bit

an
update.
Every
time
we
meet
on
how
covet
is
impacting
our
community
and
it's
a
brief
report.
It's
it's
not
much
different
than
it
was
the
last
couple
of
weeks.
It's
it's
still
causing
challenges
throughout
the
community,
most
specifically
in
our
hospitals.

Our
frontline
healthcare
workers
are
absolute
heroes.
They've
been
doing
an
incredible
job.
We
we
have
said
all
along.
We
continue
to
watch
the
hospitalization
numbers.
Those
are
the
ones
that
we
really
use
as
our
key
indicator.
We
do
watch
the
new
cases,
but
mainly
in
the
sense
that
it
shows
us
how
it's
trending,
currently
it's
trending
as
as
sort
of
a
plateau
and
has
even
declined
just
a
little
bit
over
the
last
few
days.

So
we
hope
that's
a
the
beginning
of
a
very
good
sign,
but
we
do
still
have
a
lot
of
folks
in
the
hospital
I
think
in
in
in
december,
on
christmas
day
we
had
about
31
hospitalized
that
had
been
diagnosed
with
covid.
Here
we
are
today
on
the
25th
of
january,
one
month
later
and
we're
at
183,
so
we
are
still
struggling
anecdotally.
The
good
news
is-
and
this
isn't
the
case
for
everybody,
unfortunately,
but
most
of
the
cases
have
been
less
intense
with
the
symptoms,
even
those
that
are
hospitalized
than
than
in
the
past.

So
we
continue
to
urge
you
to
do
what
you've
been
doing
check
with
your
doc.
If
you
haven't
been
vaccinated,
don't
listen
to
a
politician.
Go
go,
see
your
doctor,
see
what
your
doctor
tells
you
and
then,
of
course
we
appreciate
you
wearing
masks
inside
government
buildings
and
just
to
be
clear.

of
the
reasons
we
ask
you
to
do
that.

it's

protect

employees
contract
the

issue

amount

50
million
dollars
for
the
purchase
of
the
synovus
property.

columbus
building,
authority
bonds

some
of
our
finance
team

our
bond
lawyers
are

from
savannah.

I'm
just
standing

a
few
minutes

our
finance
director.
We

selling
bonds
and
meeting
with
the
building
authority
this
afternoon
and
she
is
making
copies
of
the
presentation
for
you
so
she'll

here
shortly,
but
with
us
today
is

There
are
financial
advisors,
also

bond
council

2019

a
bond
issue
that
we
had
done
then
and
said
these
are
the
best
rates
that
we
have
seen
and
I
won't
steal
the
thunder

this
is
the
best
rates
we've
seen
so
the
sale
went
really
well
this
morning
and
I'll.
Let
doug

through
the
results
of
that
sale
and
then
request
council's
consideration
of
the
resolution.

went
out

did

order

secure
such
good
rates
is
that
we
went
out
to
the
the
national
credit
rating
agencies
and-
and
you
know,
in
spite
of
the
covid
pandemic
and
all
the
financial
pressures
that
are
being
felt
throughout
the
country,
that
we
were
able
to
affirm
our
ratings
with
the
respect
of
rating
agencies,
moody's
at
double
a2
and
s
p
at
double
a
plus
just
one
notch
off
the
the
highest
possible
rating.
So
there's
a
number
of
factors
that
go
into.

we
we
went
out,
we
prepared
a
comprehensive
rating
agency
presentation

was
highlighted.

was
about

that
highlighted
all
the
economic
development

going
in
downtown
in
uptown

progress
that
was
being

were
there,

the
columbus
momentum,

columbus
progress

we
shared
powerpoints

forward
progress
over
the
last
20
25
years,
and
and
I
they
were
obviously
impressed,
and
so
we
like
talking
about
columbus,
especially
in
times
like
these.
When
we
are
or
like
this,
when
we
are

we're
doing
really
well,

we
were
not
doing
well,
we
would
acknowledge
it.

