearwater's.

Only
Creek,
it's
3.2
miles
it's
an
estuary.
It
depends
out
here.
You
have
manatees
and
dolphins
swim
out
here.
Basically,
it
starts
like
Glen
Oaks.
It
goes
through.
A
residential
area
goes
through
the
golf
course.
It
goes
down
and
Spills
out
and
right
now
is
at
a
repaired
status
and
I
think
that's
wrong.

Right
now
the
city
of
Clearwood
has
a
dumpster
ordinance.
It
was
passed
in
3-4
of
1999
and
basically
it
said
that
required
dumpsters
to
be
removed
from
you
and
thorough
fans
or
screamed
all
right
and
it
was
passed
when
it
was
passed.
Someone
asked
if
an
existing
dumpster
should
be
moved
and
they
said
yes,
so
basically
it
was
passed
to
to
enclose
existing
dumpsters
so
but
they
weren't
trashing
the
neighborhood,
the
city
website.
It
also
says
that
dumpsters
must
be
enclosed.
All
right.
Do
you
think
they're
being
close?
Here's
here's
the
ordinance.

says
that
this
was
done
for
the
health,
welfare
and
sanitation
throughout
the
city.
It's
a
safety,
health
issue.
It's
not
it's
not
a
public,
it's
nothing
to
be
grandfathered
so

also
it
says
that
commercial
establishments
must
eliminate
wind-driven
debris
and
unsightly
little
conditions
about
the
establishments.

this
is

law,
that's

the

can't

all
this
enforcement.

have
enforcement
clause
in
that
any
persons
you
have
they
can
be
prosecuted

litter

everything

couple

points

bring
up

They
seem
to
have
gone
from
a
a
year
lease
that
has
always
been
standard
to
a
month
to
month,
which
is
a
concern
because
it
it
takes
away
from
the
security
of
knowing
that
we
have.
We
have
a
base
for
our
aircraft,
so
we
can
plan
ahead.

Whether
it's
a
particular
thing
in
the
lease
about
intended
use
says
that
if
an
aircraft
is
having
a
major
repair
or
an
overhaul,
it
must
not
exceed
90
days
now,
I'm
a
partner
in
an
aircraft
on
the
field
and,
of
course,
during
covid,
the
supply
chains
were
worse
than
they
are
now
they've
improved
a
little
bit,
but
they
they
seem
to
be
having
a
misunderstanding
of
what
it
takes
to
so,
let's
say
overhaul
an
engine
we
had
our
engine
overhauled.

lot
of
things
had
to
be
sent
across
the
country
to
a
factory
to
be
overhauled
and
then
sent
back
to
be
installed.
The
mechanic
who
did
that
is
here
in
the
room
right
there
on
the
second
row
and
we
hurried
as
much
as
we
could,
but
it
took
a
lot
longer
than
90
days
and
now
they're
putting
it
in
the
lease
that
we
could
be
in
violation
when
we're
doing
the
best
we
can
to
get
things
fixed
up.

have
a
field
here
where
the
runway
is
too
short
for
corporate
Jets,
they're,
probably
going
to
go
to
Saint,
Pete,
Clearwater
and
the
environment.
There
is
most
suitable
for
the
type
of
small
aircraft
that
make
up
the
majority
of
the
tenants
there,
but
they
seem
to
be
really
trying
to
make
it
untenable
for
this
type
of
small
aircraft
to
work
there.
But
it's
not
really
an
airport
which
is
really
going
to
be
that
suitable
for
large
corporate
aircraft.

just
it

doesn't
have
the
facilities
and
the
types
of
use
it's
been
getting
is
what
is
what
it
needs
going
forward
because
that's
what
it's
set
up
for,
but
they
seem
to
be
making
it
very
untenable
for
us
to

do
what
we
need
to
do
and
they
need
to
understand
what
what
we
have
to
do
just
to
keep
our
airplanes
running.

