A
Hang
on
the
agenda
outside
of
that
is
minutes
of
the
previous
meeting,
2.1
August,
2nd
2023
meeting
minutes.
Everybody
has
them
all
right.
Any
corrections.
A
Have
a
motion-
and
we
have
a
second
Jen
on
my
right
right
on
my
left
and
any
board
discussion.
A
The
rules
are
comments
are
limited
to
matters
within
the
ddb
district
and
on
which
the
ddb
can
act.
Comments
on
items
on
the
agenda
will
be
held
until
the
agenda
item
is
called,
and
speakers
must
clearly
for
the
record
with
a
time
limit
of
three
minutes
which
shall
be
enforced.
Do
we
have
any
citizens
to
be
heard
could
have
asked
that
first,
okay,
moving
on
new
business
items,
we're
rearranging
the
agenda
just
a
bit,
so
we're
going
to
move
4.4
and
4.5
up
next
and
then
carry
on
so
4.4.
H
Good
evening
and
Lopez
interim
CRA
director,
the
first
item
that
I
have
before
you
is
your
first
public
millage
hearing
and
Adoption
of
resolution
23-03
at
your
seat.
There
is
a
corrected,
millage
resolution
for
this
item,
so
in
coordinates
with
chapter
200
of
the
Florida
State
Statute,
which
defines
the
requirements
for
the
determination
of
millage
and
the
rules
governing
truth
and
millage
or
trim.
The
Downtown
Development
for
ddb
must
hold
two
public
hearings
to
adopt
a
final
millage
rate
for
the
new
fiscal
year.
H
H
23-03
is
presented
to
adopt
the
millage
rate
of
0.9700
Mills
to
support
the
operating
budget
for
the
23-24
fiscal
year.
So
the
one
item
that
is
highlighted
on
your
resolution
was
just
there
was
just
an
error
in
the
number
that
was
on
the
attachment,
so
it's
been
updated
and
when
we
have
our
second
public
hearing,
that
resolution
will
be
updated.
F
H
B
This
is
marriage
resolution
number
23,
303
resolution
of
the
court
or
Downtown
Development
Board
of
the
city
of
Clearwater
Florida,
declaring
the
military
to
be
levied
for
the
fiscal
year,
beginning
October,
1st
2023
and
ending
September
30th
2024
for
operating
purposes,
providing
an
effective
date
of
this
resolution.
Whereas
the
estimated
revenues
should
be
received
by
the
Clearwater
Downtown
Development
board
for
the
fiscal
year,
beginning
October,
1st
2023
and
ending
September
30th
2024
from
ad
valorem
taxes
in
the
amount
of
474
598
dollars.
B
0.9700
Mill
is
necessary
to
generate
40
447
598
dollars.
Now,
therefore,
be
it
resolved
by
the
Clearwater
Downtown
Development
Board
of
the
city
of
Clearwater
Florida
section
one.
It
is
hereby
determined
that
a
tax
of
0.09700
Mill
against
the
non-exempt
perilla
and
personal
property
within
the
Clearwater
Downtown
Development
Special
taxing
district
is
necessary
to
raise
the
sums
to
be
appropriated
for
operational
purposes.
For
the
fiscal
year,
beginning
October,
1st
2023.
H
You're,
the
rollback
rate
is
what
they
use,
what
the
county
uses
and
the
state
based
on
taxes
that
you've
received.
That's
what,
if
you
were
to
roll
back
in
order
to
get
the
same
number,
that's
what
you
would
need.
That's
the
amount,
the
Mills
that
you
would
need,
but
you've
already
proposed
0.9700.
So
you
cannot
go
backwards.
You
can
only
go
forward
from
that.
One.
H
A
Good
any
other
board
questions
no
I'd,
like
any
citizen
comments,
can
I
get
a
motion.
