A
A
B
Thank
you.
Let
us
pray
our
most
gracious
heavenly
father.
We
thank
you
for
your
love,
your
kindness
and
your
tender
mercies
and
father.
We
come
to
you
this
hour,
asking
for
your
blessing
and
help
as
we
are
gathered
here
today.
We
pray
for
guidance
and
the
matters
at
hand
and
acts
that
you
would
clearly
show
us
how
to
conduct
our
work
with
a
spirit
of
joy
and
enthusiasm.
B
Give
us
the
desire
to
find
ways
to
excel
in
what
we
do
help
us
to
work
together
and
encourage
each
other
to
excellence.
We
ask
that
you
would
challenge
each
other
to
reach
higher
and
father
to
be
the
best
that
we
can
be
father
god.
We
pray
now
for
this
city
that
we
call
columbus
father
god
we
pray
for
these
citizens
during
this
pandemic.
We
pray
for
this
world
and
father
god.
We
pray
for
the
agenda
that
is
set
before
us
in
the
mighty
name
of
jesus
amen,.
A
A
Thank
you
all
right,
we'll
I'll
I'll
entertain
a
motion
to
approve
the
minutes.
All
right.
I've
got
a
motion
in
a
second
to
approve
the
minutes.
All
in
favor,
please
say:
aye.
Are
there
any
opposed
all
right
good?
They
are
approved?
I
think
we're
going
to.
I
don't.
I
think,
we're
going
to
move
first
to
the
census
proclamation
in
recognizing
census
week.
A
Our
our
friends
from
the
census
here
today
is
ms
strode,
and
I
see
her
here
to
come
count
mayor
pro
tem
allen
is
is
going
to
present
a
proclamation
and
then
we'll
hear
from
our
guests
mayor
pro
tem.
C
C
That
will
directly
affect
critical
community
services
such
as
housing,
transportation,
health
care,
economic
development,
as
well
as
other
need,
and
services
in
the
columbia
in
columbus,
georgia.
And
whereas
the
census
will
determine
how
the
state
of
georgia
distributes.
Funding
municipal
street
maintenance
state
tax
distributions,
as
well
as
other
revenues
to
municipalities
and
counties
throughout
the
state
and
whereas
the
census
data
ensures
fair
congressional
representation.
C
2020
complete
count
committee
and
will
make
every
effort
to
develop
outreach
activities
specially
designed
to
meet
the
needs
of
all
residents
and
to
reach
those
considered
hard
to
enumerate
and
will
encourage
every
resident
to
accurately
complete
the
census
questionnaire
online
over
the
telephone
or
promptly
return
it
by
mail.
Now,
therefore,
our
mayor
skip
henderson
of
columbus.
Georgia
does
hereby
proclaim
the
week
of
july
20
through
25
2020,
as
columbus
count
census.
A
D
Technology,
mr
mayor
council
members,
mr
city
manager,
thanks
for
the
opportunity
to
be
here
to
let
everybody
know
how
important
the
census
is
to
each
and
every
one
of
us
I'd
like
to
introduce,
if
I
may,
some
of
the
folks
that
are
here,
miss
gloria
strode,
who
is
the
regional
director
for
the
census,
she's
been
hard
at
work
for
the
past
two
years,
trying
to
get
our
numbers
up.
D
Curtis,
crocker,
pastor
metropolitan
baptist
church
he's
working
diligently
in
the
hard
to
count
communities
trying
to
get
our
numbers
up:
miss
amy
askew
with
the
columbus
chamber
of
commerce.
Obviously,
the
data
that's
collected
has
a
significant
impact
on
vision,
2025
and
the
important
job
that
the
chamber
is
trying
to
do
in
economic
development.
D
Mcknight
they're
part
of
the
volunteer
committee
with
columbus
counts
and
we
couldn't
get
the
word
out
without
them
and
I
think
that's
everyone.
I
just
wanted
to
thank
everyone
and
let
everyone
here
and
in
the
community
know
how
important
this
data
is.
It
not
only
informs
us
about
significant
amount
of
federal
funding
that
comes
here,
but
imagine
if
columbus
were
to
fall
from
number
two
to
something
other
than
two
to
three
or
four
in
the
city
count
rankings
in
georgia,
the
impact
it
would
have
on
us
with
economic
development.
D
So
I
our
count
right
now
is
at
50
percent.
So
if
you
look
around
every
other
person
out
here
probably
hasn't
registered,
I
would
encourage
everyone
to
please
go
on
2020census.gov
make
your
numbers
count.
It's
only
seven
questions
takes
five
minutes,
so
I
ask
everybody
to
please
respond,
mr
mayor,
thank
you
for
the
opportunity
to
be
here.
A
G
G
I
just
want
to
thank
bill
becker
and
this
great
committee
for
picking
up
the
ball
and
assisting
us
with
getting
the
word
out
and
pushing
us
forward.
If
I
may,
our
regional
director
is
doc.
Mr
george
granby,
I
am
your
regional
partnership
specialist
I'd
love
to
have
that
promotion,
but
I'm
not
there
yet.
Mr
granny
has
40
years
experience.
G
But
again
we
want
to
make
sure
that
we
count
everybody
once
only
once
and
in
the
right
place
for
every
person
that
goes
uncounted.
We
will
be
leaving
money
on
the
table,
so
we
want
to
make
sure
that
we
get
our
fair
share
because
we'll
be
stuck
with
these
numbers
for
the
next
10
years.
Thank
you
so
much
and
we
appreciate
it.
A
Thank
you,
ma'am
mr
city
manager,.
H
Mr
mayor
first
let
me
I
I
do
want
to
make
a
comment
on
the
census,
but
I
want
to
first
say
to
you
and
to
those
here
and
those
listening,
that
we
are
testing
our
new
system.
H
Today
we
purchased
and
this
system
because
of
covet
19,
we
are
in
a
different
location
than
we
would
normally
be.
Obviously
it's
kind
of
our
new
normal
right
now,
but
we
were
using
a
local
company
and-
and
I
can
tell
you
it
was
costing
in
excess
of
four
thousand
dollars
per
meeting
and
because
there's
covet
funding,
we
thought
we
should
buy
our
own
equipment
and
then
get
reimbursed
through
covet,
and
then
we
own
the
equipment
going
forward
and
obviously
can
use
it
going
into
the
future.
H
We
can
lease
it
for
events
here
or
at
the
trade
center
or
wherever,
and
so
it's
a
covert
expense
we'll
get
a
return
on
the
investment.
I
say
all
that
to
say:
bear
with
us
today.
It's
the
first
time
that
we've
used
you
see.
All
of
these
are
our
employees
and
they're,
not
employees
from
a
private
company,
so
we
are
doing
it
ourselves,
but
to
the
census.
I
do
want
to
mayor
thank
this
team,
gloria,
strode
and
all
of
those
with
her
today
and
they
are
working
hard
to
get
the
word
out.
H
I've
heard
from
bill
becker
and
others
about
counter
cards
and
putting
stickers
on
buses,
metro,
buses
and
and
all
of
that,
and
so,
but
if
gloria
strobe
will
allow
me-
and
I
want
to
take
advantage
of
an
opportunity
here
to
appeal-
we
need
every
person
in
muskogee
county
to
complete
the
senses.
H
Man,
woman,
boy
girl,
to
complete
the
census,
and
I've
said
I
do
not
want
other
second-tier
cities
to
out-do
us
in
the
census.
Count,
and
I
targeted
augusta
georgia
specifically
that
we
cannot
let
augusta
georgia
richmond
county
outdo
us,
because
columbus
is
the
second
largest
city
in
the
state,
but
there's
an
under
count.
H
The
census
is
used,
as
we
all
know,
to
reapportion
the
house
of
representatives
determining
how
many
seats
georgia
will
get
in
the
u.s
house
of
representatives.
It's
about
redistricting,
the
boundaries
of
congressional
and
state
legislative
districts
and
city
council
districts
and
school
board
districts,
the
census.
H
H
So
we
need
to
take
time
today,
not
tomorrow,
but
we
need
to
take
time
today
to
complete
the
census,
and
so
I'm
calling
on
black
men
and
all
of
us,
but
I'm
directing
this
to
black
men
today
because
of
the
undercount
to
complete
the
census,
and
if
there
is
a
man
or
significant
other
in
your
life,
if
they
won't
do
it,
you
do
it
for
them,
but
we
need
to
complete
the
census.
We
cannot
let
augusta
and
other
secondary
cities
outdo
us
it's
about
money
so
mayor.
A
And
and
to
follow
up
on
that,
we
saw
or
we
are
seeing
firsthand.
There
is
some
of
the
cares
funding
because
of
the
coca-19
financial
impact
to
local
governments
across
the
state
of
georgia.
Some
of
that
money
is
going
to
come
from
the
state
and
be
distributed
among
county
governments,
city
governments
and
they're
doing
it
by
population.
A
So,
like
the
city
manager,
the
first
thing
I
did
was
I
started
looking
down
the
list
saying
who's
getting
more
than
us
and
augusta
was
getting
more
than
us,
so
the
money
that
we're
going
to
have
an
opportunity
to
recover
some
cost,
not
just
for
us,
but
for
some
other
industries
that
have
been
impacted
by
the
covid
financial.
The
financial
impact
of
that
medical
pandemic
is
going
to
be
compromised
to
some
degree
based
on
the
previous
census.
A
So
you
you,
really
it's
almost
impossible
to
enumerate
all
the
different
ways
that
you
can
be
impacted
if
you
allow
yourselves
to
be
undercounted
for
this
decennial,
so
so
anyway,
I
agree
and
I
think
we're
seeing
that
I
know
the
city
deputy
city
manager
is
working
diligently
to
try
to
accumulate
all
those
requests
for
funding.
But
we
could
do
more
if
we
had
had
a
better
count
ten
years
ago,
and
I
think
councilor
woodson
had
a
comment.
She
wanted
to
make.
Counselor
woodson.
A
I
Okay,
just
wanted
to
ask
some
of
the
representatives
of
the
censor.
If
they
can
tell
me
if
a
person
doesn't
have
that
number
that
comes
on
the
card
that
you
receive,
how
can
they?
How
can
they
go
ahead
and
complete
the
sensors.
G
There
is
a
oh
I'm
sorry,
there
is
a
phone
number.
If
they
go
to
2020
census.gov,
they
can
call
that
phone
number
and
they
will
assist
them
and
assign
them
a
number
if
they
have
lost
what
came
in
the
mail.
So
there
is
a
number
it's
a
toll-free
number.
It
doesn't
cost
anything,
so
they
can
complete
the
census
by
telephone
online
or
by
mail.
G
J
Thank
you
mayor
and
thank
you
city
manager,
for
making
those
comments.
J
My
name
is
curtis
crocker,
pastor
of
metropolitan
baptist
church
and
we
have
been
working
diligently
with
the
hard
to
count
areas
to
brown
and
the
black
communities
and
what
he
just
said
is
very
important,
because
many
of
us
are
afraid
to
take
the
census,
because
we
are
fearful
of
something
that's
going
to
come
out
on
our
past
history,
but
we
want
everyone
to
know
that
it's
protected
by
title
13
and
that
this
information
is
confidential.
J
So
when
taking
the
senses,
don't
think
that
you
know
somebody's
looking
for
you
or
trying
to
get
something
done.
This
is
imperative
that
we
get
it
done.
So
I
want
to
say
thank
you
for
making
those
comments,
because
it's
very
important
for
our
community
to
make
sure
that
we
get
counted.
So.
Thank
you
so
much
for
saying
that
all
right.
A
Dr
thank
you,
sir,
and
thank
the
entire
committee
for
what
you're
doing
and
what
you'll
continue
to
do
now
miss
one
more
question:
when
will
the
I
guess
it's
going
to
be
done
a
little
differently,
but
I
know
there
will
be
field
representatives
that
will
be
going
door-to-door.
When
will
that
when
will
that
begin.
G
There
is
a
soft
launch
is
what
they're
calling
it
in
some
communities,
georgia,
it
we're
doing
some
training
now
for
field
people.
I
think
councilwoman
thompson
has
allowed
her
church
to
be
a
training
site
as
well,
so
we're
actually
rolling
it
out
a
little
slower.
G
The
original
plan
was
to
kind
of
get
everything
up
and
moving
in
june
and
july,
but
then
the
covet
numbers
started
to
increase
again,
so
they
are
actually
doing
soft
launches.
So
I
hate
to
tell
you,
but
right
now,
muskogee
county.
We
were
hoping
we
would
already
have
people
now
we
have
had
people
in
some
of
our
rural
communities
where
we
do
update
leave.
So
we've
already
had
that,
but
in
terms
of
the
enumerators
going
out,
door-to-door
muscogee
county
is
not
on
the
list,
but
we're
moving
in
that
direction.
K
Mayor,
I
think
councilor
wilson
wanted
to
ask
an
additional
question.
Councillor.
A
I
Yep,
yes,
sir,
could
is
it
possible
for
on
the
ccg
channel,
put
a
little
commercial
that
would
state?
If
you
no
longer
have
that
card,
you
can
call
in
and
complete
your
senses.
I
think
it's
very
important
that
we
get
the
word
out
there,
because
I've
had
phone
calls
of
a
couple.
People
tell
me
well
I
threw
that
away.
I
didn't
pay,
no
attention
to
it,
so
I
can't
do
it
now.
So
I
think
if
the
public
knew
that,
even
though
they
didn't
have
the
card
any
longer,
they
can
still
call
in.
L
To
add
that,
while
calling
is
great,
the
online
option
is
super
easy
and
super
convenient,
and
you
don't
have
to
have
your
identification
number
they'll
void
that
out
once
they
get
your
information,
it
took
me
all
of
10
minutes
online,
so
that
link,
if
you
guys,
would
share
it.
I
know
the
counselors
you'll
have
a
very
large
network
of
followers
on
your
social
media.
L
M
Thank
you
comment
yes
to
gloria
bill
becker
this
morning
in
the
group
we
met,
and
we
talked
about
a
few
things.
I
came
up
with
a
strategy
in
district
3
to
I'm
presently
contacting
people
who
live
in
those
communities
that
the
with
the
covet
19.
M
The
residents
of
those
areas,
are
more
comfortable
with
the
people
that
they
know
so
we're
taking
a
chance
on
putting
about
five
to
ten
people
out
in
various
areas
that
you
all
have.
Let
me
know
that
were
under
counted
and
we're
going
to
take
that
approach
and
see
how
it
works
and
I'll
get
back
with
you
with
an
update.
G
Yes,
that's
what's
important,
councilor
huff
had
an
issue
with
senior
citizens
and
he
has
a
lot
of
older
communities
and
they're,
not
technology
proficient
so,
and
they
don't
trust
everybody
and
that's
a
good
thing,
because
when
we
have
older
parents
they
don't
need
to
trust
everybody.
G
But
what
will
be
helpful
is
to
have
the
team
that
bruce
has
put
together
and
for
them
to
be
able
to
allow
the
residents
to
do
it
by
phone,
because
that's
something
comfortable
when
we
get
to
a
certain
age
group,
you
know
they're
familiar
with
that
and
then
having
someone
supervise
that
they
trust
a
trusted
voice.
So
that's
a
very
good
strategy,
also
for
our
young
parents.
Historically,
children
are
under
counted.
We
need
to
make
sure
that
children
are
counted
because
that's
going
to
have
an
impact
on
what
education
looks
like
going
forward.
Thank
you.
A
Thank
you,
ma'am
all
right.
Anybody
else
guys
thank
y'all,
so
much
all
right
and
next
on
the
jen.
I
think
we've
got
a
brief
little
covid
19
update
and
you
know
what
what
I'll
tell
you
is
that,
as
our
numbers
are
continuing
to
go
up,
we
have,
we
have
probably
created
more
anxiety
across
the
state
than
most
communities
our
size.
With
the
exception
of
savannah,
I
think
savannah
has
seen
quite
a
spike
and,
of
course,
we're
still
concerned
because
we've
got
about
the
14-day
period
after
the
after
the
fourth
of
july.
A
We
may
see
some
more
cases
manifest
themselves
between
now
and
maybe
the
end
of
this
week.
If,
if
it
follows
true
with
what
it
did
during
memorial
day,
we
we
will
probably
see
some
more
some
more
cases,
columbus,
columbus
had
123
new
cases.
Yesterday
we
stand
at
2889
as
of
the
3
o'clock
reporting
time.
Yesterday
afternoon,
58
individuals
have
died.
A
We
have
we
also
track
a
a
seven
day.
