you
that
I've
learned
my
reading
glasses
at
home,
so
bear
with
me.
Some
of
us
can
relate
so
the
economic
development
divisions
work
is
centered
around
the
business
retention,
expansion
and
attraction
of
primary
Industries,
as
well
as
Small,
Business,
Development
and
Entrepreneurship.

At
a
macro
level,
our
goal
is
to
diversify
and
strengthen
the
economic
base,
the
well-being
of
and
including
the
well-being
of,
the
community
Through
efforts
that
support
high
quality,
job
creation
and
retention,
increased
tax
base
and
enhance
quality
of
life.
There
are
a
number
of
strategies
and
tactics
used
to
achieve
this
broad
goal,
but
today's
presentation
is
very
narrow
in
its
focus
in
2017,
the
city
rezone,
approximately
4
000
Parcels
along
the
U.S
19
Corridor,
and
a
bit
along
Gulf
to
Bay
and
the
US
19.

Zoning
district
is
designed
to
promote
employment,
intensive
and
Transit
supported,
forms
of
development
and
encourages
mixed-use
destinations,
its
proximity
to
international
airports,
the
port,
the
regional
labor
market,
makes
us
19
a
great
location
for
corporate
headquarters,
Finance
insurance
and
other
types
of
office
uses.
These
types
of
businesses
can
locate
anywhere.
So
it's
highly
competitive
and
requires
creative
and
direct
approaches
in
order
to
gain
the
attention
of
Brokers
developers,
site,
selectors
and
CEOs.

In
August,
we
received
a
grant
from
Duke
Energy
for
the
promotion
of
US
19,
and
so
we
amended
the
contract
to
create
a
number
of
3D
images
and
videos
on
each
with
a
specific
purpose.
But
I'd
like
to
share
with
you
today
is
the
long
video.
This
is
five
minutes
in
length
and
it's
intended
specifically
for
the
site,
selector,
developer
and
CEO,
who
may
not
be
familiar
with
the
area.

provides,
as
noted
throughout
the

did
not

that
they'll

some
inspiration
in
those
as
well

kick
off
the
marketing
campaign.

mall

out

business,

it
does
perhaps
give
us
an
opportunity
to
work
with

management
there

with
their
representative

quite

time

with

has
not
yet
seen

product

our
work,

he's
familiar

our
efforts
out
there

aware

this
product

developed,

The

these

are
not
maximum
potential,
so
as
the
at
the
mall
as
a
as

instance,
that's
really
still
a
very
underutilized
in
terms
of
its
development
potential
out
there.

does
not
reach
maximum
height
as
proposed,
or
excuse
me
as
conceived
in
this,
so
there's
a
lot
more.
That
could
be
done,
but
we
recognize
that
the
market
is
going
to
drive
what
is
ultimately
developed
out
there
in
that
corridor.
I
I
think
the
comment
I
would
have
is
that
we
intentionally
drafted
the
US
19
to
be
the
single
most
flexible
zoning
District
in
the
city,
so
virtually
everything
that
we
would
allow
corporately
other
than
dirty
industry
can
go
locate
anywhere
in
the
US-19
Corridor.
So
I
think
the
issue
for
us
is
that
we
have
an
extraordinarily
about
as
wide
a
range
of
uses
we
could
have.
We
have
probably
the
most
intensive
far
in
the
city
outside
of
downtown.
I
We
really
probably
push
the
limit
on
the
far
allowability
through
forward
Pinellas
in
the
county
regulatory
environment
that
we
work
in,
so
we
also
designed
it
to
be
walk
in
and
get
a
permit.
So
if
you
have
this
almost
undefined
list
of
things
that
you
can
do,
if
you
meet
the
Urban
Design
guidelines,
you
can
walk
in
and
get
a
permit.
You
don't
have
to
go
through
a
development
review
process
that
goes
to
the
level
to,
for
example,
in
the
human
Community
Development
board.
I
So
you
know,
I
think
what
is
complicated
about
it
is
that
it's
a
very
design,
specific
criteria
and
the
reason
for
that
is
that
we
initially
designed
this
in
mind
to
raise
the
identity
and
intensity
but
support
Transit
Alternatives.
So
in
the
very
beginning
we
talked
about
working
with
PSTA
and
the
trolley
to
even
have
a
circulator
system
along
us
19..
I
So
there
are
reasons
for
the
density
intensity
and
our
ability
to
accommodate
that
under
the
countywide
rules-
and
that's
part
of
the
end
game
is
to
promote
Transportation
Alternatives,
so
I
think
we
can
continue
to
tweak
things
with
regard
to
the
the
construct
of
the
code.
The
permeability
we
almost
made
it
too
easier
easier
than
it
could
be,
so
we
had
developers
really
coming
in
looking
for
a
separate
little
process
to
vet
their
projects
before
coming
in
to
apply
for
a
permit.

