Advisory
Board
September
13
2023.,
if
I
can
go
out
of
order
on
the
agenda
for
just
a
second,
we
have
one
new
member
and
perhaps
another
one
at
the
moment,
but
we
have
one
new
member
Dr,
Francis
bugash,
who
actually
joined
a
month
ago,
was
unable
to
make
the
very
first
meeting
in
June.
So
anyway
welcome
and
thank
you.
This.
B
Board
of
Clearwater
I
was
asked
to
give
you
a
little
bit
of
background.
Okay
born
in
San
Diego
went
to
school
in
the
Chicago
area,
mostly
Loyola
I
mean
was
in
the
Air
Force
I
left
the
Air
Force
in
1971.
B
cumbare
and
spent
a
year
doing
a
residency
through
Northwestern
Medical,
School
I
opened
up
a
practice
in
Highland
Park
Illinois,
where
I
joined
the
rotary
group.
After
a
period
of
time,
I
became
president
of
rotary
I
joined
the
Historical
Society
I
became
president
of
the
Historical
Society
same
thing.
How
to
Survivor
defining
Arts
Center
joined
the
Chamber
of
Commerce
became
the
president
of
the
Chamber
of
Commerce
joined
the
American
Legion
up
in
Lake
Forest.
B
Also,
the
secretary
treasurer
and
historian
for
the
annual
Midwest
seminar
of
Dental
Medicine,
with
just
just
ended
in
Lake
Delavan
Wisconsin
I've,
been
doing
that
for
many
years,
so
I
hope
that
my
best
here
meets
your
minimal
requirements.
Thank
you.
What
kind
of
book
do
you
have?
What
kind
of
book
was
to
vote?
I've
got
a
compact
23.
A
A
Item
on
the
agenda,
then,
will
be
the
approval
of
the
Ford
feeding
minutes
from
our
last
meeting.
It's
only
three
of
us
I
think
we
all
have
a
copy
of
it.
Really
any
additions
changes
the
lesions;
no,
they
were
fine.
I
read
them
over
yesterday
and
I
have
a
motion
to
approve
the
minutes
motion
to
approve
them.
Second,
second:
minutes
of
the
recruit.
C
A
F
Good
morning,
everybody
is
what
we've
had
a
kind
of
lost
my
voice,
a
little
bit
right
before
like
last
couple
of
days,
but
we'll
power
through
this,
so
the
Harper
Marina,
the
grand
opening
for
the
new
dock
Master's
office,
was
June
28th,
along
with
the
sound
at
coaching
Park.
It's.
C
F
Beautiful
new
little
building
there,
it's
206
Pierce
Street
that
is
accessible
by
foxcards
or
like
a
hotel
key
card.
We
still
are
in
the
process
of
trying
to
get
the
gates
out
to
the
dock,
switch
over
to
that
we're
hoping
by
the
end
of
the
month,
to
have
that
so
it'll
just
be
that
same
old
key
card
to
get
you
into
the
building
as
well.
F
For
the
transient
guests,
as
long
as
well
as
our
permanent
tenants,
there,
we've
also
put
in
a
bulletin
board
there,
we'll
reach
out
to
Amplified
Clearwater
and
reach
out
to
visit
St
Pete
Clearwater,
as
well
as
CMA
and
we'd
like
to
start
utilizing
that
billboard
inside
for
to
promote
local
events
for
our
transient
guests,
as
well
as
our
recreational
tenants
near
the
harbor.
We
think
it's
a
great
opportunity
to
reach
out
to
them
the
part
of
the
department
Arena,
the
wave
attenuators.
F
We
know
the
the
new
ones
were
delivered
and
are
being
stored
as
VDOT.
They
made
it
through
the
storm
without
any
issues
at
all.
The
guys
went
out
and
put
extra
ratchet
straps
down
there
and
really
secured
those
really
good.
Our
city
engineer:
Jeff
Walker,
along
with
Mike
prior
to
the
storm,
the
compromise
for
any
detangulators
on
the
South
Basin.
