A
The
board's
objective
is
to
make
recommendations
for
the
effective
functioning
of
sister
cities
activities
and
advise
the
city
council
of
sister
cities
program
issues
that
might
impact
the
development
and
expansion
of
the
program.
Agendas
of
today's
meeting
are
on
the
wall
at
the
entrance
to
chambers.
Please
remember
to
turn
off
your
cell
phones
and
electronic
devices.
A
B
Right,
I
am
lena
tischer
newly
elected
to
clearwater
city
council.
A
A
A
E
Thank
you
as
a
reminder
to
any
citizens
wishing
to
speak
before
the
board
for
items
not
on
the
agenda.
Citizens
will
have
three
minutes
to
come
and
speak
their
item
before
the
board.
Citizens
will
have
only
one
opportunity
to
speak
at
this
citizens
to
be
heard.
As
a
reminder,
this
is
a
voluntary
board
that
is
appointed
to
provide
direction
and
advice
for
the
sister
cities,
operations
of
the
exchange
program.
A
E
Much
good
afternoon
board
I'd
like
to
take
a
moment
to
welcome
our
new
board
members,
council,
member
lina,
tesheta
and
council
member.
I'm
sorry,
you
just
got
a
promotion
and
board
member
doug
kelly,
so
welcome
to
the
sister
cities,
advisory
board.
D
E
E
It
is
a,
I
believe,
is
the
eighth
largest
state
and
city,
and
they
recently
sent
a
representative
from
the
florida
federation
of
hidalgo,
who
represents
the
population
of
hidalgines
folks
that
have
emigrated
here
to
clearwater.
E
B
Just
to
note
that
the
agenda
that
you
gave
out
chris,
yes
under
4.1,
you
have
the
nagano
versus
the
mexico.
B
The
four
point,
five
point,
oh
on
the
one
that
he
gave
me
wow
4.1,
is
the
nominal
correct.
E
And
so
a
representative
from
the
florida
federation
of
hidalgo
came
to
the
city
recently
about
a
month
ago
or
so
to
propose
the
idea
of
establishing
a
sister
cities
relationship
between
our
two
cities.
E
Because
of
that
connection
with
population
and
because
of
a
interest
on
the
part
of
their
mayor
and
the
mexican
consulate,
so
they've
they've
sent
out
an
official
delegation
to
meet
us.
Their
mayor
was
here
in
florida
for
a
tour.
She
came
to
the
city
of
clearwater.
She
met
with
mayor
hibbard
and
the
vice
consul
of
mexico.
E
Out
of
the
orlando
office
also
came
over
as
well
with
some
representatives
of
both
it's
mckillpon
and
of
citizens
living
here
in
the
city,
and
so
there
are
a
wide
number
of
businesses
that
are
located
here
in
clearwater
that
are
operated
by
immigrants
from
its
mechapon
and
from
the
state
of
hidalgo,
and
they
have
expressed
the
desire
to
partner
our
cities
together.
E
And
so
the
item
presented
to
the
board
is
to
gauge
a
level
of
interest
of
establishing
the
relationship
with
them.
E
They
have
been
very
positive
and
enthusiastic
to
do
so,
and
we
are
following
the
protocol
and
criteria
for
establishing
new
relationships
that
are
set
by
sister
cities,
international,
which
starts
with
the
introduction
of
cities
and
then
a
proposal
of
partnering
in
which
a
formal
request
comes
from
the
requesting
city.
In
this
case,
it's
they
will
be
filing
that
and
in
fact
I
had
an
update
yesterday
that
they
should
be
having
they
should
have
it
to
us
by
the
end
of
this
week.
F
G
F
My
thoughts
would
be
about
concerning
local
citizens
in
this
board,
as
well
as
the
sister
city,
and
what
have
you
of
sister
cities
inc
is.
Is
you
know
inclined
to
do
that,
because
I
really
like
to
see
that
you
know
we
have
a
broad
umbrella
when
we're
talking
about
sister
city.
