B
A
A
A
A
A
Great
welcome
everyone,
it's
great
to
see
you
for
our
may
meeting
of
the
charter
review
commission
and
we're
starting
right
at
two.
So
let's
go
ahead
and
call
the
meeting
to
order,
and
I
I
know
that
tamika
sent
out
the
agenda
as
well
as
the
minutes
from
the
april
meeting
earlier
this
week.
Has
everyone
had
a
chance
to
review
them?
A
A
A
Okay.
Well,
thank
you
for
your
unanimous
approval.
We
want
to
get
right
into
the
updates
from
the
working
groups
and
this
month
I
actually
think
I
got
to
visit
with
every
working
group
with
the
exception
of
one,
and
that
was
completely
my
fault
for
not
being
able
to
resolve
a
conflict
so
before
we
even
start.
I
thank
you
for
your
work.
I
thank
you
for
your
diligence.
I
know
several
groups,
or
at
least
two
are
doing
pretty
extensive
research
on
some
issues
that
are
not
easy
issues,
they're
relatively
complicated.
A
So
I
thank
you
for
your
perseverance.
We
will
get
there.
It
just
takes
a
while,
especially
since
this
is
in
our
day,
job
and
some
of
these
issues
are
unfamiliar
to
some
of
the
working
group
members
as
as
they
are
to
me
as
well.
So,
thank
you
so
much
and-
and
please
again
remember
as
you
have
your
meetings
as
you
schedule
them,
especially
if
any
standing
meetings
are
changing,
please
let
tamika
know
so
that
she
can
publish
that,
because
once
again,
every
commission
member
is
welcome
and
invited
to
any
working
groups
meeting.
A
So
I
I
encourage
you
to
go
you.
You
will
absolutely
learn
something
if
you
go
all
right
with
that.
Let's
go
on
into
the
first
working
group.
Who
is
our
representative
that
wants
to
give
the
update
for
that
group.
A
F
So
we're
we've
done
a
lot
of
research.
I
think
we're
going
to
provide
four
to
five
different
suggestions
at
our
next
in-person
meeting.
F
You
know:
we've
been
looking
a
lot
at
the
revenue
and
appropriations,
so
we
we've
been
working
a
lot
with
angelica
and
pam
to
come
up
and
lucy
to
come
up
with
a
basically
a
table
that
shows
the
different
districts,
the
different
millage
rates
and
how
they
vary
across
those
different
districts
and
just
understand
the
purpose
and
the
caps
so
we're
trying
to
finish
up
that
table,
and
I
think
we
can
share
that
with
the
rest
of
the
committee
next
month.
F
We've
we've
also
dug
into
you
know
getting
updated
tax
map.
We've
been
looking
at
a
lot
in
the
budgeting
section,
both
the
budget
preparation.
What
reports
are
currently
provided
and
what
reports
we'd
like
to
see
as
well
as
you
know,
kind
of
best
practices
for
committees
that
we
may
or
may
not
have.
F
Then
we
also
met
with
lucy
to
discuss
some
of
the
the
process
for
disposing
of
property
and
some
some
ways
to
open
it
up,
so
that
the
city
government
has
more
flexibility
to
dispose
of
property.
That
is
really
not
doing
any
value
to
the
city.
F
So
it's
lots
of
good
progress
and,
like
I
said,
I
think,
we'll
have
four
to
five
different
suggestions
to
provide
to
the
group
next
month.
A
Very
good
tyson.
I
appreciate
it
being
in
that
meeting
to
kind
of
hear
from
the
financial
folks
some
of
the
answers
to
the
questions
we've
had
and
I
also
want
to
encourage
the
group.
I
mean
the
city's
staff,
their
their
experts
are
at
our
service
and
just
like
tyson-
and
I
know
a
couple
of
the
other
groups
have
reached
out
to
not
just
clifton
and
lucy,
but
to
other
experts
in
the
city
who
can
really
provide
some
substantive
assistance
to
us.
A
If
anybody
needs
help
contacting
anyone
or
not
sure
who
to
contact
reach
out
to
me,
I
can
get
with
tamika.
We
can.
We
can
figure
it
out
and
with
with
clifton
and
his
office
we
can.
We
can
figure
out
who
should
be
able
to
answer
your
questions.
A
A
A
G
Can
hear
you
perfectly?
Okay
greetings
to
everyone
are
already
to
yourself.
I
know
we
had
a
chance
to
speak
earlier.
So
thank
you
for
giving
us
insight
on
our
commission
group.
So
just
a
few
things
to
share,
I
represent
group
three.