They
put
extra
collars
around
there,
one.
If
you
were
down
there
looking
at
it,
we
just
had
a
chain
rooms
around
it.
That
chain
was
removed
and
a
actual
structures
frame
was
bolted
around
it.
F
They
didn't
crack
during
the
storm,
but
they
held
some
of
those
three
of
the
tank.
Waiters
made
it
through
the
storm
as
well.
The
replacement
for
those
is
scheduled
for
December
4th
it's
going
to
last
two
weeks
to
about
a
month,
and
we
were
just
told
a
few
weeks
ago
that
everyone
in
the
adopt
would
need
to
vacate
during
the
construction.
So
we've
reached
out
to
all
those
tenants
to
just
give
them
a
heads
up.
F
F
F
Is
it
battle
it
is,
it
is
the
guys
have
ordered
parts
for
it,
and
it's
that
this
one's
trying
to
get
parts.
F
Yeah
it'd
be
nice
to
have
that
working
right
there,
where
you
can
pump
out,
but
they
they're
aware
of
it.
You
know
they
got
the
South
one
up
and
going
and
it's
just
a
backing
store
who's
one
Department's
responsible
for
that.
We
do
that.
A
lot
of
clothing
maintenance,
we
work
with
them,
but
our
guys
do
the
actual
parts
replacement
from
the
pump
the
hose
the
nozzle
at
the
end.
F
Properly
yeah
the
the
Harvard
Marina
during
the
storm
shared
very
well.
The
flood
I.
Don't
think
that
speaks
to
the
floating
docks
we
just
the
resiliency
of
them
during
storms.
We
didn't
have
any
issues
at
all.
We
had
one
sailboat
that
came
in
during
the
storm
that
was
not
part
of
the
marina
at
all.
Got
up
against
the
side
and
just
rubbed
on
the
side
ended
up
sinking.
That
was.
F
F
A
E
It
was
going
to
be
a
presentation,
but
unfortunately,
I
have
no
way
to
get
that
presentation
now.
Did
you
guys
have
a
chance
to
look
over
the
presentation
and
the
the
great
great
study
that
was
done
by
Debbie.
E
So
over
the
last
five
years,
we've
got
some
great
pieces
out
there.
In
2018
we
raised
it
10
for
the
commercial
businesses
out
there.
We
also
raised
the
Harvard
or
recreational
and
the
Beach
recreational
rate,
three
percent
out
of
the
way
we
did
not
increase
that
year.
In
2019,
the
beach
commercial
we
increased
by
10
percent,
the
Beach
recreational,
the
Harbor,
recreational
and
Island
way.
We
all
increased
that
by
three
percent
and
2020.
E
There
is
a
zero
percent
increase
for
all
tenants
due
to
copen
in
2021,
there's
a
five
to
ten
percent
increase
based
on
the
vessel
capacity
for
the
commercial
tenants
at
the
beach
Marina,
and
then
there
was
a
three
percent
increase
for
the
recreational
and
Harbor
recreational
tenants.
C
E
The
beach
commercial
marinas
tenant
sorry
increased
five
to
ten
percent
based
on
the
vessel
capacity,
and
the
harbor
of
the
Beach
Marina
and
I
was
away
increased
by
five
and
the
Harvard
Marina
increased
by
zero.
That
was
due
to
the
construction
of
pushman
Park.
So
what
what
proposal
to
do?
And
what
I'm?
E
Looking
for
your
recognition
recommendation
for
today
is
a
a
rate
increase
zero
for
the
beach
commercial
and
Beach
recreational
increase
for
fiscal
year
23-24
and
then
a
10
increase
for
the
Harbor
recreational
and
Island
Way,
tenants
and
transient
rate
increase
of
10
percent.
E
Doing
that
would
raise
the
would
increase
for
the
residential
at
the
Harbor
from
it
would
go
from
flow
or
I'm.
