grant
funding
opportunity,
informational
video.
This
video
is
intended
to
inform
you
of
the
overview
project,
eligibility,
timelines
and
other
information
to
assist
you
in
meeting
the
needs
of
low
to
moderate
citizens
of
the
City
of
Columbus,
who
have
been
both
directly
and
indirectly
affected
by
Coppa
19.
My
name
is
Robert
Scott
and
I.
Am
the
director
of
community
reinvestment
on
my
team,
our
Maryland
Denson
program
manager,
Kevin
Garza
city
planner,
the
nice
McWhorter
Community
Reinvestment
coordinator
and
Brenda
burns,
our
finance
manager?

Our
mission
is
to
make
community
investments
that
activate
the
human,
social
and
economic
potential
of
Columbus
since
1974
the
US
Department
of
Housing
and
Urban
Development
through
the
implementation
of
the
Community
Development
Block
Grant
Program
has
invested
144
billion
into
communities
nationwide.
The
CDBG
program
is
the
primary
source
of
funding
used
to
provide
decent
housing
and
suitable
living
environments
and
the
expansion
of
economic
opportunities,
principally
for
low
and
moderate
income
persons.
A
The
City
of
Columbus
has
received
nine
hundred
and
eighty
1189
dollars
in
funding
through
the
coronavirus
aid
relief
and
Economic
Security
Act
through
HUD
to
support
critical
community
services.
During
the
kovat
nineteen
pandemic,
these
funds
may
be
used
to
cover
or
reimburse
allowable
cost,
to
prevent,
prepare
for
and
respond
to
coronavirus
in
its
impact
on
local
communities
through
partnerships
with
nonprofit
agencies
who
administer
programs
directly
to
individuals.
The
proposed
CDBG
activities
must
meet
the
CDBG
national
objective
of
benefitting
low
to
moderate
income
persons
or
serve
low
to
moderate
income
census,
tracts.
A
Cdbg
cv
funding
could
be
used
for
buildings
and
improvement.
This
includes
modifications
to
public
facilities
to
establish
an
infectious
disease
prevention
or
treatment
clinic,
for
example,
CDBG
CD
funds
can
be
used
to
supplement
hospital
capacity
measures
by
providing
additional
facility
space
through
rehabilitating
existing
community
centers.
An
existing
community
center
can
range
anywhere
from
government,
educational
or
recreational
facilities.
It
should
either
be
located
within
a
moment.
Income
census
tract
or
the
individuals
being
served
must
be
low
to
moderate-income
CDBG
cv.
A
Funds
can
be
used
to
assist
organizations
with
any
medical
expenses
that
are
associated
with
carrying
out
any
serological
or
antibody
tests.
Cdbg
CB
funds
can
be
used
to
assist
eligible
nonprofit
or
human
service
agencies
with
payroll
expenses.
Payroll
expenses
include
the
sum
paid
to
employees,
as
well
as
any
associated
expenses
such
as
employee
benefits
in
state
and
federal
payroll
taxes.
To
save
more
succinctly,
the
gross
amount
employees
aren't
in
a
respective
paychecks.

