A
A
On
your
screen,
you
should
see
the
downtown
development
board
as
one
of
the
first
meetings,
we're
listed
as
the
first
thing
for
today.
B
Okay,
I'd
like
I
would
like
to
have
everyone
be
quiet
for
a
moment.
It's
5
30
on
september,
9th
I'd
like
to
call
this
meeting
to
order
it's
the
meeting
of
the
clearwater
downtown
development
board
for
the
9th
of
september,
and
we
I
just
wanted
to
make
a
mention,
because
I
came
in
late
while
this
conversation
was
already
going
on
in
the
email
that
was
sent
a
few
days
ago.
There's
a
link
that
will
take
you
right
to
where
this
meeting
is
in
granicus.
B
So
everybody
should
have
a
copy
of
that
email
in
their
in
their
folders.
D
B
Okay,
so
to
begin
the
meeting,
there's
a
statement
that
we
need
to
read
and
that
is
to
ensure
public
safety
and
comply
with
the
governor's
safer
at
home
order
in
response
to
the
kovit
19
virus.
The
clearwater
downtown
development
board
meeting
will
be
held
on
august
well,
it's
september
actually
september
9th
2020
at
5
30
p.m.
B
Using
communications
media
technology
pursuant
to
executive
order,
number
20-69
issued
by
the
office
of
governor
ron
desantis
on
march
20th
2020,
a
local
government
board,
may
conduct
meetings
without
having
a
quorum
of
its
members
present
physically
or
at
any
phys
at
any
specific
location.
Utilizing
communications,
media
technology
such
as
telephone
or
video
conferencing,
as
provided
by
section
120.54
paragraph
five
sub
paragraph
b,
section
two
florida
statutes.
B
So
if
everyone
can
please
ensure
that
their
telephones
are
silenced
and
that
you
refrain
from
private
conversations
as
we're
now
in
a
public
meeting,
we'll
begin
by
having
the
members
and
ex-official
members
introduce
themselves
beginning
with
caitlin.
F
B
G
B
I
don't
see
mr
hibbard
okay,
mr
bunker
bunker
right
here:
okay
and
I'm
paris,
mercopolis,
okay,
we'll
move
on
to
item
number
two
citizens
to
be
heard
regarding
items
not
on
the
agenda.
Comments
should
be
limited
to
matters
relevant
to
downtown
for
comments
that
are
on
items
on
the
agenda
will
be
held
until
the
agenda
item.
B
B
H
H
B
B
I
B
J
B
That's
all
right
and
we're
going
to
call
the
question
all
in
favor,
say
aye
and
raise
your
hand.
So
I
can
see
you.
D
B
H
Yes,
thank
you
so
again.
This
is
the
first
of
two
public
hearings
for
your
upcoming
budget
that
would
begin
october
1st
and
go
through
september
30th
of
next
year.
Overall,
what
you
have
is
a
matching
number
for
revenue
and
expenditures
of
seven
hundred
and
forty
three
thousand
and
ninety
seven
dollars
for
the
year.
You
have
in
your
budget
it's
laid
out
by
variable
expenses
which
can
change
over
time.
H
That's
where
your
grant
funding
is
housed
and
then
your
fixed
expenses
which
pay
for
legal
advertising,
minutes
preparation
and
a
bunch
of
assorted
fees
to
the
state
and
county
there's
50
000
in
reserve
that
you
agreed
to,
and
so
what
this
will
do
is
lays
out
the
expenditure
categories
tied
to
your
work
plan
over
the
next
fiscal
year.
And
then,
if
you
want
to
make
amendments
during
the
year,
then
we
would
do
that
at
a
meeting.
Just
like
this
happy
to
answer
any
questions.
I
Hi
amanda
on
the
requested
expenditures,
I'm
sure
we
went
over
this
but
special
event
grants
that
money
then
gets
allocated
for
us
to
pick
and
choose
as
they
come
to
us.
That's
correct.
H
I
Same
for
marketing,
consulting
services.
I
H
H
You
know
and
or
marketing
firm
to
do
this,
this
destination
marketing,
so
when
we
just
figure
out
who
that
could
potentially
be
we're,
not
sure.
Yet
if
we
have
to
issue
an
rfp
if
we'll
be
able
to
and
just
expand
an
existing
contract,
that's
already
been
through
the
procurement
process,
but
we'll
bring
that
back
to
you
guys.
So
you
can
understand
and
approve
what
the
scope
of
services
will
be.
H
Help
us
decide
what
the
goals
are
all
that
stuff.
So
it's
just
saving
the
money
for
that
project
now,
but
the
details
haven't
been
figured
out
yet.
I
Maybe
maybe
I
can
summarize
like
when
I
look
at
this
budget,
I
get
a
little
bit
confused
as
to
when,
obviously
tonight's,
not
the
right
time
we're
approving
this
or
disapproving
it,
but
when
would
be
the
right
time
to
discuss
it
in
greater
details
at
our
work
sessions.
H
Sure
I
mean
we,
this
is
the
time
we
can
discuss
it
in
as
much
detail
as
as
you
like,
you
know,
or
again
we
can,
if
you
want
to
dive
into
a
particular
area
more
deeply
at
a
future
meeting.
We
can
also
do
that.
H
What
we
talked
about
at
the
last
meeting
and
what
we've
done
here
is
we've
tried
to
identify
and
carve
out
funding
for
specific
ideas
or
projects,
even
if
they're,
just
in
the
very
beginning
stage
of
an
inkling
of
a
thought,
to
make
sure
that
we
reserve
that
money
for
future
conversations
so
with
the
tourism
marketing.
That's
all
we
know
about
it
so
far,
but
we
wanted
to
make
sure
you
guys
knew.
We
were
listening
to
you
that
this
was
something
you
want
to
explore
further.
B
Okay,
keena
did
you
have
another
question
there?
No
okay,
are
there
any
other
questions
very
good?
Are
there
any
citizen
comments
on
resolution
20-04.
B
No
okay,
I'm
looking
for
a
motion
to
adopt
the
resolution
20-0
for
our
first
public
budget
hearing.
K
B
Okay,
then
cat
seconds
it
okay.
Now
is
the
time
that
keenan
that
discussion
on
this
resolution
is
welcome
from
board
members.