So
I
think
it's
great.
C
E
They
don't
have
a
definite
count.
That
was
a
request
that
we
presented
to
the
consulate
to
see
if
they
can
give
us
a
rough
estimate
as
well
as
some
of
the
businesses
that
we
could.
You
know,
bring
into
the
declaration
as
being
reflective
of
that
culture
here
in
clearwater.
B
A
E
So,
regarding
the
exchange,
they
definitely
want
to
focus
on
education,
and
that
would
encompass
both
exchanges
at
the
middle
and
high
school
level,
with
the
potential
of
also
partnering
with
st
petersburg
college,
to
do
either
a
technical
or
higher
learning
exchange
within
their
municipal
university
system,
as
well
as
st
pete
college
here
in
town.
So
that's
an
interest
as
well
that
we've
not
seen
explored
in
the
past
that
we
could
branch
out
into
some
new
territory.
E
Yes,
we
do.
The
the
budgetary
requirements
at
this
point
in
time
would
be
minimal,
but
after
establishing
a
formal
period
of
exchange,
we
would
be
able
to
roughly
estimate
what
official
delegation
trips
would
be.
How
often
those
would
occur
as
well
as
support
for
educational
exchanges.
F
E
Yes,
friendship,
force
or
yeah;
no,
it's
friendship.
E
I
did
inform
them
about
the
history
of
our
exchange
program
with
nagano
and
the
support
from
community
members.
They
expressed
that
they
do
have
a
good
amount
of
interest
from
the
community,
although
they
don't
have
an
official
foundation
or
citizens.
E
You
know
committee,
but
they
would
put
that
infrastructure
into
place
to
be
able
to
kind
of
guide
the
program,
as
we
have
done
here.
F
E
E
Official
action,
it's
more
of
just
a
sentiment
temperature
check
if
you
will
and
stephanie-
and
so
that's
you
know,
just
wanted
to
bring
it
before
the
board
for
a
level
of
interest.
E
Yes,
also,
additionally,
gabe
parra
from
the
economic
development
department
served
as
our
translator
during
that
first
meeting
to
you
know,
sort
of
fill
in
the
gaps
between
our
two
languages.
Make
sure
that
you
know
things
are
understood
on
on
each
side.
F
Being
a
retiree
from
the
college,
I'm
very
enthusiastic
about
the
colleges
involved
in
them,
because
not
only
is
it
at
first,
but
they
do
have
a
strong
program
in
spanish
language
and
I
have
a
lot
of
students
that
are
involved
in
it
so
including
high
school
students
that
are
doing
crossover.
So
I
think
that's
that's
really
good
news.
E
Well,
I
I
will
communicate
your
sentiments
and
thoughts
upwards,
and
I
will
also
let
you
all
know
when
we
do
receive
the
letter
of
action
from
the
city
and
begin
that
process
as
soon
as
that
happens,
I'll
get
it
on
the
next
city
council
agenda
to
discuss.
E
A
A
Okay,
item
number
five
old
business,
and
once
again
we
will
hear
from
mr
harvard.
E
The
city
manager.
Mr
jennings,
came
to
me
recently
and
asked
me
to
look
into
the
possibility
of
establishing
an
official
delegation
exchange
in
2023,
which
traditionally
that
would
occur
in
october
so
october,
of
23.
I
have
put
forward
the
request
to
nagano,
so
please
speak
with
with
their
elected
officials
and
administration.
E
E
Sort
of
inquiring
on
the
potential
of
having
a
youth
sports
component
to
that
exchange,
and
so
I've
approached
countryside
high
and
clearwater
high
to
gauge
their
interest
in
participating
in
the
portion
of
that
program.
And
so
they
would
be
representatives
of
a
mutually
engaged
sport
to
be
determined.
E
E
A
F
E
We
would
go
on
an
outgoing
basis
with
receiving,
in
typically
february
of
24.
right.
