us

recognize
extraordinary
service
going
on
in
our
community,
and
so
we're
going
to
do
that
tonight
and
then
we're
going
to
follow
with
a
regular
business
meeting.

allowing

to
make
it
to
the

Columbus
Georgia
gives
day
and
some
of
the
extraordinary
efforts
of
those
in
our
community
to
benefit
nonprofit
organizations.
Councilor
Thomas
is
going
to
help
us
by
reading
the
resolution
and
we're
going
to
ask
Betsy
Covington
and
Kelly
Parker
with
the
Community
Foundation
of
Chattahoochee
Valley
to
come
forward
to
receive
the
proclamation.

Columbus
recognizes
the
generosity
of
its
citizens
and
commends
the
Community
Foundation
of
the
Chattahoochee
Valley
for
encouraging
this
philanthropic
spirit.

immense
pleasure
it
is
to
be
recognized
on
behalf
of
this
amazing
community
that
we
live
in.
It
is
no
secret
to
any
of
us
in
this
room
that
Columbus
is
a
generous
community
and
for
us,
at
the
Community
Foundation,
to
be
able
to
in
some
small
way,
have
a
positive
impact
on
the
great
things
that
get
done
in
this
community
is
a
real
honor.

say
that

think
a
big
part
of
our
mission
is
creating
raging
philanthropists
here
in
the
Chattahoochee
Valley,
so
watch
out,
if
you're
not
sure
you
would
describe
yourself
at
that,
yet
we're
coming

you
next

Georgia
gives
day
will
be
bigger
and
better
than
ever.
This
was
only
the
second
year
and
it
is
a
great
idea
to
have
one
day
set
aside
to
recognize
the
fulfilling
philanthropic
organizations
that
have
made
a
difference
in
our
lives.

it
is
great
that
we
raised
a
million
and
a
half
dollars
in
Georgia
and
one
day,
the
next
day
in
Minnesota
they
raised
over
17
million
dollars,
so
the
bar
is
set
high
for
us
in
Georgia

we'll
be
back
next
year.

Monday,
December,

member
groups
sponsored
a
Health
and
Wellness
Fair
at
the
Columbus
public
library
or
Macon
Road,
and
whereas
the
event
featured
free
health
screenings,
including
rapid
HIV
testing
and
whereas
in
the
treatment
of
hiv/aids
and
its
various
other
illnesses,
early
detection
is
definitely
the
key
and
whereas
the
City
of
Columbus
supports
America's
efforts
to
promote
good
health
in
the
community.

thank

giving
us
this

really
excited
and
very
humbled.
Emira
group
is
really
a
new
company
into
the
area
of
the
Tri
City.
It
is
an
healthcare
provider

those
who
qualify
for
Medicaid,
Peet's
care
for
kids,
Georgia
families
and
planning
for
healthy
babies.

job
is
actually
doing
community
outreach,
letting
the
community
know
that
we're
here
to
do
things
that
are
for
good
health
for
something
that
it's

Proclamation
regarding
the
Chattahoochee
Valley
federally
Foundation
Inc,
whereas
the
Chattahoochee
Valley
better
way,
Foundation
Inc
the
foundation
was
founded
by
local
AIDS
activist
Jeremy,
Scott
Hobbs
in
2008,
and
whereas
the
mission
of
the
foundation
is
to
help
provide
and
pave
a
better
way
of
life
for
those
who
are
affected
and
infected
with
HIV
and
AIDS,
to
increase
community
and
client
awareness
through
quality
education,
support
and
training,
and
to
promote
testing
and
status
knowledge.

whereas
since
day
one,
the
foundation
has
offered
and
promoted
HIV
testing
free
of
charge
to
all
people
of
Columbus
Georgia
and
surrounding
areas
which
a
result
resulted
in
for
record
years
of
testing
in
the
Columbus
area,
meaning
more
people
are
getting
tested
than
ever
before
in
our
city's
history.
And
whereas
for
the
past
five
years,
the
foundation
has
offered
all
of
its
services
free
of
charge
to
the
community,
including
educational
classes,
support
groups
speaking
engagements
counseling
and
case
management.

and
Jeremy
this
is
well
deserved

It

Jeremy
Scott
house
has
worked
tirelessly
to
improve
the
quality
of
life
of
the
citizens
of
Columbus
Georgia
through
countless
hours
of
political
and
citizen
activism
and
while
serving
as
chairman
of
the
MPO
citizens
advisory
committee,
the
policy
Coordinating
Committee
and
several
community
advisory
boards
throughout
the
city.

