A
B
B
They
all
seem
to
be
what
we
talked
about.
Last
time
we
go
to
number
three
citizens
to
be
heard.
It
looks
like
we
need
a
motion.
B
Yes
and
a
vote
all
in
favor
citizens
to
be
heard,
it
looks
like
we
have
some
people
in
the
would
you
I
think
you
were
here.
First,
you
like
to
step
to
the
podium.
D
My
name
is
Stefan
Weiland
I
live
around
South
bendy
Lane,
one
of
my
pet
peeves
is
light
pollution
and,
as
I
see
the
instruction
going
on
near
the
waterways
and
elsewhere,
I'm
watching
more
and
more
very,
very
bright
white
6
000
degree.
Kelvin
l
coming
in
this
extreme
white
is
very
detrimental
not
only
to
humans,
but
also
to
all
of
our
marine
life,
and
if,
in
fact,
we
hope
to
keep
tourists
coming
here.
One
way
we
need
to
do
is
still
have
a
environment
that
is
welcoming
to
the
animals
here.
D
B
D
Think,
even
as
an
individual
you
could
take,
and
unfortunately
that
still
does
not
change
the
Kelvin
lighting
degree,
and
it
really
is
the
the
degree
of
Kelvin
that
I
feel
is
most
harmful
to
our
environment.
As
I
say
you
know,
sunlight
comes
in
at
roughly
5400
degrees
Kelvin.
These
new
LEDs
are
coming
in
between
six
and
eight
thousand
degrees,
Kelvin,
which
is
borderline
on
almost
losing
humans
capability
of
seeing
it.
But
it's
also
limiting
humans
capability,
as
well
as
animals,
capabilities
to
differentiate
all
sorts
of
other
things,
they're
seeing
things
in
a
different
perspective
I.
D
Would
you
know
you
go
down
to
what
we
call
everyone
years
ago
and
I
think
so
to
Remember
When?
We
got
the
the
introduction
of
warm
lights
and
cool
lights
into
our
houses
and
how
it
changed,
and
you
know
the
hotter
lights.
You
know,
let
you
do
things
like
read
and
stuff
much
more
easily,
but
now
we've
gone
actually
to
a
point.
Far
beyond
that
and
as
I
say,
wildlife
moves
in
a
different
pace
than
we
do
and
see
life
and
everything
else,
and
especially,
as
you
know,
the
marinas
are
updating
their
lights.
B
D
Blocks
down
and
I'm
in
between
Lakeview
and
druid
yeah,
so
you
know
of
course,
right
down
the
end
of
Eddie.
Lane
is
the
park
with
its
lights.
Now.
D
You
know,
within
the
LED
lighting,
it's
very
easy
to
modify
that
light
into
a
cooler
temperature.
There
are
also
LED
lights,
that
I've
seen
on
highways
that
have
a
blue
flare
on
the
out,
and
so
it
has
the
more
projected
light
in
the
center
and
it
has
a
blue
ring
that
goes
around
the
outside.
That
can
controls
it.
It's.
D
Spread
the
light
is
rather
interesting.
It
does
not
go
in
any
One
Direction.
Ever
all
particles
of
light
travel
in
300,
300
and
a
minute
a
minute
minute.
You
send
them
out,
they
lose
their
ability
to
stay
in
focus,
I
mean
you
know
we
can
get
into
the
inverse
Square
law
of
light
depreciation,
and
things
like
that,
if
you
wish
it
sounds
like
you
could.
D
Yes,
we
can
I
spent
my
life
in
photography
and
studio
photography
so
but
as
I
say
just
that
Simple
Solutions,
like
that
wherein
you're
putting
a
much
cooler
light
around
the
outside
edge,
because
most
LEDs
come
in
a
large
number
of
array
rather
than
a
single
array,
and
if
you
change
simply
some
of
those
on
the
very
outside
edge
to
actually
help
deflect
the
extreme
intensity.
D
D
B
The
hurricane
literally
shattered
it.
Two
years
later,
it
was
still
dangling
by
live
wires.
I
had
no
record
recognition
of
it
and
I
brought
it
up
to
him
in
a
Steeler
game.
D
E
I
mean
I
think
as
it
pertains
to
Marine
and
Aviation
for
our
purposes,
we're
certainly
in
the
design
phase
of
the
new
Beach
Marina
and
that's
a
conversation
you
know
based
on
on
this
worthy
of
having
with
our
design
team.
Certainly
they
have
standards
that
they
adhere
to
for
Marinas
for
the
safety
of
the
public,
but
it's
certainly
worthy
of
a
conversation.
B
We're
in
cleared
some
hurdles
of
late
that
things
hopefully
are
going
to
progress,
we're
going
to
get
an
update
and
data
to
stick
around
for
that.
Thank
you
and,
and
them
about
it,
really
like
to
talk
to
my
friend
about
this.
So
somebody
who's,
maybe
as
knowledgeable
as
you
do.
We
have
any
contact
information,
I.
B
D
D
E
Very
good,
thank
you.
It
may
be
a
topic,
obviously
for
environmental
advisory
worthy
of
a
conversation
there
for
an
overarching
approach,
city-wide
yeah
great.
Thank
you.
C
Okay,
so
this
has
been
on
my
mind
for
quite
quite
a
while
I'm
a
stand-up
paddle
boarder,
often
I
cruise
and
tour
around
our
beautiful
waterways.