Sorry,
10
32
to
11
36,
which
is
a
dollar
08.
A
foot
increase
Island
Way
Estates.
We
only
have
a
40-foot
vessel,
that's
all
that
the
slips
are
up
there,
it's
40
foot
and
then
we
go
from
10
66
to
1178.,
which
is
an
increase
of
a
dollar
seven
transients
per
foot.
It
would
increase
from
238
to
262
per
foot
per
day.
It
would
increase
from
a
dollar
seventy
to
a
dollar.
E
Eighty
seven,
which
is
17,
increase
for
per
foot
per
week,
and
then
it
would
increase
the
monthly
transients
from
1.19
to
1.31,
which
is
a
12
cent
increase
for
a
30-day
set.
E
E
E
H
Next
year's
yeah,
so
so
that's
to
be
predicted
to
probably
go
into
another
year,
at
least
or
what
the
the
lack
of
any
increase
or.
C
H
I
think
we
should
adapt
it's
quite
Fair
if
we
didn't
have
so
much
going
on
with
the
wave
actuators
the
building
of
the
park
and
the
construction
of
the
marina
we'd
have
a
chance
to
maybe
catch
some
of
the
local
municipalities
and
getting
our
fair
share
of
it.
With
all
we
have
going
on.
Until
we
get
to
some
kind
of
status.
Well,
I,
don't
we
have
to
do
some
kind
of
increase?
We
have
to
increase
revenues
to
pay
for
this
stuff,
but
I
think
it's
I
think
it's
a
fairly
increase.
A
A
St
Peter's
a
municipal
facility
and
substantially
well
maybe
substantially
as
well,
but
if
it
is
less
anyway,
so
I
just
wondering
if
the
increase
is
reasonable
as
a
comparable
Municipal
facility.
H
I
think
the
St
Pete.
The
problem
is
the
access
to
the
gulf.
It's
it's
a
45-minute
Cruise
throughout
the
decent
at
a
decent
speed
to
get
out
past
the
Skyway
or-
or
you
know,
through
passing
rail-
to
to
even
be
enjoying
the
Gulf
of
Mexico
the
bay
for
a
lot
of
those
bigger
boats,
a
40-foot
boat.
You
don't
have
it
to
run
around
the
bay.
You
have
to
dig
it
out.
H
A
We
don't
approve
these
per
se,
but
I
think
we
recommend
them.
We
approve
them
right.
Yeah,
I,
think
recommend
by
the
book
right,
yeah,
I,.
G
E
93
full
and
then
we
have
a
wait
list
that
is
maxed
out
of
15.
The
latest
is
full,
so
we
haven't
been
filling.
E
Like
a
squigless
front
of
where
we
get
on
it
right
away,
just
because
we
have
to
move
people
automate
up
for
the
construction
coming
up,
so
we're
trying
to
save
room
for
that
and
then
we'll
we'll
start
working.
G
Out
the
workers
are
you
going
to
handle
the
small
sailboats
that
are
asked
to
leave
based
on
their
order
of
departure
is
the
order
of
which
they
can
come
back.
But
if
they'll
have
to
slip
their
size
anymore,
which
We're
not
gonna,
put
in
five
Footers
or
whatever
they
are
yeah,
that's
bigger
than
the
same
rate,
they
would
pay
or
they
have
to
pay
the
bigger
slippery.
E
We
haven't,
we
haven't
gotten
that
far
yet,
but
you
know
we
have
some
people
now.
That'll
that'll
take
a
bigger
slip
for
the
vessels.
G
H
I
thought
we
had
that
discussion
that
there
would
be
some
certain
grandfathering,
at
least
for
a
period
of
time,
because
because
they're
taking
their
business
and
suspending
it,
we're
taking
it
elsewhere
and
they've
got
to
come
back
and
re-establish
so
hitting
them
immediately
with
the
higher
costs
for
the
40
foot
slip,
because
there
aren't
as
many
25s
that
there
was
going
to
be
some
kind
of
grandfathering
of
saying
you're
going
to
pay
your
own
rate
for
two
years
by
then,
you've
got
to
adapt.
