a
coliseum
to
hold
all

us.
This

we
are
doing
our
part
to
follow
the
cdc's
guidelines
and
continue
to
try
to
participate
in
helping
not
only
ourselves
and
our
families,
but
our
our
fellow
residents
and
our
neighbors.
But
we
are
social
distancing.
We
encourage
you
to
do
the
same.

We're
still
involved
in
a
little
bit
of
a
scuffle
with
this
coven
19
virus,
and
we
need
you
to
be
responsible
about
the
way
you
ease
back
into
a
new
normal
before
we
get
started
in
this
meeting.
We're
going
to
do
as
we
do
in
all
of
our
gatherings
and
that's
by
we'll
begin
by
invoking
god's

we've
got
a
little
bit

an
add-on
going

bring
him

the
microphone,
but
I
do
want
to
recognize
some
some
folks
who
have
put
forth
a
ton
of
work.
I
mean
this
doesn't
just
happen,
trying
to
set
this
this
facility
up
and
get
all
the
technology
squared
away
and
under
lease
a
good
one.
Our
deputy
city,
manager's
supervision,
just
did
an
outstanding
job
on
trying
to
get
trying
to
get
this
all
pulled
pulled
together,
and
I
don't
see
our
auditor
oh
there.

it's
on
good

mr

mr

would
like
to
request
authorization
to
perform
an
audit
on
our
grant
funds.
We
have
discussed
some
things
we
found.
We
have
some
inconsistencies
in
the
way
some
of
our
grant
monies
are
being
expended.

As
you
know,
grants
are
applied
for
and
received
by
many
of
our
city
departments,
agencies,
offices
and
and
groups.
So
we
want
to
be
sure
that
we
have
consistency
in
that
and
the
city
manager-
and
I
discussed
it
earlier
and
so
we'd
like
to
do
an
audit
and
make
sure
that
we
have
a
consistent
process
for
how
we
do
that.

Okay-
and
I
is
there
a
member
of
council
that
wants
to
make
a
motion
to
approve
the
audit
for
the
grant
funds.

A
A
couple
of
other
things
we've
been
asked
to
give
you
a
quick
update
on
on
the
pandemic.
Here
it
is,
it
is
impacting
our
residents
here
in
columbus,
georgia.
We
we've
seen
quite
a
spike
in
our
numbers,
but
that
is,
in
our
opinion,
largely
due
to
a
tremendous
surge
in
the
number
of
tests
that
have
been
made
available.
A
The
health
department
and
their
partners
have
been
have
been
really
stepping
up
the
testing
opportunities
they
do
it
they're
providing
testing.
I
think,
every
monday,
through
friday,
between
8
30
and
5,
it's
absolutely
free,
it's
behind
the
health
department
at
2100,
comer
avenue
and
then
about
every
weekend.
They
also
have
what
they're
calling
pop-up
testing,
where
they'll
go
to
a
location
near
some
neighborhoods
and
it's
still
free
and
they
typically
operate
from
nine
nine
to
noon.
A
In
fact,
they're
going
to
be
at
carver
high
school,
I
believe
saturday,
between
nine
am
and
and
and
twelve
noon.
So,
if
you.
A
Area,
all
you
have
to
do
is
drive
over
to
carver
and
they
will
provide
you
with
a
free
test,
but
our
numbers
are
right
this
morning,
they're
up
to
568
positive
tests,
but
we've
tested
just
through
the
health
department,
almost
5
300
individuals.
Now
the
hospitals
are
testing
as
well,
as
are
some
of
the
private
clinics.
So,
by
our
best
estimation,
we've
probably
had
close
to
6
500
tests,
which
still
would
put
our
percentage
of
positives
below
10
percent.

We
we
continue
to
monitor.
As
we
mentioned.
We
continue
to
monitor
the
hospitalization
rate.
Our
resources
are
still
in
good
shape
from
the
hospitals
that
we've
spoken
with,
and
we
seem
to
be
still.
We
remain
as
prepared
as
possible
for
any
surge
we
do
like.
I
said
we
do,
watch
the
numbers
and
we've
seen
a
slight
uptick,
but
it's
only
been
by
one
or
two
patients
in
our
hospitals,
so
our
our
our
trend
is
still
flat
to
to
slightly
a
slightly
downward
trend.

need
to
continue
to
think
of
others,
as
well
as
our
families,
ourselves,
socially
distancing
doing
all
the
proper
sanitation
using
your
hand
gel
to
make
sure
that
you're
washing
your
hands
and,
most
importantly,
if
you
feel
poorly
at
all,
stay
home,
don't
go
out
and
try
to
go
to
that
family
reunion
and
don't
go,
don't
go
to
to
your
worship.

if
you
feel
poorly
stay
home.

that's
a
little
bit

an
update
on
the

the
coven
19
status
as
it
applies
to
columbus
georgia,
and
I
will
tell
you
that
despite
the
pandemic,
life
goes
on
around
the
globe
and
in
georgia
and
here
in
columbus,
we
are
continuing
to
urge
people
to
fill
out
their
census
forms.