Does
anyone
have
anything
they
want
to
question
or
contribute?
Mr
bunker,
did
you
have
something
to
say
actually
not.
G
About
this,
but
isn't
everybody
hearing
that
noise,
like
a
video
game
or
a
tv,
in
the
background?
C
I
do,
mr
chairman,
thank
you.
I
was
curious.
What
what
is
it
that
keenan
has
attention
on,
and
I
like
to
hear
about
that.
I
I
have
a
wooden
roof
in
the
building,
so
if
I'm
unmuted
you're
going
to
get
to
hear
the
rainstorm.
D
I
B
H
Sure
I
think
the
strongest
assurance
I
can
give
you
is:
staff
is
not
authorized
to
spend
over
five
thousand
dollars
without
you
approving
that
expenditure
in
a
public
meeting.
So
in
your
own,
adopted
financial
policies
now,
there's
their
spending
limits
and
also
staff
can't
unilaterally
approve
any
grants
without
coming
back
before
the
board.
So
I
think
the
important
thing
to
keep
in
mind
is
structurally
we're
required
to
come
and
get
that
approval
to
spend
funds.
H
H
You
know
even
on
I
wouldn't
suggest
changing
the
budget
every
month,
but
you
certainly
have
the
authority
to
so
I
I
think
that
it's
our
hope
and
the
process
that
we're
following
is
with
each
of
those
vaguer
areas
and
those
work
plan
areas.
We've
agreed
on
the
big
idea
and
every
month
we're
going
to
be
narrowing
down
those
ideas
into
implementation.
C
Recalling
correctly,
mr
chairman,
we
I
asked
this
question
a
meeting
or
two
ago.
Maybe
keenan
wasn't
available,
because
we
were
just
assured
that
it
can
change.
B
With
our
approval,
correct
right,
okay,
are
there
any
other
board
members
that
would
like
to
discuss
this
resolution
before
we
vote,
whether
to
adopt
it
or
not?
Okay,
let
us
call
the
question,
then,
all
in
favor
of
adopting
resolution
20-04
say:
aye
raise
your
hand,
please
hi
hi.
Thank
you.
It
looks
like
it's
carried
unanimously,
we'll
move
on
to
item
5-1
and
that
is
to
request
the
adoption
of
the
amendments
to
the
ddb
and
elise
will
take
that
item
for
us.
Elise,
welcome.
L
Thank
you.
You
all
have
seen
the
marked
and
marked
versions
of
the
bylaws.
They
are
supposed
to
go
in
hand
in
hand
with
our
recommended
amendments
to
the
ordinance.
So
any
adoption
we
do
today
is
contingent
upon
the
adoption
of
our
recommendations
recommended
amendments
to
the
ordinance,
the
and
will
not
go
into
effect
unless
and
until
the
ordinance
is
revised.
If
the
ordinance
is
revised,
but
not
as
we've
recommended,
we
may
in
the
future,
have
to
make
additional
amendments
to
the
bylaws
to
make
them
to
make
them
mesh.
L
L
And
just
as
a
quick
summary,
some
of
it
was
just
cleanup
work,
making
sure
that
terms
were
used
at
the
same
throughout
some
of
it
was
moving
things
out
of
the
bylaws
and
into
the
out
of
the
ordinance
and
into
the
bylaws,
and
some
of
it
was
just
to
simplify
and
to
bring
up
bring
bring.
L
Amendments
to
the
ddb
ordinance.
Now,
therefore,
be
it
resolved
by
the
downtown
development
board
of
the
city
of
clearwater
florida.
One,
the
ddb
adopts
the
amendments
to
the
bylaws
subject
to
and
contingent
upon.
The
adoption
by
the
city
of
clearwater
are
the
amendments
to
the
dub
ordinance
recommended
by
the
ddb
and
the
ddb
acknowledge2.
B
C
B
Okay,
I
see
ray's
hand
up
there.
First,
so
I'll
take
raise.
Second,
and
now
we
on
are
on
board
discussion.
Is
there
anyone
that
wants
to
comment
regarding
the
adoption
of
these
amendments.
L
I
think
you're
actually
adopting
the
resolution
you're
not
adopting
the
amendments
for
say,
you're
adopting
the
resolution,
because,
if
you're
just
adopting
the
amendments,
then
you're
making
them
effective
immediately
and
this
is
a
contingent.
So
it's
a
resolution
that
you
need
to
adopt.
B
Okay,
let's,
let's
clarify
that
the
motion
is
regarding
the
res
adopting
the
resolution
that
elise
read
out
to
us.
B
Okay,
and
my
only
comment
at
this
discussion
stage-
is
I'd
like
to
thank
elise
for
all
her
work
on
this
and
on
the
ordinances
and
also
to
amanda,
who
has
done
a
considerable
amount
of
work
as
well
on
the
ordinances
and
the
bylaws.
So
much
appreciated,
it's
been
a
project.
It's
been
on
my
list
of
things
to
accomplish
on
the
ddb
for
several
years,
it's
been
much
more
difficult
than
I
ever
anticipated
to
get
it
done
and
that
we
finally
are
at
a
point
where
it's
virtually
done.
B
So
thank
you
for
everyone's
contribution
on
it.
Now,
I'd
like
to
call
the
question
all
in
favor
of
adopting
this
resolution
say
I
I
I
and
it
looks
unanimous
thank
you
very
much,
we'll
move
on
to
item
5.2,
and
that
is
a
request
for
approval
for
a
funding
request
for
business
assistance
for
sims
center
tampa
bay.
Howard.
Would
you
take
this
item
for
us.
A
A
For
that
request,
the
staff
recommends
that
this
that
the
ddb
funds,
the
full
amount
of
5500
to
the
sim
city
center
in
support
of
their
installation
of
their
sign
and
also
the
provocation
of
their
sign,
a
little
bit
of
backdrop
or
background
information,
as
relates
to
sim
city.
They
currently
sit
at
802
court
street
and
they're
new
to
the
downtown
area,
they've
been
in
business
before
downtown
on
clearwater
beach,
and
they
offer
virtual
arcade
gaming.
I
have
mr
peter
repack
here
that
I'll
bring
up
in
a
minute.
