frontline

unprecedented

still

and

collection

showed
up

single

last
few
months

just
waiting

something

happen

nobody
would
be
there

again,
we
appreciate

guys
supporting
allowing
us
to
do
our
jobs

up
all
those

cans

refuse-

you
know-
we've
been
through
just
in
the
last
year
and
a
half
we've
been
through
a
major
tornado
and
a
pandemic
and
they're
still
out
there
picking
stuff
up
and
making
sure
that
the
health
of
the
community
comes
first,
if
y'all
come
up
this
way
I'll
meet

asked
to
give
kind
of
an
update
on
the
cobit
19
pandemic
here
in
muscogee
county.

We
continue
to
see
the
numbers
slide
up
a
pretty
good
margin
our
and
we
we
expected
some
of
this
because,
as
people
started,
moving
around
a
little
more
freely
as
we
mentioned
last
last
week,
we
knew
we
would
start
to
see
a
few.
More
of
these
cases
kick
up.

We
rock
through
april
and
most
of
may
staying
right
around
well
april
was
our
surge.
We
got
the
48
individuals
in
all
the
hospitals,
not
just
one,
and
then
it
went
back
down
kind
of
leveled
off
around
15
or
so
we're
back
up
to
about

now,
but
but
we
did
anticipate
that,
as
I
said
so,
hopefully
it'll
plateau,
that's
what
we're
looking
for
and
and
and
we'll
just
maintain
that
strain.
However,
in
talking
with
the
hospitals,
the
resources
are
still
available.

have
the

ventilators
are
still
in
good
supply.
Icu
beds
are
still
ready.
We
have
been
available.
We
have
not
had
to
stand
up
any
additional
beds
as
of
right
now,
but
we
continue
to
watch
it
and
we
continue
to

really
implore
our
citizens
to
stay
vigilant,
wear
masks.

you're
going
to
be
in
an
environment,
we're
going
to
be
around
people
wear
a
mask.
We
had
some
protests
that
I'll
talk
about
in
a
few
minutes
over
the
weekend.
I
would
urge
every
one
of
those
individuals
to
try
to
go
get
a
test.
I
mean,
if
you
get
in
in
that
close
of
quarters
and
some
many
people
were
not
wearing
masks,
go
get
checked.

same
way
you
did
in
in
june
of
last
year,
if
you
go
into
a
nightclub
or
a
bar,
just
be
smart,
try
to
stay
a
little
bit
distanced
and
make
sure
that
you
pay
attention
to
your
sanitation,
your
hygiene,
washing
your
hands
and,
most
importantly,
if
you've
got
a
head
cold
or
if
you've
got.

health
department
continues
to
provide
testing
almost
every
day
outside
the
back
door
of
their
facility
on
colemar
avenue.
Mercymed
has
done
just
an
awesome
job.
I
don't
know
how
many
people
read
that
article
on
mercy
med,
but
they
have
done
a
super
job,
keeping
people
out
of
the
hospital
simply
by
encouraging
the
follow
some
protocol
that
they're
prescribing
mostly
through
vitamins,
a
lot
of
fluids
and
just
paying
attention
to
your
symptoms
and
they've.

I
think
they've
kept
all
but
one
individual
out
of
the
hospital
that
has
come
through
their
facility
and
then
we've
got
a
lot
of
pop-up
testing,
so
there's
no
excuse
for
not
getting
tested
once
you
do
just
make
sure
you
kind
of
keep
yourself
at
home
for
a
little
while
until
you
get
that
that
until
you
get
the
the
test
results
back
so
we'll
continue
to
kind
of
keep
you
posted
on.

know
one
of
the
things
that
covet
19
has
had
an
impact
on
is
it
has
sort
of
pushed
the
census
back
a
little
bit
and
that's
good.

Columbus
was
lagging
a
little
bit
behind
some
of

rest
of
the
country
in,
in
our
count,
the
there
is
a
group
that
is,
I
mean
our
group
here
under
rick
jones
and
addie,
and
all
the
folks
that
have

working

hard
for
the
city.
They've
been
doing
a
great
job,
trying
to
get
the
word
out,
but
there's
a
private
effort
that
is
joining
with
us
now
and
they
are
really
anxious
to
try
to
take
it
to
the
next
level,
we're
at
about
53
response
rate
right
now.

