If
there
is
anyone
that
would
like
to
make
a
comment,
the
rules
are
that
the
comments
must
be
limited
to
items
that
are
relevant
to
the
ddb
comments
on
the
agenda
will
be
held
until
the
actual
agenda
item
itself
is
called.
Speakers
must
identify
themselves
clearly
and
the
time
limit
of
three
minutes
will
be
enforced.
Okay.
Does
anyone
want
to
address
this?
A
F
Good
evening
and
Lopez
CRA
program
specialist,
your
first
item
on
the
agenda
today
is
your
final
public
millage
hearing
and
the
adoption
of
resolution
22-02
in
accordance
with
chapter
200
of
the
Florida
State
statutes,
which
defines
the
requirements
for
the
determination
of
millage
and
the
ruling
the
rules
governing
truth
and
millage
trim
compliance.
The
Downtown
Development
board
must
hold
two
public
hearings
to
adopt
a
final
millage
rate
for
the
new
fiscal
year.
F
The
adoption
of
this
resolution
is
to
establish
a
millage
rate,
which
is
an
integral
part
of
fulfilling
these
requirements.
The
ddb
set
a
tentative
millage
of
0.9700
Mills
at
the
July
6
2022
meeting,
which
is
the
rate
that
appeared
on
the
trim,
Bill
notice
that
was
mailed
to
taxpayers
in
August
resolution.

22-03

which

The
Downtown
Development
board
must
hold
two
public
hearings
to
adopt
a
final
military
and
budget
for
a
new
fiscal
year.
The
adoption
of
this
resolution
is
to
adopt
your
budget.
The
ddb
approved
a
preliminary
budget
at
the
August
3rd
2022
meeting,
which
outlined
the
proposed
estimates
of
revenues
and
expenditures
planned
for
the
2022-2023
fiscal
year.
A
A
A
So
now
we're
moving
on
to
a
special
event
funding
for
those
of
you
that
are
going
to
be
making
presentations
Please
be
aware
that
there's
a
five
minute
limit
for
a
presentation
and
questions
from
the
members
follow
the
presentation
so
that
we
don't
cut
into
the
time
of
presenters,
we'll
move
on
to
item
3.3
at
this
time.
Howard.
Would
you
take
the
lead
on
that.
G
G
G
With
that
we're
coming
to
you
all
to
be
able
to
amend
that
agreement
with
the
success
of
the
event
so
the
first
food
truck
event,
there
was
actually
272
people
that
attended
that
event
and
then,
with
that,
for
the
second
event
that
took
place,
there
was
a
hundred
people
that
attended
that
event,
but
due
to
the
rain,
it
had
to
be
switched
to
the
location
so
to
kind
of
keep
up
with
the
demand
and
make
sure
that
when
people
come
out
and
attend
it,
we
wanted
that
we
want
to
add
an
additional
food
truck
with
also
having
a
dessert
truck.
G
So
there
will
be
two
food
trucks
at
each
of
the
remaining
events.
For
us
there
are
still
four
lefts
in
addition
to
having
a
dessert
truck
which
could
be
Kona
Ice
or
it
could
be
an
ice
cream
truck.
Something
like
that.
We
want
to
make
sure
that
when
people
come
down
to
Station
Square
Park
to
be
able
to
be
engaged
for
the
event,
we're
able
to
make
sure
that
we're
able
to
meet
their
needs
and
then
they
can
be
able
to
get.
G
In
a
timely
manner,
so
with
that,
we
want
to
change
it.
Excuse
me
in
front
of
you:
you
guys
have
the
highlighted
section,
the
agreement
so
for
the
amended
parts
of
the
agreement.
We
want
to
amend
the
amount
of
funding
so
basically
moving
up
from
eight
thousand
seven
fifty
dollars
for
the
first,
whereas
clause
to
change
that
to
fourteen
thousand
seven
hundred
and
fifty
dollars
and
then
also
the
bin,
the
amount
not
to
exceed
a
payment
of
fourteen
thousand
seven
hundred
and
fifty
so
tonight,
I
do
have
the
staff
members
for
no
before.
A
I
H
A
A
So
when
we
ask
for
a
motion
on
this,
keep
that
in
mind.
A
Okay,
if
you
have
any
I,
don't
have
any
questions.
Does
anyone
else
have.
B
Any
questions
yes
I
do
I
was
just
curious.
That
I,
don't
recall
for
was
this,
for
this
is
for
seven
months,
so
it'll
happen
every
other
week
no
fail,
but.
G
What
happened
once
a
month
and
there's
it
happens
on
different
Thursdays
for
a
period
of
six
six
months
we
added
additional
30
days
in
the
event,
if
there
is
a
rain
or
an
event
needs
to
be
scheduled,
they
have
in
the
district
month
to
be
able
tools.
I
had
to
misunderstand
that.
B
A
B
A
H
A
You
yes
very
good,
thank
you
and
thank
you
to
the
to
know
before
putting
on
this
event.
Yes,
we
appreciate
it.
A
J
Yes,
Eric
Santiago
cra
public
relations
and
programs
manager
I'm
here
to
introduce
the
Intercultural
advocacy,
institute's,
Hispanic,
Outreach
centers
Dia
de
los
Muertos
event
on
October
28th.
This
is
a
grant
for
six
thousand
four
hundred
dollars.
The
hoc
will
celebrate
Dia
de
los
Muertos
The
Day
of
the
Dead,
a
holiday
celebrated
throughout
Latin
America,
where
people
who
have
lost
a
loved
one
Celebrate
life
after
death.