Jeremy's
bravery
and
courageous
efforts
and
advocacy
have
put
a
face
to
the
AIDS
epidemic
in
our
region
and
by
coming
forward
about
his
own
journey
and
battle
to
be
a
disease
that
has
taken
over
25
million
people
worldwide.
Jeremy's
experience
offers
hope,
love
and
support
to
all
of
those
living
with
AIDS
and
whereas
Jeremy
found
at
the
Chattahoochee
Valley
better
wave
foundation,
Inc,
which
just
celebrated
five
history-making
years
of
excellence
here
in
Columbus
and
the
Chattahoochee
Valley,
and
where,
as
the
foundation,
seeks
to
change
the
mindset.

Jeremy
was
recently
named,
the
2013
Chattahoochee
Valley,
better
way.
Foundation
Inc
eight
survival
of
the
year
for
a
decade
of
beating
the
odds
and
was
featured
as
one
of
PA's
poz
Magazine's

heroes
in
the
fight
against
AIDS
and
whereas
the
City
of
Columbus
honors
Jeremy
Scott
house
for
his
tireless
efforts
to
ensure
that
all
people
are
created
equal
as
prescribed
by
the
Constitution
of
the
United
States
of
America,
and
for
his
undying
love
of
all
humanity
and
has
never
give
up
attitude.

to

of

it's

of
each
one
of
the
leaders
up
here,

sure
we'll
work
together

you've
been
there

haven't

know
you're
out
there
and
I
know
your
hearts
with
us.

worked

banquets
and

I
know
everybody
was
sick
and
battling
colds
and
trying
to
get
back.

was
a
horrible
week
to
do
it,
but
I've
always
been
a
stickler
for
December
the
first,
because
that
is
World
AIDS
Day
and
though
I
hope
that
everybody
remembers
that
it's
not
just
one
day
it's
every
day,
so
make
sure
that
we
talk
to
your
children.
Even
talk
to
your
parents,
about
the
importance
of
HIV
testing
make
sure
it's
done
once
a
year.

leadership
in
this
room
today
has
made
a
world
of
difference,
especially
basically
because
of
mayor
Theresa
Tomlinson.
When
I
asked
her
at
that
podium
years
next
door,
I
believe
it
was
when
they
was
having
the
debates.
Would

be
able
to
take
the
test
and
she
said

Yes,
and
she
was
there
the
first
year
she
was
elected

her
a

for
that
as

partnerships

valley
and
around
the

This
young
man
at
the
band
started
dad
the
AIDS
bear
project.
He
adopted
a
young
orphan
that
had
HIV
she
passed
away
back
in
the
80s,
but
he
has
kept
the
fight
going
for
children
who
are
living
with
AIDS
all
over
Africa
and
every,
and
this
is
part
of
his
project.
We
submit
this
to
you
as
well,
and
also
Kenneth
Cole,
a
little

Just
want
to
say
something
you
know
Jeremy.
This
community
is
extremely
blessed
because
for
someone
to
step
forward,
as
you
did,
took
a
lot
of
courage,
but
you
know
what
that
did,
that
freed
up
a
lot
of
individuals,
because
you
put
a
face
and
not
only
did
you
this,
you
put
a
face
to
it,
but
you
gave
a
lot
of
a
lot
of
individuals
who
were
unfairly
stigmatized.
They
had
an
opportunity
to
see
you.
You
were
involved
in
so
many
boards.
You
didn't
that
bother
you.

have
continuously
spoken
about
getting
tested
and
you're
an
example,
and
you
know
when
it
churches
there's
no
better
example,
no
better
healing
than
here
in
a
testimony
and
that's
exactly
what
you
did
to
this
community.
You
gave
a
testimony
and
you
gave
hope
and
encouragement
to
a
lot
of
individuals,
and
this
community
is
indeed
fortunate
to
have
someone
like
you
to
step
out
to
start
a
foundation.

early
on
when
you
around
beating
the
bushes
for
money
all.

rare
to
have

community

one
individual
who
can
step
out
as
you
did,

to

as
much
as
you

drives
during
the
past

months,
more
blood
drives
than
any
other
organization
in
Muskogee
County
and
whereas

Church

collected

during

months,
providing
life-saving

to

that
we

officer
sergeant

such

awesome
job

our
community,
helping

young
man

hit
by
a
vehicle
and
I
received
a
call
from
him
today
thanking
me,
but
reminding
me
that
he
didn't
do
it
alone,
that
he
had
two
additional
friends
and
I
asked
him
to
text
me
their
name
so
I
wanted
to
publicly
also
thank
them,
and
that
is
William.

Jacob
Donnelly
were
also
part
of
the
officers
that
are
helped
in
that
case
also
correction.
Sometimes
it's
just
like
they
say
in
high

it

hit-and-run.

the

him

world

additional

make
any
comments

comments
related

We

open
it

council
discussion.

