we
have
City
staff
here
as
well,
introduce
our
city
manager,
Isaiah,
Hughley,
Deputy
city
manager,
Lisa
Goodwin,
and
then
we
have
multiple
department
heads
that
are
here
to
answer
any
questions
that
anyone
might
have
related
to
a
request
that
has
been
submitted
by
the
Departments
but
I'm
going
to
walk
through
this
presentation,
and
then
the
purpose
of
this
evening
is
to
get
input
from
citizens
on
how
they
think
the
ARP
Phase
2
funding
should
be
allocated.
So
we
want
to
hear
your
suggestions,
we'll
be
taking
notes
of
all
those
suggestions.
A
I
will
also,
at
the
end,
provide
you
an
email
so
if
you're
watching
online
and
want
to
provide
a
suggest
question
on
something
that
should
be
considered
with
ARP
funding.
You'll
have
an
opportunity
to
do
that.
We
plan
to
come
back
to
council
sometime
in
November
with
a
recommendation
through
the
city.
Manager's
office
on
how
ARP
funding
should
be
allocated,
and
then
it
will
be
a
council
decision
on
that
final
recommendation,
so
we'll
go
ahead
and
get
started.

I
just
want
to
kind
of
walk
through
where
we
are
with
ARP
and
the
phase
one
funding
and
then
go
into
the
phase
two
funding
as
well.
So
again
the
American
Rescue
plan
ARP
was
an
act
in
2021
and
it
was
signed
into
law,
March
11th
of
2021,
and
it
was
1.9
trillion
dollars
of
economic
relief
after
the
the
impact
of
covid.
So
this
is
in
response
to
the
covid
pandemic.
A
The
city
was
allocated
because
we
are
a
Consolidated
Government
city
and
county
funds,
so
our
total
allocation
was
78
million.
We
received
the
first
39
million
back
in
2021
and
then
in
June
of
this
year,
the
second
39
million.
So
we
have
received
the
funds
that
were
allocated
to
the
Columbus
Consolidated
Government
through
the
American
Rescue
plan.

The
costs
have
to
be
from
March
3rd
to
December
31
of
24,
so
they
have
to
be
incurred
and
then
expended
within
the
following
two
years
by
December
31
of
2026..
There
is
a
lot
of
financial
reporting,
that's
required
for
this
on
a
quarterly
basis,
and
there
is
a
final
rule.
There's
a
frequently
asked
questions
that
the
treasury
release
that
we
must
follow
so
I'm
just
going
to
go
through
how
the
phase
one
is
being
utilized
for
the
good
of
the
community,
and
the
first
thing
was
the
automation
of
garbage
collection.
A
Of
course,
garbage
collection,
as
we
know,
was
really
impacted
through
the
covid
pandemic,
one
we
had
difficulty
with
inmates
and
so
we're
trying
to
make
that
process
more
streamlined
and
easier
for
Citizens
and
providing
less
inmates
on
the
back
of
garbage
trucks.
So
this
will
be
automation,
so
a
lot
of
the
truck
will
actually
handle
the
trash
collection,
and
so
there's
not
inmates
or
employees
that
are
having
to
do
that
handling
of
garbage.
That
is
in
process.
The
trucks
have
been
ordered.
We
have
the
bins
most
of
the
citizens.

Another
item
that
was
utilized
in
the
phase
one
funding
was
the
purchase
of
ambulances.
We
anticipate
delivery
of
those
in
the
next
month
or
so
we
also
allocated
Community
what
we
call
Community
Safeguard
programs
to
include
cure
violence,
summer,
youth
and
Youth
Development
programs,
cameras
throughout
the
city
and
also
well.
Those
were
the
three
items
in
the
community
Safeguard
program.
We
have
expended
some
funds
with
cure
violence,
they're
getting
ramped
up,
hiring
employees,
the
camera
system.