C
At
night
about
five
years
ago,
I've
I've
had
to
have
board
lights
to
help
light
my
way
through
certain
areas
of
our
beaches
and
the
inland
waterways
and
right
here
on
our
Shoreline,
but
I've
noticed
some
changes
going
on,
especially
with
all
the
Construction
and
changing
over
to
from
the
incandescent
lights
to
the
LED
lights
as
well.
This
article
here
was
just
one
of
several
that
I
came
across
online,
but
I
thought
it
really
nailed
it
and
I
would
encourage
everyone.
C
Take
a
look
at
it
with
an
open
mind
and
maybe
you'll
see
what
I
and
this
gentleman
right
here.
I'm.
Sorry,
Stephanie,
okay,
so
the
colleges
biologists
have
long
recognized
that
artificial
light
at
night
can
have
adverse
effects
on
the
health
of
not
only
us
as
humans,
terrestrial
wildlife
and
ecological
systems.
This
includes
disrupted
sleep
patterns,
feeding
schedules,
reproductive
cycles
and
overall
health
of
the
smallest
organisms.
C
All
night
long,
this
artificial
light
from
these
structures
in
theory
have
a
profound
ecological
disruption.
There
are
several
articles
of
research
online,
but
I'm.
Looking
at
this
from
a
common
sense
and
personal
observation
as
a
stand-up
paddle
boarder
that
symptoms
of
Our,
Sick
waterways
could
be
contributed
from
the
slight
pollution
as
a
boater,
a
fisherman
Surfer
paddle
boarder
I've
noticed
a
lot
of
sea
grass,
a
lot
of
Dead
Sea
grass
disappearing
from
our
once
very
Lush
seabeds,
for
instance,
there's
a
by
the
Carlisle
Yacht
Club.
C
Those
are
just
some
of
the
observations
that
I
that
I've
seen
and
now
here
we
got.
We
got
red
tide
times
present
in
January.
February
March
is
very
uncommon.
It's
probably
the
only
time
it's
ever
happened
in
my
lifetime.
That
I
can
recall,
and
I
grew
up
here
in
Clearwater,
so
I'm
very
concerned
about
this.
C
C
This
article
kind
of
points
out
different
wavelengths
of
the
lights,
and
you
know
how
it
affects
everything
again,
these
giant
structures
that
sit
right
on
the
sea
wall.
You
know
you
know
I,
think
they're
very
much
in
this
theory
of
Mind.
Why?
You
know
things
are
the
way
they
are
right
now
compared
to
like
five
years
ago,
and
there
are
several
of
them.
C
You
know
all
the
way
down
south
and
Clearwater
Beach
and
then
and
then
now
the
new
Coachman
Park,
who
knows
how
many
new
lights
are
going
to
be
out
there
shining
all
night
and
then
private
homeowners,
private
homeowners
have
these
LED
lights,
just
lighten
up
their
mansions
and
even
the
smallest
homes
and
docks
I'd
like
this
to
be
discussed
further
and
maybe
take
it
to
the
city
council.
A
B
B
They
were
a
great
bunch
of
people
that
we
haven't
had
a
gathering.
We
used
to
have
a
gathering
every
year
of
all
the
boards
and
we
would
meet
each
other,
get
a
little
recognition
and
covet
that
has
these
other
boards
are
almost
a
mystery
to
US.
Unless
we
go
online
and
watch
can,
would
you
be
able
to
bring
that
up
that
Kathleen's
Kathleen.
B
B
Almost
half
of
them
were
canceled,
where
I
kind
of
thing
they
don't
have
a
quorum
and
not
not
enough
people
or
yeah
I,
wouldn't
have
an
answer
to
that.
Obviously,
our
meeting
well
one
one,
the
code,
the
co-debatement
is
that
of
the
abatement
board
was
the
board.
I
was
originally
assigned
to
and
after
year
failing
to
get
enough
people
to
join
that
board
to
have
a
quorum
push
to
build
long
vacancies
and
rainboard
and
I've
been
in
the
business
for
45
years.
C
Thank
you.
If
you
know
we,
if
this
was
brought
to
discussion,
maybe
by
the
powers,
you
know,
the
city
leaders
about
you
know
bring
facts
and
data
to
some
of
these
Property
Owners
out
here,
just
to
create
awareness,
I
think
that
would
make
a
big
difference
as
well,
because
if
they
they
care
and
they
want
people
to
keep
coming,
you
know
to
see
everything
that
we
have
to
offer
here,
but
you
know
it's
a
hand
in
hand,
kind
of
thing:
basic,
Common,
Sense,
we're
able
to
tell
them.
You
need
to
have
this
many
parking.
B
B
But
very
time
consuming
you'd
be
amazed
how
many
Street
lamps
there
are
in
the
in
the
town
of
Clearwater.
The
technology
is
yes,
and
even
if
it
was
something
that
was
phased
in.
That's
saying
we're
not
going
to
run
around
the
city
and
change
every
light,
but
as
new
things
come
in
or
which,
which
is
more
Pinellas
virtually
reached.
The
point
of
there
is
no
idle
available
land
land
that
has
never
been
something
yet,
but
just
land.
B
E
So
so
what
I
can
say
to
this
is
when
we
have
our
next
meeting
with
the
design
team,
we'll
speak
to
them
about
lighting
in
the
new
Marine.
Obviously,
as
I
recommended
earlier,
you
know
the
environmental
Advisory
Board
is
place
where
this
should
be
discussed,
as
it
might
be
kind
of
an
overarching
recommendation
from
Environmental
two
cities-
Staffing
management,
because
we
get
those
correspondence
from
environmental
advisory
from
time
to
time
on
subjects
such
as
this
and
then
certainly
code
can
look
at
it.