J
J
The
event
itself
will
be
contained
within
Station
Square
Park
and
will
also
feature
in
addition
to
music
DJs,
a
movie
showing
of
Coco
I
have
from
the
hlc
Vicki
oblano.
Who
can
provide
more
information
about
the
event.
K
Thank
you
for
having
us
again
I'm
a
family
coordinator
of
the
Hispanic
Outreach
Center
and
I
would
like
you
to
see
well
we're
planning
to
have
a
nice
celebration
of
the
Day
of
the
Dead
Or
Dia
de
los
Muertos
in
Spanish.
So
this
is
a
community
event
that
we're
gonna
have,
and
you
can
so.
What
we
plan
is
to
gather
a
the
community
and
celebrate
how
we
in
Latin
America
celebrate
the
data.
The
Day
of
the
Dead
is
a
special
event
that
we
celebrate
in
life
after
death.
K
How
we
celebrating
Latin
America
is
a
kind
of
different
from
which
is
America
and
I
would
like
to
share
the
whole
culture.
How
we
do
we?
Normally
we
normally
well
we're
gonna
start
doing
it
at
the
same
place
that
we
did
our
event
last
year,
a
dinner
with
Santa,
and
we
love
this
location
because
it's
very
safe
for
the
families
the
kids
are
going
to
be
in
the
back
part.
K
L
From
I
am
from
Mexico,
I
am
from
Cancun
so
and
in
Cancun
we
have.
We
are
now
I
have
a
exactly
tradition,
so
we
have
very
influence
for
many
states
so,
and
the
purpose
of
the
Day
of
the
Dead
The
Day
of
the
Dead
is
to
honor
family
members
who
pass
away
and
with
offerings
such
a
food,
drink
items
or
personal
importance
and
anything
else
they
may
enjoy.
K
K
So
we're
gonna
have
the
contest
for
the
katrinas
as
well
as
Frida
Kahlo,
so
we're
gonna
give
some
awards
for
the
the
participants
that
win
this
event.
So
what
we
want
to
do
is
make
the
families
enjoy
gather
people
in
Clearwater
downtown
and
they
the
other
businesses
around.
They
can
benefit
after
the
event
having
the
dinner
and
legally
remove
the
company.
A
Excellent,
thank
you.
I
think
it's
a
real
opportunity
for
us
to
for
the
ddb
to
be
involved
in
diverse
events
and
to
to
bring
the
Hispanic
community
and
activate
them
in
our
downtown
I.
Think
that's
great!
So
welcome
and.
B
K
A
E
I
make
a
motion
to
approve
the
idea
de
los
mertos
event
on
October
28th
for
the
full
amount
of
6400.
B
A
I
heard
this
man
first
so
Caitlyn
presents
the
motion
and
Keenan
makes
the
second
okay.
Do
we
have
any
discussion
of
this
item
from
the
board
at
this
point,.
B
D
J
Eric
Santiago
CRA
public
relations
and
programs
manager,
request
for
funding
for
Florida
best
promotions,
Inc
presents
salsa
in
the
district
for
the
amount
of
14
000
and
fifty
dollars.
Salsa
in
the
district
will
take
place
in
Station,
Square
Park
and
on
the
500
and
600
blocks
of
Cleveland
Street
on
Saturday
October
22nd
from
6
pm
to
11
p.m.
For
this
first
time
event
they
are
estimating
attendance
of
1
000
people
Florida
best
promotions.
J
Inc
has
successfully
executed,
salsa
events
throughout
Tampa
Bay,
including
seven
years
on
the
Sponge
Docks
in
Tarpon
Springs
the
evening
we'll
feature
music
dancing,
food
drinks,
all
along
Cleveland
Street
and
in
Station
Square
Park.
The
total
cost
for
salsa
is
thirty
thousand
seventy
dollars.
They
are
receiving
funding
from
the
city
from
The,
Parks
and
Rec
Department
for
3
320,
and
they
are
requesting
a
grant
from
the
ddb
for
fourteen
thousand
fifty
dollars
from
salsa
or
sorry.
M
N
C
Maybe
this
has
happened
before,
but
for
me
it's
the
first
time
the
park
is
funding.
Also
I
didn't
know
they
could
or
would
or
how
does
that
overlap
so.
J
So
the
city
has
co-sponsorship
dollars
that
they
allocate
for
events.
So
when
I
say
Parks
and
Rec
is
what
it
is
paying
for
at
the
cost
that
you
that
Parks
and
Rec
as
the
event
producer,
UD,
Payne,
Parks
and
Rec
for
things
like
fees,
use
of
space
and
some
standard
City
equipment,
so
instead
of
them
paying
for
that,
it's
just
being
donated
by
the
city.
So
there's
no
hard
cost
attached
to
my
experiences.
C
J
Co-Sponsorship
can
apply
to
events
throughout
the
whole
entire
city,
yeah,
okay,
but
for
this
event
so
yeah
the
city
has
a
process
where
you
can
apply
for
City
co-sponsorship
and
they
apply
back
when
that
opened
up
and
received
funding
for
that
great
thanks.
Excellent
we'd
like
to
hear
from
them
again
Richard
and
Darnell.
M
M
Best
promotions
anchor
and
we
have
partnered
with
Donna
macapinlak
I'm
part
of
real
pro
events
and
entertainment.
O
Run
roughly
15
plus
events
a
month
across
Tampa
Bay
salsa
at
the
district,
the
Mojito
Festival
is
taking
place
October
22nd
so
next
month,
starting
at
6
p.m,
ending
at
10
pm.
So.
O
The
best
mojito
in
Tampa
Bay,
so
we
have
some
contestants
for
that
and
then
we're
going
to
have
performances
as
well.