Rolling
average
you've
heard
people
talk
about
that,
and
all
that
means
is
the
most
recent
seven
days
we
take
the
average
to
try
to
see
where
we're
trending.
Well,
our
seven
day,
rolling
average
is
over
a
hundred,
it's
a
hundred
and
three
new
cases
on
average
every
day
for
the
past
seven
days.
A
A
It's
it's
the
social
distancing,
it's
the
masks,
it's
the
hand,
washing
it's
all
the
stuff
that
you
guys
are
tired
of
hearing
about,
and
yet
so
many
of
us
are
not
really
engaging
in
at
a
level
where
it
can
make
an
impact
for
those
around
us,
and
let
me
be
clear:
it's
been
a
lot
of
a
lot
of
discussion
about
masks.
A
A
It's
about
you
being
a
human
being
now
I'll
admit.
If
you
think
that
the
only
piece
of
ground
that
you
have
to
worry
about
is
the
one
that
you
stand
on,
then
then
you
won't
wear
a
mask,
but
if
you
recognize
that
all
of
us
throughout
history,
it's
what
our
soldiers
do
it's
what
our
law
enforcement
folks
do,
it's
what
our
mothers
did.
They
look
after
the
people
around
them
and
they
feel
a
sense
of
obligation
to
try
to
make
sure
that
if
there
is
some
small
thing
that
I
can
do
that
helps
somebody
else.
A
A
You
should
probably
have
a
mask
on
now.
Let's
be
clear
if
you've
got
breathing
issues,
if
you've
got
if
you've
got
some
respiratory
illness,
that
that
prevents
you
from
wearing
a
mask,
don't
wear
it,
but
also
be
extra.
Mindful
of
how
close
you
are
to
people
around
you,
if
you
can't
wear
a
mask,
we
respect
that
for
some
medical
reason,
but
make
sure
that
you
continue
to
self
distance
six
feet
the
social
distancing
that
that
tends
to
preclude
the
the
sharpest
need
for
wearing
the
wear
and
wearing
the
mask
we
are
going
to.
A
We
are
going
to
get
through
this.
This
pandemic,
I
mean.
Obviously
we
are
the
only
thing
that
still
remains
to
be
answered
is
at
what
cost
and
keep
in
mind
the
things
you
love.
If
you
like,
going
out
to
dinners,
if
you
like,
going
shopping,
if
you
like,
if
you
like
college
football,
my
recommendation
is,
you
start
wearing
a
mask
because
those
things
are
going
to
begin
to
be
tightened
up
again,
we
already
see
them
in
other
parts
of
the
country.
A
A
We
continue
to
put
out
numbers
on
on
our
website
every
other
day.
I
think
we're
doing
it
three
days
a
week
where
we're
showing
the
numbers
as
it
as
they
apply
to
new
cases
and
the
hospitalization
rate.
A
So
I
think
people
are
viewing
those
numbers,
because
we
are
seeing
more
masks
out
and
about
and
we
are
seeing
people
being
more
conscious
of
of
being
six
feet
away
from
one
another
and
and
just
doing
the
little
things
that
it's
going
to
take
for
us
to
to
get
through
this.
So
anyway,
that's
that's
the
report.
For
today
it
changes
by
the
second.
A
There
are
people
going
into
the
hospital
and
getting
released
from
the
hospital
every
day,
but
one
other
thing,
let
me
bring
up
when
we
talk
about
100
plus
people
in
our
hospitals
that
are
covered
positive,
that
doesn't
sound
like
a
lot,
but
keep
in
mind.
We
still
have
people
falling
off
ladders.
We
still
have
people
that
have
hypertension.
We
still
have
people
that
have
diabetes.
We
have
people
that
need
medical
care
and
they're
taking
ambulances
and
they're
going
to
visit
emergency
rooms.
A
The
government
is
doing
its
part
and
you'll
hear
more
about
this.
In
a
little
bit,
I'm
going
to
ask
deputy
city
manager
lisa
goodwin
to
walk
you
through
in
fact
lisa.
Let's,
let's
do
this
now
we
are
going
to
we've
seen
some
businesses
who
have
taken
the
lead
in
saying.
If
you
want
to
come
in,
you
got
to
wear
a
mask,
so
we
feel
like,
if
we're
going,
to
ask
businesses
to
be
very
aware
and
have
a
heightened
sense
of
awareness
about
people
wearing
masks
in
in
their
facility.
A
N
N
Our
employees,
of
course,
there's
already
a
policy
in
place
that
our
employees
must
wear
a
face,
mask
or
a
face
covering
when
and
they're
in
the
building.
If
they
are
in
their
individual
office,
they
can
remove
that.
But
whenever
they
step
outside
of
that
office
and
they're,
interacting
with
the
public
or
with
another
employee
or
walking
down
the
hall,
they
are
required
to
have
that
face
covering
on.
A
We
had
we
had
talked
about
voting.
We
recognize
that
we're
not
going
to
deny
somebody
the
right
to
vote,
because
they
cannot
wear
a
mask
for
whatever
reason
I
think
most
of
the
any
of
the
ordinances
that
have
been
acted
in
a
few
places
around
the
state.
They
have
even
made
allowance
for
voting.
So
we're
not
going
to
keep
people
we're
not
going
to
keep
people
from
the
right
to
vote.
A
A
Okay,
you
all
right-
and
now
I'm
going
to
turn
this
over
to
the
city
manager.
I
think
he
has
a
piece
of
business
he
wants
to
bring
before
us.
H
But
mr
pruitt
is
is
no
stranger
to
us,
mayor
and
council.
You
know
ryan
pruitt
from
the
work
he
has
done
in
recent
years,
managing
construction
projects
for
the
city
of
columbus.
H
H
He
was
thoroughly
vetted
by
my
team
and
out
of
the
vetting
highly
recommended
by
my
selection
team,
composed
of
deputy
city
managers,
lisa
goodwin
pam
and
pam
hodge,
the
finance
director
angelica
alexander
and
our
hr
director
to
hollywell,
and
so
I'm
going
to
ask
iran
to
step
to
the
podium
and
his
family
can
stand
with
him
or
in
place.
But
we
have
some
employees
here
from
the
inspections
and
codes
department.
I
would
ask
that
they
stand
in
place
if
they
are
present.
H
Some
of
them
want
it
to
be
here,
but
ryan's
selection
is
based
on
a
proven
record
of
performance.
He
has
been
with
the
city
since
2016.
H
and
you
know
in
fact,
ryan
you're
you've
impressed
some
counselors.
I
know
that
when
I
mentioned
your
name
before,
I
could
finish
saying
what
I
was
saying.
Counselor
crab
didn't
want
to
hear
anymore.
H
She
said:
that's
I've
heard
enough,
but
he
has
successfully
managed
the
construction
of
over
40
million
dollars
in
improvements
to
city
infrastructure
to
include
the
river
road
roundabout,
south
common
softball,
complex
renovations,
health
department,
renovations,
martin
luther
king
junior
boulevard,
trail
bip
meal
riverwalk
and
the
city
mill.
Riverwalk
ryan
has
over
10
years
of
construction
experience
as
both
a
contractor
and
owner's
representative.
H
H
I
believe
he
will
be
an
excellent
fit
to
leave
this
department
and
I'm
confident
he
will
provide
the
continuity,
stability
and
progress
and
the
improvement
we
need
ryan
was
born
and
raised
in
crawford
seville.
Indiana
he's
a
graduate
of
purdue
university
where
he
earned
a
bachelor's
degree
in
construction.
Manage
excuse
me
in
construction,
engineering,
a
degree
in
construction
engineering.
H
A
A
H
Okay,
thank
you,
mr
mayor,
and
so
inspection
encodes,
director
ryan
pruitt.
Would
you
have
a
comment.
P
Yes,
sir,
thank
you.
First
I'd
like
to
thank
my
wife
and
kids
and
the
rest
of
my
family
for
their
support.
Throughout
my
entire
career.
We
are
missing
one.
He
was
having
a
little
too
much
fun.
So
he's
he's
out
in
the
back
I'd
like
to
thank
the
mayor,
members
of
council
city
manager,
debbie
city
managers,
for
this
wonderful
opportunity.
P
A
M
M
Welcome
to
the
team-
and
I
personally
want
to
say
another
thank
you,
because
we
had
a
chance
to
work
together
on
the
mlk
trail
a
few
years
ago.
So
thank
you
for
your
work
back
then,
looking
forward
to
working
with
you
going
forward,
congratulations
to
you
and
the
family,
and
I
saw
the
little
one
giving
mama
a
hard
time,
but
she
worked
it
out.
Thank
you.
Q
A
Q
Right
we've
got
some
zoning
public
hearings
to
get
through
here
mayor.
The
first
one
is
1.15
acres
of
land
at
4204,
4216
and
4220
buena
vista
road,
going
from
neighborhood
commercial
to
general
commercial
for
a
pawn
shop
recommended
for
approval.
The
applicant
is
dsbv
property
as
anybody
the
applicant
is
here.
Q
Q
Q
Q
A
Q
It's
my
understanding
that
it's
not
going
to
be
an
increase,
but
I
don't
know
that
we've
got
anybody
from
the
school
system
here.
Did
you
hear
anything.
Q
R
The
millage
rate
for
the
school
district
for
2019
was
23.321
meals.
The
rate
that
is
being
adopted
by
the
school
district
this
year
is
what's
known
as
the
rollback
millage
rate.
There
was
a
decrease
in
the
digest
for
the
school
district,
so
in
order
to
collect
the
exact
same
amount
of
taxes
for
2020
that
was
collected
in
2019,
they
can
adopt
the
rollback
millage
rate,
so
there's
no
increase
in
the
amount
of
taxes
that
they'll
receive,
but
there
is
technically
an
increase
in
the
millage
rate
because
of
the
decrease
in
the
digest.
H
Mr
mayor,
mr
mayor,
if.
H
O
M
To
council
crab's
point,
there
was
a
lot
of
discussion
last
night.
I
didn't
get
a
chance
to
see
the
entire
school
board
meeting,
but
there
was
a
lot
of
pushback
and
I
don't
think
they
had
the
votes
to
move
forward
with
it
from
what
I
heard.
So
I
would
ask
that
we
delay
this
until
we
find
out
what
their
position
is.
Well,.
A
A
O
Can
I
ask
you
another
question:
is
this
similar
to
what
we
have
to
post
in
the
newspaper
when
the
property
tax
we
have
more
property
digest,
and
so
it
increases
our
income
and
we're
just
adjusting
the
millage
rate
because
of
the
income,
it's
the
millage
rate
gets
adjusted
to
to
be
the
percentage
of
the
new
income.
R
This
functions
under
that
same
statute,
in
terms
of
in
terms
of
what
we
have
to
publish
in
the
newspaper
when
we
adopt
our
millage
rate
and
it's
above
the
rollback
millage
rate,
which
the
rollback
millage
rate
in
terms
of
the
way
it's
calculated.
R
It
is
just
a
formula
to
say
this
is
the
millage
rate
that
you
would
need
to
adopt
if
you
wanted
to
collect
the
exact
same
amount
in
dollars
from
your
tax
digest,
and
so
what
the
school
district
is
doing
is
adopting
that
rollback
millage
rate.
So
there
was
a
decrease
in
the
overall
tax
digest
and
which
allowed
the
rollback
millage
rate
to
be
a
little
bit
more
than
what
it
was.
What
the
millage
was
for
them
last
year,
because
the
digest
decreased.
R
H
Rate
mayor,
yes,
sir,
let
me
let
me
ask
that
you
do
this.
H
They
need
to
cure
their
own
water,
and
so
what
I'd
like
to
do,
because
it's
first
reading
and
you're
not
going
to
vote
today,
I'd
like
to
request
that
the
superintendent
or
his
representative
come
and
stand
at
that
podium
on
the
second
read
before
the
vote
to
clear
up
any
matters,
and
so
there
is
no
vote
today.
Well.
A
A
M
My
last
comment:
is
it
possible
that
we
could
make
a
phone
call
either
to
the
chairperson
or
someone
on
whether
that
was
a
vote?
They
took
last
night
or
just
a
strong
discussion
because
they
had
a
majority
of
the
board
last
night.
That
said,
no,
I
don't
know
if
that
was
a
formal
vote
or
not
if
we
could
delay
it.
Maybe
to
the
end
of
this
meeting,
to
try
to
get
some
information
well.
H
A
Time,
I
think
we'll
have
time
to
because
it
it
never
was
certain
that
we
were
going
to
have
the
definitive
millage
rate
today
anyway,
we
just
have
to
get
this
moving
in
a
direction
so
that
we
don't
delay
the
the
certification
of
the
digest.
So
we
could.
If
we
came
back-
and
there
had
been
some
change
as
a
vote,
we
could
make
that
before
we
we
take
the
vote
on
the
28th
okay.
M
A
That
I
did
see
a
clip
where,
on
the
news
where
one
of
the
one
of
the
school
board
members
said
there
was
no
and
spelled
it
out
and
oh
increase
in
the
millage
rate
right.
So
my
rec,
I.
A
To
the
meeting
for
a
while-
and
I
think
our
recommendation
is
going
to
be
that
we
go
ahead
and
make
the
amendment,
because
this
is
likely
what
it's
going
to
be
so
that
we're
ready
to
go
on
the
28th.
If
something
unusual
happens
and
they
didn't
vote
and
they
changed
that
number
then
we'd
have
to
we'd
have
to
make
that
change
on
the
28th
and
then
you'd
still
have
the
opportunity
to
vote
it
up
or
down.
A
O
Increase
this
is
an
increase
in
the
I
know
it's
the
rollback,
but
it
it
changes
it
from.
Are
we
changing
it
from
twenty
three
point?
Two.
A
H
Q
Attorney
once
you,
the
rate
that
was
actually
advertised
by
the
school
board,
was
higher
than
this
rate
of
23.404,
so
they
are
actually
decreasing.
What
was
advertised
as
their
tentative
millage
rate
this,
but
this
happens
to
be
the
rollback
rate,
which
would
generate
the
same
amount
of
revenue
that
they
received
last
year.
Q
A
And
the
city
manager,
I
think,
had
the
correct
response,
and
that
is
that
they've
asked
us
to
do
this
now
and
I
think
we
can
get
into
a
whole
other
discussion
about
whether
or
not
we
even
really
have
the
authority
and
and
as
whether
or
not
they
are
a
levying
agent,
which
I
think
you're
going
to
find
they
are.
They
can
levy
their
taxes
to
be
able
to
operate
their
their
the
school
district.
So.
A
H
H
T
Davis.
Thank
you,
mr
mayor.
I
I
want
to
remind
the
council.
This
is
somewhat
a
standard
routine
that
we
do
every
year.
They
submit
it
to
us
and
we
have
to
put
it
in
the
budget.
It's
incorporated,
that's
the
number
they
give
us.
I
do
tend
to
agree.
I'm
glad
we're.
Having
this
conversation,
I
do
tend
to
agree
with
the
city
manager.
I
would
welcome
the
school
district
superintendent
to
come
here
and
tell
us
what
what
their
plans
are,
and
mr
mayor
miss
city
manager.
T
T
They
think
it's
a
city-managed
matter,
they
said
well,
you
just
came
to
us
and
raised
our
sales
tax.
Now
you
want
to
raise
our
property
tax
and
I
had
to
keep
reminding
them.
What
exactly
was
going
on,
but
you
know
we
need
to
express
that.
That's
not
what
we
don't
have
any
control
over.
What's
going
on
here
from
that
standpoint,
now
I
don't
even
know
if
they
raise
the
millage
and
choose
to
raise
the
millage.
Do
we
even
have
a
we
can
vote
that
down
and
the
city
attorney
and
basically
stop
that
from
happening?
Q
T
Exactly
I
mean
they
make
that
choice
and
it's
a
formality
that
we
do
every
year.
We
just
put
it
incorporated
into
the
budget
this
time
of
the
year
when
we're
going
through
our
budget
process
and
approving
our
budget.
I
think
we're
already
set
we've
already
balanced
our
budget
correct
mr
city
manager,
we've.
H
Already
had
our
back
here
that
is
correct
and
and
and
council
david
will
want
the
record
to
reflect
that.
We've,
the
mayor's
presented
and
you
approved
a
balanced
budget
with
a
.13
reduction
in
the
millage.
It's
actually
the
city
lowered
the
property
taxes
a
little
lower,
the
millage,
the
property
tax
bill.