So
you
know
what
we
want
to
be
is
the
central
Pinellas
version
of
West
Shore
and
that's
why
we're
we're
pursuing
this
very
targeted,
ambitious
marketing
campaign
campaign
to
to
tell
the
world
that
there
is
a
regional
Economic
Development
opportunity
right
here
in
central
Pinellas?
So
we
it's
a
work
in
progress.

first
look
at
this
timeline
that
shows
how
the
program
has
progressed.
Over
the
past
two
years,
Matt
presented
the
program
at
the
September
14
2020
work
session,
then
on
September
17
2020,
the
city
enters
into
agreement
with
these
Sciences
to
assess
an
inventory
all
trees
in
the
right,
e-sciences
commence
work
in
October
of
2020.

That
agreement
was
for
one
year,
but
it
included
four
one-year
extensions
to
go
along
with
the
program
in
September
of
2021
O'neills
began
removing
trees
in
zone
one.
The
removal
contract
was
extended
for
one
year
in
May
of
2022
Public
Works
took
over
managing
the
program
in
October
of
2022.
Then,
of
course,
on
the
23rd
of
this
month,
all
work
was
halted.

t
developed
the
database,
which
the
information
was
compiled
in
based
on
all
the
Tree
ratings
sizes
species.
Each
inventory
tree
received
a
blue
tag
that
blue
tag
is
essentially
the
tree's
serial
number.
So
it's
easy
to
coincide
with
the
data
in
the
inventory
to
the
tree
in
the
field
and
then
the
tag
information
can
be
looked
up
on
our
website
at
Michael,
order.com,
trees,.

Breaking
the
city
into
five
zones,
as
I
said
a
lot
of
each
Zone
to
be
inventored
and
then
on
year,
six
go
back
and
start
over
again
doing
the
inventory.
Approximately
4
000
trees
per
Zone
allowed
the
true
removal
contractor
to
be
effective
in
removing
potentially
hazardous
or
invasive
species
that
were
identified
by
the
inventory
for
removing.

This
portion
of
the
program,
as
well
as
the
removal
has
been
put
on
pause
trees,
have
only
been
removed
in
zone
one
this
this
slide
shows
the
overall
numbers
of
trees,
rated
zero
and
one
and
the
number
of
trees
removed.
So,
as
you
can
see,
a
total
of
14
zeros
have
been
removed
or
were
rated
and
a
total
of
399
rated
a
one.
This
is
just
in
zone.

If
there
are
four
thousand
trees
per
Zone
as
Matt
said,
then
these
numbers
would
represent
approximately
10
percent
of
the
trees
in
zone,
one
when
you're
factor
in
trees,
rated
two
that
could
bring
these
numbers
to
greater
than
20
percent
of
trees
in
zone,
one
that
may
be
subject
for
removal
when
I
see
these
types
of
numbers.
The
first
thing
that
comes
to
mind
is:
why
do
we
have
so
many
trees,
rated
so
poorly
right,
you're
doing
some
digging
talking
to
staff
that
have
been
with
the
city
for
quite
some
time?

