we've
said

this
does
not
mean
that
homeowners
with
a
frozen
homestead
assessment
will
see
any
tax
increase.
They
will
not,
but
this
ad
is
required
by
the
state
legislature
every
year
when

digest
is
projected
to
increase
and
we'll
now
let
our
finance
director,
mrs
alexander,
make
a
few
comments.

That
redetermination
is
called
a
reassessment,
and
so
when
the
total
digest
of
all
taxable
property,
as
the
city
attorney
mentioned,
georgia
law
requires
that
we
compute
a
rollback
millage
rate
when
the
total
taxable
property
for
the
digest
is,
will
produce
the
more
revenue.
I
guess
I
should
say
than
what
was
produced
last
year.
Had
there
been
no
reassessments,
so
the
rollback
millage
rate
is
what
was
advertised
in
the
newspaper,
and
that
is
the
subject
of
today's
discussion.

Just
to
reiterate,
the
tentatively
adopt
proposed
millage
rate
for
urban
service
district.
One
remains
the
same
as
it
was
it
for
fy
22
as
it
is
in
fy
23,
which
is
17.51
meals
for
urban
service
district
number.
Two,
the
rate
again
remains
the
same
for
fy23
as
it
does
as
it
was
for
fy
22
at
11.53
mills
and
in
urban
service
district
number.

Four,
the
rate
remains
unchanged
at
10.63
meals,
and
so
again
this
is
the
third
public
hearing,
that's
required
by
law,
just
giving
the
public
an
opportunity
to
express
their
opinions
on
the
increase,
which
is
really
not
an
increase

tax
rate.
It's
just
that
the
rollback
millage
rate
is
lesser
than
the
proposed
military,
which
is
unchanged
from
last
year.

operate

due
date

the
taxes
are
a
little
different
than
what

our
normal
due
date
is.
This
year,
instead

installment,

due
the
first
of
october,
it'll
actually
be
due
october
17
and
become
delinquent
on
october
18th,
the
second
installment
being
due
still
december
1st
and
with
the
total
assessment
being
delinquent
december.

that
out
typically,
we
have,
we
still
have
the
two
installments.
Typically,
the
first
installment
is
due
the
first
of
october,
which
is
the
40
percent.
The
60
is
due
the
1st
of
december,

this

we
experienced
early
on
in
the
process,
particularly
with
the
notice
of
assessments
being
delayed
about
two
weeks,
the
the
due
date
has
been
adjusted
as
well.

transfer

mayor's

to
get

that
just
a
little
bit

that
we
were
not
planning
on
just
dissolving
it
and

rid

representation
for
the
aquatics
commission.

we
were
looking
at
combining
or
moving
two
of
the
members
into
the
recreation
advisory
board.

the
recommendation
is
three
senator
district

members,

senatorial

For

tree
board,
the
recommendation
is
one
residential
or
commercial
development
representative,
one
public
utility
representative,

landscape

street
representative,
three
at
large,
the
keith
columbus,
beautiful
commission
director
and
one
of
the
recommendations
is
to
remove
the
term
requirements
for
the
keep
columbus,
beautiful
commission
director
on
this
board,
because
currently
it
states
that
the
director
and
or
a
commissioner
may
serve
on
this
particular
board.

And,
as
always,
I
like
to
end
with

first
I've
seen
it

I

think
there

questions

need

be

asked

not
had
a
conversation
with
the
parks

rec
director

deputy
city
manager
and
I'd
like
to
have
a
conversation
with
them
specifically
about
the
aquatics
board.

guess,
first
of
all,
I
commend
you
for
taking
the
time
to
go
through
and
looking
at
all
this,
it's
I
mean
there's
a
lot
of
boards
and,
very
honestly,
some
of
your
challenges
are
of
our
making
from
not
bringing
a
lot
of
these
recommendations
come
forward,
but
you
know,
I
think,
that
just
kind
of
for
what
it's
worth,
I
think,
as
we
emerge
from
some
of
the
pandemic
concerns,
and
there
have
been
a
lot
of
folks
that
haven't
made
and
have
gotten
kind
of
used
to
not
going
and
doing
virtual
and
now
virtual's
going
away.

I
think
maybe
make
some
recommendations,
but
not
act
on
them
right
away
and
see
if
some
of
the
swelling
goes
down
so
to
speak.
For
example,
I
know
keep
columbus
beautiful,
that's
a
lot
of
people,
but
we
got
a
new
director
and,
frankly,
the
reason
for
all
of
those
people
being
on
there,
so
that
we
could
touch
all
corners
of
the
community
in
cleanup
efforts
and
we
definitely
have
need
for
a
community-wide
cleanup
effort.
So
I
think
it's
great
work.

