employed

Columbus,
Fire
and
EMS,
since
November
2010,
whereas
since
being
hired,
Joshua
has
obtained
his
paramedic
license.
National
Incident
Management
certifications
and
is
a
member
of
the
department's
Georgia
search
and
rescue
team.
And
whereas
on
a
cold
day
in
November
of
2017
station
1
was
dispatched
to
a
possible
drowning
and
upon
arrival,
determined
someone
had
fallen
in
the
river
and
was
floating
downstream.

working

patrol
Bureau

whereas
Jason
carton
was
appointed

corporal
on
September
24
2016
and
is
currently
assigned
as
a
deputy
in
the
detective
in
the
property
crime
unit
and
whereas
in
August
2009,
corporal
carton
received
an
associate
degree
applied
science
from
the
Columbus
State
University
and
a
bachelor's
degree
of
science
from
Columbus
State
University
in
August
of
2012.

also
FTO
certified
and
has
received
crisis
innovation,
training
and
whereas
corporal
Curtin
has
received
numerous
awards
and
commendations
to
include
the
operation.
Noble
Eagle
ensure
freedom
service
award
in
May

2012
officer

month

February
of
2013
and
August
of
2017,
and
the
life-saving
award
of
Medal
of
Honor
in
May
of
2006

the
hard

diligent

clearance

brothers

work

unit
works

Police

with
even

shortage

employees

crime

crime

solved.

do
have
an
outstanding
public
safety

this
community

proud
of

men

women

serve

community

my
district
and

at

recognized

our
department
consistently
over

announced
there
would
be
an
executive
session
to
discuss
a
personnel
issue,
not
a
personal
issue
and
then
down
further,
when
that
was
when
the
executive
session
was
called

again.

there
needs
to
be

one
contacted
facilities,
maintenance,
Johnny
harp
to
report
that
the
fourth
floor
had
water
coming
through
the
sill
and
near
the
elevator
about
2:45
a.m.

mr.
Hart
called
the
sheriff's
office,
the
radio
room
to
get
clarification
on
the
water
concern
and
what
was
going
on.
They
advised
that
the
leak
was
near
the
prison
elevator.
So
mr.
Harkavy
that
tan
called
another
facility
maintenance
person
who
works
at
the
government
center
Jerry
Galvin
who's,
the
facilities
manager
for
the
government
center
at
2:49
and
instructed
him
to
get
down
to
the
government
center
to
investigate
the
water
matter.

He
arrived
at
the
government
center
around
3:10
a.m.
went
to
the
sheriff's
office
and
the
that
the
problem
was
on
the
12th
floor
and
so
mr.
Galvan
investigated
and
realized
the
problem
and
he
moved
to
turn
the
water
off
to
the
building
at
that
time
and
that
took
place
around
3:30
5:00
a.m.
he
then
called
in
plumbers
to
come
in,
take
a
look
and
make
the
necessary
repairs
and
then
contacted
the
Public
Works
Director
Pat
Biegler,
and
also
called
a
couple
of
other
people.

The
deputy
city
manager,
Pam
Hodge,
the
director
Pat
Biegler,
made
contact
with
me
around
343
a.m.
and
shared
the
concern.
The
issue
with
me
I
believe
I
arrived
at
the
Government
Center
around
4:30
a.m.
and
met
with
major
mass
in
the
Sheriff's
Office.
They
briefed
me
around
5:00
a.m.
on
Monday
morning.

We
moved
to
issue
a
news
release,
because
we
knew
that
the
condition
was
such
that
we
would
not
be
able
to
bring
people,
employees
or
the
public
into
the
government
center
on
yesterday
we
got
the
news
release
out.
Of
course.
Obviously,
at
3:42
when
Howe
was
contacted,
I
contacted
the
mayor
so
that
the
mayor
would
be
aware
of.
What's
going
on
and
and
so
we
basically
went
to
work
to
get
the
notice
out
and
shut
down
the
government,
senator
the
east
and
west
wings,
and
so
before.

