Paul
United
Methodist
Church
on
Wildwood
Avenue.
My
name
is
brinkley
pounder.
My
address

1916
Leonard
Street.
The
Turks
surround
several
neighborhoods
under
the
control
of
the
Board
of
historical
and
architectural
review,
but
the
church
itself
is
not.
In
addition,
the
church
is
not
subject
to
the
oversight
of
the
zoning
or
Planning
Commission.
It's
Rick,
Jones,
director
of
planning
for
Columbus,
stated
at
the
made
public
meeting
regarding
the
closure
of
Leonard
Street.
St.

Paul
can
go
pretty
much
where
they
want
to
and
there's
not
a
whole
lot.
They
have
to
do
to
continue
with
their
proposed
plan.
This
public
forum
is
the
only
opportunity
for
anyone
in
the
neighborhood
surrounding
st.

Church
to
speak
to
their
construction
plan,
which
includes
the
furthering
awareness
tree
between
forest
and
wild
avenues,
the
demolition
of
two
homes
and
the
construction
of
one
more
parking
lot.
I
will
use
my
time
here
to
explore
the
overall
issues
of
this
construction
plan,
which
Ryan
Clements,
along
with
will
quiet.

City
Council
on
April
the
11th.
Thank
you
for
listening
to
my
concerns.
I
have
yet
to
be
perfect
to
the
demolition
of
perfectly
habitable
homes.
In
one
of
Columbus's,
most
established
and
diverse
neighborhoods.
The
school
district
recently
demolished
this
house
for
more
parking.

church
is
already
demolished
this
house
and
intends
to
amol
demolish
this
home
and
this
home.
All
four
parking
lot
object
to
the
destruction
of
mature
canopy
trees
that
are
home
to
creatures
of
all
kinds,
and
our
neighborhood
object
to
the
laying
down
of
more
asphalt
in
our
neighborhood
for
parking
lots.
It
is
not
necessary,
nor
is
it
appropriate.
I
object
to
the
adding
of
more
paved
surfaces.
They
will
exacerbate
ongoing
flooding
issues
that
late
one
impart
is.
There
is
not
sufficient
mitigation
protocols
in
st.
Paul's
proposed
plan.

At
present,
there's
one
entrance
from
Leonard
Street
to
the
back
light
at
st.
Paul,
an
entrance
to
the
chapel
light
in
one
entrance
to
an
unpaved
lot.
The
closure
of
Leonard
Street
and
the
acceptance
of
their
parking
lot
design
will
create
two
more
exits
on
lywood
and
exit
on
Girard
and
an
exit
on
21st
Street.

Finally,
this
portion
of
women
Street
is
an
arterial
road
designed
to
provide
the
highest
level
of
service
between
two
major
avenues,
while
we're
enforced
as
the
only
two-way
streets
between
Girard
and
17th,
serving
for
the
safety
of
the
neighborhood
and
access
of
emergency
vehicles
over
100
residents,
as
well
as
Columbus
high
school
students
and
st.
Paul
members,
the
proposed
construction
plan
will
increase
the
surface
parking
at
st.
B
Paul
by
over
200
and
we'll
create
more
than
500
parking
lot
spaces
in
the
non-commercial
block,
bordered
by
17th
Cherokee
forest
and
Wildwood
avenues,
Aaron
Ben
Joseph
and
urban
studies
and
planning
professor
from
MIT
and
author
of
the
book.
Rethinking
the
lot,
the
design
and
culture
of
parking
found
that
there
are
at
least
4
and
1/2
parking
spaces
for
every
vehicle
in
the
United
States,
that
is
over
800
million
parking
spaces.
This
does
not
include
garages
driveways
from
street
parking.

