A
B
Great,
thank
you.
Let
us
pray
creator
and
sustainer.
We
are
gathered
here
today
to
do
the
business
of
sustaining
community.
We
come
from
many
different
places
and
backgrounds.
We
have
differing
beliefs
and
may
find
ourselves
on
opposite
sides
of
important
issues,
but
even
when
we
disagree
help
us
remember
that
we
need
each
other.
B
B
Today,
we
remember
all
of
those
who
are
not
as
fortunate
as
we
who
find
themselves
living
amid
daily
violence.
We
pray
for
peace
not
just
for
ourselves,
but
for
the
world,
amen,
amen,.
A
We
appreciate
those
inspiring
words
and
our
prayers
especially
go
out
to
all
those
in
ukraine.
We
have
a
very
special
evening
tonight.
We
have
the
swearing-in
of
our
elected
officials,
so
if
I
could
have
council,
member
all
britain
and
our
new
council
member,
lena
tasheda,
come
forward
and
the
city
clerk
will
be
swearing
them
in.
C
A
Well,
I
want
to
congratulate
both
of
you
and
thank
you
for
the
fact
that
you
have
stepped
forward
for
public
service.
I
also
want
to
thank
your
spouses,
frank
and
mary
helen,
who
are
in
the
audience
tonight,
because
they
often
make
as
much
of
a
sacrifice
as
their
elected
spouses
do
with
the
time
that
they're
away
and
they
get
to
hear
everything
at
home
and
everything
else.
So
we
thank
them
as
well.
E
A
E
Recently
bradford
was
made
aware
of
a
group
of
suspects
who
were
committing
numerous
beach,
blanket
thefts
of
beachgoers
and
then
committing
fraud
by
using
their
stolen
credit
cards.
One
particular
day
bradford
identified
the
suspects
in
question
on
the
beach
and
observed
them
committing
yet
another
theft
without
hesitate.
E
E
A
E
Sam
does
not
shy
away
from
addressing
problems
head
on
throughout
2021
sam
decisively,
planned
and
coordinated
the
largest
city-wide
cleanup
effort
to
enhance
clearwater,
strategic
vision
of
being
a
wonderful
place
to
live
to
work,
visit
and
play,
which
was
held
in
october
of
2021
by
spearhead
spearheading
the
launch
of
the
inaugural
big
cleanup
event.
Sam
engaged,
numerous
stakeholders,
including
business
partners,
city
departments,
neighborhoods
and
community
organizations
to
cultivate
a
unified
effort
resulting
in
increased
awareness
of
environmental
stewardship
and,
ultimately,
removing
thousands
of
pounds
of
litter
from
clearwater
streets
and
waterways.
E
A
A
And
whereas,
in
times
of
crisis,
libraries
and
library
professionals
play
an
invaluable
role
in
supporting
their
communities,
both
in
person
and
virtually
and
whereas
libraries
continue
to
adapt
to
our
changing
world
by
expanding
their
resources
and
continuing
to
meet
the
needs
of
their
patrons.
And
whereas
libraries
are
cornerstones
of
democracy.
A
Promoting
the
free
exchange
of
information
and
ideas
for
all
now,
therefore,
I
frank
v
hibbard
mayor
of
the
city
of
clearwater
florida
on
behalf
of
the
clearwater
city
council,
to
hereby
proclaim
april
3rd
through
the
9th
2022
to
be
national
library
week
in
clearwater,
and
encourage
all
residents
to
connect
with
their
libraries
by
visiting
online
or
in
person
to
access
resources
and
services.
Miss
obermeyer.
I
Thank
you
so
much
stanford,
oh
my
library,
director
libraries
continue
to
serve
as
lifelines
to
millions
of
people
connecting
people
to
learning
opportunities.
Resources
like
you
mentioned
programs
and
assistance,
this
national
library,
week
and
beyond.
I
encourage
all
citizens
to
get
a
free
library
card
and
utilize,
our
library
online
and
in
person
to
learn
how
to
connect
to
technology,
multimedia
content,
educational
programs
and
so
much
more.
I
I
want
to
thank
all
of
you,
mayor
council
members
and
our
wonderful
city
management
team,
for
your
continued
support
of
our
library
system
and,
lastly,
tuesday
was
national
library
workers
day.
So
I
want
to
recognize
our
wonderful
library
staff
who
work
hard
and
are
so
dedicated
to
serving
the
citizens
of
clearwater.
So
thank
you
very
much.
Thank.
A
And
the
rabbi
coached
me
through
a
couple
of
these
names
earlier
and
I'll,
probably
still
mess
them
up
students.
You
know
forgive
me,
whereas
a
quality
education,
especially
in
children,
is
one
of
the
significant
foundations
of
the
continuing
success
of
our
state,
our
country
and
our
society
at
large
and
in
the
city
of
clearwater.
A
Now,
therefore,
I
frank
v
hibbard
mayor
of
the
city
of
clearwater
florida,
on
behalf
of
the
clearwater
city
council,
to
hereby
proclaim
april
12
2022,
to
be
education
and
sharing
day
in
clearwater,
and
call
upon
government
officials,
educators,
volunteers
and
citizens
to
reach
out
to
those
within
your
communities
and
work
to
create
a
better
and
brighter
and
more
hopeful
future.
For
all.
H
A
Next,
if
I
could
have
marisa
arvanio
from
lifelink
volunteer,
come
forward
for
the
national
donate
life
proclamation
good
evening,
whereas
one
of
the
most
meaningful
gifts
of
a
human
being
can
bestow
upon
another
is
the
gift
of
life
and
nationwide.
More
than
2.5
million
people
benefit
from
organ
and
tissue
transplant
plantation
each
year,
and
whereas
a
record
number
of
transplants
over
41
000
occurred
in
2021.
A
Yet
over
106
000
men,
women
and
children
remain
on
the
national
waiting
list
for
organ
transplantation,
including
nearly
4
800
florida
residents
and
a
new
patient
is
added
to
the
national
list.
Every
10
minutes,
whereas
more
than
11.8
million
floridians
have
already
registered
their
decision
to
give
the
gift
of
life
through
organ
and
tissue
donation
at
w
www.donatelifeflorida.org.
J
Thank
you
so
much.
I
won't
take
up
much
time.
I
just
want
to
say
thank
you
hit
all
the
points,
and
the
reason
I'm
standing
here
with
all
of
you
today
is
because
I
am
a
dual
organ
recipient
of
a
kidney
and
pancreas
going
on
almost
two
years
and
I'm
just
one
out
of
the
seven
lives
that
my
daughter
saved.
So
I
appreciate
being
here
on
the
recognition.
A
Moderate
the
temperature
clean
the
air
produce
oxygen
and
provide
habitat
for
wildlife
and,
whereas
arbor
day
was
started
in
1872
as
a
special
day
to
plant
trees,
as
well
as
support
efforts
to
protect
our
trees
and
woodlands
throughout
our
nation,
especially
our
urban
areas
and
whereas
the
city
of
clearwater
continues
to
encourage
residents
to
plant,
maintain
and
protect
trees.
Now,
therefore,
I
frank
v
hibbard
mayor
of
the
city
of
clearwater
florida,
on
behalf
of
the
clearwater
city
council,
to
hereby
proclaim
april
23
2022
to
the
arbor
day
in
clearwater.
K
This
is
our
40th
year
as
tree
city,
usa,
we're
entering
into
on
the
23rd.
The
true
giveaway
will
start
at
8
and
runs
till
1
pm,
we're
giving
over
a
little
over
2
000
trees,
away
anything
from
large,
shade
trees,
down
to
flowering
accent,
trees
and
some
native
fruit
trees.
So
there's
a
lot
of
variety.
This
year.
K
No
it's
actually
in
joe
d
this
year,
okay
2450
drew
street
we're
doing
things
a
little
different
this
year.
Good
so,
and
people
can.
A
L
Good
evening,
mayor
council
members,
I'm
whit
blanton
with
ford
pinellas
and
I'm
sorry
to
say
that
mayor
cookie
kennedy
of
indian
rocks
beach,
our
chair
couldn't
be
with
us
tonight.
She
had
a
last
minute
conflict.
I
have
a
presentation
that
I
submitted.
If
we'll
call
that
up
helps,
keep
me
a
little
bit
focused
mayor.
I
want
to
thank
you
for
your
remarks
at
the
resiliency
summit,
the
other
day
about
transportation
and
the
importance
of
developing
those
alternatives.
I
thought
you
were
spot
on
and
what
you
said
and
we're
we're
consistent
on
that.
L
First,
I
just
want
to
introduce
you
a
little
bit
about
what
about
ford.
Pinellas
is
an
agency
I
think
most
of
you
know,
but
we
have
some
new
members.
It
was
nice
to
meet
you
at
our
del
oro
park
neighborhood
day
the
other
day
we
are
governed
by
a
13-member
body
of
elected
officials
and
we're
responsible
for
county-wide
land
use
and
county-wide
transportation
planning.
L
We
work
with
all
the
municipalities
and
the
unincorporated
county
to
set
priorities
for
federal
and
state
funding
for
transportation
and
then
to
link
that
funding
with
land
use
decisions
that
are
made
at
the
local
level,
and
while
we
have
county-wide
land
use
authority,
we
really
look
to
the
cities
to
lead
on
that
and
we
don't
dictate,
but
we
ensure
consistency
of
of
incompatibility
of
those
plans.
L
L
We
are
expecting
increased
growth
in
pinellas
county.
We
are
planning
for
about
an
additional
100
000
people
to
move
into
pinellas
county
over
the
next
25
years,
and
that
is
about
the
size
of
the
city
of
clearwater.
So
it's
a
real
challenge
for
us
to
figure
out
how
do
we
guide
that
growth
into
the
most
appropriate
areas
outside
of
the
coastal,
high
hazard
zones
and
in
areas
where
density
makes
sense
and
where
we
have
transportation
and
other
infrastructure
in
place?
For
that?
L
Our
vision
for
how
we
plan
is
embodied
in
our
long-range
transportation
plan
advantage
pinellas,
which
puts
at
the
center
community
environment
economic
opportunity
and
then
there's
sort
of
a
three-legged
stool
about
mobility,
improving
our
traffic
flow
and
managing
congestion
through
traffic
signals
and
things
like
that.
Enhancing
transit
connections,
which
is
really
important
with
our
downtown
intermodal
center
here
in
clearwater,
and
then
creating
trail
networks
and
safer
streets
throughout
pinellas
county.
L
We
have
several
strategic
initiatives
in
place
that
have
been
in
place
some
since
about
2015.
When
I
arrived
here,
a
vision
for
us,
19
and
again
mayor.
Thank
you
very
much
for
your
help.
In
getting
the
project
us
19
from
from
main
street
to
curlew
under
construction
working
out
some
of
the
right-of-way
issues
we
had
there
that
project
is
I'll,
get
to
it
in
a
minute,
but
it's
undergoing
construction
later
this
year,
so
we
will
have
an
interchange
at
curley
road,
which
is
our
most
dangerous
intersection
in
all
of
pinellas
county
enhancing
beach.
L
Finally,
our
newest
spotlight
emphasis
area
is
innovations
in
target
employment
and
jobs
access,
and
we
established
this
this
year
because
we
are
facing
incredible
pressure
on
our
manufacturing,
industrial
and
employment
lands
because
of
the
housing
crisis
that
we
have.
Those
lands
in
some
cases
aren't
as
highly
valued
the
price
for
housing
and
the
demand
for
housing
is
really
high.
So
people
want
to
flip
those
properties,
but
they
provide
really
high
paying
jobs.
L
We
are
sometimes
second
right
now
we're
third
in
the
state
in
the
number
of
manufacturing
jobs,
and
it's
because
we
have
the
land
available
for
that.
So
it's
been
our
policy
to
preserve
that
land
and
that's
been
an
important
consideration.
That
policy
has
been
driven
by
the
target
employment,