Given
council
to
draft
ordinances
to
consider,
one
would
require
all
grant
applicants
for
crime
prevention
awards
to
list
contributions
at
$250
or
more.
Another
draft
would
list
them
at
100,
101
dollars
plus
and
also
require
notification.
If
any
mayor
and
council
are
served
on
the
nonprofit
board,
but
those
are
there
for
your
consideration.
We
can
bring
them
back
to
council,
whatever
the
sponsoring
councillors
want
to
do
it.
As
we
told
the
ledger,
no
they're
not
on
the
agenda,
we've
sent
them
around
the
table
and,
as
we
told
mr.
T
Owen
at
the
ledger
campaign,
contributions
are
specifically
allowed
by
Georgia
law
and
our
Columbus
charter
provision.
The
only
time
a
councillor
has
to
disqualify
is
when
they
have
a
personal
financial
interest
in
the
matter.
That's
in
front
of
council,
whether
it's
a
crime,
prevention
grant
or
rezoning
matter
or
anything
else.
If
they
have
a
financial
interest,
I
have
to
disqualify.

Mayor,
thank

I'd
like
to
make
two
motions.
The
first
one
and
I
don't
even
know
mr.
City
Attorney,
if
I
need
to
make
a
motion
on
this,
but
pertaining
to
these
two
draft
ordinances
that
are
on
the
table.
I
would
think
it
would
be
appropriate
at
this
point
to
delay
it
to
allow
counsel
to
have
the
opportunity
to
kind
of
work
through
it
maybe
add
to
it.
Maybe
modify
and
look
at
it.

I
think
the
director
of
crime
prevention
is
aware
of
potential
need
of
these
changes
and
has
already
stated
to
us
that
they'll
be
going
back
and
allow
their
board
an
opportunity
to
talk
to
it
and
work
through
it.
Maybe
give
us
some
input,
yes,
and
at
the
same
time,
the
council
members
can
come
further
examine
so
I'm,
not
sure
if
a
motion
is
necessary
to
delay
it

You
know
and
really
looking
through,
there's
there's
a
lot
of
great
programs
that
that
we're
having
the
opportunity
to
support
and
and
and
help
work
throughout
the
community
and
contribute
back
through
the
community
and

certainly
it's
been
a
good
thing,
and
so
far
it's
been
in
its
infancy
stages
and
we're
working
through
it.
The
reason
I
make
that
motion
is
because
I
think
everybody
sitting
at
this
council
table
understands
where
we
are
with
our
finances
right
now,
where
we
are
with
our
budget.

think
that
it's
been
stated
around
this
table
several
times
that
we're
dealing
with
a
budget
shortfall.
Our
revenues
are
less
than
our
expenditures.

to
exceed
our
revenues,
and
now
that
we've
combined
both
of
the
reserves
on
both
the
general
fund
side
and
the
lost
side,
it's
collectively
one
reserve
so
essentially,
what's
happened
in
any
new
expenditures
in
this
governor
in
this
government.
From
here
on
out
are
either
going
to
contribute,
continue
to
contribute
to
the
shortfall
or
we'll
add
or
exasperate
the
issue
that
we're
dealing
with.

So
simply
the
the
funding
is
not
there,
and
if
there
was
funding-
and
if
there
is
funding,
then
you
have
to
understand
that
it's
either
going
to
come
out
of
somebody
else's
department
or
it's
going
to
come
out
of
the
reserve
and
I
think
that
we've
talked
around
this
table
about
the
need
right
now
to
keep
our
bond
rating
in
place.
So
I
think
it's
a
very
logical
motion.
That's
being
put
forward
to
the
council.

will
start
in
February
if
I'm,
not
mistaken
and
I,
think
that
that
would
be
the
wise
thing
to
do
to
give
not
only
a
financial
department
but
the
city
manager
and
the
mayor.
The
opportunity
to
get
a
bigger
perspective
on
what's
happening
with
our
budget,
to
what's
happening
with
the
revenues
being
generated
in
the
community,
and
they
will
be
better
able
to
tell
if
it
would
fit
in
to
the
opportunity
to
fund
and
to
fund
here
on
out.

