The
board's
objective
is
to
make
recommendations
for
the
effective
functioning
of
sister
cities
activities
and
advise
the
city
council
of
sister
cities
program
issues
that
might
impact
the
development
and
expansion
of
the
program.
Agendas
of
today's
meeting
are
on
the
wall
at
the
entrance
to
chambers.
Please
remember
to
turn
off
your
cell
phones
and
electronic
devices
to
ensure
a
complete
record
of
the
board's
actions.
We
ask
each
individual
wishing
to
speak
to
clearly
state
your
name
and
spell
your
last
name
to
the
clerk
roll
call.
Will
members
of
the
board
and
staff
please
introduce
yourselves.
C
A
A
F
Robert
all
right,
thank
you.
Sir
item
4.1
welcome
new
member
stephanie,
chill
president
of
the
clearwater
sister
cities,
inc
stephanie's,
our
newest
appointed
member
she's
joining
us
and
has
an
extensive
background
in
participating
in
the
exchange
program,
as
well
as
other
cultural
programs
in
and
around
pinellas
county,
so
welcome
stephanie.
Thank
you.
F
All
right,
I
government
4.2
here's
our
big
item
for
today
review
and
approve
the
sister
city's
request
from
the
city
of
eats
maquilapon
mexico.
F
F
The
city
is
the
city
of
its
maquilapon
is
located
in
hidalgo,
state
or
the
state
of
hidalgo
in
mexico,
and
they
have
a
large
concentration
of
immigrants
that
are
living
and
working
here
in
clearwater,
many
of
our
mexican
population
traces
back
to
its
mcgilban,
and
so
they
are
well
established
here
and
are
entering
their
second
and
third
generations,
either
coming
from
the
city
or
born
here
in
clearwater,
and
so
that
delegation
included
their
mayor,
ariselli,
beltran
contrails
and
she
came
to
formally
request
and
petition
for
the
city
to
consider
starting
a
new
sister
city
with
clearwater.
F
F
So
the
city
of
izmikilpan
is
located
about
two
hours,
north
of
mexico
city
in
the
state
of
hidalgo.
F
The
primitive
name
of
the
city
was
zek
takani,
which
owes
its
origin
to
the
otomi,
who
are
the
original
inhabitants
of
that
region,
and
that
means
purslane
in
their
language
later
in
the
nahuwa
language
it
is
called,
is
vicious
and
that
name
translates
roughly
to
town
located
on
crops
of
herbs
whose
leaves
are
razor,
sharps
and
so
literally
means
knife.
Mili
is
cultivated,
land
and
means
edible,
herb
and,
lastly,
pon,
which
is
meaning
on
so.
F
Basically,
the
the
land
of
razor
sharp
leaves.
The
otomi
were
the
first
inhabitants
of
this
area,
as
it
was
a
natural
passage
through
the
arid
plains
of
northern
mexico.
F
Later
in
history,
the
area
was
conquered
by
spanish
conquistadors,
but
the
origin
of
the
city
is
the
foundation
of
the
spanish
augustinian
friars
of
the
temple
and
former
convent
of
san
miguel,
archangel,
which
was
around
1550
and
1560,
and
that
church
is
still
in
the
center
square
of
the
city.
Today
the
city
is
often
designated
or
known
by
a
large
sculpture
of
diana
the
huntress.
F
F
So
most
people
who
see
that
statue
have
a
mental
connection
both
to
mexico
city
and
eats
me
coupon
and
you'll
notice.
Around
town
we
have
a
few
businesses
and
we
have
a
mural
on
the
side
of
a
building
that
features
this
diana,
the
huntress
statue
so
very
close
tied
to
the
city.
F
And
so
the
main
economic
activities
are
agriculture,
trade,
tourism
and
livestock,
and
some
of
those
tourism
areas
are
the
convents
of
san
miguel,
archangel
and
nearby
spas,
and
so
this
they
have
a
series
of
murals
inside
the
cathedral
that
actually
represent
the
merger
of,
or
rather
the
assimilation
of,
conquistadors
and
the
otomi
population,
and
these
date
back
to
the
1500s
and
though
they
are
weathering,
they
are
still
holding
up
quite
well,
for
you
know,
500
some
odd
year,
old,
murals
and
what's
very
interesting
about
these-
is
that
it
shows
the
adoption
of
some
of
the
original
inhabitants
deities
into
the
christian
pantheon,
which
is
a
really
kind
of
intriguing
mix
between
the
two
and
they
have
sort
of
developed
that
hybrid
style
of
religious
observance
in
the
city,
so
those
are
on
display
are
one
of
their
major
tourism
activities,
as
well
as
a
series
of
natural
spas
that
are
located
throughout
the
city
and
in
the
highlands.
