end

the

you
have
combination

parking

structured

and
you

the
development
layout

significant
green
space

is

really

cool
concept
into
this
project.

four-story
structure,
really
something
special
for
downtown
clearwater,
really
looking
forward
to
this,
it's
kind
of
a
unique
site.

grade
change
on
the
site
shifts
from
there's
a
15
15-foot
elevation
change
from
the
southeast
to
the
northwest
corner
of
the
site,
which
makes
for
some
challenges
that
the
design,
they've
they've
kind
of
incorporated,

can't

is
kind
of
plateaus
in
the
design.

really
put
a
lot
of
effort
into
the
due
diligence

this
project,

it's

really
an
exciting
project

interest-free
loan
on
the
property

consistent

resulting
from
the
coven
19
emergency.

of
community
development

grant
funding
to
address
impacts
caused

in

budget

ultimately

help
people

crisis

assist
with
housing
expenses,

reason
the
majority
of
available
cdbg
covid
money
will
be
applied
to
the
rent
mortgage
and
utilities
assistance
program.
We
also
are
budgeting

thousand
dollars
to
help
non-profits
that
can
deliver
public
services
to
help
people
through
the
crisis.

able
to
use
20
of
the
funds
for
administration.

The
amendment
also
cleans
up
a
couple
of
things
from
the
first
amendment.

the
first
amendment
we,
we
budgeted
the
lion's
share
of
that
money
to
our
business,

business
program,
to
help
businesses
that
were
going
out
of
business
because
of
covid
hud
guidance
following
you

we
get
guidance
from
hud
when
we
get
a
special
allocation
like
this,
that
guidance
came
out
late
and
what
it
did
is.

what
we're
doing
is
we're
reprogramming
any
unused
funds
from
the
first
allocation
to
the
rent
mortgage
and
utilities
assistance
program,
we
also
budgeted
300
000
in
home
funds
under
the
first
amendment
for
an
emergency
rental
assistance
program
with
these
additional
funds
that
are
available
for
the
rent
assistance
program,
mortgage
assistance
and
utility
assistance.
We
think
the
program
is
sufficiently
funded,
so
we're
going
to
reprogram
that
home
funding
back
to
housing
projects,
as
as
it
was
originally
intended,
originally
budgeted.

did
open
up
our
our
rent
mortgage
and
utility
assistance
program.
Several
weeks
ago
we
opened
it
up
with
the
with
the
allocation
of
the
state
funds
that
I'll
talk
about
in
a
little
bit,

opened

program
up

maybe
three
weeks
and
we
had
nearly
three.

think
we
had
over
300
people
begin
applications
very
quickly.

with
that
level
we
we
feared
that
the
ask

financial
ask
would
exceed

funding
available.

closed
down
the
application,
the
application
intake
and
we
spent
the
last
few
weeks-
processing
those
applications
and
getting
that
funding
out
the
door.

these
funds
now
becoming
available,
we
will
reopen
that
application
on
monday,

19th
and

expect
again
to
have
a
windfall
of
folks
coming
through,
especially
with
the
eviction
moratorium
expiring.

expect
there's

of
people
out
there
that
will
be
able
to
help,
so
I
will
at
this
point
at
this
time,

First
of
all,
I
would
like
to
mention
this:
the
staffing
level.
It
takes

run
this
rental
program.

paused
our
re,
our
home
rehab
program.

of
the
intensity,

this
work
we

looking

staff

city
assist
us.

applications,

senior
households

there

folks

They
don't

an
answer,
they're
not
able

pay
to
increase
rent,

actually
put
a
task
force
together,

several
non-profits,
to
try
to
navigate
through
and
figure
out
answers
for
these
people.
So
ultimately,
what's
happened,
directions
for
living
absolutely
they're,
going
to
be
a
case
manager
they're
actually
going
to
sit
in
the
building
they're
going
to
have
a
person
sit
in
the
building,
be
a
case
manager,
so
direct
communication.

pinellas
community
foundation,
vanellows
community
foundation,
is
taking
on
the
funding
and
the
responsibilities
of
the
senior
senior
citizen
services
organization,
and
so
I
went
to
that
board
and
asked
if
they
could
help
and
what
they've
done
is
they've
they've
offered
to
pay
the
funding
for
directions
for
living,

for
that
case
manager,
that's
a
full-time
case
manager
for
three
months.
They've
also
agreed
to
it.
I
believe,
an
additional
thirty
thousand
dollars
to
be
used.