H
T
I'm
pretty
sure
everybody
knows
this,
but
just
a
reminder,
since
you
know
we
have
the
general
public
watching
40
of
that
tax
bill
is
the
city's
that's
correct
tax
rate,
the
60
is
the
school
district.
So
that's.
What
we're
talking
about
here
is
a
millage
increase
on
that
60,
but
it's
going
to
be
reflected
in
that
bottle
bottom
line
in
total.
But
again,
mr
mayor,
I
think
we
need
to
clarify
that
because
there's
a
little
confusion
out
in
the
community,
I'm
sure
some
of
my
other
council
colleagues
have
heard
the
same
thing.
A
U
Thank
you,
mr
mayor.
I'm,
along
with
the
city
manager,
I
think
we
need
to
have
somebody
from
the
school
board
here.
U
I've
had
numerous
calls
from
people
inside
and
outside
my
district,
who
said
they
have
not
gotten
any
feedback
from
their
board
members
that
I'm
the
only
one
who's
answered,
and
they
kind
of
similar
things
to
what
councilor
davis
said
where
they
thought.
This
was
something
the
city
was
doing
and
they're
saying
they
can't
get
a
return
call
from
their
board
members,
and
I
think
this
is
a
real
issue.
You
know
that
the
school
board
needs
to
actually
address
here
before
we
actually
voted.
U
I
mean
I
would
not
be
comfortable
passing
it,
because
the
way
it
was
worded
is
though
it
is.
It
is,
though
it
is
a
tax
increase
and
that's
the
way
the
article
was
written,
which
I
think
is
obviously
create
a
bad
false
frame
of
reference
for
most
of
our
constituents,
but
they
also
think
the
city
is
doing
it.
So
I
want
somebody
from
the
school
board
here
before
I
cast
any
type
of
vote
on
this.
V
H
On
october
1st,
with
the
second
round
being
in
december
or
15th
of
october.
I
should
say:
let
me
clear
that
up
the
first
round
on
the
15th
of
october
for
those
listening,
because
you
remember
when
we
didn't
collect
it
in
october
before
and
we
waited
until
december
for
the
first
round
and
we
went
and
got
a
tax
anticipation
note
for
cash
flow.
A
R
Crab
just
for
clarification,
were
you
trying
to
make
the
millage
rate
the
same
as
last
year?
Yes,
okay,
so
that
was
23.321.
Oh
okay,.
A
T
T
But
I
understand
what
we're
doing
and
it's
almost
like
making
a
statement,
but
I
don't
want
at
this
point,
like
the
city
manager
said
it's
just
a
little
premature.
I
mean
I'm
we're
kind
of
somewhat
interjecting
our
influence
into
their
decision-making
over
there,
and
I
I
don't
think
we've
ever
done
that,
but
I'm
a
little
I'm
a
little
sensitive
to
that
right
now.
A
A
I
think
it
it
does
open
the
door
for
more
discussions.
Like
the
the
nice
lady
that
emailed
me
claiming
that
I
had
raised
taxes
if
we're
going
to
begin
to
manipulate
the
tax
number
sent
by
an
entity
who
has
legal
authority
to
levy
taxes,
man,
that's
just,
I
think.
That's
it's
just
my
opinion.
I
think
we're
we're
getting
into
an
area
that
is,
is
pretty
well
populated,
with
problems.
C
Why
don't
we
hold
off
on
any
amendment
at
this
time
and
wait
till
the
so
the
school
board
person
comes
and
talks,
and
then
we
can
talk
about
what
direction
we
want
to
go
in
as
far
as
amending
or
if
we
have
the
authority
and
get
some
legal
insight
on
that
between
now
and
the
next
meeting
when
they're
here,
if
that
would
be,
if
the
proponent
of
the
amendment
would
accept
that
and
withdraw
the
motion,
that
would
that
would
help.
A
M
Yes,
I
still
we,
we
still
need
to
get
some
information
like
I
say
they
met
last
night
and
I
didn't
go
by
the
news
clip.
I
was
listening
by
phone
with
somebody
that
was
in
the
meeting
last
night
and
they
made
some
type
of
decision
or
took
a
stance
last
night,
and
I
think
we
need
to
know
what
that
is
as
we
move
forward,
because
if
they
come
in
and
we
approve
something
that
they
disapprove,
it's
going
to
make
this
council
look
really
really
bad.
In
the
light
of
the.
A
And-
and
I
think
that's
the
recommendation-
I
I
think
that
that
we've
heard
and
we've
heard
it
from
our
city
attorney
and
I've
received
a
few
texts
from
school
board
members
and
and
they
are,
they
are
indicating
that
the
number
that
has
been
proposed
is
what
was
discussed
with
the
tax
commissioner
and
has
been
needs
needs
to
be
in
that
ordinance
in
order
to
be
able
to
keep
collecting
the
same
money
they
collected
last
year.
So.
A
W
A
All
right,
all
those
opposed
raise
your
right
hand.
A
K
I
A
A
H
Yes,
sir,
and
in
fact
mr
mayor
council,
I
will
have-
we
will
have
someone
an
appropriate
representative,
if
not
the
superintendent,
from
the
school
district
to
be
here,
and
we
will
also
ask
the
tax
commissioner
or
a
representative
to
be
here
so
that
you
can.
We
can
clear
all
of
this
up
before
you
vote
on
the
28th.
A
And
mr
city
attorney,
it
may
be
helpful
to
pass
that
legislation
on
to
council
just
so
that
everybody
has
a
copy
clarifying.
That.
Q
They're
glad
to
local
legislation,
we'll
get
it
to
everybody.
Okay,
all
right!
Okay,
next
item
mayor
is
the
amendment
to
ordinance
11-61.
This
would
let
the
two
professional
sports
representatives
on
the
civic
center
advisory
board
provide
an
exception
where
they
don't
have
to
be
a
u.s
citizen.
As
you
know,
some
of
these
hockey
players
are
canadian
citizens
and
only
have
a
green
card.
T
Is
there
a
motion
I'll
make
a
motion
mayor?
If
I
may
just
a
couple
comments
on
that,
I
know
that
there's
been
a
lot
of
citizens
have
been
a
little
concerned
that
maybe
out
on
the
fringe
of
the
county.
Councilor
allen
has
some
people
in
his
district
matter
of
fact.
We
thought
about
doing
an
add-on,
but
I'm
I'm
not
sure
how
that's
going
to
go.
He
may
be
bringing
another
resolution,
but.
Q
T
Does
share
I'm
sorry,
it's
in
here
it's
in
there,
okay,
good
good
good,
so
I
just
wanted
to
highlight
that
both
of
us
people
on
the
outside
of
the
fringe
of
our
counties
have
problems
with,
I
guess
for
lack
of
a
better
term.
Public
utilities,
in
this
case
technology
associated
kind
of
services,.
T
X
T
Of
what
we're
doing
today
is
we're
asking
them
if
they
would
provide
service
to
those
out
in
places
that
I
guess
it
comes
down
to
a
profit
loss
matter,
a
business
matter,
but
you
know
we're
we're
encouraging
them
to
provide
that
access
to
our
citizens
throughout
the
county.
A
lot
of
them
are
kind
of
bringing
up
the
the
new.
T
T
I
I
don't
know
if
we
can
term
muskogee
county
a
rural
county
being
at
columbus
is
all
of
muskogee
county,
but
that
to
me,
I
think,
is
subsidies
coming
out
from
the
state
to
places
way
out
that
you
know
we
don't
hear
a
lot
about,
but
I
don't
think
it
applies
to
columbus,
but
there
are
authorities
whether
the
georgia,
tech
authority
or
technology
authority
or
the
public
service
commission,
which
is
an
elected
official.
We
all
vote
on
that
person.
T
They
also
have-
I
I
would
think
influence
to
to
maybe
ask
these
private
companies
to
consider
expanding
their
services.
I
don't
know
why,
but
that's
just
the
way
it
is.
I
can
only
guess
it
comes
down
to
a
business
matter,
so
we're
asking
them
kind
of
politely
through
this
resolution
if
they
would
provide
services
to
our
citizens
in
this
case
is
out
old,
river
road
and
I
think
councilor
allen.
You
have
some
out
out
towards
out
highway
80.
yeah.
A
Q
Q
A
All
right,
any
any
discussion
or
any
comments.
I
have.
C
A
It's
section
four
at
the
the
second
and
last
page.
A
I
think
the
only
reason
we
considered
putting
that
in
here
is
because
it
is
such
a
fluid
situation
with
the
way
things
are
changing
and
the
way
our
numbers
are
changing
and,
frankly,
if
our,
if
our
numbers
continue
on
the
trend
that
they're
on
and
our
hospitals,
do,
in
fact,
if
they
did
become
they're
they're,
not
even
they're,
not
close
right
now,
but
they're,
they
did
become
overburdened
to
the
point
where
we
were
unable
to
take
on
any
more
patients.
A
M
A
A
I
have
spoken
with
his
office
on
two
or
three
occasions:
we've
spoken
with
our
delegation
and
we're
hopeful
that
there
will
be
some
local
authority
granted
if,
if
not
to
all
the
counties,
at
least
to
those
that
are
on
a
border
of
another
state,
because
we,
you
know,
you
end
up
with
a
an
additional
challenge
and
hardship
because
our
we
are
one
community,
but
we
do
have
different
rules
for
alabama
than
georgia
and,
and
we
see
thousands
of
people
go
across
the
bridge
back
and
forth
every
day.
A
It
is,
and,
and
our
position
has
been,
that
under
the
current
order
that
the
governor
has
put
in
place,
that
it
renders
enforcement
difficult
at
best.
Mr.
Y
Y
In
other
words,
this
gives
you
some
leeway
to
act
spontaneously
after
the
event
here
in
columbus.
Yes,
sir,
this,
I
think,
is
from
what
I'm
hearing
from
the
the
calls
from
a
number
of
the
citizens
who
do
realize
things
are
spiking
up
here
in
columbus
and
of
course,
they
brought
the
to
my
attention.
What
the
mayor
in
savannah
has
wisely
done,
and
I'm
in
favor
of
this
year,
so
you
need.
You
need
a
motion.
C
I
just
wanted
to
to
basically
say,
as
I
read
section
four
it
council
is
giving
the
mayor
authority
to
place
and
order
in
effect,
that
would,
if,
if
he
see,
gives
him
the
discretion
to
place
an
order,
in
fact,
if
he
deems
it
necessary,
basically
right.
So
I
support
that.
That's
right.
T
Mayor
if.
A
T
I
think
you,
you
spoke
quite
elegant,
frequently
laid
it
all
out
earlier
about
the
sensitivity
and
just
people,
just
caring
for
others,
and
trying
to
understand
that,
especially
when
you're
indoors
mass
amount
of
people
around
a
lot
of
people.
I
think
just
thinking
about
others-
and
yourself
is
a-
is
not
a
bad
thing
to
do.
It's
probably
the
right
thing
to
do.
T
You
know
you
got
to
try
to
figure
it
all
out,
but
I
think
we've
been
strongly
trying
to
encourage
people
for
a
while
to
to
wear,
masks
and
think
of
others,
and
I
mean
it's
been
like
an
education
process
and
you
know
we're
we're
still
fighting
this
virus
and
probably
will
for
a
while,
but,
like
you
said,
just
trying
to
do
things
to
cut
the
numbers
down,
but
my
I
don't
mind
doing
this.
T
I
just
I've
always
had
some
concerns
around
the
enforcement
side
of
it
and
we're
seeing
all
over
this
country
outside
the
country.
Just
issues
happening
where
people
even
have
lost
their
lives
over
a
conflict
with
a
mask,
and
I
am
concerned
about
the
enforcement-
and
I
don't
you
know,
I
don't
think
we
need
to
expand
a
lot
of
public
safety
resources
to
try
to
manage
this
kind
of
issue,
and
that's
the
only
thing
that
or
or
you
know,
excessive
fines
and
things
like
that.
T
A
I
think
that
today
what
you
just
spoke
about
is
what
has
concerned
me
for
a
long
time
and
it's
why
we're
not
at
the
point
today
of
implementing
a
a
requirement
for
masks.
I
get
pressured
every
day
and
I
get
encouraged
every
day
by
people
who
think
that
that
is
where
we
should
go.
My
struggle
is
the
same
as
you
just
touched
on
one:
it's.
It
is
the
enforcement
piece.
A
A
It
would
not
be
where
you're
out
writing
citations
and
sending
people
to
court.
I
think
that's
counterproductive.
The
whole
idea
would
be
to
ratchet
up
another
level
the
urgency
that
exists
with
trying
to
encourage
people
to
wear
masks.
That
is
where
I
would
intend
to
go
with
it,
with
the
advice
and
consent
of
counsel.
T
Y
Y
I
think
all
of
us
here
on
council
do
realize
that
you
bring
to
us
members
of
council,
timely
information
or
your
intent
to
act
on
anything,
so
I'm
personally
comfortable,
but
you
as
mayor
part
of
your
responsibility
safety
in
this
community.
So
you
should
be
in
a
position
to
make
that
type
of
decision.
It's
called
leadership
to
make
that
type
of
decision
with
the
informed
consent
of
the
council,
and
so
I'm
comfortable
and
I've
put
the
motion
out
already.
T
Okay
and
mayor,
we
have
a
great
community,
and
I
know
that
that's
a
sensitive
subject,
but
I
you
know,
I
have
confidence
in
our
citizens
and
you
know
I
don't
think
they're
going
to
go
out
and
throw
rocks
at
each
other
and
start
yelling
fights
and
shaming
each
other
in
stores.
You
know
that
doesn't
do
anybody
any
good.
T
I
have
seen
some
stuff
on
social
media
where
you
know
a
little
back
and
forth
and
and
people
take
different
positions
on
this,
but
it
is
like
you
said,
it's
doing
the
right
thing
and
just
trying
to
understand
when
you're
in
that
environment.
You
know
you
need
to
think
of
others
and
yourself
as
as
well,
it
could
be
too
late.
There
may
be
a
moment,
maybe
too
late.
You
have
second
thoughts
about.
T
A
Councillor
huff,
you
through
council
barnes,
made
a
motion
this
this
ordinance.
We
can
approve
in
one

A
Q
V
Thank
you
mayor.
I
I
did
bring
this
up
because,
while
not
advocating
that
you
mandate
mass
ware,
I
do
think
it's
important
to
encourage
mass
ware
and
my
thought
was.
If
the
council
approved
a
resolution
encouraging
people
to
wearing
masks,
maybe
we
could
turn
the
corner
and
once
again
bring
the
numbers
back
down
without
having
to
take
more
drastic
action.
A
Q
A
We've
got
a
rather
lengthy
public
agenda,
so
we'll
we'll
begin
to
call
people
up.
I
will
tell
you
that
we,
I
don't
know
that
we
have
a
counter.
If
we
do,
I
don't
know
how
to
use
it
yet
right
so
I'll
just
be
using
it
on
my
phone
you'll
have
five
minutes
I'll
signal
you
when
you've
got
one
minute
left
and
then
you'll
need
to
wrap
up
and
and
and
have
to
cease
your
comments
at
the
end
of
the
five
minutes.
A
If
there
is
anybody
that
is
unable
to
get
what
they
wanted
to
get
across,
you
can
wait
till
the
end
of
the
clerk's
agenda
and
come
back
for
an
additional
three
minutes.
So
when
you
come
up
to
the
podium
state,
your
name
state
your
address
and
then
that's
when
the
timer
will
begin.
Okay,
so
first
on
the
public
agenda
is
mr
david
johnson
regarding
traffic
concerns
regarding
veterans
affairs,
clinic
construction
at
river
road.
A
A
Z
Z
Z
The
work
currently
underway
at
this
site
will
result
in
a
new
70
000
square
foot
va
medical
clinic
this
facility.
Will
serve
hundreds
of
veterans
clinic
employees,
vendors
and
others
who
enter
and
exit
the
property
daily,
and
it
will
generate
a
very
large
increase
in
traffic
volume
up
to
2670
more
vehicles
per
day,
traveling
the
road
network
in
the
immediate
area.
Z
The
georgia
department
of
transportation
and
city
of
columbus
have
not
made
any
information
available
or
held
public
meetings
to
provide
area
residents
with
details
on
this
project.
The
increased
traffic
the
development
generates
is
a
safety
risk,
is
detrimental
to
the
character
of
the
surrounding
neighborhoods
and
potentially
lowers
our
home
values
under
the
georgia
open
records
act.