D
B
Okay,
new
business
old
business,
the.
B
Does
someone
have
somebody
propose
to
be
our
chairman?
Are
people
not
present.
B
He
is
if
we
elect
new
I'm
talking
about
as
far
as
serving
on
the
board,
oh
as
far
as
serving
on
the
board
no
I've
been
here
longer
than
him
and
and
over
a
year
left
if
they
don't
hold
that
abatement
report.
I.
Think
against
me,
I
think
this
is
starting
my
seventh
year
actually
right.
B
No,
my
seventh
year
old,
complete
in
October,
so
I
would
be
happy
to
propose
that
Mike
PR
continuous
our
chairman.
C
I'd
like
to
make
a
motion
that
Michael
grumman's
our
chair
for
next
year.
B
All
in
favor
say
aye,
aye,
aye,
all
right,
okay,
so
the
way
I
thought
it'd
go:
number
five
old
business,
Beach
Marina,
update.
E
All
right,
oh
I'm,
gonna,
make
myself
comfortable
up
here.
I
got
a
lot
to
go
through
today
so
morning,
everybody
Eric
Gandy
marine
and
Aviation
director.
E
So
since
our
last
meeting
A
lot's
transpired,
as
you
knew,
that
the
federal
Channel
issue
was
resolved
that
allowed
us
to
get
back
into
the
design
we
floated
a
little
bit
just
because
of
the
uncertainty
there
we're
at
30
percent
we've
shared
the
layouts.
That
layout
should
remain
consistent
from
this
point
forward
terms
of
the
design
we
have.
The
construction
manager
on
Board
and
they'll
be
attending
our
next
monthly
meeting
with
the
design
team
to
start
working
through
some
of
these
things
to
include
phasing
of
the
project,
which
is
critically
important.
E
Obviously,
we
have
been
looking
at
the
cost,
so
the
engineering
design
team
comes
up
with
estimates
as
far
as
costs
and
once
the
construction
manager
comes
in,
they
try
and
fine-tune
those
because
they
have
to
give
us
a
guaranteed
maximum
price,
your
GMP.
So
we
expect
that
by
the
end
of
the
end
of
the
month,
we
believe
that's
our
timetable
for
those
costs
and
then
we'll
sit
down
with
the
team
and
take
a
look
at
that,
as
I've
mentioned
previously.
E
We
did
go
out
with
the
design
team
and
look
at
floating
concrete
structures,
floating
concrete
docks
throughout
the
area,
and
some
of
my
team
and
people
went
down
to
Fort
Myers
to
look
at
the
aftermath
of
hurricane
impact
to
those
structures.
So
I
think
it
was
a
good
exercise.
We
actually
went
to
some
facilities
that
that
had
both
Tampa
Yacht
Club
has
floating
concrete
docks
coupled
with
fixed
Timber.
They
had
a
surge
event
wrecked
the
fixed
timber
in
areas
and
destroyed
the
utilities
and
the
power
pedestals,
whereas
the
concrete
didn't
suffer
any
damage.
E
So
it's
kind
of
a
good
comparison,
a
direct
comparison
to
the
two,
and
we
know
that
I
mean
we
know
that
if
we
have
a
surge
event
that
certainly
we
could
have
our
Timber
structures
or
fixed
structures
go
under.
So
that's
part
of
the
resiliency
component
and
you
know
20
25
years
down,
the
road
sea
level
rise
is
definitely
something
to
contemplate.
So
you
have
to
factor
that
in
I
mean
currently
we're
turning
off
utilities
on
occasion
when
the
tide
gets
too
high,
it's
an
example
of
what's
going
on
out
there.
E
So
what
we've
also
done
and
I'll
speak
to
this
later
in
my
verbal
report,
but
we're
trying
to
educate
our
tenants
and
let
them
know
potential
timetables
for
this
development,
because
you
effectively
have
to
empty
your
Marina
to
rebuild
it.
E
The
only
guarantee
we've
made
over
and
over
again
in
the
city's
committed
to
is
retaining
the
entirety
of
the
commercial
Fleet
throughout
this
through
phasing
just
something
for
everybody
to
be
aware
of
we're,
looking
at
probably
the
first
quarter
of
24
before
we
start
this
and
ultimately
you
know
we
are
going
to
continue
to
notice.
People
are
tenants
by
by
a
couple
different
mechanisms,
but
it
will
be
impactful
and
you
know
there's
limited
availability
for
wet
slips,
so
you
know
we
want
them
to
start
looking
sooner
than
later,
so
they
don't
find
themselves.
E
That
being
said,
you
know,
or
also
we
have
an
assurance
that
if,
if
you're
displaced
as
a
result
of
this,
you
will
have
priority
coming
back.
Obviously,
if
you
choose
to
return
to
the
Clover
Beach
Marina,
so
it's
a
balancing
act,
I
mean
is
there's
no
easy
solution
to
it,
there's
no
no
fix
other
than
educate
and
inform.
So
if
you
have
any
questions,
I'll
be
glad
to
answer
them
and-
and
my
team
can
go
into
some
detailed
questions
if
you
have
them,
but.
G
I
just
have
a
a
question
about
if
they
claim
that
they're
displaced
will
be
the
process
of
giving
them
that
priority
of
how
would
you
know
that
they
were
actually
displaced?
Besides,
so.
E
E
I
mean
that
that's
the
reality
of
it
I
mean
this.