O
There
you
go
there,
you
go
so
our
mission
with
this
Festival
is
to
bring
more
visibility,
obviously
to
to
the
growing
district
and
I
know
that
you
guys
have
imagine
Clearwater
coming
up
next
year
and
we
have
plans
to
hopefully
do
this
again
and
make
it
even
bigger.
O
So
all
the
events
that
we
do
there
is
an
impact
on.
You
know
the
community,
the
local
businesses.
You
know
people
recognize
the
restaurants
that
they
see
around
in
the
bars
and
they
end
up.
You
know
going
to
them
even
after
our
events,
so
we've
got
a
lot
of
experience
as
Rich.
We'll
talk
about
in
the
next
slides
picture
again,.
M
My
name
is
Richard
Del
Rio
we've
been
doing
this
for
quite
a
while,
so
you
asked
why
should
you
sponsor
this
event?
And
so
we've
compiled
four
reasons
why
we
think
you
should
and
number
one
is
bring
awareness
to
the
about
the
district
to
to
people
who
who
may
not
know
that
the
downtown
district
area
exists
and
do
that
in
a
large
scale,
and
we
can
explain
that
to
you
at
Large
Scale
to
you,
after
the
presentation,
also
to
support
local
merchants
and
attract
new
business
to
the
developing
area.
M
Part
of
what
we're
doing
at
this
Festival
is
hosting
After
parties
at
some
of
the
restaurants
down
there.
We're
super
excited
about
having
us
and
so
that's
exciting
and
then
also
to
support
local
art
and
culture
for
the
community
and
for
to
make
Clearwater
a
dance
destination.
We
believe
that
we
can
make
Clearwater
a
dance
destination
and
I
think
that's
exciting,
with
all
the
plans
that
the
city
has
with
imagine
clear
water
and
the
downtown
district
Florida.
M
Oh,
we
have
a
video
too,
that
should
have
been
playing
while
we
were
presenting
there
and
there's
some
of
our
sponsors
so
far,
including
the
city
of
Clearwater.
We
can
go
to
I,
don't
know
if
you
want
to
watch
the
the
video
we
can
play
that
after
the
presentation
as
well.
It's
about
a
minute
long,
but
Florida
best
promotions
has
been
doing
salsa
events
in
the
area
for
close
to
a
decade
and
successfully
over
time.
We've
we've
passed
a
following
of
over
10
000
people.
M
We
expect
to
have
the
same
success
here
in
Clearwater.
We
think
that
the
the
downtown
area
is
beautiful
and
that
and
just
not
enough
people
know
about
it
and
we
hope
to
change
that.
We've
partnered
with
92.5
creative
loafing
to
help
us
get
the
word
out
along
with
our
own.
Following
that
we've
amassed
over
the
years,
especially
Darnell
here
who
was
doing
12
events
every
month.
M
So
there's
a
following
there
of
people
and
the
dance
Community
is
an
interesting
Community
because
it
is
Latin
but
salsa
has
has
crossed
over
and,
and
it
brings
more
than
just
the
Latin
crowd.
It's
a
great
demograph
of
of
people,
including
Latinos,
and
and
and
supports
that
culture
of
Latin
dance.
M
So
we
think
that
our
event
can
grow
to
be
one
of
your
Flagship
events
here
in
Tampa,
I
mean
in
Clearwater,
as,
as
you
know,
imagine
magic,
Clearwater
and
the
downtown
district.
You
know
expand
and
and
complete
the
vision
that
the
city
has
we
we
try
to.
We
use
a
a
principle
and
when
we
are
creating
our
events
and
the
principle
is
is
on,
is
on
there
and
and
Maya
Angelou
said
it
best.
She
said
that
people
will
forget
what
you
do
for
them.
C
Out
of
curiosity,
I
think
it's
great.
But
how
did
you
hear
about
the
district
and
our
ddb.
M
We
we
were
told
about
the
ddb
from
from
Parks
and
Recreation
nice.
A
Good
I
think
it's
very
it's
a
very
interesting
concept
and
one
that
could,
as
you
suggest,
could
grow
into
something
bigger,
and
that
happens
every
year
very
curious
to
see
how
this
Folds
again.
We
need
more,
more
experienced
people
like
yourselves,
bringing
opportunities
like
this
to
us,
so
I'm
grateful
for
your
presentation
and
with
that,
are
there
any
other
questions.
A
A
C
Flows
here
to
approve
item
3.5,
the
Florida
best
promotions
for
fourteen
thousand
fifty
dollars.
A
Very
good:
we
have
a
second
okay
right,
so
it's
proposed
by
Keenan
seconded
by
Ray,
and
is
there
any
discussion
from
the
board
all
in
favor
aye
aye,
congratulations!
You've
been
awarded.
Thank
you
so
much.
Thank
you
very
much!
Good
luck
with
it.

agency.
However,
the
process
of
CRA
funding
events
is
under
review
between
the
city
and
the
cra's
attorney
on
use
of
how
CRA
dollars
can
be
spent,
which
is
the
reason
for
this
amended
application.
J
As
this
proposal
was
developed
prior
to
the
recent
legal
review,
we
present
this
modified
proposal
without
the
use
of
CRA
funded
assistance.
The
bottoms
up
block
party
on
Cleveland
Street
is
a
craft
beer
and
food
sampling
event
with
live
entertainment
in
Station,
Square
Park
and
the
500
and
600
blocks
of
Cleveland
Street.