F
F
Both
organizations
have
information
technology
and
basically
the
internet
of
things
as
prime
focuses
of
their
scholarly
disciplines,
and
there
could
be
a
study
abroad
program
between
the
two.
We
could
also
establish
a
high
school
and
middle
school
exchange
program,
similar
to
what
we
have
with
nagano.
F
It's
sort
of
a
serendipitous
application
in
that
the
city
arrived
to
us
with
a
really
strong
interest
in
being
our
partner
and
have
communicated
as
such
so
staff,
as
well
as
the
hispanic
outreach
center.
Our
intercultural
advocacy
institute
really
strongly
recommends
that
we
pursue
this
partnership.
F
We
feel
that
would
be
greatly
beneficial
not
only
to
our
community
and
the
partnership
abroad,
but
also
as
a
way
of
learning,
more
and
founding
deeper
connections
to
the
citizens
that
have
located
here
to
clearwater
and
really
inviting
them
to
participate
in
more
city
activities
and
and
really
giving
them
a
sense
of
another
home
here
in
clearwater
and
recognizing
that.
F
So
I
will
turn
that
over
to
the
board
for
discussion
or
questions.
D
F
I
know
they
had
it
somewhere
in
the
packet.
I
don't
know
off
the
top
of
my
head,
but
I
will
get
back
to
you.
D
F
Oh
here
about
30
000,
really
yeah
in
the
greater
tampa
bay
area.
A
E
Have
a
question
about
a
comment:
go
for
it.
I
think
this.
This
is
the
most
natural
bond
that
can
occur.
I
know
that
this
community
has
been
such
an
asset
to
this
city.
E
E
G
Here
another
question:
yes,
I
I
think
it's
a
wonderful
potential
relationship,
especially
given
everything
we've
learned
and
the
population
that's
established
here.
Are
there
any
other
examples
within
the
sister
cities,
international
that
have
a
similar
system
because
a
lot
of
times
those
relationships
have
started
with
very
different
groups
that
don't
already
have
a
connection
so
thinking
about
going
forward
and
what
types
of
things
that
we
would
do
are
there
other
places
we
can
look
at
to
model
or
to
just
take
ideas
from
and
not
reinvent
the
wheel.
F
Yes,
absolutely,
and
in
fact
I
can
go
ahead
and
contact
sister
cities
international
to
see
if
they
have
a
primer
for
specific
existing
relationship
cities.
I
know
that
they
have
a
lot
of
procedures
for
founding
new
arrangements
together,
but
I
can
look
for
some
direction
from
them
on
that.
It's
a
great
question.
E
F
I'll
find
out,
we
don't
for
our
sister
city,
adding
this
on.
We
don't
have
a
budget
in
place,
yet
what
we
would
need
to
do-
and
these
are
the
next
steps
for
it-
is
that
the
city
would
adopt
a
resolution
that
we
will
pursue
a
sister
city's
relationship
with
gilban.
That
would
allow
us,
at
the
staff
level,
to
begin
allocating
resource
towards
this.
F
F
Five-Year
official
delegation
visits
at
which
the
city,
council
and
members
of
not
only
city
staff
but
local
residents
as
well
visit
the
city
of
nagano.
So
we
would
emulate
a
similar
structure
to
that
and.
D
Christopher
at
one
time,
there
was
kind
of
a
friendship
club
in
kind
of
like
our
sister
cities,
inc
in
nagano,
which
I
don't
think
exists
any
longer,
but
there
seems
to
be
kind
of
a
network
there
that
they're
able
to
communicate
easily.
Will
that
be
likely
true
in
mexico?
Yes,.
F
C
I
Am
a
president
of
the
florida
federation
here
in
clean
water
we've
been
here
over
30
years,
we're
very
thankful
for
the
opportunity
to
be
here
to
raise
our
kids,
our
families
and
the
opportunity
to
work
to
work
with
a
lot
of
you
know:
tourism,
industry
constructions,
landscapings
factories
and
all
the
above.
You
know
we've
been
here
for
over
three
decades.
