proposal.
We
had
asked
our
architects
that
are
under
annual
contract.
Berta,
Shah
and

are
to
submit
a
proposal
on
what
it
would
cost
for
us
to
look
at
different
options
and
to
provide
counsel
with
additional
detail
on
those
options
to
include
cost
logistics
location.
All
of
those
things
would
they
would
review
and
research
and
provide
an
estimate
back
to
Council
on
a
lot
of
different
components
of
each
of
the
four
options,
so
that
budget
proposal
was
just
over
a
million
dollars.

the
four
options
we'll
walk
through.

you

is
a
complete
demolition
of
both
the
wings
and
the
garage.
So
if
you're
familiar
with
the
government
center,

called
the
tower,
which
is
the
the
main
building,
there's
two
wings
on
either
side
and
the
parking
is
below
the
wings.
So
it's
underground
parking
so
option.

second
option
is
a
complete
demolition
of
all
the
buildings
on
this
site,
which
would
be
the
tower
the
wings
and
the
garage
and
to
provide
for
new
facilities
for
judicial
administration
and
the
parking
garage.
So
this
is
on
the
existing
site,
basically
redoing,
everything
on
that
same
site
with
a
new
parking
garage,
new
Judicial,
Center
and
new
administrative
building.

that's
what
we're
calling
option?
Two
option:
three
is
kind
of
hybrid:
it's
a
complete
demolition
of
all
the
facilities
on
the
site,
but
it
would
include
a
new
Judicial
Center
on
the
exhibit
and
the
existing
site,
a
new
judicial
parking
garage,
but
it
would
provide
for
a
government
Center
for
the
city
administration,
on
a
new
site
and
surface
parking
to
go
along
with
that
administrative
building.

fourth
option
is
new
facilities

Judicial
Center
and
a
city
administration

as
well
as
parking
facilities
for
both
of
those
building,
either
on
the
same
site

completely

it

site
and
moving
all
the
functions
to
new
sites.

maintenance
now

government
center
maintenance
currently

a
high-cost
item
with
a
more
efficient
building.
We
should
see
maintenance
cost
be
lower

utility
costs
lower,
because
we
do
spend
a
significant
amount
of
money
on
the
utilities
and
the
maintenance
for
the
government
center.
So
a
new
facility
would
actually
probably
lower
that
demand
on
the
maintenance
costs,
but
as
far
as
how
we
pay
for
the
building,
that
is
also
something
that
council
will
be
discussing,
is
the
options
for
funding.

I
was
going
to
say:
obviously
you
know
we
have
been
able
to
fund
capital
needs
through
special
purpose:
Local
Option,
Sales,
Taxes
and
we've
been
able
to
fund
most
recently
transportation
projects
through
the
transportation,
special
purpose,
Local,
Option,
Sales,
Tax
and
so
the
source
that
I
think
we
would
have
to
turn
to
would
be
a
special
purpose:
local
option,
sales
tax,
of
course,
I.
Don't
make
that
decision,
our
legislative
body,
the
mayor
and
council,
will
make
that
decision,
but
the
most
obvious
option
for
funding
would
be
a
special
purpose:
local
option
sales
tax.

Local
option
sales
taxes-
and
that
is
you,
do
bonds
to
get
a
jump
start
because
obviously
you
collect
over
a
10-year
period
eight
to
ten
years,
and
the
current
trend
of
our
sales
tax
shows
that
we
should
get
about
thirty-five
million
a
year
over
ten
years.
That
would
be
three
hundred
and
fifty
million
dollars
roughly
if
it
stays
at
that
amount.

just

I
think
the
deputy
city
manager
addressed
the
fact
that
you
know
we
have
a
47
year
old
building
and
we
have
unexpected
cost
each
and
every
day
we
spend
four
million
dollars

so
on.
Utility,

certainly
a
new
building
would
be
more
energy,
efficient
and
you're
going
to
their
their
efficiency,
saving
opportunities
with
a
new
building,
and
no
doubt
in
my
mind
at
least
it
would
cost
us
less
to
maintain
a
new
build
and
then
it
costs
us
currently
to
maintain
the
old
building
and
so
I
think.

it's
going
to
take
a
number
of
years
to
get
back
to
what
you
were
spending
on
that
old
building.
That's
what
you're
spending
on
the
new
building
the
maintenance?
Look,
it's
going
to
cost
in
maintenance
and
city
officials
have
to
figure
it
out
there.
You
know
you
can
keep
doing
what
you've
been
doing
and
keep
getting
what
you've
been
getting
in
the
old
building
or
you
can
do
something
different
and
we've
got
a
decision
to
make.
The
legislative
body
has
a
decision
and
the
citizens
who
will
ultimately
fund
it
got
to
make
a
decision.

city,

continue
to
have
court
sessions
and
do
business

day

day
basis,

what
you

should
keep
what
we
have

not
go
after

to

houses

demonstration

ago

Atlanta
they

breakout.

the
shooting
we
think
were
killed

shooting

business
since
that
time.
Unfortunately,
we
haven't
had
quite
that
problem
here,
but
it
could
happen.

council
approved
the
bond
issue,
along
with
the
South
Commons
funding,
to
address
the
fire
safety
issues
in
that
building
in
in
the
interim
time,
which
would
be
to
do
the
pressurization
of

stairwells

also
update

fire
alarm
system
in
the
building.
And
then
the
third
item
that
we're
also
looking
at
is
providing
a
sprinkler
system
throughout
the
building.
So
that
is
to
address
in
the
interim,
because
it
is
going
to
be
probably
three
to
five
year
process
before
a
new
facility
could
be
available
so
need
to
address
those
fire
safety
needs.

designed

fast

a

vetted

objective

way

look

job

the
mayor's
office
make
sure
we
have.

have
credible
complete
information,

very
narrow
price
range,

each
option
to
present
the
council.
The
only
way
we're
going
to
something
has
to
be
done
and
the
longer
we
wait,
the
more
the
meter
runs
and
more
money
where
it's
going
to
cost
the
citizens
we
just
finished.

Almost
a
6
million
dollar
fix
for
the
last
pipe
burst
and
the
longer
we
wait,
the
greater
the
likelihood
that
we're
gonna
have
to
deal
with
some
of
that
again,
so
we're
gonna
continue
to
work
by
gathering
y'all's
information.
I
have
my
opinion
on
what
you
know.
If
you
take
money
and
everything
out
of
the
equation,
I
know
what
I'd
like
see,
but
the
money
part
is
going
to
be
a
piece
of
my
opinion
as
well.

as
we
move
into
those
next
steps,
we
will
narrowly
define
what
that
what
that
cost
is
expected
to
be.
Nobody
all
console
takes
this
lightly.
They
are
they're
going
to
be
very,
very
serious
about
about
making
sure
they
have
all

information
they
need
to
gather
your
input
so
that
they
can
do
what's
right
for
the
citizens
of
this
community,

but

part

this

critical

obvious
site

jail

we
have

than
a
thousand

men
in
jail
at
this
time.

downtown

options

city-owned
land

around

be
a
better
place.

like

go

decision,

wrong
decision,

a
sitting
decision
for
their
safety
and
that's
what
we're
dealing
with
here.
