tough
challenge

City,

Reading
area,
of
course
we're
facing
the
same
challenge
in
the
state
of
Georgia
around
the
country
and
really
around
around
the
globe
and
locally.
We
intend
to
face
this
challenge
same
way.
We
face
all
challenges
in
Columbus
and
that
is
together.
It's
United
it's
working
together
and
and
making
sure
that
everybody
has
each
other's
back.

We,
we
still
don't
have
any
confirmed
cases
of
kovat
19
in
Columbus,
Georgia
or
in
in
Fort
Benning
or
in
the
immediate
area,
but
I
think
it
might
be
a
little
unrealistic
to
think
that
there's
no
chance
that
some
individual
or
two
may
be
walking
around
this
area
with
with
with
the
virus
just
way
too
many
young
people
that
soldier
on
through
bag
coughs
to
go
to
work,
and
there
have
been
a
number
of
asymptomatic
individuals
who
have
tested
positive.
So
we
just
want
to
reiterate
kind
of
some
of
the
things
we
are
doing.

The
main
thing
we're
doing
is
this
group
up
here
will
will
attest
to
is
we're
continuing
to
stay
in
touch
not
only
with
our
organizations
that
are
feeding
us.
The
information
we
need,
but
also
with
each
other
and
I,
can
tell
you
that
what
started
I
think
the
first
week
we
probably
all
had
two
or
three
calls
that
week,
I
best
I
bet
the
average
now
is
up
to
about
15
calls
a
week
trying
to
stay
abreast
of.
What's
going
on.

we
talked
with
the
State
Department
of
Health
their
calls
with
the
State
Department
of
Health
we've
gotten.
We
just
got
off
a
call
with
the
governor's
office.
The
White
House
has
a
call
that
we
get
on
and,
of
course,
we
communicate
with
one
another,
and
it's
because
our
collective
goal
is
to
do
everything
possible
to
do
two
things.

We've

public
safety
individuals

and,
of
course,
reps

our
Airport
we've

One
other
thing
that
we've
done
locally
effective
yesterday
through
April
3rd,
we
have
suspended
operations
at
a
number
of
public
facilities
that
typically
draw
fairly
large
crowds.
It
includes
the
Civic
Center
rec
centers,
the
senior
centers,
our
outdoor
facilities
are
included,
skate
park,
Little
League
fields,
Soccer,
Complex,
tennis
and
golf.
A
Our
government
has
also
made
provisions
to
make
sure
that
we
are
able
to
continue
to
provide
any
kind
of
essential
services
in
any
eventualities,
and
our
city
manager
will
speak
to
that
a
little
bit
later.
Our
courts
are
jail
and
prison
all
have
plans.
Our
sheriff
Donna
Thompkins,
I
unintentionally,
overlooked
her.
A
She
has
already
articulated
I,
think
a
plan
for
the
jail,
but
she's
here
to
answer
any
questions
with
regards
with
regards
to
that,
we
also
are
getting
a
lot
of
questions
about
testing,
and
that
is
going
to
be
the
bulk
of
the
presentation
today,
I
think
with
dr.
Townsend
going
over
some
recent
developments
with
regards
to
the
availability
of
testing.
But
I'll
tell
you
from
my
perspective.

We
have
received
a
lot
of
calls
also
on
closing
of
private
businesses.
We
are
not
at
this
time,
moving
to
close
any
restaurants,
any
clubs,
any
gyms.
We
do
encourage
them
to
follow
the
CDC
guidelines.
With
respect
to
the
maximum
number
of
individuals.
We
ask
businesses
to
make
those
adjustments
and
to
accommodate
these
recommendations,
because
our
our
business
community
is
in
a
really
tough
spot.

You
know
you
and
your
neighbors
are
the
ones
that
are
going
to
be
able
to
determine
how
this
virus
is
either
arrested
or
how
it
spreads
throughout
the
community
and
some
of
the
things
that
we've
brought
to
you
in
the
past.
We're
going
to
reiterate,
because
of
significantly
important,
that
you
continue
to
put
them
top-of-mind
number.
A
One
is
a
term
that,
up
until
about
three
days
ago,
I
know
I'd
never
heard
before
and
that's
social
distancing,
and
that
is
trying
to
maintain
at
least
a
six
foot
buffer
between
you
and
and
any
individuals
in
your
proximity
wash
your
hands.
Often
your
mother
was
right.
It'll
help.
Keep
you
healthy
and
it'll
help.
Keep
you
from
getting
sick
so
wash
your
hands
often
and
I
won't
tell
you
what
song
to
sing
but
just
count
to
20.
If
don't
have
a
favorite
song,
don't
touch
your
eyes,
your
nose
or
your
mouth.

