This
is
your
city
council.
B
Good
morning
and
and
happy
new
year
welcome
everybody
to
the
first
council
meeting
of
2021
and
I
know
there's
a
lot
of
us
glad
to
see
2020
in
the
rearview
mirror.
B
But
we
appreciate
everybody
being
here
today:
we've
got
a
pretty
full
business
agenda,
a
lot
of
a
lot
of
big
big
moments
for
some
of
our
counselors
and,
of
course,
our
our
incoming
incoming
sheriff.
So
to
start
things
off,
we
will
begin
as
we
always
do
by
asking
god's
blessings
and
and
countenance
over
this
over
these
proceedings.
B
So
I'd
like
to
invite
dr
ron
cottle
from
ron
cottle
ministries
of
columbus
to
the
podium
and
ask
him
to
ask
god's
blessing
on
this
on
this
meeting.
Welcome
dr.
C
C
C
C
I
think
we've
succeeded
in
that
in
this
last
election
of
our
sheriff
and
I'm
honored
and
blessed
and
happy
to
be
here
so
before
the
swearing-in
and
the
remainder
of
the
day.
Let's
just
pause
briefly
and
dedicate
this
to
the
lord
father,
we're
grateful
for
our
city
council
grateful
for
our
mayor
and
every
member
sitting
at
these
tables.
B
Dr
kyle,
thank
you,
sir
all
right.
If
you
would
please
stand
and
join
me
in
the
salute
to
our
flag.
B
B
D
E
D
G
D
Right
and
I
will
ask
that
you
each
indicate
at
the
appropriate
time
your
oath
or
affirmation-
I
will
first
administer
collectively
the
oath
of
the
city
council,
member
of
the
consolidated
government
of
columbus
georgia
separately.
Following
that
oath,
I
will
administer
the
loyalty
oath,
which
is
required
to
this
state.
D
Do
you
further
swear
or
affirm
that
you
are
a
citizen
of
muskogee
county
and
being
an
employee
of
the
columbus
consolidated
government
and
the
recipient
of
public
funds
for
services
rendered
as
such
employee?
Do
you
hereby
solemnly
swear
or
affirm
that
you
will
support
the
constitution
of
the
united
states
and
the
constitution
of
the
state
of
georgia
so
help
you,
god.
B
Judge,
thank
you
and
congratulations
to
all
of
those
counselors.
If,
if
there
are
any
remarks
that
any
of
them
would
like
to
to
make
at
this
point
in
time,
we'll
be
happy
to
allow
them
a
few
moments
to
do
so.
B
Nope
just
see
if
anybody
wanted
to
make
any
comments.
G
So
I
appreciate
all
of
you
all
of
my
my
colleagues
for
embracing
me
and
I
know
I've
come
on
this
seat
and
I've
requested
so
many
things
from
you.
We
came
together
collectively
and
did
trunk
or
treat
all
of
you
have
have
just
done
so
much
for
me
in
this
short
amount
of
time-
and
I
thank
you.
Thank
you
for
doing
things
for
the
citizens.
G
We
just
did
our
operation
christmas
cheer,
where
we
adopted
37
families
here
on
council
and
everything
that
I
propose
here
in
this
seat.
I
know
that
I
have
your
support,
as
my
colleagues
and
I
appreciate
the
citizens
of
columbus
for
voting
for
me
and
for
trusting
me
to
serve
you
with
integrity
and
excellence,
and
I
will
honor
that
obligation
for
the
remainder
of
my
term
and
hopefully
I'll
be
able
to
serve
you
for
many
more.
So
thank
you
all
and
thank
my
colleagues
and
I'm
just
so
thankful.
G
G
B
Thank
you,
ma'am,
thank
you
for
your
service
and
and
I
we
look
forward
to
working
with
you
as
you
continue
to
serve
your
district.
Thank
you.
Councilor.
H
House,
thank
you,
mary.
Just
a
brief,
thank
you
for
the
to
the
citizens
of
columbus
for
giving
me
a
chance
to
serve
one
more
term.
I
certainly
appreciate
it
a
lot
and
I
look
forward
to
getting
to
meet
even
more
citizens
as
my
wife
and
I
move
around
the
city
of
columbus,
and
I
want
to
thank
my
wife,
marilyn
she's
here
today
and
our
friend
candy
watchakowski,
that
brought
her
here
for
taking
the
time
out
this
early
morning
to
come
down.
So
thank
you
again
and
I
look
forward
for
the
next
term.
Thank
you.
I
J
I
His
late
wife
became
my
mentor
joe
mcdaniel.
We
lost
her
this
year
and
it
was
a
death
that
I
mourn
greatly,
but
I
know
that
she
and
councilor
mcdaniel
are
looking
down
from
heaven
and
I
do
everything
I
can
to
honor
them
with
my
actions
on
council
and
I'll,
do
everything
I
can
to
hire
my
constituents.
Thank
you
for
all
your
belief
in
me.
B
And
all
of
these
counselors,
I
don't
think
anybody
realizes
number
one,
the
amount
of
time
it
takes,
but
certainly
the
amount
of
commitment,
dedication
and
and
the
amount
of
respect
and
empathy
too,
which
is
displayed
around
this
camp.
This
council
to
be
able
to
listen
to
somebody
else's
viewpoint,
not
agree
with
it,
but
to
grant
them
the
respect
to
have
that
point
of
view
and
to
work
through
it
collaboratively
and
collectively,
I
think
is,
is
what
has
set
this
council
apart
from
others
that
I
have
seen
in
other
communities.
B
So
congratulations
to
all
of
you
and
looking
forward
to
a
much
better
2021.,
all
right.
The
next
oath
that
will
be
administered
will
be
administered
to
our
new
newly
elected
sheriff.
Greg
countryman
and
I
think,
judge
john
allen
is-
is
going
to
administer
the.
B
K
K
There
are
that
you
are
not
the
hold
of
any
office
of
trust
under
the
government
of
the
united
states,
any
other
state
or
any
foreign
state
which
you
are
prohibited
from
holding
by
the
laws
of
the
state
of
georgia
and
that
you
are
otherwise
qualified
to
hold
said
office
according
to
the
constitution
of
the
united
states
and
laws
of
georgia,
that
you
will
support
the
constitution
of
the
united
states
and
of
this
state.
If
you
so
swear
I'll
say
I
do
congratulations.
K
K
B
L
L
Yes,
this
is
the
historical
moment
and
I'm
just
overwhelmed
and
really
don't
know.
I
can't
even
imagine
the
words,
I'm
loss
of
words
right
now,
but
it
is
written
that
this
is
the
day
that
the
lord
has
made.
Let
us
all
rejoice
and
be
glad
in
it.
I
think
that
this
is
the
day
that
the
lord
has
made
and
I'm
so
thrilled
to
look
around
and
see
the
people
that
are
here,
family
and
friends.
L
L
L
L
I
understand
that
he
had
to
leave,
but
the
city
manager
and
deputy
city
manager,
pam,
hodge,
deputy
city
manager,
lisa,
goodwin
and
hr
director
and
finance
director
for
helping
me
throughout
this
transition,
because
we
were
tasked
with
merging
the
two
offices
mayor,
thank
you
and
some
of
the
council
counselors
that
took
time
out
to
meet
with
me
to
discuss
some
of
the
matters.
Thank
you
for
opening
up
your
doors
in
your
hearts.
L
To
me,
I
want
to
also
think
during
the
transition
was
my
chief
deputy,
gary
moore,
major
curtis,
lockett,
major
parker,
and
also
major
steve
sykes
with
the
sheriff's
office.
They
helped
me
to
get
this
done
if
it
had
not
been
for
those
gentlemen
in
their
efforts,
the
man
hours
that
we
put
into
this.
I
don't
look
at
this
as
a
merger.
I
look
at
it
as
a
as
a
marriage.
I
was
talking
to
council,
house
and
council
thomas
about
this.
L
This
is
a
marriage
and
this
is
a
lifelong
relationship
and
I'm
thankful
for
the
men
and
women,
the
hard-working
men
and
women
in
both
offices
and
now
the
sheriff's
office
that
I
am
allowed
to
serve
them
as
their
sheriff.
I
don't
want
to
say
that
they
work
with
me
for
me,
but
they
work
with
me.
We
are
going
to
work
for
one
mission,
one
purpose
and
that
is
to
serve
the
citizens
of
muscogee
county,
regardless
of
what
zip
code
you're
in
I'm
everybody's
sheriff.
That's
been
my
motto
since
I've
been
marshall,
my
motto
is
martial.
L
L
We
have
worked
really
really
well
together
and
I
think
that
we
are
going
to
move
our
city
forward
past
former
mayor
bob
porter
shaft.
He
had
a,
he
had
a
dream
for
a
one
columbus
and
I
think
that
you
look
at
the
changes
that
mayor
that
you've
made
in
the
police
chief
that
we're
moving
in
the
right
direction,
and
I
commend
you
mayor
as
public
safety
director.
I
look
forward
to
working
with
you.
I
know
that
we
have
some
issues
that
we
need
to
address.
L
B
B
I
know
to
the
great
grandparents
of
the
first
marshal
killed
in
duty
in
the
line
of
duty,
so
we
look
forward
to
working
with
you,
sir,
and
I
also
want
to
acknowledge.
We
have
count
representative
calvin
smiry
here
today
to
view
this
occasion
and
and
ms
bishop,
a
former
municipal
court
clerk,
miss
vivian
bishop.
B
I
should
not
have
started
down
this
road
because
I'm
sure
there
are
other
elected
officials
here
that
I
have
neglected
to
see
or
recognize
we
came
in.
So
I
will.
I
will
tell
you
that
if
I
missed
you
blame
it
on
what
they
say,
blame
it
on
the
head,
not
the
heart,
so
we're
we're
glad
you're
here
to
celebrate
with
us
today.
B
All
right
next
up
is
approval
of
the
minutes
motion
to
approve
the
minutes
by
the
mayor
pro
tem
seconded
by
council
woodson
any
discussion
or
edits
to
the
minutes.
Hearing
none
all
in
favor,
please
say
aye
any
opposed,
say
no
minutes
are
approved
all
right.
We,
I
think
we
also
have
our
auditor
john
redman,
who
wanted
to
make
a
couple
of
requests.
I
don't
see
john.
B
All
right,
well,
we'll
we'll
come
back
to
that.
If
we
get
an
opportunity.
B
Next,
we've
got
an
opportunity
for
an
update
on
covet
19.
mine's,
going
to
be
extremely
brief,
because
I'm
going
to
ask
dr
asante
hiltz
from
the
department
of
health
to
come
to
the
podium,
as
well
as
chief
sal
scarpa,
who
serves
also
in
addition
to
our
fire
chief
as
the
emergency
management
director
and
our
new
deputy
emergency
manager
management
director
if
they
would
come
to
the
podium
while
they're
on
their
way.
I'll
give
you
a
a
brief
update
on
our
numbers.
The
numbers
are
doing
pretty
much.
What
we
had,
unfortunately
anticipated
them
to
do.
B
They
are
rising.
They
started
going
up
about
two
weeks
after
thanksgiving
and
we
knew
it
was
a
triple
play.