my

year
old
Cessna
has
lived
at
the
Clearwater
Air
Park,
since
it
was
32..
I
too
share
some
concerns.
I
just
stopped
by
and
picked
up.
My
proposed
lease
agreement.
The
other
day
and
again
my
increase
year
over
year
for
the
shade
hanger
I'm
in
was
20
percent,
which
is
of
a
concern
and
another
concern
is
there's
a
90-day
notice
provision
and
my
lease
can
be
terminated
by
them
for
no
reason
whatsoever.
I
So
basically
I
could
be
looking
at
my
rent,
doubling
every
90
days.
It's
kind
of
untenable
if
this
is
a
free,
I'm,
a
free
market
guy.
If
this
was
a
free
market,
then
I
could
move
my
airplane
somewhere
else
and
they'd
be
forced
to
be
competitive
in
the
market.
Airports
are
not
a
free
market.
If
you
guys
know
what
you
went
through
to
build
new
hangers
at
Clearwater,
Airpark
I'm,
certainly
you're
well
aware
of
that.
I
There's
location
issues,
ETC
so
I
would
be
hard-pressed
I'd
have
to
get
on
a
list
somewhere
else
and
wait.
Possibly
you
know,
months
and
months
and
months
and
or
just
sell.
My
airplane,
if
there's
no
place
to
put
it
or
suffer
the
financial
consequences,
so
I
would
like
to
see
some
kind
of
stability
in
that,
and
hopefully,
a
rationale
for
increases.

Like
I
said,
I
mean
if
this
is
a
pure
free
market
situation,
you
lease
the
airport
to
them
for
x,
plus
a
percentage
of
the
revenues.
I
would
think
and
they
charge
what
the
market
would
bear
and
they'd
know
what

market
wouldn't
bear
when
people
started
leaving
and
going
elsewhere,
but
that
can't
happen
in
this
market.
Quite
frankly,
this
is
a
very
special
asset,
they're
very
restrictive,
there's
not
a
whole.
It
takes
years
to
build
new
hangers
and
get
new
space
allocated
at
any
airport.
So
it's
you
know.
I
That
is
an
issue
so
again,
I
would
I
would
like
to
see
some
kind
of
heart
rate
increases
going
inflation-adjusted
if
there
needs
to
be
improvements,
made
I
mean
theoretically,
they've
got
a
budget
for
those
improvements,
show
it
to
the
airport,
Council
Airport,
Authority
and
and
get
the
increase
above
and
beyond
inflation
approved
everybody
understands
inflation.
We
certainly
expect
to
see
that,
but,
like
like
I
said
right
now,
I
need
to
know
what
to
do.

There
I
was
most
impressed
that
they
approached
the
council
to
say
we
need
your
help.
Please
do
something
to
assist
us
with
this
very
serious
problem
after
that
fdot
began
making
presentations
on
their
Solutions,
possibly
for
this
problem.
An
undertaking
that
involved
both
City
the
county,
as
well
as
the
state
I,
went
to
those
presentations
out
of
an
interest
interest
to
see
what
they
would
do
to
adjust.
This
problem
very
impressed
with
their
options.

Mr
Mayor
I
know
that
you're
very
skeptical
about
that
solution,
as
well
as
from
skepticism
about
experts
addressing
how
they
could
solve
the
problem.
However,
the
one
thing
that
struck
me
in
going
back
a
couple
years,
I
deliberately
began
driving
on
Drew
Street
whenever
I
came
into
Clearwater
and
for
meetings
like
this
Park
and
Recreation
and
so
forth.
I
come
through
on
the
rush
hour
and
I
see
the
traffic
that
they're
talking
about,
but
I
see
in
the
solution
from
fdot.

One
of
the
serious
problems
is
the
left
turn
lanes
that
will
allow
traffic
that
wants
to
make
that
left
turn
to
line
up
and
make
that
left
turn
as
opposed
to
unexpectedly
backing
up
traffic
and
then
cars
behind
them.
Realizing.
There's
a
left
turn
signal
suddenly
veering
to
the
right
to
get
into
that
right
lane
to
continue
going
mostly
with
no
signal
I've.
Seen
that
myself,
driving
through
steep,
is
a
great
way
to
enhance
your
defensive
skills
at
driving.

So
I'm
going
to
encourage
you,
regardless
of
the
expert's
opinion
or
skepticism,
to
proceed
with
what
the
fdot
is
proposing,
because
I
think
it's
a
start
and
it
will
tell
those
residents
of
Drew
Street
that
were
trying
to
do
something
and
it's
possible
that
that
doesn't
work
as
well
as
we
think
it
should.
We
can
make
improvements
to
it
and
do
other
things
so,
once
again,
I
encourage
you
to
vote
for
it,
let's
go
forward
and
try
and
solve
the
problem.

fall

plan

Street,
and
why
I
think
it's
important

worth
it
very
worthy?
First
of
all,
it
isn't
narrowly
focused.
It
isn't
focused
only
on
the
movement
of
vehicles.
Instead,
it's
multimodal
it
deals
with
a
comprehensive
movement
of
cars,
buses,
bicycles
and
pedestrians
as
well.