Don't
one
thing
I
would
like
to
ask
you
to
if
you
believe
you
have
one
or
more
of
the
symptoms
of
the
Cova
19
virus,
please
don't
drive
to
the
emergency
room.
It
don't
drive
to
your
physician's
office,
pick
up
the
phone
and
contact
your
physician
and
they
should
be
able
to
give
you
the
necessary
instructions
so
that
you
don't
have
to
walk
into
an
environment
where
you
might
infect
others.
If
you
do
in
fact
have
that
have
the
virus
and
I'll
ask
our
physicians.
This
is
where
they
can
help
us
out.

The
physicians
need
to
know
the
protocol.
They
need
to
know
the
steps
to
take
in
order
to
get
their
patients
tested
and
there's
no
shame
in
not
knowing,
because
this
is
a
fluid
and
very
rapidly
evolving
situation.
But
I
will
tell
you
if
you
have
any
doubts,
you
can
contact
the
Department
of
Public
Health.
You
can
call
1-800
pub
health,
which
is
HL
th
and
that's
for
physicians,
to
be
able
to
get
information
on
how
they
go
about
getting
the
getting
the
tests
tests
performed.

Lastly-
and
and
maybe
most
importantly,
please
don't
believe
rumors
and
I
hate
to
call
out
one
entity,
but
if
you
see
it
on
Facebook
and
it
does
not
have
a
byline
from
a
recognized
media
outlet,
please
verify
before
you
believe
it
improperly.
More
importantly,
verify
it
before
you
share
it.
So
we
are
going
to
do
the
very
best
we
can
to
continue
to
provide
outlets
for
accurate
information.

All
of
these
entities
are
working
very
hard
within
their
areas
of
responsibility
to
make
sure
that
that
message
is
uniform
and
it's
getting
out
in
in
the
proper
fashion.
So
lastly,
I
will
remind
you
that,
and
we
it's
hard
to
put
put
these
kind
of
things
out,
because
it
sounds
like
you're
minimizing
or
trivializing.
Absolutely
not.
A
This
is
a
very,
very
serious
undertaking
that
we're
all
involved
in,
but
the
key
word
there
is
all
it's
going
to
take
folks
that
are
healthy
and
folks
that
are
suspect
that
they
may
not
be
as
healthy
to
work
together.
Eighty
percent
over
eighty
percent
of
these
cases
involve
either
very,
very
mild,
or
maybe
even
no
symptoms
at
all.
A
If
you
are
an
individual
who
is
an
older
member
of
our
community,
I
would
ask
you
to
stay
at
home
unless
absolutely
necessary
to
go
out
for
groceries
and
even
then
try
to
phone
a
neighbor
or
a
family
member,
a
friend
that
will
pick
those
up
for
you.
Those
are
the
most
susceptible
in
our
community
and
those
are
the
ones
we're
working
to
try
to
keep
keep
safe.
So
I'm
going
to
turn
this
over
to
dr.
Townsend
and
after
that
I'm
just
gonna.

So,
overall,
the
risk
to
the
general
public
is
low,
but
there
are
certain
individuals
who
may
have
to
be
a
higher
risk.
You
know:
you're
elderly,
the
same
people
that
the
mayor
discussed
earlier
you're
in
no
compromised
people
who
may
have
cancer
or
chronic
diseases,
you're
people
who
just
have
chronic
diseases,
and
that
really
don't
know
what
their
age
is:
we're
losing
the
age
of
60
and
above.

If
you
do
so,
first
of
all
that
he
one
thing
that
the
mayor
said,
I
would
like
to
be
integrate,
everybody
would
not
be
tested,
so
there's
absolutely
no
need
for
testing
for
contacts
of
non
positive.
Even
that's
just--that's
give
you
an
example.
We
really
just
don't
have
the
capability
of
the
capacity
to
check
every
and
test
every
single
person
who
wants
to
be
tested
just
because
they
want
to
be
tested,
there's
several
criteria
that
people
must
meet
in
order
to
be
tested.
B
So
if
you
come
in
contact
with
the
confirmed
positive
case,
you
need
to
just
set
quarantine
for
14
days,
so
there's
some
guidelines
that
we
have
and
we
in
public
health,
as
well
as
the
hospital
system
than
other
medical
facilities,
we'll
be
glad
to
give
you
some
guidance
and
through
our
epidemiology
components
we
have
a
lot
of
specific
guys
all
coming
through
the
CDC
guidelines.
So
if,
within
those
14
days
you
become
symptomatic,
you
need
to
remain
isolated
for
seven
days
from
when
the
symptoms
start
or
three
days
after
the
symptoms
stop.