The
event
will
take
place
on
Saturday
November
18th
and
is
expected
to
have
an
attendance
of
15
000
to
2000
patrons
this
event,
encourages
people
to
discover
and
explore
Cleveland
streets
and
is
working
with
the
dcma.
J
A
A
P
My
name
is
Kevin
Tucker
event,
director
for
Florida
penguin
Productions.
Thank
you
for
seeing
me
today.
We
are
here
to
bring
our
beer
events
to
Blue
Water
downtown
Clearwater.
We
host
a
lot
of
different
festivals
across
the
Tampa
Bay
area
and
our
most
successful
ones
are
beer
and
burger
festivals
and
I
thought
that
would
be
the
best
type
of
event
to
bring
and
introduce
to
downtown
Clearwater
we're
very
excited
about
this
one,
because
we
normally
take
a
food
truck
take
with
all
of
our
food
that
is
offered
at
the
event.
P
For
this
event,
we
specifically
want
to
work
at
the
downtown
Merchants
Association
to
get
the
restaurants
more
involved.
We
met
with
them
this
morning
at
their
board
meeting
as
well
to
talk
to
a
lot
of
the
different
restaurants
that
were
in
attendance
and
I
also
met
with
Sheila.
We
had
a
phone
conference
just
before
this
meeting
and
they've
also
decided
at
least
Sheila
says
that
they
will
benefit
from
the
event
for
all
the
beer
sales
as
well
the
beer
permit
for
us.
So
it
will
also
be
a
fundraising
event
for
the
original
Association.
P
So
with
that
in
mind,
there's
a
larger
footprint
in
the
event
we're
going
to
use
500
block
to
the
600
block
as
well
as
Station
Square.
We
hope
to
activate
Station
Square
as
a
VIP
area,
to
hopefully
focus
on
that
area
and
the
new
improvements
to
Station
Square,
and
not
only
do
we
want
to
open
it
to
the
downtown
Merchants,
but
our
goal
is
to
get
many
Clearwater
restaurants
involved.
Hopefully
we
can
have
enough
food
in
the
event,
through
restaurants
alone,.
N
P
Where
the
food
trucks
don't
have
to
take
from
the
different
restaurants
and
their
business,
that's
been
a
very
big
Focus,
as
we've
talked
to
the
Merchants
Association
that
they're
having
tough
times.
So
we
are
going
to
approach
it
in
that
manner
and
see
what
we
can
do
with
just
the
restaurants.
A
lot
of
them
are
very
excited.
N
P
The
ones
that
aren't
right
there
on
Cleveland
Street
they
to
get
involved,
get
their
name
out
there.
Part
of
The
Proposal
does
include
the
gbb
purchasing
the
spaces
for
those
restaurants,
so
they
don't
have
to
pay
a
thing
to
come
and
get
involved
with
the
event
they'll
be
able
to
set
up
their
Booth,
offer
their
samples
and
even
take
orders
so
that
way,
people
instead
of
waiting
in
line
on
their
food
truck,
they
take
the
orders
directly
from
the
restaurants
on
the
strip.
P
Beyond
that,
the
advertising
for
the
event
is
going
to
be
focused
within
a
10
mile
radius
of
Cleveland
Street,
that's
going
to
be
my
main
target
for
it.
We
will
go
expanded
beyond
that.
We
have
a
very
large
audience
who
developed
over
the
last
10
years.
We
have
about
25
000,
patrons
that
pay
to
come
to
our
events
each
year,
they're
all
in
our
email
lists.
P
We
do
hope
to
bring
more
of
the
local
people
to
the
downtown
strip
to
see
how
it's
been
changing
and
how
it's
evolving.
With
imagine
clear
water
comes
from
part
coming
up.
We
really
hope
that
an
event
this
size
will
put
a
focus
back
on
downtown
and
bring
people
like
myself.
I
haven't
been
to
downtown
in
a
long
time.
P
I
had
no
clue
the
changes
that
were
made
since
covid,
so
we
really
hope
to
include
that
in
our
marketing
message
to
get
people
to
come
down,
see
what
downtown
is
like
check
out
the
restaurants,
all
the
amazing
menus
that
they
have
and
all
the
improvements
that
they've
made,
and
we
want
to
use
our
event
to
just
bring
more
Economic
Development
to
downtown.
So
that
is
our
hope.
Great.
A
Thank
you,
Kevin
I
have
a
one
question.
Maybe
you
could
elaborate
on
a
little
bit
and
that
is.
Can
you
tell
us
a
little
bit
more
about
your
marketing
of
this
event?
To
get
it
broadly
known,
I
know
you
mentioned,
you
have
25
000
people
in
your
on.
P
Am
the
marketing
director
for
Florida,
penguin
Productions
and
for
this
event
in
the
budget,
I'm,
not
sure
if
you
have
the
exhibit
B
social
media,
a
lot
of
our
advertising
is
done.
In-House
I
manage
all
of
our
social
media.
We
create
all
of
our
own
content,
Flyers
everything
we
utilize
Facebook
as
the
primary
HUD
of
the
entire
event.
It's
the
event
page!
It's
where
the
ticket
page
is
it's
all
connected
through
Eventbrite
we
utilize
Facebook
Eventbrite
Instagram.
P
All
of
that
has
paid
advertisement
options
as
well.
We
have
a
very
large
organic
reach,
but
we're
going
to
pump
money
into
that
as
well.
I
believe
I
have
four
thousand
dollars
alone,
just
on
the
social
media,
ads
that
we're
going
to
put
out
there
to
put
a
focus
on
this
and
again
that
message
is
going
to
include
come
check
out
downtown,
what's
happening
on
Cleveland
Street,
we're
also
going
to
utilize
radio
ads.