It's
a
marina
with
a
basically
we're
full
and
a
lot
of
marinas
are
at
an
ear
capacity
around
the
area,
so
we're
trying
to
let
them
know
over
a
year
ahead
of
time
that
they
will
have
to
leave
during
construction.
We
have
to
dredge
that
Marina
and
replace
everything.
E
So
there's
no
mechanism,
because
the
Harbor
Marina
is
effectively
full
as
well
there's
no
mechanism
to
accommodate
them
elsewhere.
Certainly
if,
if
individuals
were
to
make
arrangements
to
depart
and
we
had
availability
elsewhere,
we
would
accommodate
them
on
a
first
come
first
served
basis,
but
the
reality
is
that
we
don't
have
space
once
we
start
this
project.
E
So
it's
you
know.
It's
tough
news.
It's
not
fun!
To
deliver
that
news.
It's
definitely
for
everyone's
edification
has
significant
economic
impacts
to
our
operation.
Obviously,
if
I'm
not
collecting
rent
for
a
year,
it's
impactful,
so
we
have
to
contemplate
that
and
and
look
at
those
those
implications,
and
we
are
we're
working
with
finance
and
having
those
conversations.
So
everyone
is
aware
that,
because
we
are
an
Enterprise
fund,
when
you
cut
off
a
portion
of
your
Revenue
stream,
it's
it's
impactful,
so
we
will
it.
Those
are.
E
E
So
we
may
look
at
other
Solutions,
but
it's
going
to
be
a
challenge
for
us
and
it's
going
to
be
a
financial
impact
to
Marine
and
Aviation
and
specifically
to
the
beach
Marina
fund,
another
as
far
as
even
the
commercial
Fleet
that
may
still
be
working
out
of
there.
A
lot
we've
contemplated,
you
can
fuel
other
providers
who
can
fuel
from
a
truck.
So
we've
we've
contemplated
that
as
an
option.
Certainly
you
know
the
the
cost
would
be
different
to
us
and
but
that's
a
potential
option
for
us
to
at
least
maintain
some
Revenue
flow.
E
E
You're
dragging
that
hose,
because
there's
a
construction
zone
as
well
I
mean
we're
going
to
have
huge
segments
of
this
for
lay
down
areas
for
materials
and
construction
equipment.
I
mean
it's
it's
a
construction
site,
so
we
don't
know
what
that's
going
to
look
like
exactly
we're
going
to
try
and
minimize
that
impact,
but
it's
going
to
be
impactful,
so
there's
no
way
around
it.
When
I
was
a.
B
B
Everybody
went
to
bed
except
for
the
truck
driver,
who
went
back
and
filled
his
truck
again,
and
then
we
met
back
there
so
and
come
off.
So
there's
not
it's
not
that
high-tech
to
do
those
trucks
can
do
that
for
bigger
boats.
Smaller
boats,
I,
don't
know
about
because
difference
between
a
gas
nozzle
and
a
truck
nozzle
that
he's
using
to
fill
a
tank
are
quite
different.
But
imagine
there's
technology.
E
B
E
Any
other
questions,
just
one
more
thing,
just
to
mention
that
the
parking
garage
study
is
tracking
along
it's
certainly
behind
this
project,
but
we're
looking
at
options
for
we're
losing
about
5,
000
square
feet
of
storage
over
water
storage,
that's
non-permissible
and
we're
trying
to
replace
that
on
the
ground
floor
of
of
potential
parking
garage
so
that
that's
good
news
and
we've
we've
had
those
conversations
with
marketing.
E
This
will
be
an
additional
rent,
yeah
I,
think
I
think
they'd
be
fee
based,
obviously,
and
we
haven't
even
we're
not
even
there
yet.
But
that's
that's
the.
B
B
Any
other
questions
on
that
seminal
doc
update.
E
E
We
have
design
work
done
through
our
engineering
department
and
we're
going
to
replace
it
in
kind,
so
it'll
be
effectively
look
exactly
the
same,
and
the
engineering
department
is
in
the
process
of
finding
contractors
to
do
that.
Work.
Our
only
caveat
is
or
requests
is
a
phase
approach,
because
we
all
know
how
busy
seminal
docs
gets,
particularly
in
the
season-
and
you
know
this
is
a
time
consuming
process,
because
we
thought
we
could
just
replace
one
and
fix
a
few
things,
but
it
did.
E
They
all
need
replacing
they're
over
20
years
old,
and
it's
time
it
wasn't
contemplated
as
part
of
the
the
bigger
project
out
there,
where
they're,
really
the
parking
lot
put
a
bathroom
in,
but
it's
necessary.
The
downside
is,
you
know,
we're
having
to
forego
a
floating
structure
that
protrudes
out
to
the
west
from
the
peninsula
there
to
fix
what
we've
got
you
know.
My
Philosophy
has
always
ensure
operational
Readiness
and
make
sure
that
what
we
have
is
functional
and
safe
as
opposed
to
building
a
new
amenity.
E
So
on
the
South
Basin
at
the
southwest
corner,
there
were
three
field
wave
attenuators
only
to
council
last
year
and
got
approval
to
replace
them.
E
No
additional
cost
to
us.
It
just
adds
to
the
time
which
is
frustrating,
because
you
know
there
was
some
sense
of
urgency
with
that
project
when
I
got
to
the
apartments
simply
because
a
failure
of
those
attenuators
is
is
could
be
devastating
to
the
Marine
in
a
storm
event,
so
they've
been
shored
up,
we
are,
we've,
got
them
all
off,
there's
no
access
to
them
and
we're
looking,
probably
at
the
beginning
to
mid-seller
to
actually
get
the
construction
work
done
and
hopefully,
prior
to
the
height
of
hurricane
season.