If.
H
C
E
A
Okay,
so
we
can
move
to
all
business
items,
starting
at
the
Beach
Marine
update,
sure.
E
So
really,
since
the
last
meeting
minutes,
there
has
not
been
a
whole
lot
of
change.
It's
all.
You
know
they're,
looking
at
water
meters
they're,
looking
at
all
the
groundwork,
so
nothing
has
changed
with
the
design
or
or
anything
like
that.
The
permits
they're
still
being
pursued
and
they're
in
process.
The
biggest
challenge
has
always
been
the
cost.
So
we're
looking
at
pursuing
a
different
grant
opportunities.
E
You
know,
through
the
safe
and
through
locally
through
the
the
tourism
Development
Council
council's
still
supportive
of
the
project
to
see
what
still
would
go.
We're
still
looking
at
the
the
parking
garage
hoping
that
comes
to
fruition,
because
I
still
will
tell
you
one
of
our
biggest
problems
and
I
have
a
conversation
with
with
Charlie.
Yesterday
is
going
to
be
up
on
support,
we're
very,
very
limited
on
on
the
Upland
support
we're
going
to
be
able
to
provide,
especially
if
there's
some
of
our
bigger
tenants.
So.
E
A
E
E
But
but
the
way
the
material
is
going
and
everything
so
we're
gonna
go
up
to
90
to
get
that
GMP
and
so
we're
looking
at
probably
the
beginning
of
November
to
get
that
cost.
B
Designs,
architectural
or
ideas
on
the
garage
and
how
it's
going
to
facilitate.
E
The
commercial
I
haven't
been
a
part
of
those
conversations,
but
I
know
that
they
are
working
with
engineering
from
on
that
that's
parking
yeah,
that's
parking,
yeah,
Jeff,
Walker
involved
in
there
I'm,
not
for
sure
there's
enough
I,
don't
know
who's
doing
that
in
the
parking,
but
he
might
be.
The
project
manager
I
can
find
that
out.
E
E
Are
you
talking
about
where
they
go
over
the
it's
going
to
end
at
a
Phil
slip.
A
A
E
So
again,
I
just
wanted
to
update
you
guys.
I
know
that
you
know
we
hear
a
lot
about
some
of
the
ranch
stand
being
down
for
so
long
and
you
know
that's
a
permanent
issue
with
the
safe
and
fdp.
So
when
we
built
this
back
in
the
60s,
there
was
no
Department
of
Environmental
Protection.
They
didn't
come
around
until
the
70s,
so
we
never
had
a
permit
with
them.
Even
though
we
have
state
fundings
to
do
this.
So
that's
the
issue
right
now.
E
If
there
is
not
an
FD
EP
permit
and
then
there's
some
survey
land,
that's
basically
says
they're,
not
ours,
so
you
have
to
look
back
to
the
1899
act
that
you
know
if
you
build
a
sea
wall
or
whatever
you
accomplish
that
land.
So
it's
just
it's
a
big
mess.
Attorneys
are
involved
and
we're
trying
to
get
it
straightened
out
as
soon.
E
We
can
get
those
plants
repaired
during
the
storm.
We
had
rant
number
eight,
the
pilots
now
so
we're.
E
Repaired
right
now
we're
down
to
five
boat
ramps,
but
hopefully
get
that
one
back
up,
we'll
be
back
up
to
six
Monopoly,
we'll
be
able
to
start
this
project
and
get
this
get
that
put
those
branch
required
to
replace.
So
that's
the
goal
on
that.
Any
questions.
B
Is
there
a
place
for
alternate
parking
once
good
parking
facility
is?
Is.
E
Full
right
now,
there's
not
right.
Now
they
close
down
a
lot
and
you're
not
allowed
to
drop
any
votes
in
the
water
or
anything
once
that
parking
hits
capacity
now.