My
only
recommendation
would
be
that
we
move
slowly
with
haste
and
and
try
to
gauge
whether
or
not
some
of
this
will
some
of
these
folks
will
start
attending
a
little
more
regularly.
It
may
be
that
the
natatorium
that
the
aquatics
could
be
a
a
committee
within
the
recreation
commission
advisory
commission
so
that
you've
got
a
group
that
is
put
there
specifically
to
to
focus
on
that.
I
I
don't
know
that
I'll
leave
that
and.

would
also
suggest
that
these
committees
and
commissions
that
a
conversation
be
held
with
with
those
as
well
we
may
be
able
to
you,
know,
find
out
from
the
aquatics
commission
other
suggestions
that
they
have

worked

sure
that
we
have
as
much
input
as
we
can
as
we
can
get.

recommendations

organizations

get
them

kind

folks

good
job
on

needs

vetted

little
more
thoroughly.

annual

grant

potential

the

congressional

buses

metra.

five

first

all,
this
will
allow
us

charging
station
electric
charging
station
and
get
some
electric
buses
and
so
the
charging
station
the
infrastructure
would
be
there
and
sometime
in
the
future.

course,
you

replace

charging
station,
or
certainly
with
the
dollars
that
are
available
to
us.

be
able
to
purchase
additional
buses.

got
to
remember
the
2012
t-splost
allow
for
22.4
million

metra

they

able

buy
buses
and
add
operators,

all
of

they've
still

million
left

The
new
t-splash
that
was
just
approved
is
25
million
dollars,
and
so
and
then
they
get
five
million
dollars

and

gotten,

public
transit
system
is
pretty,

funded
pretty
good

the
foreseeable
future.

services

juvenile
justice
incentive
grant

it's
we're
asking

to
authorize
the
execution
of
an
annual
contract
with
evidence-based
associates.

a
management
service
for
a
georgia,
juvenile
justice
incentive
grant
for
our
county.
That's
what
that
is,
and
then
I've
got
just
a
couple
of
more
updates.

heard
from
the
city
boards.
I've
got
tax
allocation,
district
update,
deputy
city
manager,
pam
hodge,
and
then
she
will
be
followed
with
a
finance
update,
a
monthly
finance
update

finance

Good
morning,
mayor
and
council,
this
is
just
a
quick
update
just
to
remind
everyone
about
tax
allocation
districts
really
what
they
are,
and
the
purpose
of
a
tax
allocation
district
is
a
tool
basic
tool
for
redevelopment.
It
uses
the
increases
in
property
taxes.
What
we
call
the
tax
increment
in
a
specific
area
to
offset
the
cost
of
that
redevelopment.
P
P
Then
the
city
goes
through
our
review
process,
public
hearings,
and
then
it
comes
to
council
for
approval
and
then
also
the
school
district
gets
involved.
If
they
want
to
participate
in
the
tad,
then
there
is
an
intergovernmental
agreement
with
the
school
district
for
their
tax
increment
to
also
go
into
the
tad
for
these
redevelopment
purposes,
then
it
goes
to
dor
department
of
revenue
for
that
tax
base
to
be
set,
and
then
the
tad
boundaries
and
the
tad
district
is
in
place.

Basically,
the
future
property
tax
taxes
from
the
new
development
and
future
growth
is
used
to
pay
off
any
approved
tad
projects
for
that
development.
So,
when
the
base
is
set
that
tax
base
is
set
by
department
of
revenue
and
then
once
any
tax
revenue
over
and
above
where
that
tax
base
is
set,
that's
called
the
tax
increment
that
goes
into
a
special
fund
for
that
particular
tad.
They
are
not
co-mingled
with
any
other
funds
they
each
each
tad
district
is
kept
separate
in
a
separate
special
revenue
fund.

