A
Like
to
call
to
order
the
April
2nd
meeting
of
the
Clearwater
City
Council,
would
you
please
join
me
for
the
invocation
and
the
Pledge
of
Allegiance
holy
God
holy
mighty
holy
mortal
the
Lord,
our
God.
The
prophets
write
that
we
should
be
strong
and
of
good
courage
that
we
should
not
be
afraid
or
dismayed
for
you
are
with
us
wherever
we
go
yet
you
know
how
difficult
it
is
sometimes
for
us
to
endure.
So
we
begin
our
prayer
with
this
simple
plea.
A
Lord
have
mercy,
lord
have
mercy,
lord
have
mercy,
and
we
ask
that
our
supplications
rise
up
to
your
heavenly
throne
as
incense
for
you're,
the
healer
of
our
souls
and
bodies.
It
is
to
you
that
we
come
with
bowed
head
to
ask
you
to
protect
and
heal
us
from
the
coronavirus,
the
Lord,
our
God
as
we
pray
for
our
deliverance
from
all
affliction,
wrath,
danger
and
distress
associated
with
this
disease.
A
We
also
remember
to
you
those
who
lead
the
fight
against
the
coronavirus,
the
doctors,
medical
personnel,
scientists
and,
first
responders
across
the
globe,
the
Lord,
our
God.
We
gather
tonight
to
administer
the
oath
of
office
to
Frank,
Hobart,
Kathleen,
Backman
and
Burt
mark
bunker,
and
we
pray
that
your
unseen
hand
guide
them
as
they
join
council
members,
David,
Albritton
and
Hoyt
Hamilton
in
leading
the
city,
the
Lord,
our
God.
A
We
also
give
thanks
for
the
service
of
councilmembers
Bob
conduct
and
Jake
Paul
glaze,
keep
them
under
the
shadow
of
your
wings
and
grant
them
length
of
days,
good
health
and
the
comfort
of
knowing
that
they
served
well.
The
Lord
our
God
is
a
new
chapter
begins
tonight
for
the
city
of
Clearwater,
with
its
newly
elected
leaders.
I
give
thanks
to
you
and
to
the
citizens
of
Clearwater
for
allowing
me
to
be
their
representative
in
there
as
I
leave
this
seat.
A
B
Thank
you,
sir,
five
years
ago,
when
I
was
thinking
about
running
for
the
Florida
City
City
Council,
that's
when
I
just
started,
and
a
friend
encouraged
me
to
run
and
as
I
jokingly
tell
the
story.
I
I
took
his
bad
advice
and
one
surprising
me
and
my
opponent
and
pretty
much
everybody
else.
I
have
enjoyed
these
last
four
years.
Working
with
my
fellow
council
members,
we
didn't
always
agree
on
every
matter.
How
boring
would
that
be?
B
We
we've
been
collegial
and
that
worked
well
together
as
a
team
I
do
believe,
and
we
have.
We
have
accomplished
quite
a
bit
in
the
last
in
the
last
four
years,
although
it
was
controversial
at
the
time
our
move
out
of
the
Old
City
Hall
forced
us
to
address
seriously
the
construction
of
a
new
City
Hall
topic
of
conversation.
I,
don't
know
how
many
decades
old
the
planning
work
that
we've
done.
What
I
call
down
the
hill.
B
Turning
the
parking
lot
into
a
park
will
one
day
be
a
beautiful
new
park
for
all
of
our
resident.
Some
visitors,
despite
the
naysayers,
Jack
Russells
stadium,
now
being
used
by
Clearwater
high
school
in
st.
Petersburg
College,
is
a
benefit
to
the
neighborhood
and
the
city.
I
was
thrilled
to
see
that
revitalized.
B
Also,
a
lot
of
folks
don't
know
it,
but
there
are
a
number
of
nonprofits,
also
helping
those
who
get
out
of
jail,
obtain
jobs
and
assimilate
back
into
society
and
I
for
several
years
worked
with
the
with
one
of
those
organizations.
I
want
to
thank
this
staff
at
C,
Hall
and
throughout
Clearwater.
The
employees
have
been
kind
to
this
widower
and
have
come
to
view
and
I've
come
to
view
them.
As
my
extended
family
I've
been
privileged
to
become
friends
with
so
many
citizens
in
neighborhoods
throughout
Clearwater
and
more
friends
really
than
I.
B
Think
I've
ever
had
in
one
place
in
the
23
I
guess
nearly
24
years
I've
been
here
now,
since
the
election
I've
had
a
number
of
friends
and
associates
asked
what
my
plans
are
for
in
the
future.
I'll
go
back
to
teaching
on
probably
a
little
more
than
a
part-time
basis
and
we'll
see
what
adventure
has
come
down
the
road
for
me
thousand
thanks
to
all
of
you.
God
bless
you
and
god
bless
and
guide
the
new
City
Council.
