Recreation
Department

a
senior
manager
and

that
a
little
bit.
We've
restructured
some
of
our
department
to
what
we
think
is,
is
really
exciting
how
we're
going
to
best
serve
downtown.
So
my
new
title
is
called
downtown
core
general
manager.
But
what
that's
going
to
entail
is
a
couple
of
major
components.

One
is
we're
looking
at
the
landscaping
and
the
overall
beautification
of
the
area
very
similar
to
how
we're
doing
Clearwater
Beach
now,
so
there
will
be
its
own
team
that
will
go
all
the
way
from
Crest
Lake
Park
to
Station
Square
Park,
all
the
way
down
Cleveland
Street
to
Coachman
Park.
So
we
will
have
seven
days
a
week
service
at
because
we
already
have
that
at
Crest,
Lake
Park
now,
but
we'll
also
have
that
at
Coachman
Park,
so
we'll
be
able
to
share
resources
up
and
down
the
block.

Keeping
you
know,
keeping
area
looking
as
fresh
and
beautiful,
obviously
with
Coachman
Park
being
new
being
exciting.
We
want
to
keep
that
and
maintain
that
to
the
to
the
best
standards
possible.
So
that's
one
portion
of
it.
The
other
is
we're
in
in
the
middle
of
negotiating
with
your
Deckard
Hall
to
be
our
Amphitheater
manager,
which
is
very
exciting.

They
have
big
plans,
really
exciting
plans
for
concerts
that
are
going
to
take
place
there,
and
so
part
of
what
parks
and
rec
will
do
is
manage
the
agreement
to
make
sure
that
we
offer
Ruth
Ecker
Hall
the
support
that
the
city
is
contractually
bound
to
and
also
that
we
get
all
their
needs
back
from
Ruth
Eckerd
Hall
that
they,
you
know,
are
going
to
within
the
contract.
So
our
section
will
be
managing
that
agreement
and
then
the
the
last
part
will
be
to
to
Really
program
the
area
out.

So
we
know
that
passive
Recreation
is
great
and
there
are
people
that
will
want
to
come
out
and
use
use
the
park
and
enjoy
the
Waterfront.
But
we
also
want
to
really
Infuse
some
programs
and
events
that
are
going
to
drive
people
down
into
the
area.

So,
as
I
said,
we're
looking
at
it
as
Crest
Lake,
Park,
all
the
way
down
to
postman
Park,
which
gives
us
a
couple
really
great
assets
to
be
able
to
use
they're
all
different
too,
as
you
know
so
like,
for
instance,
this
weekend
we
have
it's
called
a
below
5K,
it's
a
smaller
charitable
walk
event.
So
that's
going
to
fit
better
at
like
a
Crest,
Lake
Park,
where
there's
not
as
much
parking
it's
a
little
bit
more
quaint.

They
don't
need
the
same
size
of
space,
but
something
like
the
Rock
and
Roll
Marathon.
When
that
comes
back
and
hopefully
happens
for
the
first
time
in
five
years
next
year.
That
is
a
large
event.
Ten
thousand
twelve
thousand
Runners
that's
going
to
be
at
coachwood
Park,
that's
going
to
be
at
the
you
know:
the
signature
area,
holiday
events
and
Vicki
with
the
CRA.
You
guys
have
heard
a
lot
of
her
great
ideas
and
and
the
rest
of
their
team
programming
up
and
down.

Cleveland
Street,
as
well
as
in
Station
Square
Park,
is,
is
something
we'll
all
be
collaborating
on.
I
think
the
really
exciting
part
just
kind
of
the
vision
of
it
is.
We
see
we
don't
see
Coachman
Park
as
its
own
part
for
its
own
thing.
We
see
it
as
is
really
the
the
front
door
into
downtown
so
or
you
could
say,
downtown's
the
front
porch
into
Coachman,
depending
on
how
you're
looking
at
it.