That's
not
good
enough.
It
don't
forget
that
the
census
numbers
determine
your
representation,
it
determines
redistricting
and
how
loud
your
voice
is
in
washington
through
your
legislators.
That
census
decides
that
determines
how
federal
dollars
are
spent.
There's
55
federal
spending
programs
that
can
be
impacted
by
an
incorrect
count.
Millions
of
dollars
will
be
lost
for
local
and
state
programs.
A
Programs
that
are
helping
people
who
are
some
of
the
more
underserved
in
our
community
take
care
of
their
families.
So
I
would
just
urge
you
to
if
you
have
not
completed
the
census,
it's
so
easy,
my
87
year
old
dad
did
it
on
his
phone.
So
it
is,
I
still
struggled
with
it,
but
he
got
through
it
without
any
problem,
but
but
it's
it's
very
simple
to
do
and
we
just
urge
you
to
be
counted
because
it
is.
It
is
so
very,
very
important.

know

counselors

any

know
pops
has
been
actively
involved

the
census

announces

intention

collect
more
in
property
taxes
for
this
year's
digest
than
last
year's
digest,
and
this

increased
collections
are
due
to
the
growth
in
the
total
digest
due
to
reassessments
of
real
and
personal
property.

That
would
tell
us
what
the
millage
rate
would
be
if
none
of
these
reassessments
occur,
and
so
because
we
are
proposing
a
millage
rate
that
is
slightly
greater
than
the
rollback
millage
rate.
That
is
the
purpose

taxpayer
bill

rights
hearings.
The
next
hearing
is
scheduled
for
june
16th

people

nervous,

take
away
from

no
millage
increases
at
all.

mean
there's

lot

language
by
state
law.
That's
confused
about
increases
ups
and
downs,
but
there
is
no
millage
increase,
no
property
tax
increase
and
that's
the
key
point
to
take
away
from
him.
We
it
never
fails.
I
Somebody
always
calls
and
says:
hey
you're,
going
up
on
my
taxes,
no
we're
not
doing
that,
but
if
you're
not
under
homestead
exemption,
which
is
this
is
totally
different,
now
everybody's
getting
their
notices
now
the
notices
are
starting
to
go
up
on
us
or
go
out
on
assessments
and
valuations
of
properties.
I
just
received
mine.
It
went
up
significantly
but
there's
a
process
in
that,
and
I
don't
want
people
to
get
confused
that
just
because
their
assessment
went
up
that
there's
a
property
tax
increase.
That's
not
so.
I
You
just
need
to
fill
out
the
paperwork
when
it
comes
to
those
assessments
and
you
need
to
get
it
in
and
you
can
appeal
it.
You
can
go
the
border
equalization
and
get
that
all
straightened
out.
But
what
we're
talking
about
now
the
taxpayer
bill
writes
that
there
is
no
property.
Tax
increases,
no
millage
increase
that
will
affect
anybody,
so
it
basically
stays
the
same.
I
think
it
maybe
came
down
a
little
bit
in
one
area.

That's
correct
the
debt
service
millage
actually
is
reduced,
will
be
reduced
for
the
2020
year.
It
went
down
from
.47
meals
to
.34
meals,
so
there
is
a
millage
reduction
on
the
debt
service

bond
millage
for

city.

get
confusing,
and
particularly
since
there's
some
legally
required
language
that

to
be
used
instead
of
english
and

really
what
it

yields

like
our
voices
needed
to
be
heard,
so
we
stand

resolution
condemning
racism,
which

public
safety
group

groups

have

bad
apple

pray
that

child
doesn't

stopped

bad

doing

we

tried

conversations
to
say,
be
respectful
and
the
conversation
always
had
a
question
at
the
end.

great
team,

teammates,
but
I
was
a
little
nervous
traveling
in
certain
cities,

I

this
conversation,

within
the
last
two
or
three
years
and
council
thomas
and
I
spoke,

that
particular
night

squeezed
my
hand-

she
said
I
didn't
know
all
this
was
going
on.