I
obtained
a
copy
of
the
developer's
traffic
study
and
I
challenged
the
study's
conclusion
specifically
one.
Z
Their
summary
of
findings
states
that
all
study
intersections
will
operate
at
acceptable
levels
of
service
without
need
for
improvement.
Two
that
a
roundabout
is
preferred
at
the
river
modeling
intersection,
but
three
that
the
quote
small
size
of
the
development
results
in
insignificant
increases
in
delay.
Z
Most
importantly,
the
traffic
studies
appendix
under
georgia
d.o.t
ice
stage,
2
states
that
local
community
support
is
quote
neutral.
This
is
not
true.
The
community
was
never
asked
or
informed
by
the
developer,
the
engineers
or
by
gdot.
There
have
been
no
informational
or
public
hearings
on
this
development.
None
the
va's
va
clinic's
main
entry
is
on
mobley
road
89
of
the
traffic
to
the
clinic
will
come
from
the
south
and
east
and
travel
through
the
river
mobley
road
intersection.
Z
Z
The
clinic
facility
has
loading
docks
for
deliveries
by
large
trucks,
18
wheelers.
So
what
happens
when
traffic
flow,
when
these
trucks
make
a
right
turn
from
river
road
to
mobley,
to
deliver
supplies
to
the
clinic?
What
about
traffic
stacking
on
river
road?
What
about
potential
delays
to
first
responders
fire
trucks,
police
vehicles
and
ambulance?
Z
And
finally,
the
clinic's
site
plan
and
a
recorded
agreement
between
the
developer
and
the
adjacent
property
owner
includes
the
construction
of
internal
roads
for
shared
access
to
a
9.8
acre
parcel
immediately
north
of
the
clinic,
and
when
this
property
is
developed
and
its
occupants
use
the
mobley
road
entrance?
What
happens
to
traffic
then?
Z
H
Today
and-
and
I
know,
we've
got
a
lot
of
people
on
public
agenda
but
won't
be
responding
to
every
person
who
speaks
on
public
agenda,
but
I
do
just
want
to
say
in
response
to
what
I
just
heard
that
we've
got
our
director
of
engineering,
donna
newman
has
been
director
for
20
years
and
she's
been
assistant
director
in
of
engineering
for
another
11
years
before
becoming
director
and-
and
I
I
heard
the
mention
of
traffic
concerns,
and
so
I
don't.
H
I
bet
my
staff
we're
not
involved
in
the
location
of
a
va
clinic,
so
we
we're
not
getting
into
that.
I
just
want
to
be
clear
about
that,
but
in
terms
of
traffic
concerns,
I
share
with
you
her
experience,
20
years
as
director
and
11
as
assistant
director
for
a
total
of
31
years,
and
so
I
say
that
to
say
that
dealing
with
large
construction
projects
development,
it's
not
new
to
us.
H
H
A
professional
engineer,
standpoint
are
addressed,
as
those
things
are
submitted
to
us
and
they'll
be
addressed,
based
on
our
usual
high
standards
and
and
again.
We
we
do
this
every
day
every
single
day,
and
so
I
just
want
to
assure
you
and
all
that,
if
that
is
a
location,
is
if
that's
a
huge
development.
H
Our
tenured
experienced
engineer
and
those
who
work
under
her
will
review
those
traffic
studies,
and
we
will
make
sure
that
we
act
in
the
best
interest
of
the
growth
and
development
of
columbus.
So
I
just
want
to
assure
you
of
that,
and-
and
so
we're
not
talking
about
someone
with
one
year
three
years,
experience
we're
talking
about
a
person
who
has
been
directed
for
20
years
and
we've
had
a
lot
of
growth
and
development
in
this
community
dealing
with
traffic
issues,
traffic
studies
and
they
know
what
they're
doing
just
to
be
clear.
T
T
It's
been
appropriately
zoned,
it's
been
zoned
for
over
10
years,
it's
been
sitting
there
and
there
are
other
parcels
that
are
for
sale.
Today,
it's
not
about
a
matter
of
traffic,
there's
going
to
be
some
element
of
traffic,
it's
how
much
and
what
is
it
going
to
be?
I
think
a
lot
of
people
in
my
district
understand
that
there's
going
to
be
development
and
there
are
alternative
developments
as
opposed
to
this
development
and
kind
of
where
I've
settled
my
feed
is.
T
T
I
disagree
with
what
was
said
earlier
because
when
you
read
it
in
some,
it's
the
the
traffic
study
clearly
says:
there's
minimal
impact
to
traffic.
It
says:
there's
no
congestion,
it
says:
there's
no
delays.
T
North
they
used
to
facility
is
going
south,
there's
less
than
three
percent
of
right
at
three
percent
on
mobley
and
a
projected
right
around
seven
percent
coming
from
the
harris
county
line,
which
is
a
very
limited
amount
of
cars,
and
you
got
to
understand
that's
over
the
course
of
a
day
and
it's
trickled
in
its
fielder.
Now
I
went
up
and
set
by
the
houston
clinic
and
the
north
side
hospital
just
set
up
there
for
hours
and
just
watched
and
there's
hardly
any
traffic
coming
out
of
there.
But
you
got
25
plus
doctors.
T
T
That's
just
not
going
to
happen,
and
you
know
I'm
kind
of
concerned
because
you
know
statements
are
being
made,
but
then,
when
you've
got
people
who,
at
certain
points
in
time
have
actively
tried
to
market
this
property
and
even
for
this
project
with
other
developers
that
want
to
do
this
project
they
lost
out.
But
at
that
time
there
was
no
concern
about
traffic.
T
It
was
just
clearly
a
transaction
based
on
commission,
so
I've
got
some
concerns
about
why
that's
being
brought
up
today,
but
I
think
in
general,
when
you,
when
you
look
at
it,
and
everybody
knows
that
sooner
or
later,
there's
going
to
be
an
element
of
traffic
as
those
parcels
of
land
sell.
There's
one
another
one:
a
10
acre
parcel
for
sale
today,
there's
a
couple
more,
but
that's
all
that's
out
there
as
far
as
non-residential.
T
So
when
you
add
all
that
up,
I
think
I
you
know
I've
come
to
conclusion,
there's
going
to
be
some
traffic,
but
in
reality
of
the
development
and
what
could
go
there
today.
I
think
this
is
the
least
of
all
evils.

two

make
it
highly

Our

defense
for
the

of
this
great

as
I
explained
to
councilman
davis
in
an
almost
two

the

most
elected

never

It
would

time,
as
it

about.
I
appreciate
the
opportunity
to
be
here
and
I've
noticed
the
older
you
get
the
slower
you
walk.
S
It
took
me
a
little
longer
to
get
up
to
this
podium
than
I
thought,
but
I
need
to
do
some
work
anyway.
Thanks
to
the
speakers
who've
already
spoken
here,
I
represent
a
number
of
these
folks
veterans
who
are
asking
that
something
be
done.
Actually
what
they're
asking
for
is
a
look
at
this
and
they
they're
doing
this,
and
what
I've
heard
is
that
there
has
not
really
been
a
serious
look.
This
thing
got
on
track
and
it
moved
on
pretty
fast
and
when
that
happens,
things
are
overlooked.
S
Talking
about
traffic
study.
Mr
davis
spoke
a
long
time
about
what
was
wrong
with
and
we're
not
criticizing
the
traffic
engineer.
But
we're
saying
there
were
some
things
that
were
overlooked.
There
always
are
there's
a
complicated
project
and
she
made
some
conclusions
that
are
erroneous.
Well,
mr
davis
made
eight
of
ten
conclusions
that
were
on
it.
I
didn't
hear
him
say
one
fact
about
anything
but
his
it
was
all
argument
and
that's
what
what
we
lawyers
are
used
to
looking
at
noticing.
So
look
the
real
bottom
line
of
this
and
I'm
not
gonna.
S
I
can
talk
five
minutes.
I've
been
a
lawyer,
50
years
I'll,
never
know,
but
I'm
gonna
shut
it
down.
Because
that's
the
rule-
and
I
noticed
that
some
of
the
councils
speak
longer
than
five
minutes.
I
don't
guess
we
get
to
add
on,
but
that's
I
guess
that's
a.
I
guess.
That's
a
but
anyway,
that's
okay!
That's
why
you
elected
right.
S
S
S
They
have
been
overlooked
and,
frankly,
all
they're
doing
and
all
we're
doing,
and
we
continue
to
carry
on
with
this-
and
I
don't
know
right
now:
we
we
need
to
delay
the
thing
we
need,
whatever
the
city
can
do
to
delay
the
permit
and
whatever
for
some
length
of
time
until
we,
the
dust,
settles
and
everything
fine,
but
these
folks,
because
of
the
commitment
they've
made
throughout
their
lives
as
veterans
as
members
of
the
armed
services,
deserve
a
seat
at
the
table.
That's
always
saying
thank
you,
mr
walter
yeah.
T
S
Longer
than
you've
been
a
councilman,
I
don't
know
what
the
relevance
of
that
question
is,
but
I've
been
practicing
law
since
19
it's
been
so
long.
I
can't
remember
glenn,
I
tell
you
it's
been.
S
T
Well
aware
of
the
developers
rights,
the
udo,
the
law
requirements
that,
when
a
developer
comes
and
presents
a
project
on
a
legally
zoned
piece
of
land
that
is
legally
closed
and
they
go
through
their
process
that
they
are
completely
entitled
by
the
law
to
do
exactly
that.
Are
you
aware
of
that?
I
don't
understand
your
question.
T
T
S
T
T
S
T
S
T
Q
Counselors,
my
understanding
that
no
building
permit
has
been
applied
for
yet.
In
this
case,
I
think
the
engineer
can
confirm
that,
but
I'll
tell
you
what
the
ordinance
is
about
issuing
permits.
This
is
in
the
building
code.
It
says
action
on
permits.
The
building
officials
shall
act
upon
an
application
for
a
permit
without
unreasonable
or
unnecessary
delay.
T
T
T
Q
Well,
sir,
the
developer
is
going
to
need
to
apply
for
a
building
permit
under
the
rules.
I
just
read
you
and
you
know
until
that
happens,
the
building
official
doesn't
have
anything
to
review,
but
there
is
no
action
in
the
building
code
if
it's
properly
zoned,
which
I
assume
it
is
there's
no
action
by
this
council
on
a
building
permit
one
way
or
another,
and
the
engineer
may
want
to
comment
mayor
on
further
process
and
what
they
look
at
when
a
permit
application
is
filed.
A
Mr
walter
comes
on
your
your
five
minutes
are
up
now.
We
we
welcome
you
back
at
the
end
of
the
meeting
for
an
additional
three,
but
unless
they're
asking
you
a
specific
question,
sir,
I
can't
allow
you.
I
can't
allow
you
I'm
sorry,
no
I'm,
sir,
I'm
I'm
taking
that
yes,
sir,
but
but
that
was
that
was
that
was
your
engagement
with
mr
davis,
so
you're
welcome
to
come
back
for
three
more
minutes
at
the
end
of
the
meeting.
A
H
Manager,
let
me
just
say
again.
H
That
I
I.
H
Directed
staff
to
do
what
we
always
do
as
it
relate
as
it
relates
to
development
and
issuance
of
permits
and
consistent
with
the
the
law,
as
you've
just
heard
from
the
city
attorney
related
to
permits.
H
This
is
a
federal
project
and
d.o.t
georgia,
d.o.t
is
involved,
then
there's
the
developer,
and
so
the
project
or
property,
as
you've
heard
here
today,
is
properly
zoned,
and
so
it
does
not
require
a
rezoning
which
does
not
require
a
vote
by
the
city
council,
and
so,
as
developments
go,
we
have
received
a
foundation
and
framing
that
we've
received
their
foundation
and
framing
plans,
and
we
will
be
ready
to
issue
a
permit
when
the
site
development
permit
is
issued,
and
so
the
traffic
study
has
been
reviewed
by
our
traffic
or
city
engineer.
H
I
shared
with
you
her
experience
for
purpose
to
say
that
we
are
going
to
do
things
again.
The
way
we
always
do
them.
The
review
has
been
made.
H
We
are
waiting
now
on
approval
approval
from
the
city
arborist
for
tree
development
or
tree
plan,
and
so
once
that
is
received
from
the
arborist,
we
intend
to
issue
a
permit
because
that's
what
we
do
consistent
with
the
law
that
has
been
explained
by
the
city
attorney.
H
We
don't
we're
not
in
the
business
of
the
lay
in
permits,
because
we
don't
agree
with
the
project
and
so
and
so
there's
no
reason
for
us
not
to
issue
that
permit
once
we
get
a
response
from
the
arborist,
and
so
we
intend
to
do
that,
and
I
I've
never
obviously
experienced
dylan
in
my
15
years
here,
where
counsel
has
directed
or
asked
the
city
manager
to
not
issue
a
permit,
and
so,
unless
directed
by
the
mayor
and
council,
which
would
be
unprecedented.
H
I
intend
once
my
engineer.
The
city
engineer
gets
what
she
needs.
I've
never
gotten
involved
in
telling
them
to
issue
or
not
issue
a
permit,
and
I'm
not
going
to
get
involved
in
this
one,
and
so
I
just
expect
them
to
do
their
jobs.
I.
A
Agree,
and
now
I
will
say
this
and
I
wanted-
I
want
to
hear
from
everybody
else
I
didn't
want
to
interject,
but
I
do
think
that
there's
an
option,
an
opportunity
here
to
try
to
bring
some
of
the
developers
and
some
of
the
folks
involved
together
and
have
a
meeting
to
try
to
look
for
ways
to
mitigate
some
of
the
concerns.
A
A
To
compromise
our
system
would
be
would
be
way
beyond
the
reach
of
any
that
any
government
should
strive
for
so
all
right.
Next
up,
mr
rick,
I
think
it's,
mr
rick
buyer
mayor,
representing
u.s,
federal
properties
regarding
the
veterans
affairs
clinic
matters
and
talk
about
the
state-of-the-art
building
and
other
other
matters
is.
Q
AB
AD
Us
federal
properties,
I'm
a
principal
4706,
broadway,
suite
240,
kansas
city,
missouri
64112,
and
I
appreciate
the
opportunity
to
be
here.
Obviously,
I'm
a
little
outnumbered,
but
I
believe
we've
got
a
great
project.
AD
This
is
not
the
first
time
we've
gone
to
the
rodeo.
We
have
developed,
17,
va
medical
clinics
throughout
the
country.
We've
built
in
montgomery
mobile
tallahassee
jacksonville
under
construction
is
chattanooga
birmingham,
georgia
and
for
getting
cobb
county
in
in
atlanta.
But
this
is
the
least
document,
and
this
is
the
specifications
that
go
into
the
development
of
a
project.
AD
I
first
came
down
to
columbus,
probably
four
years
ago
and
put
that
site
under
option
at
river.
Road
and
mobley
va
then
awarded
to
molaskey
the
developer
of
the
blue
cross
malavsky
lost
the
award
strictly
because
they
had
classified
themselves
as
a
small
business
where
in
fact
they
were
a
large
business,
so
they
lost
that
award
va
reopened
it
to
teams
that
had
a
previous
site,
already
approved
by
va
being
mobley
and
river
was
our
site
that
had
already
been
awarded
january
27th
of
2000.
AD
AD
This
site
already
zoned.
We
have
submitted
the
plans
final
plans
to
the
city.
I
think
they
went
in
the
tail
end
of
last
week
and
we're
waiting
to
hear
on
the
tree
report,
which
our
understanding
is.
We've
done
everything
that
cities
asked
us
to
do
and
we
fully
expected
picking
up
the
city
permit
on
monday
yesterday
and
as
of
today,
we
still
don't
have
it.
So
time
is
very,
very
important
again.
These
specs
are
very,
very
detailed
so
to
to
to
go
into
it
and
expect
va
to
make
changes
is
highly
unlikely.
AD
AD
E
X
Vern
had
to
leave
this
is
I'm
anthony
slaughter
with
moon
mix
engineering,
we're
the
civil
engineers
on
the
project,
and
I
was
going
to
comment
for
vern,
but
we're
at
100
southern
way:
columbus,
georgia,
some
of
the
stuff
that
mr
johnson
said,
is
kind
of,
is
not
correct.
He
said
it
was
2600
vehicles
per
day.
The
study
states
that
it's
1
335
trips
per
day,
so
that
was
incorrect.
X
Also,
we
have
also
he
said
there
was
no
improvements
on
mobley
road
and
through
the
study
it
states
in
there
what
we
need
to
do
for
mobley,
road
and
river
road.