Is
there
any
plans
in
the
future
to
develop
more
land
and
for
more
parking
for
that,
not
right
now
or
something
it's
just.
It's
unfortunate.
You
know
it's
it's
one
of
the
only
boat
ramps
in
North
Pinellas.
We
have
the
Seminole,
you
have
one
ramp,
that's
Dunedin,
and
then
you
have
dollars
programs
and
that's
basically
it
so
in
one
of
them's.
F
So
she's
looking
for
free
got
in
2022,
they
started
trying
to
figure
out
what
that
flight
performance
to
get
some
violent
foot
300
feet
to
either
side
of
the
bridges
leading
out
to
the
to
the
Intercultural
there.
That
would
be
the
slow
speed
minimum
wage
signs.
So
those
have
been
done.
F
We're
looking
at
right
now
trying
to
do
it
from
Land
side
with
some
equipment
that
can
reach
out
and
drive
that
pilot
down
and
get
that
last
sign
you
put
on,
but
that
project
complete
it's
kind
of
important
I
think
with
I
know.
In
the
previous
meeting
we
talked
about
people
fishing
from
those
bridges.
H
Even
just
getting
so
that
we
could
put
them
in
the
permissions
of
things
right
right
when
we
started
it,
it
was
like
you
know:
I'll
I'll
be
dead
married
by
the
time
they
ever
get
the
approval
of
it,
and
maybe
for
those
who
don't
know,
Clearwater's
municipality
has
more
restricted,
speed
zones
than
any
other
municipality
in
the
State
of
Florida.
So
to
add
to
them
do
the
same.
We
want
more.
F
Well,
I've
seen
this
in
streets
of
watershed.
It's
a
little
over
6
200
Acres
that
stretched
across
Pinellas
County
a
little
over
4
000
Acres
of
that
is
within
the
city
of
Clearwater.
That's
about
65
of
the
Watershed.
So
you
got
to
think
as
you
drive
around.
You
see
little
ponds
here
and
there
throughout
Pinellas
County,
but.
C
F
Lot
of
those
are
making
their
way
in
the
drain
he's
making
their
way
into
that
3.2
month
stream.
That
eventually
ends
up
in
Stevens
Creek,
it's
fairly
unregulated
for
you
could
have
met
in
decades.
I
know
over
the
years
there's
been
attempts
to
dredge
it
that
attempts
to
a
few
things
and
they
they
hit
some
contamination
from
time
to
time.
Contractors
have
quit.
I
was
reading
on
the
history
of
it
recently
so
yeah
there
that
does
drain
from
the
golf
course
that
is
part
of
the
Watershed
for
Stevens
Creek.
H
Paul
Turtle
Creek
for
keeping
that
and
if
anybody's
been
around
long
enough
to
remember
on
Gulf
to
Bay
there,
where
the
I
wish
I
could
think
of
the
name
of
the
park
right
now,
that
is
new.
There's
soccer
fields
there
and
that
used
to
also
be
a
golf
course
renewing.
That
was
the
beginning
of
saying:
let's
restore
Stevenson
Creek
at
least
somewhat
to
where
it
was
where
it
should
be
as
a
natural
drainage
and
that's
more
of
a
natural
area.
Now,
without
the
golf
course
and
the
fertilizer.
G
F
Yeah,
that's
still
in
the
works
yeah
starting
to
work
to
still
in
the
permitting
process.
It
does
look
like
at
some
point.
They'll
have
some
some
small
setup
just
most
of
the
Fort
Harrison
Bridge,
the
Edgewater
Bridge
along
side.
As
part
of
that
conduct
east
of
the
bridge,
it
would
be
east
of
the
bridge.
They
don't
there's
people
building
a
town
that
don't
own
the
land
west
of
the
bridge.
F
The
best
they
could
do
is
something
along
the
where
Sunset
and
Fort
Harrison
meet
like
little
corner
the
best
they
can
do.