That
is
what
proper
maintenance
is
necessary.
The
orbit
forced
a
position
that
was
cut
is
essential
to
the
operation,
because
that
position
should
be
completing
the
assessment
inventory,
providing
oversight
to
the
crew
and
contractors
meeting
with
and
educating
residents
and
managing
other
true
related
programs.

There
was
little
to
no
public
Outreach
for
the
program
when
I
became
aware
of
this
I
immediately
had
the
gis
link
for
the
inventory
made
public
facing
so
residents
could
see
the
rating
of
trees
in
their
neighborhood,
as
I
previously
stated,
there's
very
little
detail
that
these
science
is
collecting,
so
the
link
is
limited
to
tree
species.
Diameter
and
rating
also
public
Communications
has
been
putting
out
notifications
explaining
the
program
in
detail.

Resident
notification
needs
to
be
improved.
Currently,
residents
are
notified,
approximately
48
hours
prior
to
removal
residents
receive
a
door
hanger
saying
the
tree
will
be
removed
because
it's
rated
a
one.
Once
again,
there
needs
to
be
more
detail:
the
blue
tags
that
Matt
mentioned
that
are
being
put
on
the
trees
after
he,
science
inspects
them
are
confusing
resonance.

The
tag
simply
means
that
the
tree
has
been
assessed
and
inventory,
not
that
it
will
be
removed.
That
needs
to
be
communicated
to
Residents.
We
have
been
including
that
information
in
our
recent
public
notifications
as
well
but
I
started
with
the
city.
I
was
shocked
to
learn
that
the
city
did
not
have
a
right-of-way
tree
planting
program.

It's
not
a
good
practice
to
move
trees
in
the
right
way
and
not
have
a
plan
to
replace
them,
especially
when
you
look
at
the
numbers
of
our
poorly
rated
trees
during
strategic
planning.
I
made
developing
a
right-of-way
tree
planting
program,
a
2023
Department
goal
for
Public
Works
I
would
expect
that
program
to
be
completed
and
ready
to
present
to
the
council
by
September.

As
you
can
see
from
my
observations,
as
you
heard,
from
Resident
complaints,
the
city
has
dropped
the
ball.
With
this
program.
We
can
do
much
better
for
our
residents
throughout
the
ship.
I
have
the
following
recommendations
for
developing
a
viable
tree
program
for
the
city
of
Clearwater
going
forward.
We
need
to
require
e-sciences
to
provide
additional
information
when
it
comes
to
assessing
and
inventoring
trees
in
zones.

and

We
are
in
the
process
of
issuing
a
bid
for
tree
pruning
and
maintenance
to
assist
our
Forestry
Crew,
so
we
could
properly
maintain
our
trees
other
than
adding
the
urban
Forester
position
back
in
I
will
not
be
requesting
any
new
ftes
for
forestry.
I
would
like
to
see
if
we
can
achieve
adequate
maintenance
with
our
current
crew
and
a
contractor
have
all
trees
rated
a
one
and
two
in
zones
wanted
to
reevaluated
to
include
additional
detail,
as
I
previously
mentioned,
of
course,
developer
right
away.

Tree
planning
program,
which
I
stated
is
already
in
progress,
pause
the
current
program,
with
the
exception
of
trees
that
pose
an
imminent
threat
until
we
have
an
acceptable
program
to
present
to
you,
folks,
lastly,
make
sure
that
zone
one
is
the
first
area
we
plant
trees.
Once
we
have
a
tree
planting
program,
we'll
be
glad
to
press
any
questions.

of
this
critically
important,
obviously,
we've
got
citizens
that
are
very
concerned
but,
as
I
think
the
council
is
to
do.
We
have
any
idea
I
think
we
do
need
to
upgrade
the
rating
system
that
our
contractor
is
performing.
Do
we
have
an
idea
of
what
the
incremental
cost
is
going
to
be
to
do
that.

