A
Foreign
special
meeting
to
order
I'm
councilman
Albritton
filling
in
for
our
vice
mayor
Mark
bunker.
Today
I'm
going
to
go
ahead
and
introduce
the
diocese
starting
over
here
with
city
manager,
Boyer,
council,
member
Beckman
good
evening,
councilman
tashada
good
evening,
and
our
City
attorney
Margolis
good.
B
C
Lord
God,
we
pray
your
blessing
for
our
city
in
our
city
council.
As
we
begin
this
new
chapter.
As
we
install
our
new
mayor,
we
pray
for
Unity
and
understanding
Even
in
our
differences.
We
pray
O
Lord
for
our
new
mayor
Brian
aung
Sue
bless
and
keep
him
as
he
leads
our
city,
be
with
him
and
give
him
a
heart
of
service.
Empower
him
to
lead
with
strength
and
humility,
give
him
a
heart
and
vision,
full
of
Hope,
a
value
system
of
integrity
and
principle,
given
determination.
C
A
A
I'd
like
to
go
in
and
recognize
some
elected
officials
that
have
come
tonight
for
this
special
occasion.
We've
got
Susie
Sofer
vice
mayor
Beller
Bluffs
we've
got
Chris
Latt
Valley
County
Commission
Charlie
Justice
County
Commission
Dave
Eggers,
County
Commission;
we've
got
George
criticus
our
former
mayor
City
Clearwater
Rick
Christman,
former
mayor
St,
Pete
and
Bob
Buckhorn
former
mayor
of
Tampa.
Thank
you
all
for
coming.
A
A
I'm
going
to
take
things
a
little
out
of
order
here,
we're
going
to
be
doing
citizens
to
be
heard
on
items
that
are
not
on
the
agenda
first
before
we
do
the
ceremony
and
I'm
going
to
read
something
here
and
then
I'll
get
a
little
more
clarification
from
our
City
attorney,
but
members
of
the
public
are
invited
to
speak
on
any
item
that
does
not
appear
on
today's
agenda.
If
you
wish
to
address
the
council,
please
complete
a
comment
card
comment.
A
Cards
are
located
by
the
city
by
the
clerk
seated
to
the
right
of
the
diocese
when
called
to
speak,
please
hand
your
card
to
the
clerk,
please
step
up
to
the
podium
and
state
your
name
for
public
records.
You
will
have
three
minutes
to
speak
on
a
subject
that
is
not
on
today's
agenda
there'll.
There
shall
be
no
dialogue
between
persons
speaking
from
the
podium
and
the
city
council
until
the
speaker
has
completed
his
or
her
comments,
so
Mr
Margolis.
Do
you
have
any
additional
comments?
Thank.
B
You
Mr
chairman,
just
to
elaborate
on
that
a
little
bit
I,
don't
think
most
government
entities
would
necessarily
contemplate
Interruption
of
a
ceremony
or
Interruption
of
a
proceeding
with
comments.
You
know
that
are
external.
However,
in
Clearwater
we
do
have
a
strong
tradition
of
allowing
public
comment
for
things
that
are
not
related
to
the
ceremonial
purpose.
B
So
if
someone
needs
to
bring
forward
an
issue
to
the
council,
I've
been
advised
by
the
clerk
that
it's
been
a
long-standing
practice
here
to
give
people
an
opportunity
to
do
that,
even
though
we
are
really
not
here
to
cast
votes,
we're
not
here
to
do
anything
other
than
have
a
you
know,
ceremony
of
swearing
it.
So
if
there
are
citizens
who
would
like
to
be
heard
regarding
items
not
on
the
agenda,
meaning
items
that
not
relating
to
the
mayoral
appointment
or
selection
of
this
would
be
an
opportunity
for
them
to
do
so.
A
D
Thank
you.
My
name
is
Doreen
caudell
I
live
at
420,
treewood,
Road,
West
and
I'll
skip
over
all
the
parts
that
have
to
do
with
the
mayor,
mayorio
celebration
that
we
have
here
this
evening.
Oh.
D
D
We
need
to
understand
in
these
for
all
these
pictures
that
I've
handed
out
explain
that
we
already
have
a
city
hall,
and
that
is
the
CAT5
Clearwater
Gas
building
in
which
that
we
can
repurpose
that
for
the
city
hall,
and
we
also
can
from
what
I've
gathered,
we've
discussed
some
things
about
Clearwater
gas
being
sold
so
or
redone
in
a
certain
structure,
since
it's
changed
quite
a
bit.