A
So
if
you
all
have
any
questions,
as
relates
to
the
funding
requests,
you
can
ask
him
specifically,
but
for
this
request
it
will
continue
to
follow
along
and
meet
the
goals
of
the
ddb's
work
plan
for
supporting
and
retaining
businesses
in
downtown
clearwater.
In
addition
to
making
sure
that
the
business
is
able
to
advertise
itself
to
those
drivers
or
passerbys
that
come
through
court
street
as
an
open
business
within
the
ddb
district,
with
that
I'll
bring
up,
mr
peter
repack.
M
Good
evening,
ladies
and
gentlemen,
hello,
good
evening,
I've
never
done
this
before
so
I'm
a
little
nervous.
Do
you
guys
have
any
questions,
or
I
should
just
say
what
I
think
or
how
does
this
work.
B
Well,
this
is
the
the
chairman
here.
You
could
begin
by
introducing
yourself
as
you've
just
come
up
to
the
mic:
okay
and
your
business
and
then
give
us
your
a
short
presentation
and-
and
they
do
mean
short
like
a
couple
of
minutes
and
then
we'll
see
what
questions
that
generates.
M
All
right,
okay,
so
my
name
is
peter
ripack,
I'm
a
resident
of
clearwater
since
1992
I
created
with
a
lot
of
help
sim
center
tampa
bay.
It's
a
flight
simulation
car
simulation
space
simulation
company
for
very
high
tech
arcade.
So
I
want
you
to
think
of,
like
you
can
sit
in
a
flight
simulator
in
a
fighter
jet
simulator
commercial,
jet
simulator
or
a
formula
one
race
car,
every
person
that
so
far
came
through,
I
would
say
about
99
of
the
people
loved
it.
M
I
believe
this
would
be
a
great
addition
for
a
downtown
area,
specifically
because
this
is
something
as
an
attraction
to
do
for
the
citizens
of
clearwater
and
also
it
helps
to
bring
more
tourists,
because
we
do
have
people
coming
from
around
the
world
specifically
for
this,
because
of
its
uniqueness.
M
M
Having
said
that,
one
of
the
biggest
reasons
we
have
moved
is
because
I
have
heard
many
many
times
from
citizens
of
clearwater
that
they
really
didn't
want
to
go
to
the
beach
because
of
traffic
because
of
the
the
parking
situation,
even
though
that
there
is
a
parking
garage
there,
simply
just
not
thinking
with
that
one
that
there's
a
possibility
of
parking,
so
we
brought
it
down
specifically
for
the
reason
because
of
the
citizens
around
here.
So
having
said
that,
kubec
is
not
helping
at
all.
M
So
with
respect,
I
would
like
to
ask
the
board
if
you
guys
would
be
able
to
help
putting
up
a
sign
which
we
already
have
designed
everything
for
the
facade
of
the
building.
It
will
say
sim
center
virtual
reality
arcade
and
that's
pretty
much
what
I
can
say.
B
Is
your
the
request
is
for
fifty
five
hundred
dollars?
Is
that
the
entire
cost
of
the
sign?
Yes,
yeah?
Okay,
just
a
comment
to
the
board
just
historically,
when
we
did
grants
in
the
past,
like
awning
grants
or
signage
grants,
or
things
like
that,
we
typically
did
a
cost
sharing
agreement
where
we
would,
you
know,
provide
like
half
of
the
funding
or
something
like
that.
We
wanted
to
see
some
participation
by
the
business
owner
or
by
the
building
owner,
depending
on
the
case.
Anyway.
That's
just
my
comment.
B
That's
the
way
we
did
it
in
the
past.
That
doesn't
mean
we
have
to
do
that
in
the
future.
But
with
that
thinking
in
mind,
does
anyone
else
have
a
question
keenan.
I
Yes,
hi
peter.
M
I
M
I
would
say
if
I
would
want
to
take
it
out
of
the
top
of
my
head.
Just
on
equipment
alone
is
over
three
hundred
thousand
dollars
marketing
and
everything
that
I
have
done
so
far
for
the
past
ten
years
trying
to
bring
this
here.
M
I
can't
tell
you
that,
as
far
as
on
that
number,
but
it's
substantial.
F
Just
a
quick
question:
are
you
the
company?
That's
always
at
the
tampa
bay.
Auto
show
yes,
okay,
yeah!
That's
pretty
cool,
because
I
know
you
guys
do
pull
a
large
number
of
people
yeah
and
I
I
think,
probably
five
six
years
ago,
when
you're
around
logo,
I
came
in
then
and
did
try
out
the
the
formula.
One.
M
D
Okay,
I
I
have
landed
his
737
at
tampa
airport
with
one
of
the
simulators,
and
I
am
a
pilot
and
it
was
quite
amazing
I
actually
co-piloted
jet
about
once
a
month
with
a
friend
of
mine,
and
it
was
it
was
just
like
you
were
in
a
737
and
the
video
I
mean
I
could
have
swore.
I
landed
at
tampa
airport,
but
more
fun
than
that
is
the
space
you
get
into
a
spacecraft
and
you
get
to
go
pipe
mars
and
you
get
to
go
by
jupiter.
B
C
Yes,
shahab
peter,
so
if
we
don't
do
anything
on
this
sign,
are
you
going
to
put
up
a
sign.
C
Okay,
so.
M
We're
doing
as
much
as
I
possibly
can-
let's
put
it
this
way,
so
I
I
have
put
out
like
right
now.
There
is
a
little
bit
of
a
signage
that
I
put
into
the
window,
but
I
would
like
to
have
a
proper
signage,
so
people
from
the
the
cars
could
actually
see
us,
because
even
the
people
who
have
reserved
they
can't
necessarily
find
us
right
away.
So
they
got
to
go
around.
That's
what
I
have
noticed
so
far.
B
Okay,
I'd
like
to
make
a
comment
myself
now
the
I
I've
liked
what
I've
heard
and
I'm
glad
that
the
ddb
members
are
aware
of
what
this
business
is,
and
it
looks
like
a
something
that
would
be
very
attractive
for
the
downtown
again.
B
I
would
just
like
to
make
the
point
that
if
we
set
a
a
precedent
at
this
point,
people
can
come
back
to
us
later
if
we
are
not
equal
handed
and
even-handed
with
everyone
else
that
comes
before
us,
so
just
be
aware
that
we
are
setting
a
precedent
if
we
do
something
different
than
we've
traditionally
done
so
with
that
I'd
like
to
see,
is
there
any
more
discussion
or
anyone
else
want
to
say
anything?