So
if
we
don't
get
a
full
count,
we're
losing
fifteen
hundred
dollars
per
person
per
year,
it
can
add
up
to
significant
money
if
you
think
we
fall
four
thousand
five
thousand
short
on
the
census,
so
so
we'll
be
bringing
that
to
you
beginning
beginning
next
next
week,
all
right,
ma'am,

say
sometimes
we
get
to
moving
and
we
you
did
say
thank

but
I'd
like
for
the
council

give

city
manager

everything

miss

beat
everything
that
was
requested

all

it

in

what

We
have
recognized
that
service
for
a
period
of
time
between
march
14th
and
march
17th,
so
we're
looking
at
just
that
window
of
time.
For
those
who
have
provided
that
frontline
service
eligible
employees
must
meet
established
criteria,
we've
outlined
that
to
be
full-time
employees,
time,
bus
drivers
are
included
as
well,
and
there
are
specific
reserve
deputies
who
have
met
these
requirements.
That
would
be
in
line
to
receive
this
time
off
certificate.
I
Also,
these
are
people
who
have
a
direct
ongoing
contact
with
the
public
daily
or
direct
ongoing
supervision
of
inmates
on
a
daily
basis.
So
this
is
ongoing
contact
in
their
line
of
duty
or
in
their
job
responsibilities,
and
it
also
requires
the
approval
of
department,
heads
or
the
elected
official
time
cannot
be
converted
to
cash.
So
if
it's
not
used,
it's
not
something
that
they
can
cash
in
if
they
left
employment
with
the
city
in
order
to
convert
that
to
to
cash
that
would
not
be
allowed
in
this
particular
time
off
certificate.
I
There
are
eligible
employees
and
they
will
be
approved
by
either
the
city
manager
or
the
mayor
as
the
director
of
public
safety.
But
the
departments
that
have
been
outlined
include
the
police
department,
the
fire
department,
the
coroner's
office,
marshall's
office,
sheriff's
office,
mcp
and
those
are
the
public
safety
departments.
I
There
are
employees
that
meet
the
criteria
for
general
government
departments,
and
that
includes
metra,
civic
center
parks
and
recreation
and
public
works
employees
that
are
not
eligible,
because
I
know
there
will
be
a
lot
of
questions
related
to
this
department.
Heads
themselves
and
elected
officials
are
not
eligible
for
this
time
off
office
personnel,
where
the
public
access
has
been
restricted
or
closed,
so
they're
not
dealing
with
the
public
on
an
ongoing
basis,
so
they
would
be
excluded
from
this
particular
time
off.
I
Employees
there
is
a
provision
for
them
to
receive
a
pro
rata
share
if
employed
after
march
14th.
So
if
they
weren't
here
that
whole
period
of
time,
it
would
be
a
pro
rata
share
of
that
time
off
and
we
plan
to
have
that
awarded
with
council's
approval
on
or
before
june
15th,
and
the
time
must
be
used
within
a
12-month
period
of
time.
So
we
are
setting
a
time
limit
on
the
usage
of
that
time.

The
intent
is
for
the
time
off
to
follow
an
employee
if
they
would
happen
to
transfer
from
one
department
to
the
other.
The
expectation
is
that
time
could
transfer
with
them
as
long
as
it's
still
utilized
within
that
12-month
period
of
time,
just
to
give
an
average
cost.
The
average
value
of
time
for
24
hours,
based
on
the
employee
list
that
we
have
accumulated,
is
545
dollars
and
28
cents
for
24
hours,
those
employees
that
would
be
awarded
40
hours.

Now,
we've
just
gone
through
a
very
continuing
to
go
through
under
our
budget
share
council
thomas
just
went
through
budget
meetings
and
had
to
take
some
unprecedented
steps
because
we
live
in
a
time
of
tremendous
uncertainty
not
only
from
a
medical
perspective,
but
there's
a
very
real
financial
impact
brought
about
by
this
by
this
medical
medical
emergency,
and
we
wanted
to
make
sure
that
whatever
we
did,
we
could
we
could
do
it
and
still
sustain
the
services
that
we
are
providing
to
the
citizens.
So
we
spoke
with
the
public
safety
chiefs.