It
is
important
to
note
that
this
category
is
only
eligible
for
organizations
who
provide
ongoing
services
dedicated
to
mitigating
and
responding
to
the
Cova
19
public
health
emergency
and
its
impact
on
our
local
community.
Due
to
the
Cova
19
pandemic,
it
is
anticipated
that
telecommuting
will
likely
continue
to
ensure
public
health
precautions
and
safety
as
such
CDBG
CB
funding
can
be
used
to
make
investments
and
telework
capabilities
as
more
and
more
nonprofit
agencies
continue
to
shift
towards
tella
community.
A
In
addition,
CDBG
cv
funding
can
be
used
to
facilitate
technological
investments
and
improvements
to
assist
distance
learning
from
home,
as
schools
have
been
forced
to
close
and
children
are
being
educated
remotely.
Now
we
will
talk
about
direct
services
to
clients,
CDBG
cv
funds
can
be
used
by
nonprofit
organizations
to
provide
testing
diagnosis
or
other
services
at
a
fixed
or
mobile
location.
The
funding
can
be
used
to
acquire
equipment,
supplies
and
materials
to
carry
out
a
public
service.
This
includes
things
like
personal
protective
equipment.
A
Things
like
masks
gloves
artificial
barriers,
sanitation
supplies
such
as
liquid
dispensers
and
wipes,
as
well
as
other
supplies
to
help
organizations
respond
to
COBIT
19
impact
on
our
local
community.
It
can
also
be
used
to
deliver
meals
to
individuals
that
need
to
maintain
social
distancing,
including
senior
citizens
and
other
vulnerable
populations,
and
a
continuation
of
direct
services
to
clients.
Cdbg
cv
funds
can
be
used
by
nonprofit
organizations
to
be
reimbursed
for
expenses
to
care
for
homeless
or
those
at
risk
of
becoming
homeless.
A
Due
to
the
courts
being
closed,
a
backlog
has
been
created
for
those
who
are
at
risk
of
becoming
homeless
and,
as
each
day
passes,
these
households
seek
further
and
further
into
debt.
Thus
further
jeopardizing
housing
stability.
These
funds
can
be
used
to
pay
up
to
six
months
of
rent
arrears,
provide
short-term
rental
assistance
for
one
to
three
months
and
the
provision
of
utility
payment
assistance.
As
mentioned
earlier,
cdbg
cv
funds
are
a
special
allocation
of
federal
grant
funding
due
to
its
limited
resources.
It
must
be
utilized
in
the
most
efficient
manner
possible.
A
The
following
activities
are
considered
ineligible.
Therefore,
CDBG
funding
cannot
be
used
for
the
following.
It
cannot
be
used
to
pay
for
damages
covered
by
insurance.
It
cannot
be
used
to
cover
expenses
that
have
been
reimbursed
under
other
federal
programs.
This
would
be
an
example
of
double
dipping,
which
is
not
an
efficient
use
of
funds.
It
cannot
be
used
for
workforce
bonuses
other
than
for
hazard,
pay
or
overtime.

the
application
process,
the
application
will
be
open
to
be
completed
and
submitted
between
July
13th
through
July
24th
applications
will
be
completed
and
submitted
online
and
will
be
accessible
via
the
Community
Reinvestment
page
or
the
city's
website,
as
well
as
through
our
page
on
Facebook.
All
applications
must
be
submitted
electronically
by
July
24th
at
11:59
p.m.
once.
The
application
period
is
closed.
We
will
review
and
score
each
application.

make
recommendations
for
funding
to
City
Council,
based
on
the
scores
of
the
applications
which
is
based
on
the
scoring
criteria
included
in
the
application.
We
expect
to
move
quickly
to
execute
agreements
with
the
expectation
that
we
will
issue
notices
to
proceed
no
later
than
August
31st.

application

is
okay
to

the
community

that

technical
assistance
as
needed,
technical
and
general
questions
above
the
applications
are
welcome.
However,
a
specific
application
review
will
not
be
offered.

able
to
tell
you
how
to
answer
questions
only
in
interpretation
of
the
question.
This
is
important
to
maintain
the
integrity
of
the
process,
so
please
respect
these
boundaries.
Secondly,
tell
us
everything
about
your
proposed
project,
use
the
project
description
to
be
highly
descriptive
about
your
organization
and
provide
all
the
details
of
your
proposed
project.
If
the
description
leaves
us
with
questions,
this
could
affect
your
overall
score.
Tell
us
your
story
be
as
objective
as
you
can
possibly
be.
A

will
help
us
to
determine
how
your
proposed
project
will
meet
and
identify
a
need
within
the
community.
Next
be
thoughtful
about
identifying
beneficiary
goals
you
will
be
held
to
them.
Choose
a
realistic
number
of
beneficiaries
comparable
to
the
requested
funding
amount
and
remember
that
you
must
maintain
documentation
of
those
served.

Don't
give
us
inflated
of
beneficiaries,
because
when
we
have
to
compare
actual
numbers
serve
to
those
that
we
intended
to
serve
as
identified
in
our
annual
action
plan,
we
will
appear
as
an
underperforming
community,
which
is
most
certainly
not
how
we
choose
to
be
identified
in
the
event.
You
are
not
awarded
your
full
request.
We
will
work
with
you
to
make
sure
we
set
a
stretch
goal
for
you
to
try
to
attain
and
in
terms
of
person,
served
in
your
awarded
project.
Lastly,
use
the
application
ratings
form,
as
your
guide
then
mocks
for
your
application.

criteria
will
be
helpful
in
determining
how
well
your
application
was
written
as
an
extra
tip
or
bonus.
Let
someone
score
your
application,
who
is

project