Night,
what
we
do
off
of
is
the
Florida
exotic
pest
council's
list.
They
go
through
every
several
years
and
go
through
different
species
and
make
sure
that
the
ones
that
are
on
the
list
or
should
be
there
or
if
there's
more,
that
need
to
be
added
or
added
camphor
was
added
about
six
years
ago.
I
believe,
don't
don't
quote
me
on
that,
but
they
are
category
one
invasive,
along
with
Brazilian,
pepper,
Melaleuca
carrot
with
those
other
ones
on
the
list.
There's
a
full
list
and
I
could
get
the
link
to
where
it
could
be
accessed.

We
could
put
on
the
website,
but
there's
category
one
and
category
two:
the
category
one
is
the
worst
and
the
University
of
Florida
recommends
removal,
because
what
happens
is
even
though
they're
in
a
right-of-way
situation.
Birds
come
because
they're
heavy
Cedars
and
they
go
and
spread
them
into
native
areas,
Wetland
areas
and
they
compete
very
aggressively
with
Native
species.
So
that's
one
of
the
reasons
that
they
were
added
to
the
category,
one
less
okay.

Tree
that
has
been
the
direction
that
we
have
gone
with.
Yes,
sir
one
thing
inherent
about
invasive
species.
Is
they
typically
are
very
healthy,
very
vigorous
trees
and
that's
why
they
are
invasive,
because
they
are
able
to
put
the
roots
down
quicker
for
free
seed
quicker
in
those
types
of
activities
that
allows
them
to
take
over
natural
communities.

The
archery
doctor
real

we
use
as
a
grading
scale
of
zero
to
six
a
zero
is
a
dead
tree
and
I'm.
Reading
this
from
the
code,
it
can
be
found
in
3-1,
202,
Point
H,
but
one
is
a
poor.
Nearly
dead
or
hazardous
removal
require
to
below
average,
declining
disease.
Poor
structure
potential
Hazard
removal
required
a
three
rating.
That's
what
the
city
considers
a
volatile
tree
for
preservation
in
the
development
situation.

Average
minor
problems,
minor
decline,
minor
tip,
die
back
minor
inclusion.
Problems
can
be
corrected
worthy
of
preservation,
number
four
above
average
healthy
tree
with
only
minor
problems
worthy
of
preservation,
five
outstanding,
very
healthy
shall
be
preserved
and
then
a
rated
six
is
considered
a
specimen,
a
unique
in
size,
age,
exceptional
quality
shall
be
perfect.

So
that's
the
writing
system
that
essentially
was
put
in
the
invasives
is
one
of
those
things
that
is
not
codified
in
the
rating
system,
but
is
in
the
code.
We
don't
allow
people
planning
bases
back
and
going
off
of
the
recommendation
of
us.
That's
why
they
were
put
into
this
inventory
removal
program
because
undermining
emphasis.

How
do
we
make
those
determinations
going
forward
if
we're
going
to
start
planting
program
again
and
that's
that's
part
of
the
program,
look
at
species
that
are
suitable
for
an
urban
environment?
You
know
that
the
root
structure
can
be
somewhat
controlled
and
to
look
at
the
areas
where
we
are
planting
and
I'm
not
saying
put
a
tree
out
there
whenever
we
take
a
tree
down,
but
look
where
what
areas
make
sense
to
put
a
tree
back
in.
So
we
can
attempt
to
reestablish
our
tree
canopy.

They're
really
coincided
with
the
residents
that
reached
out
to
me
and
what
their
concerns
were.
I
just
wanted
to
point
out
if
there's
any
way
that
we
can
extend
the
48-hour
heads
up,
I
think
that's
not
enough,
so
we
can
look
into
that
and
as
well
as
there's
some
confusion
about
right-of-way
in
terms
of
if
the
trees
in
the
in
a
private
property
that
it
overlaps
into
right
away.
So
those
are
the
questions
that
I
received
this
weekend.