We
knew
that
following
thanksgiving
was
going
to
be
christmas
and
then,
of
course,
new
year's,
so
we
really
are
concerned
that
our
our
peak
surge
may
not
occur
until
until
the
end
of
in
the
end
of
this
month,
as
we
as
we
start
to
see
the
implication
of
some
of
the
activities
that
took
place
during
holiday.
But
we
are,
we
are
as
high
as
we've
been
in
hospitalization
rate
at
143.
B
That's
as
of
yesterday,
people
that
are
in
our
our
all
our
hospitals.
We
had
we're
averaging
now
about
110
cases
a
day
on
a
rolling
seven-day
average.
B
One
thing
I
think
that
is
is
worth
noting
and
applauding
our
health
care
community,
for
is
our
death
rate,
our
mortality
rate,
while
losing
one
is
horrible.
We
have
lost
to
over
200
residents
of
this
community,
but
it
has
stayed
relatively
flat.
So
I
I
congratulate
and
thank
our
health
care
providers
because
I
think
they've
become
extremely
efficient
and
effective
at
treating
the
individuals
as
they
come
in
I'll.
B
B
We
have
seen
in
our
city,
manager's
office,
deputy
city
manager's
office.
They
have
been,
they
have
also
dealt
with
with
covet
19.,
so
I'm
going
to
turn
it
over
to
the
to
the
emergency
management
folks
and
dr
hiltz,
but
first
I
would
ask
for
those
that
are
rightfully
celebrating
the
the
swearing-in
ceremony.
Please
be
mindful.
We
have
more
business,
we
have
to
conduct.
J
I
have
some
information
and
updates
regarding
our
covet
19
vaccine,
and
I
will
say
this
is
exciting
times
that
we
finally
got
the
vaccine
underway
exciting
times
to
be
here
in
front
of
city
council
with
all
of
the
the
swearing
in
this
morning
was
historical,
and
I'm
glad
that
I
could
be
here
to
join
you.
So
I
want
to
start
off
with
sharing
a
few
developments
that
we
have.
The
first
one
came
out
of
a
suggestion
from
our
city
manager,
isaiah
hugh.
He
asked
if
we
could
develop
a
faq.
J
A
frequently
asked
questions
sheet
for
the
community,
because
there's
a
lot
of
questions
coming
into
the
mayor's
facebook
page
to
social
media
to
our
covet
19
call
center
with
the
same
questions
that
community
members
wanted
to
know.
So
we
developed
a
brief
as
brief
as
we
could
make
it
covet
19
vaccine
faq
sheet
and
we're
hoping
that
that
will
answer
a
lot
of
the
questions.
We
know
it
won't
answer
all.
J
But
we
try
to
summarize
a
lot
of
the
questions
that
we
have
been
hearing
over
and
over
again,
so
I
have
some
slides
that
I'm
going
to
share
and
I'm
going
to
walk
through
the
questions
that
are
on
this
faq.
Our
goal
is
to
have
this
faq
sheet
distributed
across
our
community
and
we'll
also
post
it
up
on
our
website
and
our
social
media
pages,
as
well
as
the
the
mayor's
page.
J
J
and
if
a
person
does
still
get
infected
after
they
get
vaccinated,
the
vaccine
can
still
prevent
serious
illness
similar
to
our
flu,
shot
that
we
get
every
year.
We
tell
people,
you
may
still
get
the
flu,
but
it
will
lessen
the
severity
if
you
get
the
shot.
So
we're
encouraging
that
the
second
question
is:
can
the
vaccine
give
me
covet
19.,
that's
a
question
that
we're
hearing
a
lot?
No,
this
vaccine,
that's
being
given,
does
not
use
the
live
virus
that
causes
covet
19..
J
It
typically
takes
a
few
weeks
for
the
body
to
build
immunity
after
the
vaccination.
However,
the
third
question,
if
I
already
had
covet
19
and
I
recovered-
which
you
know,
there's
a
lot
of
people
in
our
community
that
fit
that
category,
do
I
still
need
to
get
vaccinated.
The
cdc
still
recommends
that
you
get
vaccinated
even
if
you've
already
had
covet
19,
because
you
may
get
infected
again.
J
While
you
may
have
some
protection
after
recovering
from
covet
19,
it's
not
known
how
long
this
protection
will
last
so
we're
encouraging
this
vaccine
universally
number.
Four.
Can
my
child
get
vaccinated
for
covet
19?
No,
because
covet
19
vaccines
are
not
recommended
for
children
younger
than
age
16..
So
not
at
this
time
number
five.
Is
it
safe
to
get
a
covet
19
vaccine?
If
I
have
an
underlying
medical
condition?
Yes,
people
with
these
conditions
are
more
likely
to
get
very
sick
from
covet
19..
So
the
vaccine
is
especially
important
for
people
with
health
problems.
J
Like
heart
disease,
lung
disease,
diabetes,
obesity.
We
want
them
to
get
this
vaccine
number
six.
Why
do
I
need
two
cobit
19
shots?
Some
people
who've
already
received
the
vaccine
even
from
us
have
asked
okay.
If
I
got
one
do
I
really
need
to
come
back
and
get
the
second
one.
This
vaccine
requires
two
doses
which
is
going
to
give
the
best
protection.
J
This
has
caused
a
lot
of
fear
for
people
who
are
resistant
to
getting
the
shot,
so
there
may
be
side
effects
such
as
a
sore
arm,
a
headache
fever,
and
maybe
even
body
aches,
but
this
does
not
mean
that
you
have
covet
19..
There
are
signs
that
the
vaccine
that
the
body
is
working
to
build
the
immunity.
J
J
It
will
take
more
time
and
more
people
getting
vaccinated
to
know
if
there
may
be
very
rare
or
possible
long-term
side
effects.
So
there
are
some
unknowns.
At
least
eight
weeks
worth
of
safety
data
were
gathered
in
clinical
trials
for
the
authorized
vaccine.
It's
unusual
for
side
effects
to
appear
more
than
eight
weeks
after
vaccination
number
nine.
How
do
I
know
if
covet
vaccine
cova
19
vaccine
is
safe?
J
All
vaccines
were
tested
in
clinical
trials,
involving
thousands
of
people
to
make
sure
they
met
safety
standards.
There
were
no
serious
safety
concerns.
The
cdc
and
the
fda
will
continue
to
look
for
safety
issues.
However,
number
10.
If
I
have
a
reaction
after
getting
a
cover,
19
vaccine,
who
do
I
call
if
a
person
has
reaction
after
getting
the
shot,
you
can
utilize
a
program
called
the
safe
which
was
developed
by
the
cdc
and
it
can
be
utilized
on
your
smartphone.
J
We
do
realize
that
there
are
members
of
our
community
who
do
not
have
a
smartphone,
so
we
ask
that
they
contact
the
health
department
or
whoever
provided
that
vaccine
to
report.
If
there
are
any
issues,
long
standing
after
number
11
do
I
have
to
have
insurance
to
be
vaccinated
and
how
much
will
it
cost
for
us
at
the
health
department?
The
answer
is
no,
you
do
not
need
to
have
insurance
and
there
is
no
cost
to
receive
the
vaccine.
J
J
The
number
of
vaccines
that
we
have
in
columbus
still
is
very,
very
limited,
so
that
distribution
to
us
is
based
on
what
moderna
and
pfizer
those
are
our
two
vaccine
companies.
What
they
will
give
us
what
they
will
give
us.
We
try
to
distribute
as
quickly
as
possible
our
phase
1b
and
there's
no
times
associated
with
these
phases,
because
we
don't
know
how
fast
it
will
take
us
to
complete
each
phase.
J
Once
we
move
into
phase
1c,
that's
going
to
be
all
of
the
adults
below
64
who
have
a
high
risk
medical
condition
and
our
essential
workers
we'll
then
move
into
phase
2,
which
will
include
our
adults
between
the
ages
of
40
and
64..
The
individuals
in
congregate.
Settings
like
our
homeless
shelters,
our
group
homes,
our
dormitories.
We
know
that
when
you're
in
a
congregate
setting,
you
are
at
higher
risk
the
individuals
in
our
jails,
our
prisons,
in
our
detention,
centers
and
any
others
living
in
those
high-risk,
congregate
settings.
J
Once
we
move
into
phase
three
that
will
include
our
workers
and
industries
important
to
functioning
society
at
a
moderate
risk
of
exposure,
and
those
have
been
listed
in
our
governor's
executive
orders
like
our
restaurant
workers,
hair
stylists,
barbers,
etc,
and
young
adults
aged
16
to
39
the
age
that
the
vaccine
can
be
received
is
dependent
on
the
vaccine,
so
pfizer
and
moderna
have
different
age
starts.
One
starts
at
age,
16
and
one
starts
at
age.
18,
so
it'll
be
again
dependent
on
vaccine
availability
for
phase
4.
J
J
So,
as
our
vaccine
availability
increases,
the
vaccination
recommendations
from
our
acip
will
expand
to
include
more
groups.
We
all
agree
that
the
goal
is
for
everyone
to
receive
this.
This
vaccine.
As
soon
as
those
large
quantities
of
vaccine
become
available,
question
number
13
is:
where
can
I
get
vaccinated?
J
J
We
do
recognize
that
right
now,
many
members
of
our
community,
who
are
providers
who
have
private
practices,
have
called
to
say
that
the
enrollment
process
has
been
closed
because
we
had
a
link
on
our
website
and
it
has
been
full
because
so
many
people
are
enrolling.
So
we
ask
that
you
just
be
patient.
We're
waiting
for
the
state
department
of
public
health
to
open
that
up
again
for
more
providers
to
enroll.
J
In
the
meantime,
all
of
our
health
departments
in
our
west
central
health
district
have
vaccine.
The
amount,
of
course,
is
very
small,
but
we've
all
requested
it.
When
we
initially
received
vaccine
in
columbus,
we
only
received
200
doses,
but
we
are
borrowing
from
our
neighboring
counties
so
that
we
can
get
more
to
serve
the
columbus
community.
J
J
J
So
this
is-
and
you
can
see
this
on
the
georgia
department
of
public
health
website.
This
is
our
georgia
priority
population
vaccine
allocation
plan.
It
shows
all
four
phases
and
I'm
glad
that
we
have
draft
across
this
one
because,
as
I
said
earlier,
it
changes
very
quickly
so
just
continue
to
monitor
our
website
for
those
changes
and
when
you
go
onto
the
westcentralhealthdistrict.com
website,
you'll
see
on
the
very
first
page,
there's
a
covet
19
vaccine
box
that
you
can
click
on
that
will
allow
you
to
get
to
a
page
for
pre-registration
for
the
vaccine.
J
Every
phase
has
a
registration
link.
You
see
that
circled
in
red
with
the
arrow
you'll,
click
on
that
link
and
you'll
pre-register,
we'll
send
mass
communication
via
email
via
text
message.
If
you
supply
us
with
a
cell
phone
number
and
we'll
also
call
anyone
who
has
a
landline
who
doesn't
have
a
smartphone
and
doesn't
have
an
email
so
that
you're
aware,
whenever
we're
going
to
do
a
drive,
drive-through
vaccination,
you
know
where
it
is.