I
call
on
inspections
of
codes
director
John
Hutchison
want
you
to
know
that,
of
course,
I
made
a
call
to
not
just
Pat
be
glib
but
John
Hutchinson,
the
engineering
director,
donna
newman
and
we
convened
all
of
the
appropriate
staff
on
site
to
investigate
and
evaluate
this
situation.
But
before
I
call
on
mr.
Hutchinson.

I
want
to
take
the
opportunity
to
thank
some
people,
then,
and
first
of
all
that
called
the
alarm
went
in
to
namwon
one
and
then
when
when
responded,
obviously
appropriately
and
so
I
did
have
to
thank
them
and
then
the
Sheriff's
Office
from
major
masa.
The
entire
team
I
called
in
fact
the
sheriff
in
route
to
the
government
center
I
did
and
so
major
Massey

there.
The
whole
team

up,
they

insurance
broker

were
all
involved

think

people
out
of
Atlanta
within
two
hours
here
in
Columbus
in
the
government
center
and
so
I'd
have
to
really
think
serve
Crowe
for
all
that
they
did.
But
I
do
want
you
to
know
that
we
do
have
insurance
liability
insurance.
We
have
a
fifty
thousand
dollar
deductible
and
we
are
certainly
going
to
exceed
the
deductible
and
that's
why
the
insurance
company
and
our
insurance
broker?

That's
why
they
are
all
involved
and
so
we're
working
to
get
the
government
center
repair
serve
crawl,
maintenance
on
ground
and
they're
doing
what
they've
got
to
do
to
get
the
building
back
open
as
soon
as
we
can.
So
with
that
I'm
going
to
call
on
inspections
at
Kohl's,
director,
John,
Hutchison
and
and
John
is
kind
of
the
outside
party.
He
doesn't
do
maintenance.

John
is
internationally
certified
by
international
codes
Council.
He
is
a
certified
building
official
and
that's
the
highest
certification
in
the
land
that
you
can
get,
and
so
we
have
it
in
John,
Hutchison
and
when
he
came
in,
he
went
through
the
building
from
a
codes
perspective
and
assessed
and
evaluated,
and
that's
why
he
is
leading
this
effort
to
make
the
presentation
to
you
today.
So
with
that
mr.
John
Hutchison.

Counsel,
all
right
city
manager
to
kind
of
went
through
that
timeline.
There's
not
much
add
to
that.
You
guys
have
copies
with
you.
The
only
change
is
probably
feel
like
you
can
mentioned,
serve
protozoan

about
5:45

o'clock,

to
go
and

working
most
of
everything,
the
city
manager's
already
spoken
and

at
8
o'clock

me,

got
there

explain
this

possible

It
was
the
main
feed
that
went
into
the
boiler.
So
it's
about
a
two
inch
line.
You
know
your
house
is
probably
about
three
quarters
of
an
inch,
so
imagine
a
more
or
less
for
a
better
analogy
or
fire
hose
literally
just
chopped
off
and
just
running
for
hours.
So,
ideally,
that's
the
amount
of
water
that
was
flowing
into
the
building
unchecked,
because
the
boiler
pressurized
would
have
contained
this.
O
All
of
this
piping
is
still
a
part
of
the
assessment
that
we
did
back
in
2013
and
kind
of
adjacent
to
the
hot
water
issue
we
had
on
the
other
side
of
the
boiler
back
last
year
about
those
brakes,
so
we've
already
described
those
as
poor
and
surpassed
their
serviceable
life.
That's
the
boiler
that
is
still
the
original
boiler
from
when
the
building
was
built,
and
the
majority
of
that
piping,
probably
90%
of
it,
is
still
original
to
the
building
that
runs
into
the
boiler.
O
So
therefore,
were
I
think
it
was
set
in
1972,
so
it
has
significant
the
arrow
there
is
the
the
pipe
that
burst.
Typically,
that
pipe
has
insulation
wrapped
around
it.
So
therefore,
there's
not
something
visible.
You
can
see
if
there
is
a
concern
there,
because
you
can
kind
of
see
those
other
pipes
around
the
boiler
just
due
to
the
temperatures
of
the
water
they're
wrapped
in
insulation,
to
keep
people
from
scalding
themselves
walking
by
it.
So
there's
not
we're
not
sure
much
that
could
have
been
done
before
breaking
loose
and
then
what
it
did.
O
I've
got
a