We
are
covering
article
four,
which
covers
the
auspices
of
the
mayor,
as
well
as
the
boards
and
commission
various
authorities
and
commissions.
G
So
we
have
done
our
been
doing
our
due
diligence
working
with
lucy
and
clifton
to
understand
the
some
of
the
things
that
were
brought
to
the
table
as
it
pertains
to
some
the
hospital
authority,
as
well
as
the
medical
center
authority.
G
So
what
we
have
in
our
present
charter,
we
have
the
hospital
authority
there
and
we
did
a
little
digging
and
found
out
that
the
medical
center
authority
is
also
in
one
of
the
reserve
chapters,
and
so
lucy
was
able
to
pull
that
up
to
see
that
there's
some
information
that
we
can
dig
further
into
and
at
this
point
as
far
as
our
recommendations,
we've
been
able
to
boil
them
down
to
some
administrative
things
that
I
want
to
read
off
here.
G
So
as
it
pertains
to
article
4,
section
3
of
the
personal
review
board,
we
feel
that
it
should
not
constrict
the
alternate
board.
Members
that
alternate
board
members
serve
in
place
of
specific
board
members.
So
there
is
provision,
whereas
everyone
has
a
specific
designated
alternate
to
serve
when
it
comes
to
certain
boards,
but
that
should
be
sort
of
a
lottery
available
to
any
position
or
any
vacancy,
rather
so
specific
board
members,
but
mark
them
as
available
for
secondary
assignment
to
any
vacancy
of
the
board.
G
And,
secondly,
section
4-20115
should
read
as
city
officers,
not
division
heads
as
referenced
by
section
4
and
300..
So
just
some
administrative
cleanup
are
things
there
as
it
pertains
to
the
medical
center
authority
and
tyson
tyson
of
course
came
on.
He
and
I
will
connect.
We
really
more
or
less
have
some
annotations
as
pertains
to
the
budget.
G
We
continually
meet
the
second
thursday
of
each
month
from
2
to
3
p.m.
We
have
a
zoom
link,
that's
available
to
anyone
who
wants
to
attend
our
meetings
and
at
this
point,
since
we
have
closed
out
our
group
recommended
topics,
then
we
are
meeting
as
needed.
So
if
there
are
things
that
come
from
our
chair
that
come
from
anyone
on
the
general
board,
please
let
us
know,
and
we
will
continue
with
our
meetings,
but
thank
you
and
if
there
are
any
questions,
if
there
aren't
any
questions
now
you're
the
floor.
A
All
right,
great
work,
group
number,
four.
H
Audrey,
I
I
saw
allison
on
the
line.
I
don't
know
valentine
wanted.
C
C
The
body.
C
H
Problem,
thank
you.
Thank
you.
Wow.
I
see.
I
see
you
and
pastor
eldon
there,
so
I
know
I
got
my
back
and
everything
so
I
missed
the
thing
yeah.
H
We
were
scheduled
to
meet
with
counselor
thomas,
but
we
are
unfortunately
unable
to
do
that
to
discuss
the
recorder's
court
provision
and
we're
gonna
in
the
process
of
rescheduling
that
we
would
like
to
give
her
opportunity
to
talk
with
us
and
see
if
any
changes
need
to
be
made
in
the
reporter's
court
provision,
since
she
is
the
chairperson,
I
think,
on
the
city
council
for
the
recorder's
court,
but
we
did
have
some
cleanup
language.
H
We
contacted
the
sheriff
and
if
you
look
on
the
sheriff's
section,
which
is
section
8
100,
it
says
that
the
sheriff
of
wisconsin
county
shall
be
the
sheriff
of
the
consolidated
government,
so
that
needs
to
be
changed
to
story.
Power,
comply
with
state
law
and
also
with
the
georgia
state
constitution.
H
So
clifton
we're
going
to
be
sending
you
a
copy
of
that
with
that
cleanup
language,
and
did
you
and
lucy
get
the
chance
to
look
at
section
542
with
the
jurisdiction
of
municipal
court
that
we
did?
Some
cleanup
language
on
that
and
did
y'all
get
a
chance
to
approve
that
language.
B
I
clinton
we
saw
some
draft
language
from
y'all
ben
that
looked
good,
but
okay,
it's
been
a
good
while.
H
Okay,
all
right!
Well,
actually,
if
y'all
give
us
the
go
ahead,
then
on
section
542,
which
is
the
jurisdiction
municipal
court,
we'll
bring
that
before
the
main,
the
full
body
and
as
chairperson
argentina,
to
recommend
that
recommendation
from
our
group
for
a
motion
to
to
change
that
language.
