B
Today's
meeting
of
the
neighborhood
housing
Advisory
Board,
is
called
to
order
on
February
14
2023
welcome
everyone
and
Happy
Valentine's
Day.
The
agenda
for
today's
meeting
is
on
the
wall
at
the
entrance
of
Chambers.
Please
remember
to
turn
off
your
cell
phones
to
ensure
complete
record
of
the
board's
action.
We
ask
that
each
individual
wishing
to
speak
clearly
state
your
name
and
spell
your
last
name
for
the
clerk.
B
B
B
B
Three
is
citizens
to
be
heard
regarding
items
not
on
the
agenda.
Is
there
anyone
here
to
speak
to
items
not
on
today's
agenda?
B
B
Item
4.2
is
election
of
officers.
It's
that
time
of
year
again,
all
right.
We
need
to
elect
a
share
to
Vice
chair
for
this
board
for
the
next
year.
Miss
call
is
here
and
make
sure
we
follow
our
rules
and
bylaws.
B
So
this
is
what
our
the
rules
and
regulations
for
our
board
state.
The
first
meeting
of
each
year,
the
serving
Vice
chair
shall
be
nominated
as
chair.
The
nomination
shall
be
seconded
and
the
election
shall
be
held
immediately
thereafter.
So
Mr
channel
is
currently
our
vice
chair.
So
following
a
motion
in
a
second
for
him
to
become
chair,
I
think
we
need
to
hear
from
him.
I
will
fully
support
this
motion.
If
he's
able
to
make
this
commitment
but
I
think
that
needs
to
be
up
to
him.
B
B
Excellent
numbers
all
right,
all
in
favor,
all
right
opposed
all
right.
Mr
Channel!
Congratulations!
Thank
you!
You
are
a
new
chair,
starting
next
meeting,
March
meeting.
Okay,
do
we
need
to
also
nominate
a
vice
chair?
Yes,
okay.
Anybody
on
this
board
willing
to
serve
as
Vice
chair
at
all
at
once.
B
No
I'm
I'm
still
new,
that's
perfect!
You
know
we
do
need
a
fresh
new
Vice
chair,
no
of
notifieds
Robin.
We
all
took
this
hit
the
soon
yeah
yeah,
absolutely
all
right.
So
who's
gonna
make
a
motion
to
nominate
Robin.
As
our
vice
chair,
I
nominate,
Robin,
okay,
Vice
chair.
We
have
a
second
from
Gabby
all
right,
any
comments.
B
B
Usually
gets
volatile,
yeah
yeah.
That
was
a
trick
before
okay,
so
4.3
is
tour
of
Clearwater
housing
projects
which
obviously
we're
going
to
do
after
we're
done
so
we're
just
gonna
go
out
of
order
a
little
bit
here.
Item
five
is
old
business
items.
Do
any
board
members
have
anything
additional
to
report?
B
No
okay,
I
have
something
really
small
to
report.
I
just
wanted
to
give
you
some
feedback
about
the
presentation
to
the
city
council
that
happened
in
January.
It
was
a
great
presentation.
It
was
a
great
meeting.
There
were
a
lot
of
people
in
the
room
because
they
were
getting
Awards
and
all
sorts
of
recognitions,
and
the
city
council
responded
really
well
to
our
presentation.
B
I
think
they
are
understanding
our
need
to
have
more
interaction
with
the
public
and
so
because
they're
elected
officials-
they
have
you
know
a
particular
role
that
they
can
do
that
and
they
can
relate
to
the
public.
So
I
intend
on
having
a
follow-up,
email
or
letter
going
out
to
them
just
to
thank
them
again
and
then
to
make
sure
that
you
know
we're
all
on
the
same
page
as
where
we
stand
what
we
need
from
them.
B
But
I
think
it
was
a
I
think.
It
was
a
good
thing
that
we
did,
that
and.
B
As
I
was
leaving
I
left
right
after
the
presentation
and
somebody
came
out
of
the
chamber
and
said
you
know,
thank
you
for
making
that
presentation.
It's
so
important.
You
know,
affordable
housing
is
such
an
issue
and
we
don't
hear
about
it
nearly
often
enough,
as
far
as
you
know,
coming
up
with
Solutions,
not
just
talking
about
the
problem
itself,
so
it
was
really
well
received.
C
Couple
things
I
did
want
to
keep
this
this
agenda
brief,
because
we
want
to
spend
most
of
the
time
on
the
tour
a
couple
things
you
may
have
notice
in
the
news
there's
another
department,
complex
was
purchased
and
people
are
being
asked
to
vacate
with
very
little
notice
it's
on
Santa,
Clara,
Avenue,
so
we've
kind
of
engaged
there
we
have.
We
have
a
partnership
with
HLA
and
the
homeless
leadership
Alliance
to
provide
housing
navigation
services,
so
they're
engaged.
C
We
have
a
partnership
with
Gulf
Coast
legal
services
to
provide
legal
advice,
legal
services
to
low-income
folks,
so
they're
going
to
see
what
they
can
do
to
help
these.
These
folks
out
the
county
is
engaged.
The
county
has
some
funding
that
may
be
available
to
these
folks
to
help
them
county
is
also
looking
at
whether
or
not
any
tenant
rights
have
been
violated.