It
became
clear
in
those
discussions
that,
because
of
taxes
and
other
other
items
that
are
pulled
out
of
bonuses
or
short-term
pay,
that
time
off
had
held
the
greatest
value
for
them,
and
so
that
is
what
we
brought
to
council
and
we
we
feel
like
this
is
now
we
don't
expect
it's
going
to
make
everybody
happy,
but
it
it
is
by
far,
in
our
opinion,
the
the
best
way
for
us
to
show
our
employees
just
how
much
we
appreciate
the
work
that
they
did
during
these
these
these
really
trying
times.

with
that,
unless
council
has
any
questions,

somebody
else
can
decide
which
one
I'm
going
to
use
first,
I
have
a
little
concern
about
that.

let

just
respond

my
response
to
that
is
no-
if
I've
got
a
department
here
who
knows
that
your
cup
time
can
be
carried
on
for
an
extended
period
of
time,
and
you
have
this
hazard
duty
time
that
expires
and
that
person
that
poor
head
forces
that
employee
to
take
time.
First,
then,
that's
a
problem
for
me
to
deal
with
with
that
department
head.

If,
if
and
I
think,
certainly
there
should
be
an
opportunity
for
an
extension
even
on
this
hazard
time.
If
for
some
reason
they
can't
take
it
because
the
department
head
could
not
let
them
off
and
I'll
use
an
example.
We
a
few
years
back,
you
authorized
paying
the
correctional
officers
at
mcp
for
their
campaign.

This
body
authorized
that,
because
they
just
didn't,
have
the
capacity
the
number
of
employees
needed
to
allow
them
to
take
off
in
the
way
they
needed
to
they
wanted
to
take
off
and
and
to
use
that
time.
So
we
came
to
you
and
we
asked
you
to
authorize
us
to
pay
them
for
their
cup
time
in
cash
and
we
did
and
we
were
able
to
get
that
time
off
the
books.

And-
and
I
asked
that
question
because
just
just
going
around
with
it
right
now,
it
seems
like
that
would
work
with
a
smaller
department,
but
you
get
a
large
department
where
you're
relying
on
several
people
and
all
of
a
sudden
there's
pressure
to
take
this
time.
You
could
run
into
some
management
issues
and
I
wouldn't
want
that
to
happen,
but
certainly
if
you
would
extend
it,
it
broadens
the
horizon.
Where
maybe
from
a
management
side
you
can
you
know
you
can
you
can.

provide
produce
with
a
smaller
number
of
people.

just
think
it
works
better.
If
you
would

lot
a
longer
time
period
under,
say
cpd,
you
know
you
don't
want
a
lot
of
those
officers
on
different
shifts,

sudden
taking
their
comp
time,
especially
if
they
take
it
all

mean
I
could
see
it
becoming
a
management
issue
or
possibly
a
nightmare,
but.

again
let
me
just
say
that
yeah,
if
you've
got
this
hazard
duty,
time
and
cup
time
and
vacation
in
sick
time,
I
would
anticipate
that
you
would
take
what's
going
to
expire.
First,
your
hazard
duty
time,
and
then
you
would
take
your
cup
time
because
you
can
get
if
you
accumulate
enough
sick
time
at
christmas
time
you
can
get
paid
for
a
portion
of
that,
and
certainly
if
you
decide
to
leave
the
employment
of
this
government,
you
get
paid
for
your
cup
tank.

purpose

promote
civility
respect

togetherness

city

Historically,
there
have
been
some
statements
made
that
were
not
addressed
or
missed.
Admittedly,
however,
we
do
not
want
those
historical
events
being
missed
to
prevent
or
discourage
us
from
ever
addressing
them.
At
some
point,
it
has
to
be
addressed
by
the
faith-based
community,
because
two
wrongs
never
make
a
right.

individual

community

reminds
us
that,

pandemic
in
particular,

people

divided

missing

point,

point

the
only
way
we
win

work

promoting
a
people's
budget
for
fy21

after
listening
to

budget
hearings
over
the
last
few
days,
one
of
my
kind
of
pet
peeves
is
the
issue
of
transparency
around
the
pension
plan
in
2012.

So
the
employees
came
to
work
with
a
pay
cut,
and
I
watched
several
employees
come
before
you,
particularly
the
employee,
who
was
with
the
fraternal
order
of
police,
and
I
believe
his
statement
was.
Do
you
think
that
we're
going
to
pay
four
thousand
dollars?
Those
of
us
who
are
earning
a
hundred
thousand
just
to
work
here?