I
I
I
Most
of
our
kids
are
borders,
you
know
they
participate
in
the
elections
and
we
collaborate
with
the
city.
You
know,
and
personally
I'm
very
happy
and
very
thankful
that
we
find
a
home
here
in
cleve
water,
because
our
kids
are
race
born
here
and
apologize.
I
My
phone,
I
forgot
to
turn
around
race
here
and
personally,
I
loved
this
place
because
that's
my
kids
at
home
so
therefore
feel
home
too,
and
very
thank
thankful
for
the
opportunity
to
participate
and
explain
a
little
bit
how
I
feel
and
how
I've
been
experienced
myself
here
and
obviously
xmikilpan
is
a
beautiful
city.
I
A
So
do
we
need
to
approve
the
assessor
cities
request?
I
think.
B
Yeah,
I
just
wanted
to
comment
on
the
exchange
aspect
from
I
guess
going
through
it.
I
think
it'd
be
really
important.
It's
kind
of
easier,
I
think,
like
you
mentioned,
to
form
that
relationship
now
that
we
have
an
existing
population
here,
because
I
know
japan
can
be
a
little
daunting
for
students
to
be
like.
Oh
my
god,
I'm
going
really
far
away.
It
can
be
more
expensive
so
having
a
closer
relationship,
especially
and
especially
one
where
we
have
a
population
here,
I
think,
could
be
really
nice.
G
I
just
really
want
to
follow
up
on
that,
because
I
think
that
to
what
you're
saying,
there's
also
a
lot
of
relationships
where,
instead
of
having
pen
pals
or
trying
to
meet
somebody
virtually
you
might
have
the
opportunity
to
meet
a
relative
here
and
then
you
can
have
a
you
can
have
that
friendship
established
here,
and
it
could
be
much
stronger
when
you
do
have
the
actual
exchanges
but
being
able
to
address
the
population
here
and
provide
more
activities
in
clear
water
is
a
great
opportunity.
In
addition
to
exchanges.
D
Mr
chairman,
I'll
move
approval
for
the
request
for
the
sister
cities
to
be
with
mexico
and
is.
D
E
F
F
They're
very
excited
about
it,
so
I
would
imagine
it
would
happen
quite
quickly.
I
can
get
the
resolution
as
long
as
it's
reviewed.
I
can
get
it
onto
the
agenda
for
the
1st
of
september
with
the
city
council
and
then
immediately
after
that
we
would
begin
the
contract
negotiation.
D
If
you
don't
mind
my
asking
stephanie
stephanie
is
that
going
to
be
incorporated
into
the
sister
cities
inc?
It's
something.
G
A
Item
4.3,
which
miss
hayes
had
been
here,
recognize
the
contributions
of
former
former
board
member
candy
hayes
to
clearwater,
assisted
her
city's
incorporated
and
the
cultural
exchange
program.
F
F
There's
two
wonderful
programs
digitally
that
they've
worked
with
the
city
of
nagano
international
relations
on
I'll.
Let
her
fill
you
in
on
the
rest,
but
they've
been
doing
a
really
great
job
in
kind
of
seeding.
Those
passages
into
virtual.
G
Exchanges:
okay,
I
wasn't
sure
if
I
was
going
to
do
it
and
or
an
item
or
something
so
we
have
been
working
towards
doing
virtual
exchanges
just
to
try
to
to
get
things
going
and
just
foster
that
exchange
and
sense
of
friendship.
G
We
had
48
total
in-person
and
online
attendees.
For
that
event,
and
a
lot
of
really
great
comments
really
excited
to
experience.
Ikebana
even
just
kind
of
learning
about
it
and
for
the
viewers
from
japan
excited
to
kind
of,
hear
and
see
a
japanese
american
practitioner
and
how
her
experience
as
an
american
and
fourth
generation
american
has
influenced
her
study
in
her
practice
of
ikevana
and
as
a
floridian
as
well.
She
used
a
lot
of
natural
florida
flora
and
it
was
very,
very
interesting
to
see
our
second
event
was
july.
G
G
Then
there
was
a
q
a
with
the
family,
so
that
people
could
ask
questions
about
sake
about
their
particular
family
and
this
business
and
people
were
invited
if
they
wanted
to
be
at
home
and
safely
drink
on
their
couch
along
with
the
family
in
japan,
we
had
28
views
for
that
and
we
are
looking
at
doing
the
next
cultural
exchange
in
september.