We
were
able
to
utilize
the
first
phase
for
revenue
recovery,
so
this
is
to
replace
Revenue
that
was
lost
by
the
government
at
3.5
million
hotel,
motel
tax
recovery.
Obviously,
when
the
shutdown
happened,
a
lot
of
our
hotels
were
shut
down,
and
so
that
impacted
our
hotel,
motel
tax
revenue
as
well
as
the
general
fund,
and
then
we
also
did
premium
pay
for
Public,
Safety
and
other
essential
employees.
We
had
originally
budgeted
5
million,
but
the
amount
expended
was
3.7
million
and
that
was
paid
to
all
eligible
employees.
Last
October.
A
The
small
business,
non-profit
and
economic
tourism
grant
program
that
was
four
million
eight
hundred
and
fifty
thousand
that
has
been
expended,
we're
finishing
up
this
initial
round
of
ARP
funding
and
I'll
kind
of
talk
about
the
second
round
from
a
different
funding
source,
but
that
has
been
completed
and
then
we
also
had
some
Administration.

So
I
want
to
talk
just
a
few
minutes
about
the
state
fiscal
recovery
funds.
In
addition
to
the
4.8
million
that
we
expended
for
small
business
and
non-profit
grant
program,
we
also
applied
and
received
4
million
dollar
allocation
from
the
state.
This
is
three
million
dollars
for
small
business
and
one
million
dollars
for
non-profits.
So
we
have
executed
our
contract
with
the
state.
We
have
revised
their
criteria.
We
heard
some
things
with
the
original
small
business
grant
program
that
we
have
made
some
adjustments
in
the
criteria.

Www.Columbusga.Gov
ARP
will
be
where
all
the
guidelines
are
be
housed.
The
application
process
of
the
chamber,
Greater
Columbus
Chamber
of
Commerce,
is
who
we're
partnering
with
on
this
program.
They're
going
to
be
having
workshops,
we
also
with
our
community
reinvestment
director,
Rob
Scott,
will
be
holding
workshops
to
assist
businesses
and
non-profits
with
completion
of
these
applications.
Getting
the
forms
together
and
helping
businesses
and
non-profits
take
advantage
of
this
program.

lot
of
the
department
heads
are
here
this
evening.
So
if
there's
a
question
on
a
specific
request,
they're
here
to
answer
those
questions
as
well,
so
just
to
kind
of
get
started
and
again
these
are
requests
from
departments
that
are
being
evaluated.
Community
reinvestment.
We
have
heard
a
lot
about
affordable
housing
and
the
need
for
affordable
housing,
and
we
know
how
important
affordable
housing
is.
Community
reinvestment
has
submitted
a
request
for
11
million
dollars
for
affordable
housing.

The
I.T
department
has
submitted
requests
for
totaling
4.87
million,
and
this
is
it
related
things
throughout
our
city,
anywhere
from
upgrading
the
computer
lab
to
backup
systems
to
security,
switches,
Wi-Fi
and
Our
IT
director
is
here.
If
there's
a
specific
question
about
any
of
these
requests,
that's
been
made
by
the
I.T
Department
firing.
Ems
has
submitted.

The
coroner
has
submitted
forty
six
thousand
dollars
for
body
bags,
full-time
transport
driver,
four-door
body
or
four
body
oversized
cooler.
Unfortunately,
covid
has
provided
an
increase
in
the
business
for
our
coroner,
which
is
very
unfortunate,
but
it
does
put
a
strain
on
his
office
as
well
the
police
department,
just
under
10
million
dollars.
They
have
a
lot
of
requests
related
to
the
operations
of
the
police
department.
Things
for
their
training
facility,
prisoner
processing,
evidence,
storage,
9-1-1,
console
replacement,
vehicle,
Bay,
painting
and
floor
resurfacing.
The
gun
buyback
program.

The
city
manager's
office,
seven
hundred
thousand
one
to
apply
replace
a
lot
of
the
equipment
in
this
ccg
Council
chamber.
So
we
can
continue
to
provide
Council
meetings
to
the
public
through
ccg
TV,
as
well
as
a
program
through
family
connection
for
a
navigator
program.
This
is
to
assist
citizens
and
each
one
of
the
council
districts
with
access
to
information
related
to
any
program,
that's
provided
and
to
help
citizens
navigate
their
way
through
programs,
so
they
have
a
contact
person
to
call.