H
We
did
we
did
we
did.
We
just
said
that
going
forward
that
it
would
be
designated
by
a
statute
by
the
state
of
georgia.
So
that
way
we
can
always
be
free-flowing
to
be
fluid
going
forward,
because
I
think
it
just
limited
to
a
certain
amount
of
five
thousand
dollars.
But,
as
you
know,
the
legislature,
they
changed
that
every
now
and
then
periodically.
So
we
just
wanted
to
make
sure
that
we
gave
them
an
umbrella
for
the
city
charter
to
comply
with
state
law.
H
So
I'll
send
it
to
you
again
and
also
send
you
the
sheriff
recommendation
of
provision.
H
All
right
we'll
do
that.
Okay,
no
problem
and
the
only
other
thing
that
we
had
to
discuss.
We
were
looking
at
the
coroner's
position
and
we
wanted
to
get
a
chance
to
have
a
meeting
man
with
buddy
brian
and
we're
in
the
process
of
scheduling
that.
So
those
are
the
two
things
that
we're
working
on
right
now:
scheduling
the
meeting
with
judy
thomas
council
judy
thomas
about
record
score
and
schedule
to
meet
my
buddy
brian
about
the
coroner
pastor
elder
allison.
H
Anything
y'all
want
to
add
that
I
need
to
touch
on.
C
H
H
Weren't
here
too
well,
so
so
we're
covered
in
everything
stuff,
so
audrey
mountain
shepherds,
I'll
turn
it
back
over
to
you.
Okay,.
A
I
was
able
to
meet
with
that
group
for
the
first
time
this
week,
so
that
was
great
and
I
know
there
are
hard
work
going
on
and
some
interesting
topics
being
discussed.
So
thank
you
for
that
number.
I
think
we're
on
number
five.
I
know
there's
some
folks
from
group
number
five
on
who's
going
to
speak
for
the
group.
A
K
A
K
You
I
think
we
have
a
have
a
short
update,
we're
still
looking
at
the
requirements
to
run
for
office,
the
requirements
to
hold
office
and
how
they're
reflected
in
the
charter.
Right
now,
we've
discussed
having
ud
roberts
and
possibly
nancy
boren,
attend
one
of
our
zoom
sessions
in
our
group.
K
Again,
update's
pretty
limited.
If
anybody
has
any,
you
know
input
if
they
have
any
feelings
about
it,
we
would
encourage
you
to
be
in
our
zoom
sessions
when
we
have
them
so
we
can
advance,
but
we
have
no
recommendations
at
this
time.
A
Okay,
very
good,
thank
you,
let's
see
is
that
everybody.
A
E
E
Yeah,
I'm
sorry
sorry
about
hopping
on
a
little
late
y'all,
but
I
have
a
quick
update
to
provide.
We
have
it's
pretty
pretty
similar
to
the
previous
update
we
provided.
E
E
Regarding
meetings
is
a
very,
very
sm,
subtle,
change
there
and
then
a
a
few
more
more
broad
updates
about
print
news
media
and
allowing
for
the
widest
dissemination
to
to
all
audiences
and
ensuring
that's
done
for
council
are
kind
of
our
big
updates
and
then
also
an
update
about
executive,
adding
in
some
language
about
executive
sessions.
E
So
the
other
decision
that
we
made
as
a
group,
we
feel,
like
we've
kind
of
discussed
at
length,
pretty
much
every
everything
we
wanted
to
focus
on.
But
what
we're
doing
is
each
group
member
is
going
back
through
our
entire
section
just
to
see
if
there's
anything
else,
anything
else
that
we
want
to
discuss
as
a
group
since
we've
so
so
thoroughly
discussed
some
of
the
the
other
changes
where
we're
looking
at.
E
H
Madam
chairperson,
I
do
have
a
verification
question.
If
you
don't
mind:
yes,
yes
dominic
this
is
this
has
been
richardson.
I
have
a
general
question
when
you
talk
about
term
limits.
Are
you
talking
about
totality?
Are
you
talking
about
that
cassette
and-
and
let's
say
you
know
like
I
can
serve
two
terms
and
then
that's
it
then
I
have
to
sit
out.
Can
I
run
again?
Are
you
talking
about
two
terms
total
the.
E
You
can
run
again
yeah,
so
I
guess
that
would
be
like
a
a
limitation,
so
term
limitation
versus
a
specific
limit,
but
yeah
that
was
a
we.