J
J
The
other
thing
I'll
make
note
of
is
that
there's
plenty
of
people
in
our
community
as
well,
who
cannot
get
on
the
computer
and
go
to
our
website
and
pre-register,
and
we
recognize
that.
But
we
ask
that
you
call
our
health
department.
We
have
a
covet
19
call
center
with
the
line
and
we
can
register
that
person
over
the
phone
with
the
disclaimer
that
the
call
wait
times
are
many
times
in
excess
of
30
minutes,
because
there's
so
many
people
calling
to
register
to
get
tested
as
well
as
registering
to
get
vaccinated.
J
B
Dot
hills
I'll
add
to
that.
You
know
we
are
committed
from
the
government's
perspective
and
through
our
ema
folks
and
the
hospitals
to
pushing
that
information
out.
We
have
regular
media
distributions
that
we
put
out
press
releases
anytime,
that
there
is
a
new
phase
that
is
now
being
allowed
to
to
receive
the
vaccine,
we'll
announce
that,
and
we
will
make
sure
that
the
public
knows.
We
recognize
that
the
biggest
challenge
with
all
this
is
effective
and
consistent
communication.
B
Among
all
the
outlets
I
mean
you
may
hear,
as
as
dr
hills
pointed
out,
you
may
hear
that
that
a
assisted
living
facility
is
currently
administering
the
vaccine
of
their
patients.
Well,
that
is
done
on
a
contract
basis
with
that
facility,
with
some
providers
such
as
cvs
or
walmart.
So
it
doesn't
mean
that
we've
gotten
in
this
bulk
of
vaccines
and
and
the
other
issue
I
think
we're
going
to
be
facing-
is
that
we
don't
know
what's
coming
in
when
it's
coming
in.
We
know
what
the
health
department
requests.
B
B
So
so
we
ask
the
public
to
be
patient.
The
commitment
we
have
made
by
putting
this
group
together
is
making
sure
that,
as
soon
as
that
information
is
available,
it
is
pushed
out
to
the
public
so
that
people
will
be
able
to
have
access
to
the
vaccine
as
soon
as
they
get
it.
So
tell
me
if
we,
if
we
get
the
vaccine,
they
will
need
to
have
been
pre-registered
through
dph.
J
Correct
when
we
do,
we
are
going
to
have
those
drive-throughs
at
the
fire
stations
as
we're
planning,
for
example,
and
we
had
one
before
christmas
eve
at
our
health
department
as
a
drive-through
at
our
testing
site
as
well.
We're
asking
people
to
re-register
so
that
we
know
we
have
enough
vaccines
for
those
people.
It's
going
to
save
you
wait
time.
You
know
we
only
have
200
doses
and
a
thousand
people
show
up.
J
B
And
one
thing
we're
very
sensitive
to
and
we're
committed
to
is
we
understand
that
there
are
some
areas
in
of
our
community
where
people
have
transportation
issues,
so
we're
going
to
make
sure
that
we
are
going
out
into
those
into
those
neighborhoods
so
to
speak
by
going
to
fire
stations
if
we
have
to
use
rec
centers
whatever
we
have
to
use
to
be
able
to
provide
walk-up
access
to
this
vaccine
for
those
that
need
it.
We're
going
to
we're
going
to
do
that
as
well.
M
Mr
mayor,
if
we
have
not
already,
I
would
recommend
and
request
that
all
of
this
information
be
given
to
our
folks
at
3-1-1,
so
that
if
the
community
can't
get
to
the
health
department
phone
number
or
whatever,
our
311
folks
will
have
this
information
and
will
be
able
to
direct
our
citizens
in
the
in
the
proper
way
to
get
it.
M
We
may
already
have
that
with
3-1-1,
but
if
not,
you
know,
I
tell
people
all
the
time
call
3-1-1,
and
so
a
lot
of
people
know
that
if
they
call
3-1-1,
they
can
get
information
about
a
variety
of
subjects.
But
let's
make
sure
that
all
of
this
is
there
particularly
the
contact
information.
Thank
you.
Yes,
ma'am.
B
Yeah-
and
I
think
tiasha's
over
here
nodding,
she's
ahead
of
us
she's
got
she's
already
got
that
handled
and
we
will
be
not
necessarily
enrolling
people
but
we'll
be
we'll
be
giving
them
the
information
they
need
to
get
there
all
right.
Chief
scarpa
did
you
have
anything
to
add
dr
hiltz.
Thank
you,
and
I
want
to
publicly
thank
dr
hiltz
and
dr
townsend
for
the
the
effort
that
they
have
put
forth
throughout
this
pandemic
and
they're.
B
When
we
have
issues
within
the
government.
That's
who
we
call,
because
we
want
to
make
sure
we're
getting
the
protocol
as
administered
by
the
dph
and
by
the
cdc
and
we
have
relied
upon
them.
They
have
not
failed
us
yet
in
terms
of
providing
prompt,
professional
response
to
what
we
need
to
do
to
try
to
keep
our
folks
safe
chief.
If
you
had
hit
that,
but
there
it
is
it's
back
on
they've
got.
I
should
have
left
you
alone,
they'll
turn
it
on,
for
you.
N
N
Morning,
mayor
members
of
council,
deputy
city
managers,
mr
city
attorney,
I'm
south
scarp,
I'm
the
fire
chief
ems
chief
and
the
emergency
management
director
for
the
city.
I
want
to
thank
dr
hiltz
for
the
incredible
work
that
the
department
of
public
health
is
doing
with
a
moving
target.
This
is
very
much
a
significant
challenge
for
their
organization.
N
We
are
working
collaboratively
with
them
and
I
just
want
to
highlight
a
couple
of
things
through
our
office
of
emergency
management.
Our
organization
is
working
collaboratively
with
the
department
of
public
health
with
our
hospitals
in
our
community,
our
senior
living
facilities
and
our
long-term
care
facilities
in
our
community.
This
is
an
ongoing
challenge.
It
is
a
significant
challenge,
but
it's
something
we're
engaging
with
all
hands
on
deck.
N
So
it's
a
significant
challenge
for
us
and
I
I
want
to
make
that
pretty
clear
that,
while
it's
a
significant
challenge
for
us
in
terms
of
staffing
at
no
time
during
this
challenge,
have
we
lost
service
for
our
community.
Our
members,
in
our
organization,
your
fire
department
have
stepped
up
and
filled
shift.
We've
had
to
modify
our
work
pools
to
allow
members
to
work
back-to-back
shifts
even
over
the
holidays,
to
fill
gaps
and
cover
holes
so
that
we
can
continue
to
provide
world-class
service
to
our
community.
N
So
I
want
to
say
again
at
no
time
has
our
service
been
diminished
to
the
community.
For
any
reason,
we
continue
to
provide
the
maximum
service
that
we
can
with
the
resources
that
we
have,
but
it
is
a
challenge.
N
So
our
folks
are
stepping
up.
Not
only
are
we
working
overtime
shifts
and
doing
that
type
of
thing.
We
have
some
of
our
folks
working
volunteering,
their
time
with
the
department
of
public
health
in
the
hospitals
just
last
week,
administering
vaccines
helping
to
administer
vaccines
for
our
community,
and
we
would
continue
to
do
that
for
the
foreseeable
future.
As
long
as
we
can,
dr
hiltz
mentioned
the
the
plan
associated
with
administering
vaccines
and
fire
stations.
That's
something
that's
in
development.
N
We
have
not
yet
finalized
what
that
looks
like
yet,
but
that
is
something
that
is
in
development.
We
are
planning
for
when
we
reach
vaccine
distribution
to
the
general
public,
some
more
information
will
come
forward
on
that
as
it
becomes
available,
but
still
very
much
in
in
development.
I
want
to
introduce
our
deputy
director
of
emergency
management
chance.
Corbett
who'll
be
leading
our
collaborative
efforts
with
department
of
public
health
and
our.
P
Hospitals
good
morning,
thank
you
chief
scarpa.
It's
my
pleasure
to
be
here
this
morning.
I'm
looking
forward
to
the
the
great
challenge.
You
know.
I've
been
in
emergency
management
for
over
20
years
now,
and
a
lot
of
that
was
across
the
river
in
russell
county,
but
also
for
the
last
13
years.
I
built
the
emergency
management
program
at
auburn
university.
P
This
is
coming
back
home.
For
me,
I
am
10
minutes
away
from
from
where
we
stand
right
now,
so
very
looking
forward
to
the
to
working
with
the
other
public
safety
agencies,
the
partners,
the
the
health
care
providers
I
went
this
morning
and
and
was
at
the
hospital
this
morning,
getting
the
shot.
So
I
I
feel
like
we're
in
the
right
position.
We
want
to
do
everything
we
can
to
make
it
as
good
as
we
can,
through
the
leadership
of
chief
scarpa
and
and
the
and
the
mayor.
P
B
Chance,
I
just
want
to
say
how
thrilled
we
are
to
have
you
with
the
columbus
consolidated
government.
I
know
I
had
heard
I
know
when
chief
scarpa
was
searching
for
rileyland's
replacement
upon
his
retirement.
I
heard
from
half
a
dozen
people
unsolicited
that
the
dean
of
emergency
management
in
this
area
is
chance
corbett.
So
we
are
delighted
to
have
you
on
the
team
and
we
look
forward
to
working
with
you
and
and
and
and
as
we
try
to
try
to
deal
with
some
of
the
things
we're
dealing
with
right
now.
So
thank
you.
B
You,
chief
and
and
yeah
you
know
I'll
go
back
to
the
the
the
underlying
the
the
the
core
piece
of
information
that
I
want
everybody
take
away
is
that
this
is
we're
kind
of
stumbling
down
a
dark
hall.
With
this
I
mean
we,
we
have
got
the
right
people
in
place
to
try
to
create
the
distribution
process,
but,
as
we
get
closer
to
a
mass
distribution,
it
is
going
to
have
to
be
a
decentralized
effort.
B
There's
just
no
way,
even
if
we
had
the
civic
center,
that
if
10
percent
or
20
percent
of
our
population
wanted
the
shot
and
it's
going
to
be
much
higher.
You
know
that's
you're.
Looking
at
20
000
people,
40
000
people
coming
through
trying
to
get
that
vaccine.
So
it's
going
to
be
a
massive
undertaking,
we're
in
the
process
of
planning
it
right
now,
chief
scarpa
and
chance
are
working
on
that
we're
working
with
the
hospitals.
Q
M
B
E
B
Just
a
quick
footnote,
I
would
say
that
that
count
mayor
pro
tem
allen
has
been
invaluable.
I
mean
he
has
really
he's
participated
in
every
one
of
our
meetings
for
for
our
agendas
for
our
executive
meetings,
he's
been
he's
been
boots
on
the
ground
and
and
covering
for
me
on
a
lot
of
occasions
when
I
had
to
somehow
be
in
two
places
at
one
time,
so
I
appreciate
him
being
back
home
for
another
couple
years.
Q
B
Q
Q
B
Yes,
they
got
a
civics
class
this
morning,
we're
glad
to
have
him
here,
but
we're
especially
proud
I'd
like
to
invite
the
coaches
and
the
representatives
from
calvary
christian
school
to
the
podium.
We
have
a
resolution
honoring
quite
an
achievement.
They
are
the
current
state
champions
of
the
football
classification.
We're
excited
for.