Mr
mayor.
J
M
What's
going
on
is
global,
awning
and
sign
global
sign
and
awning
is
the
one
who
is
doing
it,
so
they
pretty
much
know
what
to
do
where
to
go,
how
to
get
it
done.
All
I'm
waiting
for
is
basically
to
be
able
to
get
it
done.
A
Also,
mr
mayor,
if
I
can
have
one
thing,
peter
took
his
previous
sign
from
down
on
clearwater.
He
does
have
an
existing
sign.
This
could
just
be
an
extra
piece
of
fabrication
that
would
be
added
onto
that,
so
he
is
using
his
existing
sign
that
he
had
when
he
was
on
the
beach.
J
M
Yeah,
that
is
exactly
why
I
talked
to
global
sign
an
awning,
and
they
are
aware
of
this
and
they're
going
to
work
with
the
city.
We
might
actually
have
to
do
another
sign.
It
might
cost
more,
we'll
we'll
see
how
it's
going
to
pan
out
as
far
as
that.
Evidently,
this
is
what
I
got
is
what
it
would
cost
to
actually
have
it
refabricated
to
the
code
and
make
it
so
it's
correct.
M
B
Hey
amanda.
H
L
C
If
I
may
comment,
I
am
always
interested
in
somehow
another
contributing
to
the
marketing
of
businesses
in
downtown.
Having
said
that,
I
think
it
will
behooves
us
to
pay
the
entire
amount.
I
recommend
paying
a
percentage.
D
B
Okay,
just
a
point
of
order
when,
if
you
would
like
to
address
the
the
board,
just
raise
your
hand
and
be
recognized
and
then
we'll
allow
comments
from
that
point
forward.
Amanda
please.
H
So
this
is
the
first
funding
request
through
the
new
process,
and
I
will
say
that
staff
made
an
error
in
our
case
to
try
to
provide
help
as
quickly
as
possible.
We
missed
the
step
of
sending
out
the
application
to
you
guys
via
email,
first
and
soliciting
questions
to
then
prepare
for
the
public
hearing,
so
that
was
a
staff
mistake
to
flesh
out
right
what
your
concerns
might
be,
because
we
really
wanted
to
get
this
request
on
this
agenda.
H
I
the
reason
we
recommended
the
full
amount
is
because
you
do
have
ample
funding
available
and
because
the
applicant
has
already
invested
so
much
into
the
business
and
because
of
kovid
right
and
the
difficulty
in
making
rent.
When
you
have
lack
of
people
coming
right
to
to
patronize
your
business,
what
we
can
do
is
get
the
information
and
verify
it
to
say.
Here's
what's
been
invested
so
far
to
really
show
that
this
is
more
of
a
match,
not
that
you're,
just
taking
care
of
the
whole
ask
if
that
helps
ease
your
concerns.
H
You
know,
obviously
you
guys
decide
you
grant
what
you
want
to
grant,
but
I
I
think
we
can
provide
more
information
if
you're
interested
in
going
that
path
to
make
the
future
case
right
that
if
someone
came
in
and
said
fund
the
entire
build
out
of
my
store
fund,
all
the
marketing
fund,
the
signage
right
that
that's
a
little
bit
different
situation
than
here
where
he
has
done
the
build
out.
He
has
done
some
marketing
and
now
he's
asking
for
funding
for
one
component
of
the
larger
project.
M
I
I
I
understand
the
concerns
and
everything
and
I
don't
necessarily
want
to
set
a
precedent,
but
evidently
I
would
not
ask
for
any
help
at
all
if
there
was
no
covet
19..
Having
said
that,
it's
right
now
the
traffic
and
everything
that,
as
far
as
tourists
coming
to
this
area
is
quite
quite
a
hit.
So
that's
that's
the
only
reason
for
the
the
request.
That's
what
I
can
say
about
it.
I
mean
it's
just.
M
E
I
did
a
few
things
that
I
think
may
separate
this
request
versus
prior
weight
handling,
one
coved,
but
two
in
terms
of
it
being
focused
on
marketing
and
specifically
signage,
which
obviously
can
be
continuous
marketing
in
the
past.
I
know
we've
been
hesitant,
particularly
with
events
with
us,
bearing
100
of
the
cost
where
the
actual
owner
or
the
member
does
not
bear
any
of
that.
We
want
them
to
have
skin
in
the
game
to
make
it
a
successful
event.
E
This
being
a
sign,
that's
going
to
stay
up.
There
is
different
from
that,
and
so
that's
something
from
a
setting
a
president
perspective.
I'm
not
as
concerned
about
that
precedent,
particularly
because
of
the
first
issue
that
being
coveted
being
obviously
a
a
different
circumstance
than
we're
hoping
we'll
have
to
deal
with
in
the
future.
B
K
B
It
it
it
was
never
formally
removed,
but
it
just
hasn't
received
any
set-aside
funding
in
our
budget
for
a
number
of
years.
As
I
don't
recall,
anyone
ever
don't
recall
many
requests
that
that
went
through
successfully
through
the
whole
process,
so
that
funding
was
normally
just
sat
there
year
after
year
and
eventually
we
just
stopped
setting
it
aside
and
waited
for
you
know
a
more
legitimate
request
to
come
in
that
would
be
considered
on
a
as
it
came
in
basis.
B
Okay,
are
there
any
other
board
comments
or
questions?
Okay,
peter
did
you
have
a
final
thing?
You
wanted
to
say.
M
Yes,
I
do
a
really
quick
one.
We
are
I
basically,
we
already
paid
about
six
and
a
half
thousand
dollars
for
this
sign
already
on
the
beach,
so
as
far
as
moving
it
remove
it
put
it
up,
there
redesign
it.
So
it's
okay
with
the
codes
and
everything
that's
what
I'm
asking
for
to
help
with,
because
it
has
already
been
paid
for
at
the
clearwater
beach
location,
so
moving
it
to
downtown
is
the
actual
cost
of
making
it.
So
it's
compliant
with
the
downtown
requirements
and
that's
what
the
funding
is
requested
for.