This
is
the

rate

and
so
this
is
two
charts
that
are
the

municipal
market
data.
It's
a
yield
curve

we
use
to
price
bonds
off
of
the
left
hand.
Side
of
the
screen
shows
the
rate
going
back
to
the
start
of
2000..
So
roughly
last
two
decades,
and
you
can
see
there,
we
circled
in
that
green
box,
where
rates
are
historically
low.

There
was
a
small
piece
of
this,
the
cherdon
building
and
some
pieces
of
the
of
the
parking
deck
that
we
issued
as
taxable
bonds,
taxable
meaning
the
interest
is
taxable
to
the
investors.
That'll
just
provide
some
additional
flexibility
for
the
city
in
the
event
that
they
wanted
to
rent
out
that
specific
building
or
use
it
from
other
some
other
non-governmental
purposes
in
the
future.

with
that,
what
we
did
is
we
wanted
to
make
sure
that
that
tax
component
was
provided
the
least
amount
of
impact,
and
in
order
to
do
so,
we
we
amortize
those
bonds
first,
and
so
we
went
out
to
bid
first
at

This
morning
we
put
out
a
notice
of
sale
outlining
the
key
terms
and
conditions
and
the
the
we
got
10
bids
back.

The
winning
bidder
that
was
verbally
awarded
this
morning
was
raymond
james
and
associates.
They
provided
an
interest
rate
of
1.40,
which
is
which
is
remarkable,
what
it
is
the
short
end
of
the
curve
but
which
we'll
get
into
a
little
bit,
but
you
know
normally,
we
need
three
bids
for
it
to
be
considered
a
truly
competitive
process.

The
fact
that
we
got
over
three
times
that
amount
10
is
probably
the
most
I've
seen
for
this
type
and
size
of
transactions,
so
really
competitive
response
on
the
taxable
bonds,
which
are
done
first,
you
can
see
the
amortization,
the
coupons
and
yields
that
were
done
to
cover
that
initial
jordan,
building
and
portion
of
the
parking
deck
purchase.
So
what
we
did
with
the
balance
of
those
is
amortize
them.
On
the
back
end,
with
tax
exempt
bond
proceeds,
the
interest
rates
are
lower
for
those
types
of
bonds.

So
we
wanted
to
have
those
be
on
on
the
back
end
of
the
yield
and
in
very
similar,
a
very,
very,
very
competitive
process.

of
which
stands

true

cost

money
at

that
is
hard
to
beat
in
any
market,

so

one
thing
that
I
do
want
to

point
out
here
is
that,
because
the
coupons
in
today's
environment,
investors
are
willing
to
pay
more
than
100
cents
on
the
dollar,
so
the
coupons
are
higher
than
the
yield
so
for
doing
that,
they're
going
to
be
paying
a
premium
up
front,
and
so
because
of
that
we're
able
to
to
downsize
the
borrowing
not
have
to
borrow
as
much
principle.

we
can
see
on
the
next
page
is
that
in
order
to
produce
that
roughly
50
million
dollars
of
proceeds,
we
only
had
to
go
out
and
borrow
47.2
million
dollars
of
par
amount
for
delivery
payment,
which,

great.
So

you
combine
the
taxable
you
can
see
on
this
page
plus
the
tax
exempt,
creates
our
aggregate
debt
service
structure.

we
were
within
sort
of
a
budgeted
guideline,
so
it's
not
going

cause

millage
rate
impacts
to
your
citizens,

the
representatives
that
we've
been
negotiating
this
agreement
with
with
liberty
is
out
of
town
at
another
engagement
in
gainesville.
But,
as
the
city
attorney
mentioned,
this
franchise
agreement
is
so
that
they
can
maintain
those
gas
lines
and
gas
mains
and
on
the
cities
right
away.
There
is
a
right-of-way
fee
that
utility
companies
pay
to
have
access
to
the
city,
the
public
right
of
ways,
and
so
utility
liberties
utilities.