Whichever
is
longer
so.
If
you
don't
develop
symptoms,
you
will
be
cleared
after
14
days,
so
that's
kind
of
that
in
a
nutshell,
it's
showing
that
everybody
don't
really
need
to
be
tested.
If
someone
has
already
been
tested
and
you've
been
around
those
people,
so
obviously,
if
your
symptoms
become
severe
or
if
you
develop
shortness
of
breath,
chest
pain
think
you're
having
a
heart
attack
or
a
stroke
or
something
like
that
fever.

You
do
need
to
let
someone
know
so
that
you
can
be
further
evaluated,
but
we're
asking
just,
as
the
mayor
has
said,
to
please
call
ahead
to
the
emergency
room,
to
your
physician's
office,
to
the
Health
Department
to
your
urgent
care
centers.
Please
don't
just
show
up
in
those
facilities,
because
we
don't
want
you
to
spread
things.
If
you
do
have
something,
so
we
want
to
be
a
we'll,
be
able
to
serve
you
and
give
you
guidance
and
direction.

If
you
give
us
a
call
and
I
know
that
you
have
heard
and
seeing
everything
say,
you
know
contact
your
local
health
department.
Well,
that
means
call
us
that
doesn't
mean
show
up
it
out
on
our
doorsteps,
because
we
want
to
be
able
to
help
you.
We
have
a
lot
of
guys
in
direction
and
we
have
meetings
all
the
time
and
stay
in
contact
with
the
Commissioner,
with
the
governor's
office
with
CDC
to
give
guidance
and
directions
for
that.

We
just
don't
want
you
to
show
up
at
someone's
arm
and
someone's
our
facility,
because
we
want
to
help
mitigate
these
symptoms
and
everything.

lot
of
this
be
done
at
home
because
you
will
be
self
quarantine,
I'll
be
quarantine
at
home
unless
you
meet
specific
guidelines,
so
there's
no
specific
treatment
for
kovat
19.

You
just
need
to
know
that,
but
if
someone
ends
up
in
the
hospital
in
the
ICU
they're
going
to
be
tested
based
on,
there
are
somethings
as
well,
and
so
that's
very
important
that
that
in
hospital
patients
are
easier
to
get
tested.
Now,
then,
patients
who
are
not
in
the
hospital
it's
flu
season,
it's
allergy
season,
so
you
know
some
of
the
symptoms
will
cross
over
and
be
similar
to
each
other
Columbus
hospitals.
We
understand
our
tests
are
screening
people
as
they
enter
the
doors
because
they
don't
want.

The
people
who
are
already
there
to
you
know
get
sick
as
well.
I
would
let
them
speak
on
their
own
behalf
as
they
come
forth
to
give
you
guidance
and
direction,
and
there's
also
H
limits
to
who
can
enter
the
hospital
as
well.
So
just
trying
to
keep
everybody
safe,
keep
the
public
who's
on
the
outside
safe
and
keep
the
people
on
the
inside
safe
as
well.
What
are
the
major
gaps
that
we
have
in
our
community
is
collection
of
sampling
so
that
they
can
go
to
testing.

So
that's
what
we've
been
really
diligently
working
on
and
we
know
that
there
are
some
things
coming
forth
very
soon
in
the
near
future.
This
week,
maybe
next
week
in
the
very
very
near
future.
Well,
we
can
get
more
collections
of
those
tests
to
be
done,
so
they
can
be
sent
to
the
lab
commercial
labs
are
not
doing
testing
LabCorp
and
quest.

So
again,
that
testing
guideline
is
based
on
what
the
CDC
says
and
their
criteria,
and
so
that
criteria
would
include
flu-like
symptoms
fever
calls
shortness
of
breath,
chronic
health
conditions,
our
recent
travel
to
an
area
that
has
had
an
outbreak
of
COBIT
19.
So,
yes,
we
have
those
specific
countries
on
on
different
levels,
but
also
we're
just
talking
about
states
and
places
that
you
visit
and
people
that
you
may
come
in
contact
with.
Again
not
everyone
can
be
tested
because
there
are
not
enough
tests
available.