But
it's
going
to
introduce
people
to
areas
that,
maybe
in
the
past
they
just
park
to
come
to
a
jazz
holiday
and
then
get
in
their
car
and
left
part
of
the
transportation
plans.
We're
looking
at
communication
plans,
we're
looking
at
are
really
going
to
get
people
to
park
in
downtown
they'll
still
be
where
they'll
they'll
stop,
whether
they
take
a
parking
ride
that
we're
working
on
those
options
or
they
they
budgets.

then
we
want
to
entertain
them
all
the
way
up
until
they
get
into
the
Jazz
holiday
or
the
Hispanic
heritage
concert
whatever.
That
event
would
be
with
Street
musicians
with
buskers
and
then
once
they
enter
the
park.
We
have
some
really
exciting
light
features
that
are
there.
Water
features
with
the
splash
pad
and
The
Fountains.

So
it's
going
to
really
tickle
everybody's
senses
all
the
way
around,
and
so,
when
we
think
of
like
a
jazz
event,
they're
going
to
be
a
saxophone
playing
in
Station,
Square
Park,
there
will
be
you
know,
buskers
suited
towards
that
Jazzy
feeling
as
you're
going
through
downtown,
and
then
you
hit
the
park.
You
start
to
see
the
lights,
see
the
music
and
really
have
a
really
cohesive
kind
of
experience
when
people
come
in.
So
that's
that's!
That's
my
story
and
I'm
sticking
to
it,
but
it's.

Exciting
to
see
how
it's
all
going
to
tie
together
a
couple
of
the
things
that
we're
working
on
now
that
it's
going
to
help
us
do,
that
is
we
have
some
site
visits
set
up
to
to
St,
Pete
and
Tampa
and
learning
some
things
on
how
the
paper
rates
when
they
built
they
have
some
vendors
and
buskers
that
are
there,
how
how
they
contract
with
them
and
how
we
may
be
able
to
do
similar
types
of
programs
that
can
bring
people
in
and
then
and
then
one
of
the
other
major
things
that
that
we'll
have
to
work
hand
in
hand
with
the
CRA
staff.

Is
you
know,
we've
had
a
a
rather
robust
co-sponsorship
program
of
events
in
the
past
and
obviously,
when
the
city
has
so
generously
put
in.
You
know
all
of
the
millions
of
dollars
to
build
this
beautiful
new
park.
It's
it's
recruiting.
A
lot
of
people
want
to
come
here,
whereas
in
the
past
we
kind
of
had
to
be
a
little
bit
more
aggressive
with
underwriting
certain
parts
of
events
where
now
we're
having
a
lot
more
people
that
are
interested
in
bringing
their
events
here.

That
maybe
don't
need
that
that
Financial
lift
so
to
speak.
So
we're
looking
at
our-
and
we
haven't
changed
this
yet
we're
still
taking
and
listening
and
and
modeling
out
what
it
could
look
like.
But
the
thought
is
is
that
we
still
want
to
have
an
accessibility
plan
for
events
to
have
space
and
time
reserved.
So
if
it
is
an
annual
event,
just
take
the
Jazz
holiday.
We
know
every
year
that
that's
going
to
be
the
second
second
or
third
weekend
in
October.

we're
going
to
say
we
want
to
reserve
that
as
a
date,
the
time
and
the
space
now,
maybe
all
of
the
resources
that
in
the
past
that
we've
we've
you
know
given
or
put
forward
from
the
city
that
may
and
probably
will
look
different.
But
for
some
of
the
smaller
events,
if
the
time
and
space
is
something
that
we're
going
to
be
able
to
sponsor
for
them
or
give
them
from
the
Parks
and
Recreation
Department,
we're
then
going
to
be
encouraging
them
to
get
with
your
staff.

really
want
to
start
forecasting
things
out,
encouraging
people
to
get
applications
in
early
and
let
them
know
if
there's
a
financial
need
that
that
this
would
be
the
route
for
them
to

go
to
to
seek,
after
that
other

asking

you
haven't
been
on
a
tour
yet
I'd
love

you
guys

budget

for
programs
that
we
think,

what

can
tell
you
we've
seen
is
there
is
the
desire
that
hadn't
been
there
previously
for
people

looking

funding

are
just
looking
to
put
on
programs
where
they
may
be
able
to
generate,
let's
just
say,
like
an
exercise
program
in
the
past.
If
we
wanted
to
have
like
a
yoga
on
the
we'd
have
to
find
somebody
figure
out
how
to
pay
them
to
be
there.