B
E
E
However,
we
do
have
funds
that
have
that
are
set
aside
each
year
for
both
the
high
school
exchange
program
and
for
the
quintanilla.
I
guess
would
be
the
correct
word
official
exchanges,
so
this
we
would
be
going
into
our
63rd
anniversary.
I
believe
there
was
originally
a
thought
that
we
would
postpone
to
the
65th,
but
that
is
a
long
time
away
and
the
desire
to
re-establish
the
connections
that
we've
had
is
definitely
driving
trying
to
get
back
in
touch
with
them.
As
you
know,
as
time
permits.
F
F
B
G
C
B
E
E
E
Things
are
sort
of
kind
of
going
back
and
forth.
I
know
that
things
did
take
a
positive
turn
after
their
municipal
election
occurred
about
a
year
ago,
but
kovit
also,
you
know,
threw
a
spanner
in
the
works
as
far
as
just
thinking
beyond
individual
borders.
E
E
That
is
our
next
step
would
be
the
official
declaration
of
a
sister
city's
partnership
and
establishing
a
charter
between
our
two
cities
governing
frequency
of
exchanges,
focus
of
exchanges
and
then
the
official
signing,
if
you
will-
and
so
the
ball
is
on
their
side
at
this
point
in
time,
just
waiting
for
a
confirmation
response,
so
that
we
can
schedule
a
discussion
online
and
board.
Member
benson
has
volunteered
her
services
for
translation,
as
well
as
the
consul
representative
here,
based
out
of
safety.
E
Harbor
has
volunteered
his
services
as
well
and
so
hoping
that
we
can
continue
that
motion
forward,
because
there
was
a
good
head
of
steam
on
establishing
that
relationship
before.
E
Not
at
this
time,
however,
given
that
the
idea
was
brought
up
with
our
discussion
with
izumikilpan,
I
think
bringing
that
into
consideration
for
our
two
cities
would
also
be
favorable
right
now,
at
their
point
in
time,
they
were
suggesting
a
more
economic
based.
E
So
if
there's
something
that
we
could
establish
similar
to
that,
as
well
as
the
traditional
middle
and
high
school
representatives,
that
is,
would
be,
you
know,
favorable
going
forward.
E
No
borges
was
suggested
and
brought
to
us.
The
the
connection
between
our
two
cities
is
the
the
monan
syrup
company
they're,
based
out
of
just
off
of
belcher
road.
E
They
have
what
was
previously
the
north
american
operations
out
of
clearwater.
Since
then,
they've
opened
a
distribution
plants
in
sparks
nevada,
but
they
are
a
global
flavorings
and
additives
company
that
is
very
popular
in
cafes
and
restaurants.
As
far
as
enhancing
flavors
and
and
drinks
beverages
can
you.
E
M-O-N-I-N
the
moment
syrup
company
they
were
established
in
bourge
at
the
turn
of
the
century,
turn
of.
E
It's
weird
to
say
that
in
that
context,
but
in
any
case
that
that
was
the
anchor
point
between
our
two
cities.
E
C
A
E
The
word
flexible
guidelines
as
far
as
the
review
of
applications,
the
data
that
we
can
recover,
or
rather
maintain
as
a
public
entity,
is
a
little
limited
regarding
what
we
can.
Actually,
you
know
request
from
applicants
and
what
should
be
required
for
review
as
far
as
the
status
of
the
family,
financials
et
cetera,
mainly
what
we're
looking
for
is
the
ability
of
the
family
to
send
the
student
as
part
of
the
exchange
program,
as
well
as
the
number
of
family
members
that
are
contributing
to
the
family
income.
E
We
don't
need
to
know
the
number
we
don't
need
to.
You
know
as
far
as
the
monetary
number
we
just
want
to
know
the
relative
ability
to
send
the
student,
but
the
scholarship
itself
is,
is
viewed
very
favorably
in
staff
review
and
we
want
to
get
it
on
the
agenda
for
the
may
16
city
council
work
session.
