I'll

attire
today,
the
city
manager
had
time
to
run
home
change,
but
he
and
I
were
out
working
for
the
census
and
we'll
have
a
report
on
that
in
just
a
few
moments.
But
first
we're
going
to
begin
this
meeting
the
way
we
begin
all
of
our
council
meetings
and
that's
by
invoking
god's
presence,
and
I
would
like
to
ask
pastor
sharon
at
new
covenant,
church
of
columbus
georgia
to
come
to
the
podium.

understand,
there's
been
a
lot
of
hardships
on
the
churches
and
they
have
not
been
able.

them

not
been
able
to
gather
together
the
way
they
traditionally
have
and.

they
are
passed
very
quickly,
an
update
on
cobit

without
getting
too
deep
in
the
numbers,
because
I
know
you
guys
hear
numbers
all
day,
long
from
all
different
channels.
Sometimes
they
don't
even
align
with
one
another,
but
I'll
tell
you
that
we've
been
watching
our
numbers
consistently
and
very
very
carefully
and
we've
been
monitoring
them
based
on
the
department
of
public
health
numbers
and
on
their
website.

We
had
nine
new
cases
yesterday
and
that's
about
as
low
as
it's
been
for
us.
We
also
watch
our
hospitalization
rate
and
our
hospitalization
rate
has
stayed
plateaued
at
somewhere
between
40
and
about
50..
Now,
there's
no
magic
number
here,
but
what
we
have
witnessed
with
our
hospitals
when
it
gets
above
60.

There
tends
to
be
some
added
pressure
because
keep
in
mind,
even
though
they're
only
at
this
point
about
38
covid
patients
or
were
at
the
time
we
looked
at
those
numbers
today,
there's
still
a
lot
of
folks
needing
medical
care
in
the
community,
and
so
the
hospital
rooms
are
still
not
available.
Even
though
we
have
been
able
to
hold
down
the
number
of
hospitalized
covet
patients,
we
still
have
a
challenge
providing
bed
space
and
our
hospitals
are
doing
a
great
job.

Another
number
we
watch
is
we
we've
all
heard
about
and
talked
about,
the
mask
ordinance
and
the
mass
mandate
and
the
executive
order
that
was
issued.

The
governor
said
that
any
community
with
a
two-week
caseload
of
100
cases
or
more
per
100
000,
that's
a
mouthful.
I
know
it's
confusing,
but
to
give
you
a
frame
of
reference.
As
we've
stated
before
when
we
started
back
in
august
16
on
august
16th,
our
two-week
numbers
were
hovering
just
under
400.
They
were
about
392
cases
per
100
000
residents.

So
we
are
again
very
grateful
to
the
citizens
for
their
buy-in
on
this,
because
without
a
doubt
it
is
no
one
initiative,
but
it's
the
combination
of
all
the
initiatives
that
we've
undertaken
and
that's
social
distancing
wearing
a
mask
when
you
cannot
social
distance,
washing
your
hands
and
staying
home.
If
you
feel
sick,
not
engaging
with
other
people
and
and
the
other
thing
too,
I
think
that
we
are
beginning
to
see
we're
hopeful
will
bear
out.

Is
people
are
listening
to
the
plea
for
smaller
gatherings,
avoiding
really
large
gatherings
we
have
not
yet
we
still
could,
but
we
have
not,
as
of
yet
seen
a
dramatic
increase
as
a
result
of
labor

day
weekend.

of

and
we
did
after
memorial
day.
So
if
we
are
able
to
keep
our
numbers
low
over
the
next
several
days,
it
will
be
entirely
because
the
citizens
of
columbus
have
heeded
the
advice
of
the
cdc
all
right.

also
have
an
update
and
I've
been
doing
it,
but
I
think
we're
going
to
call
in
the
the
heavy
hitters
miss
gloria
strode,
I'm
going
to
ask
her
to
come
to
the
podium
and
give
an
update
on
our
census.
First,
though,
we've
got
a
city
manager
and.

Yes,

city

good

mr
mayor
members

So
just
a
quick
update
here
on
the
cares
act
again.
The
intent
of
the
cares
act,
which
was
passed
by
congress
on
march
27,
was
to
provide
over
two
trillion
dollars
in
economic
relief
to
the
american
public
to
combat
the
impacts
of
covet
19..

So
the
city
of
columbus
received
an
allocation
from
from
the
state
of
georgia
for
approximately
34
million
dollars
on
phase
one
of
that
allocation
was
just
over
10
million.
We
received
our
30
advance
funding
of
just
over
3
million
on
august,
the
3rd
and
our
second
deposit
of
70
percent
was
received
on
september.