industrial
land
study
from
2008.
L
Others
may
be
appropriate
for
some
mixed-use
development,
like
we
just
had
on
the
jable
site
down
at
gandhi
and
I-275,
and
then
others,
maybe
something
that
we
could
say
should
be
converted
because
it
doesn't
have
good
interstate
access.
It
has
other
factors
that
you
know
maybe
may
be
a
consideration.
L
L
The
other
major
project
that
affects
the
city
of
clearwater
is
what
we're
calling
our
investment
quarter
transition
plan
and
out
of
all
the
quarters
in
in
the
county
that
we
identified
as
potential
investment
quarters
for
redevelopment
and
for
transit.
We
chose
alternate
us
19
from
downtown
clearwater,
all
the
way
down
to
st
petersburg
as
the
priority
quarter
to
look
at,
and
we've
just
kicked
that
project
off
this
month.
L
It
is
a
state
highway
and
we
are
working
in
partnership
with
fdot
and
with
pinellas
county
and
the
cities
along
the
way.
Pinellas
county
has
an
interest
in
regional
stormwater
along
this
corridor
because
of
impacts
to
lake
seminole.
Largo
is
very
eager
for
redevelopment,
and
I
think
the
city
of
clearwater
has
some
interest
in
redevelopment
along
this
quarter
as
well,
and
it
would
tie
into
the
sunrun
or
bus
rapid
transit
project
that
is
under
construction
between
downtown
st
petersburg
and
st
pete
beach.
L
So
this
would
be
the
second
or
third
of
our
regional
transit
networks
that
we're
looking
to
develop
here
and
the
idea
would
be
limited,
stop
express
bus
service
to
start
and
then
maybe
that
would
evolve
into
bus,
rapid
transit
or
something
else
over
time.
But
this
is
primarily
a
redevelopment
strategy
because
we
see
alt
19
with
a
lot
of
its
aging
retail
and
mobile
home
parks
and
other
types
of
uses
as
an
opportunity
for
new
housing
and
affordable
housing.
But
it's
also
the
best
corridor
in
the
county
to
link
housing,
that's
affordable.
L
That
exists
today
with
higher
wage
jobs
and
job
training
opportunities
that
exist
today.
So
this
is
a
great
opportunity.
This
will
probably
take
about
16
months
to
finish,
but
we
hope
to
have
some
very
strong
recommendations
and
a
lot
of
support
from
the
communities
along
the
way.
As
we
proceed
the
let's
see.
L
L
The
major
transportation
projects
just
a
little
bit
update
of
what's
going
on
in
pinellas
county,
the
gateway
expressway,
which
is
a
told
facility
that
will
connect
us
19
to
275,
avoiding
that
bottleneck
at
olmerton
road
is
on
on
pace
to
be
completed
in
march
or
april
of
2023.
L
The
other
major
project
under
construction
right
now
is
the
howard
franklin
bridge
that
will
be
two
new
lanes
in
each
direction.
That
will
be
variable
price,
told
lanes,
and
they
will
be
priced
according
to
congestion
to
keep
a
constant
45
mile
an
hour
speed
on
those.
So
if
you're
going
to
the
airport
or
trying
to
get
somewhere
in
a
hurry,
you
have
the
option,
and
this
is
similar
to
i4
in
orlando.
That's
just
been
opened
about
two
weeks
ago.
L
L
I
mentioned
us
19
maine
to
curlew
it's
going
to
be
a
three
year
construction,
starting
this
year.
The
bids
will
be
let
in
june
we
have
successfully
gotten
the
dot
to
build
in
overpasses
and
underpasses
every
half
mile.
I
think
that's
really
important
for
accessibility
so
that
we
don't
have
to
go
back
like
we're
doing
now.
In
building
a
seven
million
dollar
overpass
at
harne
boulevard
build
it
into
the
project.
Do
it
right?
L
L
It's
taken
a
little
while
with
utilities
and
things
like
that,
and
there
were
some
alignment
concerns
among
the
neighborhood
out
there.
Those
have
been
resolved
and
that
will
be
completed
this
year.
I'm
also
told,
as
of
about
two
weeks
ago
that
the
county
has
resolved
the
alignment
concerns
in
the
whitney
road
area
for
the
southern
gap
to
go
forward.
So
this
will
all
end
up
as
part
of
our
75
mile
trail
loop
around
pinellas
county,
and
then
we
are
now
working
on
the
east-west
connections
into
that
loop.
L
L
I
mentioned
about
the
growth
that's
happening
in
palace
county.
This
is
a
map
we
put
together
about
the
growth.
That's
occurred
in
our
county
over
the
last
five
to
ten
years,
and
you
can
see
that
a
lot
of
that
growth
is
happening
in
the
city
of
clearwater
right
there.
In
the
gulf
to
bay,
us-19
area
and
in
the
u.s
19
quarter
in
general,
the
darker
purple
areas
on
this
map
are
the
high
growth
hot
spots
in
pinellas
county,
and
we
see
those
continuing
for
the
foreseeable
future.
L
So
we
are
working
with
the
tampa
bay
area,
regional
transit
authority
on
a
rapid
transit
study
in
the
us
19
corridor
between
pasco
state
road,
52
and
the
gateway
area
here
in
pinellas
county
that
project's
not
yet
ready
with
alternatives,
but
we're
looking
at
where
those
station
locations
would
be
and
how
it
could
be
designed
within
the
us-19
corridor,
as
we
continue
that
work
up
north
to
the
pasco
county
line,
the
duke
energy
trail
overpass
at
gulf
de
bay.
That
alignment
study
is
underway.
L
That
is
a
serious
safety
concern
and,
and
that
will
also
provide
better
east
west
because
we
won't
be
stopping
the
traffic
for
the
45
seconds
that
it
takes
for
pedestrians
to
cross
at
that
location.
L
L
So
we
expect
that
to
happen
in
the
next
couple
of
years,
and
then
we
have
the
courtney
campbell
trail,
overpass
planned
for
2023
2024
at
the
gulf
today
and
state
road
60
in
bayshore,
and
then
I
mentioned
the
hard
boulevard
overpass
construction.
There
is
just
about
to
be
underway
every
year
before
july.
First,
we
adopt
an
annual
list
of
transportation
priorities,
and
this
is
how
we
tell
the
florida
department
of
transportation,
what's
important
in
pinellas
county
to
fund
in
the
five-year
work
program.
L
That
call
for
projects
stems
from
our
that
that
priority
list
stems
from
a
call
for
projects
that
we
issue
every
summer,
and
so
we
certainly
encourage
the
city
of
clearwater
to
identify
projects
in
that
can
be
done
in
the
next
five
years,
either
in
the
planning,
right-of-way,
acquisition,
design
or
construction
phase
and
and
submit
those
and
we'll
put
them
on
the
list.
They
are
scored
and
they
are
ranked.
L
We
currently
have
a
list
of
about
30
projects
which
okay
hillsboro's
is
over
100,
so
I
think
we're
doing
okay,
but
we
use
that
list
to
continue
to
work
that
five-year
work
program
and
the
department
has
been
a
really
great
partner
in
moving
those
forward,
and
I
really
want
to
stress
the
importance
of
partnerships
and
collaboration
in
getting
transportation
done.
None
of
us
can
do
it
on
our
own.
D.O.T
can't
come
in
here
and
do
projects
on
their
own.
L
They
need
the
support
and
they
need
the
partnerships
to
design
the
projects
with
people
in
mind
with
communities
in
mind,
and
then
we
can't
do
it.
We
don't
have
any
money
of
our
own,
but
we
are
the
conduit
for
consensus
on
these
projects
and
then
we
need
the
cities
and
we
need
psta,
and
we
need
agencies
like
that
to
help
influence
that
design
and
bring
dollars
together
collaboratively
because
somebody's
going
to
build
it
and
somebody's
going
to
need
to
maintain
and
operate
it,
and
that's
where
that
partnership
really
is
important.
L
We
are
also
doing
a
lot
of
technical
assistance.
One
example
here
in
the
city
of
clearwater
is
the
sunset
point.
Trail
crossing
study
at
the
duke
energy
trail
at
sunset
point:
that's
a
four
lane
road,
it's
a
40
mile,
an
hour
road
and
right
now,
there's
a
flashing
beacon
for
that
crossing.
There
have
been
a
lot
of
concerns
expressed
about
the
safety
of
that
crossing.
L
We
did
a
before
and
after
study,
and
we
identified
a
number
of
deficiencies
in
that
design
that
pinellas
county
is
correcting
and
we
think
we'll
have
a
safer
condition.
Some
of
those
changes
have
already
been
made.
There's
now
two
rapid
flashing
beacons
and
advanced
signage
that
that
wasn't
there
before
and
we
think
we'll
see
some
improvements
there,
but
it's
that
before
and
after
that's
really
important,
whether
it's
complete
streets
or
safety
projects
where
we
want
to
see
tangible
outcomes
of
success.
L
L
L
So
I
have
a
number
of
cities.
I
think
we
have
seven
cities
that
have
adopted
safety.
Harbor
is
next
week
as
well
as
the
city
of
st
petersburg.
Next
week,
I
encourage
the
city
of
clearwater
to
consider
adopting
safe
streets
resolution.
It
does
not
commit
you
to
any
specific
project.
It
commits
you
to
working
in
partnership
with
us
to
drive
down
fatalities
and
injuries
on
our
roadways.
We
have
met
with
your
staff.
We've
sent
the
draft
resolution
safety
harbors,
making
a
couple
of
tweaks
to
it.
Pinellas
county
made
a
couple
of
tweaks
to
it.
L
It's
your
document.
We
just
want
to
see
that
support
and
I'll
get
to
an
important
reason
why
in
just
a
moment,
one
thing
that
ties
in,
though,
is
the
issue
of
equity.
Last
week,
I'm
very
proud
to
say
our
board
adopted
an
equity
action
plan.
What's
highlighted
on
this
map
are
our
communities
of
concern
where
we
have
a
higher
percentage
of
people
who
are
transportation
disadvantaged,
they
don't
have
a
vehicle
available
or
they
are
low
income
in
poverty
or
they
are
elderly
or
some
other
factor.
L
These
are
areas
of
concern.
There
are
barriers
to
transportation,
opportunity
and
economic
opportunity
in
these
communities,
and
it's
important
that
we
address
some
of
those
issues.
70
percent
of
our
high
injury
network
is
in
30
of
the
pinellas
county.
30
percent
is
these
areas.
So
it's
a
it's
a
it's
a
it's
a
imbalance
in
our
community.
L
The
federal
government
has
come
through
in
a
major
way,
unprecedented
funding
for
transportation
through
the
bipartisan
infrastructure
law.
We
are
still
waiting
on
some
of
that
guidance,
but
there
is
a
lot
of
money
coming
down
the
pike.
Some
of
it
is
formula
funding
that
we
will
get
as
of
right
by
being
a
large
npo
and
a
county
of
our
size
and
we're
looking
forward
to
that.
We
have
a
lot.
We
have
30
projects
on
our
party
list
that
we
need
to
fund,
but
in
addition
to
that,
most
of
this
new
money
is
competitive.
L
Grant
programs,
and
I
really
want
to
stress
the
importance
of
partnerships
if
we
don't
work
together
and
collaborate
and
identify
priorities
to
go
after
these
different
buckets
of
funding.
We
will
not
be
successful.
L
One
of
those
that
will
be
issued
in
may
is
the
safe
streets
for
all
program
and
that
money
does
not
go
to
the
florida
department
of
transportation.
It
goes
directly
to
cities
and
the
county
and
to
us,
and
so
we
it
will
be
competitive,
but
we
think
we
can
have
some
good
projects
funded.
So
I
would
encourage
your
staff
to
work
with
us
to
identify
safety
projects
that
can
either
be
in
the
planning
phase,
design,
phase
or
construction.
This
is
not
shovel
ready
from
2008.