That
was
that
topic
is
one
of
the
the
discussions
within
our
group
that
we've
kind
of
spent
the
most
time
on
so
we've
we've
got
varying
group
members
with
varying
opinions,
but
the
the
language
we
came
up
with
was
you
get
elected
two
terms
and
then
for
the
next
next
term.
E
You
can't
run
but
there's
nothing,
to
exclude
you
from
being
able
to
run
again
for
another
two
terms.
A
A
Group
number
two:
well,
I
think,
with
that
we've
heard
from
everybody.
I
is
that
correct:
we've
heard
from
all
five
okay,
I
wanted
to
go
over
a
few
housekeeping
items
that
I
hope
will
inspire
some
discussion
because
we've
been
cranking
along
pretty
easily
and
our
commission
meetings
have
gone
very
smoothly.
With
brief
updates,
you
know
just
sharing
month
over
month
what
the
progress
is.
A
I
would
like
to
see
us
in
the
next
month
or
two
in
june
and
july,
really
push
forward
with
recommendations
from
each
group.
Now
I
let
me
say
before
the
lawyers
get
on
to
me.
I
recognize
we
have
a
year
to
do
this.
We
have
a
year.
We
we
have
a
year.
Actually,
I
think,
a
little
over
a
year.
Don't
we
lucy?
A
Yes,
that's
correct,
yes,
but
for
the
most
part,
the
meetings
that
I
have
been
in
people
are
really
pushing
things
towards
conclusion
in
terms
of
their
examination
of
their
materials
that
they're
charged
with
and
the
recommendations.
A
So
what
I
would
like
for
us
to
do,
especially
those
who
really
know
what
they
plan
to
recommend,
is
to
be
prepared,
if
possible
in
june,
to
say
this
is
group
number
one
here
are
our
four
recommendations
and
knowing
that
this
entire
commission
is
going
to
have
and
and
it's
certainly
encouraged
and
expected
to
have
input
healthy
discussion
debate
about
every
one
of
the
recommendations,
except
for
the
little
language
cleanup
and
punctuation
things.
A
That's
why
we're
here
to
give
our
input
from
our
various
constituencies
and
experiences
into
what
will
be
the
final
recommendations
that
will
move
forward
to
the
public
hearings
later
in
the
year
now,
if,
if
you're
not
ready,
not
even
close
to
ready,
not
even
thinking
about
being
ready
that
I
get
it
that's
fine.
I
just
need
to
know
that,
because
you
know
otherwise
we'd
be
giving
two
minute
updates
in
september
and
october,
and
you
know
I
just
don't
know
if
that's
the
most
valuable
use
of
everyone's
time.
But
that's
just
me.
That's
just
me.
A
A
B
I
A
Okay,
very
good.
Well
maybe
we'll
do
that.
Maybe
we'll
do
that,
maybe
we'll
in
june
and
july
list
our
recommendations
have
the
discussion,
the
questions,
everything
that
we
as
commission
members
are
required
to
do
and
expected
to
do,
and
there
may
be
some
changes.
Maybe
a
group
will
say
you
know
what
based
on
this
discussion,
maybe
we
won't
put
that
recommendation
forward,
but
by
the
end
of
the
july's
commission
meeting,
which
will
be
very
important
I
would
like.
I
would
recommend
that
we
be
prepared
to
tell
the
mayor.
G
A
I
would
like
to
I
mean
we
have
you've
taken
me
to
my
next
item,
which
is
where
will
we
be
meeting
next
month,
but
I
would
like
people
to
be
able
to
see
like,
for
example,
norman.
If
there
are
four
recommendations
that
you're
committing
your
group
wants
to
put
forward
in
july.
I'd
like
for
them
to
be
able
to
see
them,
and
you
know
view
them,
take
a
look
at
them
and
be
prepared
for
the
discussion.
A
We
can
do
that
technologically
of
course,
but
if
we're
going
to
be
in
person,
that's
I
don't
know
if
that's
powerpoint
or
what
have
you
I
have
to
get
with
tamika
but
but
lucy.
I
I
I
will
honor
your
comment
and
let's
get
everything
that
we
want
to
get
in
terms
of
recommendations,
hopefully
by
the
july
meeting
and
listen
to
the
public
in
the
public
hearings
and
from
there
we
can
determine
which
we
will
vote
on
and
which
we
will
not.
J
F
A
Okay,
very
good,
I
I
say
june
and
july
hoping
that
we'll
get
a
lot
of
the
present
or
the
recommendations
in
june,
because
I
I
do
recall
from
from
the
last
time
I
served
there.