In
a
theory,
evaluation,
so
we'll
be
looking
at
that
notification
to
the
residents
just
that
will
be
addressed
as
far
as
right
away
again,
if
this
is
something
that
we've
discussed
quite
a
bit
frequently,
typically,
if
a
tree
is
planted
on
private
property
and
it
grows
into
the
right-of-way
crosses
that
line.
Practice
in
the
past
has
been
that
the
city
would
address
it
and
I
could
let
Matt
speak
to
that
more
because
he's
he's
worked
on
several
of
those,
but
that's
been
the
practice.

if
it
was
a
situation
where
the
tree
needed
to
be
removed,
obviously
if
it
needed
to
be
pruned
once
it
crosses
that
line,
becomes
a
hazard
over
the
roadways
and
things
that
we
have
no
choice.
It's
overall
property
at
that
point,

cons

biggest
con
is,

the
opportunity
for
contamination
is
a
big

part
of
what
happened
in
the
last
few
months.

areas
where
that
could

happen?

is
the

that's
usually
the
resident,
placing
things
in
there
that
are
contaminating
the
loot
that
they
have,
they
can
get.

can
get
contaminated
in
a
truck
once
we've
done,
maybe
three
or
four
clean
loads,

then
you
dump
one
contaminated
load.
It
doesn't
necessarily
mean
the
whole
thing's
contaminated,
but
it
can't
happen
in
effect
on
those
other
those
other
clean
loads
and
then
the
storage
facility.
We
have
a
storage
facility
at
our
Solid
Waste
plant,
and
that
is
where
we
prepare
it
for
transfer.

you
know
you're
taking
multiple
trucks,
dumping
them
together,
moving
them
around.
We
try
to
be
careful
not
to
to
make
sure
that
it's
not
contaminated
like
that,
but
it
also
can
get
contaminated
while
it's
just
sitting
there
waiting
to
be
transfers.
So,
just
a
quick
snapshot
of
what
it
looks
like
when
it's
working
well
versus
The,
Collection
side
we
use
as
I
said
the
automated
side.
Loaders
we'll
go
through
four
times
a
week
collect
we
both
solid
waste,
different
areas
of
town,
so
Wednesday
is
our
only
day
we
do
not
collect.

bring
that
to
our
Solid
Waste
complex,
that
I
just
mentioned
the
storage
area.
There,
it's
a
it,
is
a
smaller
facility,
so
that
creates
a
little
Chance.
Some
challenges
that
I'll
mention

a
minute

then
we
take
it
over
to
the
recycling
processor
via
a
tractor
trailer.
So
we
have
two
of
those
tractor
trailers
so
where
we
are
now
so
from
July
through
mid-november,
we
did
not
bring
any
recycling
to
the
processor,
we
picked
it
up
and
we
brought
it
to
the
storage
facility,
but
we
did
not
transfer
it.

down
was
down

of
the
time
that
same
time
period,
so
it
was,
it
was
down
quite
a
bit
and
what
would
happen
is
we
would
bring
the
collection
drop
it
off
and
then
you
would,
you
know,
have
either
rain
or
you

just
contaminated
loads.
Those
sorts
of
things
began
to
create
more
contamination
of
that
stored
material.

So
now
we
can't
bring
it
to
the
processor.
We
have
to
haul
it
somewhere.
We
haul
it
to
Dallas
County
Solid
Waste,
because
it
is
not.
It
is
not
materials
that
can
be
recycled,
so
you
know
Staffing
really
laid
into
that
as
well,
not
only
from
the
CDL
side,
because
we
were
short,
some
CDL
Drivers,
but
also
the
mechanics,
a
big
reason
why
you
know
the
trucks
are
down
the
truck
that
was
down
for
that
long
period
of
time.
Actually
it
wasn't
something
that
we
have
the
ability
to
fix
we
had
to.