M
M
O
Good
evening
my
name
is
beer,
mayor,
council
members,
city
manager
and
city
attorney.
My
name
is
emre
akbaba,
I'm
the
founding
principal
of
discovery,
academy
of
science
and
leading
the
school
since
2013..
O
I'm
here
today
to
share
our
concerns
with
the
city,
council
and
administrative
staff.
I
attended
the
community
meeting
last
monday
at
the
morningside
community
center.
It
was
a
great
meeting
where
the
mayor
and
the
city
staff
listened
to
the
residents
concerned
for
over
an
hour.
I'm
glad
that
I
also
attended
the
meeting
upon
the
city's
invitation.
O
We
now
as
a
school
know
in
detail
the
concerns
and
willing
to
work
with
the
residents
in
the
city
of
clearwater
traffic
department
to
mitigate
them.
However,
there
is
a
part
that
we
have
concerns
and
it
is
my
duty
to
share
them
directly
with
the
city
council
and
the
administrative
staff
tonight
concise
information
about
this
project.
We
have
approved
and
closed
a
bond
which
pinellas
county
educational
facilities
authority
issued
for
16
million
dollars.
O
According
to
the
city
of
clearwater
xsella
citizen
access
report,
the
traffic
plan
was
approved
by
staff,
engineer,
dave,
laramore
and
elbow
banner,
led
by
department
manager,
omar
tala
on
january
21st,
2022
2pm,
and,
to
this
moment
it
is
still
shown
as
approved
on
the
excel
system
based
on
the
approvals
and
then
the
plot
approval.
On
january
25th
by
the
city
council,
with
a
720
vote,
which
I
was
here
with
this
council,
then
we
proceeded
with
the
closing
of
the
bond
financing.
All
closing
costs
are
paid
on
the
closing
date.
O
The
amount
is
nearly
1
million
professional
engineering,
traffic
planning
and
design
firm
and
the
city
traffic
department
agreed
on
a
methodology
before
starting
the
traffic
impact
study
for
this
project.
Following
the
agreed-upon
methodology,
a
study
is
completed
and
submitted
to
the
cd4
review.
The
plan
received
its
approval
on
january
21st.
O
The
traffic
impact
study
shows
the
current
roadway
level
of
server
service
for
nursery
road
is
a
level
c.
We
can
see
that
that's
the
whole
idea
after
the
development
and
with
the
background
projection
of
five
years,
the
projected
roadway
level
of
service
is
still
a
ce
to
update
everyone.
There
are
not
the
level
of
server
ratings,
a
to
f.
For
those
who
doesn't
know
level
e
is
a
degraded
service.
Level.
F
is
a
failure.
O
A
b
c
d
is
acceptable,
so
we
ask
this
question:
if
the
vendor,
who
will
conduct
a
new
traffic
study
by
following
the
exact
same
methodology,
then
the
outcome
should
be
the
same.
This
is
basic
science.
Then
the
question
is
why
there
is
a
need
for
another
traffic
study.
The
new
study
will
delay
our
permit
by
at
least
90
days
or
more
I'm
finishing,
then
delayed
opening
of
the
school
current
construct
construction
budget
will
be
off
due
to
the
supply
chain
issues.
A
P
P
P
We
want
the
residents
to
know
that
currently,
30
percent
of
our
students
are
siblings
of
each
other,
which
means
that
they
are
dropped
off
and
picked
up
by
the
same
vehicle,
and
this
will
lower
the
amount
of
traffic
on
nursery
road.
For
we
are
already,
we
already
agreed
on
putting
additional
turn
only
lanes
while
entering
to
the
school
and
installing
additional
crossings
with
flashers
onto
nursery
road,
which
were
all
asked
of
us
by
the
city
traffic
department
and
five.
P
We
are
willing
to
work
with
the
residents
of
the
and
the
city
of
clearwater
traffic
department
to
work
and
implement
additional
mitigation
measures
that
may
arise
in
the
future.
We
respectfully
ask
to
work
on
this
problem
together
with
the
city
and
the
residents
without
causing
any
delay
on
the
project.
Thank
you.
Q
Q
Last
september
we
made
the
decision
that
we
wanted
to
make
a
real
difference
in
the
area
of
human
trafficking.
We
did
lots
of
research
and
we
discovered
that
in
fact,
we
do
have
a
problem
in
clearwater
and
we
do
have
a
problem
in
pinellas
county.
We
were
shocked.
I
have
to
tell
you.
We
were
totally
shocked
to
learn
that
children
as
far
as
as
young
as
four
years
old,
are
in
rehab
facilities
right
now,
because
they
were
trafficked
for
sex
by
their
parents
or
grandmother.
Q
In
this
case
they
they
were
sold
and
for
beer
and
for
other
kinds
of
good
cigarettes
that
the
grandmother
wanted.
We've
learned
that
the
majority
of
the
people
who
are
trafficked
the
women
started
or
were
recruited
between
the
ages
of
12
and
14.
Q
That's
scary,
really
young
kids
are
being
called
from
primarily
from
our
foster
homes
or
from
our
poverty
areas,
but
also
out
here
on
the
beach,
also
in
any
place.
That
has
a
lot
of
tourism,
which
we
do
so
we
thought
originally
that
this
were.
These
were
people
that
were
being
brought
in
from
mexico
or
from
someplace
else
because
of
the
word
trafficked,
but
we
learned
very
differently
that
it's
not
just
those
people,
it's
our
kids,
so
we've
gotten
very
concerned
about
it.
Q
We
were
mostly
after
doing
the
research
found
that
women
here
in
pinellas
county
there
was
no
home
for
those
that
are
recovered
by
police
or
local
area
organizations.
There
was
no
home
for
them
to
go
to.
That
was
a
safe
house.
So
that's
where
we
started,
and
thankfully
last
february
there
was
a
new
a
home
established
for
the
people
who
were
just
come
in
are
just
just
been
recovered,
so
it's
it's
funded
for
six
months.
Q
It
is
really
important
to
us
that
we
do
something
more
than
just
fund
a
house.
We're
not
building
a
house
we're
we're
working
with
a
company
called
created,
an
organization
out
of
tampa
they're,
the
ones
that
have
the
temporary
home,
we're,
also
working
with
organizations
like
restored
to
dream
and
empowered
to
change.
Those
are
great
organizations
that
are
doing
things
in
this
area
around
here,
but
we
need
housing.
Okay
is
that
it.
R
Fast
good
evening,
my
name
is
nita
cole
and
I
also
a
member
of
gfwc
clearwater
community
women's
club,
you've
heard
from
our
president
susan
loose
and
we're
working
on
a
multi-year
project
to
help
secure
that
long-term,
safe
housing
for
survivors
of
human
trafficking.
In
our
area.
This
initiative
to
get
it
started,
we're
gonna,
we're
hosting
on
may
14th
the
tampa
bay
elimination
dinner.
It
will
take
place
in
the
comic
con
me
center
in
dunedin
from
5
15
to
8
30..
Now
what
is
an
elimination
dinner?
You
ask.
R
Every
meal
ticket
has
a
number,
and
that
number
can
help
you
win
one
of
five
grand
prizes.
Extra
numbers
cannot
be
purchased
throughout
the
evening.
Numbers
will
be
eliminated
until
we
get
down
to
the
last
five
people.
Those
five
holding
those
tickets
will
come
up
front
to
see
which
grand
prize
they
could
win.
R
We
have
grand
prizes
from
the
tampa
bay
rays.
We
have
an
autographed
bat.
We
have
an
autograph
football
from
the
bucks.
We've
even
got
an
autographed
bat
and
ball
from
a
hall
of
famer
from
the
from
detroit.
So
the
detroit
tigers
and
everybody's
florida
person,
tim
tebow,
has
sent
us
an
autograph
photo.
Our
goal
is
for
everyone
to
go
home
with
something
from
the
evening,
whether
it
be
an
elimination,
token,
a
great,
a
game
prize
or
a
wonderful
auction
item.
Now,
how
can
you
get
involved?
R
R
Tickets
are
still
available
and
can
either
be
purchased
on