They
pay
us
five
percent
of
gross
revenue
every
month,
and
so
that
has
continued
as
clifton
mentioned,
although
this
agreement
expired
really
sort
of
in
the
middle
of
the
pandemic.
So
that
is
what
is
on
the
agenda
for
first
reading
tonight.
It
is
to
renew
that
franchise
agreement
for
a
10-year
period
with
two
five-year
renewals.

amendment
just
incorporates
some
of
those
things

not
originally
that's
not
adopted
as
part
of
the
original
budget,

as
those
carryover
items.
Those
purchase
orders
that
rolled
over
from
last
fiscal
year

on
the
basis
of
us
not
having
received
those
goods
or
perform
those
services
by
the
end
of
june
30
of
2021.
So
this
incorporates
officially

budget
those
carryover
items.
It
also
incorporates
into
the

things

have
been
approved
by
action
of
councils,
such
as
those
pandemic
pay
bonuses
that
were
paid
out

those
dollars

individual

of
the

budget

Adjustment

are

consideration

of
those
items

council
approved
subsequent

retention
bonuses
for
those
sworn
public
safety
officers,
as

as
the
increase
in

sign-on
bonuses.

changes

verbiage

language
that
was
adopted
in
the

bonuses
were
adopted
at
two
thousand
dollars.

we're

this

exception

court
request

as

department

council

about

in

out

move

historic

more

house

safety
issue
down

speak
with
you
today

use
of
the
columbus
ice
rink
and
the
negative
effect
it
has
on
our
local
youth
hockey
program
figure
skating
program
and
the
community
at
large.
My
presentation
is
made
in
four
parts
how
the
rink
is
currently
used
evidence
the
infrastructure
is
now
properly
utilized.

On
average,
the
ice
rink
is
used
between
12
to
14
days
a
month
between
the
hours
of
8
am
and
approximately
1
pm
for
court.
I'd
like
to
point
out
that
today
was
one
of
those
tuesdays
where
jury
selection
was
finished
yesterday
on
monday.
So
today
the
ice
rink
sat
completely
empty.
A
total
waste
of
the
resource
if
maintaining
ice
is
not
an
issue.
Use
of
the
rink
for
court
would
have
minimal
effect
on
public
use
because
most
of
our
events
typically
begin
after
5
pm.
However,
maintaining
a
nice
surface
is
the
issue.

One
can
quickly
set
up
the
roughly
200
shares
and
dozen
tables
needed
for
court
in
a
matter
of
hours.
However,
one
cannot
simply
lay
down
a
sheet
of
ice
in
an
hour
or
two.
This
means
that
the
only
ice
rink
within
150
miles
of
columbus,
built
with
the
express
purpose
to
be
used
and
enjoyed
by
the
public
cannot
be
while
researching
the
facts
of
this
presentation.
I
found
the
decision
to
use
the
ice.
Rink
seem
to
be
made
in
haste
and
without
a
thorough
analysis
to
ensure
the
proper
facility
was
selected.

be
seen
on

when
asked
how
many
people
are
in
the
rink
at
any
given
time,
jury
manager,
sonya
kibble,
confirmed
with
me,
quote,
there's
sometimes
about
200
people
in
the
rink,
but
I
wouldn't
say
any
more

that.

arithmetic
shows
that
only
7
200
square
feet
is
needed
to
maintain
six
feet
of
physical
separation
for
200
people.
The
ice
rink
has
17
000
square
feet
enclosed
between
the
glass
and
boards,
meaning
58
of
the
usable
space
is
in
fact
not
used.

only
is
the
physical
space
not
properly
used,
but
the
rank
has
been
used
for
non-judicial
events
as
well.
This
includes
two
columbus
government
hiring
events
on
august
21st,
2021
and
january
5th.
2022,
an
electronic
sports
gaming
event
on
june
20th,
2021
and
contestant
registration
for
a
price
is
right.
Game
show
event
on
november
3rd
2021,
while
these
may
seem
benign
since
the
facility
is
available,
they're
a
slap
in
the
face
of
the
children
and
taxpayers
who
are
entitled
to
use
the
rink
as
it
was
intended.

