board
meeting
for
the
26th
of
april,
I'd
like
to
begin
by
introducing
the
members
of
the
board
that
are
present
this
evening.
My
name
is
patrick
raftery.
To
my
far
left
is
martin
armstrong.
Next
to

is

and

to

is

provided
the
board
with
the
parks
and
recreation
april
project
update
report
and,
if
there's
any
questions
on
that
project,
update
report
instead
of
going
through
it
line
by
line
I'd,
be
happy
to
answer
any
questions
that
the
board
may
have.

Sure
and
that's
a
project
kind
of
done
through
engineering
with
parks
and
recreation,
and
some
of
the
things
they're
looking
to
do
is
improve
some
of
the
the
flow
in
cooper's
point
and
then
eventually,
if
we
get
enough
grant
funding,
there's
hope
that
they'll
put
in
boardwalks
and
kind
of
make
that
into
a
nature
preserve
in
that
area.
So
those
are
the
two
that
were.

We
have
some
work
that
needs
to
be
done
from
a
stormwater
perspective
in
there
first
and
then
should
that
get
approved,
then
we'd
look
to
get
some
grant
funding
to
put
in
boardwalks
and
make
it
a
nature
preserve
back
in
that
area.

it
sounds
like
there
was
a
great
deal
of
input
from
the
neighbors,
as
well
as
the
plans
from
the
park
and
recreation
department
and,
as
you
said
in
the
article
in
the
newspaper
you're
looking
forward
for
it
to
be
a
very
fine
completion
in
december,
the
people
to
enjoy
a
lot
of
activity
being
done.

want
to
commend
yourselves
for
that.

This
is
an
item
that
I
added,
which
is
an
update
on
the
renovation
status
of
enterprise
dog
park
and
that
status.
I
think
mr
haley
else
can
comment
very
easily
as
to
where
it
stands.

Sure,
and
actually
remember,
rafferty
would
probably
comment
on
my
comments
because
he
was
out
there
and
got
to
visit
the
site.
Completion
was
done
last
week.
So
I
want
to
say
the
17th
of
april
is
when
we
open
up
the
dog
park
with
all
of
the
new
new
grass
put
in
new
shade
structures,
a
new
bridge,
and
we
are
going
to
be
adding.
We
had
to
take
out
the
agility
equipment
because
it's
old
and
it
gets.
You
know
dogs
go
to
the
bathroom
on
it.

So,
unfortunately,
with
that
there's
a
little
bit
of
a
delay
in
supply
chain
on
when
we're
gonna
get
the
new
equipment.
So
we're
looking.
We
had
one
vendor
tell
us
october,
but
we're
trying
to
get
that
pushed
up
to
try
to
get
that
done
quicker,
but
that's
gonna
be.
We
are
planning
on
reinstalling
that
and
I
can
turn
it
over
to
member
africa
to
tell
you
kind
of
the
feedback
that
he
got
when
he
went
out
there
to
visit
at
the
dog
park.
Absolutely.

Glad
to
do
that,
I
have
to
be
at
the
council
meeting
when
this
first
week
done.
They
shut
the
park
down
in
january
for
the
renovations
to
be
completed
by
april
22nd
and
outside
of
the
people
commenting
upon
the
drew
street
traffic
issues.
There
was
the
largest
group
of
people
showed
up
complaining
about
the
complete
shutdown
because
they
used
it
so
much
for
not
only
their
dogs,
but
evidently
it's
a
social
venue
as
well
for
people
that
live
in
the
neighborhood
and
they
were
rather
upset
that
it
had
to
be
closed
that
long.

Having
said
that,
the
park
actually
opened
up
on
the
17th
of
april
ahead
of
schedule,
and
I
went
there
yesterday
and
spoke
to
residents
and
people
that
use
that
part
and
to
a
person.
Every
single
one
of
them
was
very,
very
complementary
about
the
work.
The
upgrades
the
way
the
place
looked,
widening
of
trails,
the
additional
benches,
the
water
stations
for
the
dogs
have
been
upgraded
and
look
very
nice
as
well,
and
not
one
person
had
a
significant
complaint.
They
had
a
couple
constructive
ideas.

They
passed
on
to
me,
which
I
sent
to
mr
haleos
and
mr
cater
in
the
form
of
information
for
them
to
take
a
look
at
the
agility
area
for
the
dogs
of
one
of
things
was
that
was
mentioned
and
as
he
mentioned,
this
went
into
a
supply
chain
delay,
but
we
should
have
that
installed.

The
one
thing
I
did
emphasize
to
the
residents
I
talked
to
is
that
this
is
their
park
our
park.
They
have
a
responsibility,
also
to
take
care
of
it,
and
if
anybody
owns
dogs
like
we
do
you
have
to
pick
up
behind
them.
They
don't
pick
up
for
themselves
and
there's
nobody
that
goes
around
to
do
that.
So
I
think
they
can
contribute
a
great
deal
to
maintain
the
cleanliness
of
the
park
and
the
people
enjoying
the
part.