B
C
A
H
In
accordance
with
chapter
200
of
the
Florida
State
Statute,
with
divines
requirements
for
the
determination
of
millage
and
the
rules
governing
truth
and
millage
compliance,
the
Downtown
Development
board
must
hold
two
public
hearings
to
adopt
a
final
millage
and
budget
for
the
new
fiscal
year.
Adoption
of
resolution
23-04
is
to
adopt
your
budget.
B
A
A
B
And
you've
actually
funded,
not
the
Jazz
holiday
itself,
but
at
its
extension
on
that
Saturday
and
Sunday
I
believe
during
the
during
the
afternoon
hours
from
noon
to
four.
That's.
A
The
other
item
daytime
downtown
celebrations,
Saturday
October
21st
and
Sunday
October,
22nd,
coach
and
Parkin
station
square.
That
I
believe
also
is
part
of
this
at
11
30
to
4
30.
H
F
H
E
A
F
A
Discussion
by
the
board,
all
in
favor
aye,
unanimous
okay,
now
we're
going
to
have
a
couple
funding
requests
and
before
the
request
stores
come
up
to
present
I'm
going
to
read
a
little
paragraph
with
limited
funds
available
and
increased
numbers.
You
know
it
seems
like
we
have
a
huge
budget.
A
It
moves
pretty
fast
throughout
the
year.
So
this
is
where
this
is
applied.
We
have
an
increased
number
of
requests
which
Ann
can
attest
to
and
amount
the
ddb
enacted
recently,
a
funding
policy
for
events
that
limits
funding
on
approved
grants
to
City
fees
plus
and
up
to
ten
thousand
dollars
in
marketing
expenses
from
the
DDP
staff
recommendations
always
take
this
policy
into
account.
Deviations
from
the
policy
will
be
the
exception,
not
the
rule
and
must
be
justified
as
such.
The
time
limit
of
five
minutes
for
presentations
will
be
enforced.
A
H
154.25
in
city
views
and
marketing
expenses
and
amount
up
to
eight
thousand
850.
when
I
was
broken,
the
total
cost
of
the
three
panels
bowl
game
markets
is
18
785.10
with
the
applicant
requesting
14
885
dollars
and
ten
cents
in
total
grant
funding
for
marketing,
City
fees,
ornaments
insurance
and
Jolly
Trolley
fees.
H
The
Pinellas
program
request
aligns
with
the
Downtown
Development
board's
current
work
plan
to
fund
various
events
throughout
the
ddb
district
and
increase
awareness
as
downtown
as
a
destination
pending
board
approval.
The
Pinellas
Road
gang
will
complete
a
grant
agreement
that
outlines
the
details
of
their
events
and
the
marketing
benefits
for
the
ddb
as
part
of
their
Grant
agreement,
and
with
that
I
would
like
to
introduce
Jessica
Vegas
to
answer
any
questions
at
the
Gourmet.
I
I
Okay,
so
the
Logan
women's
markets
would
love
to
come
back
for
three
markets,
two
markets
in
two
2023
and
then
one
in
2024.
We
will
be
kicking
off
October
28th,
with
our
Halloween
themed,
Market,
Hollow
Queen.
We
encourage
vendors
to
do
to
dress
up
in
costume.
We
have
families
come
and
trick
or
treat
at
each
of
the
vendors
booths
for
an
additional
day
a
bonus
day
and
trick-or-treating.
We
have
a
costume
contest
and
a
Halloween
themed
flash
mob
dance.
I
We
always
do
that,
so
we'll
have
professional
dancers
as
well
as
all
the
vendors
we
get
together
and
we
learn
the
dance
together
and
it's
good
for
Community
Building.
We
have
a
lot
of
fun,
so
that
will
be
October
28th
and
then
we
are
doing
our
first
Christmas
Market,
a
girl
going
Christmas
on
December
16th,
with
the
emphasis
on
Mrs
Claus.