He
also
found
as
much
as
35%
of
cities
are
covered
in
surface
Lots,
which
account
for
70%
of
parking
spaces
apply.
Environmentally,
he
says,
paving
over
huge
loss
of
land
is
not
a
very
good
idea.
Today's
culture
is
becoming
more
urban,
that
is,
more
people
on
foot
or
bikes
or
using
mass
transit,
which
lessens
the
parking
demand.
Our
city
code
provides
a
remedy
for
the
over
building
of
surface
parking
lots
in
the
Columbus.

basis
for
such
an
application
is
to
establish
shared
parking
for
complementary
uses,
such
as
the
use
of
a
building
or
structure,
in
this
case,
existing
parking
lots
at
Columbus
high
school
for
two
and
more
usage
which
possess
complimentary
rather
than
competing
peak
hours
of
usage
as
such
is
the
case
here.
Our
urge
Council
to
exercise
their
right
by
ordinance
to
protect
and
preserve
our
neighborhoods,
so
that
this
residential
area
remains
safe
for
all
residents
and
continues
to
be
a
walkable
and
bikable
neighborhood
with
Complete
Streets
accident.

representatives
from
st.
Paul
came
forward
and
introduced
the
council,
their
proposal
to
expand
their
church
facilities
and
part
of
that
was
the
inclusion
of
Leonard
Street
and
I
passed
out
just
for
everybody
else's
reference.
It's
just
a
copy
of
their
proposed
site
plans
so
that
you
would
have
a
visual
of
what
they're
proposing
to
do
at
this
point
in
time.

also
took
some
traffic
counts
out
there.
On
average,
we
counted
approximately
234
cards
a
day
and
then
about
217
on
Saturday
and
150
on
Sunday,
and
so
we
had
a
proposal.
I've
been
working
with
councillor,
Garrett
and
I'm
sure
he's
going
to
comment
shortly,
but
I
had
a
proposal
from
st.
Paul
on
some
conditions
that
they
thought
they
could
live
with.

would
address
some
of
the
issues
from
neighborhood
and
then
I
had
responses
from
the
neighborhood
on
some
concerns
that
they
had,
and
these
are
similar
to
some
of
the
concerns
that
were
expressed
at
these
meetings
that
we
had
and
so
I
put
together
a
draft.
What
I
thought
was
a
draft
resolution
for
discussing
discussion
purposes
as
a
starting
point,
because
this
is
somewhat
of
an
unusual
okay
from
a
traffic
standpoint.

There's
no
real
benefit
for
lenders.
The
church
owns
both
sides
of
the
property
now
I'm
sure
the
neighborhood
might
argue
that
that
some
of
those
utilize,
those
streets
and
some
of
the
students
utilize
the
streets
but
from
just
the
traffic
volume,
there's
no
real
need
for
that
particular
section
of
the
street.

in
my
conversation
and
I've
had
a
lot
of
conversations
for
the
last
several
weeks
with
a
lot
of
people.
This
is
a
very
passionate
thing
for
the
neighbors
and
I
understand
that
as
well
as
the
church
and
even
I'll.
Just
note
even
Midtown
couldn't
come
to
us
consensus.
They
were
kind
of
split
as
well
on
on
this
particular
project.
If
you
will-
and
just
just
so
you'll
know
for
our
in
your
draft
resolution,
just
general
comments
that
I
had
again
with
members
of
the
project
team,
I
guess
from
from
st.

Paul
yesterday,
they
are
willing
to
meet
with
the
neighbors
on
a
routine
basis,
just
to
keep
them
informed,
but
they're
concerned
about
the
control
of
the
project
in
them.
Maintaining
they
do
want
to
work
with
the
neighbors
and
resolve
some
of
the
their
concerns.
They
did
note
that
they
no
longer
intend
on
relocating
the
dumpster,
it's
going
to
say,
current
locations.
That
was
a
concern
that
was
brought
up
from
the
neighbors.

They
are
in
process
of
trying
to
repair
and
replace
the
existing
air
cooler,
which
is
one
of
the
major
concerns
that
we
hear
from
the
neighborhood,
and
we
experience
it
ourselves
and
we
were
at
the
meeting.
We
could
hear
it.
They
do
commit
to
maintaining
pedestrian
access
they're
going
to
leave
it
as
part
of
their
design.
Is
that
area
will
be
open
so
that
people
that
have
used
it
in
years
past
for
walking
will
still
be
able
to
do
that
now.

did
caution
me
that
it's
not
necessarily
going
to
be
a
DEA
compliant
and
that's
due
to
the
existing
grades
of
the
area.
Their
site
will
be
a
DEA
compliant,
but
it's
not
going
to
be
designed
specifically
for
that
purpose,
personal
public,
to
travel
through
there,
but
it
will
be
open
where
people
can
continue
to
walk
through
there
and
then
the
lighting.