with
most
of
our
the
way
that
our
funding
will
go
will
be
budgeted
out
several
several
months
in
advance,
so
we
we
won't
necessarily
be
positioned
for
that
event

comes

wants
to
go
in
three

able

put
towards
it
now
we
still
will
remain
and
have
equipment
and
staff
time
that
we

often

studies

more
than

000
people

looking

finding

Park

Ride
locations

service

the
Jolly
Trolley,
making,
stops

dropping
people
off

kind
of
the
front
front
door

speak
to
the
park
there
is.

parking
garages

are
being
talked

main

bring

Clearwater

there's

lot
of
a

working
on
it,

necessarily

things

I've

have,

course,
two
floors
of
Station
Square.
We
also
have
the
old
Presbyterian
site,
which
we
will.
We
are
working
on
getting
550
spots
there.
We
also
have
three
on
Garden,
Avenue
and
several
more
throughout
downtown
and
there's
many
different
mechanisms
in
which
to
get
the
people
from
there
to
Station
Square
how
to
to
to
imagine
care
work
and
also
being
concerts
I
when
I
go
to
concerts,
I
Uber
and
that
trend
is
increasing
a
lot,
whether
it's
Lyft
or
Uber
or
sharing
rights.

the
Uber
and
the
lift-
and
that's
actually
part
of
the
traffic
plan
that
I've
worked
on,
is
actually
closing
down
up
a
portion
of
a
street
that
would
be
where
specifically
lift
a
new
Birds

come

get
out
so
that
it's
not
tying
up
the
rest
of
the
traffic
in
that
area.
So
it's
a
great
point
on
something
that
we're
looking
at.

one
of
the
one
of
the
ideas
that
back
when
they
were
when
we
had
the
the
Consultants
here
to
and
did
the
public
meeting,
so
they
keep
the
Q

on
imagine,
Clearwater
and
so
on.
One
of

ideas
dating
back
from
that
time
was
to
have
some
kind
of
a
transport
system
from
the
bottom
of
the
hill
up
into
the
downtown,
and
my
idea
at
the
time
was
either
if
you
picture
something
like
the
tram
at
Busch
Gardens,
which
is
like
a
people
mover.

But
we
don't
need
anything
that
big
or
that
regular,
but
during
special
events
or
on
weekends
or
something
maybe
it'd
be
worth
having
a
talk
with
whoever
it
is,
the
the
organization
that
runs
the
trains
for
the
the
Largo
train,
the
Largo
Park,
maybe
worth
a
conversation
with
them.

Maybe
they
would
like
to
run
a
little
not
on
tracks,
but
on
Wheels,
a
wheel
tram
that
goes
up
and
down
the
hill
to
move
people
from
the
marina
or
that
area
up
into
the
downtown,

who
knows
what

would
become

tourist
attraction

its

The
event
will
take
place
on
December
16th
from

PM
to

PM

Station,
Square
Park
dinner
with
Santa
event
is
free
for
all

an
expected
attendance
of
about
250
people.

music
crafts
games,
ornament,
decorations,
pictures
with
Santa
Claus,

well

jewelry
and
artist
showcase
as
part
of
the
Hispanic
Outreach
Center's
jewelry
program.
This
event
ties

ddb's
current
work
plan
to
produce
and
Market
various
events
in
downtown
the
event
will
receive
a
special
events
permit
from
the
city's
Parks
and
Recreation
Department
staff
recommends
providing
funding
of

purpose

enhance
the

Station
Square
Park
will
feature
a
dog
Festival
pictures
with
Santa
Claus
dog
theme,
vendors
and
the
event
will
also
have
a
costume
contest.