B
E
Thank
you
mayor,
it's
my
privilege
to
read
the
resolution
recognizing
calvary
christian
school.
I
just
want
to
tell
you
young
men
that
there's
a
lot
of
students
at
calvary
that
look
up
to
you
and
they
are
watching
you
every
every
step
and
you
have
set
the
bar
high
for
them
to
achieve,
and
I
I
appreciate
that.
I
know
council
appreciates
that
in
the
mayor.
E
Let
me
read
the
resolutions
which
will
be
placed
in
the
archives
of
of
columbus
georgia,
a
resolution
congratulating
calvary
christian
school
on
winning
the
2020
state
class,
c-a-p-p-s-I-1
high
school
football
championship
and
commending
those
who
started
and
developed
the
foot.
The
football
program
at
calvary,
christian
school,
whereas
the
former
calvary,
christian
headmaster,
lynn,
mcwilliams
and
other
school
administrators
began
the
strategic
planning
for
the
implementation
of
a
football
program
in
2006
and
the
calvi
christian
knights
fielded
their
first
football
team
in
2011,
whereas
the
knights
football
roster
for
the
2020
fall
season
included
malachi
chestnut.
E
I
apologize
if
I
mispronounced
that
tulsa
billings
shane
wayne
and
ethan
morgan,
whereas
the
knights
had
a
successful
2020
season
with
eight
consecutive
decisive
wins,
whereas
on
december
4th
2020,
the
decade-old
knights
football
program
won
their
first
state
championship
by
defeating
community
christ
by
a
score
of
42
to
12
in
a
game
played
at
canet
stadium,
whereas
the
championship
game
included.
Many
highlights
for
the
knights,
including
scoring
28
points
in
the
span
of
five
minutes
following
a
scoreless.
E
E
Now,
therefore,
the
council
of
columbus
georgia
hereby
resolves
that
the
2020
calvary,
christian
football
team
members
and
their
coaches
and
other
supporters
be
congratulated
on
their
impressive
accomplishments
of
winning
the
2020
state
class
g-a-p-p-s-1-1
football
championship
and
that
former
headmaster,
lynn
williams,
coach
osborne
and
all
of
those
school
administrators
who
nurtured
the
formation
and
development
of
the
football
program
at
calvary
christian
be
especially
recognized
for
their
efforts.
I
move
adoption.
B
Coach,
you
want
to
say
a
few
words
I
I
got
to
tell
you.
You
know
every
in
watching
sports.
During
this
past
year,
it's
it's
become
more
and
more,
we've
become
more
and
more
aware
of
the
fact
that
you
know
people
talk
about
asterisks.
This
does
deserve
an
asterisk,
because
there's
been
no
season
as
difficult
that
required
as
much
commitment
as
much
determination
and
as
much
discipline
as
this
one
did,
and
for
these
young
men
to
have
achieved
a
state
championship
in
a
pandemic
when
they've
had
school
work.
B
They've
also
had
health
they've
had
to
worry
about
keeping
their
team
healthy
and
to
be
able
to
do
all
that
and
continue
to
excel
in
the
field
you
guys
have
just
exceeded.
In
my
mind,
any
championship
won
this
year
is
worth
twice
as
much
because
of
what
it
took
you
to
try
to
obtain
it.
So
just
want
to
add
that,
because
great
job.
R
Well,
thank
you,
sir,
and
I
agree
100
with
with
you
on
that
it
was
one
of
those
when
the
season
started.
I
don't
know
if
we're
gonna
have
a
full
season
or
not
because
of
of
all
the
restrictions
that
were
going
on
and
and
teams
canceling
left
and
right,
but
we
were
blessed
to
be
able
to
have
a
full
season
again.
It
did
start
with
these
young
men
behind
me.
R
R
I
mean
coach
bitsmiller
been
with
me
from
the
beginning
and
coach
walker
back
here
was
one
of
our
players
on
our
first
team
and
have
both
of
them
still
coaching
with
us.
It
means
a
lot,
but
it
starts
with
these
young
men
behind
us.
These
are
some
of
our
senior
representatives
and
what
they
did
this
year
buying
into
our
program
and
performing
on
the
field
it
just
it
just.
R
B
Are
there
any?
Are
there
any
parents
here
we
want
to
thank
them
because
to
pour
into
children
and
to
raise
them
up
with
the
kind
of
kind
of
discipline
that
these
these
young
men
have
exhibited.
They
deserve
a
hand
too.
So
please
tell
them.
We
gave
them
a
a
a
virtual
high
five,
all
right.
How
many
of
you
guys
are
seniors.
B
K
F
K
B
B
All
right
thanks,
sir,
all
right,
we'll
we'll
move
on
to
the
public
agenda
and,
of
course,
with
our
public
agenda,
we'll
invite
you
to
the
podium
just
state,
your
name
and
your
address
and
we'll
begin.
A
timer
you'll
have
five
minutes
and
I'll.
B
Try
to
give
you
a
signal
at
four
minutes
to
let
you
know
that
you've
got
one
to
kind
of
wrap
it
wrap
it
up
and
if,
if
you're
unable
to
finish
your
request
of
counsel,
you're
welcome
to
come
back
at
the
end
of
the
clerks
agenda
and
we'll
give
you
an
additional
three
minutes.
So,
first
up,
mr
robert
roth,
regarding
a
depiction
of
the
historical
monuments
and
statutes.
B
B
Welcome
mr
miller,
if
you
would
just
state
your
name
and
your
place
of
residence
and
then
I'll
start
the
timer,
and
you
can
tell
us
what
you
what
what
you'd
like
for
council
to
help
you
with
there.
O
O
Oh
and
I
have
a
hard
time
seeing
I
didn't
bring
another
pair
of
glasses
or
I'd
be
doubled
up.
It's
about
my
dogs.
They
were
taken
from
me.
I've
got
two
years
invested
in
these
dogs.
We've
been
traveling
two
years
ever
since
they
hit
the
floor
from
the
womb
they've
been
traveling,
we've
been
traveling
if
you've
seen
an
old
man
on
a
bicycle,
pulling
a
cart
with
three
dogs.
That's
me.
These
dogs
trust
me
with
their
heart
and
soul
or
they
wouldn't
be
alive.
O
You
can't
hardly
travel
on
a
bicycle
with
with
three
leashes
or
they'll,
get
tangled
up
and
you'll
be
dragging
one
before
you
know
it
so,
and
the
two
bigger
dogs
that
I
have
I
raised
them
to
protect
to
to
guard
and
protect
the
little
one.
I
wrote
this
down
and
I
think
it's
best
if,
if
I
got
it
copied
and
gave
you
copies,
because
I'm
not
gonna
be
able
to
read
all
this
right
here.
O
O
So
I
chose
to.
I
was
either
going
to
sign
or
I'd
be
in
jail
for
three
counts
of
cruelty
to
animal
okay.
I
don't
know
how
how
I'm
cruel
to
my
animals.
They
don't
even
have
fleas
on
them,
they're
what
they're,
healthy
and
a
matter
of
fact.
The
next
day
I
I
I
loaded
two
of
my
dogs
up
and
told
them
you
did
good.
You
did
nothing
wrong
and
you
know
I'm
coming.
I'm
coming
I'll
be
there
tomorrow,
because
I
signed
them
because
I
there's
something
I
mean
this
was
not
right.
O
O
O
Now
jefferson,
he
he's
a
shepherd
lab.
O
O
Then
my
dog
starts
acting
weird.
She
dives
in
the
bush
and
she
starts
having
pups.
Well,
the
sun's
not
up
it's
a
little
bit
cold.
But
thank
goodness,
I
got
the
cart
with
me
in
a
wool
blanket,
so
I
moved
to
a
sunny
spot
and
the
only
sunny
spot
at
that
time
was
up
there
by
the
sidewalk
between
the
shark,
shack
and
burger
king
on
veterans
parkway.
O
O
I
thought
I
had
about
15
more
days
to
go
anyway.
I
can't
just
upset
her
and
take
her
to
the
river
she's
having
pups.
So
I
I
don't
know
how
many
she's
going
to
have
the
first
time
she's
had.
K
O
So
we're
not
really
on
the
shark
shack
property
we're
straddling
it,
but
yeah
the
dog
might
be
laying
over
on
the
grassy
side
of
their
property,
but
we're
not
bothering
anybody.
I
don't
know
how
many
people
walk
by
all
day,
maybe
20
25
people,
nobody
has
a
problem,
some
people
stop
and
visit
and
say
I'll,
be
damned
and
well
that
good
and
lots
of
people
visit.
O
One
guy
gets
bit
on
the
pant
leg,
because
jefferson
gave
him
a
warning.
Well,
this
man
drives
a
city
truck.
He
works
for
the
historical
district.
I
don't
know
what
I'm
going
to
find
the
perimeters
of
the
historical
district-
maybe
it's
maybe
it's
written
in
and
and
and
logged
in
in
the
county
registration
indeeds,
but
he
came
up
there
and
yelled
at
me.
For
about
an
hour
and
a
half,
I
told
him
I
said:
look.
This
is
the
first
time
this
dog's
had
pups
we're
already
on
front
street.
We're
nervous
enough.
O
Please
just
sit
in
your
truck.
We
don't
need
to
hear
this.
I'm
gonna,
I'm
gonna,
wait
for
the
police.
The
police
have
already
been
here,
and
he
said:
oh
you're,
losing
your
dogs.
Today,
boy
you're
losing
them
and
he
wouldn't
stop,
and
so,
when
the
police
do
get
there
he's
at
the
shark
chat
property,
the
police
and
the
and
the
animal
patrol
pull
up
behind
me.
So
there's
like
70
feet
between
us.
O
O
Well
then,
he
he
stays
close
to
sabbath,
okay.
So,
and
now
you
know
for
an
hour
and
a
half,
I
don't
know
what
was
going
on
in
town
that
day,
but
it
took
them
long
to
respond.
There
was
a
lot
of
sirens.
My
dogs
will
hall
at
sirens
because
they
don't
like
the
pitcher.
They
don't
like
the
tone.
I
like
to
think
we're.
Mr.
O
O
Anyway,
the
guy
gets
his
pant
leg
bit.
He
doesn't
get
his
skin
punctured.
I
could
show
jefferson's
rape
shots
and
on
his
ninth
day
they
told
me
of
quarantine
that
he
had
found
a
home
how's
that
happen.
When
he's
supposed
to
have
10
days,
how's
my
dog
pass
the
veterinarians
and
and
come
out
the
door.
The
next
day
can
I
have
time
later
on.
Please
I
have
these
papers.
B
Mr
miller,
that's
that's
that's
your
five
minutes
now,
if
you
want
to.
If
you
want
to
wait
to
the
end
of
the
meeting,
you
can
come
back
for
another
three
and
I
don't
know
if
anybody
from
staff
has
any
you
can
sit
down
now,
sir,
we'll
we'll
call
you
when
you
have
an
opportunity
to
come
back
up,
I
don't
know
if
anybody
from
staff
is
here.
B
I
know
the
city
manager
had
had
done
some
follow-up
on
on
mr
miller's
claims,
I
can
tell
you
that
there's
there's
a
different
version
of
of
the
of
the
the
series
of
events
that
had
some
animal
cruelty
charges
involved
with
that
as
well,
and
because
I
didn't
pull
it
up
and
read
it.