We
have
reached
out-
and
we've
been
in
talks
with
the
clearwater
marine
aquarium
and
possibly
doing
a
virtual
animal
encounter
or
lesson
so
we'd
be
hosting
that
one
viewing
it
around
the
same
time.
G
Seven
here
eight
in
the
morning
there
and
working
towards
kind
of
nailing
down
a
date
we're
just
looking
at
september
right
now
for
that
and
with
those
I
really
would
like
to
say
thank
you
to
the
kellys.
They
have
attended
both
events
and
helped
us
promote
it
on
the
front
end
and
then
shared
the
video
afterwards.
So
I
think
that's
really
helped
kind
of
spread
the
awareness
of
clearwater,
as
well
as
the
programs
that
we're
having
right
now.
So,
thank
you
very
much.
F
So
I
know
that
we
want
to
make
sure
that
our
hosts
would
be
open
to
welcoming
families
and
students
into
their
homes.
I
know
that
we're
in
a
very
transitional
period
of
time,
right
now,
and
sometimes
it's
almost
day
by
day
as
we
go,
but
you
know
in
the
spirit
of
maintaining
and
and
rekindling
that
spirit
of
personal
exchange.
H
J
F
We'll
continue
to
monitor-
and
you
know
just
I'll
keep
you
updated
as
far
as
as
our
talks
go.
F
Right
this
is
an
older
one
that
we're
carrying
through
review
and
update
on
the
sister
cities,
young
ambassadors
scholarship.
F
So,
a
few
years
ago,
before
I
returned
back
to
the
city,
cultural
affairs,
sister
cities
and
clearwater
sister
cities,
inc
wanted
to
explore
the
creation
of
a
young
ambassador
scholarship
to
provide
assistance
for
the
middle
school
aged
program
in
a
fashion
similar
to
the
existing
high
school
exchange
program.
F
F
Now,
with
the
board's
thought
and
discussion,
it
would
be
something
that
I
could
then
approach.
F
City
upper
officials
to
see
if
we
can
allocate
some
of
those
funds
to
go
towards
establishing-
and
these
are
the
funds
of
that
were
unutilized
because
of
covid-
establishing
a
scholarship
program
for
those
middle
school
students.
F
F
So
just
seeking
support
doesn't
need
to
be
an
official
vote,
but
if
this
is
something
that
board
is
is
okay
with,
I
will
you
know,
proceed
with
that
to
see
what
pathways
we
have
within
approving
that.
G
Go
they
go
every
summer,
usually
in
june,
for
two
weeks.
Currently,
our
chair
ambassador's
chair,
is
moving
forward
optimistically
with
research
and
promotion,
so
we
can
just
kind
of
raise
awareness
for
the
young
ambassadors
program.
We
know
that
there
are
still
travel
restrictions
in
place,
but
we
are
hoping
by
next
summer
that
we
might
be
able
to
have
a
group
go
again
and
so
we're
kind
of
moving
forward
in
the
hopes
it
does
and
even
if
it
doesn't,
hopefully
we
can
get
back.
Some
of
that.
J
G
We
have
a
lot
of
wonderful
students
who
come
through,
and
sometimes
there
are
students
who
would
never
be
able
to
afford
this
or
in
a
situation
that
they
don't
have
family
to
help,
support
them
through
a
program
like
this,
and
it's
a
really
truly
life-changing
experience
as
somebody
who
traveled
as
a
as
a
minor
to
japan,
not
through
the
city
but
through
a
similar
experience.
It
truly
is
such
an
impact
and
so
being
able
to
provide.
That
is
just
can't
under
underscore
how
important
it
is.
B
D
F
A
H
F
Okay,
review
and
update
on
city
support
for
cultural
exchange
programs,
and
so,
as
we
hopefully
get
back
towards
working
on
those
in-person
exchanges.
I
just
wanted
to
reiterate
the
the
city's
commitment
and
support
for
really
facilitating
those
as
much
as
we
can.
F
It
really
is-
and
I
cannot
overstate
this-
a
life
changing
experience
to
visit
japan
and
we
would
want
to
offer
a
similar
caliber
for
our
visitors
here
in
clearwater,
and
that
includes
not
only
the
official
delegations
but
our
students
as
well
the
middle
school
and
high
school
programs
and
also
our
teacher
exchanges,
and
we
hope
to
return
to
those
as
well.
