this
item

structure

turf
designs
that
previously
approved
Mercado
public
space
and
the
downtown
Gateway
neighborhood.

space

construction
of
the
Mercado
will
be
integrated
into
streetscape

to
the
previously

shape
structure
caused
exceeding
money's,
budgeted
staff
research
vendors
to
provide
a
high
quality
design.

is

the
same
kind
of

care

Outreach
Center

individuals

the
Hispanic
Community.
We
are
collaboratively
working
on
many
many
initiatives,
so
sister
city
relationships,

city,
so

think
it's
important
that
when
people
make
allegations
that
we
respond
with
the
truth
and
that's
why
I
felt
it
important
to
make
a
statement
about
this
band
of
community.

responding

called

the
Mercado
since

here.

about
a
year
ago.
It's
my
understanding
that
individuals
in
the
East
Gateway
neighborhood
association
had
an
interest
in
changing
it

festival

to
be
responsive
as
staff
to
the
leadership
in
the
neighborhood
or
organizations
and
so
forth.
I
I,
don't
think
it
was
appropriate
for
staff
to
have
changed
the
name.
Hence
the
reason
why
we
brought
that
to
you.

it
affirmative
statement
at
the
last
meeting
that
Mercado
was
the
name
and
so
I
think
there
was
a
mistake
made
with
that.
We
all
make
mistakes,
and
so
we
just
need
to
move
on
it's
the
Mercado.

get
the
project

Thankfully,
we're
going
to
get
it
done
within
the
context
of
this
Construction,
because
it
would
have
been
cost
prohibitive
to
bring
everyone
back

develop.

accused

things

are

blatantly.

many
emails
were

being
accused

accusations

coming

pledge

read

listen
to

communication

plan

funding

2020
Hub,
granted
a
special
allocation
of
Community
Development
block
grant
funds
to
help
local
governments
prepare

event
and
respond
to
the
pandemic.

Senior
received
two
allocations:
total
on
1
million
three
hundred
fifty
one
thousand
five
hundred
sixty
dollars.
So
first
we
plan
to
use
the
funds
to
support
businesses,
businesses
that
were
closing
their
doors
because
of
the
pandemic.
As
the
guidance
rolled
out,
it
became
more
and
more
difficult
to
use
these
funds.
For
that
purpose.
Later
we
shifted
to
helping
people
who
were
financially
impacted
by
the
pandemic,
with
housing
costs.
At
the
time
Pinellas
County
was
implementing
a
rent
assistance
program.
That
was
a
very
well-funded
program
that
would
assist
households
county-wide,
including
Clearwater
residents.

So
we
didn't
see
a
need
to
duplicate
that
program,
so
we
focused
on
the
on
the
home
ownership
side.
We
split
up
a
mortgage
assistance
and
foreclosure
prevention
program.
We
were
surprised
at
the
lack
of
response
to
that
program.
We
helped
some
households,
but
not
to
the
extent
that
we
anticipated
so
now
we're
looking
at
an
expenditure
deadline.
We
need
to
spend
80
percent
of
the
funds
by
20,
June
2023,
so
we're
proposing
to
add
some
eligible
public
facility
Improvement
projects
that
are
ready
to
go.

of
them
are
at
our
club,
Child
Care,
Facilities,
one
in
the
north
Greenwood
and
one
in
the
downtown
Gateway.
At
both
sites.
We
plan
to
fund
improvements
to
the
eight
track:
HVAC
systems
where,

air
flows
through
the
system,
the
virus
is
eliminated,
the
and
also
another
eligible
use
of
cdbgc
funding
is
to
create
outdoor
recreation
opportunities.
So
we're
planning
to
use
these
funds
to
assist
with
the
construction
of
the
recreational
pier
in
Lake
Bellevue
and
also
the
children's

water

city's

reason
for
the
increase
is
required
is
due
to
a
significant
price
increase
of
the
chemical.

2018
the
council

lien
foreclosure
program.

city
in
our
lean
foreclosures.
That
program
has
been
pretty
successful
and
has
actually
cleaned
up

really
bad
properties,
so
I've
been
pretty
pleased
with
how

program
has
been
going
overall.

one
aspect
of
the
contract
that
I
would
like
to
tweak
has
to
do
with
the
accounting
of
how
the
money
comes
in

how
it's
reported

we
send
money
out.

under
the
current
agreement
that
was
drafted

2018

a
case
settles,
let's
say
that
the
lawsuit
settles
for
a
hundred
thousand
dollars.
To
give
an
example,
what
will
happen
procedurally
is
that
the
entire
amount
comes
to
the
city,
so
the
hundred
thousand
dollars
comes
to
us.

receive
that
money
have
to
process
it
through
accounting
and
then
afterward
have
to
cut
a
check
back
out
of
that
same
transaction
to
Mr
Weidner
because
he
gets
paid
enough
contingency
fees.
His
contingency
is
approximately
one-third

settlement
amount,

on
exactly
when
it
happens
in
the
process.

fond
of
that
because
at
best
it

extra
accounting
work
and,
at
worst,
there's

distribution

those

submit
Grant
applications.

third
of
that

we
have
these
no
fewer

time
than

families.

know
with
children
that
are
living
on
the
street.

shelter
beds
we
need
for
families
who
suddenly
become
homeless

these
were
some
of
the
programs
that
people
submitted
their
applications

were
for
case
management,
housing,
navigation,

Outreach,
scattered

permanent
housing,
Supportive
Housing.