The
following
slides
will
show
exactly
the
use
of
the
ice
rink
without
the
effects
of
the
ice
rink.
The
seizure
of
the
ice
rink
has
resulted
in
the
cancellation
of
all
public
skating
services
and
the
movement
of
all
activities
for
the
columbus
hockey
association,
the
columbus
figure
skating
academy,
the
four
penning
hockey
team
and
the
auburn
university
hockey
team
to
the
civic
center.
These
fledgling
organizations
that
provide
over
400
children
and
adults
a
safe
fun
environment
to
participate
in
the
sports.
They
love,
are
being
bled
dry
by
the
lack
of
ice
time.

Most
notably,
the
figure
skating
academy's
learned
escape
program
which
has
been
reduced
from
130
participants
to
zero.
Not
only
these
programs
need
to
compete
for
ice
time
with
the
professional
hockey,
indoor
football
and
two
indoor
soccer
teams,
but
also
the
many
shows
concerts
and
events
that
take
place
at
the
civic
center.

The
cha
and
cfsa
have
had
on
numerous
occasions,
while
scheduled
ice
time
due
to
events
either
being
scheduled
on
top
of
their
time
slots
or
events
moved
into
the
civic
center
last
minute,
most
notably
on
september
13,
16-19
2021,
when
the
latino
festival
was
moved
from
the
civic
center
parking
lot
to
inside
the
civic
center
as
a
result
of
inclement
weather
canceling.
Three
days
of
scheduled
ice
for
both
programs.

This
is
in
addition
to
the
almost
dozens
of
time,
the
almost
dozen
times
the
cha
and
cfsa
lost
ice
time
within
a
few
days
notice
due
to
poor
time
management
and
lack
of
forward
thinking
by
the
city.
When
scheduling
the
setup
and
tear
down
of
the
football
and
soccer
playing
services
and
stages
for
concerts
shows
and
graduations.

Public
skating
has
not
been
available
in
columbus
since
january
2021,
further
depriving
columbus
citizens
of
a
safe
fun
and
affordable
activity.
One
would
think
that
a
city
reeling
on
a
record
year
of
violent
crime
and
70
murders,
of
which
27
victims
and
14
perpetrators
running
the
age
of
21,
would
do
everything
our
power
to
facilitate
safe,
affordable
and
accessible
physical
activity
for
their
constituents,
specifically
our
children.

Finally,
next
I
propose
the
following
locations
for
state
court
and
jury
selection
activities.
First
back
to
the
government
center
russell
atlanta's,
fulton,
county
and
megan's
bib
county
state
court
and
jury
selection
occurs
at
the
court
at
their
courthouses,
while
maintaining
proper,
coveted
mitigation
protocols.
Second,
one
of
the
many
local
recreation
centers
such
as
salmon,
road,
supercenter
or
shirley
winston
rec
center,
all
19
000
square
foot
facilities
that
can
quickly
be
converted
to
the
layout
required
for
judicial
events
and
then
quickly
back
to
his
normal
use
within
a
matter
of
hours.

Finally,
third,
the
columbus
convention
trade
center,
a
182,
000
square
foot
event
center
with
17
meeting
rooms
that
can
be
partitioned
and
segregated
from
other
parties
using
facility.
In
closing,
I
ask
that
you
all
consider
the
issue
its
effects
on
your
community
and
the
solutions
I've
presented
today
seriously
as
the
columbus
citizens
who
have
voiced
their
concerns.
As
of
today,
an
online
petition,
we
started
to
open
the
ice.
Rink
has
garnered
1818
signatures
and
local
news
stations.

expressed
interest
in
reporting
on
the
situation.

council

a
staff,

those

judges
came
to
us

said
we

need
a
spot

wanted

struck,

don't
get
them
to

the
court
process

quickly

they

mandated

opportunity

post
bond
and

would
have
some

these
folks
that
are
allegedly
involved

these
activities
that
you

referred
to
back
on
the
street.
So
I
can
promise
you
nobody
around.
This

nobody
in

government
center
wanted
to
deny
anybody
access
to
those
facilities.