So
in
muskogee
county
we
have
eight
tax
dis,
tax

formed

again
was
formed
in
2016.
That
has
three
projects
that
has

approved
by
council,
so
that
one
has
been
our
most
active
tax
allocation
district
second
avenue
in
city
village,
414
000.
That
was
also
formed
in
2016.

south
columbus
river
district
has
two
thousand
dollars
that
one
was
just
formed
in
2020
and
that
has
one
approved
project
and
I'll
be
happy
to
answer
any
questions.
This
was
just
to
give
you
an
update
on
tax
allocation
districts
and
kind
of
where
we
stand
with
applications
submitted
for
projects
in
each
one
of
those
districts.

it

I
have
been
asked
by
numerous
citizens
about
the
repaving
on
2nd
avenue
that
you

they
go

a
couple
of
blocks
and
stop
and
so
forth.

idea
how
that's
going
to
all
work
out
on
2nd
avenue.

they
are
doing
is
they're,
going
to
do
a
complete
reconstruction
of
2nd
avenue,
so
they're
going
to
mill
down
they're,
going
to
take
out
all
the
bricks
and
do
a
complete
reconstruction,
but
not
immediately
that's
in
their
plan
over
the
next
three
to
five
years,
and
that
will
be
coupled
with
our
t
sploss
project.

in
band
two
for
the
street
scapes
along
second
avenue,
so
gdot
came
in
and
basically
did
a
really
good
patch
job
for
that
portion
of
second
avenue
to
kind
of
hold
us
over
until
they
can
do
that.

so
just
starting
with
the
the
right
side
of
the
snapshot
with
the
operating
fund
revenues
on
its
face
right
now,
the
general
fund
is
down
1.54
when
compared
to
fy
21.,
I'm
again
not
overly
concerned
about
that.
You
know
some
revenue
sources,
obviously
we're
still
recovering
from
particularly
with
our
fines
and
forfeitures.

Also,
we
have
to
take
into
consideration
that
one-time
audit
money
from
the
department
of
revenue.
If
we
exclude
that
one-time
audit
money,
the
revenue
general
fund
revenue
would
be
up
about
one
percent
same
thing
for
the
other
local
options.
Sales
tax
fund
on
its
face
is
down
1.77
again,
excluding
that
one-time
audit
revenue,
it
would
be
up
approximately
eight
percent.

The
stormwater
fund
is
up
one
point:
zero
two
percent
paving
fund
up
point:
three:
seven
percent
medical
center
fund
is
up
one
point:
three,
six
percent:
the
integrated
waste
fund
is
down
15.24,
that's
largely
due
to
the
residential
fee
waiver
that
was
approved
this
fiscal
year,
as
well
as
the
general
fund
equipment
investment
that
was
about
2.7
million
in
investment,
a
subsidy
from
the
general
fund
to
the
integrated
waste
fund
last
fiscal
year.

debt
service
fund
is
down
1.77
percent.
This
is
due
to
the
retirement
of
debt
related
to
a
couple
of
gma
leases.

The
metric
transportation
fund
is
up.
I'm
32.99,
you
know,
metra
is
one
of
those
funds
that
we
have,
that
has
multiple
funding
sources.
It's
operational
revenue
that
we
receive
from
passenger
revenues
as
well
as
grants
and
property
tax
revenue.
So
it's
just
a
timing
of
the
revenues
that
we
receive.
There
were
a
lot
of
expenditures
related
to
the
grants
that
we
received
reimbursement
for
this
year,
so
the
trade
center
fund
is
up
112.31.

The
bull
creek
golf
course
fund
on
its
face
is
showing
that
it's
down
11.2
six
percent,
but
that's
actually
related
to
again
another
general
fund
subsidy
for
equipment.
There
was
a
purchase
of
some
golf
carts
last
fiscal
year,
excluding
that
general
fund
subsidy.

The
fund
would
actually
be
up
about
two
percent
oxbow
creek
golf
course
fund
is
up
nine
percent
and
the
civic
center
fund
is
up
433
percent.

The
employee
benefits
budget
is
on
the
watch
list
and
that's
primarily
due
to
the
annual
death
benefit
and
major
disability
payments
that
we
make.
That's
primarily
what
that
budget
is
comprised
of.
So
I
don't
have
any
concerns
about
that
right
now.
Also
on
the
watch
list,
as
we
move
down,
the
snapshot
is
a
fire
and
ems.

The
person
that's
over
the
homeland
security
budget-
I
know
I
just
didn't
know
exactly
how
to
refer
to
him
as
but
I've
had
some
preliminary
discussion
about.
Some
of
the
utilities
do
believe
there
is
a
budgetary
increase
in
fy
23
for
the
utilities,
but
that
is
on
the
watch
list
and
that
possibly
will
be
over
this
year.

The
jury
manager
is
on
the
watch
list
for
pedic
jury
fees.
There
is
some
arpa
funding
that
we
have
to
that,
could
help
with
that.
So
I'm
not
overly
concerned
about
the
jury,
manager's
budget
right
now
and
the
public
defender
budget
is
listed
here,
but
again
we
pay
that
contract
in
advance
and
so
no
concerns
regarding
the
public
defender's
office
at
this
time.