The
city
manager
had
to
leave
on
an
emergency,
but
I
think
he
may
be
on
his
way
back.
B
F
B
You
yeah
there
was,
there
was
a.
There
was
a
report
from
the
law
enforcement
officials
that
were
on
the
scene
and-
and
it
was
it
involved,
as
I
said,
involved
some
animal
cruelty,
alleged
animal
cruelty
on
the
part
of
mr
miller,
and
that's
why
the
animals
were
taken.
B
Okay,
all
right!
Well,
we'll
move
on
to
the
city,
manager's
agenda,
deputy
city
manager:
hodge.
Are
you
gonna
there
we
go.
S
Thank
you
mayor
good
morning
to
council,
there's
just
a
few
items
on
the
city
manager's
agenda
today,
item
number
one
is
upgrades
to
the
salmon
road
ball
fields.
This
is
to
accept
a
donation
from
northern
little
league
to
grocery.
S
B
B
I
I,
and
that
was
a
motion
to
move
a
through
h.
Okay,
so
all
the
all
the
purchases
have
been
moved
for
approval
from
councilor
huff,
second
from
council
tucker.
Does
anybody
want
to
pull
one
have
any
questions
on
them
all
right,
all
those
in
favor,
please
say
aye,
any
opposed,
say
no
they're
approved
deputy
manager.
Would
you
please
walk
through
those
and
let
us
know
what
they
are
sure.
S
Item
a
is
provision
and
installation
of
wireless
projectors
with
accessories
for
the
columbus
convention
and
trade
center
item
b
is
the
automatic
sliding
doors
for
the
columbus
convention
and
trade
center
item
c.
Electronic
validating
fare
boxes
for
metra
item
d,
dial-a-ride
buses
for
metra
on
the
georgia,
statewide
contract
item
e
29
foot,
low
floor
diesel
buses
for
metro,
that's
on
the
cooperative
purchase
item,
f;
grab
all
trucks
for
public
works.
S
T
Good
morning,
mr
mayor
and
council,
I
did
first
just
want
to
thank
the
members
of
council
for
reappointing
me
for
another
two
years.
Thank
you.
So
much
first
on
the
agenda
on
the
clerk's
agenda
is
an
email
correspondence
from
miss
shakia
shaw,
she's
resigning
from
her
seat
on
the
trade
center
authority.
B
T
B
Okay,
all
right
there's
a
motion
to
approve
that
declaration
of
vacancy
in
that
seat.
There's
a
second
from
council
tucker,
any
communicate
any
discussion
to
that
all
in
favor,
say
aye
any
opposed,
no,
all
right!
That
seat
will
be
declared
vacant
and
we'll
be
able
to
put
nominations
in
place
next
meeting.
V
This
is
on
the
travel
authorization
request.
I
just
want
to
get
some
clarification.
Is
this
the
the
mandatory
training
that
the
counselors
are
required
to
participate
in.
T
V
Okay,
the
one
of
the
things
that
I
just
wanted
to
bring
a
reminder
back
to
council
over
the
years
that
we've
taken
some
scrutiny
over
travel,
authorization
requests
and
and
and
how
we,
how
we
determine
and
use
that
we
have
basically
have
ceased
that
practice
and
it
has
become
a
matter
of
the
clerk
of
council's
budget.
The
the
first
question
I
have
would
would
this
have
an
impact
on
the
budget.
It
is
a
a
budgetary
request.
In
my
opinion.
V
I
think
these
are
matters
that
we
always
when
we
go
through
the
budget
process
that
that
we
take
a
look
at
and
that
we
earmark
funds.
If
council
agrees
to
reinstate
a
travel
policy,
I
think.
T
V
Well,
I
I
know
that
in
in
the
newness
of
of
learning
and
understanding
how
how
these
requests
are,
I
mean
I'm.
I
will
agree
to
approve
it
this
time,
but
my
concern
would
be
that
we
got
we
have,
I
know
of
other.
My
colleagues
that
have
have
you
know
have
responded
in
in
concern
about
travel
in
the
past
and
we've
taken
a
pretty
firm
position
on
that.
So
I
I
think
going
forward
in
the
future.
V
If
this
is
the,
if
council
decides
to
reinstate
a
travel
policy,
then
then
I
think
that
we
need
to
really
study
it
and
take
a
look
at
it
and
try
to
understand
it
and
and
with
with
the
intention
of
having
fairness
across
the
board
for
everybody.
G
Thank
you.
This
training
for
acc
ccg
is
for
the
life
lifelong
learners.
That
way
that
I
can
become
a
actual
certified
counselor,
commissioner,
and
currently
muscogee
county
does
not
have
one,
so
I
truly
want
to
represent
us
and
get
all
the
training
that
I
can.
That
way.
When
we
have
issues
such
as
our
tad
discussion
that
we
had
at
the
last
meeting
and
other
things
with
economic
development
I'll
be
knowledgeable.
So
I'm
requesting
that
I
can
be
certified
as
a
county
commissioner,
slash
counselor.
W
W
I've
been
one
of
the
counselors,
that's
been
in
with
accg
over
the
past
10
years,
and
this
particular
deal
this
core
learning
deal
it's
a
serial
series
of
courses.
I
took
some
of
them,
some
of
them.
I
learned
on
the
fly,
but
they
have
sessions
periodically
for
you
to
come
in
and
sit
and
teach
you
the
correct
way
to
do
business
with
your
city
government
and
also,
as
she
said,
get
you
certified
and
the
biggest
piece
of
the
training
is
as
you
go
through
the
training.
W
They
remind
you
that
every
city
government
does
business
differently,
but
in
the
state
of
georgia,
there's
only
one
set
of
rules,
so
they
teach
you
how
to
come
back
and
discuss
with
your
delegation
the
correct
way
to
do
things
sometimes
that
we
decide
you
know
I
may
want
to
do
it.
One
way
you
may
want
to
do
it
another
way
and
she
comes
in
and
she
says,
according
to
this
particular
training
course
and
blah
blah
blah.
This
is
the
way
it
should
be
done.
W
So
it's
at
this
point
in
time.
All
I'm
all
I'm
requesting
from.
You
is
basically
that
we
take
our
youngest
newest
member,
that
is
excited
about
learning
and
let
her
learn
as
much
as
she
can
learn
as
long
as
she's
doing
it
for
the
sake
of
our
government
and
moving
us
forward.
This
is
not
a
vacation;
they
they
go
through
classes
all
day,
long
from
eight
to
about
3,
30
4
o'clock
every
day.
V
No-
and
I'm
just
like,
I
said
for
clarification
on
just
trying
to
understand
the
request
here,
we
haven't
seen
all
these
requests
in
a
long
time,
and
quite
frankly,
I
don't.
I
don't
remember
us
adding
the
the
travel
expenditure
in
in
the
budget,
but
that's
okay,
and
I
do
agree
with
you
as
far
as
like
I
said,
coming
in
and
learning
is
is
is
important.
I
would
I
just
wanted
to.
V
As
a
council,
you
know
just
remind
how
we've
kind
of
held
the
line
in
the
past
because
of
the
scrutiny
that
we've
all
taken
in
this
area,
so
we've
kind
of
set
the
tone
as
a
leadership
across
the
board,
because
you
remember
with
the
whole
government,
when
we
were
struggling
with
our
budget,
that
we
we
actually
cut
out,
travel
and
expenditures
and
a
lot
in
a
lot
of
departments.
V
I
know
things
have
gotten
a
little
bit
better,
so
that's
good,
but
if
anything
going
into
the
future
as
we
move
forward,
I
mean
I
don't
mind
doing
it
this
time,
but
I
think
that
we
need
to
to
if
we're
going,
to
have
a
practice
that
we
need
to
have
a
a
better
understanding
of
how
we're
going
to
utilize
the
funds
across
the
board
for
all
council
members.
V
I
would
also
just
kind
of
throw
out
there
as
a
caveat
that
well
just
in
addition,
you
know
it's
times
are
dealing
with
the
this
health
pandemic
and
things
like
that.
I
know:
there's
other
alternative,
potentially
alternative
ways
to
get
the
same
kind
of
training
and
all
maybe
via
zoom
or
teleconferencing
or
technology.
Maybe
that's
an
option
I
don't
know
but,
like
I
said,
I
just
wanted
to
remind
everybody
that
before
we
open
that
door,
let's
all
have
a
clear
understanding
of
it.
V
B
F
Yes,
thank
you,
mr
mayor.
Just
to
to
that
point.
The
2000
has
been
put
in
there
every
year
since
we
cut
travel
down.
F
That's
we've
been
doing
that
since
and
it's
very
vital-
and
I
would
say
to
the
budget
chair
to
look
into
it
very
seriously
this
year,
because
there
are
some
trainings
and
there
are
some
certifications
that
elected
officials
should
have
I'm
very
proud
and
honored
that
counselor
tucker
is
taking
the
initiative
to
learn
and
understand
government
everyone
isn't
raised
in
a
fortunate
family
that
deals
with
politics
every
day.
F
People
today
that
are
entering
into
politics
are
grassroots
individuals
and
if
they're
into
politics
and
they're
into
this
council,
they
should
be
offered
the
same
opportunity
as
other
departments
are
to
be
trained
and
to
be
certified
so
that
they
can
do
their
job.
Well
done,
so
I
would
say
to
the
budget
chair
to
please
take
that
into
consideration.
F
You
can
get
with
gma
accg.
You
can
also
give
with
nlc
and
see,
which
are
the
important
most
most
important,
certifications
and
training
that
elected
officials
need,
and
let's
budget
for
those
cla
for
those
training.
I've
been
here
since
94
got
what
endorsed
in
95
and
we've
always
had
training
available
for
elected
officials.
Yes,
we
cut
it
back
because
some
of
our
colleagues
felt
that
we
shouldn't
be
traveling
that
it
could
be
done
on
online.
F
It
could
be
done
by
just
picking
up
the
phone
and
communicating
well
really
it's
better
when
you're
in
person,
because
you
network
with
other
people
in
other
community,
you
see
best
practices
you
see
what's
going
on
and
to
give
kudos
to
the
mayor,
pretend
evelyn
pugh,
god,
god
bless
her.
She
was
able
to
afford
to
go,
represent
our
city
and
her
own
budget,
and
that
should
not
happen.
F
If
you're
an
elected,
official
and
you're
representing
a
community,
then
it
should
be
taken
care
of
by
by
the
taxpayers
by
the
community,
because
you
are
doing
a
service
you're
not
out
there
partying.
They
have
this
concession
that
when
you
go
to
a
conference,
all
you
do
is
party
drink
and
dance.
Well,
I
it
don't
work
that
way:
they're
very
traditions
and
they're.
F
They
count
every
minute
of
where
you
are
yes,
after
five
you're
free
to
go,
have
your
dinner
or
whatever,
but
when
you're
in
those
classes
you're
in
those
meetings
you're
in
there
and
they
hold
you
accountable
and
columbus.
Also,
I
don't
know
I
don't
know
now,
because
it's
been
more
than
five
six
years,
maybe
close
to
ten.
Now
that
we
haven't
participate.