So
we
are.
We
are
set
up

directions
for
living
being

lead

this
to
navigate
through
and

in

excellent

that
the
right
organization
to
run
it

be
kind
of
a
hub
and
spoke
system
will
they'll
be
the
centerpiece

folks

better
served

organizations

refer

we
can

funds

issue

caused

way
I
presented
it

we
are
on

homeless
prevention
project
among
a
demographic

people
that
that
are
at
increased
risk
to
serious
illness
if
they
catch
the
virus
and
because
this
is
a
homeless
prevention
effort
in
the
midst
of
a
pandemic,
they

us
a
determination
that
we
could
use
these
funds,
so
we
are
working
with
directions
pretty
closely
on
that.
So
I'm
pretty
pleased
with
where
we've
come,
although
you
know
we're
not
out
of
the
woods
yet,
there
are
people
still

lot
of
scared
people
in
that
tower
that
need
assistance.

to
probably
pause
the
program
for
a
short
time,
adjust
our
application
and
then
restart
the
program.

can
move

cdbg
money
out

door

All
going
mostly
all
of
the
crf
funding
through
the
state
is
going
towards
the
rental
program.
So
I
want
to
talk
a
little
bit
about.
Let's
see,
I
thought
we
talked
about
prospect
towers
dolphin
tower
is
I
remember.

Last
year
we
we
talked
about
a
nine
percent
tax
credit
project
to
be
built
at
our
former
location
of
fire
station
45.
It's
now
properties
now
owned
by
the
community
redevelopment
agency.
So
last
year
they
went
through
the
tax
credit
application
process
and
did
not
get
the
credits,
but
our
contract
to
sell
the
prop
property
to
them
included
an
option
for
an
additional
year,
so
they
could
attempt
to
making
an
attempt
at
an
additional
tax
credit
cycle.
So
we
picked
up
that
option.

The
cra
has
picked
up
that
office
and,
and
now
blue
sky
is
about
ready
to
submit
another
application.
So
hopefully
we'll
have
better
luck.
This
year
we
do
anticipate
anywhere
from
one
to
three
other
applications
in
the
county.
Only
one
will
be
accepted,
so
you
know
cross
your
fingers
on
that.
It's
what
they
proposed,
I
thought
was
a
fantastic
project
and
it
included
an
investment
of
home
money
as
well
as
cra
money.

lastly,
I
just
want
to
talk
quickly
about
about
our
north
greenwood
cra.
We
talked
with
council
yesterday
at
the
work
session,
we'll
be
seeking
approval
on
on
wednesday
night
for
the
first
for
council
to
take
the
first
step
in
creating
a
cra
community
redevelopment
area,
community
development
community
redevelopment
agency
in
the
north
greenwood
neighborhood.

We've
worked
very
closely
with
the
clearwater
urban
leadership
coalition.
In
creating
this,
I
think
it's
a
great
opportunity
to
you
know
to
utilize
tax
tax
increment
financing
to
to
help
this
neighborhood.
They
they
view
this
as
a
non-traditional
cra
and
really
what
that
means
is
that
they're
looking
to
invest
more
in
in
in
people
rather
than
infrastructure
and
brick
and
mortar.
There
will
be
a
brick
and
mortar
component,
but
they
want
to
incorporate
things
such
as
job
training,
some
social
service
programs.
They
want
to
do
a
lot
with.

It's
really
an
effort
to
really
provide
direct
assistance
to
people
rather
than
the
infrastructure
of
the
neighborhood.
So
I
think
it's
a
really
good
opportunity.

has
been
very
heavily
involved
in
it
as
well.

leadership
coalition
is
a
coalition

bringing

people

fold

oftentimes
in
our
neighborhoods
we
get
there.
There
are
a
lot
of
in
north
greenwood
too,
there's
a
lot
of
leaders
in
north
greenwood,
but
they
tend
to
be
siloed
and
sometimes
really
unknowingly,
siloed
and
and
to
see
this
coalition
really
come
together
on
a
widespread
basis
throughout
the
community.

construction

has
been

found

schedule.

occupancy

projected

begin

of
2022
completion
in
december
of
2022
and
what

full

of
2023.

hopefully
that