We
know
we're
taking
in
less
sales
tax
revenue
that
affects
the
lost,
we're
way
down
on
what
we
projected
originally
from
the
amount
of
money
that
was
going
to
be
raised
by
the
loss.
But
yet
we've
made
the
decision
and
we
proved
a
lot
of
expenditures
in
that
loss
fund
which
we're
dealing
with
today.
And
if,
if
this
is
the
case
and
what
we're
dealing
with-
and
this
is
what
everybody
is
saying,
then
I
think
it's
the
wise
thing
to
do
to
go
ahead
and
to
approve
the.

addressing
the

It's
very
important
to
understand
that,
even
though
we've
approved
a
budget,
we've
approved
essentially
a
cap
on
an
amount
of
money
that
money
is
in

budget

we
are
now
experiencing:
shortness,

so,
as
I
said
before,
any
new
approvals
of
funding
doesn't
matter
which
department
no
matter
where
it's
coming
through
it
either
contributes
to
the
shortfall
or
exasperates

problem.

are
serious
about
addressing
this
issue,
which
we've
already
had
I'll,
give
you
an
example,
the
healthcare
matter
that
we
just
talked
about
yeah,
that
was
very
clear
about
options
on
the
table.
This
is

option

this
is
an
option
that
we
have
today
to
address
any
money.
That's
saved,
helps
with
that
budget
shortfall,
so
that
is
finance

and
that's
why
I'm
requesting?

That's
why
I
made

motion
earlier
I'm
not
trying
to
single
out
anybody
or
to
stop
any
of
the
programs.
Anything
like
that.

understanding
what
is
being
said
around
this
table,
that
we've
got
budget
issues
or
even
talked
about.

been
talk
about
laying
people
off.

essentially,
you're
indirectly
hiring
people,
but
you
want

internally

understand
the

we
got
an
opportunity

start
finding

solution
to
deal
with

budget

the
solution

tonight

you
know
a
couple
of
months
ago,
when
we
began
talking
about
the
health
insurance
proposals
of
changes
of
benefits
and
rates
and
deductions
for
employees
and
so
forth.
We
had
quite
a
bit
of
discussion
about
the
various
plans
and
what
modifications
could
be
made
and
somewhere
along
in
that
discussion.
There
was
some
questions
about
well.
Why
was
the
health
and
wellness
center
option
that
recently
came
into
being
after
much
deliberation
by
the
City,
Council
and
management?
Z
This
began
really
with
a
discussion
from
the
from
the
council
meeting
in
early
October
as
I
said
about
two
months
ago,
and
why
there
was
the
exclusion
of
the
health
and
wellness
center
from
consideration
and
considered
rate
and
benefit
changes
and
to
encourage
employee
participation
in
evaluating
the
healthcare
alternatives.
So
those
were
kind
of
the
things
that
were
done
and
we've
had
several
discussion
since
that
time.
Z
Some
of
the
promises
that
were
made
to
the
employees
that
initially
went
into
the
health
and
wellness
center
was
that
the
rates
would
be
guaranteed
through
December
31st
of
2014.
You
had
a
love
it
or
leave
it
option.
That
is,
if
you
didn't
like
it
at
any
point
in
time.
During
the
first
year,
up
to
a
reenroll
meant,
you
could
opt
out
and
go
right
back
to
where
you
were
before.
Z
There
was
no
sick
time
charge
for
appointments,
because
we
expected
they'd
be
in
and
out
very
quickly.
There
were
no
deductibles
and
no
co-pays
on
the
office
visits
at
the
Wellness
Center
and
there
would
be
reduced
co-pays
for
referred
specialists,
free
generic
prescriptions
filled
at
the
health
and
wellness
center
in
case
management.
For
chronic
illnesses,
so
those
were
the
initial
promises.

Go
back
as
far
as
we're
concerned
to
the
other
option
they
may
or
may
not
be
able
to
go
back
to
that
physician
if
they
choose
not
to
accept
them,
some
of
them
their
practices
are
closed,
new
patients,
and
that
would
be

reason
for
that.

Okay,
some
of
the
cost
saving
strategies
of
the
health
and
wellness
center
is
direct
contracting
with
ancillary
providers
for
laboratory
services,
imaging
generic
drugs
and
perhaps
other
services
that
might
be
added
later.

On
and
frequently,
these
providers
are
willing
to
accept
a
lower
fee
for
a
no-hassle,
quick
payment
solution
for
our
employees
and
I
know.
That
seems
odd
that
we
would
get
a
better
price
and
say
Blue,
Cross,
Blue,
Shield
or
at
signal
one
of
those
larger
health
insurance
companies,
but
sometimes
we
do
because
they
know
they're
going
to
be
paid
and
paid
quickly.
We
offer
the
generic
drug
dispensing
at
a
much
reduced
cost,
as
opposed
to
going
through
the
commercial
pharmacies,
both
savings
to
the
employee
into
the
city.