F
We
were
one
of
the
leading
cities
that
had
the
right
to
vote
on
legislations
and
resolutions
and
projects,
and
we
don't
have
that
voice
anymore,
because
there
is
no
one
there
to
represent
us.
We
don't
have
that
electoral
vote
in
gma
or
nlc
or
accg,
but
yet
we're
a
city
and
county
commission
and
we
do
not
have
any
votes
to
secure
and
watch
for
our
benefit
as
a
consolidated
government.
There's
very
few
consolidated
governments
and
you
know
we're
the
we're
the
example
and
yet
we're
not
there
to
vote.
F
F
I
think
there's
only
19
cities
out
of
159
that
gets
that
right
to
electronic
vote
and
we
were
one
of
them
and
we
lost
that,
and
so
you
can
always
count
on
my
support
when
it
comes
to
training
to
be
certified
to
take
our
city
to
the
next
level.
We
got
to
remember
can't
do
things
old,
school
anymore,
we're
in
a
new
generation
technology
and
and
new
ways
of
thinking
of
our
youth
and
defeat
their
our
future,
and
we
need
to
prepare
them
for
our
future,
not
to
stay
behind
times.
M
Mr
mayor,
this
brings
up,
I
think,
an
issue
that
we
do
need
to
take
a
look
at
and-
and
I
would
request
that
perhaps
you
appoint
a
committee
to
take
a
look
at
it
and
to
come
up
with
a
policy.
M
That's
not
quite
so
good
that
that
you're
training
for
15
minutes
and
you're
partying
for
four
hours
you
know
and
if
you
want
to
go
to
that,
have
at
it
go
ahead,
but
should
the
city
of
columbus
pay
for
that?
Probably
not
this
issue.
M
This
training
that
we're
looking
at
today
is
one
of
the
ones
that
is
a
a
definite
training
and
preparation
for
our
our
delegate.
I
mean
our
colleague
here,
but
I
think
one
of
the
reasons
that
we
cut
out
the
training
portion
of
our
budget
was
that
people
were
just
going
to
whatever
they
wanted
to
go
to,
and
there
was
no.
M
M
I
think
we
are
getting
back
in
the
position
in
our
budget
to
have
money
to
do
that,
but
let's,
let's
take
a
look
at
it
and
be
serious
about
what
we're
going
to
do
for
for
the
the
training
a
lot
of
the
training,
as
as
councilor
woodson
has
said
in
the
past,
once
we
stopped
the
money
from
the
city,
several
of
our
counselors
took
it
upon
themselves
to
spend
their
own
money
not
only
to
go
but
to
pay
their
hotel
room
to
pay
the
registration
fees
and
all
that
kind
of
stuff.
M
B
To
do
we'll
do
that
and
I
think
I
my
memory
is
certainly
not
the
best,
but
I
think
what
had
happened
is
as
we
were:
cutting
travel
from
some
of
our
employees
when
we
were
having
a
really
tough
time
as
a
result
of
the
recession.
In
fact,
we
even
ended
up
with
you
know:
downsizing
in
some
areas.
I
think
that
it
was
pulled
from
council
at
that
time
because
the
council
felt
like
it
was.
B
It
was
sending
a
poor
message
to
have
council
go
to
training
and
education
and
stuff
like
that
on
the
city's
dime
when
the
city
employees
weren't
able
to-
and
we
were
in
fact
offering
retirement
packages
to
people
so.
But
there
has
been,
I
think,
over
the
years
we've
put
money
back
in
and
we'll
get
that
committee
together,
because
at
one
point
they
were
looking
at
letting
council
apply
at
the
beginning
during
budget
session.
So
hey.
These
are
some
of
the
things
I'm
interested
in.
B
W
Yes,
mr
mayor,
I
just
want
to
walk
back
through
that
you
were
correct.
W
I've
been
traveling
to
savannah
since
2011.
city
paid,
I
guess
the
first
two.
Maybe
three
years
had
not
missed
a
meeting.
I
paid
out
of
pocket
for
all
hotel
expenses
and
conference
expenses
all
those
years
up
until
this
past
last
year
I
had
a
conversation
with
the
mayor
before
budget
and
we
talked
about
it
and
in
the
budget
session
we
put
back
two
thousand
dollars
into
the
budget
for
travel
last
budget.
W
W
W
The
correct
me:
if
I'm
wrong,
I
don't
know
finance
director.
Somebody
can
tell
me,
but
I
think
the
we
went
on
hiatus.
I
guess
for
about
five
or
six
years
to
try
to
get
a
grip
on
things,
and
I
think
we
put
back
that
last
year
to
two
thousand
dollars
last
year.
I
think
it
was.
Can
you
help
me
out
with
that?
S
W
W
They
did
have
some
virtual
conferences
just
to
make
sure
they
kept
the
people
together,
delegations
from
all
over
the
state
together.
But
when
we
get
time-
and
we
have
this
committee-
and
we
talk
about
it-
you
know-
we've
talked
about
it
and
everything,
but
I
think
overall,
this
is
a
great
group
and
I
don't
see
anybody
in
the
room.
I
hadn't
heard
of
anybody
in
the
room
of
the
10
counselors
just
going
off
to
a
convention
and
just
having
a
good
time.
W
So
we
have
a
real
good
time
after
six
o'clock.
I
promise
you
but
eight
to
five.
It's
all
business
all
day
we
have
classes
from
8
or
8
30
till
about
noon,
and
then
we
have
lunch
from
12
to
about
1
30,
and
then
we
go
again
from
1
30
to
about
4
or
5.,
and
the
conferences
that
they
have
accg
was
usually
in
april
gma.
In
june,
they
usually
had
scheduled
events
in
the
evenings
for
dinner
and
things
of
that
nature.
W
You
could
make
plans
with
your
friends
to
go
into
the
city
and
eat,
but,
as
councillor
woodson
stated,
there's
a
lot
of
information
learned
in
these
sessions
that
you
just
are
not
privy
to
you
grow
up
watching
the
news
and
listening
to
friends,
speak
about
certain
issues
and
read
the
newspapers,
but
when
you're
sitting
in
class
and
they're
explaining
things
and
they're
saying:
okay,
if
you
don't
do
it
this
way,
it's
not
the
correct
way.
So
take
this
home
and
discuss
with
your
delegation.
W
What
you
learned
here
see
if
you
can
run
things
a
little
bit
better
in
your
community
and
get
it
spread,
but
anyway
I'll
cut.
It
short
by
just
saying:
we've
worked
well
together
in
the
past.
I'm
sure
we'll
move
forward
working
well
together,
but
do
understand
that
we
as
a
council
did
vote
the
money
back
in
the
budget
for
travel.
This
is
not
just
on
a
whim
that
councilor
tucker
just
decided.
She
wanted
to
go
and
travel.
W
U
Thank
you
mayor.
I
just
have
a
question:
do
we
know
how
much
it's
going
to
cost
for
you
to
travel
like?
Is
there
a
initiation
fee
and
and
all
of
that
do
do
we
have
that
lined
up.
U
So
is
the
reimbursement
per
diem?
Is
that,
like
a
standard
across
the
board,
I
remember
when
I
took
the
initial
required
training
that
I
was
giving
a
certain
budget
to
stay
within,
so
is
that
standard,
and
is
that
what's
going
to
be
followed
during
this,
this
class
too.
T
Yes,
cancer
crap.
There
is
a
certain
allotted
amount
for
breakfast
lunch
and
dinner,
and
that
is
only
provided
when
the
actual
conference
does
not
provide
that
meal.
Do
the
elected
official
get
that
per
diem?
But
if
the
conference
provides
that
lunch
or
breakfast
or
what
have
you,
then
the
council
person
is
expected
to
take
advantage
of
that
since
it's
already
part
of
the
registration
and
included
as
part
of
that.
B
Can
you
can
go
online
at
accg
and
it
will
give
you
the
list
of
all
of
these
classes,
because
I
know
they
accg
and
gma
in
particular,
that
we're
members
of
those
organizations
they
have
these
training
events
and
typically,
we
all
get
a
an
email.
So
you
should
be
able
to.
I
don't
know
what
the
cost
is.
U
Right,
I
just
the
reason
why
I'm
asking
is
I
I
support
this
100
percent.
However,
I
don't
you
know,
I
don't
feel
real
comfortable.
Just
writing
a
blank
check.
You
know
so
I'd
kind
of
like
to
know
you
know
how
much
we're
talking
about.
I
mean
when
we
authorize
this.
U
G
T
Council
craft:
that's
a
great
idea.
We
will
provide
in
the
future
the
registration
costs
and
the
costs
that
we
know
up
front,
and
then
we
can
do
an
estimate
as
far
as
the
per
diem
and
things
of
that
nature,
the
reimbursement
that
would
occur
after
the
travel.
But
we
do
know
up
some
upfront
costs
and
we
will
provide
that
ahead
of
time,
such
as
the
registration
and
things.
B
All
right
and
and
I'm
we've
still
got
several
counselors
want
to
be
heard.
We
will
take
on
the
challenge
of
having
a
small
committee
put
together
and
and
try
to
address
these,
and
I
think
we
can
solve
a
lot
of
these,
because
I
mean
it's
all
within
budget.
It's
all
an
incredible
opportunity
for
people
to
get
educated,
so
they
save
money
when
they're
here
by
making
knowledgeable
and
informed
decisions.
It's
really
I
mean
it's
really
a
source
of
bettering
yourself
so
that
you
can
watch
after
the
pennies
here
here
in
the
community
council
barnes.
X
X
I
had
to
adjust
my
bifocals
a
little
bit
to
make
sure
that
wasn't
councilor
baker
sitting
over
there
because
councillor
baker
was
our
fiscal
conservative
and-
and
I
would
see
him
only
perk
up
when
it
came
to
the
money
aspect,
but
he
kept
us
straight
as
far
as
that,
because
you
know
we
have
to
be
accountable
to
the
citizens.
So
I
think
you
have
a
good
point
you
to
bring
up,
because
we
did
this.
This
was
a
issue
a
while
back,
but
I
think
what
we
did.
X
I
think
we
shifted
it
a
little
bit
too
much.
So,
although
you
are
writing
make
sure
that
we
that
we
question
because
we
are
dealing
with
the
people's
money-
and
I
like
that,
but
you
know
a
number
of
points
were
brought
up
and
talking
about
mike
baker.
He
and
I
were
the
ones
that
went
to
the
lease
classes,
but
I'm
going
to
tell
you
what
saved
me.
X
What
saved
me
is
that
I've
been
on
the
river
valley,
regional
commission
since
0
8,
and
I
would
become
completely
out
of
the
loop
if
it
wasn't,
for
the
fact
that
my
fellow
commissioners
kept
me
abreast
and
I
had
to,
and
then
I
had
to
go
to
a
lot
of
the
things
that
the
river
valley,
regional
commission,
I
paid
out
of
my
own
pocket.
X
So
what
council,
council,
woodson
and
councillor
huff
were
saying
about
it's
true
it's,
but
we
also
have
lost
a
lot
because
of
the
fact
that
councillor
woodson
correctly
stated
we're
not
at
the
table
with
gma
and
accg
as
we
should
be.