love

country

glass

have
empty
and

believe

turnout

so
many
people,

groups,

many
of

millennials

the
world

has

picture

minorities

protests
going
on
across
this
country

globally

earthquake,

an
earthquake

sudden

shaking
of
the
earth

buildup
of
pressure
deep
below
the
surface.

damage
is
to
fix
the
problem,
and
so
we've
got
to
fix
the
problem
of
african-american
men
being
harassed,
threatened,
jailed
treated
in
inhumane
ways
or
killed
on
city
streets.
With
no
consequence,
we've
got
to
fix

problem
by
ensuring
equal
treatment
and
equal
justice
for
all
fixing.

problem
will
require
courage,
fixing
the
problem
will
require
speaking
out,
calling
it
out
and
not
remaining
silent
fixing.

require
being
plain

blunt

time
for
us
to

feels

resolution

particularly

columbus

think
they
could
have
been
a
model
for

happened
around

globe.

were
peaceful,
they
were
active,
they
were
diverse

brought

light
some
concerns
and
some
some
some
issues
that
have
been
laying
around
for
a
long
long
time
and
nobody
was
willing
to
pick
them
up
and
we
saw
I
don't
know
how
many
were
there
on
on
saturday.
Late
morning
I
heard
three
or
four
hundred
it
looked
like
fifteen
hundred
to
2000
to
me,
but
it
was
a
big
crowd
and
they
were
all
very
peaceful
and
I
have
to.

I
have
to
thank
our
law
enforcement
officers
for
the
way
they
handled
the
the
procession
they
their
focus,
as
it
usually
is,
is
on
keeping
the
the
protesters
safe
and
on
controlling
the
traffic,
so
that
things
would
work
work
very
smoothly,
and
you
know
one
of
the
challenges
we've
got
is
to
bring
the
community
together
again.
There
are
so
many
different
segments
of
our
community.

It
falls
along
racial
lines,
it
falls
along
gender
and
age
and
sexual
orientation,
and
we
need
to
get
our
law
enforcement
officers
plus
all
of
those
individuals
at
the
table
to
talk
because
the
way
we're
going
to
move
forward
with
this
is
for
us
to
share
and
and
try
to
gain
that
empathy
and
that
respect
for
each
other,
so
that
we
know
where
each
other's
coming
from
we
need
our.
We
need
our
law
enforcement
officers
when
we
call
9-1-1,
because
there's
somebody
trying
to
get
in
our
house.

We
need
them
to
show
up
and
they
do
no
matter
what
time
of
day
or
night
what
the
location
or
what
the
situation
is.
But
because
we
need
them
doesn't
mean
that
we
should
not
encourage
them
to
shoot
for
a
standard,
a
standard.
That's
clearly
spelled
out
their
policies
and
their
procedures,
and-
and
we
need
to
the
on
occasion,
if,

an
officer
violates
one
of
those
standards,
then
they
have
to
be
held
accountable.
Just
like
anybody
in
any
other
profession,
they
have
to
be
disciplined
and
they
have
to
get
more
training.

we
don't
know
what's
going
to
happen,
we
don't
know
how
this
pandemic
will
affect

continue
to
foster
this
financial
crisis.

So
I
wanted
to
to
bring

the
attention

the
folks
who
are
listening,

we,
what
we
did
to
develop
this
budget.
First
of
all,
as
you
as
you
know,
our
charter
has
the
city
manager
worked
with
the
mayor
to
put
together
a
recommended
budget
that
they
then
bring
to
the
council
for
action.

I
have
seen
that
process
in
action,
and
I
know
that
the
city,
the
mayor
and
the
city
manager
bring
department
heads
in
to
lay
out
what
they
believe
that
they
need
for
the
next
year.

This
budget
was
pretty
much
put
together
before
march,
the
13th
when
the
bottom
fell
out
and
the
the
pandemic
and
the
fiscal
crisis
was
done,
but
they
brought
they
brought
to
us
a
recommended
budget,
and
then
the
next
step
in
the
process
is
that
council
has
over
the
years
developed
what
we
call
the
add
delete
list,
and
that
is
that
we
have
budget
hearings
whereby
we
have
any
of
the
department
heads
who
wish
to
come
to
council
and
make
up
a
case
for
usually
adding.

they
don't.