C
Yes,
sir,
based
on
what
just
peter
said
and
my
sort
of
doing
the
math
in
my
head,
I'm
actually
very
open
to
funding
this.
B
Okay,
now
do
we
have
any
other
questions
on
this
on
this
issue
before
we
call
for
a
motion.
B
Okay,
does
someone
want
to
make
a
motion
actually,
first
before
we
get
there?
Are
there
any
citizen
comments
regarding
this?
This
funding
request.
B
B
Okay,
I
would
just
like
to
add
the
shahab
will
get
you
in
just
a
sec.
I
would
just
like
to
add
a
caveat.
If
maybe
somebody
would
want
to
amend
it
or
make
it
clear
that
the
this
funding
would
be
once
the
sign
had
been
had
gone
through
a
permit
process
been
approved,
installed
paid
for,
and
then
we
would
reimburse
the
the
requester,
but
that
would
need
to
be.
Somebody
would
need
to
say
something
to
amend
the
the
motion
to
reflect
that
shahab.
What
were
you
going
to
say.
B
G
Draw
a
lot
of
young
people,
especially
and
could
be
a
great
asset
to
the
downtown
and
it's
better
than
you
know,
having
empty
buildings
down.
G
So
we
keep
talking
about
him,
paying
it
first
or
him
paying
us
back.
G
B
Yeah
peter,
if
it's
a
pro,
if
we
approve
it
today,
it
is
funding
that
you
would
receive
if
you
comply
with
you
know,
if
you,
if
you
do
everything
that
you've
said
you
would
do
absolutely
yeah,
so
then
it
would
occur.
We
would
we
would
not
withdraw
the
funding
at
that
point.
Thank
you.
Okay
keenan.
You
had
something
you
wanted
to
add.
I
Yes,
for
me,
this
is
the
type
of
business
that
could
not
only
bring
locals
to
the
downtown
corridor,
but
also
cross-flow
the
existing
tourism
traffic.
I
After
they're,
tired
of
you
know,
beach
and
sun
and
swimming
and
beer,
they
could
come
back
over
to
downtown
and
it's
a
type
of
business,
not
just
a
restaurant,
although
he
has,
I
think,
the
ability
to
put
some
coffee
shop
or
something
in
there
that
if
we
we
start
attracting
these
type
of
attraction
type
venues
I
mean
we
have
the
hooter
we're
budgeting,
whatever
ten
thousand
dollars
for
the
hooter
boat
race
once
a
year
down
in
coachman
park,
which
is
a
smashing
success.
I
M
Okay,
extremely
fast,
I
want
to
just
say
that,
because
I'm
a
citizen
of
clearwater,
I
always
wanted
to
give
something
back,
I'm
from
behind
the
iron
curtain.
I
came
here
with
the
hopes
to
make
something
this
city,
this
county,
this
state
and
this
country,
give
me
everything.
I
want
to
give
back
something.
Having
said
that,
everything
that
I
have
done
here
came
with.
The
idea
of
this
is
the
birthplace
of
commercial
aviation
downtown
st
petersburg.
M
The
grand
prix
every
single
year
in
downtown
saint
pete
mcdeal
air
force
base
is
basically
for
the
fighter
jets
the
space
coast
with
the
space
stimulator
every
one
of
these
occasions
that
we
have,
we
can
draw
customers
coming
into
the
city
of
clearwater
and
finally,
we
can
have
the
people
come
for
a
specific
reason
that
they
actually
can
experience
what
we
have
heard
for
the
longest
time.
So
everything
that
I
have
done
so
far
was
with
that
viewpoint
of
bringing
something
that
is
local.
M
We
are
famous
for,
and
it's
amazing
for
everyone,
and
it's
it's
basically,
I
have
a
lot
of
fun
doing
it.
I
like.
B
B
Okay,
next
item
5.3-
and
would
you
take
this
one
for
us
for
regarding
the
canvassing
committee
is
anne
with
us?
Yes,.
N
I'm
here
in
chambers-
oh
there-
you
are
good
afternoon
board
and
lopez,
clear
community
redevelopment
agency
specialist.
The
purpose
of
this
item
is
for
the
ddb
chair
to
establish
the
canvassing
committee.
The
purpose
of
this
committee
would
be
to
meet
on
tuesday
october
13th,
at
the
supervisor
of
elections
office
to
assist
cra
staff
with
counting
the
ballots
for
the
ddb
election.
N
So
in
years,
in
past
years
there
have
been
two
ddb
members
and
cra
staff.
Last
year
we
had
a
team
of
three
which
was
myself
amanda
thompson
and
one
ddb
member,
and
I
think
it
went
fairly
smooth.
We
had
a
really
good
rotation
going,
so
it
would
be
my
recommendation
that
we
have
one
member
from
the
ddb.
That
would
be
there
just
to
assist
myself,
and
I
think
this
year
it
would
be
howard
who'd,
be
helping
me
with
the
election
this
year
to
help
with
the
ballot.
B
You
are
on
the
canvassing
committee
and
tuesday
on
the
13th
of
october
at
three
o'clock.
N
Yes
and
then,
and
while
we're
still
talking
about
the
election,
I
just
kind
of
wanted
to
give
a
little
update
to
everybody.
Ballots
will
be
mailed
out
by
monday,
the
14th.
I
have
sent
everything
off
for
printing.
I
mean
I
just
wanted
to
give
you
all
an
update
that
we
have
four
candidates
that
will
be
on
the
election.
N
Excuse
me
ray
cassano,
who
is
up
for
rio,
who
has
decided
to
run
for
re-election,
who
is
a
property
owner
a
resident
and
business
owner
within
the
ddb
district,
terry
novitskiy,
who
is
a
property
owner
within
the
ddb
district,
nick
pantron,
tony,
a
business
owner
and
derek
williams?
Who
is
a
resident,
and
I
have
confirmed
that
with
all
four
of
them-
and
I
have
also
explained
to
them
that,
should
they
no
longer
be
a
resident,
a
business
owner
or
a
property
owner
within
the
downtown,
if
they
are
elected
that
they
would
have
to
resign.
N
So
they're
all
aware
of
the
rules
that
go
along
with
that.
So
those
are
the
the
four
candidates
that
will
be
on
the
ballot
for
this
year's
election.