We
would
typically
send
teachers
over
there
and
we
would
host
teachers
here
so
just
basically
reiterating
our
commitment
to
not
only
broadening
our
support
but
establishing
new
support
here
with,
hopefully
new
cities
as
well.
A
Item
number
six
director's
report:
do
you
have
anything
for
the
director's
report
for
clearwater
sister
city's
incorporated
representative
chill.
G
In
addition
to
the
guy
said
earlier,
the
only
other
couple
of
things
is
that
we
are
thinking
for
the
future
delegation,
so
we
have
established
a
65th
anniversary
committee
that
is
starting
to
look
at
a
timeline
and
what
our
working
budget
may
be.
So
as
soon
as
the
city
starts.
Thinking
about
it,
we'd
love
to
know
kind
of
what
you
guys
are
thinking,
so
we
could
hopefully
host
one
of
the
events
when
the
city,
the
official
delegation
does
visit.
G
We
also
have
been
a
month
or
two,
but
we
do
have
a
couple
board
members
who
are
very
excited
about
hosting
potentially
a
festival
in
the
fall
again.
We
did
this
back.
In
2019
we
had
a
moon
viewing
festival
at
moccasin
lake
park,
really
wonderful
and
successful
a
free
family
event
that
just
got
people
in
our
community
to
come
out
and
experience
a
different
culture,
and
so
we're
looking
at
doing
that,
potentially
in
october,
we're
just
waiting
to
see
kind
of
how
things
fall
into
place.
A
Okay,
item
number
seven
board
members
to
be
heard:
does
any
board
member
wish
to
share
any
information
or
have
any
matter
not
yet
mentioned
today
to
be
discussed
prior
to
proceeding
to
adjourn
they
say.
J
H
Not
really
something
that
wasn't
on
the
agenda,
in
fact
kelly,
my
wife
kelly
and
I
did
attend
those
events
and,
I
have
to
say
they're
very
they
were
excellent,
very
informational,
coordinated
as
best
as
possible,
with
zoom
between
japan
and
here,
of
course,
for
the
floral.
I
mean
for
the
wine
tour,
but
we're
very
happy
to
promote
it.
We'll
continue
to
do
that
on
the
sister
city
programs.
G
H
D
D
J
G
I
don't
know
how
essential
it
is
the
advisory
board,
but
the
the
two
contacts
that
we
have
been
working
with
have
in
nagano
have
changed,
so
the
the
japanese
quarter,
as
well
as
the
english
language
coordinator,
have
both
recently
switched.
The
new
the
new
english
language
coordinator
doesn't
start
for
another
month
or
so
we
are
in
contact
with
miss.
I
ai,
who
is
the
japanese
coordinator
in
the
international
department,
and
so
if
that
is
useful
to.
E
Just
want
to
bring
something
some
everyone
up
to
date,
so
one
of
the
priorities
that
we
have
set
with
the
new
city
manager
is
to
really
celebrate
the
different
cultures
and
all
the
people
that
add
to
this
great
city
and
more
inclusivity
and
acknowledgement
of
our
community
and
one
of
those
things
that
we're
doing
actually
is
pertaining
to
the
mexican
heritage
community.
And
that
is
the
celebration.
Officially.
E
The
collaboration
with
the
city
and
the
community
of
the
dias
do
as
muertos,
which
is
the
day
of
the
dead,
which
is
november,
1st
and
2nd
and
3rd,
so
we're
in
the
process
of
organizing
that
I'm
not
quite
sure
if
we're
going
to
have
a
big,
huge
event
the
first
time
around.
But
this
is
going
to
be
our
first
time
to
as
a
city
celebrate
this
important
community.
So
I'm
very
excited
about
that.
A
E
See
is
how
they
celebrate
their
dead
with
the
altars
and
the
pictures
and
the
food.
I
would
like
that
to
be
in
the
500
block,
which
is
there's
so
much
there's
so
many
empty
storefronts,
that
that
would
be
a
great
environment,
but
we
are
still
in
the
very
starting
phases
of
the
planning,
and
so
I
just
wanted
to
to
at
least
let
everyone
know
that
we
acknowledge
that
there
needs
to
be
a
need
to
celebrate
this
community.
I'm
not
sure
how
big
this
event
is
going
to
be,
but
we're
trying.
Okay,
excellent.