I
I
because
I'm
one
of
the
the
the
chair
of
the
the
assistant
chair
vice
chair
of
the
river
regional
commission.
X
I
can
get
this
information,
but
I
would
be
completely
lost
marion
council
if
it
wasn't
for
the
fact
of
having
those
monthly
meetings
getting
the
publications
having
those
commissioners
call
me
and
keep
me
in
the
loop
on
things
that
I'm
completely
unaware
of,
and
so
I
think
that
we
have
missed
them.
We've
it
a
little
bit
too
far
because
at
those
classes,
as
was
pointed
out,
you
do
learn.
X
You
have
classes,
and
this
is
something
else
that
it
gives
you
credibility
when
you,
when
you
make
those
things
people
see
your
face,
they
know
you
and
so
I'm
kind
of
glad.
In
fact,
I
worked,
I'm
so
glad
that
that
councilor
tucker
is
here
because
I
spotted
her
before
she
thought
about
coming
on
council
she's
a
go
getter,
she's
hungry
hungry
to
do
well
and
the
way
that
you
do
it
is
to
attend
these
classes,
and
not
only
that
you
make
it's
networking
you
make
contacts
with
a
lot
of
the
other
elected
officials.
X
X
We've
made
progress,
we're
moving
from
the
deficit
that
this
government
had
to
the
fact
that
we're
becoming
better
watchdogs,
you
know
of
of
the-
and
I
think,
stewards
of
the
taxpayers
funding.
So
to
your
point,
council
davis.
I
appreciate
that,
but
to
the
other
points
we
are
out
of
the
loop
at
the
table,
council
wilson
is
right.
I
go
to
the
meetings
and
I
know
that
we're
lagging
that
way
because
we
don't
have
the
certification
that
we
should
have.
Mr
mayor
I'll,
be
honest
with
you.
X
So
to
that
point
that
you
brought
up
councilwoman,
we
are
lagging
as
far
as
that
is
concerned,
so
I
think
that,
as
always,
when
we
have
discussions
like
this,
it's
always
good
because
it
gleans
a
lot
both
on
both
sides
on
one
side
of
the
the
table
and
on
the
other
side.
So,
even
though
we're
being
good
stewards,
I
think
we
do
need
to
form
a
committee
and
we
do
need
to
stay
abreast
of
the
river
valley.
Regional
commission.
X
As
you
very
well
know,
mayor
is
a
good
source
because
it
keeps
you
in
the
loop
on
the
things
that
that
the
governments
need
to
be
aware
of,
and
so
council
tucker
you
stay
hungry
because
you
being
hungry
is
going
to
keep
us
at
the
table
for
life
and
counselor
davis.
Thank
you
for
being
the
mike
bakers,
because
we
need
that
to
keep
us
online
fiscally
appreciate.
You.
F
Yes,
thank
you
just
wanted
to
add
to
that
that
if
you
do
form
a
committee
I
want
to
be
on
that
committee.
I
lost
the
opportunity
because
I
wasn't
here
when
we
were
doing
the
committee
for
the
review
public
safety
review.
So
I
don't
want
to
miss
this
opportunity
for
this
and
I'll.
Tell
you
why
I
take
it
personally,
the
the
comments
about
being
partying,
because
that
is
not
true.
I'm
not
a
party
person
and
I
worked
myself
up
the
ranks
when
we
were
going
there.
I
was
on
the
board.
F
It
wasn't
just
you
know
locally.
I
was
asked
the
opportunity
to
run
for
president
and
nlc
and
I
turned
it
down
because
I
knew
I
wouldn't
have
the
support
I
needed
from
my
colleagues
or
the
community
because
of
the
amount
of
time
you
would
be
gone
and
the
amount
of
money
I
was
told
then
well.
We
pay
for
everything,
it's
just
your
time
away,
but
I
didn't
have
that
confident,
because
I
didn't
feel
that
support
from
my
colleagues
to
go
ahead
and
take
that
big
step.
F
Evelyn
took
it
and
she
did
it
in
gma
and
she
was
president
of
gma
and
I
had
the
opportunity-
and
I
didn't-
and
I
didn't
because
I
didn't
feel
I
had
the
support
to
be
able
to
take
that
opportunity.
So
when
you
go
to
these
you're
you're
really
representing
your
city,
you're,
really
making
big
opportunities
and
you
are
putting
not
only
your
city
but
the
whole
united
states
in
in
a
better
place.
F
F
I
finally
encouraged
someone
else
to
do
it
and
they
did
it
and
we
went
behind
them,
and
that
was
history
for
them,
the
first
one.
So
in
saying
that
I'm
not
everybody
doesn't
party
and
depending
what
your
definition
of
party
is
to
me,
some
for
me
personally
party
is
I
get
a
bag
of
popcorn
and
fix
some
stuff
up
turn
on
the
tv
have
a
couple
friends
and
we're
partying.
F
You
know,
as
huff
stated
earlier,
you're
getting
a
lot
of
invitations
to
different
things.
So
you
really
don't
spend
the
money
on
on
dining
because
everybody's
trying
to
love
you
so,
but
regardless
of
all
that,
I
just
think
it's
important
that
we
have
a
face.
It
doesn't
matter
who
it
is.
Who
wants
to?
Some
of
my
colleagues
didn't
want
to
travel
because
of
their
employee
employment.
F
So
I
want
to
be
a
part
of
it
and
it's
not
for
the
partying,
it's
for
the
education
and
how
you
climb
up
the
chain,
how
you
climb
up
to
be
very
successful
and
make
good
things.
I've
never
told
anybody,
this
story
and
I'll
do
it
very
quickly.
I
remember
when
isaiah
finally
and
teresa
finally
went
to
gma
for
a
conference
and
the
minute
they
got
there.
Everybody
was
saying
to
them.
F
Oh,
do
you
know
mimi
woodson,
do
you
know
mimi
in
do
you
know
mimi
woodson,
and
I
remember
when
isaiah
saw
me
walking
the
quarters.
He
said,
my
god
who
are
you
the
way
I
was
dressed
the
way
I
was
carrying
myself
the
way
I
had
my
briefcase
and
I
was
moving
the
way
people
were
networking
how
the
officers
were
he
was
like
who
are
you
and
he
asked
me.
F
Why
aren't
you
like
this
in
columbus,
and
I
said
because
I'm
intimidated,
I'm
not
comfortable
in
here
people
listen
to
what
I
had
to
say:
they
used
it
or
they
put
it
in
file
13
or
they
massage
it.
But
I
had
a
true
true
voice
to
climb
up
to
make
a
difference
not
locally
but
nationally,
and
so
that's
why
to
me
it's
very
important
and
I
was
like
you
I
was
hungry.
I
was
starving
because
I
didn't
know
anything
you
know,
but
alan
land,
I
mean
land
counselor
land.
I
remember
him.
F
I
remember
aj
mccullen,
I
remember
frank
chester
and
it
read
mcdaniel.
When
I
started.
I
only
lived
in
columbus
two
years.
I
didn't
know
anything
and
they
came
and
they
embraced
me
they
said.
Do
it
do
it?
We
need
diversity,
we'll
take
care
of
you,
we'll
watch.
You
we'll
teach
you
and
they're
the
ones
that
encourage
me
to
be
the
person.
I
am
today
to
be
more
vocal
to
feel
confidence
to
fight
for
what
I
believe
not
to
be
intimidated.
F
M
Do
this
partying
business,
but
I
do
know
that
there
are
other
entities
that
send
us
as
counselors
emails
on
a
regular
basis,
inviting
us
to
participate
in
some
training
that
the
training
may
go
until
noon
and
then
you're
off
the
rest
of
the
day
to
to
golf
or
whatever.
That's
the
piece
that
I
was
talking
about.
S
M
M
Money
for
these
conferences
in
the
registration
fee
that
we
that
if
the
conference
provides
breakfast
you're
free
to
eat
that
breakfast
but
you're,
also
free
to
go
somewhere
else.
M
If
you
want
to
do
that,
one
of
the
questions
that
I
think
we
need
to
address
in
this
committee
is,
if
breakfast
or
if
meals
are
provided
in
the
registration
fee.
Do
we
then
reimburse
you
if
you
choose
not
to
go
some
of
those
kinds
of
things,
the
the
registration
fee?
What
are
we
going
to
pay
and
how
much
are
we
going
to
pay
it?
M
We
haven't
had
that
for
a
long
time,
but
we
are
looking
at
and
we
are
making
sure
that
we
look
at
the
money.
We
guard
the
money.
We
take
good
care
of
this,
and
I
know
that
I
have
been
to
many
conferences
and
I
would.
M
Everybody
will
tell
you,
I
learned
a
lot
from
the
other
people
who
were
there,
as
I
did
from
the
people
who
were
presenting
the
training,
and
we
need
to
continue
that
and
we
need
to
make
sure
that
we
take
full
advantage
of
all
of
that.
But
I
did
want
to
make
sure
that
nobody
leaves
here
with
the
impression
that
I
think,
if
you
go
to
a
ccg
meeting,
you're
going
to
be
the
party
animal.
I
don't
think
that
at
all.
Thank
you,
mr
mayor.
S
Yeah
just
wanted
to
respond
to
one
of
the
questions
that
councilor
crabb
had
asked.
The
city
does
have
a
travel
policy
and
it
does
specify
exactly
what
you're
paid
for
breakfast
lunch
dinner
when
you're
paid
for
it,
and
it
applies
across
the
board
to
anyone
who
travels
and
receives
a
check
from
the
finance
department.
They
scrutinize
every
travel
document
through
financial
planning
in
the
budget
office
and
everyone
is
treated.
The
same
mileage
paid
for
travel
is
the
same
per
diem
is
the
same.
The
registration
all
of
that
is
done
through
the
finance
department.
T
And
just
one
more
one
more
comment:
in
reference
to
what
deputy
city
manager
hodge
stated,
we
do
send
the
itinerary
of
the
conference
to
the
finance
department
and,
as
she
mentioned,
they
go
over
it
with
a
fine
toothed
comb.
And
if
the
conference
provides
breakfast,
then
the
the
counselor
would
not
be
reimbursed
for
that
breakfast
and
so
on.
So
that
is
looked
at
very
carefully
by
the
finance
department.
B
V
V
If
we're
heading
in
a
different
direction,
that
we
have
chosen
to
go
in
the
past
and
being
fiduciary
responsible
and
that
one
look,
this
is
all
about
where
we've
come
from,
where
we've
been
and
where
we're
at
today,
and
that's
really
what
I'm
trying
to
get
out
on
the
table.
We've
made
a
lot
of
key
decisions
in
the
past
to
get
us
to
this
point,
because
we
were
financially
challenged.
V
V
When
you
talk
about
gma,
accg,
look
they're
lobbying
groups
gma's
for
the
state,
accg
is
for
the
counties.
They
all
do
different
kinds
of
things.
They
do
help
us.
We
pay
big,
big
membership
fees
to
be
a
part
of
those
our
executive
administration,
utilizes
them
our
our
executive
management,
utilizes
them
all
the
way
across
the
board.
We
all-
and
you
pick
up
the
phone
right
now
and
call
anybody
over
there
and
they'll
be
willing
to
help
you.
So
that's
a
good
thing,
but
we
did
a
lot
of
things
I
just
want
to.