So
I
think
that
that
lack
of
transparency
around
the
pension
plan,
which
I
approached
the
city
manager
on
many
occasions
back
then
because
I
could
not
understand
how
underfunded
the
plan
was
the
cpa
who
was
on
the
council
at
the
time,
mr
baker?
I
went
to
him.
I
said:
how
much
is
it
underfunded?
He
said
I
don't
know,
I
don't
know
and
then
finally,
one
day
it
turned
out,
the
pension
plan
was
72
percent
funded.

You
know
when
it
drops
down
to
65
in
the
private
sector
that
thing
that
is
like
the
fdic
of
pensions.
They
take
it
over
and
then
in
2014
the
mayor
running
for
office,
bragged
about
the
pension
plan
being
eighty
percent
funded.
I
said
in
a
letter
to
the
editor:
that's
nothing
to
brag
about.

How
funded
is
the
pension
plan,
because
what
the
chief
asked
for
is
to
say
our
new
employees,
police
officers
would
be
a
special
class
of
employees
who
would
not
pay
the
eight
percent
but
would
only
pay
the
four
percent
I
kept
thinking
the
city
attorney
is
going
to
tell
him.
That's,
not
legal,
but
I
didn't
maybe
I
dozed
off
during
that
period,
but
I
thought
I
heard
the
chief
ask
for
that
in
his
budget
request.

Sure
so
the
public
safety
plan
is
88,
funded.

Yes,
sir,
the
public
safety
plan
is

funded.
As
of
our
last
actuarial
report,
the
general
government
plan
is
98
funded.

Yes,
we
do
an
actuarial
report
every
single
year.
All
of
that
information
is
included
in
our
comprehensive
annual
financial
report
every
year.
So
all
of
this
information
is
available
every
year.
In
our
annual
report,
the
public
safety
plan,
as
of
our
last
actuarial
report,
was
88
funded.
I
The
general
government
plan
was
98
percent
funded
and
again,
this
information
is
on
our
website
through
our
annual
financial
report
under
the
finance
departments
department's
website
on
their
page,
you
can
click
on
the
comprehensive
annual
financial
report
and
there's
probably
20
plus
pages
of
that
report,
dedicated
to
information
related
to
both
the
general
government
pension
plan
and
the
public
safety
pension
plan.
All
of
that
is
outlined
the
value
of
our
assets,
the
market
value
of
the
assets
at
the
time
of
the
report.

So
all
of
that
is
available.
We
have
a
pension
board
that
meets
10
times
per
year
once
a
month
to
review
all
investments
related
to
the
pension
plan.
So
it's
a
very
active
board
mayor.
You
sit
as
the
chair
of
that
board.

very
active
board
stays
on
top
of
that
and
that
information
is
provided
to
the
employees
every
year
and
included
in
our
annual
report.

talked
about
something
that
typically
we
shy
away
from
talking
about,
and
so
I
wanted
to
take
the
opportunity
to
thank
reverend
flakes
and
the
ministers
for
coming
here
tonight
to
speak
to
us
and
the
citizens
of
columbus,
to
express
concern
and
place
on
public
record.
What
is
expected
from
all
of
us
related
to
our
actions
or
statements
of
racism
civility
and
that's
no
matter
if
it's
the
same
race
or
ethnicity,
to
each
other
or
from
one
race
or
ethnicity,
to
a
different
race
or
ethnicity.

And
so
we
typically
express
outrage
when
we
witness
racism
from
one
race
or
ethnicity,
to
a
different
race
or
ethnicity
and
reverend
flakes.
I
believe
that
when
we
hear
race's
statements
or
witness
racist
actions,
we
should
call
it
out
and
not
remain
silent,
and
I
think
we
need
to
be
plain
spoken
clear
and
blunt
about
it
and
I'm
glad
you.
You
came
here
with
your
statement
and
with
the
ministers
tonight,
because
racism
is
racism
and
it
needs
to
be
addressed.

I
you
know
I'd
like
to
borrow
a
few
quotes
from
dr
martin
luther
king
jr.
When
he
says
injustice
anywhere
is
a
threat
to
justice
everywhere
and
then
he
says
our
lives
began
to
end
the
day.
We
become
silent
about
things
that
matter.

time
is
always
right
to
do.
What
is
right
in
the
end,
we
will
remember
not
the
words
of
our
enemies,
dr
king
said,
but

silence

our
friends
and
then
he
said,

ultimate
measure

challenging

great

manager

I've
been

council,

some
of
the
most
profound
words
that
I've
heard
eloquently
spoken

really
had
meaning
and
purpose,
and
it
was
just
powerful
and
it
really
touched
me
the
way
you
said
it
and
I
I
wish
you
take
your
notes
and
have
those
scribed
somewhere,
because
it
was
so
well
said,
but
it
was
so
simplistic
and
what
I
got
out
of
it
was
the
pastor.