why
we
built
them,
but
there
are
times
when
we
have
to
make
decisions
in
the
greater
interest
of
the
entire
community.
Even
though

know
it's
going
to

an
imposition
for
a
relatively
small
group.

chattahoochee

the
issues

they
face
during
covet
and
so
forth,
and
judge
mcbride
told
us
at
that
meeting
that
one
of
the
things
they're
going
to
do
is
to
increase
the
personnel
in
each

the
departments
and

forth
throughout
his
organization,
so
that
they
can
move
faster
and
the
other
thing
he
said
was
they're
looking,
as
the
mayor
has
said,
at
another
location
and
as
quickly
as
they
can
get
out
of
the
civic
center
and
the
ice
rink.

I

let
you
know

you're,
not

only
one
who

concerned
with
this,
but
particularly
the
chief
judge

the
chattahoochee
circuit,
has
this
under
his

his
control
and

them

a

we

the
summertime
at
which
the
ice
rink
would
have
been
closed

contracted
community
ticketed

what
he
provided

cancelled

upon
events

were
community

a
part
of
their
agreement,
and
then

there

been
instances
in
which
there
was
short
notification
about
cancellation
of
ice

it's

happened
on
a
few
instances
and
one

them
was

tri-city
latino
festival
that
mimi
woodson
hosts
and
yes,
it
was
because
it
inclement
weather
so
he's
absolutely
right,

the
same

we
try

best

any

these
last
minute
changes

the
groups
as
soon
as
possible.

integral
parts

that

cfsa

access

the
ice

scheduling

upon
operating
hours
at
such
a
civic
center.
We
do
not
dictate

organization's
schedule

building
is
open
and
the
ice
is
available,
anyone
can
book
it.
We
do
not
dictate
the
scheduling
for
any
of
the
youth
organizations
access
to
ice.

auburn
hockey
team
practices
at

This
process
has
been
placed
since
2018
and
it's
based
upon
the
student's
schedule
at
harvard
university,
fort
benning
hockey
struggles
to
find
ice
sign.
We've
collaborated
with
captain
that
does
the
scheduling
for
fort
benning
and
they
actually
have
ice
time.

upcoming
weekend,
sometimes
they're
displaced
for
ice
time,
just
due
to
exercises
they
make
that
they
may
have
on
the
weekend
or
at
one
point
during
cove,
but
a
lot
of
the
soldiers
were
not
able
to
come
off
a
base
due
to
activity
of
covet.
So
that's
why
they
didn't
get
ice
time
so
to
speak,
and
no
public
skating.

has
already
been
challenging
enough
to
organize
with
our
groups.
So
we
didn't
want
to
send
inconsistent
message
to
the
public
and
not
have
a
consistent
schedule
for
them.
We
trust
me:
we
lost
sleep
over
trying
to
do
something
during
thanksgiving
break
and
during
christmas
break,
but
the
scheduling
was
going
to
be
so
roller
coaster.
It
wouldn't
make
sense
for
us
to
have
public
skate
on
monday,
tuesday,
not
have
it
on
wednesday,
thursday
you'd
come
in
on
friday.
It
just
would
have
made
added
fuel
to
a
fire
to
a
situation.

here's
one
of
the
most
important
parts
for
me
and
and
almost
kind
of
why
I'm
here
is
to
talk
about
the
future
to
talk
about
what
we
are
anticipating
from
the
ice
rink,
and
this
isn't
not
only
a
information
for
city
council,

rosenhammer,
but
also
the
citizens
at
large.

that
does
is
with
our
facility
becoming
a
aau
certified
facility.
It
allows
for
more
competitive
youth
tournaments,
meaning
the
youth

playing
on
elite

chicago

york,
will
travel
to
columbus
now
because
they
get
the
accreditation
that
they
and
they
know
that
scouts
will
potentially
be
attending
those
tournaments
because
we
are
aau
sanctioned
facility.

also
initiated.

