schedules

a
part
of
this
discussion,
and
this
is
a
discussion
of
course,
that
started
early
in
2020
and
it
continued
in
to
march
of
2021,
and
so
we
just
want
to
have
a
discussion
about
whether
or
not
this
is
something
that
we
want
to
continue
in
terms
of
pay
stations
in
uptown,
I'm
wayne,
sickler,
deputy
city
manager
and
again,
thank
you
for
being
here.

do
want
to
recognize
a
counselor
amy,
woodson
and
counselor
john
house
and
mrs
house,
and
thank
you
for
being
here.
We
certainly
appreciate
that.

You
know
where
we
were
in
terms
of
these
meetings.
We
did
of
course,
february
of
2020.

I
was
really
at
the
height
of
the
pandemic
and
we
started
the
discussions
at
that
point,
and
then
we
did
not
have
another
meeting
until
march
of
2021
at
which
time,
based
on
the
comments
that
we
received
at
that
particular
meeting
from
the
businesses
and
the
public
that
was
in
attendance,
their
sentiments
were
that
we
should
again
because
of
the
pandemic,
and
we
should
halt
the
discussions
on
parking.

took
it
to
city
council
right
after
that
to
let
them
know
that
the
sentiments
of
those
that
were
in
attendance
wanted
us
to
halt
that,
and
we
told
them
at
that
time
that
we
would
come
back
at
the
beginning
of
2022
to
start
the
discussions
up
again,
we
did
meet
staff
and
I
met
with
at
wolverton
uptown
ceo
in
late
october,
and
in
that
meeting
you
know
we
talked
about
coming
back
and
and
talked
about
whether
or
not
this
is
something
that
we
wanted
to
bring
back
and
have
open
discussion
about
and
thought
that
we
should
do
that.

do
want
to
make
it
very
clear
that
we
are
not
advocating
for
parking
stations
or
paying
any
pay
stations
or
parking
meters
and
no
way
are
we
advocating
for
it.
This
meeting
here
today
is
strictly
to
get
and
to
garner
your
input
on
whether
or
not
you
think
this
is
something
that
we
need
to
continue
to
explore,
something
that
we
need
to
to
do,
and
it's
all
going
to
be
based
on
what
we
hear
from
you.
That's
it
again
we're
not
looking
to
say
we're
going
to.

think
it
is
such
that
we
do
want

share
with
you
kind
of
where
we
left
off

talking

thinking

when
we
came
to
you
back
in
2021,

businesses
are
still
not
operating
at
full
capacity.
We
know

you
just
like
us,
the
industry

various
industries.
Disciplines
are
still
having
problems,
hiring
employees,
and
so
we
recognize

we
get

But
again
we
just
thought
it
would
be
good
for
us
to
come.

we

We
did
have
a
committee
that
we
were
working
with
and
that
committee
consistently
consisted
of
myself.
The
director
of
metro,
rosa
evans,
edward
fleming,
who
is

raise

He
is
our
the
planning
division
manager,
toronto
crawford,
who
is
the
parking
manager
at
wolverton,
of
course,
is
president
ceo
of
uptown
who's
here.
Reynolds
bickerstaff
was
a
part
of
the
committee
as
well.

Who
was
the
immediate
past
chair
at
that
time,
and
we
had
a
new
member
that
came
on.
We
have
not
even
this
committee
as
it
is
today
has
not
even
met,
but
libya
dillian
with
fountain
city,
coffee,
co-owner,
steve
morris,
csu
and
then
command
sergeant,
grant
with
the
columbus
police
department.

19Th
street
to
14th
street
and
everything
within
that
area
is
that's
encompassed
within
that
area
is
considered
the
parking
management
division
area
that
we
enforce
the
columbus
consolidated
government
has
several
off-street
parking
areas
that
you
are
very
much
aware
of.
The
river
center,
which
opened
in
march
of
20
2000,
has
685
spaces
the
bay
avenue
garage,
which
some
call
the
sonova's
garage
opened
in
2004
769
spaces
and
the
front
avenue
garage
which
some
call
the
csu
garage
was
opened
in
2006
with
535
spaces.