They
rarely
come
and
ask
us
to
delete
something
from
their
budget.

usually
that
they
come
to
ask
us

add

and

put
all

that

the
ad

list

in
looking

department
heads

the
department
heads
who
typically
would
come

us
didn't
come
because

know

kind

financial
situation

major
piece
of

we
don't
know
what

sales
tax

going
to

hotel
motel
tax

many
businesses

town

closed

not
been
bringing

the
council
did
this
year,
we
took
a
really
hard
look

spent
three
sessions
going
through
and
making
that
list.

were
five
items
on
that
ad
delete
list
that
were
reclassification
of
employee
positions
that
were
budget
neutral.
That
is
they
by
doing
that,
reclassification.
It
would
not
increase
the
budget
at
all,
and
so
council
approved
adding
those
reclassifications
to
the
budget.

Then
there
were
a
number
of
other
items
of
items
in
the
general
fund
items
in
the
o-loss
fund
and
items
in
other
funds,
such
as
the
storm
water
fund
and
the
economic
development
fund
and
those
kinds
of
things,
and
what
council
decided
to
do
is
something
a
little
different
than
we
have
done
before
and
that
is
to
hold
off
on
adding
any
additional
items
to
the
budget
that
increases
the
budget
until
we
know
a
little
bit
more
about
our
financial
situation
and
we
have
the
the
finance
director
and

have
talked,
and
we
have
asked
that
a
that
the
council
meeting
the
september
the
29th,

believe
it
is

we'll

that
we
can

intelligent

woman

community

9-1-1

an
ambulance

people

door

climb
up
in

back

truck
that
happened
to
me
in
january,
2013
and
I
said,
look
I'm
having
dizzy,
spells,
I'm
fainting
there's
no
way
I
can
climb
up.

learned
that
those
are
the
magic
words
when
you
think
you're
encountering
misconduct
by
the
police,
and
I
said
I
believe
so.
She
came
she's
about
four
feet
tall
and
they
continue
to
challenge
her
with

handcuffs

not
thinking
straight.
I
run
to
the
back
of
my
place
into
my
bedroom
and
they
come
and
bust
the
door.
The
damage
is
still
there
that
encounter
with
the
police
was
just
the
beginning
of
something.
So
when
we
started
talking
about
training,
I
talked
to
major
black
men.

have
got
to
change
the
way
the
columbus
police
department
operates.
The
jail
will
consistently
be
over
crowded
in
talking
with
judge
mcbride,
and
I'm
sure
he
won't
mind
me
saying

conversation

gets
arrested
and
I
saw
a
19
year
old,
young
man
in
jail
with
me,
who
was
arrested
for
trespassing
and
his
trespassing
was
passing
out
palm
cards
at
tax
time.

looking
at
them
up
close,
and
I
must
admit
that
I
had
one
complaint
against
a
police
officer
and
it
went
to
the
lieutenant
it
went
through
the
captain
and
when
that
captain
called
me-
and
I
explained

him

going
on
and
what
I
thought
was
going
on
with
the
officer
the
captain
went
and
talked
to
that
officer
and
he
finally
stopped
lying
and
told
the
captain
the
truth.

have

lot
of
imbalance
with

police.

say
they
will
never
ever
enter
my
home
again.

strongly

feel
about
the
need
for
this
department
to
understand
more
about
community
policing.

when
you're
looking

this
operating
budget,

to
be
looking

repair
the
years
of
damage
by
this
police
department

black
community

particular,

I've
only
been
here
nine
years,
I've
seen
at
least
one
killing
by
a
police
officer.

of
the

time
we
were
at

city
council
meeting

city
manager,

point

the
general
pension
fund
was
98
percent
funded

safety

was
only
88
funded
and
this
seems
to
be
talking
about
putting
some
more
contributions
into
the
pension
plans.