Thank
you.
A
C
Robert
yeah,
Bob,
I,
didn't
know
you
very
well
when
you
when
I
came
on
council,
but
I've
got
to
know
you
very
well.
This
last
two
years
and
I've
really
enjoyed
working
with
you
I
think
you
have
a
big
heart
for
the
city
of
Clearwater
and
I.
Just
want
to
thank
you
for
your
service
and
being
out
there
in
the
neighborhoods
in
the
public
and
doing
everything
you
did
I
wish
you
well
on
your
other
endeavors
in
the
future.
D
Not
to
sound
like
a
repeat,
but
yes,
absolutely
Bob
you've
been
a
stalwart
city.
Councilors
councilman,
yeah
I
applaud
you
for
your
initiative
of
waiting
with
citizens
and
our
libraries,
apparently
the
regular
basis
and
and
you've
always
been.
You
know,
sort
of
dedicated
and
focused
on
this
job.
We
didn't
always
agree
on
some
votes
and
that's
that's
a
good
thing.
That
means
all
opinions
and
voices
are
being
heard,
but
it's
a
it's
been
a
pleasure
working
with
you
for
the
last
four
years
and
I
know
now
that
you
doubt
be
teaching
more
full-time
schedule.
D
E
E
You
gave
many
residents
a
voice
during
our
council
meetings
through
your
remarks
and
make
sure
their
concerns
were
made
known
to
be
in
my
role
as
city
manager
and
I
appreciated
that
as
a
certified
member
of
the
Sons
of
the
American
Revolution,
you
kept
1776
alive
and
well
in
our
minds
as
you
interact
it
with
us
staff
and
citizens
alive.
We
celebrate
your
honorable
service
and
we
know
that
you
helped
a
lot
of
people
receive
the
full
measure
of
support
that
Clearwater
was
preferred
to
give
them.
F
Councilman
Kenneth,
it
has
been
a
pleasure
working
with
you
for
the
past
four
years
we
have
met
virtually
every
week
spent
many
hours
together.
You
have
been
one
of
the
kindest
people,
I
think
I've
ever
met.
Well,
your
consideration
for
every
citizen
and
Hinkler
water
has
always
been
so
touching
and
impressive
to
me.
No
one
ever
approached
you
that
you
wouldn't
listen
to
and
you
wouldn't
try
to
do
something
for,
even
if
you
had
to
do
it
yourself
and
it
wasn't
something
the
city
can
do.
I
will
miss.
You
I
will
miss
our
meetings.
A
When
we
in
this
quarantine
and
social
distancing,
I
want
us
to
have
a
big
party
celebrating
the
city
of
Clearwater,
like
we
did
for
the
100th
anniversary,
I
can't
think
of
a
better
way
to
try
to
bring
everybody
back
together
and
I.
Just
on
behalf
of
Carolyn
myself.
I
want
to
thank
the
citizens
of
Clearwater
want
to
thank
our
staff
Mike,
our
colleagues
on
the
council
since
I
started
serving
it
has
been
a
joy
being
able
to
represent
and
work
with
each
one
of
you
and
to.
B
C
Mr.
mayor,
if
you
don't
mind
I'd
like
to
repeat
what
I
said
last
meeting,
that
was
a
little
premature
but
I'm
glad
I
said
it
to
your
face
because
I
didn't
know,
this
meeting
might
have
been
a
virtual
meeting,
but
I
really
enjoyed
working
with
you
and
we
didn't
see
eye
to
eye
all
the
time
and
that's
fine,
but
you
were
very
again
I.
Think
do
you
love
Clearwater
and
that's
what
I
love
about
you.
You
have
the
best
in
your
mind
and
you
stayed
that
course
on
everything
that
you've
decided
on.
D
George,
you
and
I
are
kind
of
forever
entwined
we
can
when
I
left
the
council
in
2006.
You
took
my
place
and
you've
been
on
this
body
ever
since,
and
then
when
I
was
came
back,
the
water
was
able
to
get
elected
back
onto
here.
I've
had
it's
been
a
joy
working
with
you
with
you
for
the
last
six
years.
D
A
tough
act
to
follow,
I'm
glad
I'm
not
going
doing
it.
My
my
friend
Frank
is
gonna
have
to
do
his
best
and
I'm
looking
forward
to
working
with
him,
because
we've
worked
together
before
as
well,
but
you
are
you're
more
than
more
than
my
mayor,
you're.
Also
my
friend
and
I
hope
to
see
you
and
Carolyn.
Often
you
have
an
open
table
at
the
bottom
of
the
lane
and
whatever.
B
I'm
also
amazed
at
how
many
places
that
he
visits
for
city
events.
Most
of
you
know
that
I
try
to
get
to
as
many
as
I
can
and
sometimes
the
only
I'm,
the
only
one
there,
but
most
of
the
time
the
mayor
is
already
there
and,
and
then
I
read
the
next
day
on
two
days
later
on
Facebook.