P
Currently,
speaking
with
Beasley,
we
have
about
105
spots,
trying
to
negotiate
with
them
to
get
that
up
closer
to
150
spots
and
we're
going
to
utilize
BC
for
our
radio
on
site
as
well.
We
have
foreign
I
have
their
afternoon
DJ,
that
is
on
Monday
through
Friday
they're,
going
to
come
out
and
host
the
event
and
see
it
on
stage
for
the
shark
98.7,
so
that
will
definitely
help
out
as
well
and
print
media
I
like
Grassroots
marketing
I,
like
flattering
I
like
going
out
to
the
businesses.
P
So
you
love
that
as
well
with
the
Merchants
Association.
She
wants
to
tag
team.
This
get
the
Flyers
out
there
to
people,
show
them
what's
happening.
We
have
a
beautiful
flyer.
This
is
a
preliminary
flyer.
You
know
you
still
haven't
gotten
approval
from
you
guys
yet,
but
I
love
the
direction
it's
going
and
getting
this
up
in
people's
faces.
I
think
they're
gonna
be
very
interested
to
come
out
and
try
this
event
the
beer
samples
at
the
event.
It
will
be
free
and
open
to
the
public
for
anybody
to
come
out.
P
So
we
don't
restrict
the
restaurants,
but
they
will
have
to
purchase
a
10
wristband
for
all
the
craft
beer
samples.
In
our
other
events,
we
can
get
anywhere
from
20
to
40
different
craft
beer
samples
at
three
ounces
of
sample.
That
can
end
up
being
like
10,
full
beers.
You
could
try
all
of
them,
so
we
want
to
make
sure
we
limit
that
a
little
bit
you
know
and
the
sampling
will
likely
be
limited
to
the
first
few
hours
of
the
event
as
well.
B
Very
good
a
flyer
says
November
19th,
but.
Q
C
Okay,
Kieran,
you
probably
explained
it
I-
might
have
missed
it.
What
type
of
music.
P
So
I
am
currently
working
out
on
which
bands
we're
gonna
have
I
do
know.
Electric
Soul
Therapy
is
a
great
up
and
coming
band
they're
going
to
be
my
opening
act
and
I'm,
not
sure
who
my
other
two
are
going
to
be.
Yet
we
have
a
specific
budget
in
mind,
they're
going
to
be
Regional
local
type.
P
P
P
Watterson
Avenue
and
at
Northeast
Avenue
there'll
be
two
sections
where
people
can
get
their
21
and
up
wristbands
and
that'll
be
ten
dollars
allows
them
to
drink,
but
the
entire
event
will
be
open
to
anybody.
Food
sampling,
not
sure,
if
we're
going
to
include
that
with
the
wristbands
yet
or
not,
I
have
to
see
how
many
of
the
restaurants
are
going
to
commit
to
this
before
we
can
decide
how
it's
going
to
go
so
it'll.
Take
me
a
couple
more
weeks
before
I
can
get
solid
commitments
from
everybody
and
the
encouragement
of
the
CRA.
P
We
are
also
going
to
have
the
food
trucks
as
a
backup
but
I
believe
from
the
feedback
I
got
from
the
restaurants
today
that
we
should
be
able
to
get
enough
of
them
involved
where
we
can.
If
we
do
have
food
vendors
come
out,
maybe
just
the
festival
like
the
kettle
corn
and
the
funnel
cake
type
people,
not
full-on
tray.
Restaurant
food
trucks
explain.
P
You
know
the
reason
why
this
entire
process
started
is
because
we
host
the
7th
annual
Safety,
Harbor,
Beer
and
burger
Throwdown
Safety
Harbor
a
waterfront
park
and
three
years
they
got
bottlenecked.
We
thought
at
first
it
was
just
covid.
You
know
numbers
were
down,
but
even
with
our
best
advertising
best
numbers
ever
we
couldn't
get
over
1500
people
to
the
event
due
to
parking.
It
was
very
bottlenecked,
so
I
started
reaching
out
to
the
city
to
see
if
coach
and
park
would
become
available
next
year,
and
that's
when
I
met
the
amazing
CRA
staff.
P
They
are
so
great
to
work
with.
They
help
facilitate
this
whole
process
and
they
wanted
to
get
in
and
try
some
new
events
a
lot
sooner
and
yes,
I
would
love
to
be
able
to
utilize
that
beautiful
venue
in
the
future.
So
hopefully
everything
goes
well
and
we
can
upgrade
substantially
to
something
much
much
larger.
I
would
love
that
very
good.
J
M
A
A
Okay,
so
it's
proposed
by
shahab
seconded
by
Ray.
Okay.
Is
there
any
word
discussion
on
this
item?
The
only
thing
I
would
like
to
say
is
that
it's
an
exciting
time
to
for
us
to
be
able
to.
You
know,
start
thinking
ahead
for
the
new
year
and
for
the
the
arrival
of
the
Imagine
clear
water
in
the
opening
of
the
park.
I
can't
wait.
A
The
pandemic
is
ending
and
it's
time
to
get
people
out
in
downtown
again
and
so
I'm
hoping
this
leads
to
a
long-standing
partnership
with
you
guys,
I
wish
you
much
success
in
this
project.
Great
all.
C
I
mean
I
like
the
idea
I
like
the
concept
but
I
just
kind
of
want
to
put
out
the
thoughts
I'm
having
are
as
the
park
explodes
with
growth
and
success,
and
all
that's
going
to
come
because
it's
Waterfront
I
mean
I
also
think
our
job
is
is
fine
this
year,
because
we
have
the
Surplus
and
whatnot.