That
would
move
it
forward
to
the
may
19
council
meeting.
E
E
We
did
have
to
continue
it
just
for
internal
review,
just
to
get
everybody
to
sign
on
board.
E
It
needed
just
a
few
more
desks
if
you
will,
but
we
would
advance
it
to
the
next
available
agenda,
which
is
the
16th.
E
This
would
be
for
middle
school,
and
so
this
is
a
program
that
clearwater
sister
cities
inc
manages
and
the
intent
would
be
to
expand
the
availability
to
more
families
to
participate
that
might
not
otherwise
be
able
to
send
their
students
or
students
that
you
know
so
more
more
activity
could
happen
on.
As
far
as
the
extra
sounds
worthy.
E
E
Forward
progress,
I
think
you
know
things
are
faithful
towards
moving
forward.
We
just
had
to
advance
at
one
meeting.
C
Okay,
because
I
did
make
an
announcement
so
on
sunday,
so
I
just
want
to
let
everyone
know
that.
C
C
So
our
next
event
is
going
to
be
may
27th
at
the
countryside.
Rec
center.
You
can
either
come
in
person
or
it's
going
to
be
virtual
and
it's
going
to
be
a
nicobana
demonstration
and
then
nagano
is
has
committed
to
holding.
C
We
are,
we
are
gosh,
that's
like,
and
I
will.
If
do
you
want
more
information
about
that
or
okay?
Okay,
because
stephanie
has
arranged
all
that,
so
she
has
all
the
details.
So
one
thing
I
wanted
you
all
to
know
is
that
a
member
of
our
group
passed
away
recently.
His
name
is
tom
sewell
and
came
here
like
in
1998.
C
I
think
after
he
retired
from
the
military,
and
that
was
right
when
sister
cities
inc
was
developed,
and
so
he
was
he
was
on
the
board
back
then,
and
then
his
wife
got
on
the
board
and
she
was
president.
She
was
also
on
this
board
for
many
years.
So
I
just
wanted
you
all
to
know
that
he
had
passed
and
he
was
an
important
part
of
the
development
of
both
boards
sewell
s-e-w-e-l-l.
C
He
had
worked.
He
when
he
came
here
after
retiring.
He
went
to
work
for
clearwater
gas
and
then
that's
how
he
got
involved
with
the
sister
cities
because
he
had
been
stationed
over
in
japan
and
he
and
bill
horn
had
been
very
tight
for
many
years.
But
anyway,
I
just
thought
it
was
important
that
you
all
know
that
someone
that
had
been
in
our
organization
for
probably
25
years
and.
C
E
The
council
that
governed
a
few
municipalities
in
that
area
was
disbanded
and
a
municipal
administrator
was
put
into
place
there.
They
will
be
having
elections
again,
I
think
within
the
next
two
months
or
something
which
may
re-establish
their
elected
official
government
but
in
the
meantime,
they're
on
a
sort
of
essential
services,
only
kind
of
manage
your
government.
E
E
Yes,
neither
of
our
cities
had
participated
in
any
exchanges
for
well
over
10
years,
and
it
really
became
a
relationship
in
name
only,
and
I
think,
between
our
wikipedia
page
and
the
sister
cities.
International
website
were
really
the
only
sources
that
you
know:
kind
of
regarded
our
membership
together.
E
It
hasn't
been
yeah,
it's
it's,
it's
not
been
updated.
You
know
officially,
until
we
receive
word
from
sister
cities
international.
As
far
as
being
able
to
just
dissolve
the
relationship.
It'll
maintain
in
emeritus
status
is
what
they
call
it.
Where
programs
don't
participate
in
exchanges,
but
it's
still
recognized
in
the
directory.