We
have
all
included
every
bit
of
the
study.
We
have
improved
mobley
road
with
d-cell
lanes,
acell
lanes
and
and
turning
lanes.
I'm
here
to
answer
any
questions
you
may
have
about
the
va
clinic
and
the
approval
process.
We
have
submitted
the
plans
in
april
waiting
for
approval.
Thank
you
very
much.
Y
Y
Y
You
know,
there's
been
a
lot
of
conversation
back
and
forth
over
the
emails
and
and
whatever
about
this
va
clinic,
and
I
just
like
to
go
while
you're
here.
The
first
thing
that
I
heard
was
that
the
traffic
study
there
would
have
been
not
there
would
be
an
imposing
hardship
in
the
area,
and
I
decided
I
was
not
going
to
make
a
comment
throughout
all
the
emails
that
I
saw,
and
so
we
got
the
facts
because
the
facts
speak
for
themselves.
Y
Rumors
are
rumors
conjectures
conjectures,
but
facts
speak
for
themselves,
and
so
I'm
glad
to
chalk
off
and
say
that
the
issue
of
the
traffic,
that
being
neglect,
is
a
non-issue.
The
second
thing
I'd
like
to
to
speak
about
I'm
hearing
that
the
veterans
is
going
to
impose
an
imposition
for
the
veterans
who
live
in
south
columbus.
Y
For
all
the
time
that
I've
known,
the
va
has
made
sure
that
if
it
puts
a
site
that
the
va
the
veteran
will
have
transportation
there.
But
I
I
know
columbus
is
a
veteran
friendly
city,
and
so
it
concerned
me
so
I
called
the
city
manager
and
without
hesitation,
the
city
manager
said
council
of
arms.
Just
like
we
tweet
metra
for
the
health
department.
We
will
tweak
it
for
the
veterans,
so
that's
another
check
non-issue
as
far
as
that
is
concerned.
Y
I
also
heard
that
people
in
that
particular
area
did
not
went
to
veterans
that
didn't
hold
water
with
me
because,
like
I
said,
I
know
columbus,
I
retired
here
because
of
this
community
and
its
attitude
towards
veterans,
their
respect
for
veterans,
they're
caring
for
veterans.
But
what
I
did
is
I
called
the
counselor.
I
called
glenn
and
say:
are
you
hearing
anything
and
plus?
I
have
friends
that
live
there
and
from
what
I
heard
from
them
and
from
counselor
david
says?
No,
they
welcome
and
appreciate
the
sacrifice
of
veterans.
Y
Y
And
so
I
want
to
stop-
and
I
heard
some
people
left
councillor
davis,
but
you've
been
in
this
fight
for
for
veterans
for
at
least
six
years.
I
remember
we
had
a
meeting
at
the
trade
center.
That
was
oh
was
that
10
years
10
years
ago.
Y
This
clinic
for
our
veterans-
and
so
I
I
made
up
my
mind-
was
I
wanted
to
hear
the
facts,
and
so
the
facts
are
showing
a
lot
of
the
things.
Issues
that
were
brought
up
were
non-issues
to
begin
with,
and
I
hope
that
we
can
move
on
with
this,
because
this
clinic
is
going
to
be
a
godsend
for
veterans
for
a
long
time
and
I'm
thankful
and
one
other
thing.
I
forgot
that
I
heard
about
expansion
this
clinic.
Is
it's
huge
enough
as
it
is?
Y
Y
So
I
just
wanted
to
speak
my
piece
on
this
here
and
try
to
clear
the
air
and
mr
city
manager.
You
were
right,
donna
newman
is
not
a
johnny
come
lately.
She
is
not
a
johnny
come
late
leader
this
year
and
I'm
glad
that
you
brought
that
up
as
well.
As
I
appreciate
you
didn't
hesitate
when
I
mentioned
transportation,
you
have
a
heart.
T
Council
david,
thank
you,
council,
barnes,
I'm
you
know
what,
when
I,
I
realized
what
could
go
on
that
site
today
and
when
I
like,
I
said
earlier,
I
I
know
this
is
we
talk
in
our
neighborhood,
probably
the
least
of
all
evils
that
could
go
on
that
site,
but
it's
it's
not
even
that
this
is
going
to
be
a
magnificent
facility,
state-of-the-art
and
I'm
just
happy.
The
veterans
are
going
to
get
the
services
that
they
deserved,
that
they
deserve
and
the
stuff.
T
If
you
see
the
floor
plans
and
the
stuff
they're
putting
in
this
facility,
it's
unmatchable,
it's
unbeatable,
it's
it's
magnificent
and
I
think
the
veterans
are
or
do
that.
Mr
anthony,
I
would
like
to
ask
you,
since
my
character
has
been
somewhat
challenged
by
a
couple
people
when
I
stated
that
the
in
the
traffic
study
that
the
majority,
almost
90
or
90
of
the
traffic
would
be
flowing
north
and
south.
The
river
road
is
that
accurate.
T
T
If
mobley
road
is
just
three
percent
and
again,
I
know
these
traffic
studies,
I'm
in
development,
I
know
they
tend
to
be
conservative.
That's
the
way
that
they're
put
together.
They
tend
to
over
calculate.
So
you
got
a
lot
of
eyes
and
engineers
that
are
looking
at
these
studies.
Three
percent
would
be
coming
down.
Mobley
road.
Is
that
an
accurate
statement.
X
From
mobley
road
going
west,
that
is
correct.
T
T
T
Thank
you,
mr
anthony,
mr
mayor,
I'd
like
to
also
say
that
I've
talked
to
a
lot
of
veterans
as
well
and
there's
a
lot
of
veterans
that
are
in
support
of
it,
particularly
in
the
neighborhood
I
represent.
There's
been
like
a
somewhat
of
a
poll.
That's
gone
out
with
over
70
plus
residents
that
have
that
have
responded.
We
don't
know
who
they
are,
but
they're
there
and
it.
It
came
back
80
to
20,
84
20
again
so
again,
you
know
some
of
the
things
that
were
said
today.
It
hurts.
T
I
mean
it
hurts
okay,
because
I
know
these
people
and
when
they
say
things
like
that
and
then
challenge
a
character.
That's
that's
all
I
got
all
I
got
is
my
name
and
I
try
to
put
out
the
facts
regardless.
If
people
like
it
or
not-
and
I
respect
their
opinions,
I
respect
their
opinions
and
thoughts,
but
I
try
to
put
it
out
there
and
at
the
end
of
the
day
you
know
let
it
go
where
it
may.
The
truth
of
this
is
the
city.
None
of
us
have
had
any
decision
making
in
this.
T
T
Really,
this
is
a
federal
matter.
This
is
a
federal
matter.
This
is
not
a
city
matter,
and
I
just
want
for
the
record
to
know
that
I've
talked
to
congressmen.
I've
talked
to
senators,
I've
talked
to
representatives
and
they
are
willing
to
reach
out
to
the
veterans
and
talk
to
them,
but
you
know
a
lot
of
the
people
that
came
here
today
that
spoke,
except
for
one,
mr
broadwater.
He
took
the
time
to
call
me.
I
called
him
back.
Nobody
else
called
me.
I've
got
very
lit.
My
personal
telephone
number
and
email's
been
posted.
T
All
of
somebody
going
around
putting
flyers
out.
I've
got
very
few
calls
and
then,
when
I
talk
to
them,
they're
fine,
they
don't
have
a
problem
at
all.
So
I
don't
understand
that
when,
when
people
know
they
have
access
to
me-
and
they
don't
call
me
and
talk
about
it,
particularly
some
of
the
comments
made
today
but
mr
slaughter,
I
thank
you
for
coming
today,
mayor.
Thank
you.
A
Thank
you
councillor.
Thank
you,
sir.
Thank
you
now
you
know
I
will.
I
will
say
that
I
I
agree
with
you.
It
is
a
it
is
a
federal
matter.
I
know,
for
example,
we
I
I
did
not
hear
that
the
va
was
coming
at
all,
let
alone
to
that
site
until
after
the
contract
was
done
and
they
had
begun
working
on
it.
I
don't
know
that
any
of
us
any
of
us
knew-
and
I
I've
I
haven't
said
a
lot
about
this,
because
my
feelings
are
quite
simply.
Would
I
have
picked
that
site?
A
A
Again,
it's
not
where
I
would
have
selected
if
they'd
called
and
asked
me,
but
but
it's
good
for
the
veterans.
Ultimately,
I
think
it's
going
to
do
it's
going
to
provide
some
amazing
services
and
we're
going
to
make
sure
we
do
our
part
as
a
community
to
give
access
to
that
facility
to
our
veterans
wherever
they
live.
V
Thank
you
mayor
with
all
the
comments
I
felt
like
I
had
to
say
something
for
the
council
and
for
all
the
veterans
that
are
here.
First,
I
think
every
counselor
here
supports
veterans.
I
don't
think
anybody
here
has
has
any
intent
to
cause
a
problem
for
any
veterans
and
we
all
appreciate
our
service
and
are
happy
that
we're
here.
V
Second,
I
think
the
the
clinic
once
it's
finished,
we'll
provide
services
that
we
don't
currently
have
here.
I
think
we'll
probably
like
that
we
have
those
services.
I
know
I
look
forward
to
going
to
see
a
podiatrist
in
columbus
instead
of
having
to
drive
to
ski,
because
that's
one
of
the
clinics
that's
going
to
be
there,
that
we
don't
currently
have
it
at
the
va
clinic.
V
The
problem
really
is
a
federal
one.
As
the
mayor
has
spoken
and
his
counselor
davis
has
spoken,
the
va
made
a
decision,
they
never
consulted
the
city
of
columbus
before
they
made
it.
They
never
consulted
veterans
in
the
area
and
they
should
have-
and
I
think
that's
where
most
of
the
angst
really
is,
is
with
the
fact
that
the
va
did
not
talk
to
us
to
hear
what
our
concerns
were.
V
I
have
talked
to
rosa
evans
and
I
am
confident
she
will
provide
some
form
of
public
transportation
up
there,
but
it
will
take
longer
to
get
there
than
it
does
now,
because
it's
twice
the
distance
from
south
columbus
than
it
is
now
to
get
to
the
clinic.
So
time
is
going
to
be
a
factor,
but
transportation
will
be
there,
but
you
are
seeing
a
lot
of
frustration
because
the
veterans
feel
that
they
were
left
down
to
the
decision
process.
V
A
Thank
you,
sir.
All
right.
Next
we've
got
mr
leroy
davis
regarding
the
new
va
clinic
mr
davis,
always
a
pleasure
to
see
you.
A
A
All
right,
mr
davis,
if
you
would
grant
us
just
a
moment,
councillor
woodson
are
you
there.
I
I
Okay,
I
just
wanted
to
share
that.
I
understand
the
frustration
of
the
public
and
I
can
understand
it,
but
I
am
excited
that
we
finally
going
to
get
a
va
clinic
in
columbus.
I
I
I
couldn't
be
more
excited
about
this
clinic
that
the
military
finally
recognized
us
wax,
because
that's
what
we
used
to
be
called
before
we
became
consolidated
and
in
in
the
reason
for
like
south
columbus
that
everyone's
speaking
about
I
don't
agree
because
veterans
that
live
in
south
columbus,
they
still
get
to
tuskegee.
They
still
get
to
montgomery.
I
So
I
don't
consider
that
a
big
issue
I
want
to
applaud
the
city
because
the
city
doesn't
have
to
do
it,
but
the
city
approving
additional
transportation
for
our
constituents.
It's
a
wonderful
thing.
This
clinic
has
been
delayed.
If
I
can
recall
maybe
four
times
already
I'm
in
support
of
the
clinic,
I
am
excited,
they
have
proven
engineering.
I
have
all
the
confidence
in
them.
I
They
have
proven
everything
and
in
every
development,
if
there's
something
we
need
to
work
on
later,
we'll
work
on
it,
but
I'm
supporting
this
clinic
a
hundred
percent
as
a
veteran
and
as
a
woman,
I'm
excited
I
want
to
be
there
when
we
cut
the
ribbon,
and
I
want
to
make
my
first
appointment
as
a
woman
to
the
new
clinic,
I'm
very
proud
of
it,
and
yes,
sorry
that
we
didn't
get
an
opportunity
to
to
say
or
say
so
or
speak
about
it,
but
I
think
our
federal
government
to
finally
consider
columbus,
since
we
have
so
many
veterans
to
have
a
clinic
here,
there's
a
lot
of
times
in
projects
that
even
me
as
a
district
representative.
I
Nobody
tells
me
anything
until
we're
getting
ready
to
vote.
So
this
is
not
a
surprise,
but
it's
an
excitement
and
it's
excitement
for
all
the
veterans
of
columbus
georgia,
because
now
they
don't
have
to
go
as
far
and
there
are
more
opportunities
for
us
here.
So
just
wanted
to
say
I'm
in
support
of
it,
and
I
look
forward
to
the
grand
opening
thank
you
for
the
opportunity
and
my
fellow
constituents
in
south
columbus.
AE
AE
I
had
wrote
a
lot
to
say,
but
a
lot
has
been
said
and
by
me
being
in
the
minority
here,
I'm
just
going
to
say
what
I
need
to
say
and
I
think
that
there's
something
not
right
here
when
you're
trying
to
would
you
put
that
in
for
me,
please
when
we
are
trying
to
this
is
the
fourth
time
that
a
va
clinic
has
not
been
built,
because
somebody
here
locally
decided
that
the
clinic
is
only
for
the
veterans
in
columbus
georgia.
AE
The
clinic
is
for
harris
county
georgia,
talbot
county
georgia,
mariam
county
georgia,
chattahoochee
county
georgia,
stewart
county
georgia,
western
county
georgia,
and
it's
for
russell
county
alabama,
lee
county
alabama
and
barbara
county
alabama.
But
my
thing
is:
if
this:
if
the
city
and
the
veterans
here
in
columbus,
don't
want
the
clinic
here,
we
got
plenty
of
room.
If
any
city
we
have
plenty
of
room
and
our
veterans
will
not
fight
you
to
keep
from
getting
it
built
there.
That's
what
that's
what
I
want
to
share
with
you?
AE
AE
AE
A
Thank
you,
mr
davis,
mississippi
manager.
H
Well
mayor,
I
just
kind
of
wanted
to
say
where
I
think
we
are.
If
it's
okay,
sure
we've
had
nine
speakers-
and
I
just
want
to
say
this
is
a
reiterate
that
this
is
a
federal
project.
It's
a
va
decision,
not
city,
the
property
is
properly
zoned
and
no
action
is
required
by
this
body
related
to
the
property.
H
A
All
right
and
it
appears
to
be
off,
miss
teresa
ellameen,
and
I
I
think
she
said
she
wasn't
going
to
be
able
to
attend.
A
H
Thank
you,
mr
mayor.
We've
number
two
on
my
agenda.
We've
already
dealt
with
number
one
is
a
termination
of
existing
tax
abatement
for
b
d
and
k
food
inc
and
enter
a
new
tax
abatement
agreement
with
chairman
foods
llc
just
a
little
background
november
2015,
this
council
approved
an
enterprise
zone
application
for
bd
and
k
food
foods,
inc,
bdnk
foods
inc
has
been
purchased
by
cheerman
food
foods
llc
which,
and
they
wish
to
nullify
the
existing
tax
abatement
agreement
and
enter
into
a
new
tax
abatement
agreement.
H
M
H
M
No,
that's
not
my
question.
I'm
I'm
good
with
this
deal
yeah.
If
we
get
another
person
to
come
in
and
match
this
deal
say
that's
another
business
in
town
they
go
out
of
business
and
another
person
comes
in
and
invests.
13
million
create
25
jobs
where
we
offer
this
to
each
and
every
one
coming
in
to
start
over
again.
H
A
Find
it
hard
to
believe
we
wouldn't
if
we
had
an
opportunity
to
save
jobs
that
were
otherwise
leaving
our
community
and
add
jobs
to
them
with
a
new
investment.
I
think
each
one
is
just
like
all
of
the
economic
development
opportunities
we
we
get.
Each
one
is
kind
of
evaluated
on
its
own
merit,
but
I
I
don't
get
to
vote
it's
up.
M
Certainly,
be
I'm
good
with
this
deal,
I
just
got
a
couple
of
phone
calls
yesterday
asking
if
someone
was
to
come
in.
Would
this
be
available
to
others
going
forward
in
the
future?