about
400
trees
and
plants
on
the
property.
In
the
last
five
years,
some
investors
and
businessman
started
controlling
the
board.
There
have
been
over
50
trees
taken
down
in
the
last
four
to
five
years.
It's
a
travesty.
That
is
a
uniquely
floridian
landscape.
S
S
S
S
We
need
those
permits
enforced.
We
need
them
in
force
now.
This
is
not
a
discussion
about
whether
the
tree
should
have
come
down
or
anything
like
that.
The
trees
are
down.
We
want
those
30
replacement
trees.
Now
we
don't
want
to
listen
to
any
excuses.
They
are
repeat
offenders,
50
times,
repeat
offenders.

T
T
Plum
elementary
has
been
able
to
successfully
manage
traffic
on
lakeview
road
for
many
years,
and
it
is
a
larger
school
than
discovery
academy,
with
a
smarter
parking
lot.
Smaller
parking
lot
to
manage
the
cars
during
the
pickup
times.
In
addition,
discovery
academy
has
used
a
mobile
app
to
help
speed
pick
up
car
lines
for
several
years.
The
vendor
boasts
that
reduced
car
pickup
times
by
an
average
of
15
minutes
per
day.
T
I've
lived
in
this
area
for
nearly
my
entire
life.
I
attended
plum
elementary
oak
grove,
middle
school
and
largo
high
schools.
I
remember
the
strong
schools,
this
area
used
to
have
from
personal
experience
and
how
my
parents
chose
to
move
to
this
area
of
clearwater,
specifically
because
of
the
school
system.
T
However,
these
same
schools
are
now
passing
at
most
54
percent
of
their
students
in
reading
57
percent
in
math
and
64
in
science
on
the
state
assessment
tests,
even
extending
out
beyond
the
schools
that
I
attended
to
the
other
schools
in
the
southeast
area
of
clearwater.
None
of
the
public
schools
have
an
a
rating
since
2016
and
none
have
passed
more
than
55
percent
of
students
and
they're
reading
fsa.
T
To
further
this
point,
my
son
graduated
discovery
academy
of
science
last
year
and
started
countryside
high
school
with
six
high
school
credits.
Almost
his
entire
freshman
year
of
high
school
was
completed
by
the
eighth
grade,
along
with
many
in
his
class
having
more
school
options
for
our
residents
will
only
help
clearwater,
and
this
area
of
clearwater
in
particular
become
the
thriving
area
it
once
was
for
families
and
children.
T
U
Hello,
I
am
also
from
discovery
academy
of
science,
and
I
am
here
to
on
piracy
as
a
wise
man
once
said,
we
do
not
fear
the
unknown,
but
we
fear
of
losing
the
known.
These
wise
words
can
be
applied
to
many
real-life
instances
today.
U
As
of
late
residents
of
nursery
road
fear,
the
amount
of
traffic
construction
amount
of
traffic
construction
might
come
as
one
who
lives
near
a
school.
I
can
understand
their
worries.
However,
I
know
it
from
experience
that
traffic
is
minimal
not
only
this,
but
traffic
would
occur
in
very
specific
time
periods.
U
U
U
U
V
I
might
as
well
just
turn
around
now.
I
can't
beat
that
mr
jennings
city
council,
my
name
is
samuel.
Hudkin
clearwater
resident
president
of
florida,
beach
association-
I
actually
just
came
here
to
kind
of
pay
it
forward
in
a
sense
recently.
I've
gotten
many
appreciative
emails
and
calls
for
my
community
involvement.
V
Sometimes
we
don't
often
get
to
hear
that
watching
your
meetings
through
the
years,
I've
noticed
many
people
come
up
here
to
criticize
and
attack
even
this
board.
I
personally
know
how
hard
it
can
be
to
obtain
those
seats
that
you
sit
in
today.
Again,
special,
congratulations
to
you
lena
and
you
david.
V
V
I
also
want
to
share
that
sentiment
to
many
of
the
city
staff.
Who've
also
shown
their
support
and
help
to
this
community.
I
cannot
forget
our
team
of
men
and
women
in
blue
by
chief,
led
by
chief
slaughter.
I
believe
is
one
of
the
best
in
the
country
we
are
blessed
to
have
you
all.
Thank
you
for
your
service.
W
W
I
feel
this
campus
would
be
a
benefit
to
the
people
of
clearwater
and
pinellas
county
because
of
the
educational
opportunities
it
provides
to
students.
Like
me,
for
example,
I
am
currently
in
eighth
grade
and
enrolled
in
courses
that
typically
are
not
offered
to
middle
school
students
until
high
school
unless
they
are
enrolled
at
a
gifted
school.
W
These
courses
include:
geometry,
advanced
world
history,
english,
one
biology,
one,
spanish,
two
and
computer
science
dit
discovery
academy
of
science
does
not
require
students
to
be
gifted
to
take
these
advanced
classes,
making
the
opportunity
it
provides
an
essential
service
to
the
young
minds
of
our
community.
Our
school
is
for
everyone.
W
The
other
reason
I
believe
you
should
stand
by
your
approval
of
discovery's
new
campus
is
because
I
believe
students
benefit
greatly
from
staying
within
the
same
school
and
with
the
same
group
of
students
for
their
entire
education
from
kindergarten
through
eighth
grade.
I
have
had
the
privilege
of
being
a
discovery
student
for
all
of
my
educational
career.
To
date,
I
did
not
have
the
anxiety
other
students
experienced
as
they
left
the
comfort
of
their
school
to
enter
middle
school.
W
At
the
conclusion
of
fifth
grade,
I
was
able
to
navigate
middle
school
easier,
surrounded
by
the
people
I
had
known
since
kindergarten.
I
had
the
luxury
of
being
supported
by
the
same
staff
members
and
knew
who
to
turn
to
when
I
needed
help
for
a
team.
This
is
crucial
to
our
emotional
well-being
and
educational
development.
W
If
you
choose
to
rescind
our
school's
request
to
build
a
new
campus
on
nursery
road
you're
denying
other
children
the
education
I
have
been
blessed
with,
I
respectfully
request
that
you
approve
the
building
of
discovery
academy
of
sciences,
new
campus,
because
the
benefit
provides
students
of
clearwater
and
pinellas
county
is
far
greater
than
any
of
the
potential
concerns.
Thank
you
for
your
time.
X
Good
evening
mayor
good
evening,
council
members,
I
don't
think
anyone
really
can
compete
with
these
students,
I'm
a
discovery
academy
of
science
mom.
That's
my
son
right
there,
david
he's
in
fourth
grade
in
miss
bell's
class,
and
yes,
I
did
teach
him
that
he
had
to
wave
at
you
after
I
mentioned
his
name.
David
started
his
academic
career
at
public
school
locally.
X
Where
we
live,
we
live
in
palm
harbor
and
at
the
end
of
his
kindergarten
year
I
got
a
report
that
said
his
reading
level
was
one
of
the
highest
of
the
students
in
his
class.
I
didn't
get
to
hear
about
that
during
his
kindergarten
year.
I
just
got
to
hear
that
he
really
couldn't
sit
still
during
circle
time.
X
X
They
were
in
a
rated
school
and
I
had
done
my
research
before
I
went
in
the
lottery,
but
I
also
talked
to
some
people,
and
I
knew
that
I
could
put
him
back
in
his
own
school
if
it
didn't
work
out
within
the
first
few
weeks
of
second
grade
at
discovery
academy
of
science.
I
realized
we
were
in
a
community.
X
I
wasn't
a
parent
in
the
outside.
Looking
in
in
my
child's
education,
I
was
actively
involved
in
my
child's
education
and
he
has
thrived.
This
is
truly
truly
a
community
for
these
students.
The
sky
is
the
limit
and
with
the
resources
of
this
new
campus,
which
is
absolutely
beautiful,
they
can
go
beyond
that
sky.
X
It
truly
is
an
investment
not
only
in
these
students.
It's
an
investment
in
the
clearwater
community
and
what
they're
going
to
be
able
to
accomplish
out
of
this
school
david
is
excited
about
building
a
robot
in
middle
school.
David
is
also
excited
that
they're
finally
going
to
get
a
playground
with
the
new
campus.
X
X
Y
My
daughter
goes
to
that
school,
but
that's
not
why
I'm
here,
my
name
is
aaron
smith
levin.
I
live
at
1615
harvard
last
month.
For
the
first
time
in
clearwater's
history,
a
city
council,
candidate,
endorsed
by
scientology,
won
their
election
with
a
margin
small
enough
that
the
scientology
vote
itself
was
the
determining
factor
in
the
outcome
of
the
election.
I'm
referring,
of
course,
to
lena
teshera.
Y
Two
years
ago,
scientology
told
all
of
its
members
to
vote
for
kathleen
beckmann
and
frank
hibbard.
Last
month,
scientology
told
all
of
its
members
to
vote
for
david,
albritton
and
lena
to
share
kathleen
beckman,
frank
hibbert
and
david
albritton
all
won
their
elections,
with
sufficient
margin
that
the
scientology
vote
was
completely
irrelevant
in
the
outcome
of
those
elections.
Y
Y
In
last
month's
election,
overall,
voter
turnout
was
down
36,
which
is
not
unexpected
for
our
midterm
municipal
elections.
However,
scientology
voter
turnout
was
up
by
at
least
14
percent.
The
reason
we're
able
to
know
this
is
because
scientology
search
members
all
share
the
same
handful
of
addresses.
We
can
track
the
voting
history
of
everyone
registered
to
vote
at
those
addresses
and
extrapolate
from
there
to
include
the
public
scientologists
as
well.
Y
That
is
more
than
a
50-point
swing
in
the
voter
turnout
between
scientologists
and
non-scientologists
in
our
last
election,
a
windfall
of
votes
from
scientology,
combined
with
an
overall,
very
low
voter
turnout
is
what
allowed
a
candidate
who
lost
the
entire
north
beach,
the
entire
south
beach
sand
key
and
the
entire
countryside
neighborhood
to
win
the
election
anyway,
and
that's
very
good
news
for
david
miscavige.
It's
very
good
news
for
scientology.
Y
While
mayor
hibbard
and
brian
angst
and
david
albritton
and
lena
teshera
go
around
extolling
the
virtues
of
partnering,
with
a
human
trafficking
cult
to
redevelop,
downtown
clearwater,
a
move
that
would
guaran
that
would
guarantee
to
permanently
destroy
clearwater's
reputation
around
the
world
but
which
would
make
david
miscavige
very,
very
happy.
So
I
have
much
more
to
say
on
this
and
not
enough
time
to
say
it.
So
I'll
see
you
at
the
next
meeting.
A
N
Z
Z
Z
Z
Speaking
of
those
building
developments,
another
issue
that
faces
us
is
building
vacancy
in
and
near
the
downtown
clearwater
area.
Obviously
something
that
staff
and
the
council
will
need
to
address
and
has
been
addressing
housing
for
our
ever
increasing
needs
of
employees,
for
our
businesses
is
increasing
that
may
bring
with
it
density
as
an
issues
and
environment
as
another
opportunity
to
be
dealt
with.
Z
Z
A
A
Anyone
else
for
citizens
to
be
heard.
I
wish
all
the
students
and
parents
had
not
left,
because
I
wanted
to
make
a
comment,
but
we
got
a
little
bit
interrupted
and
they
all
ran
off.
We
I'll
give
you
a
moment.
Just.
Let
me
make
a
comment
before
any
of
the
other
parents
and
students
leave.
A
We
have
gotten
an
enormous
number
of
emails
from
people
who
are
proponents
for
the
school
and
also
opponents.
The
neighborhood
is
concerned
about
the
traffic.
There
was
a
noticing
glitch.
Initially,
that
was
a
mistake
by
the
city.
We
have
rectified
that
there
are
questions
about
the
traffic
study.
A
The
planning
has
already
been
approved
that
was
approved
by
this
council
unanimously.
Five
zero.
Some
people
said
seven
that
cannot
be
reversed.
There
was
no
basis
to
deny
it,
but
now
we
have
to
go
through
a
process.
We
have
a
process
with
every
development,
regardless
of
whether
it's
the
institutional,
commercial
residential.
A
It
has
to
follow
a
process,
that's
consistent,
and
that
is
the
process
we're
in
the
midst
of
ultimately
there's
going
to
be
a
decision
that
will
be
made
and
it
will
be
unpopular
with
one
group
or
another.
I
don't
know
where
that
will
land,
but
we
have
to
follow
the
process,
and
I
just
want
to
make
everybody
clear
on
that:
we're
trying
to
be
process,
oriented,
impartial
and
follow
our
code.
AA
I
want
to
acknowledge
the
separation
of
eric
gandy
from
clearwater
police
department,
and
you
know
with
my
speaking
in
regards
to
some
of
his
dishonest
practices,
spurred
on
mr
gandy's,
quiet
and
quick
exit.
You
know
then
good.
AA
And,
as
you
can
see,
hopefully
here
he's
on
instagram,
he
posted
this.
If
you
want
to
go
see
it,
I
sent
you
a
copy
of
this
earlier.
I
made
several
phone
calls
here
on
the
office.
You
wouldn't
take
my
calls
now.
If
you
want
to
see
more
of
this
him
practicing.
His
quick
draw
call
me
lou
4444
is
his
instagram
account
and
in
that
regard
also
on
instagram
he
posted
a
video
of
himself
doing
cop
car
karaoke.
AA
AA
AA
AA
Mr
gandy
is
retired,
it's
very
difficult
to
hire
good
police
officers
because
the
clearwater
police
secondary
status
and
I
believe,
slaughter's
impending
retirement
and
exit,
is
coming
and
I'm
sure
he
can
be
bought
out
to
be
shown
the
door
we
need
to
disband
clearwater
police.
Thank
you,
mr
huliuva.
A
Okay,
I
would
ask
if
there
are
any
items
from
the
consent
agenda
item
7.1
through
7.26
to
be
removed
by
council
members
or
from
the
public
see
none.
Do
I
have
a
motion.
F
Good
evening
gina,
clayton,
planning
and
development,
this
vacant
parcel
of
land
is
located
on
the
south
side
of
cleveland
street.
Just
west
of
mcmullen
booth
road,
the
applicant
is
requesting
annexation,
so
they
can
incorporate
this
park
park.
So
excuse
me
into
the
calgary
church
campus,
with
the
goal
of
using
it
one
day
for
parking.
The
property
at
this
time
would
be
designated
residential
urban
on
the
future,
land
use
map
and
zoned
low,
medium
density
residential.
F
However,
at
the
time
that
the
church
chooses
to
move
forward
with
using
it
for
parking,
they
would
need
to
come
back
and
do
a
rezoning
and
lane
use
plan
amendment
to
institutional
staff
is
recommending
approval
of
the
of
the
annexation,
as
the
property
is
contiguous
to
city
boundaries
on
all
sides
will
not
have
any
adverse
impacts
on
city
services
and
it's
consistent
with
the
comp
plan
and
the
code.
A
I
have
been
a
43-year
member
of
calvary
and
still
am
I.
I've
talked
to
the
city
attorney
and
there
is
no
reason
for
me
to
recuse
myself
from
this
vote,
so
I
will
be
voting
on
this
item.