I
We
feel
like
Santa
gets
a
lot
of
attention,
but
we
know
that
it's
the
wise
and
the
mothers
that
hold
it
down
for
Christmas,
so
we're
going
to
have
a
photo
booth
there
and
have
some
women
dressing
up
his
elves
and
it's
going
to
be
a
lot
of
fun
and
then
again
we
will
be
returning
for
the
celebration
of
women's
month
on
March,
2nd
2024
and
again
we
will
have
a
flash
mob.
It's
gonna
be
a
lot
of
fun.
I
Okay,
so
our
open
air
markets
feature
up
to
100.
Women-Owned
businesses
from
our
close-knit
community
and
a
portion
of
every
every
vendor
fee
goes
directly
towards
the
Clearwater
nonprofit
empowerment,
which
serves
the
women
and
families
in
Pinellas,
County
and
Beyond.
I
know
that
I
am
asking
for
a
bit
more
than
was
proposed
and
honestly
I.
Think.
If
I
had
known
the
policy
changes,
I
would
have
maybe
stuck
to
only
two
markets,
but
since
discussing
it
with
my
vendors,
everyone
is
so
excited
for
these
three
markets.
I
So
I
would
be
so
grateful
for
the
additional
funding,
because,
with
your
support,
I
am
able
to
donate
a
generous
person
to
empowerment
and
two
other
non-profits
that
are
allow
to
come
and
just
have
a
vendor
place
for
free.
The
cell,
responding
Finance
sponsors
to
maybe
sponsor
a
portal.
I
can
ask
that
person,
if
maybe
they
would
donate
to
empowerment.
I
do
a
lot
of
fundraising
for
them.
So
that's
where
you
guys
are
really
a
lifesaver
in
that
instance
is
awesome.
I
Yeah
so
Ryan
Fox
from
from
Ryan
French,
I'm,
sorry
from
Fox
News
and
then
the
ABC.
What
is
his
name
I'm
drawing
a
blank?
But
yes,
they
will
be
in
attendance
for
hollow
queen,
I'm,
not
sure
about
the
December
market
yet,
but
we're
the
women's
month
Market.
But
every
time
we
put
out
a
press
release,
we
always
get
people
like
reach
back
out.
A
Shahab's
not
here
normally
he
would
be
the
one
asking
this
question
the
marketing.
Could
you
explain
a
little
bit
more
about
how
you're
going
to
Market
to
bring
all
the
people
so.
I
We
actually
I
discovered
that
Instagram
boosted
posts
are
probably
the
best
way
for
us
to
to
gain
attention.
I
I
But
we
have
I've
really
found
that
boosted
posts
even
just
done
some
research
on
how
to
really
get
the
most
traction
from
the
amount
of
money
that's
used
as
far
as
a
strategy.
It
kind
of
that
maybe.
E
B
I
It
is
for
the
the
coordinates
I
did
see
recently
that
530
Pub,
which
they
are,
of
course
they
were
able
to
do.
They
were
always
very
generous
with
the
bathroom
usage.
They
have
gotten
a
bit
more
strict
with
that
policy,
which
I
completely
understand.
I
B
B
I
D
I
B
Okay,
if
you
recall
there
were
five
visit
reasons
given
for
the
deviation
on
Jazz
holiday,
one
of
them
was
the
historic
nature
of
jazz
holiday.
The
other
was
making
a
major
change
to
Jazz
holiday
to
actually
take
care
of
our
complaints
and
bring
it
into
downtown.
It
was
grandfathering.
We
can't
use
that
for
anything
anymore,
we're
past
that
and
I,
don't
remember
what
the
others
were,
but
those
are
examples
of
some
but
part
of
the
reason
you
did.
This
was
to
make
sure
that
you
did
have
money
to
fund
multiple
events.
A
B
This
is
fourth,
this
this
event
has
higher
shitty
fees,
which
are
all
included
in
the
recommendation
right.
Okay,
the
city
staff
has
recommended
covering
all
since
its
three
events.