Well
that
you,
five
years
into
a
deal,
you
sale,
you
get
a
new
buyer,
they
create
jobs,
they
invest
a
lot
of
money.
Yeah
we
just
want
the
question
is:
would
it
be
available
so
you're
saying
that
staff
would
look
into
it
and
bring
it
back
to
us
and.
H
H
At
the
passes,
and
in
fact
mr
mayor
we've
got
representatives
here
from
the
chamber
of
commerce,
we've
got
brian
solido
and
amy
brown
here
in
brandon.
I'd
love
for
brian
salido,
the
senior
vice
president
economic
development,
with
the
development
authority
to
to
be
able
to
make
some
remarks.
AF
Good
morning,
mr
mayor,
thank
you,
mr
city
manager.
I
won't
belabor
the
morning.
The
city
manager
laid
it
out.
This
is
a
economic
development
expansion
project.
It's
also
got
a
retention
component
to
it
and
it's
a
13
million
dollar
investment
in
the
enterprise
zone,
and
that
is
very
significant.
In
my
16
years
of
working
in
economic
development
in
columbus,
I
can't
recall
a
larger
capital
investment
in
the
enterprise
zone
than
this.
The
folks
at
chairman's
foods
are
excellent
folks
and
they
are
committed
to
columbus.
AF
The
folks
that
ran
bd
and
k
foods,
starting
back
in
2009,
had
a
vision
for
what
this
company
could
become,
and
they
grew
it
to
what
it
is
today,
as
the
city
manager
explained,
there's
85
people
that
are
working
in
that
facility
today,
they're
going
to
expand
that
even
more
to
have
about
110
folks
or
more
working
there
in
the
in
the
future
and
we're
very
excited,
and
hopefully
you
are
as
well
that
this
is
a
significant
expansion
project
in
columbus,
and
I
thank
you
for
your
support.
M
M
Yes,
thank
you
for
the
update.
I
I
just
want
to
make
it
real
clear,
very,
very,
very
clear
that
I
am
not
opposed
to
this.
I
am
all
for
this.
I
welcome
everyone
that
comes
to
columbus
to
invest,
but
the
question
is,
and
since
you're
here
the
city
manager
said
he
would
bring
it
back,
so
it
with
you
being
in
economic
development.
M
The
question
the
phone
calls
the
two
phone
calls
I
received
yesterday
was
all
about
as
we
move
forward
and
try
to
grow
columbus,
it's
just
something
that
will
be
available
to
others
as
they
come
and
nothing
against
bd,
k
and
chairman,
and
all
that
we
are
all
down
to
our
votes
for
that
project.
Everybody's
all
applause,
but
going
forward
after
this
is
all
over
the
next
project
and
the
next
project
coming
in.
AF
Well,
an
expansion
project
or
a
new
company
always
are,
are
able
to
take
advantage
of
the
enterprise
zone
tax
abatements,
as
you
all
have
put
forth,
and
in
future
cases
I
will
bring
any
project.
That's
looking
to
invest
in
capital,
investment
and
jobs
in
that
enterprise
zone
to
the
city.
For
you
all
to
approve
absolutely.
M
Yeah
I've
received
a
lot
of
information
back
in
probably
2013-14
and
took
a
trip
to
albany
georgia
to
kind
of
see
how
the
enterprise
zones
and
the
different
ones
that
you
could
use
was
utilized
there
and
I've
been
a
proponent
of
it
from
the
beginning.
I'm
excited
about
this
project
just
moving
forward.
I
know
we
have
some
opportunities,
so
I
just
want
to
make
sure
I
got
the
questions
answered.
Thank
you.
H
A
There's
a
motion
from
the
mayor
pro
tem
and
second
from
council
crabb,
any
discussion
all
in
favor
say
aye
any
opposed.
It
passes.
H
And
next
I've
got
and
we
bring
this
to
you
every
year.
The
numbers
may
have
may
be
slightly
different,
but
it
comes
to
you
on
an
annual
basis,
the
fy21
public
defender
contract
and
I'm
asking
approval
to
enter
into
an
agreement
with
the
circuit
public
defenders,
office
of
the
chattahoochee
judicial
circuit
and
the
muscular
county
motion.
A
And
a
second
to
approve
any
discussion
all
in
favor,
please
say:
aye
any
post.
H
Passes
I've
got
a
veteran's
court
grant
for
fy
21,
it's
137.
A
And
a
second
to
approve
any
discussion
all
in
favor
say
aye
any
opposed,
mr
city
manager.
Do
you
want
to
continue
telling
us
what
that
grant
was
for
well.
H
It's
a
grand
and
it's
the
purpose
of
the
funding
is
for
muscular
county
veterans
cool
and
it
includes
a
cash
match
of
thirteen
thousand
dollars.
But
it's
a
criminal
justice
coordinating
council
grant
and
these
are
grants
that
they
get
on
an
ongoing
basis.
A
H
H
It's
an
update
that
I
want
to
share
with
you
all
about
the
carers
act
funding,
but
oil
and
lubricants
was
a
contract
extension
for
m.a
commissary
services
b,
change
order
for
roofing
services
at
brit,
david
pottery,
with
c
d
webb
hosting
services
for
the
board
of
tax,
assessors
e
upgrade
of
security,
appliance
for
information
technology,
elf,
computer
equipment
for
various
departments
for
the
court
management
system
upgrade,
and
I
am
going
to
give
an
update
on
the
court
management
system
upgrade
also
today
and
then
consulting
services
for
information
technology
and
then
the
emergency
purchase
rfp
for
the
carers
act.
H
Funding
coordinator
and
mr
mayor,
those
are
the
purchases
and
I
do
want
to
call
up
staff
and
it'll
be
if,
if,
if
you
don't
mind,
mr
bowden,
I
want
to
call
staff
and
get
through
this
and
then
we'll
get
to
you
since
we're
on
this.
And
so
what
I'd
like
to
do
is
call
up
deputy
city
manager,
lisa
goodwin
on
the
cares
act
update
and
she
will
be
assisted
by
deputy
city,
manager's
manager,
hodge
and
the
finance
director
as
necessary,
angelica
alexander.
H
But
the
cures
act,
funding,
deputy
city
manager,
goodwin
will
talk
to
you
about
it,
but
it's
a
pressing
matter
before
us
and
it
involves
a
lot
of
money
and
opportunity
for
us
here
in
columbus,
muscogee
county
and
we
have
got
to.
We've
got
to
get
this
up
and
going
in
a
speedy
manner
and
I'm
talking
as
she
goes
around
to
hand
these
out.
H
H
Deputy
manager,
good
one
before
you
go,
I
I
need
to
go
back.
Mr
mayor,
I
apologize
deputy
city
manager.
Justin
reminded
me
that
that,
on
the
I.t
consultant,
consulting
services
for
information
technology,
counselor
valerie
thompson
needs
to
recuse
herself.
H
Okay,
not
leave
the
room,
but
just
don't
vote.
A
All
right
well,
we'll
we
need
a
motion,
reconsider
g.
A
All
right
is
there
a
second
all
right
motion
second
to
reconsider
g
is,
there
is
all
in
favor,
say
aye
any
opposed
all
right
now.
Is
there
a
motion
to
recuse
counselor
thompson?
A
Sir
second
motion.
Second,
to
allow
counselor
thompson
for
recusal
all
in
favor,
say
aye,
any
opposed
all
right
and
now
I'll
entertain
a
motion
for
item
g
motion
and
a
second
to
approve
any
discussion.
All
in
favor
of
item
g,
please
say
aye
all
right,
any
opposed
it
passes
with
one
refused.
Thank
you.
N
Okay,
good
morning,
mayor
and
council,
just
as
a
reminder
on
last
month,
I
came
to
you
and
provided
a
cares,
act
update,
and
we
will
continue
to
do
that
each
month.
We
want
to
be
able
to
keep
you
up
to
date,
with
the
latest
guidance
that
we
receive
regarding
the
cares
act
funding
in
the
entire
process.
N
Just
as
a
reminder
again
what
the
intent
of
the
cares
act
is,
and
that
is
the
coronavirus
aid
relief
and
economic
security
act
which
was
passed
by
congress
on
march,
the
27th
which
provided
over
two
trillion
dollars
in
economic
relief
intended
to
protect
the
american
people
from
the
public
health
and
economic
impacts
of
covid.
N
The
cares
act.
Funding
is
part
of
the
title.
Five
of
the
cares
act
which
provides
resources
to
state
and
local
governments,
and
georgia
has
received
4.1
billion
dollars,
based
on
a
funding
formula
of
that
40.
45
percent
of
georgia's
funding
could
be
transferred
to
local
governments
for
qualified
expenditures
and,
of
course,
the
local
government's
maximum
share
of
their
funding
is
1.8
billion
dollars.
N
There
were
five
local
governments
with
populations
over
500
000
that
received
direct
funding
allocations
of
1.23
billion
dollars
and
those
organizations
or
those
cities
were,
of
course,
cobb
dekalb,
fulton,
gwinnett
and
atlanta,
and
so
they've
received
direct
funding.
N
They
allotted
50
million
dollars
for
a
a
program
that
will
assist
small
businesses
of
up
to
100
employees
with
operational
and
overhead
funding.
Their
deadline
for
the
application
to
be
received
was
june,
the
26th,
so
they
started
this
process
a
long
time
ago
because
they
had
already
received
that
direct
funding.
N
Also,
when
you
look
at
fulton
county,
their
process
started
some
time
back.
They
approved
10
million
dollars
on
april,
the
1st
that
provides
emergency
finance
assistance,
which
includes
rent
utilities
and
mortgage
payments
to
assist
those
persons
with
these
things,
food
for
the
disabled,
the
seniors
and
for
homelessness.
N
They
also,
this
also
included
isolation
and
quarantine,
support
for
the
homeless.
Again,
their
deadline,
application
was
april,
the
17th,
and
so
you
can
see
these
cities
and
others
started
a
long
time
ago.
Getting
things
going,
and
so
we
are
we're
working
on
a
very
tight
deadline
as
well.
H
Well-
and
I
just
want
to
interject
so
that
citizens
will
know
when
they
see
these
dates
to
where
they've
already
done
these
things.
These
were
counties
that
received
direct
allocations
from
the
federal
government
they've.
That
money
is
was
available
to
them
early
on,
and
so
that's
why
they
were
able
to
have
an
april
17th
deadline
or
a
june
26
deadline.
N
N
If
you
recall
last
month,
when
I
came
to
you,
we
were
told
at
that
time,
based
on
the
guidance
that
there
was
nothing
that
we
needed
to
do.
Everything
was
going
to
be
automatic.
Well
again,
that
just
lets
us
know
unless
you
know
that
this
whole
process
has
been
very
fluid
and
it
continues
to
change.
That's
why
we
want
to
come
to
continue
to
update
you
and
keep
you
posted
on
the
new
changes
that
we
receive.
N
So
that's
the
purpose
of
this
they're
also
asking
for
mandate
that
we
have
mandatory
training
on
the
use
of
these
eligible
funds,
and
so
again
they
will
contact
us
and
everyone
involved
will
have
the
necessary
training
in
order
to
make
sure
that
we're
doing
it
the
right
way.
N
The
remaining
70
percent
will
be
available
on
a
on
a
reimbursement
basis
and
all
phase
1
funding
for
us
must
be
used
by
september.
The
first
that
lets
you
know
we're
on
a
tight
schedule
to
get
all
of
these
this
in
and
to
get
all
of
our
expenses,
not
just
city
government
expenses
for
but
for
the
community
as
well
september.
The
first
is
our
deadline
to
use
these
eligible
expenses
or
again,
it
could
be
recalled
and
used
for
other
state
purposes.
N
The
karazak
funding
phase
one
allocation
for
us
is
just
over
two
ten
point:
two
million
dollars:
thirty
percent
advanced
funding
is
the
three
million
seventy
four
thousand
four
hundred
and
sixteen
dollars
again,
which
must
be
expended
by
september.
The
first
and
again,
that's
based
on
a
per
capita
basis,
is
how
they
came
up
with
that
number.
N
Some
of
the
additional
guidance
that
we
have
received
includes
again
something
that
we
all
would
like
to
see
but
is
not
eligible,
and
that
is
a
shortfall
using
these
funds
to
feel
short.
The
shortfalls
that
we
have
in
terms
of
revenue
or
to
cover
expenses
that
are
not
eligible,
such
as
operational
cost
employee,
raises
capital
equipment
payroll
again,
these
are
things
that
are
not
eligible
under
the
cares
act
funding.
We
can't
use
these
things.
N
The
monies
for
those
purposes
all
of
the
cost
for
all
these
expenses
that
we
will
be
incurring
and
others
that
will
incur,
must
be
incurred
before
december,
the
30th
2020
to
qualify
for
funding,
and
so
it's
gonna
take
a
lot
for
us
to
get
this
information
in
and
then
to
go
through
to
ensure
that
what
they
provide
us
is
eligible
under.
Under
this
guidance,
the
partial
list
of
some
of
the
eligible
expenses
include
payroll
expenses
for
public
safety
in
public
health.
N
Employees
simply
put
that
is
anything
that
we
do
in
terms
of
public
safety
above
and
beyond.
What
the
the
mission
or
the
scope
is.
If
there's
anything
outside
of
that,
where
we
pre,
let's
say
the
chief
comes
up
with
a
with
with
a
team
that
just
works
covet
whatever
that
might
look
like
that
would
be
eligible,
but
other
than
just
the
day-to-day
mission.
It
is
not
eligible
for,
under
this
current
guidance,
telework
capabilities,
payment
for
payment
to
public
and
private
hospitals
for
expenses
related
to
covet
19.
N
N
They
are,
of
course,
purchasing
the
ppe
ppe's
using
it
to
santa
claus
sanitize
and
to
clean
decap
county
hazard,
pay
assistance
for
local
small
businesses,
marietta
georgia,
using
it
for
renovating
buildings,
for
social
distancing,
improving
technology,
cleaning,
sanitizing,
again
ppe's
cop
county
they're,
using
it
to
enclose
customer
service
windows,
purchase,
audio
and
visual
equipment
for
the
city,
similar
to
what
we
did
here
for
our
council
meetings
and
again
for
their
change
of
venue,
and
so
under
the
next
steps.
AG
So
good
afternoon,
mayor
and
council,
deputy
city
manager,
goodwin-
and
I
are
kind
of
tag
teaming
this
presentation.
As
we
move
forward,
the
city
manager
is
proposing
a
contract
with
market
marketing
media
and
more
to
manage.
This
cares
act
project.
As
you
can
imagine,
it
will
be
a
very
difficult
project
to
get
all
of
this
information
in
the
deadlines
that
we
will
be
required
to
respond
to.
AG
This
cares
act
funding,
so
the
proposal
and
what
council
has
approved
on
the
emergency
purchase
is
to
negotiate
a
contract
with
media
marketing
and
more
and
the
reason
that
we're
moving
forward
with
an
emergency
purchases.
Obviously
the
timeline
does
not
allow
us
to
go
to
through
a
formal
rfp
process,
so
it
does
qualify
as
an
emergency
purchase
just
a
little
bit
about
market
marketing
media
and
more
most
of
you
are
familiar
with
marquette
mcknight.
AG
She
has
over
35
years
of
experience
in
developing,
coordinating
and
implementing
hundreds
of
strategic
projects
for
diverse
clientele.
She's
been
involved
in
many
major
projects
throughout
our
community
columbus
in
columbus,
columbus,
2025,
the
national
infantry
museum,
together
columbus,
the
mill
district
and
there's
many
more
that
she
has
led
an
effort.
She
is
a
key
local
leader
is
focused
on
making
our
community
even
better.
AG
AG
AG
AG
H
In
other
words,
you
know
that's
why
fund
balance
reserve
funds
are
so
important.
If
you
don't
have
the
financial
capacity
to
incur
the
expense
on
the
front
end,
then
you
can't
be
reimbursed.
You
can't
ask
for
the
money,
because
you're
going
to
do
it
or
you
plan
to
do
it.
You
got
to
do
it
and
then
ask
you
know
like
with
this
city
council
equipment.
H
H
Just
so,
you
know-
and
this
I'm
just
talking
about
what
the
city
is
doing,
but
but
everything
that
we
are
doing
to
prep
our
buildings
and
do
things
for
covet,
whether
it
put
the
face
shields,
we
spend
the
money
and
we
can
ask
for
reimbursement,
and-
and
so
we
are
trying
to
be
make
sure
that
we
capture
all
of
our
expenses
so
that
we
can
get
reimbursed,
but
the
the
contractor
that
we
have
identified
will
be
talking
to
hospitals
and
nursing
homes
and
and
non-profit
agencies
all
who
have
incurred
covert,
19
expenses
and
now
they're,
asking
for
reimbursement
and
even
talking
to
businesses,
to
determine
small
business
grants,
not
loans
but
grants
because
of
what
they've
gone
through.
