I've
corresponded
to
you
all
through
groups
of
residents
who
frequent
the
dog
park
at
crestlake
park,
you've
seen
the
safety
issues
we've
identified
about
the
changes
and
some
of
the
other
various
issues
that
we
have.
So
I
don't
want
to
rehash
those.

There
was
a
recent
email
this
morning,
which
identified
or
illustrated
another
one
of
the
problems
that
we
have
talked
about
and
just
a
perfect
example
of.
What's
going
on
what
why
it
causes
a
problem
apart
and
the
changes.
But
one
thing
that
I
was
asked
to
come
this
today
and
present
to
you
was
hopefully
identify
to
you
and
clarify
to
you
what
the
dynamics
the
park
is
and
how
people
use
the
park
on
any.
Given
evening,
there's
each
of
the
dog
runs:
there's
15
to
30
people
and
almost
the
same
compliment
of
dogs.

parks
had
been
a
large
each
of
them
had
a
large
area
of
green
grass
or
brown
cover
where
some
of
the
weeds
are
going
over,
but
primarily
grass
large
areas
where
the
dogs
run
around
in
circles
chase
each
other
owners
can
get
out
there
and
toss
balls,
frisbees,
etc.
You've
seen
on
tv,
if
you
don't
have
a
dog
you've
seen
it,
but
the
main
idea
about
this
is
they
have
the
stable
ground
of
grass
that
they
all
play
on.
Even
the
dirt
is
more
stable.

change
of
the
park
now
taking
out
much
of
the
grass
our
ground
cover
and
put
in
huge
amounts
of
bulk
march.
Well,
bark
bolts.
Excuse
me:
okay,
you
just
haven't
done
it
around
the
edges.
You've
done
that
you've
increased
the
size
of
that
closed
in
the
center
portions,
but
also
on
to
the
new,
not
the
original
plan.
The
new
design
you've
made
little
islands
of
grass
here
and
there
separated
by
bark
mulch
too.
So
the
clear
areas
to
run
to
play
for
people
to
stand
around
are
become
smaller
and
smaller
and
smaller.

creates
dangerous
habitat
for
the
dogs,
as
well
as
the
people
there's
a
small
area
where
you
walk
in
a
three-foot
little
sidewalk,
maybe
10
feet
long
and
a
bench.
That's
where
people
have
to
stand
stably,
especially
for
all
the
elderly
in
a
bench.
There
are
a
couple
other
benches
around,
but
they
take
require,
go
to
pass
hundreds
of
feet
of
mulch,
which
many
of
the
elderly
people
can't
do.

can't
even
get
to
the
grass
areas,
because
they're
surrounded
by
mulch
the
small
areas
of
grass
that's
out
there.
Now
where
the
dogs
will
be
running,
people
are
always
having
it.
You
have
to
keep
your
eyes
open,
you
have
to
dodge
dogs
they
run
and
play
if
you're
playing
with
your
own,
you
have
to
dodge
them
all
the
time
standing
in
mulch.

like

the
city

council
to
consider
revising
the
city
code
regarding
rv
parking
boats
under
20.
Feet
are
permissible
in
driveways,
yet
small
campers
are
not

florida
considered
the
most
rv
friendly
state
in
the
u.s

driving
rv
sales
to
very
high
levels.
It
stands
to
reason
that
individuals
should
be
allowed
to
park
their
kick
first
conveniently
in
their
driveways
under
the
same
guidelines
as
watercraft.

the
city

clearwater.

force

couple

questions.

the
memorandum
was
a
little
clungy
to
read,

don't
seem
to
take
from
that
memorandum
that
there's
any
outside
agencies
that
are
be
part
of
that
task
force
or
residents,
and
if
that's
correct,
I
just
have
a
simple
suggestion
that
perhaps
including
and
training
some
residents
in
this
specific
task
force
would
be
would
position.
This
task
force
a
little
bit
better
to
be
accepted
by
the
community
and
et
cetera.

composition

team
is
made
up
of
experienced
homicide
detectives.
These
are
generally
death,
investigations
or
obviously,
some
form
of
force.
So
it
does
have
to
have
somebody
who
has
the
training
and
expertise

deal

of
your
smaller
agencies
don't
have
that
operational
capacity
to
contribute
to
the
team,
so
you'll
see
that
the
ones
that
are
participating
are
the
agencies
in
pinellas
that
actually
have
those
kind
of
resources
to
contribute.

know
the
this
task
force
agreement
does
involve
outside
agencies,
so
the
the
clearwater
police
department,
when
our
officer
is
involved
in
an
officer-involved
shooting,
we
will
not
be
involved
in
it,
and
all
of
the
investigative
work
will
be
done
by
outside
agencies,
whether
it's,
the
state
attorney's
office,
the
pinellas
county,
sheriff's
department,
st
petersburg
and
pinellas
park,
as
I
kind
of
alluded
to
in
the
work
session.
The
people
that
are
involved
in
the
investigation
have
to
have
the
ability
to
arrest
somebody
for
a
crime
by
by
their
their
statutory
authority.

people

perceiving

as

blended

civilian
oversight
and
administrative

the
united

has

up
to
start
some
major
initiatives

then

know

you

us

move
forward
with
some
of
these

and

would
like
to
propose
that
we
give

delk
and
the
imagine
clearwater
team
direction
that
we
would
like
the
amphitheater
roof
to
have
solar
on
it.

know:
there's
a

a
covering
at
miami's
bay
front
park
that
has
an
outdoor
concert
venue
with
solar
on
it.

pete
pier
has
solar
on
it.
It's
it
just
it
makes
sense.

think
it
can
be
a
real
positive.

sends
the
message
that
we
are
a
city
that
cares
about
the
environment
and
sustainability
and
saving
money.

be
an
educational
focus

park

federal
government
made
a
decision
that
they're
going
to
shorten
our
time
of
collecting
2020
census
data
by
a
month,

official
collection

census.
Data
will
end
on
september
30th
rather
than
the
end
of
october,
and
the
stats
tell
us
that
four
out
of
ten
households
nationally
have
not
completed
their
census.

Yet
pinellas
county
has
a
rate
of
62
percent
completion,
which
is
okay,
but
people
need
to
know
that
they've
got
to
complete
that
census.
It
affects
everything
from
fire
stations
to
hospitals,
to
schools,
to
benefits
for
snap
for
mental
health
services,
all
sorts
of
monies
that
get
allocated
to
us
for
the
next
10
years,
as
well
as
business
decisions
that
that
people
look
at
our
census
data
when
they're
deciding.
If
they're
going
to
open
a
restaurant
or
or
a
a
business
here
in
clearwater,
knowing
what
our
population
is.

park

park