It's
higher
City
fees,
because
you
have
City
fees
for
each
of
the
three
events
and
you
have
marketing,
but
City
staff
has
recommended
that
covers
all
through
events,
both
of
those
and
City
staff's
recommendation
following
your
policy
are
funded
to
the
maximum
amount
they've
requested.
F
I
I
moved
to
go
with
the
staff
recommended
amount
of
Thirteen
thousand
zero
zero.
Four
point:
two.
A
A
Okay,
any
further
discussion,
I
mean
I
would
like
to
point
out
that
if
we
could,
we
would
pay
for
everything
for
everybody
that
comes
up
here
all
the
time,
because
almost
100
percent
of
the
asks
are
fantastic,
but
we
are
running
into
a
situation
you
can
see
by
Trends
over
the
last
few
years,
where
there's
more
and
more
asking
now
with
the
coach,
more
and
more
things
are
sure
coming,
so
we
we
want
you
to
succeed.
A
We
want
five
events
right
so
and
we'd
love
for
you
to
take
the
530
Pub
might
make
better
cheeseburgers,
but
here
we
are
so
we
have
that
any
other
discussion
then
I'd
like
to.
A
H
H
These
events
will
take
place
on
Saturday,
September,
9th
on
the
600
block
of
Cleveland
Street
from
10
a.m,
to
2
p.m,
and
Saturday
October
14th,
November,
11th
and
December
9th
at
Coachman
Park
from
10
a.m,
to
3
P.M,
with
an
expected
attendance
of
approximately
a
thousand
plus
people
for
each
market
based
on
the
ddb's
funding
policy
staff
recommends
funding
these
amount
funding
these
events
in
an
amount
not
to
exceed
eighteen
thousand
forty
three
dollars.
This
will
cover
eight
thousand
forty
three
dollars
in
City
fees
and
marketing
expenses,
an
amount
not
to
exceed
ten
thousand
dollars.
H
The
total
cost
for
firm
Market
Murray
events
is
49
858
and
the
applicant
is
requesting
Thirty
one
thousand
one
hundred
and
forty
three
dollars
in
a
total
grant.
Funding
for
the
marketing
City
fuse,
live
music
or
DJ
and
miscellaneous
items
based
on
the
event
that
she's
having
as
well
as
Jolly
Charlie
fees.
H
The
market
Marie
Grant
request
aligns
with
the
Downtown
Development
board's
current
work
plan
to
fund
various
special
events
throughout
the
ddb
district
and
increase
awarenesses
downtown
as
a
destination
and
pending
board
approval.
The
market
Marie
will
complete
a
grant
agreement
that
outlines
the
details
of
their
event
and
the
marketing
benefits
for
the
downtown.
G
Hello,
hi
hi,
my
name
is
Blair
Valentine
I
know
I've
been
able
to
come
here
before.
So
thank
you
for
having
me
again,
the
founder
of
the
market,
Marie
and
I'd
like
to
take
this
time
to
share
with
you
our
vision
for
the
future
of
the
market
Marie
and
our
downtown
Clearwater
market
and
the
reasons
behind
our
decision
to
relocate,
beginning
October,
two
blocks
of
us
of
where
we
are
right.
Now
our
local
market
has
continued
to
grow
and
become
a
staple
of
the
community
of
Clearwater.
G
Our
next
event
is
the
Saturday
on
the
500
600
blocks
of
Cleveland
Street,
with
over
90
vendors,
a
pet
adoption
live
music
and
fun
for
the
whole
family,
beginning
October.
Our
particular
event
date
had
a
schedule
conflict
within
the
city,
and
it
prompted
us
to
consider
alternative
options
that
would
both
work
for
our
vendors
and
the
community.
Our
team
made
the
decision
to
move
the
event
to
coach
and
park,
while
maintaining
our
second
Saturday
tradition
when
good
weather
allows.