had
to
send
that
to
the
manufacturer
Cummins
and
that's
what
that's
what
we
did
you
know
also
hurricane
Ian
was
a
factor
that
occurred
around
September
30th
and,
as
with
the
you
know,
as
with
normal
hurricane
season,

have
a
hurricane
typically
for
the
next.
You
know
three
to
four
weeks:
we're
gonna
we're
gonna,
get
just
about
everything
in
about
every
Camp,
so
residents
were
trying
to
get
rid
of
brush
and
other
materials,
especially
because
this
is
not
a
surprise.

we

note
that
you

during
this
period
the
fact
that
we
were
not
recycling
was
not
communicated,
neither
you
know
not
from
not
to
City
Administration
or
to
the
residents
as
best
we
can
tell
so
I
just
wanted

period
just
after
mid-november
to
early
January
we've
got
one
load.
The
reason,
one
of
the
reasons
we
didn't
bring
additional
loads
is
because
Waste
Management
canceled
our
contract
with
them.
One
of
the
big
issues
that
they
identified
was
was
that
you
know
we
had
not
consistently
brought
loads
to
them.

of
course,
for
the
previous
four
months
we
had
not
brought
any.
This
was
not
communicated
against
City
Administration,
to
my
knowledge,
at
the
prerelease
and
and
then
you
know
the
other
Factor
here
is.
We
did
start
the
process
of

trying
to
get
a
new
processor.
There
are
time
challenges
with
that.

you
want
to
have
that
done
well
before
it's
time
to
use
them,
because
they
have
to
do
a
composition
study
to
see
how
much
your
truckloads
are
actually
contaminated,
that
factors
into
how
much
it
costs
and
how
much
we
might
receive
back.
If,

there's
a
sellback
provision
again,
these
things
were
not
communicated
to
admin,
nor
they
were
Community
where
they
communicated
to
the
in
early
January.

One
of
our
vehicles
actually
went
down
again
last
week
late
last
week
with
the
same
issue
that
the
one
went
down
in
in
July
with
which
was
a
blown
cylinder,
so
we've
sent
that
over.
Hopefully
it
will
be
faster.
I've
not
had
an
update
on
how
quickly
that
vehicle
will
be,
but
we're
trying
to
find
some
alternative
options
to
to
make
it.
So
we
don't
have
a
repeat
of
what
occurred
in
July
through
October.

people
are
probably
picking
up
that
Solid
Waste
fee
to

level
and
finally,
the
the
couple
options
that
we're
going
to
talk
about

I'll
talk
on
the
next
slide.

period-
and
it's

always

because

market

extremely
volatile,
but
during
this
period
there

a
higher
cost
to
recycling
than
there
was

dispose

waste
energy

plant

up
quicker

point

will
no
longer
be
able
to
bring
things
to
the
landfill.

of

them

lot
of
people
use
the
word
derelict
as
a
general
for
every
boat,
that's
out
there
and
in
reality
that
it's
a
small
portion
of
them,
but
every
one
of
these
45
anchor
vessels
or
not
every
one
of
them,
but
a
large
portion
of
them
are
in
danger
of
becoming
derelict
in
any
tropical
storm
that
comes
through
here
relatively
rapidly.
So
there
is
a
legitimate
Public
Safety
need
to
control
and
to
address
them.
Our
challenge,
also
with
dealing
with
the
direct
vessels,
is
the
removal
process.
The
removal
process
is
a
complicated
process.

