From YouTube: Charter Review Meeting 04 15 2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
If
you
have
any
additional
guidance
for
us,
but
that's
the
direction
that
we're
going,
is
to
move
them
into
to
partisan
or
make
that
recommendation,
and
as
far
as
the
term
limits,
we
were
suggesting
for
those
term
limits
to
be
two
term
limits
as
well
to
mirror
what
the
mayor's
term
may
be.
B
And
I'm
assuming
again
that
this
is
you're
reporting
the
discussion
of
these
two
issues
and
that
at
such
time,
when
you're
willing
to
make
a
recommendation
about
them
going
for
consideration
before
the
entire
commission,
we
will
do
that.
Then.
A
Yes,
yes,
ma'am
the
reason
we
wanted
to
put
it
out
just
to
let
everyone
know
what
we're
discussing
so
that
way.
If
anyone
has
any
ideas
or
any
thoughts,
we
certainly
welcome
feedback
from
any
member
of
the
commission
before
we
present
it
to
the
full
commission.
We
didn't
want
to
be
transparent
and
keep
that
open.
But
at
this
time
we're
not
prepared
to
make
a
recommendation.
B
We
will,
of
course,
when
working
groups
begin
making
recommendations
from
working
groups
that
we
think
are
worthy
of
moving
forward
to
to
to
the
public
hearing
to
the
ballot.
We
will
discuss
them
formally,
but
now
is
a
great
time
again
to
join
the
working
groups
and
get
into
the
discussion
early
on
as
well
all
right.
Thank
you
group.
Two.
We
want
to
double
back
to
group.
One
tyson
are
you
plugged
in?
B
B
C
Can
hear
you
awesome
sorry
about
that,
so
I
missed
some
of
the
other
conversation.
We're
sit,
we're
still
in
a
research
phase,
we're
not
ready
to
make
any
recommendations.
Yet
we've
been
focused
on
the
millage
rates,
trying
to
understand
the
different
mild
rates,
the
purpose,
how
they're
calculated
how
the
aggregate
adds
up
how
the
which
are
exempt
from
the
homestead
exemption
and
we've
also
been
looking
at
the
tax
map.
C
You
know:
we've
received
an
initial
table
of
the
millage
rates,
received
an
updated
tax
map,
but
we're
still
researching
those.
It's
been
delayed
a
little
bit
just
because
I
know
this
is
coinciding
with
the
the
next
budget
preparation,
but
I
think
that
after
that's
presented
next
week,
we
should
be
able
to
move
a
little
bit
faster.
C
C
We
also
plan
to
discuss
tabs
in
that
main
meeting,
and
that's
really
you
know
it
for
now.
Just
continuing
that
financial
research
and
meeting
with
lucy
discuss
disposition
and
tads.
B
Very
good,
I
know
you
you're
gathering
a
lot
of
information
tyson
and
it
makes
perfect
sense
with
the
the
material
that
you're
working
with
and
in
group
number
one
and
as
soon
as
as
you
get
kind
of
common
definitions
and
understanding
of
everything
which
is
no
small
feat.
I
I
know
that
you
know
you
guys
can
dive
deep
into
kind
of
where
we
are
financially
and
where
we
want
to
go.
So
thank
you
for
that
work
and
for
all
the
research
that
you're
doing.
D
D
There
are
some
titles
that
may
have
been
labeled
incorrectly
and
so
with
the
guidance
of
clifton
and
lucy,
we're
making
some
of
those
adjustments
also
more
formally
we'll
present
some
some
of
the
information
as
pertains
to
term
limits
on
boards.
D
So
there
were
some
things
that
were
not
defined,
that
maybe
the
council
has
just
kind
of
more
autonomy
and
how
they
are
addressing
those
things
getting
a
little
bit
of
feedback
there.
Somebody
may
have
their
their
mic
open.
So
there's
an
echo
if
but
I'll
push
through
that
there,
the
biggest
thing
that
we
wanted
to
present
there
to
the
group
to
today
is
the
hospital
authority.
D
So
if
you've
been
in
columbus
for
a
while
or
you
are
privy
to
this,
you
know
that
the
city
had
its
own
hospital
at
one
time
and
collected
tax
dollars
to
support
certain
operations
well
that
tax,
even
though
the
hospital
has
been
sold.
It's
still
being
collected:
okay,
am
I
muted
there?
Okay,
it's
still
being
collected,
which
means
that
those
are
tax
dollars
that
are
going
into
private
coffers
are
going
to
to
support
a
a
private
corporation.
D
So
with
that,
being
that
being
the
case,
we
want
to
look
a
little
closely
a
little
more
closely
at
the
accountability
and
the
responsibility
to
taxpayers,
how
that's
being
utilized
we're
working
hand
in
hand
with
group
one
tyson,
and
I
already
had
a
conversation
because
they
are
overseeing
the
budget
and
and
things
of
that
nature.