hockey
program
to
expose

ex

provide
exposure
to
underserved
youth

the
community,
myself
and
mimi
woodson
are
working

that
project
where
we've
been
partnering

gwinnett
gladiators

potentially
provide
grants
for
students
at
boys
and
girls
club
to
be
able
to
be
a
part
of
the
learn
escape
program.

conversation

bringing
a
junior
hockey
team
to
columbus.
The
facility
fits
that
we've
got
the
locker
rooms.
We've
talked
to
multiple
storage
companies,

additional
storage,

be
able
to
store
those
teams.
Equipments
and
facility
needs
for
when
they
have
this
junior

discuss

matters

public

feel
forced
it
becomes
a
chaotic
situation
that
never
turns
out
right

matters

leadership

here

council
members
that
were
here,
everybody
that
attended
this
meeting
here,
knew
under
the
circumstances

emergency
call
meeting

council

known

council
members
were
compromised
and

vulnerable
situation,
and

asked
for
delay.

we
could
understand
this

little
bit

given

hours
less

with
the
bulldogs

monday

if

as
long
as
I've
been
at

council
seat,
everybody's
always
respected

request
for
delay

able

look

matters

bit
more
thoroughly

diligence,

are
sworn
under
law

uphold

laws
of
this
state.

catch
up

funds

plan
funding,

the
specifics
related

this
program.
But
again
this

something

was
passed
by
the
house
and
the
senate
and
signed
into
law
back
in
march
of
2021..

It
does
specify
how
those
funds
can
be
spent,
and
so
we
have
come
to
council
and
you
all
have
adopted
a
resolution
on
the
execution
of
how
those
funds
will
be
spent.
I
We
were
allocated
78
million
dollars
as
a
county
and
a
city
we've
received
that
first
allocation,
which
is
half
of
that
funding
of
39
million.
We
anticipate
the
balance
of
the
distribution
of
those
funds
this
june,
so
there
was
an
interim
rule
that
we
have
been
operating
off
of
that
was
executed
in
may
of
21.

We
have
since
received
the
final
rule
that
came
out
january,
the
6th
it
does
take
effect
april,
the
1st,
but
we
are
allowed
to
use
anything.
That's
in
the
final
rule
and
anything
that
we
do,
and
so
everything
that
council
has
approved
thus
far
was
in
the
interim
rule
and
is
also
compliant
with
the
final
rule.
The
final
rule
does
allow
some
flexibility
and
a
wider
range
of
uses,
but
everything
that
has
been
approved
by
council

still
in
compliance
with
both
the
interim
final
rule
and
the
final
rule,

the
arp
funding.

first
allocation
was
the
automation
of
the
garbage
collection
at
19.5
million
the
original
budget,
we're
requesting
the
revision
of
that
at
eight

18.4
to
utilize
a
1.1
million
of
the
garbage
truck
funding
for

cameras.

heard
some
of
the
comments
that
council
was
making
the
first
phase
of
that
program
was
approved
on
council
agenda
today,
and
so
that
is
a
3.2
million
dollar
purchase
of
the
total
program.

order
for
the
funding
to
come
out
of
arp,
there
will
be
1.1
million
transferred
from
the
garbage
collection,
ambulance,
hat
2.1
million.
We
anticipate
the
delivery
of
those
by
june
of
22..

Broadband
cyber
security
that
allocation
for
the
phase.
One
of
that
program
is
three
million
dollars
to
date.

000
has
been
spent
out
of
that
three
million
dollar
allocation
revenue
recovery
at
3.5
million.
Those
funds
have
been
distributed
to
those
funds
that
receive
hotel,
motel
tax
and
so
that
revenue
recovery
is
then
distributed
to
those
organizations
who
would
benefit
from
the
hotel,
motel
tax
distribution
and
then,
as
I
mentioned,
the
premium
pay.
Originally
we
budgeted
at
5
million
that
was
distributed
to
all
eligible
employees.

small
business
grants
non-profit
grants
and
the
economic
tourism
grants
that
application
was
released
on
january.