sitting

right

budget

a
great
time
right
after
the
budget

I
want

need

hear

everybody
needs

annual
action
plan.

am
going

actually
have
deputy
city
manager
hodge

talk
to
you
about
the
funding
before
I
ask
you

approve
the
fiscal

this
would
be
a
great
opportunity
to
just
take
a
few
minutes
and
talk
to
you
about
the
annual
action
plan
and
really
what
community
reinvestment
does
where
their
money
comes
from
what
it
can
be
used
for.
I
know
typically,
each
year
we
come
forward
and
and
ask
approval
for
the
annual
action
plan,
and
maybe
all
of
you
don't
know
exactly
what
community
reinvestment
does
and
and
those
home
and
cdbg
entitlement
funds
that
we
receive
what
they
can
be
used
for.
I
So
I
just
wanted
to
take
a
few
minutes
to
kind
of
walk
through
that,
just
to
provide
you,
the
community
planning
and
development
grant
process.
What
the
consolidated
plan
process
looks
like
identify
those
actions
in
the
upcoming
fiscal
year,
which
is
what
you'll
be
reviewing
this
evening
and
then
just
to
provide
you
on
an
update
on
the
cdbg
cv,
which
is
the
coronavirus
allocation
and
we
did
receive
additional
allocation
for
that
and
just
give
you
an
update
on
that
process.
I
So
the
us
department
of
housing
and
urban
development,
which
is
known
as
hud,
has
federal
grant
programs
which
the
city
is
an
entitlement
community,
we're
the
grantee
we
receive
cdbg
and
home
dollars
on
there's
a
formula
that's
allocated
to
each
of
those
entitlement:
cities,
cities
based
on
poverty,
low-income
residents
and
sub
substandard
housing
units.
I
The
cdbg
portion
community
development
block
grant
is
a
program
for
communities
to
utilize
a
wide
range
of
community
development
needs.
It
was
created
in
1974
the
development
of
communities
through
decent
housing,
suitable
living
environment
and
expanded
economic
opportunity.
I
I
This
year's
allocation
in
cdbg
is
one
million
six
hundred
and
sixty
seven
thousand
nine
hundred
and
thirty,
some
of
the
eligible
activities
that
we
can
use
these
cdbg
funds
for
acquisition
of
property
that
comes
up
from
time
to
time
from
council,
where
we'll
use
cdbg
funds
to
purchase
property
for
a
specific
purpose
in
a
redevelopment
area,
construction
of
public
facilities.
I
We
came
to
council
recently
and
we
did
some
playgrounds
at
about
six
different
parks,
so
utilization
of
cdbg
funds
for
that
purpose,
rehab
of
residential
and
non-residential
structures,
what
we
call
public
service
grants,
but
there
are
limitations
on
those
and
we'll
talk
about
those
specifically
demolition.
We
always
allocate
each
year
a
portion
of
the
funds
for
demolition
to
remove
that
slum
and
blight
from
some
of
our
communities,
economic
development
and
then
planning
and
administration.
I
I
The
home
program,
the
home
investment
partnership
program,
which
we
call
home,
is
a
affordable
housing
allocation
for
low-income
households,
and
this
was
based
on
a
1990
law.
So
it's
been
in
place
for
30
years
now,
so
there's
different
types
of
home
programs
that
we
can
utilize
home
ownership,
owner
occupied,
rehab,
homeowner,
new
construction,
home
buyer
assistance,
so
down
payment
assistance
or
gap
funding
which
we've
used
home
dollars
for
rental
development,
for
new
construction
or
rehab
and
then
tenant
based
rental
assistance,
which
we
call
tbra.
I
So
this
is
just
a
chart
and
I
know
it's
probably
hard
to
see
and
I
wasn't
able
to
hand
out
presentations
to
you,
but
I
will
send
this
to
you
by
email,
but
you
can
see,
there's
been
a
big
fluctuation
in
the
amount
of
home
dollars
that
we
have
received.
This
chart
goes
all
the
way
back
to
1994.,
so
we
have
seen
in
the
last
several
years,
a
little
uptick