That
he's
been
to
two
other
places
that
I
didn't
didn't
even
know
where
events
that
he
had
gone
and
so
I
learned
an
awful
lot
from
him
and
from
George
about
what
it's.
B
E
It
wasn't
just
the
remarks
that
you
made
on
the
Dyess
or
the
prayers,
but
the
small,
more
intimate
discussions
that
revealed
your
commitment
to
do
the
right
thing
in
a
true
example
of
agape
love.
You've
cared
deeply
about
the
staff,
with
the
special
appreciation
for
the
employees
on
the
low
end
of
the
pay
scale.
You've.
E
Unwavering
support
for
the
city
staff,
even
when
you
did
not
agree
with
us
when
you
disagree
with
us,
you
always
told
us
why,
and
we
appreciated
that
very
much.
You
will
always
be
known
in
some
circles
as
the
city
photographer,
who
created
an
unofficial
narrative
through
the
many
photographs
you
took
and
uploaded
to
your
Facebook
page,
your
photographs
suggested
that
you
were
every
word
and
since
your
gracious
wife,
Carolyn
was
always
with
you.
E
We
frequently
have
held
for
prayer
vigils
to
keep
her
from
being
completely
exhausted,
just
kidding,
perhaps
the
most
important
aspect
of
your
time
as
mayor
was
your
love
for
Couture.
As
your
tenure
is
merited,
you
gave
us
a
glimpse
inside
your
heart
and
we
saw
how
much
you
cared
about
this
city.
That
is
perhaps
the
most
admirable
trait
that
any
of
us
would
ever
want
to
see
in
our
mayor.
You
hit
that
baseball
on
the
numbers
and
we,
as
City
residents,
appreciated
it
very
much
major
accreditors.
We
bid
Charla
and
Youth
a
blessed
firm.
F
That's
very
hard
to
follow
that
was
beautiful.
Mayor
I've
enjoyed
very
much
working
with
you
these
past
14
years.
We
have
had
so
many
conversations
about
so
many
different
things
government
in
all
its
phases.
In
all
its
ranges,
I
will
miss
those
conversations
very
much.
You
are
a
great
friend.
You
are
a
wonderful
mayor.
A
H
Thank
you
very
much.
Mr.
mayor
kind
of
other
councilmembers
I
prepared
some
comments
and
I
wanted
to
include
mr.
Paul
glace,
because
he
is
also
leaving,
and
the
three
of
you
have
been
an
important
part
of
the
clear
water
council
and
the
community
I
appreciate
having
the
opportunity
to
formally
address
the
council
and
express
my
appreciation
to
you.
Even
in
these
difficult
times,
I
would
admit
that
we
haven't
always
agreed
on
every
action.
H
Sometimes
quite
differently
disagreed,
but
that
is
the
way
our
system
of
government
works
and
the
community
benefits
from
the
diversity
of
perspective
perspectives.
Mayor
critic
is
your
last.
Eight
years
have
been
distinguished
by
being
your
being
out
everywhere
in
the
community
at
all
kinds
of
groups
and
events.
H
H
During
the
meetings
and
a
comment
addressed
to
councilmember
Paul
glaze,
he
had
passion
for
Clearwater
and
downtown
activities,
and
I
would
especially
recognize
his
service
with
me
when
I
was
on
the
council
and
we
had
a
downtown
subcommittee
of
the
council
during
his
first
term
and
I'm
so
pleased
that
in
December
of
2018,
he
helped
see
through
the
revisions
to
the
downtown
sign
code
that
we
together
had
proposed
back
in
2000
twelve.
So
to
all
of
you,
thank
you
for
being
open
to
me
and
to
the
Clearwater
neighborhood
coalition.
I.
A
And
thanks
for
reminding
us
about
mr.
Pogue
leisa,
he
was
not
able
to
be
here
this
evening.
Mr.
poke
glaze
has
sort
of
been
like
the
Energizer
Bunny
of
all
of
us.
He
just
had
this
drive
and
determination
to
try
to
make
downtown
succeed
and
we
thank
him
for
all
the
work
that
he's
done
over
the
years.
So
with
that
I
will
ask
the
city
clerk
to
administer
the
oath
of
offices
to
see
new
council
members
and
mayor.
J
I
Good
evening,
everyone,
this
is
always
normally
such
a
celebration,
as
there
is
the
turning
over
it's.
It's
somewhat
ironic
that
eight
years
ago,
I
turned
the
gavel
over
to
Merrick
rheticus
and
tonight
he
turns
it
back
over
to
me,
but
I
do
want
to
say
a
couple
things
about
the
mayor
and
mr.
pol
glaze
and
mr.
Cundiff,
because
I've
watched
them
throughout
their
careers.