those

those

about
those
programs
in
just
a

response

hopeful

some
research
online

started
seeing

other
cities
are
doing

communities

affordable

with
developing
communities

outreach
programs

out
there
helping

nonprofits?

calling

of
some
of
the
organizations
that
I
know
and
asking
them
about
what
their
needs
are,

everybody

need

funds
have

depleted

address

these
needs.

this
council
needs

re-look
at
the
allocations
that
we're
directing

allocations
have
already
been
submitted,

already

identified

the

the
programs
that
has
really
stuck

true
springs

them
and

with
them
more
recently
it
the
thing
that
that

they
struggle
with
that

I'm
not
sure
how
to
solve
this.

they're

handout

families

help

out

poverty
situation,

show
them
there's

light

tunnel

of
right

get
them
out
of
a
housing
unit
and

get
them
into
a
rental
house

they're
just
so
proud,

then
they
get
their
first
utility
bill.

that
bothers

is
the

facility
they're
renting
to
me
is
not
up
to
standard,
so
they
they
got
a
struggle
with

got
my
utility
bill
here,

I

got
to
buy
groceries

child
needs
to
go
to
the
doctor.

they
struggle
with
those
kind
of
things
and
then,
before
you
know
it
they're
out
of
that
rental
unit
and
they're
back
in
a
housing
project.

there's
a
cycle
there
that,
if
we're
going
to
give
them
a
hand
up,
we
need
to
kind
of
make
sure
they've
got
a
way
forward
and
the
only
thing
that
comes
to
my
mind
is
if
we're
gonna.
If
we're

to
have
a
city
code
of
standards
for
rental
property
shouldn't
it,
the
bar
be
set
a
certain
level
where,
if
somebody
gets
in
then
the
they
have
a
certainty
to
know
that
the
insulation
is
proper
and
other
things
are
set
in
place
so
that
they
don't
it's.

themselves

that

wanted

plant
that
seed

plan

executive

mark
with
biden,
and

been
sharing
with
my
fellow
counselors
like
when
the
final
rule
came

first
round
of
funds
that
make

receive
they
did
affordable
housing,
but

only

housing,
they
had

match
so
actual
philanthropist
in
macon
provided
more
funds.
So
the
city
put
5
million

up
so
much
money
and
that
you
know
you
can
google
that
and
find
the
information
out.
But
it's
a
lot
of
things
that
we
can
do.

it

communities
it

faced

larger
disparity.

grandmother

has

she
can't
put

roofs
on

deal

plumbing

plumbing
lead
plumbing.
She
can't
do
that,

I
only
can
do
is
imagine
how
many
other
citizens
are
like
that.

one
of
the
first
homes
that
was
built
in
this

carver

she
had

received
that
five
thousand
dollar
check,

her

dad

killed
in
action
in
korea.

she's

recipient

same
thing:
it's
a
lot
of
widows

community

still
living
that
need
assistance.

we're
asking

times

discovering

people
are
not
managing
their
business.

for

grant

capacity,

come

for

doing
good

we

request
that
we

american
rescue
plan
grants
the
way
to
access
those
grants
us

You

a
section
that
has
three:
this
of
the
grant
programs
listed,
the
small
business
grant
program,
hospitality
tourism
grant
program,
as
well
as
the
non-profit,
grant
the
little
arrows
that
point
towards
read
complete
details.

a
real
reason.
All
three
grants
are
reimbursable
grants.
That
means
that
you
had
to
spend
money
to
be
reimbursed
through
the
award.
The
the
first
reimbursable
expense
are
space
costs
and
they
include
rent
mortgage
and
insurance
costs
and
awarded
firms
that
are
going
to
seek
reimbursement
for
those
costs.
They
need
to
provide
the
documentation,
such
as
a
lease
or
mortgage
agreement,
and
it
shows
the
time
that
they're
responsible
for
those
costs
and
the
proofs
of
payment
for
those
those
costs.