There
was
considerable
discussion
and
debate
amongst
the
committee
members
and
you
know,
rather
than
have
a
three-hour
meeting
in
june.
I
thought
maybe
we
could
present
them
all
that
were
ready
and
prepared
in
june
and
in
july,
get
into
the
debate
on
everything.
But
the
clerical
changes.
I
One
other
alternative
might
be
to
schedule
meetings
for
each.
You
know
when
each
group
presents
say
like
in
the
june
meeting
we're
gonna
take
group,
one
twos
and
maybe
three's
recommendations,
and
then
in
the
next
meeting
we're
gonna
have
intense
discussion
on
four
and
five.
You
know
let
groups
choose
which
month
they
want
to
be
scheduled
and
break
it
up
that
way.
So,
there's
more
time
for
specific
discussion.
A
We
can
absolutely
do
that
and
there
may
be
some
who
may
I
know
there
are
some
people
that
are
dependent
on
experts
coming
to
talk
to
them
about
some
of
their
issues,
they're
dependent
on
them
being
available.
So
there
may
not
be
groups
ready
in
june.
There
may
not
be
groups
ready,
so
we
can
do
that.
We
can
do
groups
one
and
two
in
june
or
two
groups-
I
won't
say
which
ones,
but
we
can
do
two
in
june
and
three
in
july
and
those
that
are
ready
and
know
they're
ready.
A
J
I
think
in
group
four,
if
I
can
jump
in
here,
I
think
in
group
four.
We
may
need
a
little
more
time
just
because
our
meetings
have
been
delayed
with
the
people
that
we
were
trying
to
review
at
least
two
of
the
offices
with.
But
I
think
that
once
we
have
those
meetings
we'll
be
able
to
make
the
recommendations
that
we
have
pretty
quickly.
A
D
And
madam
chair,
this
is,
I
think,
we're
in
the
same
situation
that
we're
dependent
upon
conversations
with
a
couple
of
key
people
to
make
some
determinations.
So
I
think
bradley.
Do
you
think
goliath.
K
B
D
A
Okay,
it
well,
let
me
ask
this:
this
might
be
easier.
Is
anybody
ready
to
present
their
recommendations
in
june,
because
if
we
need
to
move
everything
back
a
month
and
do
july
and
august,
that's
fine
with
me,
but
what
I'm
not
wanting
to
do
is
to
have
15-minute
meetings.
You
know
every
month
because
we're
just
kind
of
incrementally
getting
there.
I
wanted
to
put
some
degree
of
very
healthy
pressure
to
start
to
bring
some
the
items
to
close.
G
Madam
chair
just
a
question,
so
this
is
group
three
norman
from
group
three,
so
we've
as
a
group
we're
ready
to
close
out
our
research,
and
so
we've
only
had
clerical
changes
that
needed
to
be
made
at
this
time
now.
If
there
are
things
that
are
ongoing,
so
do
we
kind
of
cascade
into
maybe
the
fall
for
making
other
recommendations,
because
there
there
will
be
some
new
things
on
the
table
for
us
and
we
may
need
maybe
two
or
three
months
to
well
possibly
two
months
to
get
those
things
together.
A
Well,
as
long
as
it's
before
the
public
hearing,
which
I'm
I'm
not
suggesting
we
meet
in
june
and
july
in
the
public
hearings
in
august,
at
all
I
mean
we
can
take
the
entirety
of
the
time.
A
But
I
I
do
you
know
it's
a
finite
amount
of
material,
and
you
know
we
we
ought
to
be
able
to
bring
some
things
to
conclusion
or
two
ahead.
Unless
to
your
point,
norman,
there
are
some
things
that
you
know
in
september
that
might
be
impactful
on
the
the
material
from
your
working
group.
We
can
go
ahead
and
factor
that
in
and
we
can
make
sure
that
we
don't
have
the
public
hearings
before
that,
and
we
have
an
opportunity
to
get
an
update
from
your
group.
G
A
Well
that
that's
the
importance
of
the
committee
getting
together.
Undoubtedly
there
will
be
some
input
from
a
committee
member
who's
not
been
in
a
certain
working
group
to
say:
hey
well,
have
you
thought
about
this
or
you
know,
I
think,
there's
a
hole
here.
You
know.
Let
me
suggest
this,
you
know
those
are
the
types
of
things
that
should
be
coming
out
of
the
discussion
on
the
recommendations
and
then
that
gives
the
committees
an
opportunity
to
go
back
and
revisit
it.