B
Thank
you,
ann
well,
good
luck
to
all
the
candidates,
and
hopefully
we'll
we'll
get
some
some
good
ideas
in
the
the
new
slate
on
the
board.
N
B
B
F
A
letter
that's
proposed
to
be
read
to
the
city
council.
It
says
dear
city,
council,
members,
cleveland,
downtown
development
board.
B
Sorry,
did
you
lose
me?
No,
we
still
have
you
I'll
get
the.
F
You,
okay
cool!
Thank
you!
So
yes,
city,
council,
members,
clearwater's
downtown
the
moving
board
goal
is
to
promote
to
facilitate
and
support
activities
that
advance
downtown
revitalization.
F
The
ddd
recommends
that
the
city
of
clouder
adopts
the
increased
density
and
floor
air
ratio
standards
approved
by
pinellas
county
in
the
past
year.
We
believe
the
increased
density
would
attract
new
developers
to
downtown
cleveland
to
build
significant
housing
office
and
other
commercial
projects.
We
thank
you
for
your
consideration
in
this
matter
and
we
are
open
to
any
discussions
around
changing
the
allowable
standards
that
will
aid
in
the
ability
to
attract
developers
to
downtown.
F
D
F
And
just
what
I'd
like
to
add?
Also
it's
it's!
The
aim
of
this
is
just
to
make
us
more
competitive
with
cities
like
centigrade.
You
know
like
right
now.
I
went
on
the
municipal
code
website
and
it
still
says
we
are
at
floor
air
ratio
4.0
and
that
at
units
per
acre,
75
units
per
acre,
where,
right
now
we
have
200
units
per
acre.
That's
what
we
proposed
from
the
fort
pinellas.
F
I
think
it's,
the
ford
finals,
countrywide
rules.
We
have
been
approved
for
200
units
per
acre
and
we
had
a
floyd
ratio
of
8.0
and
if
you
know
how
that
works,
that
means
we
double
the
amount
of
units
you
can
have
built
on
certain
plots.
So
it's
just.
I
just
want
to
be
more
competitive,
especially
now
we
have
sites
we're
trying
to
attract
more
developers
to,
and
I
don't
want
it
to.
F
I
want,
because
if
a
developer
goes
online
they're
going
to
find
out,
we
just
have
4.0
and
0.5,
and
I
think
that's
very
good.
You
don't
want
them
having
to
dig
deep
just
to
find
out
what
that's
been
approved
for
to
8.0.
Unless
you
have
this
available
for
them,
I
know
it
takes
a
while
to
get
things
done.
It's
been
about
a
year
now,
so
I
I'm
just
trying
to
find
out
what
the
delay
is.
F
It's
not
driving
anyone
or
the
city,
absolutely
officials,
but
it's
just
to
find
out
why
it
takes
a
little
longer
for
it
to
happen.
J
Yes,
festus.
Thank
you
for
bringing
this
up
for
the
ddb
to
discuss.
The
city
council
has
already
talked
about
this.
J
We
are
going
to
be
having
a
special
council
meeting
on
tuesday
to
talk
a
little
bit
about
philosophical
issues,
because
you
know
the
council
is
still
really
relatively
new
with
three
new
members,
mr
bunker
councilmember
beckmann
and
myself.
Even
though
I've
served
10
years
previously,
I've
been
out
of
the
saddle
a
while.
J
I
don't
know
why
it
wasn't
done
when
the
county
adopted
it,
but
all
I
can
do
is
move
forward
and
get
something
done
for
downtown
now.
Downtown
really
is
where
we
should
have
density,
intensity
and
height
and,
as
you
all
know,
we
have
unlimited
height.
It
really
was
limited
by
floor
area
ratios
and
4.0
is
still
pretty
intense,
but
to
be
able
to
double
that
will
be
a
good
incentive
for
certain
developers.
B
Okay,
amanda
you've
talked
to
developers
from
time
to
time.
Do
you
have
any
input
or
any
comments
you'd
like
to
make
regarding
this.
H
Well,
I
think,
to
the
question
of
why
hasn't
this
happened
earlier,
the
city
went
through
its
downtown.
The
clearwater
downtown
redevelopment
plan
update,
which
was
a
nine-month
process
and
the
county
changed
its
rules
towards
the
end
or
shortly
after
that
process
was
concluded
so
from
the
city.
It
just
was
an
awkward
timing,
perspective
right
and
we
just
finished
this
whole.
You
know
nine
month
to
year
process
and
now
we're
going
to
have
to
start
on
it
again
to
you
know,
change
two
numbers.
H
So,
as
the
mayor
said,
the
planning
department
is
putting
this
back
into
their
work
plan,
but
even
when
they,
if
they
start
next
month
because
of
all
the
different
levels
of
hearings
required
at
the
city
and
county
level,
it
is
a
minimum
nine-month
process
to
change
that.
The
other
thing
is,
it
is
being
brought
up
now
as
a
way
to
potentially
attract
more
developers,
but
in
the
past
couple
years
there
haven't
been
any
requests
that
have
come
in
that
have
even
approached
the
allowable
density
and
floor
area
that
we
have
now.
H
H
That
being
said,
I
think
that
you
know
you
guys
advocating
for
it
as
we're
going
through
the
advertising
process
for
the
imagine,
clearwater
bluff
properties
and
what
might
be
possible
on
those
sites.
We
certainly
want
to
make
it
the
zoning
and
entitlement
pathway
very
clear
and
very
understandable
to
attract
more
developers.
B
H
So
yes,
in
my
conversations
with
the
planning
director,
gina
clayton,
the
downtown
plan
area,
it
matches
the
cra
district,
so
going
from
kind
of
gulf
to
bay
highland
to
the
water
drew
street
to
the
north,
drew
it
to
the
south
and
then
there's
these
little
offshoots
of
the
old
bay
and
then
what's
called
downtown
south,
where
the
publix
is
on
fort
harrison.
So
then
there's
these
little
areas
too.
That
are
part
of
the
downtown
plan.
H
J
Yeah
in
the
previous
plan
we
had
the
character
districts
and
the
4.0
for
the
floor
area
ratios
was
only
in
the
downtown
core
was
myrtle
to
the
waterfront
drew
to
chestnut.