But
if
we're
going
to
be
getting
asks
for
funding,
people
that
are
going
to
then
LeapFrog
into
the
park,
which
is
natural
I,
would
do
the
same
exact
thing.
C
We
also
have
to
be
cognizant
that
we're
funding
properties
all
the
way
through
the
Gateway
all
right
so
I'm,
just
not
that
it
affects
this
particular
ask.
But
we're
going
to
get
more
and
more
asks
to
fund
projects
that
are
going
to
end
up
in
Coachman.
Park
is
what
I'm
thinking
well
in.
A
The
past
we
going
back
many
years,
we
used
to
have
a
tremendous
number
of
requests
for
significant
amounts
of
money
for
Coachman,
Park
events,
and
then
the
board
over
time
started
saying
no.
We
need
some
kind
of
footprint
in
our
downtown
or
some
more
a
greater
link
to
the
downtown
so
that
it
actually
benefits
our
businesses
downtown.
So
in
whatever
you
can
do.
Keep
that
in
mind
that
will
work
in
your
favor
on
future
requests.
We.
P
Would
love
to
be
able
to
get
involved
with
the
Gateway
project,
all
the
way
down,
Gulf
to
Bay
and
do
anything
that
we
can?
We
do
events
all
over
the
place
and
the
reason
we
need
funding
for
this
is
because
of
the
state
that
downtown
Clearwater
is
in
with
the
construction.
I
have
sponsors.
Majority
of
my
events
are
fully
funded
through
sponsorships
and
advertising,
so
this
is
new
to
me
so
in
the
future.
Hopefully,
my
sponsors
can
see
something
amazing,
this
fall
and
they
will
be
on
board
next
year.
Excellent.
A
R
Yes,
Matt
Jackson,
CRA
assistant
director
good
evening.
Everyone
first
thing
I'd
like
to
do
is
just
acknowledge.
The
Fantastic
staff
I
was
out
of
the
office
all
day.
Today
they
were
throwing
curveballs
and
just
handled
it
in
their
typical
professional
manner,
so
I
just
want
to
acknowledge
them
and
how
much
I
appreciate
their
hard
work
on
professionalism.
R
Carowinds,
as
maybe
you
all
know,
was
on
the
400
block
at
that
location,
is
now
closed
and
she's
opened
up
on
the
600
block.
There's
a
soft
opening,
but
I
encourage
you
all
to
check
out
the
new
location
this
coming
Friday
night
here
in
the
library
we
are
there's
two
candidates
for
the
CRA
director
physician.
They
will
be
here
for
a
public
meet
and
greet
from
five
o'clock
to
seven
o'clock
P.M.
R
If
you
want
to
come
out,
talk
to
them,
see
what
their
vision
is
for
the
CRA
and
just
get
to
know
them
more.
Here.
Let
me
hear
the
library
thank
you
Keenan
and
then
last
but
not
least,
I'm
very
thankful
to
finally
be
able
to
introduce
to
you
Vicki
Shire
who's,
our
new
staff,
member,
whose
sole
purpose
is
to
bring
special
events
to
downtown.
N
Hi
Vicki
shutter,
the
new
special
events
coordinator
for
the
CRA
and
I'm,
really
excited
to
be
a
part
of
the
team.
Can
you
refer
out
a
month
now
and
we
have
some
great
programs
that'll
be
coming
up
in
the
holiday
season,
so
be
ready
to
see
all
the
fun
stuff
that
we
have
down
here.
A
You
okay!
Well
with
that,
we'll
go
on
to
the
Chairman's
report
and
I
have
a
number
of
things
to
talk
about
so
I'll
just
cross
them
off
one
at
a
time.
One
of
them
was
to
ask
about
Vicki
Shire
and
to
ask
if
maybe
she
could
come
to
a
future
meeting
at
a
the
earliest
convenient
one
and
brief
us
a
little
bit
on
what
she's
got
in
mind
and
on
ways
that
we
can
collaborate
together.
A
So
you're
invited
to
you
know:
you're
gonna,
let
the
staff
know
when
you're
available
and
when
you're
ready
and
you
can
come
and
tell
us
about
what
you're.
Thinking
of
doing
so.
You
know
we
had
an
interesting
month.
You
know
with
the
ddb
with
regarding
the
discussions
that
were
taking
place
about
our
funding
and
so
on.
A
There
was
a
presented
a
considerably
heavier
workload
for
our
staff,
and
I
also
want
to
commend
our
staff
Howard
and
Anne
for
their
a
lot
of
extra
work
in
the
last
few
weeks
in
preparation
for
what
turned
out
to
be
a
successful
meeting
on
Monday
and
their
attorney
and
and
I
was
going
to
make
special
mention
of
our
attorney,
who
put
in
a
considerable
number
of
extra
hours,
including
on
the
weekend,
to
prepare
for
this
meeting
and
then
rampur.
A
You
know
help
represent
us
on
Monday
as
well
in
a
very
positive
way,
so
we
secured
our
funding
succeeded
in
and
that
the
wisdom
of
that
has
already
been
proven
out,
because
here
we
are
able
to.
When
the
CRA
ran
into
this
funding
snag,
we
were
able
to
immediately
step
in
and
do
what
we
have
traditionally
done,
which
is
to
be
to
collaborate
and
work
together
with
the
CRA
in
the
city
to
get
things
done
for
our
downtown
okay,
so
I
just
wanted
to
to
say
thanks
to
those
people.
A
A
I
did
want
to
also
mention
the
the
CRA
directors
meet
and
greet
on
Friday.
Just
for
those
of
you
that
didn't
catch
it.