We
want
you
to
look
at
preventive
measures,
and
the
mayor
has
so
aggressions
he's
going
over
those
things,
so
you
know
washing
your
hands
and
the
coughing
into
a
tissue,
throwing
it
away
abortive
close
contact
with
people
who
are
sick.
If
you're
sick,
we're
asking
that
you
stay
home,
you
want
to
clean
and
disinfect
things
that
you
frequently
touch
and
I
cannot.
I
would
be
remiss
to
say
your
cell
phone
is
one
of
those
most
frequently
touched
items
and
please
do
clean
and
disinfect
your
cell
phone
frequently
as
well.
The
other
thing
is
social
distancing.

You
want
to
avoid
large
crowds,
especially
the
elderly
and
disabled
camp
people
with
cancer,
because
that's
very
important,
as
well
as
people
who
are
well
so
I,
just
want
to
say
that
we
in
public
health
have
a
covert
19
hotline

fact

want

Knowing
currently
we
have
no
cases
but
also
knowing
that
we
made.
Certainly,
as
testing
becomes
more
available,
develop
some
cases.

Health
Department
will
open
a
drive-through
collection
testing
site
in
the
next
few
days.
I
also
happen
to
know
that
some
of
the
hospital
entities
will
do
the
same,
because
that's
what
we
need
in
order
to
provide
more
testing
if
you
meet
the
criteria
to
be
tested,
so
please
community
columbus,
calm
down.
We
don't
want
you
to
panic.
We
don't
like
the
pandemonium
going
on
as
well.

use
common
sense
measures
of
prevention
and
protection
for
yourself,
as
well
as
for
others.

been
developing
a
comprehensive
plan
to
address
the
situation
for
about
the
last
week
and
a
half
two
weeks
encompassing
various
divisions
through
our
school
district.
As
you
probably
are
aware,
we
did
close
schools
effective
this
past
Monday.
They
will
remain
closed
at
this
point
through
spring
break,
which
ends
on
April
5th,
or
we
are
scheduled
tentatively
to
resume
school
classes
on
Monday
April
6,
but
that
is
contingent
upon
developments
going
forward.

Our
division
of
teaching
and
learning
has
provided
opportunities
for
us
to
have
digital
and
hard
packet,
hardcopy
resources
for
all
of
our
students
to
utilize
during
these
two
weeks,
prior
to
the
start
of
spring
break,
those
are
have
been
available
to
our
students
by
way
of
the
Chromebooks
that
we
have
been
provided
through
our
East
loss.
We
now
have
Chromebooks
for
all
of
our
secondary
students
middle
school.

In
high
school
and
our
elementary
students
have
the
hard
packets
that
I
mentioned
before
also,
we
started
today
we're
very
pleased
to
be
able
to
start
the
feeding
program
for
all
students
in
our
community,
regardless,
where
their
MCS,

not.

have
a
feeding
program,
that's
available
from
11:30
to
12:30
Monday
through
Friday.

Our
food
service
department
has
put
together
those
we
have
three
staging
areas
for
prepping
the
meals
those
are
provided
to
certain
schools
that

on
our
website
and
then,
in
addition
to
that,
we
have
school
buses
that
are
driving
meals
to
other
various
areas,
particularly
our
Housing
Authority
locations
and
those
are
being
distributed
by
our
MCS
D
Police
Department
as
well.
Volunteers
and
I
just
want
to
take
an
opportunity
to
thank
all
people.
Who've
come
forward
offering
their
services,
individuals
and
organizations.
Various
entities
in
our
community
have
stepped
forward
to
assist
with
that.

Just
what
Columbus
does
and
I
appreciate
that
so
much
and
that
will
can
be
continuing
again
through

next
two
weeks.
Monday
through
Friday
I'd
also
want
to
assure
our
regularly
employed
staff
members
hourly,
and
otherwise
they
are
going
to
be
paid.
Our
board
has
made
that
commitment
to
ensure
that
all
of
our
employees
who
follow
a
regular
schedule
will
in
fact
be
compensated
during
this
time.
So
I
do
want
to
ease
their
mind
on
that,
because
I
know
they
all
have
bills
and
mortgages
and
rents,
and
things
of
that
nature
medications
to
pay.