was
a
discussion
about
the
lighting
and
there
is
a
regulation
currently
in
the
you
do
that
requires
fixtures
of
that
cut
off
of
the
property
line
that
was
put
in
the
you
do
in
2004
when
it
was
adopted.
So
that
is
something
that
they
will
have
to
comply
with,
regardless,
if
it's
a
condition
of
the
resolution
or
not
as
well
as
there
were
some
concern
about
the
hours
of
operation,
and
that
too
will
have
to
comply
with
the
noise
ordinance.
So
that
will
be
something
that's
regulated.

discussion
about
the
number
of
parking
we
have.
They
have
not
submitted
a
parking
study
that
will
be
part
of
the
process,
we'll
review
their
existing
and
their
proposed
parking
and

it
will
have
to
comply
with

and
stormwater
they'll
have
to
comply.
The
film
water
regulations
for
water
quality
and
increase
in
runoff.

a
correct
statement

there
has

lengthy
conversations
between
my
office
and
the
City
Attorney's
Office.
If
count
falls
so
wishes
to
add
some
condition
in
the
resolution
as
part
of
that
Street
closure,
then
we
can
make
those
a
condition
of
the
permit
and
then
there
are
then
enforceable
if
we
make
them
a
condition
of
the
permit.

council
can
vote
simply
to
abandon
the
street
and
declare
it
surplus,
and
then
the
city
manager
will
dispose
of
it
in
accordance
with
normal
city
procedures
and
policy,
and
then
they
will
be
bound
by
what
normally
in

you
do,
which
a
lot
of
these
conditions
are.
But
there
were
some
specific
requests
that
the
neighbourhood
had
such
as
opportunities
for
communication
and
being
kept
informed,
and
thus
that
was
why
there
there
was
a
requirement
for
them
to
me
routinely
with
the
neighborhood
just
to
keep
them
up
to
date.

some
past
concerns
about
the
church
making
promises
and
then
the
neighborhood
did
until
they

fulfilled

may
be,

there
may
have
been
reasons
for
that.

know,
but
we
just
wanted
to

sure

conditions
that
we
had
them
in
the
resolution
and
then
we
can
make
them
part
of
a
permit.

deals

Leonard
Street,

not

the
other
construction

not
go
on

that

we're
going
to
do
exactly

what

abandonment

of
consolidated
government
of
Columbus
Georgia,
the
improved
segment
of
Linux
tree
between
the
east
right-of-way
of
on
Forest
Avenue
and
the
West
right-of-way
land,
a
wild
wood
Avenue,
declaring
its
surplus
authorizing
its
disposal
in
accordance
with
city
code
and
under
the
condition
out
land,
our
conditions
out,
land
and
therefore
resolution.

church

been
very
willing
to
the
orchid.

are

Conditions
are
part
of
the
resolution
that
they
didn't
necessarily
walk

they've
been
very
willing
to
do,

miss
pound
has
been
very
gracious
in
working
with
the
church
to
and
trying
to
get
some
things
met.
That
would
at
least
make
the
neighborhood
somewhat
happy
and
may
I
do
want
to
bring
out.

conditions

none
of
the
neighbors
have
worked
very
hard
with
the
church

agree
on

compromise

have
the
project

what

lot

leeway.

we'll
have
a
project
bility
piecemeal.

complete

right

it's
something
that
will
flow
together

well

there's
some
safety
concerns
because
there's
going
to
be
a
youth
building
where

street
is
right
now
will
be
across
the
street
from
it.

neighborhood

speak
on
their
behalf

I

to
ask
who
could
explain
the
legal
repercussions
far
better
than
I
my
attorney
and
the
neighborhood's
attorney

posed
to
delineate
those
I
made.

they
oppose
the
closing
of
Leonard
Street,
because
I
use
it
frequently
to
go
to
cross
country
to
go
to
work,
to
go
to
make
and
Road
to
go
to
friends
houses.
They
oppose
it
because
it's
going
to
have
some
potential
traffic
impacts
and
they
oppose
it
because
it
will
potentially
change
the
character
of
their
neighborhood.

own
traffic
numbers
support
what
they
have
to
say
and
their
contention
that
Leonard
Street
is
useful

convenient
to
them.