E
F
E
Your
facebook
friends,
you
know
every
so
often
what
they're
up
to
and
kind
of
do
that
and
I
went
down
this
rabbit
hole
of
you
know,
sort
of
budget
audits
and
all
sorts
of
things
that
were
happening
in
wyong,
so
learned
a
lot
more
about
our
name
named
sister
city.
B
E
I
think
in
regards
to
active
programs,
three
is
exemplary.
Three,
as
I'm
sorry
exemplary,
you
know
some
cities
have
a
lot
of
named.
Sister
cities
like
st
petersburg
does
not
have
an
active
program
with
st
petersburg,
russia,
but
they
do
are
listed
as
named
cities.
E
Given
current
events,
I'm
not
sure
what
their
status
is
with
that,
but
I
know
that
a
lot
of
other
cities
such
as
dunedin,
has
sterling
scotland,
but
does
not
have
an
official
exchange
program
with
them.
They
do
have
cultural
exchange.
You
know
regarding
the
highland
games
and
the
fight
drum
bands
in
their
schools,
but
you
know
as
far
as
actual
operating
exchanges.
E
I
think
three
is
certainly
something
to
be
proud
of.
You
know
some
are
some
cities
are
limited
only
to
one
or
none.
Okay,.
F
Good
to
know,
I
wonder
about
the
japanese
program
in
st
petersburg
stephanie.
Do
you
happen
to
know
anything
about
that
toughness.
H
F
H
They
they
do
student
exchanges,
so
they
do
a
high
school
exchange
where
they
that's
the
only
program
they
have.
They
have
three
or
four
students
come
from
takamatsu
and
then,
in
the
summer
three
or
four
high
school
students
from
st
petersburg
go
there.
They
are
celebrating,
I
think
it's
their
60,
maybe
also
their
65th
anniversary
and
the
st
petersburg
history.
Museum
actually
has
a
small
display
about
their
sister
city.
Currently.
E
So
I
will
accept
that
and
file
it
with
the
official
records
department,
which
will
then
allow
us
to
proceed
with
nominating
a
successor
from
the
sister
cities
inc
board.
E
It'll
go
to
the
city
council,
but
because
it
is
a
named
organization,
it
really
is
it's.
C
Thank
you
all
for
allowing
me
to
serve
on
the
board
and
christopher
again.
You
know
I
get
emotional,
I'm
sorry,
but
thank
you.
You
have
worked
with
us
so
well
for
so
many
years,
and
I
know
that
you
will
continue
and
we
wouldn't
be
growing
like
we
are
well
not
during
covet,
but
you
know:
we've
had
great
success
with
our
our
exchanges
and
you
were
always
there
to
help
us
and
we
appreciate
everything
you
have
done
for
us.
Thank
you.
E
We
can
officially
welcome
you
once
the
council
has
approved
your
appointments,
but
look
forward
to
working
with
you
and
continuing
the
progress
and
the
the
service
that
candy
is
has
brought
to
the
organization.
F
A
D
D
I
was
born
in
fukuoka,
japan,
hitazuki
air
force
base,
actually
the
island
of
kyushu
just
southern
part
of
japan,
so
I
had
that
connection.
Actually
I
was
a
dual
citizen
until
I
was
18
and
I
had
to
declare
one
way
or
the
other
dad
was
in
the
military,
obviously,
and
currently
I'm
married
to
kelly
kelly.
D
Yes,
that's
really
her
name
and
she
and
I
co-host
a
radio,
show
a
weekly
radio
show
here
in
clearwater
called
the
kelly
kelly
show
and
I'm
working
on
my
fourth
book
and
I'm
organizing
a
roast
for
mayor
hibbard
next
month.
D
F
D
B
Well,
I'm
thrilled
to
be
here
I'm
a
travel
enthusiast.
I
love
emerging
myself
in
different
cultures
and
and
so
to
be
part
of
this
board
is,
is
something
that
I
look
forward
to
being,
and
I
and
thank
you
so
much
for
welcoming
me.
It's
our
pleasure.