that
be

what
that
means
is
as

july,
1

plan,
for
whatever
reason

support

percent

currently
invested
in
the
plan,
the

although

is
lower
than
the
general
government's
98
percent.

it's
still

very
well-funded

we
gave
back
in
2019
concerning
our
pension
plans
and
the
funded
percentages
for
for
both
and
just
across

state

georgia.

plan
is
very
well
funded
when
you
compare
those
to
the
comparable
of

comparable
cities
and
just
other
municipalities
throughout
the
state,
such
as
atlanta,
I
believe
their
funded
percentage
was
in
the
60s.
So
in
terms
of
the
funded
percentage,
there
is
a
difference,
because
the
public
safety
plan
is
a
much
richer
plan.

Those
employees
are
able
to
retire
out
of
service
a
lot
sooner
than
the
general
government
employees,
and
so
it
just
takes
us
a
little
bit
longer
to
get
up
to
the
100
percent
funded
in
terms
of
that
plan.
But
both
plans,
the
general
government
and
the
public
safety
plan
are
very
well
funded
when
we
compare
our
funded
percentages
to
those
across
the
state.

those

our
component
units
of
the
consolidated
government

contribute

authority

beat

guy

man's
teeth

he
would
not
open

fist

that
to
that

up
his
hand
and

was
nothing
in
there
and
so
I'm

what
are
our
federal
civil
rights
guidelines
when
it
comes

handcuffed
individuals,
again,
city
officials,
elected
officials?

public
works

annual

support
and
upgrade

shop
fact
system.

got
expedition
for
information
technology,
we've
got
stone,
purchase
for
public
works
for
various
projects
related
to
grain,
drainage,
we've
got
miscellaneous
equipment,
zero,
turn
mowers
and
that's
two
zero
turn
radius
mowers
and
then

is
board
management,
software
and
mayor
council.
During
the
budget
process,
the
clerk
of
council
asked
that
was
not
included
in
the
budget,
but
she
asked
that
you
would
consider
board
management
software.
It
was
put
on
the
ad
delete
list
and
then
subsequently
it
was
delayed
and
we
would
take
a
look
at
it.

The
mayor
approach
him
actually
discussed
this
matter
with
me.
I
had
our
information
technology
people
getting
involved
with
finance
and
with
the
clerk
of
council,
the
I.t
department
recommends
and
supports
the
board
management
software
for
42
boards.
More
than
327
members
on
those
various
boards,
aichi
has
money
in
their
budget.
15
000
that
they
could
go
ahead
and
purchase
the
software.
Now
the
software
has
already
gone
through
a
request
for
proposal.

That
would
be
an
ongoing
expense
in
future
years,
of
course,
but
they
got
the
best
price
that
they
could
get
for
the
software
and
negotiating
so
far,
and
so
it
is
something
that
I
strongly
recommend
because
our
iit
department
recommends
it.
The
clerk
of
council
feels
this
is
really
what
she
needs
and
so
we're
bringing
it
forward
to
you
now
advancing
it
rather
than
waiting
until
september
or
january
or
the
next
budget
year,
and
so
we're
asking
you
to
approve
it
as
part
of
the
it
software
council,

this

friday
afternoon,
I
thought
wait

minute.
This
is
what
we
said
we
would
bring
back
in

it

come
to
us
as

request

the

budget

weeks

of
the
fiscal
year
that
they
had
that
money
there,
that
they
could
do
this
and
then
we
have
did
not
have
a
request
from

department
to
continue
this
amount
into
the
next
budget.

assuming
that
there's
budget

money
in
the
I.t
budget
to
carry
this
over.

what
we

told
when
we
were
looking
at
this
last
week
we
were
told
that
the
the
subscription
each
year
would
increase
by
six
percent
over

previous
year.
That
means
that
in
five
years
we'll
spend
about
seventy
thousand
dollars
subscription
on
this

this
piece
of
software.
Now
I
wanna
make
it
really
plain
and
really
clear
to
everybody
that
I
believe
that
this
software
is
probably
needed
by
the
clerk's
office.