B
Very
good
I'd
like
to
request
a
motion
on
this
policy
recommendation
letter
from
the
ddb
to
the
city
council.
Does
someone
want
to
make
a
motion.
B
G
B
Okay,
so
that
being
it
on
the
discussion,
I'll
call
this
up
for
a
vote
on
this
motion.
All
in
favor,
say
aye
aye
aye,
it
appears
to
be
unanimous.
It
is
carried
okay.
Now
we're
going
to
move
on
to
item.6,
6.1
old
business,
equity
committee
updates
and
member
jama
will
take
this
item
for
us.
E
Thank
you
very
much.
The
last
time
I
had
described,
I
think,
generally,
what
the
plan
was
in
terms
of
getting
some
plan
in
place
for
what
we
would
do,
what
I
would
do
with
this
committee
that
has
crystallized
a
bit
more
into
kind
of
two
pieces
one
there
being
this.
What's
called
a
breaking
bread
event
and
then
two
in
terms
of
finding
ways
to
come
to
the
board
and
say
here
are
smaller
items
or
smaller
events
or
otherwise.
E
That
we
think
would
be
helpful
and
would
further
this.
This
idea
of
promoting
equity
and
similar
causes
within
downtown
clearwater
in
promoting
what
the
resolution
that
had
been
previously
approved
by
this
court
by
not
this
court
but
by
this
board.
Thank
you.
This
court,
sorry
old
habits
die
hard.
E
So,
in
terms
of
I
have
more
attraction
and
updates
in
terms
of
the
breaking
bread
event
that
is
going
to
be
broken
down
into
two
phases,
and
I've
spent
the
last,
maybe
six
weeks
or
so
reaching
out
to
community
leaders,
and
I'm
still
doing
so
to
have
what
would
be
in
essence,
the
host
committee
phase.
E
Those
would
be
the
individuals
that
would
really
help
put
together
in
what
I
hope
will
be
a
much
larger
event,
also
an
event
where,
when
we're
able
to
have
in-person
events,
so
that
part
of
the
the
process
will
be
a
little
bit
later
on
when
covet
is
in
a
different
place,
but
one
thing
and
I'll
relay
this
also
to
you
and
ask
for
individuals
whether
it
be
board
members
or
otherwise.
E
Please,
you
know
find
a
way
in
compliance
with
sunshine,
to
connect
them
with
me
or
have
them
reach
out
to
me,
I'm
happy
to
have
as
many
ideas
as
many
people
who
are
passionate
about
this
to
participate.
My
goal
is
to
have
a
date
scheduled
for
the
hosts
to
all
come
together,
the
potential
host
to
come
together.
E
I
don't
know
that
that
a
date
will
occur
prior
to
the
next,
the
next
monthly
board
meeting,
so
the
october
board
meeting.
But
my
hope
and
my
plan
is
to
have
that
date
scheduled
at
that
point
and
then
at
that,
when
that
meeting
will
come
up
with
what
our
game
plan
is,
especially
in
light
of
covid,
which
we'll
see
what
that
looks
like,
but
making
traction
making
introductions
meeting
lots
of
people.
E
The
second
ask
I
have
which
I'll
echo
in
my
final
comments
will
be,
if
you
have
any
ideas,
even
outside
of
the
breaking
bread
event,
but
any
ideas
in
terms
of
events
or
ways
that
we
can
further
this
purpose
again
without
violating
anything.
You
know,
I
welcome
any
comments,
whether
it
be
here
or
at
future
meetings
happy
to
to
have
as
many
ideas
and
cooks
in
the
kitchen
as
possible.
B
H
Yes,
I'll,
let
howard
kick
it
off
with
the
voucher
updates
and
then
I'll
fill
in
with
the
rest.
A
At
the
last
port,
meaning
you
all
like
for
a
financial
update
on
the
reimbursement
for
the
mailboxer
program,
so
for
the
invoices
that
were
submitted
on
july
10th
or
by
july
10th,
we
had
a
little
bit
over
300
mail
vouchers
that
have
been
redeemed
between
seven
of
the
nine
restaurants
that
participate
in
the
program
so
for
the
reimbursement
amount
that
comes
out
to
be
a
little
over
three
thousand
fifty
four
dollars
for
the
month
of
july,
which
leaves
us
at
about
twenty
one
hundred
dollars
left
for
billing.
A
So
with
that,
the
invoices
for
the
seven
excuse
me
for
the
nine
businesses
that
are
participating
program
are
due
tomorrow
by
the
10th.
I
have
received
approximately
half
of
those
from
the
current
businesses
and
when
we
meet
again
next
month,
I
will
be
able
to
provide
you
with
the
final
totals
for
what
the
cra
reimburse
those
businesses
back
for
for
their
participation
in
the
mailbox
program.
H
Sarah
from
downtown
pizza
and
myself
worked
with
baynews9
tv
to
publicize
the
extension
of
the
temporary
closure
of
cleveland
street
and
we'll
be
doing
a
bigger
media
launch
about
that
next
week
and
they're
really
we're
going
to
keep
pushing
it
every
month
with
different
ideas
and
different
events,
so
that
everyone
in
tampa
bay
knows
that
they
can
come
safely
dine
outside
the
cra
meeting.
Is
this
coming
monday
at
9?
00
a.m
so
tune
in
they'll,
be
adopting
their
budget
and
strategy
and,
of
course,
the
interlocal
agreement.
H
I
hope
with
the
downtown
development
board
and
then
there's
a
work
session
the
following
day
on
the
15th
about
imagine
clearwater,
to
talk
about
the
request
for
proposals
process
for
the
bluff
properties
as
well
as
if
we
should,
what
would
it
look
like
in
forming
a
conservancy
and
what
that
conservancy
would
do
for
the
coachman
park
waterfront.
H
B
Great,
thank
you,
amanda.
I
will
move
on
to
items
seven,
the
chairman's
report.
I
don't
really
have
any
long
list,
there's
no
events
to
discuss
or
tell
you
about
because
of
the
current
health
situation.