Just
recently
acquired
the
sonoma's
parking
deck,
which
has
634
spaces.
That
number
is
not
included
in
this.
We
are
still
working
that
we
don't
know
at
this
point
how
many
of
those
spaces
will
be
designated
as
part
of
public
spaces.
We
know
because
of
the
various
departments
that
are
going
to
be
in
those
new
buildings
as
a
city
facility
government
center.
If
you
will,
the
public
will
have
to
have
some
space
in
there.
We
at
this
point
have
not
yet
determined
just
how
many
of
those
spaces
will
be
used
for
that.

Cetera
so
we're
still
working
that
in
terms
of
on-street
parking,
of
course,
the
avenues,
the
streets
broadway
we
have
just
over
1600
spaces
and
so
off
street
on
street
combined
over
3
700
spaces
are
available.

With
you,
some
of
the
new
technology
that
is
out
there,
that
we
are
looking
at
terrain.

To
get
out
your
vehicle
and
be
able
to
go
and
pay
for
that
particular
parking
space
failing
time
limit,
but
how
to
do
that
is
where
we're
going
to
implement
parking
numbers
on
whichever
street
or
bar
or
whatever
street
or
evidence.
We
may
choose
in
this
decision
and
you'll
get
that
parking
space
number
out
when
you
step
out
your
vehicle
and
you'll.
Take
that
parking
space
number
to
the
machine
and
input
that
information
as
well
as
the
machine
will
take
credit
cards
it
will
take.

will
take
deals
and
at
that
time
we
are
still
going
to
implement
by
validation
codes.
So
you
know
we
might
implement
those
things
so
that
businesses
can,
you
know,
give
out
to
their
customers
for
those
particular
reasons.

pay
stations
that
we're
looking
to
bring
to
the
uptown
area-
these
are.

thing,
you'll
basically
go
out
to
get
out
your
vehicles,
look
at
the
parking
space
number
that
you're
in
and
you
will
still
have
to
register
whichever
app
may
be
chosen
during
this
process
on
that
initial
first
step.
Now
after
you
do
that
in
your
initial
first
step,
all
your
information
is
saved,
and
so
you,
whenever
you
come
downtown,
you
wouldn't
have
to
put
your
credit
card
information
back
in
there
to
do
your
payment
for
the
parking.
So
you,
whenever.

And
then
these
are
other
areas
in
our
neighboring
and
different
cities
such
as
atlanta,
bacon,
savannah
and
auburn.
These
areas
kind
of
have
a
dollar
to
dollar
an
hour
type
setting
which
we're
looking
to
implement
those
type
of
things
here
in
uptown.
But
it's
all
dependent
on
what
the
city
wants
and
in
regards
to
how
much
you
will.

again,
no
rate
has
been
decided
upon:
we've,
not
even
gotten
to
that
point
again,
because
we
want
to
hear
from
you
and
some
of
the
questions
that
we
definitely
want.

again,
as
you
can
see,
is
there
an
appetite
at
this
point
for
parking
pay
stations,
parking
meters
or
the
such?
If
so,
where
would
you
like
to
see
them
placed
you

we
look
at
a
test
site
first,

look

just
broadway
or
just
you
know
the
two-hour
time
limit
areas
and
nothing
else,
but
again,
these
are
all
things
no
decisions
has
been
made,
have
been
made
and
is
there
additional
technology
out
there
that
you
would
like
to
see
things
that
we
have
not
mentioned
that
you
have
heard
about
seen
or
have
have
used
and
that
you'd
like
for
us
to
consider.

that's
the
conversation
that
we
want
to

We've

some
people
to
all
ready

provide
some
questions
to
us.

know
regarding
all
of
this,
from
what
the
for
parking
management.

Of
parking
management,
what
are
the
the
revenues
like?