It
also
includes
a
promotion
of
preventive
care
for
the
employees,
as
well
as
chronic
illness
case
management
and
what
I
would
call
neutral,
physician,
service
delivery,
and
that
might-
and
you
might
say
well
what
is
that?
The
other
two
programs
that
we
have
the
PPO
and
the
HMO
programs
and
they're
very
commonplace
in
in
the
market,
but
a
PPO
basically
pays
on
a
fee-for-service
basis.
The
more
services,
a
physician
or
a
hospital
or
any
provider,
provides
the
more
they
potentially
get
paid,
provide
their
justifiable
services.
Z
So
there's
an
incentive
to
do
more
work
in
order
to
make
more
money.
On
the
other
side,
the
HMO
provides
capitation
payments
to
the
physician
for
which
they're
paid
just
for
you
signing
up
and
being
on
their
panel
and
if
they
have
enough
people
signed
up
they'll
get
X
amount
of
dollars
each
month,
but
whether
they
ever
see
you
or
not,
so
to
some
extent,
while
they
get
additional
money.

Some
of
the
concerns
and
complaints
that
we
were
lodged
early
on
a
couple
of
months
ago,
I
looked
at
various
sources.
I
took
complaints
directly
from
employees
from
some
of
our
employee
representatives,
such
as
mr.
Robertson,
that
represented
the
FOP
I've
spoken
with
each
of
the
ten
council
members,
the
mayor
city
manager,
human
resource
director
and
others.
Z
Then
management
and
staff
throughout
the
city,
I've,
looked
at
patient
performed
patient
exit
interviews
with
patients
that
were
leaving
the
clink
when
I
was
there
to
visit.
I've
also
looked
at
comments
on
the
employee
bulletin
board
and
ironically,
we
had
no
complaints
through
the
whistleblower
hotline,
but
I
did
check
that
as
well
and
then
during
the
course
of
our
discussions,
I
believe
it's
councillor
Thomas.
That
suggested
that
maybe
we
should
have
a
box
for
comment
cards
and
allow
employees
and
their
dependents.
Z
There
are
patients
at
the
Wellness
Center
to
actually
be
able
to
provide
us
with
direct
input,
rather
than
relying
on
that
from
the
management
company
or
even
a
third
party,
and
now
HR
director,
through
the
hall,
well
immediately
set
forth
to
develop
a
comment
card
and
obtain
some
boxes.
That
could
be
locked
and
secured
and
asked
me
to
serve
as
the
person
with
the
keys
that
goes
and
collects
the
cards
from
the
boxes,
so
that
you
would
feel
independent
and
fairly
presented
as
possible
and
I
hope
to
do
that
for
you
tonight.
Z
I
want
to
deal
with
some
of
the
initial
concerns
that
we
had
I
think
most
of
the
people
that
had
any
concern
about
going
into
the
well
health
and
wellness
center.
Initially,
their
concern
was
over
leaving
their
primary
care
physician.
Many
of
them
had
long
term
relationships,
and
we
all
understand
that.
That's
something
we
don't
necessarily
want
to
give
up,
but,
interestingly
they
they
made
that
choice
and
they
went
to
the
health
and
wellness
center
and
after
about
six
months,
dr.
flowers
departed
from
the
Wellness
Center
to
pursue
career
elsewhere
and
I've
never
seen
so.

Many
dissatisfied
people,
as
several
of
the
comments
were
well
I,
just
love
dr.
flowers,
so
you
know
she
and
I.
Just
bonded
we'd
become
close
friends
and
I
trusted
her,
and
you
know,
and
all
this
and
I
thought
back.
I
said
you
know,
change
is
difficult
for
people
to
deal
with,
but
yet
when
they
make
the
change,
usually
they
can
adapt
to
it
pretty
quickly.
So
that
was
an
interesting
point.
Another
thing
was
the
something
that
was
tried
at
dr.
flowers.
Z
Recommendation
was
the
prescribing
within
the
clinic
of
what
are
called
class.
Two
controlled
substances
used
a
central
nervous
system,
stimulants
such
as
adderall
ritalin
xanax.
You
probably
know
them
by
those
names
and
it
seemed
to
work
fine,
except
it
did
bring
a
lot
of
additional
people
into
the
clinic
and
because
they're
required
now
by
law
to
come
in
every
thirty
days
and
be
re-evaluated
and
reassessed
and
determine
if
the
dosage
is
correct
and
so
forth.
So
that
does
consume
a
lot
of
the
patients
like.
Z
So
when
she
left
decision
was
made
by
the
management
company
to
discontinue
that,
however,
they
did
provide
referrals
to
specialists,
they
would
handle
that
for
those
patients
and
continue
their
medications
as
needed.
It
was
never
actually
dispensed
at
the
Wellness
Center.
A
few
initially
complained
to
the
poor,
bedside
manner
of
the
new
physicians.
They
thought
they
were
a
little
bit
gruff
and
rough
compared
to
dr.
flowers,
but
as
they
have
come
to
meet
them
and
get
to
know
them
that
seems
to
be
overcome.
Z
The
city
is
using
the
health
and
wellness
center
option,
with
its
lower
price,
to
force
employees
to
abandon
the
other
health
insurance
options.
That
was
one
of
the
complaints
and
I'm
more
address
each
one
of
these
as
we
go
through,
but
I'm
going
to
show
you
there's
some
legitimate
reasons
for
that,
and
it's
not
theirs
to
force
anyone,
because
every
employee
still
has
all
of
the
options.