C
It's
a
it's.
A
rough,
complex,
there's
been
a
lot
of
police
calls
there
over
the
years,
it's
one
of
our
frequent
flyers
in
terms
of
police
activity,
but
that
doesn't
mean
you
know,
there's
some
good
people
that
are
living
there.
That
might
help
so
we're
going
to
do
what
we
can.
We,
as
you
all
know,
as
a
city,
don't
provide
services,
but
we
have
Partnerships
that
we
can
take
advantage
of,
and
you
know
we
can.
Some
of
our
partners
can
provide
those
services
that
they
need.
C
So
that's
where
we're
at
with
that,
the
some
good
news,
the
site
on
and
we'll
drive
by
it
today
on
Cleveland
Street,
two
and
a
half
acre
site
next
to
the
Verizon
building,
it's
kind
of
down
the
street
a
little
bit
from
Nature's
Food
Patch
on
the
other
side
of
the
road.
That
project
was
approved
for
nine
percent,
nine
percent
tax
credit
financing.
What
that
means
is
there'll,
be
about
17
18
million
dollars
provided
to
them
in
the
form
of
tax
credits.
C
They'll
sell
those
tax
credits;
they
use
that
Equity
to
build
to
build
the
project.
It's
the
highest
competitive
project,
our
round
of
of
financing
that
the
Florida
Housing
Coalition
has,
and
because
of
that,
it's
typically
litigated.
So
it's
it's
really
comes
down
to
a
lottery
Pick
and
they
got
the
top
pick.
C
Typically,
number
two
or
number
three
will
sue
saying
that
that
application
is
insufficient,
kicking
them
out
and
then
and
they
can
move
up.
I
found
out
late
last
night
that
they're
not
going
to
be
there's
not
going
to
be
any
litigation,
so
that
project
is
a
certainty.
So
that's
that's
very
good
news.
C
We
actually
got
Madison
point
that
way.
Madison
point
was
second
and
the
developer,
not
the
city,
the
developers
sued,
challenging
the
top
application
and,
and
they
get
that
project
we'll
drop
by
that
project
today
as
well.
So
that's
some
good
news.
Importantly,
tomorrow
begins
our
application
cycle
for
our
annual
action
plan,
we'll
begin
accepting
applications
for
cdbg
funding.
C
You
know
we'll
take
applications
for
housing
projects
as
well,
but
we
take
housing
projects
throughout
the
year.
So
it's
really.
This
is
really
most
important
for
our
cdbg
Public
Services
projects
because
that's
competitive.
We
have
a
limited
amount
of
money
to
spend
and
we
only
select
those
applicants
through
this
process
so
that
process
will
begin
tomorrow
and
it
closes
it's
open
for
30
days.
It
closes
on
the
17th.
C
We
have
some
ARCA
funding
applications
that
are
out
there.
Now
that
close
tomorrow
and
that's
kind
of
important,
because
we're
going
to
review
those
those
ARP
applications
and
if
we
see
any
worthwhile
activities
that
might
be
eligible
for
cdbg
we're
going
to
talk
to
those
folks
and
and
encourage
them
to
apply
for
the
student
Vis
recycle
as
well.
A
Is
that
scheduled?
Do
you
want
to
invite
anybody
from
this
board
to
attend
that
meeting.
C
It's
a
good
idea,
I
think
the
chair
person
have
that
meeting
and
that'll.
Be
you
thanks
for
volunteering,
that
that
is
a
off
the
top
of
my
head.
I,
don't
know
the
date.
It's
we
wait
a
week
or
so
into
the
application
cycle,
so
people
have
a
chance
to
Fumble
around
with
with
our
system
and
and
to
me
it's
more
beneficial
to
them.
C
C
We'll
have
this
tour
that
it's
part
of
the
public
meeting,
so
the
public.
Actually,
if
we
had
other
members
of
the
Republic,
they
would
be
welcome
to
join
us.
It
doesn't
look
like
that's
going
to
happen,
but
we
are
going
to
have
some
CRA
staff
that
will
be
joining
us.
C
I
took
Dr
Matthews
on
the
tour
she
she
found
it
very
informational,
I
think
she
found
it
worthwhile
and
that's
why
she
asked
if
she
could
send
her
staff
on
the
toilets,
maybe
get
her
out
of
her
hair
for
a
couple
hours.
I
don't
know,
but
so
we'll
see,
if
you
see
already
staff
members
there,
maybe
maybe
some
housing
staff
members
I'm,
not
sure
of
that
they've
all
seen
this
they've
been
on
the
tour
with
me.
C
B
B
It's
important
that
everyone
knows
that
this
tour
is
part
of
the
public
meeting,
as
Chuck
mentioned.
This
meeting
will
not
be
officially
adjourned
until
the
tour
is
complete.
This
means
member
of
the
public,
are
welcome
to
join
us.
The
trolley
will
drop
us
off
here
at
the
main
library,
no
matter
that
no
later
than
11,
30
A.M
and
no
one
will
be
dropped
off
part
way
through
the
tour.
So
if
you
join
us,
you're
committing
your
time
to
the
entire
Tour
all
right,
so
we
can
move
this
meeting
over
to
the
trolley.