Council
members,
this
item
is
to
be

This

A
AC
A
AC
These
are
the
continuances,
and
I
just
wanted
to
note
for
the
record,
as
we
did
on
monday
at
the
work
session
that
these
had
been
noticed
already
for
second
reading,
but
to
be
clear
items.
9.20,
9.21
and
9.22
have
never
passed
on
first
reading.
So
I
just
wanted
to
reiterate
that
for
monday.
A
C
What
a
motion
please?
Okay,
so
I
moved
that
we
continued
to
a
data
uncertain
9.20
through
9.22.
AC
Same
situation
9.23
through
9.25,
if
a
motion
to
continue
to
a
date
on
surface
could
be
made.
AE
Good
evening,
rick
osorio
risk
manager.
This
proposed
revision
to
the
ordinance
was
presented
in
monday's
work
session,
which
is
for
the
approval
of
an
increase
in
settlement
authority,
as
previously
presented
I'll,
be
more
than
happy
to
answer
any
questions
or
present
a
short
summary
of
the
proposed
revisions.
If
you'd
like
me
to
use
questions.
C
AE
All
right,
the
owners
being
proposed
will
revise
the
city
managers
or
his
representatives
authority
to
settle
and
release
any
claim
or
lawsuit
up
to
and
including
a
hundred
thousand
dollars.
Risk
management
is
also
requesting
approval
that
any
settlement
that
exceeds
twenty
five
thousand
is
reviewed
by
our
city
attorney
and
claims
exceeding
fifty
thousand
will
require
unanimous
agreement
to
settle
by
the
city
manager,
city
attorney
and
the
risk
manager
or
their
designees.
AE
The
increasing
these
levels
of
authority
will
acknowledge
rising
legal
medical
and
settlement
costs
and
will
allow
greater
flexibility
of
the
settlement
and
resolution
of
workers.
Compensation,
claims,
liability,
claims,
city
property
claims
up
to
the
recommended
limits.
As
such,
the
risk
management
division
of
the
finance
department
respectively,
requests
and
recommends
the
revision
of
this
ordinance.
F
A
E
AE
The
one
thing
I
forgot
to
and
to
answer
your
question
too,
what
the
the
thing
that
kind
of
drove
this
was
not
only
bringing
you
know
these
high-profile
settlements
to
council,
but
and
keeping
keeping
them
out
of
the
public
record,
as
david
had
mentioned
on
monday,
but
also
the
lower
levels
are
equally
as
important,
because
not
only
are
they
for
liability
settlements,
third-party
settlements,
when
we
damage
other
people's
properties
or
injure
them,
but
the
lower
levels
of
authority
that,
if
we
get
that
increase,
if
we
receive
that
increase,
will
allow
us
to
move
some
of
the
smaller
claims
that
involve
departments
trying
to
get
paid
for
damages
to
city
property
that
arise
from
you
know,
accidents
or
negligence,
and
you
know,
because
staff
is
not
being
careful,
it
does
happen,
but
some
of
these
lower
levels
that
we're
asking
an
increase
for
will
also
help,
especially
on
the
city
property
stuff,
when
when
public
utilities
is
waiting
for
payment
for
repairs
to
the
main
lines,
and
things
like
that,
so
there
is
an
underlying
reason
and
cause
for
for
the
ordinance
levels
being
increased
besides
just
liability
settlements.
AF
AF
The
axon
signal
device

the
mechanism

which
is

it

or
there's
a

threshold
set
or
they
are
involved
in
a

or
such.
In
addition
to
that,
this
item
was
kind
of
presented
before
where
the
council
approved
the
recipient
of
the
grant.
So
the
grant
funds
are
being
utilized
to
make
this
purchase
we're
just
increasing
increasing
the
purchase
order.

you
received
an

regards
to
this

item
the

in
my
in
my

to
you,
I
want
to
speak
on

of
william

and
from
the
perspective
that
mr
johnson
is
a
consummate
learner
person
who
has
studied
our