In
addition
to
that,
we
also
have
a
party
coming
up
on
the
park.
D
The
85
million
dollar
Park
in
which
that
we
just
approved
482
thousand
dollars
for
and
I
think
I
recall
that
Mr
vidic
and
I
thank
a
couple
of
mayors
that
are
here
this
evening:
Mr
Buck
Ward
and
the
Crosman
and
all
the
elected
officials.
But
more
importantly,
that
party
I
think
that
I
recall
Mr
vinnick
had
offered
a
three
million
dollar
seed
money
to
get
that
programming
to
happen.
For
that
part,
in
those
pictures
you
also
have
some
items
there
that
are
a
guitar,
a
Seminole
Hard
Rock
guitar.
D
That
would
be
perfect
at
the
city
hall
location
and
then,
if
you
can
only
imagine
a
tower
in
front
of
the
marina
on
Clearwater
Beach
with
a
monorail
that
will
start
there
and
go
to
Island
Way
location
where
the
monorail
and
then
from
there
to
the
guitar.
The
monorail
would
go
through
the
guitar,
much
like
Disney's
contemporary
and
by
the
way
Walt
Disney
came
to
Pinellas
County
in
1976
and
was
going
to
build
a
monorail
from
here
to
Orlando,
and
we
said
no
and
I
think
we
need
to
do
something
like
that
moving
forward.
D
So
then
you
would
take
this
monorail
from
the
bluff
to
the
development.
That's
at
US,
19
and
Drew,
the
Phillies
development,
which
is
private
development.
That's
going
to
be
in
front
of
the
BayCare
Park,
which
is
also
going
to
have
some
development
happening,
and
then
you
would
take
it
to
the
fdot
building
that
we
purchased
while
I
was
on
the
council
and
you
would
put
a
Transit
a
building
there.
That
would
then
terminate
to
Tampa
St,
Pete
and
Clearwater.
D
The
other
thing
that
I'd
like
to
that's
the
transit
plan.
The
other
thing
that
I'd
like
to
say
is
Miss
Batman,
please
go
to
Tampa,
go
to
St
Pete
go
to
Sarasota,
go
look
at
other
developments
because
with
us
building
the
second
tower
on
the
beach
for
the
opal.
We
are
not
a
little
town
and
we
have
a
lot
of
people
involved
in
that
also
Tracy.
Thank
you.
Doreen
can
I
have
a
couple
more
minutes
from
anybody
in
the
audience.
E
Good
evening,
sir,
thank
you
David

I
live

802
Georgia
Avenue
in
Palm,
Harbor
Article,
1,
Section,
8,
Clause,
17
of
the
U.S
Constitution,
brings
light
to
a
district
not
to
exceed
10
miles,
Square,
now
being
that
we
already
live
within
an
already
established
water
district.
This
constitutionally
defined
districts
not
exceeding
10
miles
in
practicality
in
actuality,
would
be
a
jurisdiction
within
an
already
established
parameters
of
a
water
district.
E
E
As
we
move
forward
is
going
to
be
an
issue
in
this
country.
The
districts
naturally
are
going
to
give
rise
to
a
water
jurisdiction
now
I
believe
the
the
ill-defined
definition
of
that
jurisdiction
in
the
Constitution
needs
to
be
called
into
question
as
being
unwarranted
as
labeled
in
the
Declaration
of
Independence
I
do
believe.
We
have
a
constitutional
catastrophe
in
the
making.
Should
this
be
the
case
and
I'm
sure
it
is
the
sooner
we
address
these
problems,
the
easier
it
will
be
for
us
to
overcome
these
issues
as
a
country.
Thank
you.
Thank
you.
F
I'm
Mr,
haluba
and
I
just
wanted
to
say
how
nice
it
is
to
see
Joshua
riba,
again,
judge
Reba
now
Mr
Reed
and
myself
became
acquainted
several
years
ago
through
the
Pinellas
County
Court
System
I
was
a
defendant
and
he
was
the
prosecutor
time.
Slaughter
and
Clearwater
Police
had
filed
six
felony
charges
against
me,
Slaughter
Road
Edge
that
I
had
stolen
the
personal
information
of
a
screwball
Clearwater
Police
Officer
by
the
name
of
Steve
Waters
and
misused
it
somehow.