G
We
have
many
exciting
things
planned,
especially
for
our
holiday
events,
that
we
look
forward
to
coordinating
we're
very
proud
and
thankful
to
be
a
monthly
Market
in
downtown
Clearwater
and
believe,
no
matter
where
the
location
is
within
the
downtown
region,
that
our
community
will
continue
to
support
and
show
up
for
downtown,
and
our
local
vendors
I
also
wanted
to.
Thank
you
for
all
your
previous
and
valuable
support
of
our
events,
which
has
allowed
our
market
and
vendors
to
thrive,
and
please
know,
there's
hundreds
of
small
businesses
that
you
are
directly
impacting
anytime.
G
You
funded
our
events
and
helped
truly
Blossom
their
businesses
also
take
this
time
to
further
explain
our
funding
and
the
additional
funding.
As
Ann
mentioned
a
moment
ago,
and
once
I'm
done
I'm
happy
to
answer
any
questions
you
may
have
so,
as
you
can
I
think
you
guys
probably
all
have
this
in
front
of
you.
The
budget
okay,
I
have
on
here
that
we
have
ten
thousand
dollars
in
marketing
fees,
as
well
as
the
8043
and
City
fees.
G
These
fees
are
for
in
total,
for
the
four
events
not
individually
and
on
the
additional
fees,
since
our
marketing
did
exceed
a
lot
of
ten
thousand
I
did
put
that
as
an
Ask
as
an
additional
fee,
as
well
as
music,
the
Jolly
Trolley,
as
as
you
can
see
it's
pricier
than
we
used
to
pay
the
180
adjustment
under
the
vehicle
mitigates
previously,
as
as
the
police
department
requested,
but
because
of
the
limited
parking
right
now
with
coach
and
park.
G
We
want
to
make
sure
our
event
doesn't
exclude
anyone
and
it
could
be
handicap
accessible
for
families
with
a
bunch
of
children
and
strollers
that
don't
want
to
walk
a
few
blocks
or
maybe
parking's
completely
full
that
they
all
have
access
and
can
park
for
free
at
the
parking
garage
and
take
the
trolley
down.
We
wanted
to
be
able
to
provide
that
for
them
and
then
the
last
point
on
the
additional
fee.
G
So
it's
just
miscellaneous,
like
Bounce
House
of
Santa,
Claus,
Easter
Bunny,
the
things
that
we
don't
necessarily
budget
for
a
month-to-month
basis
that
are
more
holiday,
themed
or
obviously
outside
of
the
marketing
and
City
feed.
Ask.
So
if
you
have
any
questions.
G
H
G
Right
so
this
I,
the
ask
us
for
Florida,
is
one
of
which
is
coming
up
here
shortly
that
September
that's
our
right
now
last
one
at
Cleveland
and
then
the
October
November
December
is
at
Coachman.
G
Goal
if
it
was
better
for
the
vendors
better
for
the
community
and
I
got
a
lot
of
positive
feedback,
then
I
would
continue
to
have
it
at
coaching
but
I
after
December.
It's
just
I,
don't
know
which
way
it
would
go
if
I
go
back
to
Cleveland
I
just
one,
but
it
was
brought
to
us
that
we
couldn't
do
our
event
on
the
second
Saturday
of
October.
G
It's
really
important
to
me
to
be
consistent
with
the
vendors
I.
Don't
want
to
hop
around
so
I
thought.
Well,
at
least,
let's
do
the
remainder
of
the
year.
We're
going
to
put
all
this
work
in
if
you're,
creating
a
new
map
for
Coachman
Park,
doing
different
marketing
to
get
people
to
come
to
that
area
and
I
don't
want
to
all
go
to
just
for
that
one
time
and
then
hop
back
for
the
and
go
back
and
forth.
A
G
So
I
was
I
do
believe
that
these
these
three
events-
things
just
within
the
special
events,
department
and
I-
have
to
get
like
the
numbers
on
this
and
I
think
I
would
cover,
maybe
the
the
permitting
or
whatever
I,
don't
I,
don't
know
exactly
what
those
specific
fees
are
for
doing.