So
this
is
something
for
Family
and
Children
Services
through
our
family
connection
office
in
the
city
manager's
office,
the
Trade
Center,
just
under
5
million.
Again,
this
is
upgrades
to
that
facility
due
to
covid
things,
you
don't
really
think
about,
but
Air
Handlers,
professional
air,
duct
cleaning,
and
this
is
again
to
clean
the
air,
touchless
faucets
renovation
of
the
elevators
restroom
automation.
So
so,
you're,
not
everybody's,
not
touching
light
switches
and
faucets
and
and
a
lot
of
automatic
doors.

Restroom
upgrades
upgrade
to
the
generator
and,
as
I
mentioned
in
phase
one,
we
are
in
the
phase,
one
of
the
ARP
funding.
We
did
the
camera
program.
This
would
be
the
balance
of
that
camera
program
to
continue
to
outfit
the
city
with
cameras
and
phase
two
and
phase
three
of
that
program
is
4.8
million,
and
then
revenue
recovery
is
projected
at
about
10
million
dollars
that
can
be
utilized
through
the
ARP.

For
the
general
government
revenue
recovery-
and
these
are
just
some
other
requests
that
have
been
submitted
by
departments-
City,
Hall
security,
a
program
for
food
insecurity
due
to
covid
broadband
access.
The
United
Way
poverties
are
they've
submitted
for
a
program
that
would
attack
poverty
in
our
community
and
try
to
address
some
issues
with
poverty.

We
do
have
a
high
rate
of
poverty
here
in
Muskogee
County,
true
Springs
fiber,
improving
our
fiber
throughout
our
community,
a
command
center
Street
lighting
to
improve
the
street
lights
and
make
it
brighter
and
in
in
all
areas
of
the
community.

So
again
we're
having
this
meeting
tonight.
We
want
to
hear
input
from
citizens
on
their
thoughts
of
how
ARP
funding
should
be
allocated
and
we're
here
to
listen
to
those
citizens
and
I
will
provide
my
email
address
for
those
who
are
watching
from
home,
who
want
to
submit
their
comments
for
consideration
and
what
we're
planning
to
do
is
review
those
submissions
and
make
a
recommendation
to
the
city
manager
and
that
will
be
a
recommendation
to
City
Council
on
in
November
at
one
of
the
council
meetings
in
November.

putting
together
such
a
comprehensive
plan.
You
know
when
you
look
at
this
holistically.
It
really
I
think
upticks
our
Pro,
our
services
that
we
have
here
in
this
in
this
in
the
Consolidated
Government
I
mean
you
know
we
talk
about
the
EMS
and
and
all
the
different
technical
I.T,
the
things
that
I
mean
it
really
enhances
and
it
lifts
everybody
up.

So
congratulations
on
that
a
couple
of
questions
with
regard
to
the
non-profits,
and
forgive
me
for
repeat
myself,
because
I
asked
you
that
this
morning,
but
I'm
asking
you
in
the.

Today
there
was
a
disparaging
between
what
was
given
to
small
businesses
and,
what's
given
to
to
non-profits-
and
you
know
the
cost
of
doing
business
as
a
non-profit.
It
really
is
no
different
than
the
cost
of
doing
business
as
a
as
a
business.
I've
I've
had
a
small
business
and
I
run
a
non-profit
now
and
there
is.
It
really
is
very
low
differences
in
the
cost
of
doing
business
and
so
I.
My
question
is:
is
that
does
that
have
to
stay
that
way
as
far
as
25
000
to
40
000?

That's
a
pretty
significant
amount
and
I
know
you're
trying
to
spread
it
around,
but
it
should
be
spread
around,
like
I,
believe
in
the
more
Equitable
fashion.
But
you
know
between
all
non-profits
and
all
small
businesses
either.
Maybe
everybody
get
35
000
or
something
you
know
to
that
fashion.