Well,
this
is
the
what
I
did
is
I,
wouldn't
got
a
copy
of
the
penthouse
and
kind
of
so
I
can
give
everybody
kind
of
a
point
of
reference
of
where,
where
we
are
in
the
building,
so
that's
the
north
side,
North
arrows
up
you've
got
kind
of
green
is
where
the
boiler
was
and
the
arrows
about.
Where
that
pipe
that
burst.
So
then,
you'll
see
in
the
subsequent
floor
plans
how
it
affected
the
floors
below
it.

So
this
is
the
11th
floor.
This
is
right
below
that.
It's
judge
Franklin
Judge
MacBride.
We
got
with
them,
they
were
notified.
They
were
up
there
trying
to
you,
know
kind
of
salvage
what
they
could
when
we
got
there
at
8
o'clock.
It
was
you
know
it
was
like
a
wading
pool.
I
mean
it
was.
It
was
pretty
bad.
We
made
sure
the
first
thing
we
did
when
we
got
up
then
got
with
SERVPRO
your
lights
and
power
on
two
separate
circuits.
So
the
lights
were
still
on,
but
we
caught
the
receptacles
false.
O
So
therefore
we
won't
word
about
anybody
getting
electrocuted
up
there.
You
can
see
some
of
those
panels
there
and
we
have
panels
in
the
floor.
So
we
made
sure
that
was
all
turned
off
before
we
proceeded
to
go
in
there.
So
when
we
kept
on
certain
receptacles
outside
of
that
area,
so
serve
cooker
run
their
fans
from
their
vans
from
their
backs
in
other
areas
that
weren't
affected
and
that's
going
into
one
of
the
courtrooms
and
kind
of
looking
up
all
that
water.

You
also
notice
that
insulation,
because
it
wasn't
just
the
flat
tiles
that
were
laid
there,
that
water
was
being
absorbed
by
the
insulation,
that's
on
top
of
those
tiles,
and
that
also
fell
through
you
kind
of
see.
Some
of
the
stress
cracks
like
I
said
we're
not
worried
about
the
structural
integrity
of
the
building
with
just
natural
settlement.
You're
gonna
get
that
way
and
water's
gonna
find
its
way
out.
If
you've
ever
had
a
busted
water
heater
at
your
house,
water's
gonna
find
a
way
to
to
work
through
and
that
it
happened.
O
On
the
12th
floor,
gravity's
also
helped
me,
so
everything
is
just
working
its
way
down.
The
building
like
I,
said:
we've
predicted
to
be
about
36,000
gallons,
because
you
had
about
12,000
I've
got
a
flow
chart.
You
have
roughly
about
12,000
gallons
an
hour,
so
if
you
took
us
about
three
hours
to
get
to
it,
one
thing
I'd
also
like
to
mention
is
that
we
did
not
have
it's
one
of
the
deficiencies
of
the
building
that
mentioned
before.
There
is
no
there's
no
isolation
valve.
O
So
this
water
gave
us
the
problem
here
at
the
boiler
we
had
to
go
out
of
the
building
to
the
main,
to
cut
the
water.
It's
not
like.
We
can
isolate
it
at
that
floor
or
each
floor.
So
typically,
if
we
have
any
problems
at
the
at
the
government
center
doing
with
toilets
anything
like
that,
the
water
has
to
go
off
to
the
whole
building
because
there's
not
like
we
can
go
to
the
fourth
floor
and
hit
an
isolation
valve
and
then
fix
the
fourth
floor
and
then
turn
the
water
back
on
or
bypass.

We're
not
quite
sure
we
don't
know
if
the
water
just
crested
and
skipped
that
floor
of
whatever
reason,
we're
not
100%
sure,
but
you
can
see
that's
the
lawyer's
lounge
on
the
tenth
floor
and
that's
between
the
two
courtrooms
there
and
judge
rumors
area,
his
library,
and
so
you
can
see
looking
up
in
the
picture
to
the
right.
Those
are
all
those
diffusers
that
along
the
windows,
so
ideally
we're
assuming
the
path
of
least
resistance
as
the
water
continued
to
trickle
down
along
the
windows,
not
necessarily
through
the
main
part
of
the
building.