F
F
F
F
G
First
of
all,
congratulations
to
our
new
mayor
is
going
to
be
sworn
in.
Norm
Bill,
a
veterans
Advocate
I'm
in
and
out
of
town,
but
right
now,
I'm
in
town
just
very
quickly
and
I
could
probably
stay
under
three
minutes.
For
once
in
my
life
here,
I
had
been
working
with
John
Jennings.
He
asked
me
to
work
with
the
military
and
Veterans
participation
for
the
Fourth
of
July
celebration
and
so
I
went
to
MacDill
and
I
met
with
wing
Commander,
Colonel,
Adam,
Bingham
and,
most
importantly,
the
chief
mattress
Arden.
G
She
deep
and
they
are
very
receptive
to
setting
up
a
rapport
between
clear
water-
not
not
just
for
that
occasion,
but
anytime
and.
G
Can
understand
it
was
that
Mr
Jennings
wanted
to
fly
by
it
by
kc-135,
which
required
four-star
approval
of
Scott
Air
Force
Base
at
the
Magcon,
which
we
were
going
to
work
on,
and
nothing
mentioned.
Nothing
gained
of.
The
only
thing,
of
course
we
know
is
that
Mr
Jennings
was
terminated
with
no
misconduct
shown,
and
he
had
called
me
when
I
was
out
of
town.
He
was
delighted
he
had
gotten
an
invitation
to
be
at
the
social
that
they
have
every
year
at
the
first
of
the
year.
G
But
you
know
once
you
folks
kind
of
get
settled
in
if
you
wanted
to
work
with
the
city
manager
or
anybody
else
to
kind
of
get
that
Bond
back,
because
Mr
Buckhorn,
the
Tampa
and
and
also
in
St
Pete.
They
seem
to
have
a
better
rapport
with
the
so
common
centcom
mcdill.
G
But
we
shouldn't
be
the
third
one
out
and
we'll
see
about
that
later.
I
will
now
fall
back
into
my
chair
and
I
wish
everybody
the
best,
especially
the
new
mayor.
Thank.
A
Okay,
well,
I
think
we
could
move
on
to
the
special
event
we
have
today,
I'd
like
to
call
up
Brian,
Ox
senior
and
have
let's
call
would
you
like
to.
A
H
Joy
name:
I
Brian
senior.
Do
you
style
this?
Where
do
solemnly
swear
that
I
will
support,
protect
and
defend
and
I?
Will
support,
protect
and
defend
ant
Constitution
and
government
of
the
United
States
Constitution
and
governor
and
in
the
State
of
Florida,
and
of
the
State
of
Florida
and
the
charter
and
laws
of
the
city
of
Clearwater
and
the
charter
and
laws
of
the
city
of
Clearwater?
That
I
am
duly
qualified
to
hold
office
qualified.
G
H
H
H
First
of
all,
thank
my
family
I'm,
going
to
start
with
my
fiance
Brenda
Lemoine,
who
came
into
our
life
a
couple
of
years
ago
after
we
lost
my
wife
Karen,
and
she
has
been
a
beacon
of
light,
someone
that
we
love
dearly.
So
thank
you
very
much
for
your
support.
I
want
to
thank
my
mother,
who
is
91
years
Young,
and
she
is
here
tonight
and
she
liked
this
a
lot
better.
Her
and
my
father
worked
very
hard
on
my
first
campaign
and
she
said
this
is
this
is
a
little
better.
H
A
little
easier
I
want
to
thank
my
son,
Brian
Jr,
who
made
a
sacrifice
and
willingly
to
to
allow
me
this
opportunity,
his
wife
Carrie,
my
grandchildren,
Brian
and
Brunson,
hey
Mercy,
what's
going
on
buddy
good
to
sit
in
and
like
Kerry's
parents,
Rose
and
Bruce
Smith
and
other
folks
that
are
here,
I
appreciate
it.
I
want
to
thank
all
the
elected
officials
that
came
and
mayor
credit
case,
mayor
Christman,
mayor
Buckler
and
all
the
County
Commissioners
I've
known
these
County
Commissioners,
and
these
folks
for
a
long,
long
time,
Susie,
Sofer,
Bill
Johnson's.