Another
concern
was
the
wait
time
for
referrals
is
too
long
now
if
it
takes
too
long
for
the
center
to
obtain
a
referral.
Appointment,
that's
one
matter,
and
that
is
something
that
has
to
be
addressed
and
has
been
on
a
couple
of
cases
that
that
were
legitimate
complaints.
I
will
say
this
that
a
lot
of
people
gauge
the
wait
time
for
referral
by
how
long
it
takes
to
get
to
the
appointment
at
the
specialist
they're
being
referred
to,
and
sometimes
in
certain
specialties.
There
is
a
long
wait
time.
Z
Certainly
we
know
that
locally,
as
well
as
some
I'm
being
referred
to
places
like
the
Emory
Clinic.
It
may
be
two
to
three
months
before
you'll
get
in,
but
that
doesn't
mean
it
takes
too
long
to
make
the
appointment.
It
just
takes
a
long
time
before
you
get
in
to
see
that
specialist
also
participants
in
the
health
and
wellness
center
option
should
share
in
the
burden
of
the
rate
increase
to
employees.
Well,
that's
not
necessarily
true.
Z
So
we
would
have
adequate
experience
for
rating
another
say
it
was
unfair
for
health
and
wellness
center
option
employees
to
not
be
charge
sick
time
for
their
visits
during
work
hours,
while
employees
and
other
plans
are
charge
sick
time.
The
concept
there
is
that
they
would
get
in
and
out
much
faster
that
they
would
pick
up
most
of
their
prescriptions
there
at
the
clinic
and
would
not
have
to
move
on
to
another
commercial
pharmacy
and
submit
their
prescription
in
Whitefoot
to
be
filled.
So
it
is
means
less
time
away
from
work.

Interestingly,
and
we,
this
is
an
education
problem
because
it
was
explained
during
the
initial
enrollments
and
the
ones
I
attended,
didn't
sit
in
all,
but
I
did
most,
but
that's
something
that
has
to
be
explained
that
those
physicians
there
or
family
practice
or
internist
they're,
not
pediatricians,
and
they
really
don't
recommend
that
you
bring
them
there
for
children
under
three.
You

beyond
age
three.
They
will
be
happy
to
see
them
and
treat
them
and
prescribe
for
them,
but
under
that
they
really
should
be
in
the
care
of
a
pediatrician
in
that
wood.

we've
been
able
to
take
care
of
those
people's
needs.

wait
before
you
saw
the
medical
staff?

a
couple

exceeded

of

day

patient

wellness

We
had

positive
comments
regarding
greater
excellent
service,
professionalism
of
the
staff.
They
were
well-organized,
polite
and
courteous
staff
and
one
even
said
in
its
free
care,
so
they
liked
that
part.

Ninety
eight
point:
eight
percent
of
respondents,
rated
the
health,
health
and
wellness
center
quality
of
care
is
very
good
or
good.
As
I
said
earlier.
Eighty
two
point:
one
percent
were
seen
in
less
than
ten
minutes

about
twenty

percent
had
no
wait
time
whatsoever
in
ninety

again
would
recommend
the
center

employees

observations

I've
had
from
speaking
with
staff

back
historically

our
archives,

observations.
One
is
we
have
a
salary
system
at
the
city
and
that
salary
system
is
done
by
grades.

Your
position
is
a
great

22,
whatever
it
is,
there
is
a
position
and
then
there's
steps
within
that
grade
and
those
positions
have
job
descriptions
and
council
approves
those
job
descriptions.
They
approve
those
grades
and
we've
had
help
from
the
University
of
Georgia
and
setting
the
salary
for
those
various
positions
and,
interestingly,
the
issue
of
gap
time.
Unlike
the
salary
positions
and
the
grades
that
are
approved
by
counsel
gap,
time
has
never
approved
or
even
considered
by
council
we've
had
I
think
everybody
around
the
table
is
either
said.

least
this
body
has
made
a
deliberative
decision
and
it's
really
the
only
way
we
can
budget,
because
otherwise
we
just
wait
for
the
bill
at
the
end
of
the
year
to
see
how
much
time
has
been
scheduled
and
how
much
supplemental
pay
has
been
made.
And,
in
my
opinion,
that's
not
a
good
legislative
budgetary
process.
We
should
have
a
system
through
which
we
know
how
many
people
we've
hired,
what
their
job
descriptions
are,
what
they're
great
and
steps
are
and
and
and
how
much
it's
going
to
take
to
cover.