AG
He
knows
our
code,
probably
better
than
most
of
us
and
I
and
I
I'm
not
taking
any
exception
to
you,
mr

because
you've
been
on

also
you
mayor

but
I
believe
he
has
constantly
studying
the
code.
He
has
questioned
the
code
very
often,
and
I
want
you
to
consider
him
as
as
you
move
forward,
because
I
think
he
will
be
an
invaluable
asset
to
the
cdb.
AG
D
Yes,
a
comment
was
submitted
by
beth
davis.
My
recommendation
endorsement
for
bill
joneson
for
the
alternate
seat
is
so
easy.
His
reputation,
wisdom,
integrity
and
knowledge
of
our
city
is
flawless.
His
honor
to
represent
all
sides
on
every
issue
is
constant.
His
research
for
the
facts
is
always
on
point.
Please
do
not
hesitate
to
approve
his
voice
on
this
very
important
team.
He
works
tirelessly
to
represent
us
all.
AD
So
this
is,
I
believe,
one
of
the
most
challenging
and
laborious
and
intensive
boards
that
we
have
so
I'm
very
thankful
to
all
the
applicants
that
volunteered
it's
a
very
big
commitment.
I
have
received
various
communications,
either
by
phone
or
in
person
and
written
as
well
very
passionate
conversations,
and
when
I
look
over
all
the
candidates,
which
I'm
very
grateful
that
they
they
you
know
submitted.
AD
Not
only
does
he
have
the
skill
set
and
experience
and
very
diverse
professional
experience,
that
would
be
a
great
addition
to
the
board,
but
he's
also
a
great
community
advocate
and
whether
someone
advocated
for
one
person
or
another,
all
the
people
who
have
reached
out
to
me
really
wanted
that
a
community
advocate-
and
I
think
he
shows
balance
balance
in
terms
of
what
he
can
bring
to
the
table
in
terms
of
expertise
and
experience,
but
also
he
is
the
president
of
a
large
hoa.
AD
AB
You
look
shocked
instead
of
councilmember
beckman.
I
you
know.
I
agree
that
mr
hutkin
is
a
as
a
community
he's
involved
in
this
community
advocates
for
his
community,
but
I'm
I'm
advocating.
I
would
like
you
know,
to
put
forward
and
make
a
motion
to
approve
bill
johnson,
as
the
alternate
he's
he's
applied
before
we've
considered
him
before
he
regularly
reviews
development
projects
that
come
before
the
cdb,
he
communicates
out
to
the
entire
cnc,
which
projects
have
been
filed
or
there's
an
interest
ex
expressed.
AB
He
works
between
communities,
he's
a
good
community.
Communicator
he's
measured,
he's
intelligent,
he
does
his
due
diligence,
he
does
his
research
and
I
I
like
you,
I
believe,
are
like
miss
miklac.
He
absolutely
knows
the
code
and
I
think
I
think
he
would
be
a
great
addition
as
simply
the
alternate,
and
so
I'd
like
to
make
a
motion
that
he's.
C
Yeah
you
know
I,
this
is
one
of
the
most
important
boards
we
have
in
the
city
and
it's
not
an
easy
board.
I
mean
these
meetings
sometimes
last
into
the
night.
C
I
was
very
very
glad
to
see
we
had
seven
people
putting
their
name
in.
For
this
I
mean
this
is
one
that
you
really
have
to
want
to
give
your
time
to
the
city
to
be
part
of
this
board,
and
we
had
some.
We
had
some
great
people,
qualified
people-
and
you
know
mr
johnson,
I've
known
him
a
long
time.
I
think
he's
involved
very
much
with
the
community.
C
You
know
you've
got
justin
purino,
I
don't
know
him,
but
he's
a
commercial
construction
manager
which
is
one
of
the
qualifications.
We
look
for
for
this
board.
C
But
you
know
I
keep
going
back
and
I
didn't
know
until
after
monday
that
sam
hudkin
was
putting
his
name
in
I've
known
sam
for
a
while
he's
a
he's.
An
interesting
fella
he's
very
community
oriented
he's
been
president
of
the
beach
chamber
with
a
very
strong
voice,
not
only
in
clearwater
but
he's
been
to
tallahassee
to
fight
for
things
for
us
and
and.
N
C
Experience
in
working
with
structural
engineers
and
architects
project
management-
I
even
at
one
time,
gave
him
some
advice
when
he
needed
someone
up.
He
was
helping
a
friend
do
some
remodeling
on
the
beach.
So
I
think
he
understands
a
lot
about
our
codes
and
about
our
neighborhoods
because
he's
part
of
the
community
neighborhood
associations.
N
A
The
motion
is
defeated:
two
to
three
with
council
members,
all
britain
to
shaida
and
hibbard
in
opposition
bunker
and
beckman
in
favor.
A
A
I
think
mr
hudkin
is
a
good
balance
between
the
two.
That's
why
I
support
him.
He's
been
very
involved
in
the
community
and
the
neighborhoods,
and
so
I
think
he
can
balance
the
position,
and
so
I
support
them.
So
I've
got
a
motion
a
second
all
in
favor
aye
opposed.
X
A
4-1
with
counts
of
vice
mayor
back
then
in
opposition.
Anything
else,
mr
margolis,
yes,
sir,
mr
jennings,
anything
other
than
I
think.
A
A
We're
going
to
take
a
quick,
eight
minute
recess,
because
that's
what
we
do
after
two
hours
and
we
won't
make
it
so
sorry
to
keep
you
all
here.
But
we're
going
to
take
a
quick
recess.
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
AB
Thank
you,
mayor
hibbert,
so
I
wanted
to
give
you
all
a
brief
overview
of
what's
been
going
on
with
the
continuum
of
care
and
what
I
do
on
that
board.
I've
served
on
it
for
the
last
two
years,
so
there's
a
large
attachment
to
the
agenda
and
if
you
could
pull
it
up
and
we'll
just
flip
through
it,
I'm
certainly
not
going
to
talk
about
every
page.
But
this
is
a
skeletal
overview,
then
of
our
involvement.
AB
AB
If
you
flip
to
like
the
second
page,
we
have
directions
for
living,
is
a
big
one:
hep
juvenile
welfare
welfare
board,
saint
vincent
de
paul
catholic
charities,
pinellas
community
foundation-
and
it
goes
on
and
on
so
there
are
a
whole
bunch
of
providers
and
that's
what
they're
called
when
we
talk
of.
AB
We
have
efforts
that
focus
on
those
who
are
at
risk
of
homelessness,
but
are
not
yet
experiencing
literal
homelessness
and
then
homeless,
diversion
these
are
programs
that
can
assist
households
experiencing
a
housing
crisis
and
that
can
prevent
them
from
earning
a
living
that
would
allow
them
normal
housing
payments.
Rapid
re-housing
is
an
intervention
designed
to
quickly
move
families
and
individuals
out
of
homelessness
and
into
some
permanent
housing.
Rapid
rehousing
is
also
used
to
keep
the
housing
for
households
who
are
at
risk
of
falling
into
homelessness.
So
there
are
a
million
acronyms.
I
I
don't
always.
AB
You
know,
can't
rattle
them
off
all
the
time,
but
it
has
its
own
vocabulary.
There
street
outreach
down
payment
assistance,
rental
assistance,
transitional
housing
veterans,
services,
job
training,
trauma
care,
mental
health,
supports
substance,
abuse
supports
food
distribution,
help
with
necessary
medical
care,
medication,
help
with
gaining
entitled
financial
supports.
That's
a
big
one,
helping
people
get
social
security.
Disability
veterans
benefits
things
like
that
money,
that's
out
there
that
they
are
entitled
to,
but
they
might
not
know
about
it.
AB
Child
care,
vouchers,
housing,
vouchers,
transit
vouchers,
and
so,
if
you
flip
through
and
you
can
see
the
organizational
chart,
this
is-
and
this
is
a
little
complex
but
you'll-
see
that
the
continuum
of
care
is
this
organization,
that's
in
charge
of
oversight
and
the
hla
homeless
leadership
alliance
is
the
one
who
actually
navigates
and
advocates
for
those
social
service
and
provider
agencies
in
our
county,
and
so
the
hla
is
the
one
who
is
doing
the
work
of
the
coordination,
communication
and
advocacy
for
our
homeless
populations
and
those
at
risk
of
homelessness
and
there's
the
homeless
leadership
alliance
of
pinellas
under
the
leadership
of
the
continuum
of
care
and-
and
we
have
amy
foster-
is
a
former
council
member
in
saint
pete,
she
term
limited
out.
AB
She
is
the
ceo
of
hla
and
I
sit
on
the
board
of
the
continuum
of
care,
and
so
I'm
the
secretary
there
you
can
see
on,
I
think,
the
first
page
we
have
sean
king
who
is
with
habitat
for
humanity
he's
the
chair
april
lot
is
the
director
of
directions
for
living,
the
largest
social
service
provider
here
in
our
county
she's,
the
vice
chair,
I'm
the
secretary
and
then
we
have
members
amy
foster
is
a
member
and
doug
and
cooley
is
also
on
the
continuum
of
care
executive
committee
and
he's
with
the
pinellas
community
foundation.
AB
I
also
sit
on
the
funders
council,
duggan
chairs,
the
funders
council
and
then
I'm
a
member
of
the
entire
con
continuum
of
care.
So
I
attend
probably
about
25
meetings
a
year.
We
just
had
a
meeting
this
morning
for
the
funders
council
and
talked
about
what
the
main
priorities
would
be.
The
providers
are
going
to
have
a
meeting
tomorrow
to
talk
about
what
the
priority
populations
are,
that
they
think
they
should
target
and
give
guidance
to
other
providers.
AB
AB
AB
Homeless
intervention
measurement
system-
thank
you.
I
phone
a
friend
move
it
along.
AH
AB
And
that's
and
that's
so
that
we
can
make
our
decisions
based
on
data,
so
they
input
all
sorts
of
data
when
they
intake
someone
into
the
system
for
social
services
they
they
have
intake
where
they
ask
them.
A
number
of
questions.
There's
a
vi
spade
that
they
do,
which
is
measures
their
level
of
trauma
and
needs,
and
so
you
really
need
a
skilled
person
to
administer
those
intake
questions
to
get
accurate