So
we
want
to
figure
out,
come
to
an
agreement
there
and
figure
out
how
we
want
to
formally
roll
that
out
to
the
group
and
to
ensure
that
we
we
have
as
much
organized
as
we
can
before.
D
We
have
that
discussion,
but
here
in
the
next
month
or
two
we'll
have
a
lot
of
things
to
push
out
formally
and
again
audrey.
I
know
you'll
be
able
to
spend
some
time
with
us
next
month.
So
if
there's
some
questions
that
you
have
about
it,
please
let
us
know,
and
we
invite
anyone
else
from
the
commission
to
join
us
as
well.
B
D
That's
correct,
so
it's
under
contract
the
biggest
thing
there
and
which
was
actually
brought
up
by
one
of
our
group
members
chris
whiteman,
is
that
if,
if
we
have
all
private
companies,
then
there's
the
the
question
of
fairness,
who
gets
the
contract?
Who
gets
the
dollars
and
then
from
the
corporate?
Sorry
from
the
city
standpoint
or
from
a
citizenship
standpoint?
D
What
is
the
actual
benefit
to
the
community
and
how
is
that
being
overseen?
It
would
be
similar
to
a
federal
grant
where
they
have
certain
things
that
they
have
to
fill
out
or
that
they
have
to
be
accountable
to
to
the
powers
that
be
and
and
how
they're,
using
those
funds
responsibly
and
serving
the
community
so
just
something
to
bring
to
the
table.
If
just
for
for
conversation.
B
F
So
I
was
not
able
to
make
our
small
group
meeting
at
the
last
ones.
I
I'm
gonna
defer
to
brad
or
oz
that
they
have
comments
to
add
the
the
piece
that
we
were
looking
at.
We
were
with
article
six
and
the
appendix
is
nancy.
Bourne
had
asked
us
to
review
on
the
the
charter
and
kind
of
line
up
our
special
elections
with
the
state
special
elections.
F
I've
not
been
able
to
get
with
the
state
legislature
on
what
they
are
doing,
because
they
are
changing
some
things
on
the
state
level,
and
so,
in
order
to
merit,
I
need
to
know
what
they
are
doing,
but
they
just
got
out
of
session,
so
it
is
I'm
looking
at
trying
to
meet
with
them
in
the
next
a
couple
of
them
in
the
next
couple
of
weeks,
and
hopefully,
next
month
after
we
have
our
small
group
meeting,
we
can
have
a
recommendation
for
our
charter
on
that
and.
F
Yes,
I
watched
the
video
of
it.
I
watched
the
video
but
unfortunately
was
not
able
to
make
it,
so
I'm
glad
you're
able
to
attend,
and
hopefully
we'll
have
something
real
soon
on
the
state
elections.
Part.
B
Okay,
very
good
eyes
or
brad
did
you
all
want
to
add
anything.
G
Well,
this
is
odd.
I
know
that
we
had
some
discussion
around
the
qualifications
for
mayor
that
are
that
we
thought
that
was
kind
of
part
of
ours,
but
we
looked
and
I
think
audrey
you
helped
us
to
realize
that
I
think
article
four
kind
of
deals
with
that,
but
we
did
have
some,
but
we
may
get
with
them
per
our
discussion
to
see
what
it
is
that
we
might
be
able
to
to
to
enhance
that
in
some
way.
I
B
Right
well,
if
there
are
nothing
else
from
that
group
y'all,
forgive
me
I
I
forget
which
group
we're
on
is
that
four
or
five
we
were.
B
A
B
J
A
group
I'm
in
group
four,
I
didn't
make
the
meeting
last
time
but
ben
had
a
a
few
articles.
J
He
was
going
to
bring
in
reference
to
the
court
systems,
and
I
I
think
I
saw
him
on
here,
but
he's
not
not
with
us
anymore,
and
the
second
thing
that
we
had
discussed
and
talked
about
is
that
if
a
city
retired
employee
runs
for
mayor
or
office,
they
lose
part
of
their
conversation
compensation
when
they
do
that,
and
that
was
one
of
the
articles
we
were
discussing
with
with
jimmy
elder
and
in
our
group,
but
that
we're
supposed
to
meet
at
eight
o'clock
in
the
morning
next
week.
J
So-
and
I
was
just
wondering-
is
there
going
to
be
an
opportunity
for
us
to
all
meet,
maybe
at
the
trade
center,
where
we
have
a
big
conference
table
so
where
we
meet
in
person
and
then
break
out
into
our
meeting
groups
and
then
break
out
and
come
back
together.
J
I
think
it's
might
be
something
that
that
might
be
feasible
to
get
a
better
understanding
where
each
group
meets
on
a
certain
day.
I
don't
know
if
it's
possible,
but
I
then
come
back
together
as
a
as
a
full
group
like
this,
to
discuss
our
issues.
B
Yeah
we
we
have
pretty
much
left
the
scheduling
of
the
working
groups
to
those
people
in
the
groups.