Well
not
George
his
early
career,
but
this
ends
a
chapter
of
over
50
years
of
public
service,
but
it
is
not
the
last
chapter
for
the
bear.
I
I
know
that
he's
been
very
devoted
and
given
incredible
amounts
of
time
to
the
city
of
Clearwater
and
I,
appreciate
that
his
integrity
is
never
been
questioned
in
his
entire
term.
As
mayor
and
councilmember
in
his
previous
lives
up
in
Washington,
he
gave
us
incredible
experience
up
in
Washington
and
really
guided
us
to
all
the
people
that
we
needed
to
talk
to
that
was
invaluable.
I
Things
are
said
about
them.
Sometimes
that
are
absolutely
not
true.
Their
motives
are
questioned
and
Carolyn
has
been
such
a
stalwart.
What
a
wonderful
first
lady
of
Clearwater
carolyn
has
been
yeah.
We
wish
we
was
here
tonight,
but
we
understand
why
she
isn't
and
we
look
forward
to
that
celebration.
I
think
back
to
our
trip
in
Japan,
which
was
an
incredible
opportunity
to
really
get
to
know
one
another.
I
I
You
also
serve
in
so
many
other
ways
with
elections,
the
incredible
blood
donations,
you've
done
throughout
the
years,
I
think
you're
over
how
many
gallons
now
60
gallons
incredible.
He
delivers
organ
transplant
to
donors
are
from
donors
and
I
just
want
to
thank
him
for
all
he's
done
and
I
look
forward
to
what
that
next
chapter
is.
Thank
you.
Mary.
I
Councilman
Cundiff
I
want
to
thank
you
for
your
open-mindedness
and
being
out
there
and
really
listening
to
citizens.
I
appreciated
your
listening
tours.
I
always
thought
that
that
was
marvelous.
Your
devotion
to
the
city
into
the
arts
and
I
look
forward
to
your
commitment
that
will
be
continued
to
educating
our
next
generation.
Thank
you
for
all.
You
have
done
and
then
to
councilman
Paul,
glaze
I'm.
Sorry
he's
not
here
he
was.
He
really
wants
to
protect
his
family.
I
He
has
some
young
grandchildren
in
the
house
and
that's
really
critical,
but
his

So
we've
had
a
couple
meetings
to
talk
about
recovery
after
this
crisis
has
passed
and
I
think
it
is
important
that
we
start
to
already
prepare
the
ground
so
that
it's
fertile
when
that
time
comes,
we've
talked
we've
had
a

and
I
would
like
your

that

a
liaison
between
the

also
give
some
guidance.
My
hope
is
that
it
will
be
a
two
pronged
approach.
I
The
first
is
that
we
get
some
real
experts
on
helping
businesses
take
advantage
of
the
Care
Act,
because
it
is
pretty
difficult
waters
to
navigate.
We
want
to
make
sure
that
all
of
our
businesses
are
taking
advantage
of
everything
that
is
in
the
bill.
So
that's.
The
first
part,
I
have
talked
to
Harry
Glenn,
who
has
been
very
helpful
out
of
Washington
I,
think
he's
got
a
very
good
handle
on
things.
I
The
second
part
of
the
initiative
would
be
to
figure
out
ways
to
position
the
city
in
our
businesses
so
that
when
we
get
back
to
somewhat
normal
ER
times,
we
can
really
hit
the
ground
running,
and
so
that
really
would
be
the
focus
of
both
of
the
of
this
group
and
we've
been
looking
at
different
folks
from
different
industries
around
the
city
who
have
good
reputations,
who
really
know
the
city,
the
business
environment
that
they
could
be
on.
Don't
want
to
be
too
big.
So
it's
cumbersome
talk
to
Denise
this
afternoon
at
length.
I
She's
got
a
lot
of
great
ideas.
Mr.
horn
and
I
talked
about
this
and
I
think
she's.
Obviously,
the
right
person
from
economic
development
to
be
the
liaison
between
the
city
and
the
tasks
or
so.
If
you
have
input
I,
would
love
for
you
to
run
that
either
here
now
or
through
the
city
manager
in
Denise.
But
I
would
ask
for
your
support
for
that.
Yes,.
C
Sir
yeah
I'm
glad
you
brought
that
up
because
you
know
I've
already
started
hearing
from
people
that
have
businesses
that
are
know,
I
know
are
gonna
need
help
and
instead
of
waiting
to
the
last
moment,
I
think
it's
prudent
to
lay
the
groundwork
for
this
recovery.
That
will
happen
whenever
it
happens,
but
there's
gonna
be
a
lot
of
people
get
the
economy
jumped
again
and
get
Clearwater
back
in
a
good
position.
I
think
we
do
need
to
be
talking
about
this
now
and
figuring
out
what
we
can
do.
That's
supportive.