Yeah
and
and
I
you
know,
I
answered
you
this
morning
and
and
we'll
look
at
that
I
mean
those
were
just
figures
that
we
came
up
with
and
submitted
through
the
program.

did
have
a
much
greater
interest
from
the
small
businesses
than
we
did
for
non-profits
in
our
initial
allocation
that
we
received,
we
did
not
receive
very
many
non-profits,
and
so
the
balance
of
that
funding
was
moved
over
to
small
business
and
we
have
even
more
small
businesses
who
have
qualified
under
the
initial
program,
but
we
ran
out
of
funding,
but
we
will
look
at
that.

your
question
was
this
morning,.

you

during
the
covert
times
one
of
the
things
we
do
at
the
Urban
League
is
we
deal
with
Workforce
Development
and
the
workforce
was,
you
know,
highly
hurt
during
the
pandemic
period
And.
So
as
we
as
we
have
come
out
of
covet
what
we
realized
and
experiences
that
a
lot
of
our
a
lot.

And
the
words
of
my
mouth
and
the
meditation
on
my
heart
be
acceptable.
In
that
sight,

strengthen

You
had
up
there
all
those
agencies,
we
take
care
of
them
with
the
sales
taxes.
Already
the
main
this
money
should
be
going
to
the
citizens
of
Columbus.
You
have
too
many
homes
with
blue
tops
on
cuts,
the
roof,
ain't
working
and
it's
going
to
be
expensive
to
fix
them,
because
this
is
nonsense.
Sales
tax,
which
I
love
sales
tax
I,
don't
mind
that,
but
now
Folker
get
them
ready
to
Rob
Scott.

Whatever
his
name
is
and
let
him
let
these
people
apply
for
a
grant
to
get
their
Roots
fixed
cleaning
out.
Most
of
your
home
got
window
units.
We
we
built
the
projects
back
and
they
got
central
air
and
he
you
got
a
lot
of
people
right
here,
still
running
away.
I
wonder
you
know
I'm
one
of
them
in
my
light
me
of
400,
because
I
can't
afford
it,
but
a
lot
of
people
can't
let
them
apply
for
central
air
and
heat,
because
air
quality
is
what
keep
us
the
black
and
brown
Community.

It's
the
air
quality
in
the
home,
the
golf
two
million
dollars
we
every
kind
of
look
around.
We
got
to
pay
I
I
used
to
know
all
along
figures.
Everything
up
there,
I
I
agree
with
it,
but
we
already
take
care
of
those
people
with
the
sales
tax.
It's
time
for
y'all
to
do
something
for
the
citizens
of
Columbus
all
that
storm
water
damage
now
ate
up
plenty
of
driveways.

neighborhoods
put
the
streaks
back,
because
you're
gonna
put

street
back,
because
we
gonna
work
on
that
I'm
gonna
work
with
y'all
as
good
as
I
could
get
these
Street
paid
because
I
look
very
last

you

I'll.
Take
you
to
court
just
as
quick
as
I.
Can
that's
our
community
building
that
because
I
take
School
Board
to
score
to
court
to
get
this.
But
we
need
to
forget
all
this:
the
ambulance.

paid
for
them

sales
tax.

got
two
losses.
We
got
the

loss
and
we
got
the
Olaf

spending
wrong,

we'll
fix
that

get
sales
taxes
whenever
you
want
to
that,
takes
care
of
all
of
that
other
stuff.
Do
something
for
these
neighborhoods
go
get
these
people
from
Central
land.

owner

work

owner,
give
it
to
the
rental
people,
the
people
that
own
the
rental
property

help

communities

build
them

they

where

live

remember
one
thing:
you
built
North
Columbus
off
the
back
of
South
Columbus
and
one
thing
about
it:
it's
a
difference
between
home
ownership
and
a
mortgage
because
in
Columbus
South
Carolina
we
own
our
own
people
in
North,
Carolina
they
own
the
mortgage,
and
there
is
a
difference.

neighborhood

them
strategically
located

19
zones
throughout
the
city
of
Athens,
and
these
are
people
they
have
to
live
in
the
zone
and
they're
full-time
employees.
They
have
to
live
in
the
zone.
So
you
can't
live
in
your
neighborhood.

in

Zone
and
where
you
live
and
live
somewhere
else,
and
so
those
neighborhood
Navigators.