in
the
allocation
that
we
received
for
entitlement
funds
for
home
and
cdbg.
I
We
do
have
a
consolidated
planning
process,
which
is
a
requirement
of
hud.
In
order
to
receive
these
allocations,
we
have
to
do
a
five-year
strategic
plan,
an
annual
action
plan
which
we're
bringing
forward
this
evening
and
then
what
we
call
a
caper,
which
is
our
performance
report
that
we
do
at
the
end
of
each
year.
I
I
The
annual
performance
report
known
as
the
caper,
that's
where
we
come
in
at
the
end
of
the
year
and
evaluate
what
our
plan
was
and
did
we
meet
the
objectives
that
we
had
outlined
and
the
goals
that
we
had
outlined
for
the
preceding
year
and
we're
required
to
report
all
of
this
information
to
hud
on
a
regular
basis.
I
So
when
we
began
the
development
of
the
fy
21
annual
action
plan,
we
did
have
two
public
meetings.
One
took
place
february
18th
at
the
public
library.
We
actually
did
a
virtual
public
meeting
recently
as
last
week,
just
to
get
the
information
out
to
the
public
and
get
their
input
on
what
we
were
presenting
in
the
annual
action
plan.
I
So
what
you
have
in
front
of
you
this
evening
is
for
the
community
development
block
grant
of
the
projected
uses
of
those
funds
for
the
upcoming
year,
a
hundred
thousand
dollars
just
over
a
hundred
thousand
dollars
in
demolition,
lead-based
paint,
testing,
twenty
thousand
dollars,
we've
partnered
with
parks
and
rec.
Over
the
last
several
years.
I
We've
done
playgrounds,
we've
done
improvements
at
tillis.
We
replaced
the
roof
and
made
some
improvements
to
tillis.
We've
done
playground,
equipment,
programs
with
parks
and
recreation.
So
next
year
we've
allocated
362
000
to
do
another
project
with
parks
and
recreation,
property
acquisition
and
disposition
is
always
an
allocation
in
the
budget.
I
Public
service
grants
and
I
will
walk
through
each
one
of
those
just
over
250
000
miner,
home
repair
that
we
partner
with
habitat
for
humanity,
150
000,
the
housing
authority.
This
is
the
initial
allocation
in
the
agreement
that
was
passed
by
council
for
the
relocation
of
chase
homes,
so
that
first
allocation
is
in
our
plan,
section
3
and
the
cdbg
administration,
and
I
won't
talk
through
each
one
of
these
individually.
This
is
just
a
further
detail
of
each
one
of
these,
but
I
will
get
to
the
public
service
grants.
I
So
these
are
the
public
service
grants
that
we're
recommending
account
for
council's
consideration
direct
services
corp,
which
is
a
home,
delivered
meal
to
disabled
senior
program.
Sixteen
thousand
dollars
the
homeless
resource
network,
twelve
thousand
five
hundred.
They
provide
rapid
re-housing
services
to
individuals
who
are
at
risk
enrichment
services,
which
is
a
job
training
program
through
recruitment
and
outreach
mercy,
med.
They
actually
have
two
programs,
one
for
health
care
and
one
for
substance,
abuse
the
mayor's
summer.
Youth
program.
I
Not
sure
how
to
go
back
one
there,
we
go
the
parks
and
recreation
youth
program.
This
is
for
midnight
basketball
for
next
year,
the
home
for
good
program,
eighty
thousand
dollars
and
then
our
fair
housing
activities
at
7
500.
I
I
They
are
our
only
chodo
in
the
columbus
muskogee
county
area,
so
we
give
15
percent
to
the
choto
tbg
development
625
000..
This
is
harper
woods,
phase
2
project,
it's
a
72
unit,
senior
development
serving
55
and
older.
This
particular
allocation
is
to
be
a
loan
that
will
be
paid
back
over
15
years,
so
those
dollars
will
be
recirculated
back
into
additional
projects
for
home
over
that
period
of
time,
naval
works,
columbus,
two
hundred
and
fifteen
thousand
seven
forty,
seven
winton
neighborhood
housing.
Three
hundred
and
seventy
seven
thousand.