data.
AB
I
included
this
hmis
fee
schedule
because
when
these
non-profits
work
or
these
organizations
work,
this
is
a
significant
cost,
especially
for
the
smaller
ones.
In
order
to
you
know,
be
part
of
the
continuum
of
care
and
get
accurate
data
in
our
county.
It
takes
money.
So
that's
just
why
I
included
that
document
all
right.
AB
The
next
document
I
have
is
this
homeless
crisis
response
system.
Statement
of
needs
fall
2021.
These
are
the
asks,
and
so
this
is
the
most
recent
statement
of
needs
that
came
out
and
things
haven't
improved
much
as
of
this
morning's
reports.
But
these
are
you
know
these.
Give
you
some
insights
into
the
data
of
what
we're
dealing
with
in
the
county,
and
there
are
there
are
asks,
and
one
of
the
the
main
asks
is
that
we
need
investments
in
family,
shelter
and
non-congregate
shelter
alternatives.
AB
When
I
was
going
to
give
this
report
to
you
on
monday
at
the
work
session,
and
then
it
got
postponed
to
today.
The
data
from
friday
was
that
we
had
64
families
living
in
cars
or
under
shrubs
living
in
non-habitable
conditions.
64.
this
morning
the
data
was
70.,
and
so
we
don't
have
enough
places
to
put
homeless
families,
we've
put
them
in
hotel
rooms,
but
we've
run
out
of
that.
AB
The
funding
for
that
is
running
out,
and
so
we
don't
have
non-congregate
family
shelters
and
that's
a
real
need,
and
so
I
just
wanted
to
stress
that,
because
we
can,
we
can
look
at
what
we
can
do
as
a
city
in
order
to
facilitate
some
of
that,
the
doc
there
are
other
asks
here
and
data
that
you
know
you
can
look
at,
I'm
not
going
to
go
through
it.
AB
The
affordable
housing
summary
of
investments
needed
are:
we've
got
land
acquisition,
property
or
unit
acquisitions,
land,
trust,
long-term
subsidies
and
streamlining
the
regulatory
processes
for
affordable
housing
county-wide.
Obviously,
we
have
a
section
under
income,
wages
and
jobs.
We
need
more
investments
towards
job
training,
equitable
economic
development
strategies,
flexible
funds
for
certificates
or
certifications
and
advocacy
for
living
or
livable
wages,
and
these
are
things
I
thought
you
know,
and
it
is
timely.
AB
You
can
look
at
this
whole
data
collection
that
I've
given
you
when
we
talk
about
our
priorities
on
monday
for
budget,
as
well
as
when
we
have
a
future
discussion
about
arpa
funds,
because
this
data
is
is
relevant
to
that.
AB
AB
There
are
certain
provisions
if
your
child
goes
to
a
high
needs
school.
There
are,
you
know
different
arrows
and
directions.
You
can
go
to
get
different
types
of
service
or
move
up
in
this
triage
of
need.
Based
on
how
you,
you
know
what
your
family
is
experiencing,
the
next
document
includes
this
information,
and
this
is
from
august
27th
of
last
year,
and
this
is
information
about
the
eviction,
the
end
of
the
eviction
moratorium
and
what's
happening
right
now.
We
have
3
000
children
in
pinellas
that
are
homeless,
and
so
they
might
not.
AB
You
know
we
don't
have
three
thousand
children
living,
you
know
in
the
streets
or
on
in
cars,
but
they
may
be
couch
surfing,
they
may
be
doubled
up
and
they
don't
have
a
permanent
home
again.
You
know
you
can
again
read
through
this
research.
Research
shows
children
who
have
experienced
homelessness
are
more
likely
to
struggle
with
social,
emotional
and
learning
difficulties
by
the
eighth
grade.
AB
The
next
document
is
this:
fsi
connect.
This
is
run
by
it's
funded
by
the
juvenile
welfare
board
and
it
is
an
attempt
to
deal
with
those
families
who
are
entering
or
experiencing
homelessness,
and
you
know
again,
I
think
this
kind
of
manila
colored
box
is
important.
A
family
of
two
making
forty
five
thousand
a
little
over
forty
five
thousand
a
year
would
need,
you
know,
are
charged
almost
four
thousand
dollars
a
month
for
rent.
AB
It's
just
you
know
we
don't
have
housing,
affordable,
housing
available.
I
think
the
second
to
the
last
document
I
included
was
this:
is
this
one
that
was
written
from
the
foundation
for
a
healthy,
saint
pete,
which
isn't
just
focused
on
saint
pete?
It's
focused
on
the
county
and
it
deals
with
health
inequities
in
our
county
and
this
re.
AB
This
cover
letter
was
sent
to
our
leadership
in
the
county,
including
our
mayor
and
our
city
manager
and
our
housing
specialist,
and
it
includes
this
report
from
2018
on
suggestions
for
more
equity
in
our
county,
and
so
you
can
look
at
that.
He's
got
you
know
some
things.
AB
AB
You
know,
that's
that's
not
gonna
happen
and
we
have
a
wait
list
of
almost
three
years
for
permanent
supportive
housing.
We
just
don't
have
it,
we
need
it
for
families
and
we
need
it
for
rapid
rehousing
and
we
need
it
for
permanent
and
supportive
housing
in
our
funders
meeting
this
morning
that
lasted
two
hours
and
mr
lane
was
there.
AB
Thank
you
for
being
there
he's
a
big
advocate
for
this
very
intricate
and
challenging
problem
that
people
cities
are
facing
nationally,
but
as
a
funders
council
this
morning,
we've
decided
to
give
direction
to
the
municipalities
in
the
county
that
the
priorities
would
be:
prevention,
rapid,
rehousing
and
permanent,
supportive
housing.
If
we
put
dollars
in
prevention
and
there's
a
chart
in
this
earlier
document,
when
you
put
dollars
at
prevention
or
diversion
the
payoff
is
much
greater
than
trying
to
find
housing
for
someone
who's
out
on
the
street
and
lost
their
housing.
AB
And
so
you
know
again,
that's
that's
what
I
I
just
wanted
to
give
you
an
overview
of
some
of
the.
These
are
the
topics
that
I
immerse
myself
in
every
single
month:
multiple
meetings,
people
throughout
the
county.
Hundreds
of
us
are
working
on
this
and
advocating,
but
we
are
one
of
the
funders.
This
city
is
one
of
the
funders.
AB
We
also
have
pinellas
park
largo
and
saint
pete,
st
pete
puts
in
considerably
more
than
we
do
or
any
other
municipality
I'm
working
on
trying
to
get
all
of
the
municipalities
in
saint
or
in
pinellas
county
to
contribute
something,
even
if
it's
twenty
thousand
or
forty
thousand
a
year,
it
can
add
up.
It
can
help
with
housing
navigators.
AB
It
can
help
with
eviction
diversion
and
helping
people
make
that
car
payment
or
get
that
car
repair
so
that
they
can
keep
their
job
and
get
to
work.
So
there
are
all
sorts
of
needs
throughout
the
county
and-
and
I
think
you
know
every
document
from
every
expert-
there
is
a
cry
for
help
and
more
funds,
and-
and
I
just
want
you
to
be
aware
of
that-.
AB
I
I
think
you
know,
I
think,
that's
that's!
Here's!
Here's
I'll
go
through
a
couple
of
things
since
so
the
consistent
message
I
get
or
I
glean
from
attending
multiple
multiple
meetings
is.
We
need
case
management
to
better
serve
the
needs
of
people
who
are
in
our
system
if
we
just
give
them
money
and
get
them
somewhere
and
don't
provide
the
wraparound
services,
they're
not
going
to
be
a
successful,
they
need
hand
holding
and
they
need
wrap
around
services
to
get
them
stable.
AB
Think
about
this
metaphor:
when
people
are
in
a
crisis,
they
knock
on
the
homeless,
leadership
alliance's
front
door,
they
call
2-1-1
or
some
other
agency.
That's
where
we
greet
them
and
we
try
to
keep
them
out
of
our
house.
We
try
to
keep
them
on
that
porch
prevention
or
diversion
before
they
come
into
the
house
of
now
you're
homeless
and
I've
got
to
find
a
spot
for
you.
If
you're
a
single
person,
I
can
put
you
in
safe
harbor.
AB
If
you're,
not
if
you're
a
family,
you
go
on
a
wait
list,
we
don't
we
don't
have
enough
again,
we
don't
have
enough
family
shelters.
We
ask
them.
Questions
when
they're
on
the
front
porch
do
you
have
family
or
support
in
another
state
or
location
that
we
can
get
you
to.
We
can
buy
you
a
a
train
ticket
or
a
bus
ticket
and
get
you
to
where
you
have
family
supports.
AB
So
that's
part
of
diversion,
doing
a
proper
intake
and
assessing
what
services
and
trauma
a
person
has
takes
time
and
expertise
and
resources
in
our
community.
Once
you're
in
the
house,
you
need
to
find
what's
the
best
fit.
Are
you
single?
Are
you
family?
What
size
room
do
you
need?
Are
you
a
veteran
all
sorts
of
questions
that
can
help
us
find
a
fit?
If
we
have
one
available
and
that's
the
problem,
we
often
don't.
AB
Is
there
money
out
there
that
you're
entitled
to
do
you
have
all
the
document
documentation?
You
need
to
get
you
the
benefits
that
you're
entitled
to
all
of
that
takes
expertise
and
it
takes
money
to
pay
for
those
case.
Managers
or
those
housing
navigators
to
help
people,
and
they
just
don't
have
enough
money
to
serve
the
people
that
are
waiting
in
line.
AB
AB
AB
We
have
so
many
people
that
are
are
called
the
working
poor.
There's
an
alice
report-
that's
out
there
that
I
didn't
attach,
but
I
would
encourage
you
to
look
up.
Alice
sans
stands
for
asset,
limited
income
constrained
and
employed
people.
These
are
our
working
poor
and
these
are
the
people
that
fall
through
the
cracks.
We
don't
have
medicaid
expansion
and
different
things
like
that,
and
they
need
services
as
well.
AB
AB
How
are
my
tax
dollars
as
a
clearwater
taxpayer
going
to
help
clearwater
residents
and
not
just
everyone