There
were
even
outsiders
from
the
city
of
atlanta
brooksville
and
I
believe,
oldsmore
that
we're
there
as
a
guest
of
people
that
were
residents
very
complimentary
about
it.
So
it's
an
outstanding
job
and
quite
frankly,
well
worth
the
wait,
and
I
hope
some
of
the
citizens
will
show
up
at
the
next
council
meeting
to
congratulate
and
thank
the
parks
and
recreation
department
for
the
work
they
did,
because
it's
absolutely
outstanding.

One
of
the
people
mentioned
to
me
that
if
I
thought
it
was
crowded
when
I
was
there,
10
a.m
in
the
morning
said
come
come
after
five
o'clock.
When
people
get
home
from
work
because
it
really
does,
it
gets
a
good
use
and
it's
an
excellent
place
for
the
dogs
to
be
exercised
as
well
as
the
people.
So
he
did
a
fine
job
on
that.

If
there's
no
further
questions
or
comments
going
to
move
on
to
the
next
item
on
the
agenda,
discussion
of
the
city
manager,
janet
jennings
initiative
on
sidewalk
repairs,
sidewalk
repairs
is
a
favorite
topic
of
mine
because
in
the
neighborhood
where
I
live,
you
never
start
a
conversation
by
asking
them.

By
the
same
token,
I
need
to
remind
the
residents
that
if
they
have
a
sidewalk
issue
that
they
want
to
report,
they
can
go
online
and
report
it,
so
it
can
be
recorded
and
addressed
and
once
it's
reported
even
though
the
pink
paint
might
fade,
I
believe,
there's
still
a
record
of
it
that
they
will
get
to
at
some
point.
So
I
believe
that
we're
making
some
excellent
progress
on
it-
and
I
want
to
thank
the
city
manager
council
in
the
parks
and
recreation
department,
as
they
move
forward
on
that.

This
is
an
item
that
I
added
and
I
actually
heard
prior
to
this
meeting,
a
rumor
that
possibly
has
been
decided
to
remove
the
roads
and
sidewalk
repairs
from
parks
and
recreation,
or
does
it
still
reside
in
parks.

For
now
it
still
resides
in
parks
and
recreation,
but
there
is
discussions
of
removing
it
from
parks
and
recreation
and
doing
more
of
kind
of
a
have
a
standard,
right-of-way
maintenance.
I
think
we're
kind
of
flushing
everything
out
to
see
where
that
would
land
and
what
that
would
look
like.
But,
yes,
that
is
a
possibility.

Mr
haley
else
would
it
be
of
benefit
if
it
does
remain
with
parks
and
recreation
that
the
advisory
board
sendtype
sends
some
type
of
memo
to
the
city
council
advising
them
that
we
would
suggest
that
if
it
has
to
stay
within
parks
and
recreation
that
perhaps
we
limit
the
responsibility
of
parks
and
recreation
to
only
the
sidewalks
that
are
in
the
parks
and
recreation
facilities,
in
other
words,
limit
the
responsibility
and
therefore
the
funding
that
you
would
have
to
do.
Would
there
be
any
benefits
to
that?
In
your
opinion,
at
least.

I
think
there
could
be
a
benefit
to
it,
but
that's
actually
one
of
the
things
that
we're
proposing
that
if
we
do
go
forward
and
it
is
removed
from
the
domain
of
parks
and
recreation
that
we
would
just
be
responsible
for
the
sidewalks
within
the
boundaries
of
parks
and
our
parks
and
own
facilities.
So
you
know
I'm
hoping
that
by
the
next
meeting,
we'll
have
some
more
clarity,
probably
even
the
next
month
and
then
I'll
email
the
board
and
keep
everybody
abreast
of
the
changes
that
are
being
made.

was
thinking
that,
because
we
encourage
residents
and
their
children
in
particular
to
use
the
park
and
the
facilities,
that's
why
I
was
thinking
that
we
need
to
make
sidewalk
repair
in
one
of
our
parks
and
recreation
to
be
very
high
priority
so
that
at
least,
if
we're
encouraging
the
residents
to
use
it,
there's
no
exposure
to
their
children
or
to
the
residents
for
any
type
of
mishap
and
so
forth.
So
it
sounds
like
it's
under
active
consideration.

you
know
years
ago
we
used
to
have
a
public
works
department
and
the
public
works
department
was
responsible
for
everything
in
the
right-of-way,
whether
and
that
included
urban
forestry
that
included
streets
and
sidewalks,
and
so
I
think
that
there
may
be
some
desire
to
look
at
reconstituting
that
in
some
way
shape
or
form,
not
really
sure
yet,
but
you
know
that's
again,
you
know,
mr
jennings,
as
he's
moved
forward,
I
think
he
sees
some
areas
for
efficiency
within
our
operations
and
I
believe
that's
one
of
them.