V
V
B
W
Yes,
sir,
one
last
point,
I
think
in
the
discussion
today.
I
think
it
was
missed
the
fact
that
in
your
administration,
coming
in,
we
had
some
of
these
discussions
and
basically
got
into
your
ear
about
what
was
going
on.
So
it's
still
good
to
go
forward
and
put
the
committee
together
and
work
toward
a.
W
I
guess,
a
new
policy,
but
a
policy
was
put
in
place
to
put
monies
back
in
for
travel
and
I'll,
say
I'll,
say
this
nicely
directors,
deputy
director,
deputy
city
manager,
pam
hodge,
stated
that
there
is
a
travel
policy
in
place
and
it
was
mentioned
by
council
davis
that
we
are
the
leaders
and
we
should
lead
by
example,
and
what
I
want
to
mention
to
you
is
in
us
leading
by
example,
so
much
over
the
years,
the
city,
the
rest
of
the
city
government.
W
As
far
as
travel
were
adhering
to
the
travel
policy,
whereas
the
city
council
members
were
unable
to
basically
be
a
part
of
that
policy,
so
certain
trainings
that
were
needed
in
the
clerk's
office
and
other
offices
around
the
government.
Certain
things
had
to
get
done
and
I
just
wanted
to
say.
Lastly,
that.
W
I
didn't
know
I
could
I
had
no
idea
all
I
asked
the
city
to
pay
for
was
registration
and
conference
fees,
everything
else.
I
paid
my
gas
meals.
What
I
ate
with
the
conference
food
and
my
food
I
paid
out
of
pocket.
I
had
no
idea
so
this.
I
don't
think
that
the
policy
of
us
taking
advantage
of
things,
because
when
we
come
back,
the
clerk's
office
is
asking
for
receipts.
W
These
receipts
are
passed
on
at
the
time
deputy
city
manager,
pam
hodge,
was
finance
director
and
she
was
looking
at
all
of
that
and
she's
still
looking
at
that
along
with
director
angelica
alexander,
so
I
think
we're
in
good
shape,
but
going
forward.
I
just
want
to
make
it
clear
that
this
didn't
just
come
up
today
in
2021.
W
We
did
have
this
discussion
as
a
council
with
mayor
henderson
coming
in
and
we
talked
about
it
and
that's
how
the
money
got
back
in
the
budget,
because
we
went
a
little
bit
better
situation
and
I
think
everybody's
stuck
together
to
get
us
to
this
situation.
So
I
thank
you
all
for
listening
and
talk
with.
If
you
speak
with
the
mayor,
you
speak
with
deputy
city
manager,
pam
hodge.
I
think
they
can
give
you
dates
and
times
than
when
we
had
this
discussion,
and
I
think
we
voted
it
in
the
last
two
budgets.
B
Yep,
thank
you,
sir,
and
and
the
very
last
thing
I
said.
I
don't
want
anybody
thinking.
We
are
not
utilizing
rvrc,
iccg
or
gma.
B
So
so
we're
pulling
a
lot
of
information
and
when
they
go
on
these
training
excursions
to
the
larger
organizations,
they
are
absolutely
picking
up
information
that
are
going
to
bring
them
back
here
and
be
able
to
help
our
community.
So
I
think
it
was
a
lengthy
but
worthy
discussion.
So
all
right,
I
think
we
have
a
motion
in
a
second.
T
T
B
B
Motion
from
the
mayor
pro
tims
or
second
councilor
house,
any
discussion
all
in
favor
say
aye
any
opposed.
No,
all
right!
The
minister
received
next.
T
T
T
T
Next,
we
have
council
appointments,
any
nominations
will
be
listed
for
the
next
meeting.
We
have
the
board
of
honor
the
seat
of
the
late.
Mr
robert
porter
chef,
this
term
expires
october,
31st
2024.
This
is
council's
appointment.
All
of
the
members
must
be
former
elected
officials
of
muskogee
county.
This
is
open
for
nominations.
T
T
T
W
Yes,
thank
you
miss
mayor
deputy
city
manager,
pam
hodge
and
director
tiasha
johnson.
I
don't
know
if
you
were
paying
attention
to
an
email
thread
that
came
out
during
the
weekend,
but
anyway
I
got
blasted.
I
think
council
barnes
got
caught
in
the
middle,
but
it
was.
It
was
my
problem,
but
anyway
took
care
of
it.
I
sent
an
email
to
a
response
to
mr
eric
turner
that
had
the
request.
W
I
thanked
him
for
his
complaint
and
thanked
him
for
wanting
to
be
part
of
a
solution,
so
I
met
with
mr
turner
last
evening
about
7
30,
and
we
walked
the
area
of
lawyers
lane
and
foresight
and
I'll
forward
you,
the
pictures.
If
you
didn't
get
them,
we
have
some
ideas
about
cleaning
that
area
up,
but
I
wanted
to
basically
on
camera
thank
director,
tiasha
johnson,
because
I
did
mention
to
them.
This
is
something
that
you
cleaned
up
several
months
ago.
W
This
is
a
second
dumping
that
happened
in
that
area
over
there
received
a
phone
call
also
from
a
young
lady,
miss
d
noel
about
her
pastor.
I
think
a
church
bought
some
property
down
that
way
and
they
are
putting
together
a
group
this
saturday
to
go
down
and
start
the
cleanup
effort.
So
I
asked
her
to
call
your
office
yesterday.
W
Don't
know
if
she
got
through
or
not
to,
let
you
know
if
the
city
could
provide
some
trucks
or
something
to
help
out
with
some
of
the
heavier
items
down
there
that
needed
to
be
removed,
so
we're
going
to
try
to
form
some
type
of
neighborhood
coalition
and
some
other
people
to
try
to
get
down
there
and
help
get
it
cleaned
up.
So
it's
not
just
on
the
city
by
itself
and
then
one
other
request
at
30
21
casita
road.
Those
are
the
apartments
there.
Next
to
the
church
of
christ.
W
It's
a
u-shaped
area
and
they've
been
complaining
for
years
now.
W
We
still
don't
know
what
to
do,
but
I
need
to
take
a
look
at
it
every
time
it
rains
it
floods
out
in
the
area
there
between
the
apartments,
so
they
can't
access
the
sidewalks
for
water
running
all
up
in
there
and
it
stays
muddy
for
quite
a
long
time
until
we
can
get
sunshine
in
so
I
just
need
you
all
to
check
it,
and
let
me
know
if
it's
a
ownership
problem,
if
it's
something
the
city
can
do
to
cause
that
water
to
run
a
different
direction
or
something
to
try
to
get
them
some
peace,
because
I've
been
through
that
now
for
the
last
week
and
a
half,
I
don't
think
they've
had
maybe
a
couple
of
dry
days
in
the
last
week
and
a
half,
and
when
I
passed
this
morning
it
was
very
muddy
and
everything
so
it's
hard
for
them
to
maneuver
over
there.
B
Thanks,
sir
yeah
and
as
a
matter
of
fact,
the
pastor
up
there,
winton
hills
church
had
called
and
we
had
picked
up
that
site
on
december
1st
or
2nd.
I
believe
so
it
in
less
than
30
days.
People
were
dumping
back,
so
it's
got
to
be
a
longer
term
solution
with
the
involvement
of
the
community
for
us
to
protect
it
from
being
dumped
on
again.
W
B
Q
O
All
right,
you
said
three
minutes
I'll
make
it
quicker
than
that.
You
folks
are
country
folks,
and
I
come
here
looking
for
righteousness
because
look,
I
don't
have
control
over
what
animal
does
and
you
know
I
seen
a
fly
a
plane
flying
the
other
day
that
said
vote
for
vote
against
abortion.
Then
I
seen
my
dog
take
three
of
them
to
the
bush.
Now
let
me
tell
you
something
before
I
got
before
I
signed
that
piece
of
paper
on
three
counts
of
cruelty
to
animal.
O
Before
after
I
signed
that
piece
of
paper,
then
I
gave
him
three
dead
dogs.
I
went
to
the
bush.
I
got
all
skinned
up
bleeding
and
I
know
what
you
think
of
me,
but
look
at
this
that
that's
been
there
for
seven
years
and
I
survived
cancer
in
o4,
so
yeah
there's
something
wrong
with
blood
and
always
has
been.
O
O
O
I
raised
him
to
be
like
that
to
protect
bull
now,
bull's
gone
the
next
morning
when
I
get
back
when
I
get
there,
so
I
don't
know
what
you're
going
to
say,
but
I
know
this,
the
body
cam's
going
to
say
you
sign
them
over
to
the
city
or
you
go
to
jail
for
three
counts
of
cruelty
to
animal.
They
didn't
know
about
them,
three
puppies.
I
gave
them
up
at
the
end.
O
I
said
you
want
to
take
look,
you
know
animal's
going
to
do
and
if
you're
country
boys,
you
know
an
animal
is
going
to
do
what
it
does.
We've
been
traveling
for
two
years
and
they
pick
out
the
wheat.
She
smelled
something
bad.
She
took
the
bush
matter
of
fact.
I
went
in
the
bush.
Resuscitated
them
got
scratched
up
skinned
up
and
scarred
up
for
doing
it,
but
she
still
took
him
to
the
bush.
O
They
didn't
know
nothing
about
them.
Three
and
another
thing
they
say:
14
dogs,
they're,
lying
it's
it's
it's
three
dogs
and
six
puppies.
O
They
didn't
know
about
the
three
dead,
so
I
don't
know
where
to
get
that
number
at
they
want
to
make
things.
Look
bad,
okay.
The
body
cam
is
going
to
show
the
difference.
So
hang
with
me,
I'm
going
to
get
all
that
information
for
you.
I
know
it's
hard
because
everybody's
giving
me
a
run
around
because
I'm
a
homeless
person,
they
don't
think
I
can
do
it,
but
you
know
what
for
my
dogs,
I
do
this.
You
tell
me,
I
don't
love
them,
you're,
crazy!
I'm
sorry!
O
I
get
too
emotional
and
you
know
for
two
years
I've
been
doing
you
see
this
scar,
my
arm,
I
got
cancer
again
and
I'm
going
to
montana
leave
us
to
montana
that's
my
destination.
That's
our
journey!
I'm
not
homeless!
I'm
a
man
on
a
journey
and
I
got
those
dogs
were
very
immediate
and
I'll
I'll
fill
this
room
up
with
people
that
will
say
they're
and
I've
had
officers
a
matter
of
fact.
O
I
had
to
go
to
court
one
day
because
my
first
day
in
town,
I
got
a
ticket
that
held
me
up
in
court,
for
I
mean
that
held
me
up
because
covert
19
like
three
months.
Okay,
the
day
I
get
I
go
to
court,
I'm
like
you,
don't
think
I
am
not
going
to
put
my
dogs
on
a
leash,
come
out
two
hours
later
and
find
them
strangled.
I'm
not
going
to
do
that.
I
will
find
a
safe
spot
where
nobody
has
a
reason
to
trespass
if
they
get
near
my
stuff.
O
O
I've
come
out
of
convenience
stores,
I've
come
out
of
burger
shops
and
they
have
dropped
dog
food
on
my
cart
or
water
and
they've
asked
me
if
I
needed
anything.