is
the
public.
Now
your
numbers
by
my
math
saying
260
days
four
five
days
a
week
times,

vehicles

day
on
weekdays
would
add
up
to
60,000

cars
per
year.
Let's
take
how
for
that
number
and
say
for
the
sake
of
argument.
You've
got
30,000
vehicles
on
that
street
a
year
just
during
the
weekdays,
taking
into
account
that
those
numbers
came
from
when
school
was
in
session
at
Columbus
high
school.

of
you

two
affidavits
set
forth,
how
the
two
neighbors,
the
two
particular
neighbors
use
the
street
and
with
regard
to
one
of
the
neighbors,
there
is
a
petition
attached

it.

most
of
you
have
seen
a
petition
wherein
they
collected
names.
When
I
say
they
I
mean
a
number
of
people
that
live
in
the
neighborhood
went
around
knocking
on
doors
and
got
some
names.
There
are
161
names
on
the
petition.

So
the
resolution
itself
and
common-sense
so
that
the
closing
of
Leonard
Street
is
solely
to
the
benefit
of
st.
Paul
United
Methodist
Church,
it's
their
petition.
The
language
in
the
resolution
says
they
are
the
ones
that
want
to
get
this
property
deeded
to
them.
Now
nobody
is
arguing
that
st.
Paul
has
any
evil
intent
or
anything
of
that
sort.
By
filing
this
petition,
a
lot
of
my
friends
I
think
attend
that
church.
A
lot
of
good
people
like
some
councillors,
st.
Paul,
is
a
well-respected
church.

It
has
many
prominent
members,
I
know
for
sure
that
that
church
committee
probably
worked
very
hard
to
put
this
proposal
forward
and
my
clients
likewise
have
a
lot
of
friends
that
go
to
the
that
church,
but-
and
we
can
all
see
why
the
church
that
won't
the
road
closed,
the
st.
Paul
is
a
person
in
the
sense
of
or
according
to
the
Georgia
code,
that
my.

You,
mr.
mayor,
so
st.
Paul
is
a
person,
at
least
in
the
legal
sense.
It's
made
up
of
many
individuals,
but
it's
a
corporation,
and
so
as
such,
it
is
clearly
according
to
the
law
benefit
for
an
individual
for
st.
Paul
and,
as
such
case
law
says
that
it
would
be
an
abuse
of
power.
In
fact,
a
gross
and
I'm,
quoting
here
abuse
of
power
if
it
is
done
solely
for
the
benefit
of
a
private
individual,
so
there's
case
law.
That
is
against
this
too.

They
have
to
maintain
public
roads
in
a
way
that
ordinary
traffic
can
traverse
the
roads,
citizens
ordinary
citizens,
any
individual
can
enforce
that
duty
and
their
rights
by
a
writ
of
mandamus.
If
the
council
were
to
grant
this,
they
could
go
to
Superior,
Court
and
file.
A
writ
I
would
argue
to
you
that
you
can
close
this
road
on
the
basis
that
it
is
in
quote
the
best
public
interest.
You
will
essentially
be
sane
that
no
citizen
has
the
right
to
insist
that
public
roads
be
properly
maintained
for
ordinary
traffic.

This
should
not
and
cannot
be
done
legally,
but
set
inside
potential
costs
for
stoplights
or
litigation
or
that
sort
of
thing.
Maybe
the
most
important
thing
for
this
council
to
consider
is
precedent.
If
you
do
this,
what
stops
st.
Luke
from
coming
before
council
and
asking
council
to
close
third
Avenue
or
11th
Street,
they
obviously
pay
for
crossing
guards
to
get
their
kids
across
the
road.

would
be
more
convenient
for
them,
I'm
bettin,
to
have
that
happen.
What
would
prevent
fourth
Street
Baptist
Church
from
coming
back
to
this
council
again
I
believe
they
were
here
in
99
mm
and
asking
for
a
road
closure
there?
That
was
not
allowed
the
last
time
they
were
before
account,
so
I
think
extort
Columbus
got
involved.