Tiny
Paws
is
partnering
with
the
Humane
Society
another
non-for-profit
dog
rescue
dog
rescue
dog
rescues
to
bring
the
wear
to
dog
adoptions
homes
for
the
pets
holidays.
The
event
will
feature
up
to
100
dogs
for
registration
and
approximately
300
people
are
expected
to
attend
the
downtown
parade
to
enjoy
the
event.

pop
parade
event
aligns
with
the
ddb's
current
work
plan
to
fund
the
production
and
marketing
adverse
event
throughout
the
ddb
district,
and
also
to
activate
Station
Square
Park,
and
this
event
will
receive
special
event
permit
approval
through

city,
parks
and
recreation.
As
your
staff,
we
do
recommend
funding
the
initial
amount
of
nine
thousand
dollars.
Nine
thousand

hundred
and
fifty
dollars
to
execute
the
event
and
I
do
understand
that
this
is
some
whatever
departure
from
what
we
normally
do
for
executing
a
full
Grant
amount.

this
event,
as
a
point

clarification,
this

initially

CRA
event
and
with
that
sense
there
is
discussion
that
we're
currently
seeking
from
the
city's
attorneys
on
restricted
dollars
for
what
this
area
can
and
cannot,
spend

partnered
with
tiny
Palms
to
bring
her
to
the
table
to
say.

facilitate
this

the
reason
why
we're
requesting
the
full
Grant
amount
is
that
this
was
initially
a
series
that
we
partnered
with
her

small
business.

all
the

approached

benefit

animal
lovers
of
Clearwater.

their
responsibility

what
their
obligation
is
to
be
able
to
have
their

their
event

this
is
actually
a
draft
agreement
that
was
for
Mark
and
Marie.

to
her
about
using
her

of
the

through
this
drive
agreement
with
you.

to
start
with,
the
agreement
is
between
a
downtime
development
board
and
the
recipient.
We
have
a
bunch
of
words
Clauses
that
we
go
through
basically
outlining.
You
know
the
goal
of
the
agreement.
It
aligns
with
your
work
plan
in
addition
to
what
some
of
the
strengths
are
for
the
applicant
and
then
from
there.
One
of
the
key
things
to
take
note
of
is
the
term
of
the
agreement.
So
typically,
if
an
event
for
this
one,
this
is
a
six-month
event.

Then
we
outline
it
for
the
time
period
so
for
fun,
Grant
recipients,
their
Grant,
has
been
a
year,
there's
an
actual
start
date
for
the
effective
date
and
then
also
an
end
date.
So
it's
not
open-ended
and
then
from
there.
We
outline
their
responsibilities,
and
the
typical
piece
of
this
is
is
that
every
Grant
recipient
shall
be
responsible
for
developing
scheduling,
producing,
managing
managed
overall
operational
Services
need
to
sexually
successfully
execute
the
event
and
also
identifying
the
location.

Part
of
this
is
that
it
locks
them
into
their
event,
taking
place
wherever
the
initially
stated
was
going
to
take
place
if
they
move
it
outside
of
that
area.
Without
approval,
then,
on
that
note,
your
event
cannot
be
funded,
so
I
want
to
be
very
clear
about
what
the
obligation
is
and
also
the
location
of
their
event
from
there.
We
also
outline
the
information
that
any
event
that
their
event
has
to
be
rescheduled
or
as
the
council,
due
to
acts
without
inclement
weather.
What
case
may
be?

They
will
also
make
notification
by
submitting
something
to
writing
for
the
reason
why
the
event
is
canceled
and
in
most
cases,
if
it's
an
event,
that's
supposed
to
happen
one
month.
I
would
extend
the
grant
agreement
time
out
for
like
two
months,
so
that's
where
it's
kind
of
built
in
for
the
event
to
particularly
take
place
in
that
two
in
one
time
frame.