H
That's
covert,
related
we'd
love
to
answer
your
questions,
but
we've
got
some
sensitive
timelines
and
there's
a
lot
of
work.
That's
going
to
be
involved
in
this,
but
we
want
to
answer
your
questions
and
we're
going
to
come
back
really
every
meeting
and
and
and
provide
you
brief
updates
on
how
things
are
going.
A
I
think
I
don't
see
any
right
now,
but
I
think
it
was
a
significant
move
to
hire
somebody
to
hold,
I
hate
to
just
say,
hold
accountable,
but
to
have
them
administer
to
all
of
the
all
of
the
details
that
are
going
to
have
to
be
followed.
I
know
I
I'm
on
a
committee
that
communicates
on
a
regular
basis
with
the
governor's
office
and
they
keep
telling
us
the
same
thing
that
it's
going
to
be
this
week.
A
You
should
get
your
first
deposit
and
then
they
the
next
week
they
say
this
week
you
should
get
so
I
think,
there's
still
a
lot
of
things
being
worked
out
at
the
state
level.
I
know
they're
working
with
that
third
party
agency
to
try
to
make
sure
that
it
is
it
is
all
dispersed.
Then
there's
got
an
educational
piece,
as
you
pointed
out,
with
the
department
of
community
affairs
and
and
so
there's
a
lot
of
resources
to
have
to
pull
together
just
to
be
able
to
identify
what
we
can
use
this
money
on.
A
I
you
know
something
as
simple,
as
you
know,
with
with
some
of
our
public
safety
departments
that
have
people
out
with
the
virus
we're
having
incur
overtime.
You
know
over
time
like
that
that
normally
would
really
be
quite
a
blow
to
our
budget
that
is
likely
going
to
be
included
in
the
reimbursement.
Absolutely
expenses.
Absolutely
so
I
mean
those
are
the
normal
things,
but
I
think
the
creative
approach
that
you're
taking
is
to
be
commended,
because
I
think
the
more
we
can
identify
ways
to
help
the
people
in
the
community.
A
With
this,
with
this
coveted
funding,
the
the
quicker
we'll
get
the
momentum
back
in
columbus,
georgia,
yes,.
N
I
I
do
also
want
to
just
as
a
reminder
to
let
you
know
that
there
is
going
to
be
a
review
process
that
no
monies
will
be
spent
or
expended
in
any
way
until
this
council
approves
those
to
allow
us
to
send
that
to
the
state
for
review,
to
ensure
that
everything
all
the
expenses
are
eligible
expenses.
And
so
it's
not
going
to
just
be
a
payout.
But
it's
going
to
be
a
review
process.
N
Once
we
receive
all
the
information
from
our
contractor
staff
will
review
and
then,
of
course
it
will
come
to
council
before
anything.
Any
monies
are
expended.
H
F
All
right,
thank
you
good
afternoon.
Again,
it's
good
to
see
everyone
if
we
start
with
our
national
level
of
travel
industry
losses
due
to
coven
19.
F
A
loan
is
enough
to
push
the
u.s
economy
into
a
recession,
in
other
words
910
billion
dollars.
In
total
economic
losses
and
5.9
million
lost
jobs
in
georgia,
the
travel
industry
represents
31.1
billion
dollars
in
spending
and
6.4
billion
dollars
in
tax
receipts
over
a
quarter
million
jobs
on
the
local
level,
visitor
spending
generates.
364
million
dollars
supports
4,
600
plus
jobs,
with
payrolls
of
excuse
me,
with
123
million
dollars
in
wages
connected
to
those
jobs
or
577
dollars
in
tax
savings
to
local
homeowners.
F
F
F
F
F
Because
by
creating
this
cooperative
we
can
turn
an
audience
reach
of
just
sixty
thousand
into
two
hundred
thousand
plus
users
and
and
people
that
we
engage
with
phase
two
of
the
trp
focuses
on
meetings
and
convention,
which
is
critical
part
of
our
economic
development
process.
F
Here's
just
some
of
the
research
we're
following
four
in
ten
planners,
expect
to
come
back
to
market
by
the
end
of
2020..
Small
meetings
are
coming
back.
First,
looking
at
different
ways
to
conduct
meetings
using
a
virtual
component
and
I'll
talk
about
that,
in
just
a
moment,
meetings
will
change
because
of
the
pandemic.
F
F
If
we
look
at
this
chart
the
first
graph
on
the
on
the
left
side,
if
you
look
at
the
navy,
that's
the
national
standard
peak
is
representative
of
how
columbus
is
performing
on
the
left
side.
You
see
the
postponement
of
meetings
most
of
these
have
scheduled
rescheduled
for
the
fall
of
this
year
and
you
can
see
we're
tracking
fairly
closely
with
the
national
average
on
the
graph
to
the
right
side.
These
are
meetings
that
have
pushed
into
2021,
and
you
can
see
that
again
we
are
out,
distancing
and
being
very
successful
and
rebooking.
F
Those
meetings
that
cancel
for
some
reason
because
of
the
cobia
19.,
the
good
news,
is
that
64
percent
of
meeting
planners
are
planning
to
return
in
the
marketplace
of
2021,
but
they
do
have
some
expectations,
such
as:
how
will
cancellations
be
handled
if
they
have
to
postpone
their
meeting
again?
Forty
six
percent
believe
cancellation
terms
will
be
more
flexible
and
that's
what
they're
hopeful
for,
but
there
is
21
percent
that
feel
that
contracts
will
be
tougher
in
dealing
with
cancellations
with
hotels
and
meeting
venues.
F
Forty
percent
of
meeting
planners
are
signing
contracts,
which
again
is
great
news
for
not
just
the
city
but
for
the
state,
and
as
I
mentioned,
we
were
finding
that
smaller
meetings
are
coming
back.
First,
when
we
look
at
future
events
and
what
how
that
planning
is
taking
place.
22
percent
of
those
planners
are
saying
it's
too
early
to
truly
plan
and
we've
seen
that
happen
with
additional
cancellations
or
postponements
into
the
future.
F
35
percent
are
predicting.
They
will
conduct
the
same
number
of
conventions
or
meetings
prior
to
cobin.
19.,
however-
and
this
is
what's
really
exciting-
is
seven
percent
expect
to
actually
hold
more
meetings
going
forward
and
then
hybrid
meetings?
I
mentioned
this
just
a
moment
ago.
This
is
the
new
trend
in
meetings
and
conventions.
This
is
a
concept
of
combining
a
traditional
experiment,
meeting
experience
with
a
virtual
attendance,
and
what
this
does
is
it
places
those
attendees
that
choose
to
attend
a
meeting
virtually
where
they
can
actually
be
a
part
of
the
trade
show
process.
F
F
Food
and
safety,
such
as
no
preset
items
or
plated
meals
or
how
buffet
lines
will
work.
All
of
these
will
add
up
to
additional
cost,
because
the
labor
and
the
change
of
the
concept
of
doing
business
and,
of
course,
the
rules
change
almost
instantaneously
once
we
figure
it
out,
it
moves
again,
and
we
have
to
be
sure
that
we
provide
a
positive
experience
for
those
for
those
of
meeting
planners,
of
course,
to
make
things
even
more
complex.
As
you
all
know,
every
state
and
city
and
building
have
their
own
process
and
so
plant.
F
F
So
moving
forward
in
order
to
do
this,
we
have
met
and
continued
to
meet
with
our
stakeholders,
sometimes
weekly,
certainly
once
a
month,
at
the
very
least,
to
research
and
collect
data
of
those
key
things.
Meeting
planners
are
looking
for
safety
procedures,
guidelines,
seating
capacity,
pricing,
etc,
and
for
the
past
several
months,
our
team
has
worked
on
four
specific
pillars:
client
engagement,
partner
engagement,
internal
measures
and
high
value
marketing
content.
F
Today
I
want
to
discuss
the
client
engagement
because
that's
what's
going
to
drive
the
product,
we're
working
with
our
current
clients
with
soft
touch
points
without
any
real
hard
selling
right
now,
simply
checking
in
with
the
client
and
those
planners
with
the
groups
that
have
been.
We
have
also
working
with
the
groups
that
are
impacted
by
covenant.
Team
who've
either
had
to
cancel
or
postpone
their
event
and
we're
working
with
them
on
how
we
can
help
reschedule
those
meetings.
F
We've
also
focused
on
past
clients,
and
these
are
the
groups
that
haven't
met
in
columbus
for
some
reason
or
another,
and
talk
a
little
bit
more
about
that.
In
just
a
moment,
we
developed
top
prospects
from
that
list.
Adding
new
accounts,
because
things
as
I've
said
just
a
moment
ago,
are
changing
we're
looking
at
things
like
outdoors
health
care,
financial,
corporate
and
so
forth,
and
to
and
of
course,
there's
also
our
campaign
of
bring
your
meeting
home
with
a
focus
of
working
with
local
organizations
at
columbus,
state
university,
civic
clubs,
government
etc.
F
Researchers
telling
us
that
this
is
the
primary
market
associations
and
what
they
will
be
the
first
and
are
the
first
coming
back
again
we're
looking
for
some
quick
wins
as
well
as
a
social
market.
This
represents
weddings
and
reunions
etc,
but
we're
not
overlooking
other
market
segments.
But
again,
our
priority
is
creating
demand
quickly
as
possible
in
order
to
return
to
drive
the
economic
engine
for
columbus.
F
F
Is
the
awareness
or
shifting
into
the
selling
and
prospecting
mode
of
the
new
product
that
is
coming
online
part
a
uses,
an
email
strategy,
a
paid
media
campaign
with
a
target
over
half
a
million
impressions,
beginning
august
through
november,
and,
of
course,
we're
watching
the
timeline
of
when
to
shift
from
part
a
to
part
b,
because
things
again,
things
are
changing.
Meeting
planner
confidence
may
shift
as
we
all
work
through
the
challenges
of
the
pandemic.
F
The
awareness
campaign
will
pull
from
major
markets
where
planters
are
looking
to
avoid
high
density
areas
and
columbus
is
perfect.
For
that
scenario
were
prospects
groups
that
could
not
meet
in
columbus
because
of
lack
of
infrastructure.
That
has
been
corrected,
and
our
goal,
of
course
is
to
generate,
leads,
promote
the
new
product
and
build
build
and
maintain
planner
relationships.
F
F
F
If
we
look
at
average
daily
rate,
the
same
process,
the
yellow
line
represents
last
year's
performance.
F
The
teal
line
represents
this
year
again
we
see
a
trend
moving
upward
again
very
slowly,
but
it
is
the
week
of
july
4th
the
average
room
rate
was
64.74
cents,
weekends
being
our
strongest
time
frame,
and
then
finally,
we
heard
a
lot
about
cares,
but
this
is
a
very
positive
spin
on
the
word
cares.
It's
part
of
the
awareness
campaign
that
columbus
is
a
safe
destination
for
visitors
and
we've
developed
a
safety
program
or
pledge
called
cares.
Columbus's
amazing
resources
ensure
safety.
F
We've
entire
developed,
an
entire
two
tool
kit
and
provided
that
to
our
stakeholders
and
to
the
hospitality
industry
as
a
whole
and,
of
course,
anyone
that
is
viewing
this.
This
presentation,
if
they'd,
like
a
copy
of
that,
we
certainly
be
glad
to
send
that
out
to
them.
F
That's
our
story
today.
I
want
to
thank
you
for
the
opportunity
to
talk
to
you
about
this:
developing
the
tourism
recovery
plan
for
both
leisure
and
meetings
and
conventions,
driving
demand
for
the
new
ho
hotel
product
in
uptown
and
then
providing
a
branded
safety
guidelines
to
medicate
concerns
about
covet
19.
A
Yet
by
the
way,
it's
going
to
continue
to
have
an
impact
on
us,
but
it
is
encouraging
to
see
that
we're
seeing
some
positive
indicators-
and
I
appreciate
all
of
y'all's
hard
work
because
you're
right
in
this
area
because
of
our
dependence
on
hospitality
and
and
server
serving
jobs.
A
AG
So
good
afternoon,
again,
mayor
and
council
just
wanted
to
give
you
a
brief
update
on
the
court
management
system
and
and
where
we're
at
in
the
process
as
they're
loading
the
presentation.
We
are
moving
forward
with
the
court
management
process.
Again
that
was
authorized
by
council
back
in
september
of
18..
AG
It
is
a
replacement
to
the
mainframe
system
that
ibm
support
ended
june
of
2020,
so
we
are
just
on
an
extended
license
only
so
we're
in
that
time
period,
where
it's
really
important,
that
we
continue
to
move
this
project
forward
and
get
the
new
system
up
and
running
as
quickly
as
possible.
This
is
a
web-based
system
and
that
will
be
a
fully
integrated
system
for
all
those
departments
and
agencies
and
offices
that
utilize
this
court
management
system.
AG
The
implementation
included
a
vast
array
of
items
that
were
included
in
the
contract
with
tyler
data
conversion,
forms
reporting,
configuration
interfaces,
training.
All
of
those
things
were
part
of
this
process
that
we've
been
working
on
for
a
long
period
of
time
and
all
of
the
departments
are
listed
here
that
were
impacted
by
this
and
not
just
court
related
departments,
but
also
I.t
inspection
and
codes
engineering,
public
works.
These
departments
actually
also
issue
citations
that
go
through
environmental
court.
AG
AG
That's
ongoing
now
putting
that
additional
equipment
in
all
of
the
cpd
vehicles
odyssey,
which
is
the
main
court
management
system
again.
Originally
we
had
a
june
2020
go
live
date.
It
was
extended,
we've
extended
it
one.
Last
time
to
september
21st
of
2020,
we
have
been
put
on
notice
by
tyler
that
we
do
have
one
potential
risk
due
to
the
lack
of
involvement
and
participation
from
the
municipal
court
clerk's
office.
AG
We
are
continuing
to
work
through
that
process,
we're
working
with
a
consultant
to
assist
us
with
municipal
court
as
well
as
other
components
of
just
data
validation
and
checking
to
make
sure
that
the
system's
configured
correctly
so
that
will
assist
us
in
moving
this
project
forward.
As
we
move
towards
our
september.
21St
go
live
date.
We
are
starting
our
fifth
data
review,
so
we've
gone
through
the
process
five
times
now.
AG
Looking
at
the
business
processes,
checking
all
the
the
data
that
was
converted
from
the
old
system
to
the
new
system,
making
sure
that
that's
correct
the
end
user
training
will
start
august.
The
10th
we'll
have
a
different
type
of
end
user
training
in
the
environment
that
we're
in
it
will
be
a
virtual
training,
a
little
different
than
face-to-face
training.
But
we
are
moving
that
forward
with
the
go
live
date
of
september.
21St
eagle,
recorder,
went
live
in
march,
originally
was
march
extended
to
may
18th.
AG
So
they
are
on
the
new
system
in
gun
licenses
and
marriage,
marriage
licenses
and
gun
permits,
and
then
soft
code
will
be
coming
on
board
right
at
the
same
time
that
the
odyssey
will
come
on
board,
and
this
is
a
major
investment
in
our
in
our
budget.
4.1
million
dollars
for
implementation
costs,
annual
maintenance
fees
of
725
000
council
authorized
additional
capital
purchases
of
just
over
a
million
dollars
for
all
the
computer
and
necessary
equipment
for
that
e-citation
and
all
the
police
cars.
AG
AH
As
deputy
city
manager
hodge
said
earlier,
the
mainframe
is
on
extended,
license
and
review
for
maintenance
and
that
actually
ends
for
good
on
december
31st.
So
the
mainframe,
as
you
know,
is
a
legacy
system.
We've
had
it
since
1996
on
the
latest
iteration,
and
we
really
are
pushing
to
get
all
of
the
systems
off
of
the
mainframe
so
that
we
don't
have
to
mitigate
that
machine
if
it
were
to
stop
working
as
far
as
the
other
parts
of
the
project
going,
whereas
it
doesn't
issue
citations.
AG
So
as
they're
again
loading
that
particular
presentation,
just
as
a
reminder,
transportation
is
funded
from
multiple
sources,
including
the
other
local
options,
sales
tax,
the
paving
fund,
tsplost
gdot
grants
lmig.
