citizens

they've
done

has
been

of
clearwater

need

coven

crisis,

vulnerable
citizens

more
at
risk
of
becoming
homeless,
hungry,
addicted
or
spiritually

since
covent

begun,

salvation
army
has
been
entrusted

over
a
half
million
dollars
worth

food.

people

clearwater

upper
pinellas
county.
We
could
not
do
this
without
people
entrusting
us
with
this
responsibility
and
on
behalf
of
the
50
000
plus
people
who
are
assisted
through
the
salvation
army.

september
5th,
we,
the
council,
approved
a
youth
co-sponsor
agreement.
Template
staff
has
been
working
with

youth
co-sponsor
groups
regarding
this,
and
they
have
found
it
very
difficult
for
us
to
meet
that
requirement.

volunteers
sometimes
are
only
there
for
three
months
and
basically,
we
have
looked
at
the
situation
and
are
recommending
that
we
actually
modify
that
standard
template
to
go
from
a
state
level
to
screening
requirement
to
basically
an
approved
equivalence
of
a
screening
requirement,
that's
approved
by
the
city
and
our
risk
manager.
With
that,
I
can
answer
any
questions.

make
a
couple
of
observations
and
I'm
just
wondering
how
much
staff
does
it
take
to
monitor
these
disagreement
because
it
really
is
got
a
lot
in
it

the

last
document

the
whole,
the
entire
document.

personal

It
says
personal
training
is
permitted.
I
Oh
it's
under
the
clearwater
parks
and
rec
regis
residency
guideline.
It
says
personal
training
is
prohibited,
but
I
live
near
frame
tech
park
and
one
time
I
was
surprised
because
there
was
a
man
out
there
with
a
couple
of
kids
and
I
saw
him
come
out
and
he
had
a
key
and
I'm

was
like.

how
do
you
get
a
key
to
this
this

the
requirements,
because,
just
the
week
before
I
had
seen
a
man
with
a
couple
of
young
men
outside
of
the
fence
and
they
were
practicing,
they
were
pitching
outside

which

thought,

beautiful
facility

there's
this
father
with
his
two
kids
pitching
outside
of
the
fence
and
then
a
week
later,
there's
a
man
inside
the
fence
with

lot

I
just
think
that
people
should
take
a
look
at
this
document

realize
how
involved
it
is

for
the
city

manage.

protect

children

the
parents

volunteers
as
best
we
can,

that
we
need

they
live?

come

There
are
several
requirements
because
we
want
to
keep
everyone
safe,

yet
we

them

able

enjoy

sport
that
they

going
to.

has
provided
excellent
facilities,
and
these
youth
groups
provide
the
programming.
If
they
did
not
provide
the
programming,
then
the
city
of
clearwood
would
either
not
have
these
programs
or
we
would
have
to
do
them
and
pay
staff
to
do
them,
so
it
it.
That
may
be
why
it's
so
long,
but
there
we
only
have
so
many
fields.
We
have
to
limit
that.

constitutes

city

staff
reviews
it

completeness.
If
it's
not
complete,
the
staff
sends
you
an
incompleteness
letter
explaining
what
needs
to
be
done
to
complete
it
once
it
is
complete.

when
the
flexible
development
application
was
initially
submitted
on
may
1st,
obviously
many
people
were
working
remote
on
the
developer
side.
This
is
not
a
city
staff
issue
in
terms
of
the
delay,
by
any
stretch
of
the
imagination.

think
it's
important
to
point
out
that
the
city
staff
report
explains
that,
in
order
to
get
to
the
july
cdb,
which
was
the
last
cdb
before
the
august
31st
deadline,
the
application
would
have
needed
to
be
complete.

that
the
application
was
complete
on
august
12th,
I
was
hired
on
july
6
to
try
to
help
facilitate
the
loose
ends
at
the
end,
and
we
do
have
a
submitted
complete
fld

tdr

review
committee
on
september
3rd.
We
are
resubmitting
and
we
should
be
at
cdb
in
october

november
at
the

committee

contribute
to
the
cost
of
residential
development.
The
committee's
objective
is
to
identify
potential
incentives
that
might
encourage
developers
to
to
construct
affordable
housing.
We
use
the
committee's
input
in
creating
a
local
housing
incentive
strategy
which
is
incorporated
into
our
local
housing
assistance
plan
prior
to
this
year.

required
to
assemble
this
committee
every
three
years
as
part
of
our
planning
process
for
that
l-hap.
Earlier
this
year,
the
florida
florida
legislature
made
some
changes
to
the
statute.
We're
now
required
to
convene
this
committee
every
year
and
we're
also
required
to
appoint
a
member
of
city
council
to
the
committee.
The
statute
is
clear
about
which
fields
represented
about
which
fields
must
be
represented.
In
the
makeup
of
the
committee,
a
list
of
the
proposed
committee
members
does
meet
the
statutory
requirements.

will
remain
made
up

neighborhood

affordable
housing
advisory
board
and

have

seven

the
city's
neighborhood
and
affordable

standard

this
resolution
is
that
it
seeks
confirmation
of
two
extensions
of
the
emergency
order.
What's
different
this
time
around
is
that
there
is
a
the
city.
Manager
has
ordered
a
change
to
the
way
that
we
handle
public
nuisances,
and
so
I
guess,
there's
been
an
issue
with
the
public
nuisances
specifically
overgrown
yards.

Apparently
there
are
dozens
that
have
not
been
cut
because
the
process,
the
normal
process
for
that
is
that
it
goes
before
the
municipal
code
enforcement
board
and
then
the
board
issues
an
order,
and
then
staff
goes
and
cuts
those
properties
since,
since
those
meetings
have
been
suspended
for
the
duration
of
emergency,
those
those
orders
have
not
been
going
out
and
those
yards
have
not
been
cut
been
getting
cut
and
the
overgrowth
continues.

manager,
the
emergency,
the
emergency
management
director
has
issued
an
order.
He
has
substituted
a
new
process.
That
process
is
that,
once
staff
identifies
those
properties,
they
give
a
notice
and
a
warning
to
the
property
owner.
If
that
notice
and
warning
goes
unaddressed,
then
staff
will
go
out
and
take
care
of
the
property
and
place
a
lien
on
the
property.

certainly
don't
want
to
have
to
go
to
that
extent,
but
we
also
have
to
keep
the
standards
city
up.

consensus

important

city

cloudwater

even

county,

spread

to
a

and
not
having

widespread
effects
or

the
north
beach.

lots
in
north
beach
and
the
city
currently
has
pro-rated
permits

through
the
end

the
year.

was

of
my
favorite

and

cookies
were
amazing,
so
I'd
suggest
you

female-owned
businesses

brumbach

bob

colonel
in
the
armed
forces
retired
to
clearwater
and
became

eventually

public
solid
waste
director
here

clearwater,

he
lost
a
battle
with
kobe
19
and
his
son
was
an
assistant
city
manager.