It
is
this
Friday
between
I,
think
five
and
seven
correct
and
that's
I
think
an
important
thing
to
to
participate
in
for
those
that
are
interested.
A
I
did
in
the
last
couple
of
weeks
talk
to
a
lot
of
our
past
grantees
and
ask
them
their
opinions
about
what
they
might
do
now
that
the
pandemic
is
over
and
about
their
experiences
with
us
with
us
in
the
past
most
of
those
responses.
Well,
all
of
them
actually
were
very
favorable,
and
everyone
is
showing
significant
interest
in
coming
and
doing
something
exciting
with
the
as
the
pandemic
goes
away
and
as
imagine
Clearwater
comes
up.
A
So
the
the
mayor
on
Monday
indicated
his
interest
in
having
a
series
of
you
know
really
bang-up
events
to
fire
up.
The
introduction
of
Imagine
Clearwater
I've,
been
in
discussions
with
people
like
Ruth
Eckert
Hall,
with
Clearwater
Jazz
holiday,
with
a
number
of
the
other
organizations
we've
put
on
events
with
and
they're
very
excited
about,
participating
with
us
on
doing
something
spectacular
this
coming
year.
So
there's
going
to
be
lots
of
opportunities
for
all
of
this
funding.
Okay.
A
Another
item
is
that
one
of
the
items-
I
don't
know,
I,
don't
know.
If
everybody's
has
seen
and
gone
through
the
memo
that
I
wrote
last
week.
One
of
the
issues
was
the
the
DC
amazed.
Funding
and
I
have
spoken
to
to
Scott,
Carolyn
and
Sheila
at
different
times
in
the
last
week,
and
offered
some
advice
and
some
help
in
having
them
be
able
to
process
their
funding
and
get
paid
for
their
for
the
past
year
and
I.
A
Don't
think
we'll
have
any
any
real
issues
in
handling
that
and
getting
all
that
sorted
out
by
the
end
of
this
year,
which
is
about
two
weeks.
Okay,
next
item
I
was
in
addition
to
hearing
from
Vicky
now
that
Chris
Cook
has
his
new
position
and
has
been
at
it
for
a
little
while
I
would
like
to
ask
if
that,
if,
at
a
time
that's
convenient
for
him,
could
also
come
and
brief
us
on
what
he's
doing
and
on
ways
that
we
could
work
together
to
partner
for
downtown
specific
events.
I'm.
R
Been
with
the
city
for
years-
and
he
was
because
he's
with
the
special
events
on
the
department
and
I've
moved
over
to
a
role
where
he's
overseeing
a
special
events
in
operations
from
Crest
Lake
Park
West
through
Coachman.
For
me,
it's
a
little
bit
different
than
what
we're
seeing
all
special
events
throughout
the
city.
It's
more
specifically
focused
as
we're
bringing
more
robust
programming
to
downtown,
as
well
as
the
festival
course
that's
completed
in
the
downtown
Gateway
and
then,
of
course,
The
Coachman,
Park.
A
A
Now
there's
a
couple
of
more
points.
This
is
a
lawn
Chairman's
report.
Here
is
longer
than
usual,
so
I
wanted
to
Again
State,
as
I
have
done
on
a
number
of
meetings
that
we
we
do
have
funding
available
in
our
budget
and
I
would
like
to
invite
groups,
businesses
and
entities
that
are
out
there.
Volunteers
that
have
an
idea
that
might
help
bring
people
to
our
downtown
and
activate
our
downtown.
A
One
other
item
that
is
completely
on
a
different
topic
is
that
one
of
the
business
owners
that
I
spoke
to
in
the
last
week
or
two
raised
the
concern
about
safety
and
for
restaurant
workers
that
are
working
late
and
you
know
heading
back
to
their
cars
very
late
at
night
and
so
on.
A
They
were
concerned
about
safety,
especially
in
the
blocks
that
are
blocked
off
said
the
police
have
a
fairly
it's
it's
fairly
easy
for
a
patrol
car
to
move
through
city
streets
and
cover
a
lot
of
ground
and
see
if
anything's
going
on
that
shouldn't
be
going
on.
But
in
the
areas
where
the
streets
are
blocked
off
in
the
400
and
500
block,
don't
have
the
ability
to
move
a.
A
So
there
was
a
concern
raised
about
employees
being
out
there
and,
having
you
know,
homeless,
people
set
up
camp
in
their
front
entrance
and
things
like
that
and
I
thought.
I
said
that
I
would
present
the
subject
today
and
his
idea
for
a
solution
was
a
safety
patrol
where
obviously
the
higher
Clearwater
Police
to
come
is
a
is
a
much
more
expensive,
hourly
proposition.
A
The
the
last
thing
I
wanted
to
ask
about
is
the
we
had
passed.
The
proposal
for
social
media
ad
buys
that
we
would
subsidize
if
our
businesses
in
the
district,
who
wanted
to
spend
money
on
social
media
advertising,
that
we
would
pay
for
half
of
it.
A
I've
mentioned
that
before
that
plan
to
several
businesses,
and
they
were
very
excited
about
it,
but
I
can't
I
I,
don't
know
where
to
direct
them
to
or
what
the
procedure
is
for
them
to
receive
that
money.
Do
we
have
a
procedure
and
are
we
ready
to
start
giving
that
to
people?
A
G
G
A
Okay,
what
I
would
like
to
suggest,
as
part
of
this
is
whatever
you
come
up
with
as
a
proposal
just
bring
it
to
us
with
the
idea
that
we'll
discuss
it
here
and
and
modify
it
as
we
see
as
we
see
fit,
because
there's
some
changes
that
we
might
want
to
incorporate
like
we
may
want.