It
costs
a
lot
of
money
to
remove
these
vessels
and
even
the
ability
to
get
a
contractor
that
can
remove
him
has
been
overly
complicated.
We
have
it.
We
have
a
contract
with
the
company
called
dicom,
which
is
essentially
the
only
company
that
does
this
type
of
work.
Their
capacity
to
help
us
and
assist
us
in
a
timely
manner
is
overly
or
takes
too
long.
They
have
limited
resources.
When
you
take
the
at-risk
vehicles,
you
have
to
be
able
to
take
the
risk
vessels.

have
to
be
able
to
take
those
to
an
area
where
you
can
store
them.
They
don't
have
any
capacity
to
store.
So
really
they
only
help
us
with
the
derelict
ones,
and
so
that's
why
sometimes
you'll
see
the
derelict
ones
that
will
be
on
Shore
for
months
while
we're
waiting
to
get
their
removal.
So
I
did
have
a
conversation
with
not
a
vessel
removal
service,
but
some
other
constituent
groups
that
have
businesses
that
I
think
there
might
be
the
ability
to
create
kind
of
a
collaborative
group
that
is
able
to
provide
removals.

But
I
got
a
lot
more
work
to
do
on
that
to
try
to
facilitate
that
in
a
more
timely
manner,
so
that
you
know,
maybe
we
have
one
contractor
that
helps
us
with
the
removal,
one
that
helps
with
the
destruction.
So
kind
of
break
it
up
into
pieces
so
that
I
can
hopefully
move
a
little
quicker
and
use
some
capacity.

in

market
that
doesn't
exist,
so
we're
going
to
continue
to
look
at
that,
but
I
would
also
want
to
try
to
really
evaluate
the
ability
to
restrict
the
level
boards
in
these
particular
areas.

also

tweaked

legislation

we
think
we
might
have
some
ability
there.

dock.

not
tie
it

homeowner's
problem
and
the
property
owners

because
by
tying
one
of
these
things
up
to
your
dock,

think
you're
preventing
damage
from
something
for
to
somebody
else's
property
or
from
this
thing
from
sinking
it
becomes
effectively
derelict
and
we
have
to
follow
the
60-day
process.

entanglement
in
this
area
of
regulating
these
things
that
I
just
thought.
I'd
mention
at

if
you
see
a
boat
adrift
and
don't
take
measures
into
your
own
hands

Safety
is
important
if
there's
people
on
board
and
those
kind
of
things,
but
don't
tie
it
to
your
doc
because
you
end
up
stuck
with.

citizen

right

feel
confident

this
Council
already
provides

citizen
comments,
people
literally
show
up,
particularly
in
Clearwater,
where
we
have
meetings
in
the
evening.

know

cities

it
in
the
daytime,
which
is
a
lot
harder
than
folks
to
attend,
but
we
schedule
all
our
meetings
in
the
evening
which
tends
to
work
out
better
for
most
people,
so
I
think
we
have

pretty
good
process
for
allowing
citizens
to
be
heard
as
far
as
people
submitting
comments
remotely
either
because
they're
not
available
to
come
to
the
meeting.
Maybe
they
don't
want
to
come
to
the
meeting
a
lot
of
different,
valid,
reasonable
reasons
for
people
to
submit
comments
in
advance,
but
I
do
think.

awkward

happens

vulgar,

outlandish,

vulgar

would
have

citizens

citizens

citizens

best

function
as

public
utility
oversight
board,

we
do
sit
on
the
board
regulating
the
gas
company
and
the
rates
and
we're

put

difficult

deciding
what,
if
any,
funds
that
have
in
the
past
come
out
of
the
gas
company
to
fund
philanthropic
organizations
and
programs
in
our
community
and
I
think
it
would
be
good
to
have
a
presentation
from
a
third
party
expert
that
deals
with
you
know.

the
last
thing
is
I've
been
asked
by
a
number
of
residents
if
we
could
have
some
kind
of
presentation
about
how
to
avoid
rental
scams,
you
know
people
are
struggling
with
high
cost
of
rent
and
being
approached
by
people
to
rent
places
and
asking
for
a
first
and
last
months
and
they're
being
scammed
out
of
their
dollars.
And
just
you
know,
I
don't
know
if
it's
the
police
department
or
Economic
Development
or
someone
who
could
do
a
brief
overview
about
what
to
watch
out
for
and
and
how
not
to
get
taken.