So
if
they
come
to
you
as
an
example,
I'm
going
to
use
the
party
parents,
it's
supposed
to
happen
in
January
29th,
the
grunt
agreement
would
be
for
45
days
or
for
60
days.
So
if
it
didn't
happen
on
January
28th,
then
they
could
have
their
event
in
February,
not
that
they
would
because
it's
related
to
gastarilla,
but
you'll
want
to
try
to
build
in
that
time
frame
so
that
anything
that
gets
approved
can
still
happen.
So
that's
kind
of
like
a
built-in
mechanism
for
that
also
that
they
have
to
coordinate
with
special
events.

Also,
the
applicant
is
responsibly
for
active,
promoting
each
of
their
events
through
their
media
platforms
and
also
shall
identify
the
dvb
as
a
sponsor.
This
is
included
on
the
advertisement
social
media
marketing
websites,
any
other
platform
that
they
use.
They
have
to
acknowledge
you
all
as
a
sponsor
of
their
event,
so
in
prep
digital
media,
whatever
the
case
may
be,
and
then
the
breakdown
for
when
we
started
talking
about
the
written
report,
every
applicant
is
required
after
the
event
takes
place
to
come
back
and
do
a
report
out.

So
when
we're
looking
for
nightmares
looking
for
Success
looking
for
outcomes
of
the
event,
all
the
things
that
really
went
into
planning
and
making
evidence
successful,
they
are
required
to
come
back
and
provide
that
information
to
you
and
typically,
we
want
to
try
to
do
it.

days
after
event,
where
all
the
information
is
fresh,
they
can
give
you
the
social
media
posts,
any
feedback
from
anybody
that
attended
their
event.
So
they
are
required
to
do
that.

events

happen
in
downtown
team
and
I'm,
assuming
he's
still
going
to
be
working
with
this
team,
but
also
an
expanded
team.

the
entire

applicant
jobs
limited
invoice
detailing
their
expense
list
monthly,
going
to
determine
this
agreement
if
it's
a
month-to-month
event
and
if
submitting
reoccurring,
invoices
for
the
same
event,
the
invoices
have
to
have
a
unique
invoice
number
for
each
event
and
at
any
minimum,
the
outline
of
their
expenses
to
be
paid.
Invoices
attain
the
type
of
expense,
the
date
of
the
expense,
the
name
of
the
vendor
to
be
paid
and
the
amount
of
the
payment
which
coincides
with
the
invoice
to
be
paid,
and
with
that
they
can
submit
cancel
checks.

They
can
submit
credit
card
statement
with
the
denied
dialectic
information
they
can
submit
an
invoice
or
receipts
as
long
as
the
show
paid,
then
we
would
take
those
as
proof
that
they
paid
for
the
event
any
question
about
the
applicant
responsibilities
and
requirement,
and
some
of
this
information
is
standard
for
every
Grant
agreement,
and
there
are
some
things
that
may
be
different.
It
just
depends
on
what
the
grant
applicant
is
asking
for.
So
this
is
pretty
much
the.

The
payments
will
be
made
to
the
applicant
on
a
reimbursement
basis
for
any
operational
marketing
production
costs
and
covered
as
authorized
in
this
grant
agreement,
and
then
we
go
up
and
we
list
them
out
and
then
also
says
that
basically
we're
given
the
max
amount
that
they
can
be
paid
and
then
all
expenses
will
be
paid
within
a
30-day
time
frame.
The
reason
why
we
ask
everybody
to
submit
a
budget,
and
in
this
one
their
budget
was
exhibit
B
we're
outlining
what
can
be
paid.

So
when
we
look
at
their
budget,
we
know
what
has
been
submitted
have
been
approved
for
you
all
for
reimbursement
and
that's
what
we
stick
to
so
they
can't
submit
or
give
us
any
other
documentation
for
paying
things
outside
of
what
you
are,
as
a
governing
board
approved
for
them.
So
in
cases
where
they
ask
for
upfront
funding
and
this
when
they
did,
this
was
outlined
as
their
exhibit
fee
for
their
budget
and
how
that
2500
excuse
me
that
2
500
was
approved
by
y'all
to
be
paid
and
then
the
last
piece
is
the
execution.

no
Grant
agreement
is
fully
executed
until
all
parties
have
signed
off
so
Paris
as
a
chair.
He
signs
off
on
this,
the
applicant
and
then
the
director
and
right
now
we
have
John
Jennings
serving
as
the
interim
director
and
he's
only
attesting
to
the
information
and
then
once
that's
executed,
the
recipient.
They
get
a
copy
via
email
and
then
I
mail
them
an
original
copy.

