to

we
invited
both

through
some

auspices

overseeing
the
different
levels
of
administration.

are
overseeing
different
aspects
as
it
pertains
to
the
mayor
and
different
authorities,
boards
and
commissions,
and
so
we
felt
that
our
time
was
best
spent.
Looking
at
the
diff,
the
different
authorities,
boards
and
commissions,
so
lucy
and
clifton
did
a
great
job
walking
us
through
the
tears
of
government.
So
by
and
large,
over
90
percent
of
the
authorities
and
groups
that
are
mentioned
in
article
4
are
overseen
by
some
state
code
or
ordinance,
so
that
will
kind
of
be
the
line
of
line
of
government
that
will
be
overseeing.

So
the
goal
of
the
of
our
article
is
not
to
be
restrictive
as
it
pertains
to
which
governing
authority
is
first
or
second
position.

We
have
other
commissions
and
authorities
that
may
have
just
been
passed
over
from
the
original
city,
constitution
or
local
constitution,
and
so
those
things
are
stapled
in
so
the
way
that
works.
If
we're
addressing
anything
as
it
pertains
to
something
that
was
passed
over
from
local
constitution,
we
cannot
amend
that.
So
we
can't
go
in
and
make
minor
adjustments.
It
has
to
be
repealed
and
we
have
to
introduce
something
completely
new,
so
just
want.

people

know
that
as
you're
looking
at
these
different
authorities
boards
and
commissions,
it's
important
to
know
what
it
which,
which
one
is
the
primary
governing
body.
So
out
of
that
the
the
major
things
that
we
want
to
do
is
make
sure

there's
fair
representation
on
all
of
the
boards
and
authorities
to
to
to
ensure
that
the
community
is
well
spoken,
for.

forward

we
have

of
gone
back
and
deliberated,
but
we're
off

a
great

we

met

consists

pastor,
jimmy
elder
john
stacy
and
again
allison
dao,
so
we've
got
people
from
a
wide
variety
of
professions,
and,
and
we
are
in
charge
of
article
five,
which
is
the
judicial
system
and
article
eight,
which
are
some
miscellaneous
provisions
which
deal
with
county
officers
and
some
of
the
other
processes
of
the
city
government
that
pertain
to
budgets
and
a
few
other
things.
So
we
have
met
as
well.

The
only
court
really
that
is
directly
under
and
created
out
of
a
city
creation,
so
to
speak,
was
the
old
mayor's
court,
which
is
now
the
recorders
court.
So
we
have
reached
out
we're
in
the
process
of
reaching
out
to
council
subcommittee,
which
is
headed
by
councillor
judy
tucker
to
just
go
over
the
parameters
of
the
recorder's
court
and
make
sure
that
it's
functioning
as
it
needs
to
and
if
any
changes
are
needed
in
the
charter
that
we
can
certainly
accommodate
those
as
as
needed
or
as
warranted.

that's
really
it
for
the
court
section
article
eight,
we
are
again
gathering
information
from
a
variety
of
entities
within
the
city
that
are
involved
in
not
only
the
budget
administration
but
also
in
the
personnel
regulations
and
policies.
There
are
just
a
few
miscellaneous
provisions
that
pertain
to
those
and
we
want
to
make
sure
that
those
are
functioning
in
the
way
that
the
city
officials
need
them
to
be
and
aren't
too
cumbersome.

charter
processes
in
place
we'll
be
looking
at
sort
of
involve
the
budgeting
or
any
of
the
processes
that
may
impact
their
offices,
but
we're
not
obviously
looking
to
change
any
of
the
offices
themselves
or
the
running
of
those
offices
which
is
within
the
discretion
of,
for
example,
after
the
coroner
or
the
probate
court
or
the
tax
commissioner.
So
we
are
sort
of
information
gathering
and
sharing.

guess
what
what
each
of
us
might
know
and
have
reached
out
to
city
officials
to
help
what
we
don't
know
and
I
think
we're
making
good
progress.

think
that
we'll

we

also
an
opportunity

look
forward

what
we
might
need

review

lens
towards
today

tomorrow,

the
working
groups

thinking

discussions

point,
there's
no
bad
idea.

thinking
about

unlikely

thinking
big

five

to
your
point
about
looking
ahead.

lot
of
what
our
group
worked
on
this
past
week
was
absolutely
talking
about
not
just
the
language,
but
the
tools
that
we
have
currently
in
section
six
of
this
charter,
and
some
of
them
have
do
seem
outdated
and
looking
10
years
ahead.
What
we
can
implement
to
kind
of
bring
us
current
and
looking
ahead
for
growth,
one
of
those
things
I'll
kind
of
backtrack.
We
were
nancy
bourne
had
mentioned.

I
can't
remember
who,
at
the
first
meeting
had
said
she
had
mentioned
about
the
special
elections
in
section
6
201.
It
was
mentioned
of
45
days
and
90
days
and
to
be
consistent
with
the
state.
Currently,
the
state
is
kind
of
redoing,
some
of
the
the
rules
on
the
special
elections.
So
that's
kind
of
on
pause
for
right
now,
but
what
we
would
like
to
do
is
for
our
charter
to
mirror
what
the
states
does,
and
so
that's
kind
of
on
pause
in
the
next
30
days.
We
should
have
more.

What
we
were
looking
at
is
maybe
a
digital
aspect
to
be
added
into
the
charter,
so
when
the
petitions
are
put
in
rather
than
be
just
in
the
newspaper,
we
have
some
kind
of
digital
aspect
we
spoke
of,

bringing
someone
in
that
could
offer
ideas
on
that
and
what
what
that
would
involve,
but
I
don't
believe
in
within
10
years,
people
are
going
to
be
reading
the
notices
in
the
newspaper.

want

look
ahead

that

we
did
not
know
if
there
was
maybe
another
part
of
the
charter
that
this
covered,
but
it
seems
like
it
would
be
under
elections
would
talk
about
if
we
would
add
something
solid
kind

teeth

for
candidate
qualifications
in
columbus.

we
are
currently
working

items

our

board

kind
of

those

elections.

time
for
holding
voting
she
says,
section
1
states
election
will
be
held
in
november,
section

that
elections
for
council
mayor
will
be
held
in
nonpartisan
primary
elections.

current
state
law
provides
that
nonpartisan
elections
are
held
in
the
summer
primary
and
designated
as
non-partisan
elections,
so
that
still
goes
back

of
the
stuff,
the
state's
working
on
we're
going
to
talk

small
group

that

week
and
she
wanted
us
to
work
on
our
wording
in
section

small
group
will
be
working

that