Special
events
in
Coachmen,
but
whatever
is
under
the
special
events,
category
I
think
they
would
cover
those
fees
specifically
I,
don't
think
and
I
don't
know
about
anything.
Maybe.
A
Okay,
my
personal
opinion
is:
we
need
to
as
a
board
start
moving
money.
East
I
can't
make
a
motion
tonight,
but
this
would
be,
unfortunately,
we'd
be
losing
one
of
our
best
events
from
downtown
to
the
park,
which
is
fine
because
it
is
a
gateway
to
downtown,
but
it
is
different.
It's
a
different
flow.
It's
a
different
vibe.
It's
just
different,
it's
kind
of
got
its
own
thing
now,
so
my
my
I
guess
I,
don't
have
any
more
questions
for
you,
part
of
I.
A
That's
inspirational,
that's
fine,
because
we
fund
them
on
a
separate.
So
thank
you
for
coming
and
presenting
we're
going
to
chat
now,
unless
anyone.
C
G
Am
going
to
talk
to
other
people,
have
I,
don't
have
anything
confirmed,
though,
at
this
time
so
to
include
it
in
my
budget,
but
I
want
to
talk
with
other
people
eventually,
in
the
future,
I
mean
most
most
events
do
have
multiple
sponsors.
It's
just
a
matter
of
all
those
companies
that
you
see
on
all
these
other
events.
Do
they
have
more
sponsorship
money
too.
So.
G
B
Of
our
boundary,
you
all
should
ask
for
Citizens
comments
and
then
make
a
motion
before
y'all
discuss.
D
The
downtown
eighteen
thousand
forty
three
dollars.
F
A
A
We
have
a
lot
of
I
mean
up
in
my
next
item.
I'll
be
talking
about.
You
know:
Kenny
Loggins,
coming
Etc
so
and
again
earlier.
If
I
were
you
I
would
do
the
same.
Exact
thing
I
would
move
if
I
could
to
the
park.
It
makes
sense.
There's
water,
there's
ferries,
there's
all
kinds
of
them,
but
from
our
Viewpoint
here
with
our
limited
budget,
we're
trying
to
get
more
and
more
people
and
stuff
downtown,
and
we
love
your
event.
A
It's
like
much
like
the
closing
of
the
400
500
block
that
was
initially
going
to
be
for
just
the
during
coven
and
now,
once
you
know
as
mayor
Edwards
used
to
say
unintended
consequence.
Is
this
still
closed,
whether
you
like
it
or
not?
That's
irrelevant,
but
it's
close.
So
if,
if
they've
moved
to
the
par
I'm,
sure
it'll
be
wildly
successful
and
I'm
sure
they
will
want
to
continue
this.
So
what
we're
probably
looking.
D
A
D
A
So
to
answer
your
question:
it's
definitely
in
our
realm.
We
can
fund
all
of
our
money
this
next
year
to
Park
activities.
If
we
choose
that
would
not
be
my
desire.
My
Desire
very
openly
is
to
move
money
East
and
bring
more
action
downtown.
The
city
had
has
a
750
million
dollar
budget.
The
parks
department
has
roughly
a
70
or
80
million
energy
there's
plenty
of
money.
We
have
about
five
or
six
hundred
thousand
we
can
spend
each
year.
So
there
is
plenty
of
money
around
for
doing
other
things.
A
A
Work
session
when
we
discuss
the
ten
thousand
dollar
limit,
as
I
recall,
maybe
I'm
incorrect.
We
could
go
back
into
the
notes,
but
I'm
shocked
to
see
eight
thousand
dollar
in
City
fees
being
asked
for
shocked
because
I
thought
when
we
had
those
around
that
afternoon,
it
was
more
looking
towards
one
or
two
or
three
thousand
at
the
most
per
request.
So
maybe
maybe
it's
just
the.
B
B
C
B
A
H
So
this
item
before
you
is
to
request
a
member
from
a
Downtown
Development
board
to
serve
on
your
canvassing
committee
for
your
2023
election
that
will
be
next
month.