So
in
terms
of
Any
Grant
that
is
funded,
they
have
legitimate
documentation
for
what
their
expectations
that
they're
going
to
be
held
to
and
that
we
know
what
their
responsibilities
are
and
your
responsibilities
to
be
able
to
pay
vote.
So,
from
start
to
finish,
that's
really
the
application
process.

someone
submits
a
budget
for
an
event
that
they're
going
to
put
on
and
what
a
couple
you
know
we're
just
one
part
of
the
item
is
500
for
drinks,
five
hundred
dollars
for
snacks
and,
let's
say
the
their
invoices
are
550
for
drinks
and
four
hundred
and
fifty
dollars
for
snacks.

would
be
something
you
said
you
were
going
to
go
and
exit
well
on
a
grant
where
we
say
we're
paying
that
this
much
for
music
and
we're
paying

much
for
marketing,

they

rent

cut
back
because
they
haven't
performed
those
major
services.

like
when
you
have
a
business
a
corporation.
You
should
have
minutes
if
you
buy
something
major

not
in

business

buying

to
do
minutes
for
buying
paper
all

There
are
some
things
that
are
de
minimis,
but
if
you
have
completely
failed
to
do
a
portion
of
that
contract,
then
that
gets
you
cut
back.
They
have
provided
food
and
done
both.

line
item-
and
it's
two
different
things-
then
you
can't

offset

do

with

them

election
results

July

2022
CRA
staff
received
a
complete
listing
of
the
parcels
from
the
Pinellas
County
tax
collector's
office,
total
of
902
total
Parcels
within
the
ddb
of
that
there
are
133
that
are
not
eligible
to
vote
in
the
election,
and
that's
because
they
are
either
owned
by
Pinellas
County
the
city
of
Clearwater.

did
not
pay
property
tax,
I,
mailed
out
365,
voter
designation
forms,
we
received
20
new
ones
or
they
were
either
new
or
updated,
and
we
mailed
out
a
total
of
469
ballots
on
September
9th
on
Tuesday
October
11th.

thing
again
because
I've
seen
the
voter
registration
forms,
you
know
to
the
process
start
to
finish.
One
thing
I
do
notice
is
if
it
is
a
husband
and
wife
right,
Mr
and
Mrs
Matt
Jackson
own

property

Matt
Jackson
signs
as
a
voter
registration,
but
his
wife,
Mrs
Jackson,
fills
out
the
ballot
and
signs
the
back
it's
invalid
because
on
the
form
Mr
Jackson
is
the
designated
voter.

steps

keep

we

has
been
very
busy.
Mayor
have
heard,

spearheaded
an
initiative
alongside
council,
with
our
support
and
we've
gone
out
to
the
different
communities.
We've
addressed
organizations,
neighborhood
associations
and
groups
to
educate

citizens
on
the
upcoming
reference
in
the
November
8th,
and
it's
been
overwhelmingly
well
received.
We
unanimously
as
a
council,
support
this
initiative.
We
think
in
conjunction
with
imagine
Clearwater.

vibrant
and
I
listened
to
one
of
the
best
mariachi
bands
that
I
have
heard
in
the
female
singer
held
a
note
for
so
long
that
I
thought
it
was
impossible
and
I
want
to
thank
the
Hispanic
Community
for
being
such
a
vibrant
community
that
really
truly
communicates
their
passion,
so
effortlessly
so
I
enjoy
capturing
that
hope
that
glimpse
of
what
downtown
could
be
and
we're
going
to
continue
to
educate
the
citizens
and
I
am
asking
everyone.