We
have.
E
Those
in
I
will
mention
that
we
had
three
additional
attenuators
had
damage
as
a
result
of
Ian.
We
are,
we
had
a
conditioned
study
done
that
showed
that
the
failures
are
related
to
storm
activity
and
some
flooding
to
the
attenuators
and
working
with
FEMA
to
see
about
the
funding
potential
there
for
replacement
at
least
some
of
the
replacement
costs
related
to
those,
and
we
still
have
our
design
team.
E
They
were
working
on
a
comprehensive
maintenance
master
plan
for
that
Marina
because,
as
I
mentioned
to
you
before,
there's
some
some
corrosion
issues
and
some
wave
attenuator
issues
some
listing
issues
throughout
the
facility
at
10,
11
years
old
now,
or
it's
actually
older
than
that,
it's
12
years
old.
Now
that
that
they
were
working
on
until
we
started
to
have
the
failures
and
then
they
were
taken
off
task
and
they'll
get
back
on.
So
we
have
a
master
maintenance
plan
that
we
can
kind
of
work
with
and
progressively
repair.
Some
of
this
stuff,
I'm
hopeful.
E
You
know
when
Coachman
Park
is
fully
open.
I
suspect
we'll
be
in
a
really
good
position
in
terms
of
activating
that
Marina
and
having
access
and
I
think
that
it'll
be
desirable
when
there's
concerts
and
things
like
that,
we
have
a
lot
of
side
tie
slips
that
we
can
do
on
a
transient
basis,
and
things
like
that.
E
So
I
think
that
will
be
beneficial
to
that
facility.
I've
done.
E
Yeah
and-
and
so
the
good
thing
is
now
for
our
staff
is
they'll
be
centrally
located
and
the
facilities
for
the
marina
are
centrally
located.
So
it's
no
longer
at
the
far
north
end
of
the
property.
It's
in
between
both
basins
and
it'll
have
showers
and
restrooms
our
office,
and
it
gives
our
dock
Masters
a
good
field
of
view
over
the
marina
so
that
they
can
react
to
something
that
occurs
or
assist
a
vessel.
E
Now,
if
they're
in
the
doc
Master's
office,
someone
comes
into
the
South
Base
and
needs
assistance,
it's
a
half
mile
hike
for
him
to
get
there
and
get
out
to
the
end
of
the
dock
and
help
out.
So
you
know
we
staff
it
based
on
activity
and
if
you
only
have
a
couple
staff
there
and
they're
in
the
midst
of
something
and
the
the
you
know,
working
with
a
client
in
the
office
or
something
like
that,
they're
hard-pressed
to
make
it
there
in
a
timely
manner
to
effectively
assist
so
it'll,
be
helpful.
E
They'll
be
able
to
see
more
that
will
be
prox
card
access
for
tenants
only
so
that
Harbor
Master's
office,
the
washing
machines,
the
restrooms
will
be
for
Marina
tenants.
Only
and
it's
critical
that
we
we
have
that
distinction
and
have
proxar
access
simply
because,
with
a
part
that
size
and
a
splash
park
right
behind
the
harbor
Master's
office,
you
could
see
where
we
would
have
interest
in
using
those
facilities.
There's
restrooms
on
the
back
side.
E
Those
are
for
our
clients,
so
I
think
that
distinction
is
important,
that
kind
of
digressed
a
little
bit
from
the
way
attenuation,
but
the
comprehensive
project
and
an
expensive
project.
Unfortunately,
you
know
it
has
the
potential
the
the
series
of
two
wave
attenuator
failures
or
six
total.
You
know
really
has
the
potential
to
negate
the
net
profit.
That's
been
made
in
that
facility
since
its
Inception.
E
That's
a
little
bit
scary.
When
you
look
at
it
in
terms
of
you,
know,
maintenance
and
expense,
and
that's
why,
for
the
harbor
or
for
the
Beach
Marina,
we're
really
leaning
into
the
the
design
team
and
really
exploring
all
options
for
those
floating
systems
to
make
sure
the
resilient
and
durable
materials
are
used,
that
the
structures
are
made
to.
E
You
know,
be
sustainable
and
have
a
lot
of
longevity,
because
they're
expensive
to
replace.
When
you
have
to
any
more
questions
about
the
attenuators.
G
E
I
think
we're
still
waiting
payments
for
the
north
Fishing
Pier
from
Irma,
so
these
things
take
time.
Mike's
been
working
with
them,
I
think
he
can
kind
of
and
and
working
with,
Emergency
Management
and
Javon
Graham
our
emergency
manager
to
process
this
thing
and
I,
don't
know
if
you
have
anything
to
add
on
timetables
or
expectations
from
FEMA,
but.
G
E
E
They
have
some
issues
that
we're
aware
of
and
they
need
to
be
replaced
ultimately,
but
it's
just
going
to
be
a
just,
have
to
be
patient
on
those
and
they
don't
have
the
same
level
of
concern
that
the
southwest
corner
gives
us,
because
southwest
corner
has
much
more
exposure
to
length
of
Fetch
and
sea
conditions,
so
just
a
little
bit
different,
but
tell
something:
we've
kind
of
work,
sir.
Okay.