H
Also
here
former
council
member
Bill
great
to
see
you
and
I
consider
them
all
friends.
We
go
back
a
long
way,
I'm
Dave
Edgars
when
he
was
mayor
of
Dunedin
and
mayor
credicus
when
he
worked
for
the
congressman
mayor
Christman
when
he
was
I,
think
in
city
council
and
then
state
government
buckworn
was
on
city
council
when
I
first
got
elected,
that
became
a
great
mayor,
did
a
great
job
in
Tampa
and
we
are
close
friends
because
we
have
any
interest
in
Penn
State
football
and
his
daughter's
graduated
from
up
there
this
year.
H
So
congratulations
on
that
Bob
and
Chris
LaValle
I've
known
for
years.
The
first
time
I
met
Chris.
He
was
in
high
school
and
I
invited
him
to
join
me
broadcasting,
a
minor
league
baseball
game
on
the
cable
network,
and
he
was
interested
at
that
time.
I
think
he
made
a
wise
move
of
saying
how
to
broadcasting
anyway,
so
I
appreciate
them
all
being
here.
I
want
to
thank
this
Council.
They
have
done
a
stellar
job
under
some
trying
times
lately
some
things
that
are
unprecedented
in
the
city.
H
They
held
a
public
meeting
and
they
heard
from
the
public
and
they
had
a
bunch
of
different
Divergent
voices
which
was
appreciated
and
they
stood
tall
through
that
and
I
especially
want
to
thank
them.
Vice
mayor,
Kathleen
Beckman
for
her
grace
dignity
and
the
way
she
handled
a
difficult
situation
that
did
not
go
unnoticed,
especially
by
me,
and
it's
been
appreciated
very
much.
So.
Thank
you
very
much.
H
Thank
you,
and
you
know,
people
don't
realize,
I
think
the
sacrifice
that
these
folks
make
to
serve
their
city
and
their
families,
especially
so
again,
I,
want
to
thank
them
for
their
sacrifice
for
their
due
diligence.
Their
hard
work
and
I
look
forward
to
working
with
them
going
forward.
We're
going
to
be
a
collegial
group
that
works
to
form
a
consensus,
to
move
this
city
forward
in
a
positive
manner
and
I
very
much
look
forward
to
that
and
give
them
another
round
of
applause
they
deserve.
It.
H
I
have
no
agenda
other
than
to
be
a
good
Steward
up
here.
Working
with
this
great
Council,
the
beautiful
things
I've
told
the
media
and
I'll
say
it
again:
I
didn't
run
for
office.
I
didn't
make
any
campaign
promises,
I,
didn't
take
any
campaign
contributions,
I,
don't
know
anybody
anything
but
good
government
and
doing
the
best
job
that
I
can
to
my
ability
and
that's
what
I
intend
to
do
so.
H
So
I
don't
want
to
belabor
this
anymore.
Oh
I
do
want
to
thank
the
staff.
I
want
to.
First
of
all,
I
appreciate
this
Council,
making
a
wise
choice
in
our
city
manager.
Jennifer
poye
did
a
great
job
and
she's
doing
a
great
job
and
I've
gotten
to
know
her
very
well,
and
we've
got
great
things
on
the
horizon
with
her
the
staff,
the
staff's
been
through
a
lot
the
last
year,
or
so.
H
We
have
a
great
staff
here
in
the
city
of
Clearwater
and
I,
look
forward
to
working
closely
with
them
and
a
lot
of
folks
I
still
recognize
some
I.
Don't
but
I
look
forward
to
getting
around
and
meeting
everyone,
so
they
can
share
their
opinions
and
we
can
move
forward
as
a
group
that
is
I
just
want
to
thank
everyone
again.
H
I
appreciate
this
great
turnout
and
it
just
shows
the
regionalism
Bob
coming
over
from
Tampa
and
mayor
cook,
Heisman
coming
up
from
St
Petersburg
and
County
Commissioners
coming
from
all
over,
and
it's
just
shows
that
what's
good
for
the
region
is
good
for
Clear,
Water
and
what's
good
for
Clearwater
is
good
for
the
region.
So
excuse
me
vice
versa,
believe
in
regionalism,
and
we
will
support
that
and
we
look
forward
to
working
closely
with
everyone.
That's
here
so
I'm
hosting
a
personal,
a
little
get-together
components
Dugout
after
this.