They
work

people
in
your
neighborhood,

so
they
know
every

there's
a
WIC
program

program

snap
program

whatever

mean
they're
communicating
with
people

their
area,
making
sure
that
you

available
services
to
you
and

answer
questions

just
provide
assistance.

person

lives

we
couldn't

that
they
fund
for

employees
to
do
this
full-time

benefits,

so
what

idea
was
here
is
to
hire
some
that
would
be
considered.

part-time

stipend.

vast
majority
of
it
is

go

silt

the
vast
majority
of
that
is
to
redo

all

silt
out
there,

it
doesn't
overflow
and
overflow
neighborhoods

down

stream.

we're
not
going
to
use
it
to
buy
golf
balls.

being

This
funding
we
hosted
one
of
the
events
with
Rob
coming
out
to
help
small
businesses
at
the
Life,
Center
apply
and
I
know
of
about
three
submitted
their
application.
I
It's
been
approved,
but
they
have
not
received
that
funding
and
one
of
them
is
on
the
way
of
going
out
of
business,
because
it's
taken
such
a
long,
exhausting
time
to
get
the
funding
to
the
small
business
and
the
non-profits
is
there
a
way
that
we
can
streamline
this
process
hire
additional
people
to
help
expedite
the
process.

Had
those
conversations-
and
we
are
working
for
this
next
round-
there
was
some
that
the
where
the
portal
was
still
open,
people
had
continued
to
apply
and
our
our
thought
was
we're
going
to
continue
to
review
those
applications.
So
when
the
state
funding
portal
is
open,
they've
already
been
reviewed.
What
had
happened
in
a
lot
of
instances
was
when,
when
those
were
reviewed
by
our
partner,
which
is
the
chamber-
and
they
said
yes,
this
application
meets
all
the
requirements.

it
sent
an
email
to
those
individuals
that
says
your
application
has
been
approved.
It's
been
reviewed,
so
we
are
changing
the
verbiage
of
that
email,
because
I
think
it
was
misleading.
Some
people
did
receive
an
email
in
the
last
month,
or
so
that
said,
your
application
has
been
approved,
it's
been
reviewed
and
it's
been
approved,
but
it
will
come
out
of
the
state
funding
which
doesn't
open
up
until
October
31st.

the
finance
director
is
telling
me
that
we
are
going
to
contact
those
who
applied
in
the
first
round
and
basically
you
saw
that
we
had
4.8
million
dollars
and
initially

money
wasn't

out

so

said
I'm
going
to
do
some
work
and
I
started.

every
business
I
know
told
him
I'm,
calling
everybody.

course,
then
we
had
more
people
than
more
businesses

money,
and
so
then
we
applied
for
the
state
money
and
that
money
came
through
now
you
got
four
million
dollars,
but
you
got
applications
in
the
other
process,
because
the
state
money
is
different
and
so
they're
telling
me
that
those
that
were
that
applied
in
the
first
round.
We
are
going
to
contact
them
yes
and
we're
going
to
work
with
them
to
get
through
this
get
their
application
from
the
old
process
over
to
the
new
process.

so
what
city
manager
is
saying
is
correct.
We
are
going
to
reach
out
to
those
small
businesses,
particularly
the
ones
that,
like
you
said
that
may
have
received
an
email
saying
that
they've
been
approved
because
the
requirements
are
a
little
different.
With
this
state
funding.
There
is
some
updated
information
that
we'll
need,
but
we've
we're
working
to
identify
all
of
those
folks
and
we'll
work
with
those
people
to
get
them
their
information
up
and
loaded
into
the
new
portal.

we
were
fortunate
that
we
had
4.8
and
we
were
able
to
get
this
new
money.
That
puts
us
really
at
about
nine
million
dollars
that
we're
allocating
to
small
business
and
non-profits
up
to
forty
thousand
dollars
for
small
business,
twenty
five
thousand
for
non-profits
and
you
don't
pay
a
penny
back,
is
your
money
and
so
we're
fortunate
that
we
got
this
addition
of
four
million
dollars.
We're
excited
that
the
portal,
if
you're
watching
by
television,
will
open
on
Monday.