If
you
go
over
the
Fort
Harrison
Bridge
and
look
look
to
the
East
end
of
season
Street,
you
see
the
white
there's
a
little
white
floating
yeah,
styrofoam
molds.
You
know
the
crab
crack
markers
type
for
lack
of
a.
E
E
E
And
and
they
they
turned
in
to
the
development
board,
they
put
a
plan
together,
it
was
shot
down
and
they
haven't
come
back
yet
with
the
new
design.
I
suspect
that
they
will
at
some
point,
but
they
haven't
yet.
H
Before
the
2008
crash
we
owned,
there
was
another
project
that
was
supposed
to
go
on
that
corner,
that
I
owned
one
of
the
condos,
oh
yeah
I
the
initial
couple
of
deposits,
and
fortunately
we
got
antsy
about
the
market
and
and
lost
enough
money
elsewhere,
but
we
were
able
to
get
it
fully
refunded.
Out
of
that
before
things
went
downhill,
they
they
actually
went
under.
F
A
Okay,
okay.
Thank
you,
sir.
We
have
an
item
director's
report.
Is
there
something
additional
in
mind.
E
E
You
know
you
saw,
we
had
some
damage
and
Seminole.
We
had
one
of
the
ramps
the
violence
broke
in
well.
After
the
next
day,
I
mean
water
was
in
the
parking
lot
and
those
things
were
were
elevated.
The
Beach
Marina
survived
very
well
I
had
to
replace
some
some
deck
boards.
I
was
just
really
surprise
how
how
we
got
we
got
lucky
and
we
got
up
relatively
easy.
E
We're
gonna
have
to
replace
all
the
swim,
Zone
markers
on
Clearwater
Beach,
all
the
islands
for
snapdog,
but
we're
going
to
replace
some
of
the
police,
so
swim,
Zone,
buoys,
they're,
easier
to
maintain
I,
don't
have
to
try
to
send
the
barge
in
the
grain
out
there
on
that
Surf
and
try
to
and
stop
filing
so
really
just
happy
with
the
tax
I
mean
they
really
did
a
good
job
of
showing
their
stuff
up
and
minimizing
any
damage.
I
think
I
had
one
pilot
snap,
but
it
was
a
Rock
Island.
So.
A
E
E
There's
something
going
on
with
the
other
one:
I'd
have
to
check
the
PD
and
see
we'll
see
what
they're
doing
they're
the
ones
that
will
we'll
work
on
those
vessels.
I
mean
there's,
there's
rules
that
you
have
to
follow
and
everything
else.
So
the
best
thing
that
you
know
you
can
help.
First,
with
people
just
call
Cito
on
a
high
tide
and
you
can
get
their
own
vessels.
E
H
About
I
have
a
simple
one.
We
had
talked
about
it
before
and
with
this
meeting
being
changed
and
some
emails
were
exchanged,
and
we
have
maybe
new
members,
especially
that
we
don't
use
the
reply
all
button
on
those
for
I,
don't
know
from
my
email,
I
had
to
search
through
four
or
five
emails
to
find
the
actual
messages
that
were
coming
from
the
city.
That.
H
We
communicate
individually
with
the
city,
not
with
each
other,
there's
a
little
bit
of
the
sunshine
rules
that
apply
to
that
as
we're
discussing
things,
even
if
it's
just
meeting
attendance
outside
of
the
meeting
when
we're
not
on
camera
and
on
record
that
we're
not
supposed
to
do
those
kind
of
things
and
being
in
the
theater,
it's
a
terrible
habit
of
people,
especially
with
the
sages
Group,
which
is
the
senior
Actors
Guild,
where
I'm
the
young
member,
where
they
hit
reply
all
and
there's
387
members
that
that
reply
goes
out
to
that.
H
Don't
a
lot
in
your
personal
issue.
They
don't
even
know
what
you're
talking
about
so
I
have
seven
emails
addresses
I,
have
three
different
companies:
I
go
through
a
lot
of
emails
every
day
and
the
quicker
I
can
do
it.
So.