So
we
have
multiple
funding
sources
that
we
try
to
leverage
as
much
dollars
as
we
can
to
to
handle
our
transportation
needs
in
our
community.
We
have
several
active
projects.
AG
Calumet
fort
benning,
road,
roundabout
in
streetscapes
river
road
bradley
park
and
we've
added
the
spider
web
to
the
active
projects,
you'll
start
to
see
some
work
out
on
the
buena
vista
road
spider
web
area
as
well
on
calumet.
This
is
just
a
few
pictures
that
we've
taken
out
at
this
site.
We
are
have
identified,
as
you
can
see
in
this
photo
a
fiber
line
that
needs
to
be
relocated.
AG
They've
issued
an
emergency
purchase
order
to
get
that
accomplished,
so
we
feel
that
they'll
move
on
this
pretty
quickly.
This
is
a
local
business
line
that
was
not
originally
marked
when
we
did
the
locate
for
this
project,
so
we
were
able
to
make
sure
that
this
was
not
damaged,
which
is
a
great
thing,
so
they'll
be
able
to
get
that
relocated.
AG
AG
The
river
road
roundabout
is
almost
complete
a
lot
of
landscaping
activities
going
on
at
the
river
road,
roundabout
finishing
those
things
up
again.
This
is
a
great
improvement
to
this
area.
Traffic
seems
to
be
flowing
really.
Well
again.
I
drove
out
to
this
site
yesterday
as
well
everybody's
kind
of
getting
the
hang
of
the
roundabout
in
that
location
and
we're
getting
very
little
complaints
about
issues
in
that
area.
At
this
time,.
AI
AI
Thank
you
real
quickly,
just
to
run
through
these
the
universe,
road
I-85
project
is
one
that's
going
to
be
managed
through
the
dot
that
has
been
bid
out
and
contracted,
and
some
preliminary
engineering
layout
work
is
beginning
as
well
as
you
should
start
seeing
some
demolition
of
existing
structures
that
have
been
purchased
as
part
of
the
right-of-way
acquisition.
AI
You
should
also
begin
to
see
utility
relocation
work,
and
all
of
that
has
to
be
done
prior
to
the
actual
construction,
but
you
will
begin
to
see
activities
really
soon,
if
not
already
the
casita
road
I-85
interchange,
that
is
still
under
the
development
again
being
managed
through
the
d.o.t
and
their
engineering
consultant.
I
believe
they've
had
some
preliminary
right-of-way
negotiations
with
some
of
the
property
owners
out
there
and
that's
still
ongoing
bradley
park,
drive
j.r
allen,
diverging
diamond.
AI
They
have
done
the
preliminary
engineering
and
they
are
in
the
process
of
the
public
information
where
they
are
going
to
have
information
out
for
the
project
and
they're
going
to
try
to
seek
input
back
from
the
the
public.
Originally,
it
was
planned
in
may
to
do
a
public
meeting,
an
open
house,
but
obviously
with
the
covid.
AI
I-85
southbound
at
macon
road,
adding
an
additional
right
turn
lane
that's
actually
being
done
by
the
d.o.t,
and
they
are
in
process
of
scheduling
that
work.
Roundabout
at
beaver,
run,
macon
road
and
the
roundabout
at
beaver
run
lynch
road
and
technology
parkway,
that's
still
on
the
radar
by
gdot,
but
I
don't
think
they
have
it
programmed.
As
of
yet
we
haven't
received
that
information,
but
I
will
make
note
that
we
are
working
with
dot
at
the
beaver
run
technology
parkway
intersection,
where
the
signal
is
currently
a
protective
permissive
signal.
AI
There
have
been
some
severe
accidents
and
some
fatalities
at
that
location,
so
we
are
working
with
them
to
change
that
left
turn
movement
to
protect
it
only
and
that's
going
to
require
some
change
out
of
equipment.
So
we
will
we're
working
with
dot
to
schedule
to
actually
d.o.t
is
going
to
provide
that
equipment
to
the
city
and
we
will
actually
install
it
and
work
with
them
on
the
getting
public
notice
out.
So
there
will
be
a
change
coming
to
that
intersection
in
the
interim
ogre
thorpe
bridge.
AI
Again,
that's
a
project
being
managed
through
the
d.o.t.
We've
had
some
preliminary
meetings
on
that
with
their
consultant
that
they've
hired
to
do
the
preliminary
engineering.
That's
going
to
be
a
very
difficult
project,
so
I
can
imagine
it's
going
to
be
a
long
process
for
them.
You
have
historic
property
involved.
You
also
have
two
different
states.
Two
different
communities
involved
and
I
believe
director
rick
jones,
has
had
some
communication.
Is
we
don't
want
to
settle
for
just
a
bridge
like
that's
out
there
now?
AI
This
is
a
a
main
entrance
point
for
our
community
as
well
as
phoenix
city's
community.
So
we
want
it
to
be
a
landmark,
something
that
everybody
knows
they
have
arrived
when
they
get
there.
So
we'll
continue
to
working
through
that.
Let's
see
change
my
list,
benning
drive
bridge
or
actually
it's
a
culvert,
just
so
you'll
know
where
that's
at
that's
in
between
walmart
and
the
rec
center
in
schools,
where
it
there's
that
little
pinch
area
where
it's
narrower
and
we
have
that
under
contract
and
the
contractor
will
be
starting
soon.
AI
It
shouldn't
take
long
to
get
it
done,
but
the
goal
for
that
was
to
widen
that
structure.
It's
actually
in
good
structural
shape,
so
he's
just
going
to
be
able
to
widen
it
so
that
we
can
add
some
additional
lanes
to
help
with
the
traffic.
That's
a
congested
area
with
the
schools
in
the
rec
center
and
walmart
all
being
right.
There
reece
road
bridge
in
cooper,
creek
that
has
recently
been
awarded.
We've
met
with
the
contractor.
AI
He
has
ordered
the
beams
they're
like
92
feet,
long,
which
is
very
unusual.
We
had
hoped
to
start
this
month,
but
the
state
of
alabama
had
an
emergency
and
the
supplier
had
to
defer
the
beams
that
they
were
originally
constructing
for
our
project
for
that
emergency
situation.
So
it's
looking
like,
we
won't
get
those
beams
till
sometime
toward
the
end
of
the
year,
but
the
project
will
begin
before
that
with
utility
relocation.
I
believe
there's
already
some
of
that
going
on
and
then
we'll
also
in
advance
of
receiving
those
beams.
AI
There
will
be
some
preliminary
demo
work
and
structural
work
that
will
happen
in
advance,
but
we
don't
want
to
close
the
road
until
we
have
to,
because
that
will
be
an
impact
for
the
traffic
claredon
bridge
we
have
or,
if
not
have
done
so
it
should
go
out
this
week.
The
public
notice
about
the
road
closure
so
that
one's
going
to
be
starting
that
one
project
is
in
a
neighborhood,
so
there's
minimal
impact
to
traffic
and
it'll
just
take
a
very
short
period
of
time
to
get
it
completed,
infantry
road
and
trail.
AI
AI
Much
green,
we
recently
received
bids,
but
we
only
had
one
responsive
bidder,
so
that
is
out
for
bid
again
and
as
noted
in
the
council
package,
those
bids
will
open
again
on
august
the
5th
fortson
road
williams
road.
We
are
under
right-of-way
acquisition.
We've
recently
had
a
meeting
with
one
of
the
property
owners
sometime.
What
happens
is
in
between
design
and
construction.
You
have
development
or
changes,
and
so
we've
had
to
make
some
minor
adjustments
to
the
plan
and
so
we're
working
through
that
and
working
through
utilities.
O
AB
AI
Yes,
ma'am
that
we're
waiting
on
the
actual
guardrail
material,
the
contractor
has
ordered
the
material
two
things
that
delayed
that
one
was.
There
were
some
problems
with
guardrail
design
that
had
changed
across
the
country,
not
just
in
our
particular
case
but
across
the
country,
so
actually
guardrail
stopped
manufacturing
for
a
period
of
time
until
they
could
resolve
what
was
creating.
AI
AI
Where's
that
okay,
a
couple
of
studies
that
we've
had
going
on
the
first
three
eighth
street
17th
and
13th,
were
grouped
into
one
proposal
that
we
were
working
on
and
the
traffic
obviously
has
changed
now.
So
we
didn't
want
to
proceed
forward
with
that
and
not
have
good
results,
because
a
large
part
of
the
complaint
was
the
speeding
and
the
volume
of
traffic
and
with
specifically
on
8th
street,
with
the
hotel
being
shut
down
the
trade
center
being
shut
down,
and
then
we
also
jumping
down
to
steam
mill
road.
AI
AI
They
look
at
crash
data.
They
look
at
traffic
volumes,
speed
data,
they
look
at
existing
signage
and
markings,
and
then
they
come
up
with
like
a
three-phase
approach.
If
you
will
for
projects-
and
some
of
those
would
be
immediate-
and
that
may
be
like
one
of
the
things
they
identified
on
steam
mill.
Road
was
a
lot
of
the
signs
are
not
visible
due
to
vegetation,
so
it
may
be
as
simple
as
going
out
trimming
some
trees
or
cutting
some
grass
or
repainting
re-markings.
AI
Something
again
that's
going
to
require
a
contractor,
get
involved,
but
not
a
major
project
and
then
ultimately,
the
long
term
would
be
a
major
project.
Looking
at
the
entire
corridor
and
as
part
of
that
process,
there's
also
a
public
input
element,
and
so
when
we
were
doing
the
steam
mill,
road
study,
which
we'll
be
coming
back
to
council
eventually
with
the
final
study
of
course,
is
typically
on
these
the
group,
the
consultant
and
staff
they
go
out
and
they
walk
the
corridor.
AI
Well,
obviously,
we
can't
maintain
social
distancing
and
do
the
things
that
we
need
to
do
for
the
covet.
So
the
consultants
had
to
do
that
and
because
the
large
number
of
people
they
have
involved,
they
had
to
do
it
in
multiple
visits.
So
there
was
only
you
know,
maybe
three
going
at
one
time
and
then
we
did
some
of
that
virtually
on
the
computer,
so
it
has
really
changed
the
way
that
we
do
business
so,
but
similar
process
will
be
going
on
for
those
other
streets.
AI
I
know
councilor
walker,
ask
about
those
routinely
second
avenue
and
j.r
allen.
Those
are
both
underway
and
I
think
they
were
recently
obtaining
public
input
from
the
study
and
I
think
we
are
waiting
on
the
final
results
of
the
study
and
I'm
sure
that
will
come
back
to
council
as
well,
and
then
the
last
one
that
I
have
is
salman
road
beaver
run,
as
you
may
have
seen.
If
you've
been
out.
That
way
is
the
d.o.t
has
put
in
the
two
turn
lanes
that
they
committed
to.
AI
We
have
been
working
with
our
consultant
and
the
preliminary
design
for
the
signal
has
been
completed
and
he
has
recently
sent
that
information
out
to
the
utilities
to
make
sure
we
don't
have
any
conflicts
and
need
to
make
any
adjustments,
but
once
that
process
is
completed,
we
will
be
submitting
to
the
state
for
a
permit.
That's
a
new
signal
and
of
course
it
will
have
to
be
permitted
through
the
district
and
the
state
office
in
atlanta,
so
that
one
is
moving
along
and
I
believe
that's
it.
T
T
City
manager,
of
course,
there's
been
a
lot
of
conversation
about
cars
traffic
development
today,
just
why
it's
fresh
on
my
mind,
since
we
had
that
conversation
day.
I
know
that
there's
some
kind
of
I
know
there's
some
funding,
that's
kind
of
squirreled
away
in
some
places
for
the
double
church's
whitesfield
intersection.
I
think
we
had
some
money
in
the
budget
this
year
for
whitesville
road.
I
want
to
bring
a
couple
things
up
to
you
and
just
if
we
can
start
some
some
dialogue
and
some
conversation,
I
think
it's
about
time.
T
I
wanted
to
let
the
river
road,
roundabout
and
that
stuff
get
finished,
because
you
know
in
the
district
I
represent,
there's
only
so
many
roads
that
you
can
use
to
get
in
and
out.
So
britain
road
is
one
of
them
right
now
the
church
is
being
built
on
britain
road
and
it's
close
to
the
subject
site
we
were
talking
about
today.
I
know:
there's
been
some
talk
about,
maybe
creating
a
cul-de-sac
there.
I
I
don't
know
all
who
all
will
have
to
be
involved.
T
I
know
we've
had
some
talks
to
d.o.t
some
others,
but
there's
some
talk
about
that.
That
maybe
it
might
be
a
good
idea.
I
know
there's
some
that
may
not,
but
we
may
have
to
put
some
kind
of
a
meeting
together
or
something
to
to
try
to
start
that
process.
I'd
like
to
because
I
know
that
church
is
the
church,
there
is
getting
close
to
opening.
T
I
know
the
road's
going
to
have
to
get
some
a
little
teal.
It
needs
some
tlc
because
of
the
construction
traffic
and
all
in
there.
I'm
sure
we'll
take
care
of
that,
but
the
other
one
would
be
whitesville
road.
What
was
interesting,
I
was
looking
at
some
of
the
traffic
counts
on
all
of
the
road,
and
I
didn't
realize
that
whitesville
road
has
almost
as
much
or
more
than
river
road
and
in
bradley
park.
T
I
didn't
realize
that,
but
it's
got
a
tremendous
traffic
count,
especially
the
intersection
at
double
churches
in
whitesville
road,
but
I'd
like
to
start
opening
some
conversations
about
that,
because
I
think
we
need
to
kind
of
get
ahead
of
some
of
those
things.
White
whitesville
road
is
a
very
narrow.
T
If
we
can
maybe
start
some
dialogue
on
that
to
try
to
see
what
the
next
steps
would
be,
I
know
we
need
to
you
mentioned
to
me
a
while
back
that
you'd
like
to
hear
from
citizens
and
and
get
some
input
before
any
engineering
or
anything
like
that's
done
on
the
civil
side.
T
I
know
we
talked
about
whitesville
road
from
whittlesea
new
williston
sonova's
bank,
all
the
way
to
williams
road,
as
maybe
a
part
of
the
splotz
project,
but
that's
kind
of
been
delayed,
and
certainly
it
would
need
additional
funding,
but
maybe
there's
a
way
we
can
start
getting
ahead
on
some
of
this
stuff.
Thank
you,
sir.
H
Mayor
that
is
going
to
conclude
my
agenda,
but
I
I
would
like
to
just
take
a
quick
moment
to
recognize
and
think
thank
those
who
have
converted
the
civic
center
venue
to
council
chambers
and
were
instrumental
in
making
the
purchase
of
our
own
equipment
possible,
knowing
that
we
would
get
reimbursed
for
it.
H
Deputy
city
manager,
lisa,
goodwin,
and
certainly
she
could
not
have
done
it
without
a
ccg
tv
manager
mike
king
and
bruce
lee,
and
it's
only
two
of
them
and
they
make
all
of
this
happen,
but
two
people
and
and
and
then
we
go
to
I.t
and
they
couldn't
those
two
couldn't
make
it
happen
without
I.t,
and
I
know
that
every
person
in
here
knows
jeremy
and
and
jeremy
is
the
master
man
in
hannity,
but
forest
and
and
all
the
support
that
they
give
to
jeremy.
H
A
Absolutely,
in
fact
I
know
jeremy's
holding
his
breath.
He
actually
gave
me
something
that
I
can
manipulate
the
microphones.
I'm
scared
to
death
to
touch
it
so
I'll
get
another
lesson
before
I'm
afraid
I'll
shut
everybody
off
and
then
I'll
have
everybody
mad
at
me.
So
yeah
abs,
absolutely
it's
no
small
feat
trying
to
turn
a
an
arena
into
a
council
chambers.
K
K
K
Next,
we
have
council
appointments,
any
nominations
will
be
listed
for
the
next
meeting
for
the
board
of
water
commissioners
for
the
last
meeting,
mr
rodney
close
was
incorrectly
listed
as
not
being
eligible
to
serve
another
term.
However,
after
some
further
research,
it
was
determined
that
he
is
eligible.
He
has
only
served
one
term
and
he
is
interested.
K
A
All
right,
we
did
have
a
request
for
an
executive
session
on
a
couple
of
items.
I
think
one
is
on
personnel
and
one
is
on
litigation.
Okay,
so
I'll
entertain
a
motion
to
go
into
executive
session.