So
now
we
wait
on
the
state
for
the
additional
funding,
our
balance
for
our
phase
2
or
phase
3
allocations
is
just
over
24
million,
of
course,
we'll
utilize
that
for
ccg
expenses
to
include
increasing
our
telework
capabilities,
ppe,
sanitation
of
government
buildings
and
to
retrofit
offices,
but
we'll
also
utilize.
This
24
million
for
the
community
grants
that
we
closed
out
in
august.

So,
as
the
city
manager
mentioned,
there's
a
lot
of
dollars
that
sort
of
have
been
allocated
to
our
community
here
is
just
a
listing
of
some
of
those
dollars
with
the
metro
transit
system
receiving
6.9
million
from
the
fta
cdbg
receiving
2.1
million
from
hud
the
columbus
airport
receiving
1.2
million
from
the
federal
aviation
administration,
the
ccg
public
safety
jag
grant
receiving
a
339
thousand
dollar
allocation
from
the
department
of
justice.
The
firefighters
grant
was
a
170
000
allocation
from
fema.

The
valley
healthcare
system
received
1.1
million
from
the
u.s
department
of
health
resources
and
services
administration
and
then,
lastly,
the
housing
authority
of
columbus
received
571
thousand
dollars
from
hud.
So
the
other
allocations
within
the
community
totals
74.7
million
and,
if
you
add
in
the
34
million
allocation
from
the
state,
that's
just
over
for
a
grand
total
of
108
million
point
108
million
dollars
in
cares.
Funding
that
we've
received
throughout
the
community.

mayor,
that's
what
we
know
today
in
terms
of
dollars
that
have
been
committed
or
already
received
here
in
our
community
and
the
number
is
still
growing
and
we
thought
it'd
be
good
to
share
that
with
mayor
council
and
and
with

community.
So
there's

lot
of
grant
money
that
we're
going
after
every
dollar
throughout
this
community,
but
a
lot
of
grant
money
flowing
through
as
a
result
of
covet
via
the
cares
act.

Not
there
have
been
some
hard
dollar
costs
in
order
to
modify
the
ability
to
continue
to
serve
the
the
citizens,
as
well
as
private
entities,
continuing
to
be
able
to
serve
their
their
their
customers
and-

so
a
lot
of
this
almost
all
of
this
money
is
a
sort
of
a
reimbursement
to
kind
of
fill
some
of
the
holes
that
were
left
in
the
efforts
that
we
as
a
government
and
as
an
administration
made
to
try
to
make
sure
that
all
these
things
were
covered.

My
hat's
off
to
the
city
manager
and
the
finance
director,
and
both
deputy
city
managers
and
everybody
else
that
worked
on
these.
These
grants,
rosa
and
metra
that
work
to
try
to
get
that
grant.
So
these
are
grants
that
are
going
to
help
us
plug
a
lot
of
holes
that
were
opened
up
during
our
continuing
commitment
to
serve
the
citizens
of
columbus,
so
great
job.

have
to
get
it
done
good

we're
almost
there,
I'm
at
the
almost
at
the
end
of
my
two-year
tour
as
your
partnership
specialist
from
the
atlanta
regional
census
center.
The
atlanta
region
covers
seven
states,
alabama,
georgia,
florida,
north
south
carolina,
louisiana
and
mississippi.

We
have
the
largest
workload
in
the
nation
and
we
have
been
working
very,
very
hard.
I'm
excited
about
the
partners
that
we
had
on
this
tour.
Certainly
we
and
everyone
knows
that
aflac
always
steps
up,
but
aflac
was
a
great
2010
partner
as
a
national
partner,
and
then
they
came
on
board
again
for
2020..

So
if
you've
been
riding
all
over
town,
which
I
did
on
sunday,
so
I
could
take
a
picture
of
all
of
the
billboards
with
the
countdown
and
the
billboards.
There's
one
right
here
on
macon
road
right
down
from
city
services,
and
it
shows
what
the
percentage
was
and
how
many
days
remaining
there's
also
another
one
on
the
manchester
expressway.

The
tax
commissioner
hosted
myself
from
the
partnership
team
and
someone
from
the
columbus
area
census
office
for
two
weeks
at
the
tax,
the
tag
office
and
what
we
did
was
we
had
a
captured
audience.
As
you
know,
if
you've
been
there
waiting
in
line
to
get
your
tag
and
we
were
able
to
go
through
the
line
and
ask
all
the
citizens
if
they
had
completed
their
census
and
then,
if
not,
we
had
a
space
where
we
could
take
them
and
us
have
them
assisted
with
completing
it.