D
I
think
Denise
is
the
right
person
without
a
doubt,
because
you
know
when
we
do
come
out
of
this.
It's
not
going
to
be
I
would
be
shocked
if
it
is
when
we
do
come
out
of
this.
It's
not
going
to
be
just
open
the
floodgates
and
off
we
go.
It's
gonna
be
a
gradual,
it's
kind
of
the
way
we
the
way
we
close
down
is
going
to
be
the
way
we
open
back
up.
D
D
The
retail
stores
still
gonna
have
to
you
know,
maintain
a
little
bit
of
distancing
and
whatnot
before
we
get
back
to
you
know,
sitting
shoulder
to
shoulder
at
Tropicana
Field
watching
Ray's
games,
I,
think
you're
exactly
right,
but
I
think
I,
think
Denise
being
on
there
and
the
chamber
and
the
city
working
cohesively
can
get
the
message
out
to
the
community
on
exactly
what
that
is,
and
and
really
put
the
plan
out
there.
Clearly,
so
that
it
is
a
worthy
and
successful
reentry
into.
D
I
L
Was
on
the
two
calls,
the
two
most
recent
calls
with
amplified
Clearwater
and
then
have
talked
to
Sherry
Holloman
today
and
Jenny
Barrow
would
amplify
and
and
I
to
agree
that
it's
a
good
idea
to
have
a
point
person
through
the
city
that
would
work
with
amplify
as
well.
Would
we
want
somebody
from
legal
department
to
assist
with
that,
as
well
as
far
as
the
parameters
for
filing
for
those
loans,
so
as
I
understand
that
the
loans
can
start
to
be
applied
for
tomorrow,
which
is
going
to
be
pretty
chaotic
for
businesses?
L
But
you
know,
I
mean
there's
a
whole
lot
to
navigate
and
they
have
a
lot
of
questions
about.
You
know
whether
or
not
you
terminate
employees
and
let
them
file
for
unemployment.
Do
you
hold
them
on
and
and
get
eight
weeks
of
unemployment
too?
You
know,
so
all
that
stuff
is
it's
not
ironed
out
yet
and
I
know.
There's
anxiety
with
the
business
owners.
I've
talked
to.
I
F
Is
not
the
kind
of
we
don't
practice
in
the
private
practice
area,
and
so
this
is
not
something
that
we
would
have
any
familiarity
with,
or
knowledge
on.
There
are
people
who
are
much
more
qualified
than
the
legal
department
to
provide
advice
to
private
individuals.
We
provide
advice
to
the
city,
not
to
private
and.
F
I
L
I
think
I
unified,
accurate
and
cohesive.
You
know
communication
that
I
don't
know
if
the
city
puts
our
stamp
of
approval
on,
but
I
think
businesses
want
to
know
where
it's
the
most
accurate
information
that
they're
all
going
to
get
the
same
message
consistently.
And
what
would
this
task
force
like?
How
many
and
what
do
you
envision
it
as
being
visioning.
I
D
L
Can
I
ask
a
question
so
I
I
know
that
I
mean
I
would
have
faith
in
almost
all
of
our
business
owners
would
act
in
very
good
faith,
but
would
there
be
someone
on
that
task
force
that
would
represent
workers?
You
know
minimum
wage
workers
are
service
workers
and
not
necessarily
business
owners.
Only
on
that
task
force
we.
L
I
C
I
E
Amplify
in
the
city,
we
have
really
deepen
our
relationships
and
I.
Think
Amanda
Payne
has
done
an
excellent
job.
We've
kind
of
walked
hand
in
hand
through
this
code
at
19
experience
and
what
I've
tried
to
emphasize
is
we'd
like
to
hear
from
the
business
perspective.
What
works
for
them
I
mean
that's
the
kind
of
input
food
that
helps
us
do
a
better
job
of
supporting
them.
E
So
that's
number
one
number
two
is
that
I
also
would
not
like
to
blow
past
the
partnership,
because
what
could
happen
is
that
we
develop
these
great
relationships
with
amplify.
We
have
these
partnerships,
we're
doing
things,
and
then
we
just
don't
have
as
much
involvement
or
participation
by
the
partnership
which
I've
always
felt
does
have
something
to
come
to
bring
to
the
table,
but
it
doesn't
seem
like
we're
connected
in
any
way
and-
and
so
I
just
thought.
E
It
was
just
something
unique
about
that
private
sector
perspective
that
was
unique
and
different
from
the
other
two
and
you
know,
I,
have
to
say
it
just
hasn't,
manifested
itself
now
that
we
experiencing
over
19
the
world's
changing
which
we're
going
to
move
it
into
a
new
normal.
This.
This
may
be
the
best
opportunity
to
really
understand
and
bring
in
some
sort
of
problem
in
front
of
partnership.
So
I
just
I
know.