D
D
H
H
E
E
The
consultant
will
be
responding
back
and
forth
to
the
regulatory
bodies,
fdep
FWC,
County
and
Coast
Guard
so
and
core.
So
so
anytime,
you
install
anything
in
navigable
waterways.
You
have
to
go
through
this
process,
but
because
we
have
international
work
with
it,
our
staff
is
already
looking
at
locations
placement
getting
the
supplies
necessary.
Looking
at
contractors,
if
necessary,
it's
tough
to
get
in
there.
Our
vessel
can't
get
in
there
only
our
small
vessel
cans,
so
so
our
margin
tug
can't
sink
pilings
in
there.
E
Obviously,
because
of
the
particularly
the
the
really
governing
access
point
is
Fort
Harrison
Edgewater
and
you
can't
get
anything
under
there.
You
don't
want
to
stand
up
in
your
boat,
trying
to
go
into
there.
So
we're
going
to
have
to
work
through
that
and
and
see.
We
may
have
to
deploy
buoys,
not
ideal,
but
we
have
to
work
with
what
we've
got
or
hire
a
contractor
to
go
in
there
with
a
smaller
barge
and
Derrick
that
they
can
lower
and
get
under
there.
E
But
we're
going
to
work
through
that
ahead
of
time,
anticipating
that
we'll
get
all
these
permits.
That
way,
we'll
be
prepared
to
do
it
upon
receipt
of
the
permits,
but
any
of
these
permitting
process
takes
take
time
and
then
the
consultant
has
to
answer.
So
if
there's
questions
or
concerns,
they
have
to
respond
and
back
in.
E
Lot
of
money
to
stop
that
one
guy
yeah!
Well,
it
became
more
problematic
than
that
jet
skis
going
in
and
out
of
there
now
because
they
can
access
it.
It's
very
shallow
in
there
there's
only
you
know
really
one
segment,
but
if
you're
on
a
jet
ski
and
can
run
in
eight
inches
of
water,
then
it's
accessible
to
everybody.
So
there's
been
some
more
of
that
going
on
in
there.
E
Going
to
increase
funny
enough,
you
say
that
we
get
inquiries
all
the
time
about.
I
want
to
start
a
jet
ski
business.
I
want
to
start
a
jet
ski
business
and
we
even
found.
Then
the
pde
has
responded
to
us
on
a
couple
of
occasions
where
they've
caught
people
renting
jet
skis
out
of
Seminole
docks,
which
is
prohibited.
You
can't
do
commercial
business
out
of
our
facilities
without
a
permit.
Obviously,
and
we
don't
issue
permits
for
those
but
I-
think
the
last
time
I
talked
to
PD.
E
They
had
a
group
from
Orlando
that
was
advertising
there
and
advertising
here
and
they
bring
a
trailer
full
of
jet
skis
and
launch
them
out
of
seminal
docks
with.
So
we
aren't
accepting
any
more
of
those
types
of
businesses
in
the
marina,
because
we're
we're
at
capacity
with
small
vessels
out
of
operating
out
of
single
slips,
there's
several
businesses
that
have
been
doing
that
for
years
now.
But
it's
it's
a
conflict
point
that
we
want
to
avoid.
So
we
aren't
approving
new
businesses
at
the
beach
Marina
and
have
multiple
vessels
in
single
slots.
E
It's
just
a
congestion
issue.
You've
got
some.
You
know
30
50,
100
ton,
vessels
going
in
and
out
of
there
and
you've
got
jet
skis
and
voting
Tiki
huts
and
small
speed
boats
and
we
aren't
approving
any
more
of
those.
For
obvious
reasons.
It's
just
it's
a
congestion
and
a
safety
issue
we're
seeing
more
of
them.
E
Okay,
so
this
is
kind
of
an
area
that
I
can
cover
some
territory,
that
you
know
it's
not
old
business,
but
just
for
situational
awareness.
E
The
Marine
unit
for
the
PD,
the
state
legislature,
preempted,
all
of
our
ordinances
related
to
anchoring
limitations
and
the
intent
was
good.
I.
Think
the
legislature
wanted
the
State
of
Florida
to
be
uniform.
If
you're
cruising
In
Your
Vessel
around
the
state
and
exploring
different
municipalities
and
locations,
they
didn't
want
it
to
be.
Inconsistent.
I
can
stay
for
three
nights
in
Clearwater
five
nights
in
Dunedin
and
indefinitely
in
the
Kings
and
anchor
out.
E
So
their
idea
was
to
say:
well,
there's
you
can't
limit
those
anymore
well,
the
unintended
consequence
that
they've
tried
to
fix
since
then
has
been
people
using
these
areas
first,
so
that
I
want
to
pay
for
the
marina
anymore.
They
get
an
engine
block
and
50
feet
of
chain,
and
they
take
it
out
in
the
middle
of
of
your
Harbor
anywhere
and
that's
their
new
storage,
free
or
worse,
live
aboard
or
even
worse,
airbnbs,
rental
vessels
and
so
on.
E
So
I
work
closely
with
PD
and
Chief
and
I
had
some
meetings
on
this,
and
you
know
ultimately
we're
looking
at
several
different
approaches:
we're
going
to
meet
with
the
county
this
month
to
discuss
anchoring
limitation
areas
they
in
2021
the
legislature
tried
to
put
a
fix
in
for
this
problem
and
they
basically
allow
the
county,
not
the
municipalities,
to
establish
an
anchoring
limitation
area
that
sets
45-day
limit
in
a
six-month
period
and
the
county
can
regulate
up
to
10
percent
of
its
navigable
waterways
and
any
one
location
up
to
100
acres.
