It
is
the
board's
intentions
to
promote,
protect
and
improve
the
health,
safety
and
welfare
of
the
citizens
of
clearwater.
By
providing
this
equitable,
effective
and
inexpensive
inexpensive
method
of
enforcing
certain
codes

in
two
parts:

and