D
I
I
When
I
left
office
of
2012
Merrick
rheticus
did
some
things
differently
than
I
did
and
I'm
probably
going
to
change
back
to
doing
some
of
the
things
the
way
I
did
them
back
then
I'd
like
to
go
back
to
the
way
I
felt
more
comfortable,
I.
Think
that's
one
of
the
benefits
of
being
there
and
winning
the
election
is
that
with
all
of
you
in
agreement,
there
are
some
things
I
would
like
to
go
back
to.
The
first
is
that
I
would
like
to
go
back
to
having
some
discussion
at
work
sessions.
I
I,
think
that
is
kind
of
our
time.
I
think
it
gives
everybody
a
better
idea
of
what
to
anticipate.
Have
the
actual
council
meetings.
We
certainly
have
a
lot
of
discussions.
I
know
that
there
was
a
reason
that
you
know
you
all
went
away
from
that
and
I
mean
I
caveat
it
with
the
fact
that
we
keep
under
control
and
the
length
of
the
meetings
don't
get
out
of
him,
but
I
think
it
is
helpful
to
have
discussion,
not
just
questions
yeah,
but
that
is
a
rule
that
has
to
be
changed.
I
I
The
second
is,
I,
probably
did
well,
it's
not
probably
I
did
not
follow
Robert's
Rules
as
closely
and
during
council
meetings.
I,
actually
like
a
little
bit
of
discussion
before
a
motion
is
made
so
that
we
can
build
consensus
and
that
emotion
be
made
I
understand,
there's
control
issues
there,
but
I
don't
believe
that
we
ever
had
any
problems
in
the
seven
years.
That
I
was
mayor
and
I
thought
that
in
many
ways
that
streamlined
the
process,
because
once
a
motion
was
made,
I
think
we
knew
where
it
was
going.
I
I
Another
thing
I'd
like
to
do
is
I'd
like
to
answer
questions
from
citizens
to
be
heard.
After
all,
of
citizens
to
be
heard
is
complete.
If
we
can
answer
them
oftentimes
there
are
staff
members
that
have
to
be
consulted.
They
aren't
in
the
audience
when
that
occurs,
we're
gonna
get
the
person's
name
telephone
number
and
contact
information,
and
we
will
get
them
an
answer,
but
I
know
that
some
of
those
have
been
answered
at
the
end
of
the
meeting.
I,
don't
see
any
need
for
somebody
to
wait.
I
E
If
we
know
this
is
a
person
who's,
citizens
together
is
going
to
bring
something
forward
and
we'll
have
a
question,
and
we
know
about
a
well
in
advance.
They
will
try,
to
you,
know,
have
a
resource
here
so
that
so
that
we
can
address
it.
Otherwise,
like
you
pointed
out,
if
we
don't
have
the
expertise
here
to
take
the
name
and
phone
number
and
then
the
next
meeting,
we
can
certainly
address
it.
We
can
also
advise
you
all
as
to
what
the
answer
is
very.
I
Good
before
we
go
to
council
comments,
we've
had
a
lot
of
questions
coming
at
about
a
lot
of
different
things.
We've
only
been
back
this
week,
you
all
have
been
around
this
is
a
really
unusual
environment.
We're
functioning
under,
and
so
the
city
is
going
to
be
as
responsive
as
it
possibly
can,
but
just
understand
that
those
personnel
who
are
not
necessary
are
following
the
governor's
order
and
they
are
at
home
if
they
can
work
via
computer.
They
are,
but
so
we
do
not
have
all
hands
on
deck
right
now.
I
So
I
would
ask
citizens
for
a
bit
of
patience
in
getting
responses
on
different
things
and
understand
that,
just
like
everything
else
in
your
life
right
now,
this
isn't
normal.
We
are
under
abnormal
circumstances,
and
so
reactions
and
service
will
be
a
little
bit
different
as
we
try
to
keep
people
safe,
which
is
our
number
one.
I
Priority
and
I
just
want
people
to
understand
and
remember
that
and
if
you're
getting
out
of
sorts
I
think
you
need
to
take
a
deep
breath
and
ask
am
I
being
rational
and
reasonable,
because
I
think
everybody
is
trying
to
deliver
a
really
high
level
of
service
under
very
stressful
circumstances
and
I.
Don't
know
if
you
want
to
add
to
that.
You
said:
okay,
so
council
comments.
Ladies
first
I.
L
Just
have
a
couple
things
that
I
I
wanted
to
first
say
thank
you
to
emeritus
and
council
members,
Paul
glaze
in
Conda
for
their
service
to
the
city
and
their
dedication.
There
are
big
shoes
to
fill
I'm
excited
to
have
this
opportunity
and
humbled
and
and
looking
forward
to
making
a
difference.