E
So,
as
you
guys
probably
know
our
biggest
challenge,
when
I
was
the
beach
Commander
for
the
PD,
we
had
one
vessel
and
I
used
to
get
complaints
on
it
and
it
was
called
the
Black
Orchid
and
it
was
Hampton
and
Mandalay
Channel
and
and
I
just
for
perspective
and
I
gotta
I
never
get
this
thing
right.
So.
E
So
it's
a
significant
problem
that
creates
issues
with
you
know,
navigation
and
for
those
that
are
being
used
as
airbnbs
or
little
Pump
House
station.
But
you
can,
you
can
see
where
PD
has
a
real
challenge,
trying
to
do
enforcement
action.
However,
last
month
or
so,
I
think
they've
issued
40
citations
around
the
area
removed
six,
some
derelict
vessels.
E
We
have
two
more
one
on
its
side
outside
Coachman
Park
and
then
one
on
the
bottom
in
the
old
channel
to
the
the
old
pass
north
of
Carlisle.
So
those
are
stickered
waiting
for
removal.
The
challenge
with
the
one
on
its
side
outside
of
Coachman
Park,
it's
made
of
concrete.
G
E
One
of
those
old
cement,
Pharaoh
cement,
Hull
vessels,
so
they're
working
with
a
contractor
to
try
and
figure
that
out,
I
will
tell
you
guys.
The
city
has
been
very
aggressive
with
this,
using
our
own
funds
to
pay
for
the
removal
not
waiting
for
the
state
to
come
in
months
later,
a
year
later
and
it's
very
expensive
each
one
of
these
things
has
a
potential
to
cost
a
lot
of
money.
So
we're
going
to
see
you
know
if
we
can
pursue
an
anchoring
limitation
area
in
Mandalay
Channel,
it's
it's
effectively
displaces
them.
E
You
could
foresee
what
would
happen.
I
push
them
out
of
there
or
PD
pushes
them
out
of
there.
They
just
relocate
someplace
else,
so
this
will
ultimately
take
legislative
action
from
the
state
to
effectively
address
and
I
know.
Fdwc
was
doing
some
studies,
but
something
to
be
aware
of
and
for
the
public
to
be
aware
of
it's
not
through
lack
of
effort.
It's
just
the
legislation
makes
it
really
challenging.
B
We
we
had
a
presentation
four
or
five
years
ago,
from
a
couple
officers
from
FWC
have
just
about
this
problem.
Yeah
there
were
a
lot
of
boats
back
in
the
real
Aquarium
stretch,
I
hadn't,
seen
where
they're
all
parking
right
in
the
middle
of
Mandalay
Channel
though
I
think
and-
and
they
seemed
very
on
top
of
the
subject-
they
they
knew,
which
every
boat
was
and
and
what
had
to
be
done.
Sure
and.
E
And
law
enforcement's
acutely
aware
and
we're
acutely
aware
of
what
the
what
the
resolutions
are
timely
and
exceedingly
expensive,
because,
generally
speaking,
you
know
we
can.
We
can
put
liens
against
these
irresponsible
honors
from
the
thanks
sinks
and
it
has
I
mean
when
you
look
at
the
conditions.
I've
taken
a
bunch
of
pictures,
I
mean
they're,
they're,
horrible,
they're,
they're,
dilapidated
waiting
to
sink
and
they
sink
regularly.
E
E
I
just
want
to
bring
you
up
to
speed
on
that,
of
course,
Harbor
Marina
Coachman
Park.
The
opening
date,
of
course,
is
July.
4Th
will
be
the
big
big
event
and
some
events
leading
up
to
that
obviously
the
week
before.
But
you
know,
for
our
tenants
parking
is-
has
been
an
issue
way.
Finding
has
been
an
issue.
E
So
there's
there's
a
lot
of
confusion.
Our
staff
is
important
to
brunt
of
it
because
we're
there
all
the
time,
but
we
had
a
meeting
yesterday
and
we're
trying
to
put
up
some
significant
way
finding
out
there
big
arrows
this
way.
It
appears
this
way
to
Drew
this
way,
to
the
ferry
and
and
so
on,
because
it's
it's
challenging
I
mean
we.
We
navigate
it
because
we
get
an
update
and
we
try
and
push
those
out.
E
But
it
is
something
that
that
we're
aware
of-
and
it's
it's
once
it's
done.
The
intent
and
we've
met
with
parking
on
this
is
to
provide
just
like
we
do
at
the
beach
Marina
to
parking
paid
parking
passes
per
tenant
and
it
will
as
the
Beast
Marina,
because
it's
so
busy
first
come
first
serve.
So
if
you
know
you
want
to
go
out
in
your
boat
on
a
busy
Sunday
in
the
spring,
you
probably
need
to
get
there
early
and
even
more
so
if
we
have
an
event
taking
place
at
the
park.
E
So
it's
just
something
there's
a
couple
hundred
spaces
and
then
there's
no
way
to
block
off
segment
of
them
just
for
marine
attendance,
because
many
times
they'd
be
empty.
If
that
were
the
case,
you
know
during
the
week
and
things
like
that,
so
that's
the
the
the
solution
parking
came
up
with
we're
agreeable
to
and
I
think
it
makes
sense.
We
also
work
with
PD
to
provide
an
access,
hang
tag
because
during
big
events,
they'll
restrict
access
down,
Pierce,
Street
and
down
Drew
Street.