So
these
are
people
that
have
some
permanent
disabilities
and
are
not
able
to
live,
maybe
on
their
own
and
they
need
supports,
and
and
so
we
we
have
a
years-long
wait
list
for
a
permanent
Supportive,
Housing,
coordinated
entry,
housing
stability,
stabilization
and
the
soar
program,
and
we
ended
up
giving
allocating
a
lot
of
money
to
the
soar
program
and
home
and
the
soar
program.
Again.
If
we
get
this
funds,
it'll
go
out.
The
soar
program
is
a
national
program
that
works
to
supplement
security
income.

These
are
adults
and
kids
with
disability,
blindness,
disability
and
or
blindness,
and
over
65
income
constrained
and
Social
Security
disability
income.
This
is
mostly
disability
that
relates
to
work
and
work
credits,
and
so
this
is
to
outreach
access
and
recover
these
funds
to
educate
and
Empower
people
to
actually
receive
the
money
that
they
are
entitled
to.
So
there's
Federal
money
out
there
that
people
are
entitled
to
that.
A
lot
of
them
don't
know,
is
out
there
or
need
help
in
in
accessing
it
and
getting
it,
and
so
what
better
way?
Those
aren't
local
funds
right.

help
pay
for
homeless
Outreach
engagement,
Specialists
one
Outreach
engagement
specialist
is
required
to
be
a
formerly
homeless
individual.
So
someone
within
the
last
seven
years

so
has
experienced
homelessness.

HUD
is
really
focusing
on
we're
going
to
be
held
accountable
for
having
people
who
are
formerly
homeless,
engaged
in
all
of
our
committee
work,
our
executive
board
and
in
programs
that
we
deliver.

this

one
way

we'll
be
doing
that
one
targeted
case
manager
supported
by
a
supervisor
and
this
hmis,
which
is
the
data
entry
software
that
that
nonprofits
are
required
to
pay
for
and
utilize
in
order

get
those
federal
funds.

a
cost,
and
so
you
know
we're
going
to
fund
that,
and
so
the
last
thing
is
it's
targeted
and
dispatched
to
help.

Unsheltered
individuals
with
severe
service
needs
gain
access
to
medical,
social,

vocational

other
necessary

either
directly
through
this
would
be
directions

Living
that

receive
this
money

through
Community
Partnerships

an

on
that
we're

our
fingers

get

out

impact

the
county
for

on

request
for

departments
for
money
on
contracts,
and
you

they
put
a
contingency
on
there
and
I
feel
that
being
a
general
contractor
for
years,
whenever
you're
bidding
something

mean
it's
usually
in
the
contract,
you
put
a
contingency
for
price
changes
in
materials
and
whatever
so
I.
Don't
know
why
we
have
to
bring
that
to
counsel
for
that
I
think
we've
got
something
in
the
do.
We
have
something
in
the
ordinance
that
says
if
we
have
some
type
of
a
contingency
anyway,.

have
two
different
two
different
types
of
contracts.
Really
when
it
comes
to
the
contingencies
you
know,
one
of
them
is
all
of
our
construction
contracts
and
I
would
distinguish
our
construction
contracts
from
everything
else.
You
know
that
we
do
all

our
own
modernities
Services.
When
it
comes
to
construction
contracts,
we
generally
did
it
as
a
GMP,
meaning
a
guaranteed
maximum
price
that
is
designed
and
as
most
governments,
we
want
to
have
a
ceiling
on
our
liability.

don't
want
to
have
cost
overruns
or
be
responsible
for
that.

So,
when
we
put
out
for
a
GMP,
the
contractor
will
give
us
one
top
dollar
price
and
say
City.
Your
price
will
not
exceed
this
amount
under
any
circumstances.
Unless
you
have
a
change
order
and
things
like
that,
that
GMP
does
should
and
normally
will
include
a
contingency.
How
we
typically
do
require
that
as
part
of
the
GMP
where
I
had
had
the
concern
personally
about
contingencies
is
outside
of
our
construction
contracts.

So
if
we're
buying
Commodities
products,
you
know
widgets,
you
know
as
I
call
them
and
those
types
of
contracts
we
probably
should
not
have
contingencies.

don't
think.
There's
any
basis
in
our
code
to
have
contingencies

price

each
widget
is
generally
fixed.
There's
really
no
reason
to
have
a
cost
over
run
or
anything

we're
talking
about
Goods,

construction

that
GMP
should
include

contingency

decision

forward

citizens.

about

we
didn't
have
a
public
meeting
out
in
the
community
about
it

think,
is
surprising
and
maybe
a
little
bit
disappointing.

know
that
the
vice
Mayors
asked
for
public
meetings
on
many
of
occasions
for
expenditures
that
don't
come
close
to
34
million
dollars,
and
so
I
want
to
have
another
discussion
about
the
City
Hall.

the

would
appreciate