It's
on
the
second
Tuesday
in
October,
and
the
only
members
that
cannot
serve
on
that
are
members
who
are
currently
up
for
election.
H
I
could
serve.
You
could
serve
essentially.
H
H
Updates,
I,
don't
have
any
updates
for
you
at
this
time.
We
do
have
a
full
staff
in
three
new
CRA
Specialists,
oh
I'm,
very
happy
because
that's
helping
myself,
Vicki
and
Eric.
A
J
Is
your
face?
Okay?
So
let
me
Begin
by
recognizing
our
incredible
staff,
who
not
only
took
care
of
this
great
City
in
downtown
before,
during
and
after
the
hurricane,
but
upon
reviewing
their
work
and
the
amount
of
energy.
The
energy
and
expertise
they
use.
I
was
very
impressed,
and
so
is
all
of
the
council,
so
I
did
want
to
formally
recognize
them
worthy
note.
Coachman
Park
shared
very
well
with
all
that
water
and
wind.
So
that's
very
good.
J
I
also
wanted
to
Circle
back
on
a
couple
of
things
that
were
mentioned
from
the
dice
that
were
not
answered
so
I
know,
there's
a
lot
of
General
statements
made
about
Mt,
storefronts
and
all
that,
and
so
I
really
wanted
to
come
up
with
some
numbers
that
we're
not
just
making
General
statements,
and
so
yesterday
I
did
a
very
rudimentary
walk
on
the
three
blocks
and
I
counted
roughly
60
ground
floor
retail
spaces,
so
with
addresses
six
zero,
there's,
six
zero
and
three
blocks
of
those
six
zero.
J
Sixty
21
are
rented
27
rmt
out
of
those
27
18,
do
not
have
leases
or
will
not
offer
or
will
not
offer
leases
and
eight
are
either
private
or
are
challenged
for
whatever
reason.
This
is
something
that
is
daunting
and
it's
something
we
need
to
know
and
so
and
they're.
Basically,
the
majority
can
be
said
that
they're
owned
by
eight
different
LLCs,
with
one
of
them
owning
over
20.,
so
Your
Role
is
so
important.
J
When
we're
dealing
with
this
amount
of
challenge
right,
we
can
do
as
much
as
we
can,
but
if
the
spaces
are
empty,
it's
up
to
everyone
else
to
compensate,
because
we
can't
do
anything
about
it.
At
least
at
this
point.
So
it
was
kind
of
nice
to
have
an
objective
idea,
because
General
statements
can
be
misleading
or
you
know
so
so
and
then
I
believe
there
was
a
question
about,
and
I
was
unable
to
answer
and
I
apologize.
B
A
Okay,
thank
you
and
I
would
just
like
to
say
that
I've
been
down
on
the
street
20
years
on
the
600
block.
I
started
my
first
when
I
moved
here,
I
started
renting
from
Mr
casano
Right
Here
I
am
now
and
month
to
month.
I
don't
have
a
long-term
Arrangement,
but
I
have
been
month
to
month
for
18
years
and
that's
one
of
the
longest
tenants
on
the
on
the
600
block.
I
encourage
people
to
come
down.
Rent
start
a
business.
You
you
will
find
opportunity
here.
A
If
you
do
that,
so
I
do
think
it's
good,
there's,
33
percent
that
are
occupied.
We
have
66
percent,
be
occupied,
I,
agree,
I,
don't
believe
the
ddb
has
any
jurisdiction
over
the
building
owners
or
or
tenant
leases.
To
my
knowledge,
is
there
anything
we
could
do
on
that
note,
Elise
or
Anne.
B
We
can
encourage,
we
cannot
force,
the
city
can
encourage,
they
cannot
force,
you
can
give,
you
can
give
incentives.
Certified
Improvement
Grants
is
something
we've
done
in
the
past.