Where
did
the
money
go,
that
kind
of
thing,
and
so
I
can
tell
you
that,
for
in
terms
of
expenses
over
the
last
five
years,
you
know
just
not
including
salaries
but
just
operational
expenses
and
such
utilities
and
those
kinds
of
things,
maintenance
and-
and
those
concerns
on
these
just
over
averages
just
over
five
hundred
and
six
thousand
dollars
over
a
five
year
period,
just
on
average,
a
high
of
up
to
140
000,
just
in
the
operational
budget
in
terms
of
revenues,
just
over
three
hundred
thousand
dollars.

In
all
cases
with
the
city
that
money
goes
into
the
general
fund,
someone
asked
the
question:
well
can't
we
utilize
that
money,
let
it
go
back
into
the
uptown
for
improvements
and
unfortunately
that's
just
not
how
the
city
the
budgeted
revenues
operate.
A
You
know
we
have
to,
of
course,
have
a
balanced
budget,
and
so
whatever
those
expenses
are,
there
has
to
be
accompanying
revenues
to
handle
that
and
so
all
revenue
for
all
services,
all
departments,
all
divisions
go
back
into
the
general
fund,
and
so
I
will
pause
here
and
I
will
take
any
questions
at
this
time.

live
over
windsor
park
and
I
was
wondering
where
in
town,
do
you
plan
to
put
these
meeting
these
meters.

What
we
have
seen
is
many
communities
with
the
use
of
parking
meters.
Can
you
get
anywhere
from
500
000
to
well
over?
You
know,
seven
figures,
a
million
plus,
don't
know
again,
depending
on
the
number
that
we
have
the
area
that
we
have
it
it
just
so
I
really
can't
say,
but
I
can
tell
you
what
other
communities
are
receiving.

personally
have
lived
in
a
number
of
other
cities
and
towns
here
in.

And
and
around
the
country
and.

So
for
that
reason
I
suggest
that
you
consider
that
kind
of
a
trade-off
here
knock
down.
One
camera
put
up
one
meter,
but
otherwise,
if
we
can't
reach
that
kind
of
a
compromise,
no
meters.

moved
to
columbus
a
couple
years
ago
and
one
of
the
things
that
really
attracted
us,
the
most
was
just
the
friendly
welcoming
small
town
feeling
that
uptown
has
and
the
fact
that
in
the
afternoons
at
least,
you
could
just
pull
up
to
any
store
and
park
there
in
the
evenings.
It's
a
little
more
difficult,
but
that's
good
too.

If
we
do
need
to
raise
more
revenue,
I
would
be
more
in
favor
of
charging
for
the
the
parking
lots
or
the.

just
mention
I
mean

This
is
not

an
effort
to
raise
any
additional
revenue
for
the
city.
You
know
what
we've
heard
even
before
we
started.

Process
is
most
of
the
businesses
and
the
employees
in
the
uptown
area.
Just.

Get
tired
of
having
to
go
and
move
their
vehicle
every
couple
of
hours
because
of
enforcement,
and
this
will
give
you
the
opportunity
to
control
that,
and
so
instead
of
the
enforcement
piece
and
stuff,
I
just
wanted
to
make
that
comment
as
well.
Anyone
else.

We
have
a
lot
of
great
developments
coming
in
place
that
might
increase
the
level
of
volume
of
parking
issues
we
might
have,
but
I
feel
today
from
the
merchants
that
I
work
with
that
were
not
there
today
still
because
of
covid
we're
still
having
shortfalls
on
sales
me
personally,
I
travel
from
night
street
to
broadway
first
avenue
second
avenue
to
different
businesses
almost
every
day,
and
I
have
not
had
a
single
issue
finding
a
parking
space
fairly
close
to
whatever
business
that
I
was
going
to
so
as
I
feel
this
might
be
something
that
we
look
at
in
the
future
and
today
I
think
it's
just
not
the
right
time.

