Development
The
Honorable
Marcia,
first
to
Columbus
Georgia.
She
is
no
stranger,
as
she's
visited
here
several
times
she's
my
friend
and
she
was
my
colleague
in
the
House
of
Representatives,
but
this
is
her
first
time
visiting
as
the
Secretary
of
Hud.

Her
commitment
to
housing
and
to
the
mission
of
Hud
is
to
ensure
that
people
of
this
country
have
a
decent,
affordable,
safe
quality,
affordable
housing.
It's
a
fact
that
a
quality
home
is
in
a
strong
community
sets
the
foundation
for
a
good
life.
It's
a
fact
that
a
stable
and
a
healthy
home
improves
the
child's
ability
to
achieve
and
to
excel
in
school.
It's
a
fact
that
an
affordable
home
allows
a
family
to
enjoy
Economic
Security
and
it
creates
a
pathway
to
wealth
and
to
home
ownership.

All
of
these
are
a
part
of
that
mission
in
Congress,
provides
an
annual
appropriations
of
almost
50
billion
dollars
for
them
to
be
able
to
do
this
work
we're
at
neighbor
works
and
the
neighbor
Works
reinvestment.
Corporation
is
a
congressionally
chartered
non-profit
organization
that
supports
Community
Development
throughout
the
United
States
and
in
Puerto
Rico.

we
welcome
secretary
fudge
and
we
are
proud
to
showcase
the
fine
work,
that's
being
done
here
by
the
Columbus
Consolidated
Government
reinvestment,
Department,
neighborhoods,
Columbus,
Our,
Community
Partners,
who
are
collaborating.
They
do
an
excellent
job
and
they
have
been
good
stewards
of
the
funds
that
we
have
given
to
you
and
that
you
are
using
throughout
this
country
to
make
a
better
life
for
people.
And
with
that,
let
me
just
say
a
little
bit
more
about
the
secretary.
My
friend,
she
grew
up.
In
Cleveland
Ohio
went
to
Ohio
State
Cleveland
marshall
law
school.

Very
much
and
thank
you
what
what
the
congressman
didn't
tell
you
was
that
I
was
one
of
those
kids
that
got
out
of
a
neighborhood.
Most
kids
don't
get
out
of
I'm
the
kid
who
was
fortunate
enough
to
have
a
home
when
most
of
my
friends
didn't
it
wasn't
a
whole
lot,
but
it
was
a
safe
place
to
go
every
day.

It
was
a
place
where
I
could
go
and
feel
like
the
world
was
just
outside
and
I
didn't
have
to
worry
about
it,
a
place
where
you
were
unquestioned
and
supported
and
made
to
believe
that
you
could
do
or
be
anything
I'm.
The
first
college
graduate
in
my
family
I
have
a
home
that
I
love,
but
it's
in
a
neighborhood
where
so
many
other
people
can
barely
pay
their
mortgages,
and
so
I
am
proud
to
be
here
for
three
reasons:
one
is
because
you're
doing
things
that
make
a
difference
in
people's
lives
every
day.

That
is
what
my
role
is.
Congressman
can
tell
you,
he
can
tell
you
I,
don't
really
need
to
work.
I
have
three
different
retirements,
but
I
do
this
work,
because
this
is
the
work
that
God
has
set
out
for
me
to
do.
This
is
my
calling
yeah.
Yes,
this
is
what
I
do
number
one
number
two
I'm
here,
because
my
good
friend
and
the
appropriator
who
said
twice
that
he
gives
us
this
money
to
do
this
work.

He
believes
that
we
have
to
do
whatever
it
takes
to
reverse
the
things
that
we
have
done
wrong
for
so
long
in
communities
that
have
been
underserved
I
would
not
take
this
job
if
it
weren't
for
somebody
who
cared
enough
to
make
a
difference.
So
let
me
just
tell
you
very
quickly
what
we
are
doing.
We
know
that
most
people
who
rent
and
pay
their
rent
on
a
regular
basis
can
afford
a
mortgage,
but
most
don't
have
the
down
payment,
so
the
president
has
requested
100
million
dollars
in
down
payment
assistance.

Foreign,
we
have
said-
and
we
know
in
communities
like
ours,
black
and
brown
and
poorer
communities-
that
when
you
go
for
a
mortgage,
most
of
us
have
student
loan
debt
that
prevents
most
of
us
from
being
able
to
purchase
a
home.
We
have
neutralized
student
loan
debt,
so
it
no
longer
is
an
impediment
for
you
to
buy
a
house.