So
our
annual
action
plan
projects,
the
the
yield
to
the
highest
community
benefit
leverages
additional
funding,
both
public
and
private
and
is
a
benefit
to
the
most
vulnerable
in
our
community
and
just
also
to
touch
on
the
allocation
in
additional
allocation
that
we'll
receive
in
cdbg
funds
of
981
000.
This
is
an
allocation
as
a
result
of
the
coven
19
pandemic.

We
are
developing
the
application
process
and
we
expect
to
have
that
open
mid
to
late
june
and
that
will
be
coming
back
to
council
once
those
applications
are
evaluated
and
scored
on
a
recommendation
on
the
allocation
of
the
of
the
coven
19
cdbg
cv
program.

Plus,
what's
in
inspection
of
codes,
so
there's
the
250
000,
which
is
a
continuation
of
the
mayor's
program
and
then
there's
also
an
allocation
within
the
inspection
and
codes
department.
And
I
want
to
say
it's
around
60
000.

the
250
in
the
mayor's
program
outside
of
the
250
000
contribution
to
chase
at
least
what
they're
designating
it
for.

So,
prior
to
this
current
fiscal
year,
where
the
mayor
and
council
approved
the
million
dollars,
we
typically
would
have
cdbg
funds
of
approximately
a
hundred
thousand
and
fifty
to
sixty
thousand
in
the
inspection
and
codes
department.
So
typically
about
a
hundred
and
fifty
hundred
and
sixty
thousand
prior
to
the
million
dollar
commitment.

And
we
have
we've
been
pretty
intentional
about
trying
to
step
up
the
demolition
process
to
try
to
help
out
neighborhoods.
Last
year,
the
1
million
dollars
we
had
intended
to
follow
it
with
about
half
a
million
to
three
quarters
of
a
million
and
then,
of
course,
the
pandemic
kind
of
shook
our
purse
strings
up
a
bit
and
we
didn't
want
to
commit
to
doing
more
than
we
were
going
to
be
able
to
do
so.

held
the
line
at
a
quarter
of
a
million
which
is
still
more
than
two
and
a
half
times
what
we
had
been
doing
prior
to
last
year.
So
it's
it's
a
it's
an
initiative
that
we've
undertaken.
We
continue
to
see
it
through

we're
going
to
as
the
funds
allow
we'll
we'll
bring
requests
to
this
council
for
more
more
funding
to
help
us
help
us
get
rid
of
some
of
these
incredibly
poor
properties
throughout
our
community.
So
rest
assured,
if
the
money's
there
you'll
be
asked
for
it.

is
to
approve
our
fouling
of
the
2020-2021
annual
action
plan,
application
for
entitlement
funding
for
the
community
development,
block,
grant

home
investment

we've,

those
sources
of
funding
and
programs,
and
how
much
and
devastating
manager
hodge
has
provided
you
the
allocation
recommendations
that
we
believe
will
benefit
the
most
vulnerable
in
our
community.
And
so
we
are
asking
for
approval
tonight.

the
hampton
inn,
hotel,
canopy
encroachment,
and
we
this
is
a
carryover
from
the
last
meeting
and
we're
asking
for
approval
for
the
construction
of
a
canopy
over
the
right
of
way
at
1201
broadway.

That
will
encroach
approximately
14
feet.
10
inches
onto
the
city
right
of
way
along
12th
street,
for
a
distance
of
30
feet.
6,
inches
and
engineering
has
received
their
requests.
As
we
told
you
at
the
last
meeting
from
family
holdings
and
we've
authorized
this
type
of
permanent
encroachment
in
the
past.
Through
the
white
whiffs
of
the
right-of-way
in
uptown.

Five
of
the
spaces
for
the
guest
loading
unloading
zone
at
the
canopy
location
at
12th
street
and
four
of
the
spaces
for
the
entrance
exit
to
the
parking
structure
on
12th
street
and
front
avenue.
There's
no
financial
obligation
for
the
city
and
we
are
presenting
it
to
you.

We
did
on
have

opportunity
to
meet,
but
not
as
the
whole
community,
just
a
small
group
because
of
conflicts
of
schedule
and
what
we
did
was
really

good
meeting,
because
we
were
able
to
go
from
12
spaces
to
nine
and
from
those
nine
automatically
four
will
be
given
to
driveway
permits.

So
actually
it
is
five
parking
spaces
that
they're
asking
additionally
to
do
the
drive
through
and
also
one
of
the
handicapped
positions
will
be
changed
into
two
more
parking
places.
So
the
reality
is
they're
asking
only
for
four
parking
spaces
now
to
be
able
to
do
the
encroachment
where
people
will
be
able
to
drive
in
and
drop
off
their
suitcases
or
the
individual
and
then
come
back.

I
think
it
was
a
very,
very
good
compromise.
It
was
a
very,
very
good
meeting.

happy
with
the
results
have
come

received
several
emails

morning
and

couple
phone
calls
that
while
we
did
do

negotiation

did
a
fair
thing.
We
have
not
had
the
opportunity

go
back
to
uptown's
constituents,
the
merchants
and
stuff
to
tell
them
and
explain
it
better.
So
we've
been
getting
a
lot
of
calls
in
the
chair
from
uptown.

helen
coates
sent
me
a
text
and
gave
me
a
phone
call
and
said
they're,
not
in
favor
of
it
or
they're,
not
against
it,
because
they
have
not
had
an
opportunity
to
discuss
it
that
they
would
like
us
to
delete
it
for
one
more
delay

for
one
more
week,
so
they
can
go
back
and
talk
to
all
the
merchants.

the
merchants
understand
I
attempted
to
call
the
developer,
but
unfortunately
I
wasn't
able
to
get
a
phone
call

no
one

week

devastating

the
project.