They
weren't
wildly
exciting,
but
we
had
some
excited
but
incentives
to
help
people
and
you
all
can
discuss
a
bunch
of
those
options,
but.
J
Whether
it's
signage
or
I'm,
not
signage,
but
we
call
it
a
cafe
a
lot
of
incentives.
The
issue
remains
that
these
spaces
are
not
available
to
be
rented.
A
B
All
you
can
do
is
encourage
people
to
rent,
which
is
back
to
my
point.
We
had
that
problem
when
I
was
on
the
board
back
in
the
90s.
A
lot
of
problem
was
that
the
buildings
have
been
financed.
This
is
not
necessarily
the
problem
is
now,
but
the
buildings
have
been
financed
when
things
were
at
the
top
and
their
lenders
had
a
minimum
amount
of
rent
that
they
had
to
charge
and
nobody
was
paying
that
minimum
amount
of
rent.
There
are
various
different
reasons
why
people
will
not
rent
their
properties.
B
You
just
need
to
find
out
the
ones
that
actually
are
not
boxed
in
and
and
figure
out
what
incentives
work
for
those
people
that
we've
you
know.
No,
you
can't
force
anybody.
You
can
force
them
to
keep
their
buildings
up.
We
can't
the
city.
Can
fire
force
them
to
keep
the
buildings
up,
but
the
ddb
can
and
we
are
not
an
enforcement
agency,
there's
no
one
who
wants
to
give
us
that
power
and
we
don't
want
it.
A
H
B
You
know
what
incentives
that
you're
going
to
provide
you
all
as
board
members
ought
to
be
talking
to
people
who
are
on
the
boat
and
say.
Is
there
a
reason
why
you're
not
running?
Is
it
what
incentives
work
for
you
rather
than
us,
trying
to
pick
them
out
of
the
air,
because
believe
me,
we've
had
a
lot
of
incentive
programs
since
I've
been
on
the
board,
where
you
know
we'll
have
three
or
four
takers.
J
B
A
But
I
will
encourage
live
and
this
video
can
be
put
around
that
we
were
grants
to
encourage
more
businesses,
as
I
was
mentioning
to
the
lady
with
the
market.
I
would
love
for
her
to
stay
downtown
and
not
go
to
the
park.
It's
a
big
kind
of
a
loss.
You
know
funded
that
from
the
from
baby
steps
to
something
very
successful,
so
we
as
a
board
have
funded
in
our
history.
A
It's
it's
a
ballpark
guest,
but
from
my
conversations
with
Anne
and
Elise
in
Paris
20
million
dollars
in
the
last
since
its
Inception
and
half
of
that
money
has
gone
to
activities
in
the
park.
The
park
is
on
its
own,
though
it's
walking
so
I
believe
we
should
be
investing
as
councilwoman
tashaner
said,
into
things
that
can
help
bring
more
business,
more
people
downtown
full
agreement,
going,
knocking
Outdoors
to
landlords,
I,
don't
see
that
happening,
I
the
city
possibly
can
because
they
have
more
jurisdiction
and
more
resources
and
more
payroll
to
do
that.
D
Project
under
construction,
just
a
few
blocks
off
the
main,
and
it's
got
four
storefronts
and
they
are
already
rented
so
nice
yeah.
So
we're
going
by
Walgreens
who
won
by
the
new
Walgreens
yeah.
D
C
Well,
as
you
know,
whenever
I
came
up
and
asked
for
your
vote,
the
point
being
is
Downtown.
Development
I
have
a
passion
for
it,
so
I
think
that
if
we
have
a
passion
for
actually
keeping
things
on
downtown
rather
than
going
to
the
park,
I
think
we
have
a
due
diligence
to
help
find
out
why
there
are
certain
blocks
that
are
empty.
A
Good
anybody
else
well,
thank
you
for
the
conversation
I
think
it's
important
and
I
think
in
five
years,
you're
going
to
see
a
different
downtown.
That's
right!
No
doubt
to
the
chairs
report:
item

I
don't

we'll