Secondly,
it
isn't
focused
on
the
here
and
now
it's
futuristic
in
its
Outlook,
where,
like
many
other
major
cities
in
the
United
States,
in
that
we
don't
have
the
land
anymore,
to
widen
our
roads
or
to
develop
more
roads,
we
have
to
work

were
held
where
many
people,
probably
in
this

attended
and
we
were
given
several
Alternatives
and
we
picked
the
Alternatives
that
we
thought
were
the
best
for
this
roadway.
It
went
to
a
prioritized
prioritization
process
where
other
cities,
their
needs,
were
weighed
against
our
needs,
and
it
already
has
eight
million
dollars
set
aside
ready
for
implementation
in
this
project.
So
it
is
into
your
typical
project.

anything
didn't
come
through
government
channels,
it
came
from
the
community
years
ago,
a
small
group
of
us
in
CNC
got
together
because
we
were
concerned
about
this
road.
Specifically,
we
were
concerned

safety
issues,
of
course,

we
saw
mothers
walking
their
children
to
school
and
so
forth
and
that
worried
us,
but
also

saw
something
very
interesting
in
the
area

Keene

Belcher

thought
that
would
be
a
really
good
area
for
a

neighborhood
center.

organization

put
out
wrong

They
used
data

not
factual
about
what

plans

that
ignore
it,
fdot
receipt
has
received
in
one
week
50
letters.
This
is
the
Brian
Shroyer,
the
project
manager
at
fdot
and
214
signatures
on
petition
petitions
in
favor
of
the
budget.
So
far,
60
of
the
plans
will
be
available
in
about
90
days,
fdot
pulled
385
thousand
dollars,
I
think
it
was
out
of
their
fiscal
year.

was
already
a
place
to
hire
the
Consultants
to
do
the
initial
consultation
before
planning
started.
Previous
councils
voted
four
to
one
to
proceed
with
this
project
currently

nearly
shortly

got
her
marching
orders
to
give

they've
been
nothing
but

pain
in
the
ass
with
the
fdot
and
distancing
the
positive

previously

with

fdot

our
NPO
for
Pinellas

Lawrence
was
a
year
and
the
current
organization
that
fdot
has
spent
more
than
a
year
study
in
Drew,
Street
Clearwater
in

past,

or
50
years,
has
never
done
a
comprehensive
study
on
Drew
Street

anything

try
to
improve
it.
They've
done
nothing
but
tell
many
residents,
including
myself,
more
than
once
after
my
son
and
wife
were
rear-ended

Betty

Drew
that
it's
a
state
road
and
the
state
won't
fix
it.

road
widened
and
made

faster,

street

probably

five
years
ago,
I
strongly
support
the
complete
Street
design
for
Drew
Street
to
improve
safety
and
accessibility
for
vehicles,
pedestrians
and
other
modes
of
transportation.

am
an
avid
bicyclist
I
ride
a
different
Trail
a
couple
times
a
week,
the
Pinellas
Trail,
the
Duke
Energy
Trail,
and
happily
now
the
Druid
Trail,
which,
to
my
knowledge,
is
the
only
East-West
Trail
in
Clearwater
they're,
a
great
north-south
Trails
up
and
down
Pinellas
County,
but
there
are
as
a
real
dearth
of
East-West
Trails
when
I
ride.
These
Trails
I
always
see
people
who
are
commuting,
people
who
are
going
to
and
from
work
or
they're
shopping,
sometimes
I
see
people
with
their
with
groceries.

Clearwater
does
not
own
a
car,
and
many
others
prefer
not
to
drive
a
car
to
get
around
if
they
could
help
it.
There's
been
a
big
increase
in
purchasing
electric
bicycles
and
other
electric
modes
of
transportation

to
be
able
to
run
errands
recreate
and
go
to
work
safely.

present,
I
mean
I
was
thrilled

hear
that
there
are
plans
for
a
10-foot,
wide
bicycle
and
pedestrian
Trail
as
a
part

the
Drew
Street
complete
Street
project.

we
don't
want
that
salary
to
end
up
as
a
sufficient
level
that

suggested
that

members

the
council
and

about

again
and
we
decided
that
we're
going
to
keep

meetings