wasn't
able

hold
of
them,
but
I
did
get
a
hold
of
another
individual
and
they
felt
we
have
gone
through
this
several
times

been
publicized.

like

it
forward,
but

will
respectfully

my
colleagues
to
let's
give
it
one
more
week

that
mrs
some
coach
can.

trailer

office

heard

concern

we're
giving
uptown
the
opportunity

conversations
with
the

the
businesses

vote

give
them

construction

hotel

is
constructed
and

bring

good
bit
of
money

coffers

hotel
motel
tax
and
through
sales
tax.

taxes
they
bring
in,
can
be
used
in
the
general
fund
in
any
way

we
choose
to
do

think
we
need
to

these

people
who
are
doing

construction

owners

been
giving
us.

delay

that
to
the
chair

people

call
me

before

working

developers

very
generous.

from
12
to
nine

five

think
it's
a
great
offer
but
they're
just
asking
how
to
reset,
because
they
felt
that
the
communicated
channel
or

process
wasn't
correctly
because
they
didn't
know
about
it.

I

phone
call

asked

can

they

congesting
traffic

compromise,

think,
is
very
very
well

shouldn't

it's
a
great
compromise,

I'm
just

just
like
anybody
else
is
here
when
your
constituents
ask
you
something:
that's
what
I'm
doing
today
out
of
respect
to
miss
colt.
Can
we
just
delay
it,
so
they
can
just
have
that
conversation
matter
of
fact,
I
did
tell
her.

think
there'll
be
any
any
other
room
to
compromise,
because
now
we're
talking
about
the
safety
of
the
citizens,

so
we
agree
and
again
I
said
to
her
watch
the
channel

others,
because
they're
on
their
way
back
from
being
out
of
town,
the
two
main
person.

during
that,
I'm
sorry
during
that
conversation
I
wanted
to
say
yes
they're,
not
using
any
of
the
tax
funding
for
their
project
and
the
taxes
that
they
make.
Yes,
they're
going
to
go
into
the
tax.
If
we
all
remember
in
the
tad
we're
only
going
to
get
the
percentage
that
we
did
before
it
became
attack
that
other
funding
will
stay
in
the
tax
we've.
I've
also
been
contact
by
a
couple
people
of
looking
at
probably
using
some
tad
funding
to
create
the
arts
to
do
some
of
the
statues.

Some
of
the
things
are
out
there.
Another
request
I
got
was
probably
thinking
of
public
bathrooms,
because
sometimes
people
go
into
the
restaurants
and
they're,
not
part
of
the
restaurant
and
some
people
use
it.
I'm
not
saying
this
today,
I'm
just
saying
these
are
some
things.
I've
been
brought
to
my
attention
and
we're
gonna
talk
about
that
later,
with
uptown
I've
already
spoken
to
pam,
they
told
us
what
the
rules
are.

mayor,
if
I
may
yes,

I'm
glad
councillor
woodson
mentioned
that
one
of
the
things
I
remember
councilor
house
kind
of
brought
my
attention
about
the
parking
places
and
just
the
intrinsic
value.

guess
overall,
the
investment
in
time
that
what
could
we
do
in
lieu
of
and
I
think
in
talking
to
councillor
woodson.
She
has
some
great
ideas.

This
property
will
generate
tax
dollars
and
the
majority
of
it
will
be
tad
dollars
and
it
will
go
into
an
independent
fund,
but
the
suggestion
is
made
because
of
that,
maybe
in
lieu
of
what's
working
and
what's
being
requested,
there
may
be
some
good
things
to
to
come
of
that
that
we
can
enhance
the
broadway
or
the
uptown
area
through
whether
it's
public
art
or
murals,
or
things
like
that
kind
of
a
thing
where
everybody
wins
and
it's
a
win-win.
I
think
the
the
mayor
has
some
great
ideas.

woodson
does
I
like
that,
and
I
think
that
that
kind
of
satisfies
the
the
part
of
the
value
to
me
and
what
the
the
the
city's
contribution.
So
I
I
just
view
that
as
a
win-win-
and
we
always
talk
about
it
in
in
columbus-
we're
somewhat
na
known
for
public-private
partnerships-
and
this
is
a
you
know-
sometimes
we
get
a
little
creative
with
them.
That's
okay,
but
I
like
that.
I
think
I
can
live
with
that.

workouts
and
even
some
games.

were

some
people
driving
from

every
single
facility
that
we've
evaluated.

professionals

tie
us
into

the
georgia
recreation
professionals

Nobody

state

facilities

with

than
I
do,

minute
we
feel
like
we
can
do

environment

would
encourage