E
Marina
Access
Project
is
underway.
Now
we
are
getting
rid
of
vizpin,
so
viz
pin
was
a
cell
phone
based
app-based
access
system
to
the
marinas,
so
you
got
the
app
you
log
in
and
it
opens
the
doors
for
our
tenants
allows.
You
might
suspect
if
you're,
using
a
wide
variety
of
cell
phones-
and
you
have
clients
that
still
have
flip
phones,
it
doesn't
work
for
everybody
and
it
it
was
spotty
here
and
there
we
had
issues.
E
We
started
a
newsletter,
so
we
have
a
marina
newsletter
and
I
never
wanted
to
be
the
school
paper
editor,
but
I
found
myself
in
that
role
and
content
provider
I've
threatened
my
staff
that
I'm
going
to
assign
it
to
each
of
them
in
subsequent
months,
but
I
haven't
done
it
yet.
So
it's
it's
important
because
I
think
we've
been
lacking
Outreach,
you
know
we
send
you
something
a
blurb
in
in
your
invoice
for
the
monthly
rent
or
I.
Don't
think
that's
effective
anymore
I!
E
Don't
know
that
England
reads
the
attachment
on
their
utility
bill
anymore.
So
we
push
the
newsletter
out
when
I
can
lock
myself
into
my
office
and
knock
it
out.
So
we're
trying
to
do
it
monthly
and
push
out
important
information,
what's
happening
at
the
beach
Marina
progress
reports
and
that
that
means
Marine
of
progress
reports
it
important
to
let
people
know
listen.
E
This
is
getting
closer
and
and
keep
that
reminder
up,
because
I
think
communication
is
key
to
a
lot
of
what
we
do
and
you
know
public
Communications
has
been
great
they've
helped
us
out
tremendously.
We've
made
some
changes
to
our
website.
We
have
the
newsletter,
you
can
access
it
on
the
website
too,
so
you
don't
just
get
it
in
an
email
blast
to
our
tenants.
So
it
goes
to
our
commercial
tennis,
Rec
tenants
in
both
marinas
and
I.
Think,
hopefully
you
know
it's
well
received
and
it
provides
information
in
a
format.
E
E
So
it's
on
our
email
groups:
I'll
put
you
guys
on
a
list
so
that
you're
looped
into
it,
but
it
is
on
the
sites,
our
latest
version,
so
just
going
to
rain
in
aviation
website
and
it's
there.
So
you
can.
You
can
read
the
latest
one.
We.
E
Out
how
to
print
the
thing
I
wanted
to
print
it
and
put
it
on
our
bulletin
board
outside,
but
it
doesn't
lend
itself
to
printing,
so
I'm,
still
working
with
public
Communications
on
figuring
that
one
out
and
ask
me
yeah:
that's
about
it.
You
know,
as
always,
I'll
try
and
keep
you
guys
informed
when
I
send
you
emails
and
things
or
my
staff
does
what
I
generally
do
is
I'll
blend
copy
everybody,
and
that
keeps
you
from
running
a
foul
of
sunshine,
stuff
and
inadvertently
communicating
directly
with
each
other.
B
B
So
there's
my
box
filled
with
like
100
emails
from
all
these
people
saying.
Why
are
you
spam
being
thus
and
all
this
before
she
learned
what
the
BCC
Clause
was?
So
thank
you
for
that
and
just
a
reminder,
everyone.
If
we
started
asking
for
RSVPs
for
this
because
a
few
times
we
all
showed
up
and
did
and
didn't
quorum,
just
reply
to
the
sender
of
the
email,
the
because
we're
literally
not
even
just
saying
I'm
attending
the
meeting
you're
sharing
information
outside
of
the
room.
So
it's
not
it's
a
minor
point.
E
E
B
The
gentlemen
we're
moving
towards
a
German,
did
you
had
anything
you
wanted
to
ask
her?
C
Us
for
air
in
regards
to
the
commercial
entities
are
using
the
boat
Ram
or
you
seminal,
ramp
or
down.
Each
seems
that
you
know,
like
you,
said,
there's
like
one
person
on
window
enforcing
you
know.
Is
there
a?
Is
there
a
heart,
a
dock
master
or
at
the
ramp.
E
Over
here
yeah-
and
that's
a
challenge
for
us
to
to
monitor
that,
of
course,
yeah
PD
is
the
enforcement
arm
right
right,
they're,
the
only
ones
that
can
issue
an
ordinance
violation
for
things
like
that?
What
what
happens
is
there
are
facilities
that
we
staff
the
marinas,
but
there
are
others
that
we
don't
for.
For
obvious
reasons.
E
We
service
the
Seminole
docs
we
clean
the
restrooms,
we
open
and
close
the
restrooms.
We
maintain
the
ramps,
we
replace
the
ramps,
but
we
don't
staff
that
that's
under
the
control
of
the
parking
Department,
but
what
it
intersects
with
us
is
commercial
activity
out
of
there
commercial
activity
that
you
know
picking
up
Charters
at
the
Sand
Pearl
Docks.
E
C
No
I
I
asked
you
about
it
yeah
last
year,
but
I've
I've
noticed
you
know,
there's
no
enforcement
to
it,
so
they
just
keep
coming
and
they're
posting
their
their
physical
address
as
a
boat
ramp
yeah
and
they
get
their
people
out.
There
I
mean
you
look
on
Google,
Maps
they're
right
there,
but
what
this
Miss
Douglas
here
she
asked
about
the
marina
tenants
when
they
get
displaced.
