Afternoon
board,
my
name
is
Matt
Smith
I'm,
a
senior
assistant
city
attorney.
It's
a
little
unusual
of
what
we're
doing
today,
we're
presenting
to
the
board
a
stipulated
order,
and
it's
our
votes.
It's
the
city's,
hope
and
I
think
it
I
want
to
speak
for
the
owner,
the
respondent
he
is
here
in
present
and
he's
got
his
attorney
with
him,
not
to
speak
for
them.
I
think
they
would
hope
that
the
board
accept
the
order
as
well.

What
has
happened
since
the
last
meeting
is
that
if
you
recall,
we
did
not
have
service
on
the
owner
and
since
then
we
have
tamed.
Since
last
meeting
we
obtained
service
the
owner
reached
out
to
me.
We
had
discussions,
the
owner
retained,
an
attorney
and
the
attorney
and
I
had
discussions,
I've
been
out
to
the
property
with
the
owner
and
the
attorney,
and
they
gave
me
a
tour
of
the
property
and
they
expressed
their
concerns
and
I
expressed.

The
city's
I
followed
up
that
site
visit
with
a
site
visit
with
one
of
my
sergeants,
and
we
collectively
looked
at
the
property
and
discussed
mitigation
strategies
and
and
those
mitigation
strategies
evolved
out
of
those
that
were
recommended
by
the
lieutenant
responsible
for
this
property.
So
it's
with
that
that
I
present
to
the
board
the
stipulated
order
and
and
what
this
is,
what
the
stipulated
or
is
is
just
an
agreement
that
the
parties
have
worked
out
and
the
city
has
agreed
to
the
chief
has
signed
off
on
this.

It
puts
the
matter
under
the
board's
jurisdiction,
your
jurisdiction,
and
by
doing
that,
the
board
has
retention
over
the
issue
for
the
year.
So
if
the
order
is
not
followed,
I
can
bring
the
the
the
matter
that
the
property
back
to
the
board's
attention
and
the
board
can
take
whatever
appropriate
action.
But
everyone
is
hopeful
that
that
won't
be
necessary
and
that
the
the
nuisance
activities
of
the
property
will
be
soon
abated
and
won't
be
a
problem
anymore.

owner
is
gonna,
maintain
the
current
policies
they
have
and
those
policies
are
outlined
in
a
letter
that
was
submitted
by
the
owners
attorney
and
and
some
of
the
points
there
that
the
guests
need
to
check
in
they
they
need
to
get
parking
passes.
Visitors
are
not
allowed
unless
they
check
in
with
the
front
desk.

They
do
have
security
cameras
which
are
which
are
running
running
on
a
continual
basis
and
those
are
gonna
be
available
to
the
police.
Upon
request
the.
If
the
police
in
the
future
make
cases
at
the
property
the
owners
don't
want,
are
going
to
lunch
to
those
individuals.
So
these
are
individuals
who
have
actually
been
arrested
at
the
property
that
the
owner
is
that
information
will
be
shared
with
the
owner
and
the
owner
will
no
longer
rent
to
those
people.
The
owner
will
also
not
rent
to
people
that
do
not
comply
with
the
hotel's
policies.

There's
gonna
be
a
little
bit
of
training
from
the
Clearwater
Police
Department
to
hotel
staff
on
how
to
identify
suspicious
activity
and
there's
some
examples:
they're
noticing
drug
paraphernalia,
foot,
traffic
vehicles
and
old
parking
permits,
and
one
of
the
key
issues
here
when
there
is
cooperation
from
the
owner,
and
there
has
been
cooperation
from
the
owner
there
has
been.
There
have
been
cases
where
the
owner
called
the
police
department
and
before
his
suspicious
activity
and
the
police
have
responded,
and
that
has
resulted
in
an
arrest
and
actually
a
major
bust.

city
is
not
gonna
ask
for
any
costs,
just
that
the
board
accept
the
order
and
I
and
I
can
submit
the
order
to
the
board
attorney
in
a
word
format,
so
that
if
the
board
wishes
to
make
modifications,
the
board
can
do
so,
but
is
is
our
hope
that
the
board
will
accept
the
order
that
the
parties
have
agreed
to
and
with
that
I'm
open
to
any
questions.
I
do
have
small
serves

me

some
questions,
I
can't
answer

again

owner
and
his
attorney
are
here
as
well
to
answer
any
questions.

we
worked
together
very
hard
to
come
up
with
this
plan.

just
want
to
compliment
him
as
well,
because
he
did
a
fantastic
job
and
helping
us
out
and
keeping
my
clients,
business
and
open
and
cooperating
with
the
police
department.

issue

giant
cinder
wall.

and
we
don't
own
the
wall.

not

not
letting
the
owner
after
the

but
it
doesn't
make
any
sense
to
beat
up
on
a
property
owner
when
they
are
making
quantifiable
efforts.

so
we
want
to
encourage
that

continue

trust
me
when
I
say
the
city
will
be
monitoring
it
closely
and.

That's
the

date
that
the
order
will
take
effect
and
also

things
that
we
did

officers

We
clarified
some
language
that
the
chair
shall
not
make
nor
second
emotion.
This
is
consistent
with
other
advisory
boards,
such
as
the
Community
Development
Board,

a
quasi
judicial
board.
So
there's
just
a
consistency
that
stuff
wanted
to
make
as
well
as
not
just
in
this
section,
but
throughout
the
documents
any
reference
to
chairperson
or
vice
chairperson.

word

and
just
kept
it
up
to
your
and
vice-chair
in
section
six
under
meetings
it
listed
the
old
City
Hall,
so
we
just
wanted
to
clarify
that
we
are
meeting
here
so
that
way,
everybody
knows

location
is.
So

considered
council
chambers,

City
Hall.