Changed
even
in
2013
when
they
said
that,
then
all
of
that
remains
relative
today,
but
I
think
what
has
changed
in
terms
of
the
survey.

Just
on
the
first
floor
of
that,
then
it
also
mentioned
for

short
term
for
us
to
start
working
toward
preparing
a
plan
for
fees
for
on
street
parking,
and
that's
what
these
conversations
are
about
getting
there
at
some
point,
the
right
point-
and
this
may
not
be
it
as
we
have
been
hearing
and.

Talked
about
allowing
for
permits
for
residential
use
for
those
persons
living
in
the
uptown
area
and
we're
doing
that,
and
we
have
been
doing
that
for
some
time,
and
so
some
things
that
we
know
we
need
to
do
is
to
reevaluate,
as
the
plan
has
also
called
for
for
us
to
reevaluate
the
parking
conditions
in
the
area
on
an
annual
basis.
Let's
look
at
those
two
four
eight
hour
areas
are
based.
Are
they
still
relative?
Where
they
are?
A
Some
changes
remain,
so
those
are
some
things
that
we
can
be
doing
until
we
get
to
the
point
where
we
feel
that
parking
meters
are
needed
are
relative,
so
we
can
look
at
that
and
it
also
talked
about
implementing
a
kiosk-based
system
for
on-street
collection,
of
course,
and
this
is
what
we
are
also
talking
about
that
type
of
a
system.

So
the
2013
plan
was
a
good
plan,
some
things
that
we
were
able
to
implement
some
things
that
we
need
to
continue
to
look
at,
but
I
do
agree
that
you
know
again
not
much
has
changed.
You
know
we
don't
have
a
parking
problem
in
columbus.
We
just
don't.
You
know
what
we
do
have
is
the
under
utilization
of
our
parking
decks.
We
know
that
we
know
that,
and
so
we've
got
to
figure
out
the
best
way
to
get
people
to
utilize
those
things
I
think
when
there
are
large
events
we
do.

Of
course
people
are
in
them.
You
know
so
one
thing
that
you
know
we
we
don't.
We
don't
hear
people
telling
us.
Oh
they're,
not
clean,
because
we
know
that
they're
clean
our
garages
are
clean.
We
keep
them
clean.
Now
do
every
now
and
then
on
the
friday
night
saturday
night.
Are
they
trashed
yeah
so
monday
morning
we
got
to
get
in
there
and
clean
them
up.

know
so
because
of
the
the
use
at
night
and
students,
and
things
like
that,
so
we
recognize
some
things
that
we've
got
to
do,
but
we
hear
you
loud
and
clear
that
this
is
just
not
the
the
moment
for
parking
leaders,
and
so
we
do
appreciate
that
and
I'm
gonna
yeah
we're.

came
to
columbus
three
years
ago
with
my
wife.
We
open
one
business
that
led
to
another
one
they're
going
to
be
affected
at
some
point
by
anything
that
is
done
in
downtown.
When
I
see
this
assessment,
I'm
not
against
or
in
favor
of
the
parking
lot.

don't,
I
cannot
get
my
mind
wrapped
in
an
assessment
that
is
almost
10
years
old
more
now
that
there's
so
many
constructions,
as
mr
gama
said,
of
different
buildings
with
different
type
of
businesses
or
schools
or
whatnot
installing
something
permanent
right
now
without
us,
knowing
how
the
traffic
is
gonna,
work
who
are
gonna,
use
it
if
it's
gonna
be
effective
or
not
like
everyone
else
is
saying.
I
just
think
it's
not
the
right
time,
but
the
next
time.

that
plan,
you

we
looked
at
where
what
their
their
recommendations
were,
what
they
assessed
and
then
where
we
are
today,

I
think
everybody
can
agree
that
not
much
has
changed

plan

agree
that
there
are
some
things
that
we
need
to
do
consistently
in
order
to
make
some
improvements
and
to
see
just
where
we
are
in
terms
of
the
makeup
now
of
the
uptown
area.