I
know
my
time
is
about
to
run
out,
but
the
bottom
line
is
we
and
I
represent
these
neighbors.
We
want
the
church
to
do
well.
We
want
the
members
of
the
church
to
do
well.
We
want
the
neighborhood
to
do
well,
we
want
everybody
to
coexist,
but
we
want
Leonard
Street
stay
open,
it
should
stay
open
according
to
the
law
and
the
council
can
achieve
what
the
church
wants
to
achieve
by
maybe
putting
speed
limit
on
the
road
allowing
traffic
at
10
or
15
miles
an
hour.

church
has
other
alternatives
to
crossing
guards.
So
we
would
ask
each
of
you
to
consider
what
is
and
I'm
about
done
truly
in
the
best
public
interest,
the
interest
of
all
of
the
citizens
of
Columbus
Georgia,
the
citizens
as
a
whole,
and
we
ask
you
to
exercise
your
sound
discretion
and
it's
your
decision
to
deny
the
closure.
Since
the
road
is
used.

appreciate

The
city
attorney
has
apprised
me
that
actually,
this
is
not
an
item
on
second
reading,
but
the
way
this
is
couched,
this
particular
resolution
will
be
heard
as
a
public
hearing,

so

concludes
your
comment

substitute
the
revised
revised
resolution,
the
reason
for
that
the
last
one
had
language
in
there
that
the
neighbors
consented
basically
to
this
and
I
wanted
that
removed,
because
obviously
we
have
folks
here
who
are
not
for
it.
I
do
want

know
that
the
church
didn't
want
to
keep
the
conditions
in
there,
even
though
the
neighbors
weren't
necessarily
concede
the
closure.
So
it
was
a
very
big
act
of
goodwill
on
their
part
and
also
when
to
mention
that
I
mean
I've
been
meeting
with
them
extensively.

met
with
neighbors
have
gone
to
the
community
meetings
and
there
are
things
that
the
neighbors
want
that
aren't
in
the
conditions,
but
the
church
is
going
to
try
and
do
their
their
plan.
The
entries
are
twice
as
large
as
the
ordinances
require
they're
playing
and
replacing
a
good
amount,
more
trees
and
they'll
be
pulling
out
and,
in
general
I
mean
they've
different
plans
like
that
plans
and
respecting
the
neighbors.

far
as
when
they're
going
to
conduct
and
conduct
construction,
they
could,
in
the
condition
like
construction,
for
example,
because
if
there's
a
massive
deluge,
they
can't
guarantee
they're
going
to
be
in
and
out
and
not
be
able
to
work
in
a
weekend,
but
they
are
going
to
make
best
efforts
to
do
that
in
a
respect
the
neighbors
so
I
know
it's
not
everything.
The
neighbors
want.
I
know
they're
still
not
happy,
but
we
have
spent
a
lot
of
time
and

Paul
is
trying
to
do
what
they
can
to
make
you
happy.

been

years

that

questionable

the
urging

our
city

his
urging

to
ask
to
be
recused
from
from
this
vote

I
would
assume
that
any
modifications

this
resolution

Councillor
Garrick
met
with
one
member
of
our
neighborhood,
but
not
with
our
group.
Eat
only
met
with
one
and
her
whole
issue
was
the
planting
and
the
trees.
Our
issue
is
the
street
I
use
that
Street
every
single
day
several
times
a
day.
The
only
time
I
don't
use
it
is
on
Sunday.
So
it's
used.
Always
we
are
real
real
anxious
not
to
close
it.
That's
part
of
our
part
of
our
life.

There,
the
drive
time
traffic
is
terrible
on
Cherokee,
it's
terrible
on
Seventeen's.
The
Columbus
High
traffic
is
bad
on
Cherokee
and
authority,
so
we
scoot
right
up
winning
and
cross
and
go
up
to
Wildwood
and
either
go
to
win
road
or
we
go
to
Hilton
Avenue.
That's
our
way
out
during
a
lot
of
the
day.
I
would
urge
you
to
please
think
about
the
neighbors.
This
is
not
you
know.
This
is
not
just
the
church.

lot
of
us
live
there
and
we've
got
people
all
around,
not
just
on
our
street
and
not
just
on
on
Wildwood
and
Forrest,
who
are
opposed
to
it
too
because
they
use
it.
So,
please
think,
think
carefully
before
you
vote.
We
urge
you
to
leave
the
street
open
that
won't
harm
the
church.
It
won't
do
anything
to
the
building
that
they're
planning

have
any
objections
to
that.

their