It's
probably
much
more
important
that
they
be
able
to
have
a
date
that
is
okay.
J
B
So
we've
got
one
more
month
unless
somebody
wants
to
revisit
it.
We've
got
one
more
month
per
last
month's
vote
to
meet
virtually
as
a
commission.
J
B
All
right,
but
but
thanks
for
that
question
did
any
let's
say
who
have
we
missed?
Has
any
group
not
reported.
I
K
B
No
worries
it
it
it
happens.
Well,
if
everyone
has
has
reported
again,
I
mean
now,
you
guys
are
making
great
progress.
Some
of
the
groups,
you
know,
have
a
considerable
amount
of
research
and
things
to
do
before.
I
know
we're
prepared
to
make
recommendations
but
we're
making
good
progress.
I
I
want
to
encourage
those
of
you
who
can.
I
know
tamika
sends
out
the
the
working
group
information
if
you
can
attend
a
group,
especially
if
you've
got
a
an
issue
or
a
question
you
want
raised.
I
know
the
groups.
J
I've
got
one
other
thing.
If
I
can,
I
said
our
attorneys
are
on
the
line.
Would
lizzie
research
that
and
see
if
I'm
correct,
about
losing
pay,
for
instance
the
mayor's
running
he's
if
he
was
retired,
does
he
lose
his
pay.
L
J
L
J
What
what
steps
is
the
next
step
that
so
we?
What
steps
would
we
do
to
change
that
go
before
the
pension
board.
L
Well,
that
would
be
one
option.
Yes,
you
could
identify
it
as
a
problem
and
asked
to
speak
to
the
pension
board
about
it
and
then
typically,
they
would
have
the
actuary
look
into
the
impacts
of
making
such
a
change
to
the
plan
and
advise
the
board,
and
then
they
would
pass
it
along
to
council
either
with
a
recommendation
of
approval
or
disapproval.
E
L
J
B
All
right,
one
housekeeping
item
that
I
forgot.
I
did
not
commence
the
meeting
with
the
approval
of
the
minutes.
We
did
receive
the
minutes
in
advance
when
to
send
them
out,
as
everybody
had
a
chance
to
read
them
and
are
there
any
issues
with
the
minutes,
any
omissions
or
anything?
B
Okay,
very
good,
all
those
in
favor,
please
say:
aye,
bye,
any
opponent.
Okay!
Thank
you!
So
much
and
again,
as
I
mentioned,
we
we
did
last
month
agree
by
vote
to
meet
in
virtually
april
and
may,
and
so
unless
there's
any
reason
to
revisit
that,
then
we've
got
one
more
month
virtually
and
we'll
look
to
revisit
it
in
the
may
meeting
as
to
whether
we
will
meet
in
person
where
all
of
that,
so
we
will
be
on
the
lookout
for
the
zoom
information
from
tamika
and
conduct
our
may
meeting
virtually.
M
Hey,
madam
chair,
this
is
clifton
again
april
30th,
the
governor's
health
emergency
may
be
extended.
We
just
don't
know
if,
for
some
reason
it's
not
we'll
get
ahold
of
you,
so
you'll
know
that
we
might
have
to
have
an
in-person
meeting
at
the
trade
center
or
somewhere
else
for
mine.
B
Yeah,
well,
that
was
actually
in
the
motion.
I
didn't
summarize
it
completely,
but
we
included
that
dependent
upon
the
governor's
action
with
the
emerge
state
of
emergency.
So
if,
if
it's
lifted,
will
we
revisit
it?
We
certainly
want
to
be
in
compliance
and
if
it's
not
we'll
we'll
move
forward
with
our
plans
to
to
meet
virtually
in
may.
E
Audrey
or
tamika
how
many
people
are
on
this
call
right
now
I
got
a
call
from
I
got
a
text
from
jimmy
elder.
That
said,
he
was
having
he
couldn't
get
on
and
I
didn't
know
are
we
having
technical
problems
throughout
and
some
of
us
were
lucky
to
get
on
and
some
couldn't.
I
There
are
14
people
on
right
now,
I'm
not
sure.
What's
going
on,
I
haven't
gotten
anything.
I
haven't
received
anything
from
anyone,
except
for
alton,
alton
russell
he's
the
only
person
that
said
that
he
was
not
able
to
get
on.
He
asked
me
to
resend
the
link
and
I
did
we
send
him
the
link,
I
don't
know,
but.
I
B
I
B
E
E
B
If
not,
then
again,
thank
you
for
your
efficiency
and
productivity
in
conducting
this,
and
thank
you
again
for
the
work
on
the
front
end
that
goes
into
preparing
the
working
groups
for
updates,
and
I
look
forward
to
being
able
to
participate
in
more
of
those
in
this
coming
month.
So
if
there's
nothing
else
to
come
before
the
group,
then
I
will
call
the
meeting
adjourned
and
see
everyone
soon.