know
that
if
the
I.t
department
has
an
extra
fifteen
thousand
dollars
in
their
budget
for
next
year
that
they
can
pay
for
this
again
next
year,
it'll
go
up
six
percent
every
year,
and
I

just

I'm
gonna
be

that

have
concern
with
the

fee

frankly
he
says

that
on
all
of
our
software

high
dollar
software

paid
the
five
percent
on,
and
so
he
thought
that
was
customary
standard
and
was
not
alarmed
by
that.

discussion
revolved
around
the
old
system
was
clarified
to
me
by
mr
tolley.

a

was
set
up
years
ago
on
a
lotus
notes
system

when
I
was
with
aflac,
we
had
a
system
on
lotus
notes
and
lotus
notes
is
going
by
the
wayside.
It's
an
old
antiquated
system
and
it's
just
a
dinosaur,
so
the
new
systems
are
coming
in
and
lotus
notes
is
going
out.
So
that's
one
reason:
we've
got
a.
We
can't
use
the
same
system
that
we
we
have.
We
can't
upgrade
it
initially.

I
thought
what
the
clerk
was
after
was
a
system
to
record
the
minutes
or
take
the
minutes,
but
this
is.
This
is
totally
different.
So
it's
it's
opened
my
eyes
and
I
think
this
will
help
the
clerk.
If
I
understood
her
correctly,
this
will
help
her
and
her
staff
be
able
to
better
manage
the
boards
and
commissions
and
authorities
and
the
appointments
and
the
tenure
and
when
they
expire
and
that
that
type
situation.
So
I
I
think
it's
it's
more
of
a
an
ability
for
them
to
handle
something.

had
a
talk,
I
think
at
the
when
we
were
viewing
the
virginia
college
building
and
like
we
expressed
some
concerns
about
the
route
that
some
offices
take
and
trying
to
find
I.t
or
some
type
of
system,
and

they
really
need
somebody
to
look
over
their
shoulder
and
help
them
with
that
type
selection
process
to
give
them
the
ability
to
select
the
right
system
for
their
office.
So
I
feel
better
about
supporting
it.

cost
is
still
alarming,
but
I
think
in
the
long
run,
it'll
it'll
save
us
on
manpower
and
allow
the
clerk's
office
to
function
better
with
this
type
system
in
it
and
save
them
some
time
in
their
jobs.

budget
sessions,
I
met
with
the
clerk,
and
it
was
brought
to
my
attention
that
it's
about
more
than
just
minutes,
it's
about
managing
the
boards
and
everything
and,

mentioned,
but
I
may
approach
him
and
the
city
manager
that
this
is
going
to
become
obsolete.
Sometime
during
the
fall
and
iit
has
made,
I've
talked
to
a
couple
of
people
from
I.t
and
they
did
back
that
up
that
this

obsolete

the
fall.

need
to
move
ahead
with
some
new
software,

also
it
will
bring
us
up
to
par
with

other
counties
and
things,
because
there
are
other
counties
around
georgia
that
have
had
this
type
of
software,
because
everything's
moving
toward

cloud.

think,
as
we
move
move
along,
we
probably
will
have
to
take
a
look
at
some
other
departments
going
forward
in
the
next
budget
too.

historic
district
preservation
association
and
she
was
talking
with
me
about
some
of
the
problems
that
they're
having
in
the
historic
district
with
parking
and
one
of
her
questions
of
me
was
the

parking
issues
that
they
have.

feels
that
the
if
the
metro
parking
enforcement
enforcement
folks,
if
their
district
could
be
expanded
into
the
the
historic
district
and
they
could
handle
parking,
the

columbus
police
department
would
not
have
to
have
that

plate,

told
her
that
what
I
would
do
would
be
to
bring
that
tonight

ask

call
her
and
talk
with

about

have

now
gotten
pictures

this

just

first
time,
but
of

very
horrendous
flooding
that
occurs
because
the
shoulders
are
not
cut
back
and
are
not
draining
properly.

risk

liability
from

legal
standpoint,

think

something

address
that
54th
street

mean

first
week

was
on

davis
reached

to
me

had
heard
complaints
about
it.

something
we
brought
up
for
every

crack

checked
on

did
the
work

street

crumbling.