The
broad
scope
of
the
program
is
something
we've
already
decided
on,
but
the
implementation
of
it
there's
a
lot
of
that's.
G
What
we're
saying
so
we
want
to
make
sure
that
we
do
have
a
detailed
program
so
before
we
actually
get
to
the
implementation
and
the
application
process.
That's
what
I'm
saying
work
with
Keenan
and
be
able
to
bring
you
two
versions
of
what
it
the
program
would
look
like
and
that
process,
because
if
it's
going
to
be
successful,
then
we
need
to
make
sure
that
we
talk
through
and
work
out
the
Kinks
before
it's
actually
implement
it.
What
I
would
probably
say
the
goal
would
be
at
the
beginning
of
the
year
at
the
latest,
so.
A
G
I
would
say,
keeping
that
same
thing
with
what
we
have
for
the
current
DB
application
like
the
first
page
might
be
information
page.
The
second
page
might
be
the
demographic
information
and
then,
in
that
first
page,
with
the
information
tell
them
about
what
it
would
cover
and
then
all
the
social
media
feeds
and
stuff
like
that,
because.
H
A
To
we
want
to
establish
that
they're
qualified
for
the
program
in
the
application
we're
going
to
be
giving
money
to
people
that
aren't
qualified,
so
we
need
to
determine
what
those
qualifications
are,
and,
secondly,
we
may
want
to
limit
it.
I.
Don't
think
that
a
business
that
has
a
thousand
or
two
thousand
employees
needs
our
five
thousand
dollar
copay.
A
Don't
know
enough
about
that,
but
that's
what
we
could
use
some
guidance
on
and
some
suggestions
on
what
our
policy
should
be
and
then
we
can
make
a
rational
policy.
Okay.
So
thank
you
heart!
Thank
you.
Okay,
so
I've
gone
on
at
length.
I
think
that's
all
I
have
so
with
that.
We
will
go
on
to
final
comments.
B
I'll
take
it
first
of
all.
Thank
you
to
this
our
CRA
staff,
at
the
support
that
we
get
from
you
guys
makes
it
possible
for
us
to
basically
do
this
without
you
guys,
it's
just
not
going
to
happen
that
easily.
Having
said
that,
I'd
like
to
thank
you
for
all
the
work
you
did
on
Monday
to
actually
point
out
that
are
and
strengthen
your
relationship
with
the
city
and
thanks
to
our
chair,
who
actually
spent
based
on
the
report.
I
read
that's
quite
a
bit
of
time.
B
Q
Yeah,
like
also
Equity
thoughts
and
things
CR
staff
and
our
attorney
for
that
starting
work.
You
guys
have
always
done
for
us
and
for
helping
us
out
on
Monday
and
also
I'm
very
excited,
to
see
four
very,
very
interesting
and
well
put
together
events
by
really
experienced
organizers
and
love
to
see
more
of
these.
So
thank
you
so
much
guys.
Thank
you.
C
I,
normally
don't
brag,
but
there
is
this
opportunity,
no
outside
of
Rey
in
Paris,
I,
think
maybe
Caitlyn.
Anyway.
This
morning,
down
at
the
clear
sky,
there
was
a
dcma
meeting
which
I
hadn't
attended
in
a
long
time
and
and
Vicki
Howard.
Were
there
also
and
9
A.M
that's
early
for
me,
but
we
we
were
there
and
I
thought
it'd
be
a
short
meeting,
but
it
was
a.
It
was
packed
if
you've
ever
been
in
the
clear
sky
in
the
back.
C
You
know
they
got
the
big
room,
it
was
pretty
much
packed
and
it
was
I
was
just
sitting
there,
observing
and
and
wonder
because,
15
years
ago,
when
Tony
from
Tony's
pizza
and
ice
started
that
organization,
that's
my
bragging.
It
was
Tony
and
I
over
pizza
with
the
Dunkin
Donut
guy,
always
yelling
at
us
who.
C
In
town-
and
it
was
always-
he
was
always
mad
about
something
anyway-
he's
not
here
anymore,
so
it's
okay,
but
and
Kevin
was
there
actually.
So
it
was
just
amazing
at
how
involved
people
actually
are.
You
know
we
hear
dcma
all
the
time
here,
but
I
hadn't
been
to
a
meeting
in
a
long
time,
and
I
mean
the
Capitol
Theater
was
represented
six
or
seven
restaurants
Sheila
it
was.
It
was
a
long
list
of
people
and
more
coming.
There's
now,
I
didn't
even
know
it
there's
a
did.
C
H
D
And
make
a
perception
that
we
all
together
all
of
us,
make
a
great
team
and
I
think
it's
starting
to
show
I.
Also
wanna
see
these
events
I
think
it's
getting
bigger
and
better
and
I
like
that
tour.
Last
time
in
the
library
where
I
got
to
see
the
Waterfront
coming
together
and
I
didn't
know,
it
holds
9
000
people
for
an
event
that
floored
me
I've
been
telling
everybody
four
times
bigger
than
Ruth
Ecker
at
all.
You
know,
so
good
things
are
happening.
We're
a
great
team
I
think
everybody
involved.
H
E
I'll
Echo
what
everyone
has
said,
but
I'll
just
reiterate
my
takeaway
from
Monday's
city
council
we'll
see
our
CRA
trustee
meeting.
My
big
takeaway
was,
of
course,
trying
to
use
the
funds
put
money
back
into
events,
and
one
of
our
biggest
issues
in
the
last
couple
of
years
has
been
not
having
things
to
fund.