in
the
county
and
some
of
the
the
response
really
is
you
know,
homeless
people
tend
to
be
transient,
they're
moving
around
from
place
to
place.
G
First,
I
knew
you
were
the
right
person
for
this
board,
so
thank
you.
Thanks
are
there
besides
city,
money
and
and
county
money,
are
there
corporate
sponsors
for
these?
These
organizations
as
well.
AB
AB
Matching
funds
is
a
good
way
to
do
things.
You
know
if,
if,
if
corporates
want
corporations
and
and
private
entities
want
to
give
money,
but
it
is,
it
is
an
acute
problem
and
it's
it's
getting
worse.
C
I
mean
I
realize
that
affordable
housing
is
an
important
issue
and
and
that,
but
I
just
wanted
to
make
a
suggestion
you
mentioned
dugan
with
camel's
community.
C
I
was
on
the
board
of
the
senior
citizen
services
and
it
we
offered
quite
a
bit
of
money
every
year
to
seniors
that
needed
help
and
one
and
we
took
application
and
grant.
We
did
grant
processes
four
times
a
year,
but
we
we,
we
went
into
community
pinellas
community
services
because
they
had
a
better
way
to
invest
the
money
and
then
they
they
also
go
down.
So
I
would
ask
dugan
there
if
there's
something
that
senior
citizens
could
do
to
to
play
a
part
in
that
as
well.
Just
a
little
side
note,
there.
C
In
helping
donate
money,
that
would
it's
got
to
be
advantageous
to
seniors,
it's
more.
C
Homelessness
is
not
just
a
young,
you
know,
I
mean
no,
it's
a
big,
it
affects
everybody,
so
it
might
be
something
that
he'd
be
able
to
steer
some
money
from.
AB
Well,
you
know
and
we're
so
I
appreciate
you
saying
those
nice
words
about
being
on
this
board.
I
love
being
on
the
sport.
I
you
know
the
subject
matter
isn't
pleasant,
but
I
think,
as
a
public
school
teacher,
you
know
I
saw
kids
from
experiencing
all
sorts
of
home
life
situations
and
challenges,
and-
and
so
I'm
I'm
familiar
with
that
and
as
a
guardian
light,
I'm
in
this
county.
AB
You
know,
I
see
people
who
struggle
I've
had
you
know
parents
lose
custody
of
their
children
because
of
substance,
abuse
issues
and
chronic
homelessness
and
mental
health
and
all
sorts
of
things.
So
I
mean
I've
seen
it
on
a
personal
level,
but
I'm
you
know.
AB
I
really
want
to
look
creatively
and
one
of
the
things
I've
thought
about
and
and
talked
about
with
the
funders
council-
and
it
came
up
again
today
with
miss
arrow
woodard
from
largo,
who,
I
think
is
like
mr
lane's
counterpart
in
largo
is
activating
the
religious
community
and
you
know
how
congregations
or
or
people
at
christmas
time
have
an
angel
tree
and
you
adopt
a
family
and
you
give
them
christmas
gifts.
AB
If
you
could,
you
know
help
with
the
utility
down
payment,
so
you
could
get
your
utilities
turned
on
when
you
finally
do
get
a
lease
agreement.
If
you
could
just
adopt
a
family
like
that,
we
have
children
who
are
coming
out
of
foster
care
aging
out
of
foster
care
who
do
not
have
homes
who
do
not
have
support
systems.
AB
I'm
not
asking
congregations
to
take
in
people
that
you
don't
know
or
might
have
mental
health
issues
or
whatever,
but
I'm
just
saying
take
them
under
your
wing
and
mentor
them
be
that
support
system
for
a
for
as
long
as
they
need
it
until
they
get
stable
and-
and
I
just
think
that
would
be-
it
would
be-
a
wonderful
transformative
thing
and
arrow
brought
it
up
again.
AB
AB
I
mean
if,
if
people-
and
here
was
a
great
idea
that
came
up
this
this
morning,
too,
was
what,
if
we
put
out
a
list
of
these,
are
the
people
that
are
in
crisis
or
are
waiting
for
help
or
housing
or
have
particular
needs,
and
it's
the
smith
smith
family
needs
help
with
you
know,
march
and
april
car
insurance
insurance
payments,
so
they
can
keep
their
car
and
he
he
or
she
can
continue
their
employment
and
and
they
happen
to
reside
in
this
zip
code
and
so
that's
sent
out
or
that's
on
a
master
list.
AB
So
that's
my
hope
for
trying
to
coordinate
something
like
that,
and
all
you
can
do
is
start
talking
about
it.
You
know
getting
people
together.
AD
I
am
thrilled
and
honored
to
be
here.
I'm
sure
you
know
my
journey
was
very
long
and
faced
a
lot
of
adversity,
but
apparently
continued
tonight,
but
I
feel
humbled
and
I-
and
it
is
a
great
privilege
to
serve
this
city.
I
thank
all
the
staff
for
welcoming
me
with
such
warmth.
I
loved
it
and
my
first
two
weeks
have
been
great
and
I
just
look
forward
to
serving
clearwater.
G
G
Lost
in
my
race
kind
of
saying
horrible
things
online,
you
know
I
I
certainly
wasn't
terribly
upset
about
it,
but
I
mean
to
come
here
and
and
subject
you
and
and
the
others
to
such
a
frontal
attack,
I
think,
was
wrong.
G
G
Working
on
in
the
coming
months
and
years-
and
I
would
just
urge
caution
in
that-
and
I
I
think
I'll
I'll
just
leave
it
at
that.
K
AB
I
know
your
quick
learn,
so
I
just
wanted
to
say
thank
you
to
our
staff
and
leadership
for
all
of
the
resident
follow-up
after
neighborhoods
day.
I
know
that
there
you
know
I
had
multiple
conversations,
I'm
sure
you
all
did
and
it's
like
well
sure
I
can
follow
up
on
that
sure
I
can
ask
about
that
and
then
it
all
got
funneled
through
our
our
city
manager.
AB
Mr
jennings,
so
I
appreciate
that
I
think
residents
got
prompt
responses
and-
and
I
know
that
that
was
part
of
the
consequences
of
going
out
and
meeting
thousands
of
residents
in
one
day.
So
thank
you
and
then
I
just
wanted
to
say.
I
hope
everyone
has
fun
at
the
sugar
sands
festival.
It
looks
exciting.
I'm
excited
about
the
ferris
wheel
and
being
out
there
by
the
water
and
it'll
be
fun,
so
please
enjoy
it
it.
It
runs
like
almost
three
weeks
20
some
days,
yeah.
C
You
know
I
just
want
to
say
thank
you.
Thank
you,
everyone
for
giving
me
another
four
years,
and
I
want
to
tell
you
that
we
have
so
many
initiatives
that
have
been
started
here
that
we're
not
coming
off
the
line
with
everything.
C
C
A
AH
A
I
don't
have
to
wear
blue
on
this
diocese,
but
mayor
bujowski
will
be
wearing
red
and
I
will
be
going
to
that
council
meeting.
The
valspar
was
dynamite.
It
ended
in
a
playoff,
so
that
was
a
great
tournament
that
brought
a
lot
of
people
into
the
region
and
tracy
west
who's.
The
director
of
that
does
a
marvelous
job.
I
want
to
thank
the
staff
at
eisenhower.
Elementary
had
a
chance
to
meet
with
them
a
lot
of
their
volunteers.
A
Most
of
our
schools
have
volunteers
and
if
you're
looking
for
a
place
to
invest,
there
isn't
a
better
place
to
do
it.
Habitat
opened
another
house
on
the
22nd.
We
thank
them
for
all
they
do.
I
thank
the
salvation
army
now.
I
am
a
little
invested
there
because
my
wife,
but
they
gave
out
their
awards
for
their
volunteers
and
all
of
their
folks,
and
they
do
a
great
job
with
trying
to
break
the
chain
of
homelessness
and
also
having
facilities
for
those
in
transition.
A
I
want
to
thank
our
legislators.
They
did
do
a
wrap-up
session
with
us
and
we
did
get
to
hear
from
them.
They
got
a
couple,
tough
questions.
They
also
got
some
softballs,
but
we'll
be
hearing
from
them
as
they
come
for
their
wrap-ups
to
our
council.
Meetings
had
200th
birthdays
in
the
last
two
weeks,
so
I
want
to
again
say
happy
birthday
to
irene
mckeever
and
gigi
janasak.
A
I
got
to
go
and
meet
with
both
of
them
and
our
fire
department
and
our
police
department
came
out
and
blared
the
sirens,
so
they
could
actually
hear
that.
N
A
A
It
was
fun
to
be
with
the
city
manager
and
the
chief
and
mike
lavery,
and
I
know
everybody
had
different
crews,
the
chief
and
I
got
to
16
neighborhoods
out
of
30.,
it's
good
to
have
a
siren
and.
G
A
I
want
to
thank
saint
pete
college
councilmember,
albritton
myself
went
to
their
awards
and
volunteer
luncheon
where
they
identified
a
lot
of
the
people
who
have
gotten
scholarships
there
and
some
of
the
corporate
and
individuals
that
helped
make
that
happen
and
the
lives
that
are
being
changed,
we're
very
fortunate
to
have
them.
We
also
went
to
a
great
breakfast
at
ruth
eckerd
hall
that
was
held
for
the
arts
and
all
of
our
principals
councilmember
tesheta,
the
vice
mayor,
councilmember,
all
britain,
we
all
made
it
the
arts
are
incredibly
important.
A
We
see
that
in
our
schools-
and
I
want
to
thank
the
principals
who
helped
make
that
happen.
It
was
great
to
kind
of
board
with
maracaster
and
welsh
and
brown
talking
about
sustainability
in
our
greenpen
2.0
sugar
sands
is
going
to
be
dynamite,
so
please
take
the
time
to
go
out
on
clearwater
beach
and
check
it
out.
I
hope
everybody
has
a
great
easter.
I
do
want
to
identify
a
gentleman
that
we
lost
last
week,
jerry
ferguerski,
who
was
a
mr
countryside.
Along
with
his
wife
who
was
a
mrs
countryside.
A
He
served
on
our
community
development
board
for
years.
He
served
as
the
chairman
of
you
park,
which
turned
into
ark.
He
has
a
child
that
is
still
there,
a
wonderful,
caring,
incredible
man
and
we
have
really
lost
an
asset
to
the
city
of
clearwater
last
week
and
our
prayers
go
out
to
melody
for
gursky
who
lost
her
mother
and
husband
in
two
weeks,
and
she
was
one
of
the
first
fans
to
be
put
into
the
nfl
nfl
hall
of
fame
two-time
cancer
survivor.
So
our
prayers
go
out
to
her
and
our
love
to
jerry.