I'd
like

propose

discussion
sending
this
issue
to
the
University
of
Georgia,
to
assess
our
partially
exempt
positions
for
pay
adjustment

value
them

puts
this
additional
pay
into
our

does
not
allow

the

why
that
spot

chosen

locations
nearby,

have
been
put

it
wasn't
long

challenged

cell
tower
off
of
Williams
Road
right
next
to
the
cardiology
clinic,
and
it
got
pretty
a
heated
conversation
and
then,
at
the
end
of
the
day,
we
found
out
that
there's
really.
There
was
nothing
legally
that
the
city
could
do
because
it
met
all
the
requirements.

It
was
a
matter
of
getting
parties
together
in
trying
to
find
a
more
appropriate
location
and
they
were
able
to
do
that
in
that
case,
but
with
some
of
these
cell
towers
that
are
now
going
in-
and
this
is
one
of
them
legally,
it
meets
all
the
requirements,
that's
there.
So
even
if
the
city
chose
to
fight
it,
that
really,
ultimately
there's
no
defense
for
it,
because
it
really
meets
all
the
requirements
and
the
only
I
guess.

only
thing

say
would
there
be
a
more
appropriate
location,

even
at
that

don't
think
the
city
has
legs
to
stand
on
legally.

that
standpoint,

towers

closer

phone
and
see
if

young
families
that
we
have
that
work
for
our
city

live

paycheck

McDaniel

talking
about,
and

just
want
to
want

read
a
quick
statement.

confrontational.
I'm
not
here

pick
a
fight.
I've
got
friends
on
both
sides
of
this
issue,
and
but
there
are
city
employees
that
feel
that
they
have
no
voice
and
that
they're
being
abandoned
in
this
thing
and
I've
voiced
my
concern
before
that.
It
seems
these
things
happen
really
fast
without
a
whole
lot
of
input
from
that
regular,
everyday
blue-collar
city,
employee.

At
some
point
in
our
lives
we
all
get
lost.
It
has
happened
to
all
of
us
many
times
we
stay
lost
longer
than
we
should
or
we
wander
deeper
into
the
forest,
because
our
pride
ego
or
both
will
not
permit
us
to
ask
for
help
being
a
leader
does
not
make
anyone
immune
from
this
problem.
Many
times
leaders
fail
to
ask
for
help
because
they
think
they
should
know
all
the
answers.

While
following
the
wrong
path,
may
embarrass
the
leader,
it
does
much
more
damage
to
those
who
are
following.
It
impacts
their
lives
in
a
way
that
the
leader
cannot
understand
or
begin
to
feel
knowing
when
to
stop
and
pull
those
who
follow
you.
Those
who
depend
on
your
leadership
for
a
secure
future.
Those
who
drive
the
train
that
is
Columbus
Georgia
and
ask
them
for
their
input
and
advice
on
which
path
will
lead
in
the
right
direction,
is
the
sign
of
a
strong
leader
with
confidence
in
themselves
and
their
employees.

leader

has
decided
to
weigh
the
fate
of
all
involved
and
not
just
look
at
those
who
serve
their
kin

a
widget,

an
important
part
of
a
much
bigger
mission.

entire
process,
I

single

me
that
a
decision
maker
within
the
Columbus
consolidated
government
had
asked
them
what
impact
the
increase
in
healthcare
costs
would
have
on
their
life
and
the
lives
of
their
loved
ones.

only
impact

lives
of
the
men
and
women
who
currently
work
the
hours
necessary
to
run
this
city
and
manage
their
health
care
responsibly.

decisions
will
impact
employees

reacquired

right

pay
into
their
retirement
plan.

will
impact
employees
who
will
avoid
preventive
health
care
measures
out
of
frustration
over
rising
health
care
costs
that
they've
been
burdened
with.

will
impact
employees
who
will
struggle
to
pay
their
medical
bills.

look
at

numbers
and
in
February,
where
we
start
the
budget
process
through
through
the
report
the
Fraternal
Order
Police
is
putting
together.
We
found
money
that
can
be
saved
within
the
city.
It's
going
to
take
a
lot
of
sacrifice
by
everybody,
but
right
now
we've
got
people
that
can't
for
increased
health
care
costs.
Randy
can
afford
it,
and
you
know
I
pay
a
good
chunk,
but
I
can
afford
it.
But
there
are
a
lot
of
people
within
this
consolidated
government
that
can't
and
on
the
cold
nights
when
the
work
needs
to
be
done.