I
wanted
to
say
thank
you
to
our
city,
clerk,
Rosemarie
call
and
to
city
manager,
mr.
horn
and
City
Attorney,
Pam,
akin
and
patty
Kolakowski,
for
helping
me
to
get
settled
into
my
duties
on
day.
L
Four
here
after
being
officially
sworn
in,
so
I'm
excited,
there
are
just
there
were
three
things
I
was
concerned
about.
One
of
them
is
the
small
businesses
which
we've
already
addressed,
so
that's
great,
but
I
am
worried,
I
think
about
the
homeless
in
our
community
and
how
we're
best
going
to
serve
them
and
I
I
worry
about
increasing
our
attention
to
hygiene
and
sanitation
and
and
where
they're
gonna
be
housed,
and
you
know
we
haven't
had
any
rain,
but
I
just
worry
about
the
stress
level
and
taking
care
of
them.
L
Think
it's
an
opportunity
and
I
hope
that
we
can
take
advantage
of
that
as
well
and
that
it
continues
on
after
kovat.
19
is
gone
because
the
outpouring
of
concern
and
care
that
I
see
is,
is
you
know
commendable,
but
there's
more
to
do.
There's
a
lot
of
stress
and
worry
and
I'm
concerned
about
our
residents.
I
really
am.
C
Well,
I
wanted
to
just
welcome
you
to
counsel
and
mr.
bunker
and
mayor
I,
look
forward
to
my
two
years
of
working
with
you
and
I
think
we
can
get
a
lot
done.
I
just
wanted
to
kind
of
mirror
what
you
said,
but
maybe
in
a
different
way,
everybody's
in
this
together
and
that's
the
thing
that
I
think
brings
people
together
is
because
we're
all
in
this
together.
C
The
city
is
a
business
and
we've
got
nineteen
hundred
employees
and
our
employees
have
been
cut
back
just
like
all
other
businesses
have
so
please
be
patient.
We're
trying
to
you
know:
we've
we
have
to
do
extra
things
for
our
very
secure
places
like
our
water
treatment
plants
and
sewer
treatment
plants,
to
make
sure
that
if
some
infection
goes
there,
we've
got
people
to
run
it
and
we're
making
every
effort,
our
city
management,
making
every
effort
to
try
to
keep
this
big
thing
rolling
during
this
time.
So
we
want
to
hear
from
you.
C
We
still
want
to
hear,
but
just
be
patient
with
city
of
Clearwater
we're
doing
the
best
we
can
and
we'll
try
to
keep.
You
know
safety
number
one
and
then
all
the
other
services
will
probably
be
like
your
yard.
Waste
pickup
I.
Think
a
lot
of
people
didn't
get
that
message.
That's
gonna
be
cut
back,
so
just
be
patient
and
and
we're
gonna
try
to
do
the
best
we
can
here.
C
The
mayor
bringing
up
the
the
recovery
process
was
very
good
news
to
hear
because
I'm
glad
we're
gonna
be
starting
to
talk
about
that,
because
we're
gonna
need
to
bring
this
economy
back.
When
this
all
gets
past
us
and
I
just
want
to
bring
this
out.
I
know
the
last
time
we
had
a
special
meeting.
We
were
talking
about
closing
the
beaches
and
and
then
everything
seemed
to
happen.
Boom
boom
boom
right
after
another
and
every
day
we're
getting
something
new.
This
is
a
serious
event.
That's
going
on.
C
Everybody
needs
to
take
it
seriously
and
do
your
social
distancing.
Do
your
part
in
this
and
I
know
the
businesses
are
in
Clearwater
everybody's
really
going
out
of
their
way
to
really
conform
with
the
CDC
and
all
the
requirements,
and
thus
the
executive
orders.
So
let's
do
the
best
we
can
and
try
to
get
through
this
as
quickly
as
we
can
thank.
D
D
You
know
we
have
originally
had
suspended
that
people
didn't
get
that
message
and
they
were
because
everybody
has
time
on
their
hands
now
that
they
haven't
had
they're,
taking
this
opportunity
to
trim
bushes
and
do
everything
around
their
homes
and
they're,
putting
it
all
out
to
the
street,
and
we
don't
that
we
weren't
going
to
be
doing
our
fault
pickup
because
of
it.
Well
we're
going
to
do
bulk
pickup
next
week,
Monday
through
Friday
we're
going
to
be
on
our
normal
schedule.
D
If
that's
your
normal
day
for
pickup,
you
can
have
full
trash
down
to
the
street
next
week
after
next
week.
There
won't
be
any
so
get
it
if
you're,
if
you're
working
on
a
home
project,
get
it
as
far
as
that's
gonna
involve
a
lot
of
yard
waste
or
whatever
get
it
done
now,
and
so
it
can
get
picked
up
next
week.
C
I
I
So
I'll
try
to
make
this
fast
I
want
to
welcome
councilmember
Beckman,
councilmember
bunker
was
under
the
weather
and
so
he's
doing
what
we
were
all
told
to
do,
which
is
stay
away
from
everybody
else.