We
have
made
it
so
that
state
Housing
Finance
agencies
can
loan
at
a
much
lower
rate.
So
we
are
doing
our
part,
but
we
know
that
housing
is
a
crisis
all
across
this
country.
There
is
no
City,
there's
no
town
where
you
can
live
and
and
be
just
a
normal
everyday
minimum
wage
worker.
There
is
no
such
place
in
America
today,
but
because
we
have
under
invested
in
our
communities
for
so
long,
our
job
is
to
do
what
I
see
you
do
today.

Homelessness
is
a
huge
problem
in
this
country,
and
people
say
why
do
you
focus
on
it?
So
much
I
do
because
the
fastest
growing
groups
of
people
on
the
streets
are
senior
females,
primarily
black
and
brown,
and
young
families
with
children,
and
so
today,
I
want
to
announce
that
we
are
doing
some
good
things
about
it.
Today,
I'm
going
to
announce
that
we
had
emergency
shelter
vouchers,
we
had
emergency
vouchers
for
homelessness.

We
have
now
given
out
all
35
000
of
those
to
help
people
get
off
the
streets
and
I'm
so
proud
that
we
were
able
to
do
it
because
nobody
thought
we
could.
So
that's
my
big
announcement
today
that
that
we
are
doing
everything
in
our
power
Congress.
In
this
wisdom,
the
appropriators
gave
us
10
billion
dollars
to
address
homelessness
in
this
country,
10
billion.

So
we
are
working
every
day
to
make
sure
that,
in
this
the
greatest
nation
in
the
world,
people
don't
have
to
sleep
on
the
streets
or
under
a
bridge
or
by
the
beach.
People
can
live
with
the
dignity
that
all
of
us
deserve.
So
I
can't.

know

there

so

going
on

communities
everywhere
and
so
just

if
there's
anything
we
can
do,
we
will
do
it
as
long
as
Congress
lets
us,
but
again,
I
just
want
you
to
know
that
housing
is
one
of
the
president's
priorities.
You
hear
all
about
inflation.
One
thing
you
never
hear
about
is
housing.

Yeah
housing
is
the
number
one
driver
of
inflation
in
this
country
today
and
until
we
can
find
ways
to
build
more
affordable
housing
to
find
ways
to
get
people
and
communities
to,
let
us
build
in
their
communities.
It's
not
and
and
not
just
say,
not
in
my
backyard,
until
we
can
find
ways
to
keep
investors
from
buying
up
all
the
properties
that
most
of
us
could
afford
to
buy
until
we
do
that,
we're
standing
in
the
Gap.
So
thank

very

country
has
historically
historical
discriminated
against
certain
people,
especially
the
poor.
The
government
is
not
designed
to
work,
so
it
is
my
job
and
the
job
of
all
the
rest
of
us
to
change
that
Dynamic
and
say
that
it
can,
and
this
is
why-
and
this
is
what
we
can
do
so
when
I
have
the
kind
of
money
it
is
I
just
spend
it.

But
if
you
just
go
on
our
website
or
contact
our
local
artists,
you
can
walk
through
all
those,
but
I
would
suggest.
The
biggest
thing
you
do
is
go
to
a
housing
counselor.
We
actually
fund
housing,
counselors
all
across
Georgia
and
all
across
the
United
States.

Right
so
go
to
a
housing
counselor,
and
they
can
tell
you
all
of
the
things
that
are
available
to
you,
because
even
before
we
get
some
of
the
down
payment
money,
there
are
other
things
we
can
do.
Let's
say
right
now
we're
working
on
because
of
the
covet
and
the
issues
that
have
been
happening
before
resources
that
people
are
just
not
working
not
making
the
same
amount.
We
created
a
40-year
mortgage
now
so.

Lots
of
things
we
do,
we
have
emergency
housing
vouchers,
I
was
talking
about
the
students
and
I,
said
and
I
said
to
the
reporter.
There
tell
them,
don't
let
their
pride
prevent
them
from
getting.
What
is
due
then?
Yes,
so
we
have,
they
deserve
to
have
the
house.
We
have
balances,
we
have
Apartments
of
places,
we
can
send
them
the
president,
through
the
rescue
plan
through.

You
want
to
keep
them
in
their
houses
and
the
other
thing
for
for
black
and
brown
and
poor
communities.
A
house
is
pretty
much
the
only
thing
they
have
to
pass.
So
if
we
can
encourage
more
home
ownership,
then
I
would
feel
better,
because
I
would
know
that
something
is
coming.
That
is
better
for
the
next
Generation
than
it
was
for
me.

Let
me
say
also
in
response
to
your
question
when
we
leave
here
we're
going
to
the
Trade
Center
and
we're
going
to
have
a
round
table
with
Community
Partners.
Who
will
be
asking
the
same
kinds
of
questions
that
you're
asking
but
we're
having
them
there,
so
that
the
secretary
and
her
team
will
be
in
a
position
to
answer
to
them
so
that
they
can
pass
it
on
to
their
stakeholders.