not
expected
to
have
to
come
up
and
speak
to
you
today,
but
I
feel
compelled
to
say
something
on
behalf
of
a
core
group
of
employees
that
came
together
approximately
two
two
weeks
ago
and
I've
decided
to
organize
an
association
for
general
government
employees.
During
this
session
we
discussed
everything
that
you
all
have
been
discussing:
healthcare
workers,
comp
gap
time
as
well
as
retirement
calculations.

cannot
speak
for
the
entire
body
because
we
have
not
organized
to
the
point
where
we
have
held
elections
and
we
have
a
president,
but
what
I
can
say
for
the
core
group
of
employees
at
were
stood
at
sitting
there
discussing
it.
The
general
consensus
was
concerned
about
increases.
Of
course,
no
pay
raises,
of
course,
but,
more
importantly,
the
possibility
of
layoffs
and
I
can
say
for
myself
that
I
would
much
rather
sacrifice
because
I'm
used
to
sacrificing
to
make
sure
my
peer
or
my
co-worker
sitting
next
to
me,
is
still
employed
in

then
say
for
the
City
of
Columbus
to
have
to
pay
the
increases
in
our
health
care.
That
was
the
general
consensus
of
everybody
sitting
at
that
table.
Again
I

for
me
to
try
and
speak
for
the
entire
body
of
the
city

employees,

two

three

believe
in
general
government.

did
have
a
fair
reflection
of
the
entire
city.

would
ask
you
to
ensure
that
everyone

employed

city
of
Columbus
is
employed
by
the
City
of
Columbus
in
2015.
We
don't
want

see
any

our
co-workers
or
appears
lose
a
job
because
of
the
fact
of
the
increase
in
prices.
If
it
means
we
have
to
sacrifice
to
make
sure
they're
still
employed
I
would
much
rather
do
that
then
see
my
pair
of
my
coworker
be
unemployed.

budget

budget

the
numbers
are
down
but
to
see
if
we
can
come
up
with
something

way

save

employees
and
we
haven't
given
a
raise.

people
sacrifice

paying

health
premium

care

employee
does
not

of

physicals

need
in
order

it's
just
we're
in
a
really
tight
situation,

in

bad
situation,

it's
something
I
think
we
all

together

work

numbers

we
have
had
three
point:
five
percent
pay
raises
and

believe
each
time

do
that

million

two
million

percent

increase

millions

dollars.
So
just
you
know
again:
it's

not
enough.

of

bills

in
and

are
on
track
to
be

30th
and
we're
going
to

two
million
dollar
expense
that

covered,

to
talk
about

two
million
dollar
expense.

due
by

January

not
April,
and
so
that's
the
urgency

we
have
in
bringing

the
numbers

session

starts
in
February,
and
you

to
think

I
sit

and
tried

come
up
with
$100,000.

part

this

a

time
connecting

surprised,

shocked

borderline

think

clear

resolution

changes

talking

opportunity

going

see

try
to

we

to
do
and
I
think
the
conversation

way

a
couple
weeks

surprised

back

had
a
boat
and
a
democratic
vote
and
I
think
there
was
some
guidance
in
which
direction
to
go
now.

know
the
reasoning
behind
this
tonight,

it's
not
matching
up

ways

save
money
and
ways
to
try
to

deal
with
this
situation

not
seeing

effort
there

anything
that,

there's
a
city
service
provided
we
develop
the
checklist,
and
then
people

staff

out
to
each
one
of
these
facilities
and
assessed
whether
it
met
the
requirements
and
we're
looking
at
things
such
as
access
restrooms,
the
parking.

look
at
quarters
and
make
sure
that
people
such
as
somebody
in
a
wheelchair
can
get
through
the
hallways.
That
sort
of
thing
and
we
have
performed
that
facility
and
we
are
still
working
on
completing
that
assessment.
We're
trying
to
make
estimates
of
what
it
would
cost
to
bring
them
up
to
standard
our
goal
is
we
will
submit
the
results
of
our
study
by
the
end
of
the
month
to
the
DoD.

plan

of

we

part
of
that
some
of
these
things
are
minor.
They
may
be
building
a
ramp,
it

latches
on
the
bathroom
doors
it
may
be,
adding
bars,
it
may
be
replacing
door
frames.
Some
of
these
may
be
able
to
be
handled
on
their
normal
operating
budgets.
Others
will
require
more
funding
and
that
should
be
considered
as
part
of
the
FY
15
CIP
budget.

bring

something
back

that
we
need
to
do
that's
very
important
is
to
train
the
staff

Works
in
parts
and
rates
in
particular
when
they
go
in
and
make
modifications
sometime,

something

compliance

take
it
out
of
compliance
by
simply
one
of
the
things
we
found
was
the
latch
on
a
restroom
door,
because
it
was
the
wrong
kind
of
latch.

service

process

installing

fiber

connect

as