B
I
just
wanted
to
say
to
anyone
that
might
be
watching
or
participating
in
this
meeting
from
the
public
if,
if
you're
aware
of
business,
concerns
or
issues
that
the
ddb
or
even
the
cra
or
the
city
can
be
of
assistance
with
please
reach
out
to
us
and
let
us
make
us
aware
of
what
the
situation
is
and
what,
in
what
form
assistance
could
be
provided,
and
if
it's
something
that
we
can
reasonably
assist
you
with,
we
want
to
prevent
the
the
loss
of
any
businesses
that
are
existing
in
our
downtown.
B
So
I
know
businesses
are
struggling.
If
you
have
an
idea
of
how
we
can
help
you
please
reach
out
to
us,
and
let
us
know
okay
and
that's
it
for
my
chairman's
report
now
we'll
move
on
to
board
members
to
be
heard
and
we'll
go
in
sequence
here.
Caitlyn,
do
you
have
a
comment.
E
Yes,
I
will
just
slightly
repeat
myself,
but
just
ask
that
if
anyone
has
ideas
or
people
who
are
interested
in
furthering
our
equity
committee,
please
within
compliance
of
all
the
rules
and
statutes,
connect
them
with
me,
happy
to
to
chat
with
anyone
and
take
any
ideas.
Thank
you.
K
The
increase
in
far
ratio
would
definitely
attract
more
developers
to
downtown
the
imagine.
Clear
water
blocks
would
be
a
great
site
for
the
increased
power
ratio,
I'm
looking
forward
to
seeing
more
development
and
more
condos
and
hotel
high
rises
in
water.
Thank
you.
I
The
question,
mr
chairman,
historically,
what
are
the
metrics
utilized
to
judge
our
success
as
a
ddb
like?
Is
it
number
of
businesses
active,
downtown
number
of
people
traveling
through.
B
In
the
in
the
in
the
fairly
far
distant
past,
we
had
discussions
regarding
setting
up
some
statistics
to
monitor
this,
and
we
had
briefly
tried
to
track
some
statistics,
but
that
kind
of
fizzled
out
staff
didn't
keep
up
with.
You
know
it
wasn't
easy
to
get
the
the
numbers
and
the
the
stats
that
we
had
asked
for
just
didn't
materialize
on
a
steady
basis.
B
I
I
think
it's
well
worth
examining
that
as
a
as
a
topic
at
some
point
and
actually
defining
a
statistic
that
would
measure
our
success,
or
maybe
several
statistics
that
would,
at
the
same
time,
be
something
that
staff
could
do
without
adding
to
their
workload.
You
know
inordinately,
I
think,
with
with
staff
consulting
with
staff,
we
can
find
out
what
statistics
are
available,
that
we
could
easily
monitor.
That
would
give
us
some
indication
of
how
we're
doing
good
question,
though
okay,
fastest.
C
B
It's
it's
pretty
sad,
we're
still
there,
but
it's
obviously
not
a
good
business
climate
for
retail,
so
we've
lost
a
very
substantial
percentage
of
our
traffic
and
our
you
know,
revenue
so
hopefully
or
thankfully
we're
the
doors
are
still
open,
but
yeah.
It's
not
good.
C
Okay,
so
having
the
closure,
is
that
affecting
it
and
not
affecting
it,
or
does
it
have
anything
to
do
with
it?.
B
Oh
yeah,
I
don't
think
that
that
affects
our
type
of
business.
Very
much,
that's
mainly
to
make
outdoor
seating
available
for
the
restaurants
that
couldn't
that
couldn't
operate
at
a
reasonable
capacity
indoors
due
to
social
distancing
requirements.
C
Okay,
thank
you.
I
was
curious.
What
what
should
we
do
or
what
can
we
do
actually
to?
Maybe
we
can
provide
funding
to
create
more
shading
and
also-
maybe
I
don't
know,
contact
some
business
to
provide
some
sort
of
a
I've
seen
these
humidity
or
mists
that
they
come
from
they
expel
on
the
sidewalks.
C
Obviously
we
don't
have
the
budget
that
we
see
in
in
dubai
that
in
that
heat,
that
they
have
they
have
on
the
sidewalks
with
mist
coming,
and
I
think
these
are
may
seem
expensive,
but
in
the
long
run
I
think
it
attracts
attention.
I
don't
know
what
will
be.
Is
this
something
that
downtown
development
board
can
actually
explore.
B
H
But,
yes,
they
are
looking
at
umbrellas.
I
know
know
before
sponsored
fans
already
for
a
portion
of
the
area
to
help
cool
off.
So
the
merchants
have
are
thinking
about
those
ideas.
We're
working
with
them
and
you'll
see
that
request
at
your
next
meeting
very.
B
C
D
Just
to
comment:
I've
noticed
a
vast
improvement
of
people
from
other
states
calling
in
checking
on
real
estate
and
rentals
in
the
west
side
of
florida,
especially
clearwater
dunedin
largo.
So
that's
that's.
Encouraging.
J
Well,
just
as
always,
thank
you
all
for
your
dedication
to
the
downtown,
I'm
sorry
I
was
late.
I
got
caught
on
another
call.
I
would
say
on
those
misters
having
traveled
a
lot.
They
work
great
in
arid
climates,
like
arizona
around
here
you
pretty
much
just
get
wet,
and
so
they
just
fans
are
better.
I
wish
they
worked
here
because
they're
amazing
elsewhere,
but
with
our
humidity
levels,
they
just
don't
work
very
well.
J
G
I
agree
that
there
is
an
end
in
sight
for
covet
19..
We
don't
know
the
exact
end
date,
but
it's
not
going
to
be
the
long-term
disaster
that
the
great
recession
was.
I
want
to
thank
you
too,
and
I'm
hoping
that
we
can
boom
downtown
stats
and
make
this
a
great
success.
B
G
B
Okay-
and
my
final
comment
is
taco,
shahab
and
yeah.
I
think
we
should
build
a
palm
shaped
island
next
to
the
marina
and
just
like
they
have
in
dubai.
I.
B
Fund
it
out
of
our
budget,
and
it
should
be
fun,
and
I
want.
C
C
Maybe
fans
then
some
many
fans.
B
Yep,
maybe
mini
fans,
okay.
Well,
I
want
to
thank
everybody
for
participating
in
what
was
a
brisk,
business-like
and
productive
meeting.
We
got
a
lot
done
in
a
short
time
and
at
this
point
at
6
37
in
the
evening,
I'd
like
to
declare
this
meeting
adjourned.
Thank.