But
we
are
starting
to
downsize
a
little
bit
of
our
workforce.
All
of
our
schools
are
definitely
open
at
this
point
not
to
the
public,
but
will
be
open
for
parents
to
come,
for
example,
if
they
have
medications
they
like
or
need
to
pick
up
for
their
children
may
not
have
at
home.
They
can
pick
those
up
at
our
schools
throughout
the
course
of
the
day
and
regular
operating
hours.
Going

to
the
resources
are

things
we're
doing
right
now
to
make
sure
that
we
have
the
resources.

stepped

our

students

But
the
most
important
thing
is
for
people

recognize

from
our

might

lot

our

happening,
so
we
have
some
resources
on
there,

parents
be
able
to
talk
to
their
children
about
this
as

again,
our

the

is

citizens

Columbus,
the
almost
200,000
citizens,
count
on
our
city
government
to
keep
them
going
on
a
day
to
day
basis,
and
we
intend
to

exactly
that
during
this
difficult
time.
We
have
taken

number
of
steps
to
ensure
that
our
employees
remain
safe
and
to
ensure
that
the
citizens
of
Columbus
remain
safe,
and
so
we
have
taken
action
regarding
operations
to
ensure
a
limited
interruption
of
our
services
that
our
citizens
are
countering.

We
have
made
adjustments
in
our
travel
policy.
We
have
suspended
out-of-state
travel
until
further
notice
unless
critical
or
absolutely
necessary,
travel
out
of
state
travel
is
required.
We
have
limited
in-state
travel
until
further
notice
again,
unless
it
is
critical
or
absolutely
necessary.

to
the
Columbus
consolidated
government.
Off
rations,
we
have
asked
department
heads
to
implement
their
test.
Work
from
home
alternate
work
schedules
plans.
A
number
of
departments
have
been
working
on
those
over
the
the
years,
and
this
is
a
great
time
to
test
the
work
from
home.

with
the
dates

closure
that

just

mentioned

the
school
district
started
Monday
yesterday,
March
16th
and
resuming
school
on
April
6
2020.
We
realized
that
many
of
our
employees
of
the
Columbus
consolidated
government
would
have
challenges
with
child
care
to
avoid
having
our
employees
choose
between
leaving
children
at
home
alone
and
missing
work
at
the
portman
heads
discretion,
we
have
authorized
some
employees
excluding
emergency
and
essential
other
essential
employees
to
work
from
home.
We
want
them
to
test
their
work
from
home.
Alternate
work,
schedule
plans.

of
them,
as
I
said,
have
worked
on
those
we've.
Also
on
Friday
morning
about
10
o'clock,
I
sent
an
email
to
department,
heads

elected
officials
and
asked
them
to
submit

me

pre
preparedness
plans
to
ensure
that
the
Columbus
consolidated
government
operations
or
the
interruption
is
limited
during
this
extenuating
circumstance

I
did
receive

contingency

citizens

reiterate
a
little
bit
of
what
the
mayor
said
earlier

his
talk
again,
we
have
no
confirmed
cases
on
Fort
Benning
at
this
time
and
we're
doing
everything
we
can
to
stay
at
zero,
confirmed
cases
again,
CDC
pushing
those
guidelines
as
hard
as
we
can
across
our
community
to
our
staff
or
health
care
staff
as
well.
Encouraging
hand-washing,
encouraging
folks
to
social
distance
stay
at
home.

If
they
don't
feel
well,
don't
come
to
work
for
our
TRICARE
beneficiaries.
We
are
promoting
our
nurse
advice
line,
which
is
an
800
number
that's
available
for
our
TRICARE
beneficiaries
to
access,
encouraging
them

use
that
versus
what
was
said
not
showing
up
on
our
doorstep,
to
use
that
nurse
advice,
line
to
get
further
advice
and
then
potentially
alert
our
ER

incoming
patient.

can

region

the
state
that
we
are
the
regional
coordinating
hospital
for
it,

our
county
and
the
thirteen
surrounding
counties.

stood
up
the
region-

command
center
yesterday
and
are
working

all

our
Hospital
partners
in
that
regard,
sharing
information
about
capacity
and
equipment
and
supplies
working
very
hard
to
make
sure
that
there's
good
communication

locally

our
own
hospitals.
We
have
our
command
center
set
up.
We're
also
running
the
system-wide
response
for
Piedmont
healthcare,
all

our
hospitals
and
all
of
our
clinics
that
are
Piedmont
is
based
out
of
Atlanta,
but
because
we're
set
up

well
as
we
offer
a
command
center
within
within
our
organization.

it's
a
message
that
our
public
needs
to
hear
and
we
are
glad
for
people
to
come

visit

loved

in
times
like

it's

just

restrict
your
visitation
to
the
organization.

emergency
room

ensure