So
we
welcome
him
and
hope
that
he
feels
better
very
shortly.
Gentlemen
and
I've
already
worked
with
mr.
Hamilton,
so
this
will
be
fun
to
be
reunited
and
councilmember,
Albritton
and
I've
known
each
other
for
years.
I
want
to
thank
all
the
people
that
have
rented
that
ran
in
this
past
election.
I
We
had
the
most
number
of
candidates
that
I
could
remember
in
observing
the
City
Council
for
the
last
thirty
years.
So
what
I
would
say
to
those
folks
is
first
of
all.
Thank
you.
I
would
ask
that
they
stay
engaged.
Those
who
haven't
gone
through
citizens
Academy
or
haven't
been
on
a
city
board.
I
hope
that
they
will
do
that
and
if
they're
still
interested
at
the
end
of
the
day,
I
hope
they
run
again.
I
want
to
thank
all
my
supporters.
I
wish.
I
We
were
all
coming
in
under
different
circumstances,
proud
to
have
gotten
fifty
five
percent
of
the
vote,
but
I
don't
forget
that
there
were
forty
five
percent,
that
didn't
vote
for
me
and
so
I'll
hope
to
win
those
folks
over
over
the
next
four
years.
I
will
tell
you
this
is
not
my
first
crisis
so
having
gone
through
a
total
8:09
with
this
council.
We
made
it
through
that
we
will
make
it
through
this.
We've
got
a
strong
community
and
a
strong
car
I
would
ask
that
people
be
thoughtful.
People
do
deal
with
stress
differently.
I
You
know
if
you
can't
help
someone
directly
somebody
who's
at
risk
or
an
elderly
person
or
disadvantaged.
There
are
other
ways
that
you
could
do
it.
We've
got
a
lot
of
great
charities
that
are
reaching
out
in
the
community
and
helping
people
on
a
daily
basis.
So
if
you
can't
help
directly,
but
you
still
have
the
means
I
would
ask
you
to
reach
out
to
one
of
the
charities
or
churches
that
are
really
helping
people.
You
know
throughout
this
entire
community.
I
We
already
talked
about
the
yard
waste,
but
I
am
gonna
reiterate
it.
So
if
you
want
to
get
crazy
this
weekend
in
your
yard,
go
for
it,
but
we're
only
gonna
be
doing
bulk
picked
up
next
week.
You
need
to
have
your
garbage.
Your
bulk
picked
up
out
before
7:00
a.m.
on
your
normal
day,
and
somebody
asked
why
we
are
doing
this
because
in
our
normal
waste
trucks
they
pick
those
barrels
up
mechanically
and
they
are
dumped
into
the
trash
truck.
I
I
The
other
thing
is
its
census
time
and
many
people
don't
understand
that
the
census
is
critically
important
to
Clearwater,
Pinellas
and
Florida.
Getting
the
resources
that
we
pay
for
through
our
taxes
federally,
so
I
would
ask
that
you
go
ahead
and
do
the
Census
many
people
are
looking
for
things
to
do
right
now.
You
can
do
it
online,
so
I
would
encourage
you
to
do
that.
I
Another
thing
that's
going
on
is
free
lunches
for
students.
Feeding,
Tampa
Bay
has
teamed
up
with
the
city
of
Clearwater
parks
of
Recreation
Department
to
distribute
lunches
daily
for
kids,
18
and
under
the
goal,
is
to
help
keep
kids
fed
while
school
is
out
as
well
as
we
all
do.
Our
part
to
fight
the
spread
of
Cove
at
19
food
will
be
distributed.
Monday
through
Friday
at
the
following
locations:
the
Ross
Thornton
Recreation
Center
on
14:26,
south
MLK,
jr.
I
Avenue
from
12:30
to
1:30,
and
then
up
at
the
North
Korean
Wood
rec
center
on
900
North,
MLK,
jr.
Avenue
from
2:30
to
3:30,
again,
that's
Monday
through
Friday,
and
then
the
Salvation
Army
food
distribution,
Salvation,
Army
and
I
want
to
thank
councilmember,
Backman
and
councilmember
bunker
came
out
with
myself.
We
were
at
Salvation
Army
yesterday
and
every
Wednesday
between
3:30
and
5
o'clock
at
1521,
druid,
Road,
East
right
there
at
Highland
and
druid
Salvation
Army
will
be
passing
out
meals.
I
Now
one
thing
I
would
ask
if
you
don't
need
them,
don't
take
them,
because
there's
plenty
of
people
in
the
community
that
that
will
be
the
difference
between
them.
Eating
and
not
eating
I
want
to
thank
everybody
for
coming
out
tonight.
I
would
beg
you
to
be
safe
and
careful
and
be
thoughtful
of
others.
God
bless
you.