I
want
to
thank
the
mayor
in
isaiah
because
I
know
that
I
harassed
them
probably
got
didn't,
want
to
see
my
emails
or
look,
don't
text
me
anymore,
but
they
were
able
to
work
their
schedules
and
they
came
out
today
to

hard
to
count
community
without
their
g
gq
clothes.
I
told
isaiah,
he
got
the
memo.
I
told
the
mayor.
I
said
you
can't
come
in
your
gq,
you
got
to
come
in
your
jeans
and

they
did
so-
we
first
met
this
afternoon
at
wilson
apartments
and
they
actually
knocked
on
doors.

People
were
excited
to
see
them
and
the
funniest
thing
is.
When
the
mayor
told
the
lady
I'm
mayor
skip
henderson,
she
says,
I
know
who
you
are
so
and
of
course
they
were
excited
to
see
him.
So
I
said
all
of
that
to
say:
we've
had
a
lot
of
community
events,
a
lot
of
special
initiatives,
dr
curtis
crocker,
was
our
faith
based
ambassador.
He
was
on
the
ground
with
me
for
a
full
year
doing
a
lot
of
training
in
our
faith-based
community
all
over
the
community.

We
still
have
to
push
you
got
to
make
sure
that
we've
done
every
single
thing
by
midnight
on
september,
30th
so
get
on
your
phone
call.
Your
family
members
harass
them
your
neighbors
because
right
now
we're
at
58.8
percent.
That's
what
it
was
earlier
today.
The
numbers
change
in
the
evening,
but
I
have
been
running
around
all
day,
so
I
haven't
had
a
chance
to
look
at
what
the
change
was
this
evening,
but
for
every
person
that
goes
uncounted
we're
leaving
money
on
the
table
for
10
years.

But

do
want
you

continue

push.
This

know

is

exciting.

had

event

just
tried

do
anything
that
they

neighborhood

Today,
mayor
skip
henderson
city
manager,
isaiah
hughley,
census,
partnership,
specialist
gloria
strode,
along
with
a
handful
of
volunteers,
took
to
the
streets
as
they
went
door
to
door
to
make
sure
that
columbus
georgia
is
properly
being
counted.

Well,
the
city
manager-
and
I
just
we're
not
going
to
leave
any
stone
unturned
and
we
we're
going
to
go
door-to-door,
we're
going
to
try
to
remind
people
just
how
significantly
critical
it
is
that
they
fill
out
the
census.
I
mean
even
people
that
think
it
doesn't
really
impact
them.
It
impacts
them.
It
impacts
every
single
person
in
this
community,
whether
they
step
up
and
get
counted
or
not.
I

It's
about
money,
it's
about
reapportionment,
it's
about
representation
in
the
2010
census.
Black
men
were
under
counted
by
10
percent.
That's
about
six
in
in
the
state
of
georgia.
That's
about
10!

That's
about
67
000
black
men
in
the
state
of
georgia
that
67
000
black
men
represent
about
154
million
dollars
that
georgia
lost
as
a
result
of
that
10
under
count
of
just
black
men,
and
so
when
you
put
that
across
the
categories,
you
know
that
that
means
millions
for
the
state
of
georgia,
but
it
could
mean
millions
for
columbus
georgia.
It
is
important.

Simply
amazing
and
mr
mike,
if
I
can
have
a
copy
of
that
I'd
love
to
send
that
up
to
mr
grandy,
our
regional
director
at
the
atlanta
regional
census
center
tomorrow,
superintendent,
david
lewis
and
myself
will
do
our
last
narfu
blitz
for
census
in
the
schools,
and
that
is
a
standing
program.

like

suggest,

mayor
that
you
keep
the
census
as
an
evergreen
program,
a
lot
of
the
other
states.
That's
what
they
do.
I
know
people
are
not
very
comfortable
with
their
other
duties
as
a
sign
kind
of
thing.
So
maybe
you
can
put
keep
that
group
together
and
someone
can
just
kind
of
follow
it
because
in
about
five
years
it's
going
to
start
up
again
with
the
local
update
of
census
addresses
and
the
more
people
you
have
familiar
with
it.
The
the
workload
won't
be
so
heavy.

been

to

that
some
states

98.1
percent,

are
some
of
our
rural
states
like
idaho
and
some
like
that.

urban
places

illinois,
chicago

that's

complex
community
in
chicago,

we
can
still

it,

we
have
to
touch
people
and
the
hardest

heart

from

kind

manager

taking

we
are
looking
forward
to

ensuring
that
we
touch
everybody.

churches

community

charge
and

with

working
with

they've
really
pulled
together
this
thing.

paying

expenses,

haven't

we're

asking
you
to
accept

receiving

to
pay

flu
shots
directly

they're

ice
rink
as
though
they
are

the
expenses

though
they

leasing

we're
not
accepting
money,

they've
put

they
said
if
people
show
up
wanting
flu
shots

going

turn

census

rate