january

then
I
wasn't
able
to
make
it
to
the
meeting,
but
just
bringing
up
the
idea
of
getting
a
nuisance
and
exotic
species
survey
of
the
parks
just
to
get
an
idea
of
what
kind
of
problems
we
have
out
there
and
just
to
bring
it
up
to
talk
about,
because
I
think
it
would
be
a
good
idea
just
to
know
where
we
are
with
that
kind
of
situation,
because
it
can
get
out
of
hand.
So
fast,
just
thought
I'd.

two
pending
items,
I
think,
would
be
of
interest
to
the
board-
is
of
course,
you've
seen
the
action
that's
taking
place
outside
with
imagine
clearwater.
You
know
we're
really
hoping
that
june
of
2023
and
the
end
of
that
month
will
be
open
and
ready
for
business.
It's
being
done
in
you
know
kind
of
little
quadrants
as
the
you've
seen.

We've
have
this
part
closed
over
here
for
the
in
front
of
the
library
that'll
be
closed
for
a
time
until
they
can
get
through
there
and
and
do
some
work
with
irrigation,
sewer
things
of
that
nature.
Some
electrical
that's
going
to
need
to
run
through
there
and
then,
as
we,
you
know,
I'd
encourage
you
to
go
on
to
myclearwater.com
and
there's
a
webcam
on
there
where
you
can
24
hours
and
you
can
see
the
progress
it
shoots
from
two
locations.

you
can
see
the
progress
of
what's
going
on
in
the
park
they're
starting
to
put
the
footers
in
for
the
the
canopy
and
doing
the
the
the
groundwork
for
the
amphitheater.
So
there's
some
some
really
good.
You
can
kind
of
see
that
forming
and
then
we
should
have
at
the
council
meeting
on
the
17th,
I
believe,
or
the
16th
left,
to
double
check
yeah.
I
can't
see
that
far
but
5th
and.

the
next
one,
the
15th
in
the
the
19th
in
may
that
we're
looking
at.
We
will
have
a
provide
a
recommendation
to
council
for
a
venue
operator
for
the
the
imagine
clearwater
amphitheater.
So
the
hope
is
that
we'll
get
a
venue
operator
on
board
shortly
thereafter
and
then
that
person
can
start
to
plan
on
how
they're
going
to
open
the
venue
and
probably
even
start
booking
dates,
because
you
know
usually
that
takes
about
it's
about
a
year
out
on
that
calendar.
So
those
are
kind
of
two
exciting
things.

staff
will
make
recommendation
to
council.
Ultimately,
it's
council's
decision
how
we
want
to
go,
but
traditionally
how
this
will
go
is
we'll
make
a
recommendation
to
go
forward
and
then
negotiate
with.
Whoever

the

selection
committee.
Now
council
can
go
with
our
recommendation.
They
can
make
their
own,
but
that's
the
process
as
we
move
forward.

had
a
clear
water
website
about
all
the
parks
where
she
took
her
dog
to
all
the
parks,
so
just
to
make
sure
that
we,
after
citizens
present
their
their
comments
and
concerns
that
we
kind
of
follow
up
again
to
make
sure
to
see
how
everything
went.
Just
so
that
no
one
feels
like
we
pass
them
by
the
wayside.
After
a
while.

is
a
there
is
a
young
lady
here
from
the
lawn
bowling
association
if
she
would
care
to
speak
or
say
anything
up
to
update
us
on
that.
Okay,
no
problem,
and
but
I
do
know
that
the
parks
and
recreation
has
worked
with
them
and
has
a
contract
with
them
to
support
them,
and
they
are
moving
forward
with
that
and
working
under
that
at
this
present
time.

But
certainly
membership
is
a
significant
issue
and
they
need
to
try
and
do
everything
they
can
to
increase
their
membership
and
the
lady
that
did
make
that
presentation
of
parks.
Thank

for
reminding
me
about
that.
That
was
kelly
kelly
and
she
visited
110
parks
in
the
city
of
clearwater
every
park
that
evidently
is
classified
as
a
park,
and
she
made
a
presentation
to
us
of
those
parks
highlights
if
you
will
glad
to
get
it
done
within
a
few
minutes.

But
the
thing
that
struck
me
about
it
when
I
talked
to
her
afterwards,
is
that
she
was
very
very
impressed
overall
with
the
quality
and
the
number
of
parks
we
have,
and
with
that
large
number
you
would
have
thought
that
maybe
she
would
be
appearing
to
give
us
some
criticism
about
the
conditions
that
she
found
and
so
forth,
and
I
was
even
wondering,
mr
haleos:
do
you
think
it
would
be
a
benefit
for
kelly
kelly
to
make
that
presentation
with
the
city
council?
Could
there
be
any
benefit
of
them
to
be.