All
right
so,
as
we
started
to
get
lower
the
some
of
the
floors
weren't
as
bad,
we
got
down
to
nine
nine
still
had
some
significant
damage:
solicitors
offices,
there
judge
Peters
Court
with
George.
Peters
chambers
got
more
of
the
damage
than
the
courtroom,
so
we
had
some
dripping
as
you
can
see
on
the
ceiling
there
and
that
you
kind
of
it's
a
little
hard
to
see,
but
you
can
kind
of
see
some
of
the
tiling
had
fallen
down
on
some
of
the
filing
cabinets
there.

So
as
we
so,
this
is
these
are
the
assumptions
that
we're
making
like
I,
told
you
a
few
minutes
ago
about
roughly
about
36,000
gallons,
was
dumped
into
the
tower
and
he's
currently
working
his
way
through
the
building.
We
did
videos
on
eleven,
tenth
and
ninth,
that
I
showed
you.
The
substantial
damage
floors
eight
through
5,
had
minimal
damage,
but
there
was
still
we're
still
gonna
have
to
wait
that
72
hours
to
let
water
kind
of
take
his
course.
We
were
down
on
the
fifth
floor.
O
I
was
an
IT
and
when
I
first
went
there
was
maybe
a
little
spot
on
the
ceiling
tile
and
like
okay.
He
might
not
be
so
bad
when
I
worked
back
through
with
travelers
it
would
it
it
bulge
like
it
was
about
to
give
away
too
so
that
water
is
still
working
its
way
through
the
building.
As
we
went
lower,
we
still
got
some
judge's
chambers
that
Judge
guys
read
on
floor.
Three.
There
were
some
damage
there.

We
talked
to
the
Superior
Court
Clerk,
and
there
was
also
she
was
starting
to
see
some
some
water
damage
as
well.
So
we
were
like
I
said:
we're
just
is
still
an
evolving
process
and
we're
working
with
servpro
to
know
the
full
extent
short-term
progress
the
flooding
has
been.
You
know
we
found
the
leak
we
found
the
pipe
that
burst.
It
has

order
has

they're

we're
trying
to
dry
that
up

best
as

put
in

night
on

upper

Municipal
Court
has

a
traffic

of
those
cases

Court

to

hearings

They

holding

on
Wednesday

Friday
morning
in
the
juvenile
court.
So
that
takes
care
of
that.

court
schedule
is
pretty
much
unchanged.
They
will
run
juvenile
court
because
again
many

are

hour
hearings
and
then
must
have
them
as

as

Superior

on
Friday
morning

floor
of

office

appraiser,

Milton,
and
the
Tax
Assessors
board.

asking
and
I've
went
up
on
the
site
to
see
if
Betty
Middleton
has
a
real
estate
license
or
a
appraisals
license,

cannot
find
that
so
I'd
like
to
have
that
provided
to
me
also
in
the
new
Georgia
property
tax
laws.
In
effect,
under
the
passage
of
Senate
bill,
346,
helping
property
owners
in
the
appeal
process,
taxpayer
must
be
given
access
to
all
data
and
used
to
determining
fair
market
value.

with

of

pure
fact

believe
that

true
value

and

about

domain
of

properties.

of
those
properties
was
my
property
that
was
on
the
corner
of
the
Macon
Road
in
the
interstate
I
185,
and
it
concerned
me
because
of
the
pure
fact
that
they
were
going
to
have
a
median
of
22
feet
and
I
said
what
are
you
gonna
use
it
for
grazing
cattle
and
then
mayor?
You
came
up
with
a
different
design,
but
it's
going
to
take
those
properties.

a
fat

take
those
properties

thirteen
properties,

so
that's

less
money

coffers

placed

the

given

this

this

revenue

receiving

want

if
the
tower