third
category
of
reimbursable
expense
is
operational.
Retrofitting
this
operational
retrofitting
simply
means
a
building
modification
expense
to
support
the
enhanced
business
persistence
so
awarded
firms
seeking
reimbursement
in
this
category
should
provide
things
like
copies

the
contractor
that
perform
the
work
any
applicable,
lien
waivers
proofs
of
payment
permit
receipts
occupancy
certificate
certificates.

first
grant

total
population

also

they
looked

registered

and
older
when
they
looked
at
theirs.
But
it
really
didn't
have
much
change
in
the
demographic
information
between
the
scenario

and
the
what
came
back
from
the
state.
So

won't

a
lot
of
time
on
that
other
than
to
point
out
that
district
8
is
still
off
of
that
3
percent
that
we
were
targeting
to
try
to
meet
so
again
options.

bring
back
at
the
next
meeting

recommendation

districting
commission,
as
is
required
in
our
charter.
So
the
the
three
options
is
to
proceed
forward
with
what
the
districting
commission
recommended
without
the
state
reapportionment
office
technical

conversation
that
we
are
unsure.

legislative
council
will
draft
legislation

anything

is
not
approved
by
the
state
reapportionment
office,
so
that
is
definitely

concern
not
having
their
technical

what
they
agreed

it
goes
back
to
the
end
of
the
line
behind
all
the
other
counties.

plans

midland
commons

the
airport.
Although
those
two
areas,
although
midland
commons,
is
kind

tied
to
one
neighborhood

flat
rock
park

have
voters
in
it
as
part
of
that
whole
district,
but
the
airport
obviously
doesn't
so
we
could
ask
for
those
two
specific
changes
and
see
if
she
would
be
willing
to
accommodate
those
two
changes.

the
school
board
since
I

back
there.
If
so,
the

council.

wouldn't
have
to
use
this
new

new
lines,
the
new
map
for
this
upcoming
election,
but

school
board

might
want

address
that,
but
there

difference
in
what
we're
looking
at
as
opposed
to
what
the
school
district
is.

there's
still
discussion
about
whether
that
population
in
fort
benning,
that
is

excluded

council
districts
should
be
added
into
the
school
districts.
So
their
maps
might
be
different
from.

board
will

elected
under
their
new
district
lines,
because
again
they
do
not
have
the
six-month
requirement
as
we
have
in
our
charter
city
council
lines,
however,
will
be

old

one
thing
you

you
qualify
a
candidate
and
they
run
in
an
election
and
then
win
and
they're,
not
in
the
new
district,
they
immediately
vacate
that
seat.

asked

move

primary
to
a
later

are
some
of
the
reasons
why,
because
we
have
all
of
this
redistricting,

have
a
new

technical

a

ago-
and
this
is
just
what
we're
we're
seeing
right
now,
so
it's
going
to
be
difficult.

people
are
going
to
be
voting
for
council
and
for
school
board
on
their
ballot,
because
our
lines
aren't
going
to
match
each
other
we're
going
back
to
what
we
did
10
years
ago.

section

22nd
street
that
is
in
the
old
council
seven,
but
in
the
new
school

in
the
primary
on

they'll
have
seven
and
eight
on
their
ballot,

one
will
be

education

I'm
just
here
to
provide
an
update
on
legacy
terrace,
it's
an
affordable
housing
development
owned
by
the
city
of
columbus.
It's
located
at
801,
ninth
avenue.

And
as
part
of
that
home
program,
funding,
seven
of
the
17
units
are
required
to
be
designated
for
persons
of
low
and
moderate
income.
That
means
that
they're
under
80
percent
of
the
area,
median
income
and
these
seven
units
must
remain
available
for
low
and
moderate
income
citizens
for
a
20-year
affordability
period.

All
income
generated
from
the
operation
of
legacy
terrorists
set
aside
for
maintenance
of
legacy
terrorists.
To
date,
the
reserves
total
95
000.
The
city
has
a
very
solid
relationship
with
the
housing
authority.

They've
been
excellent
partners
in
preserving
affordable
housing
for
this
community,
but
today
the
property
currently
faces
a
need
for
termite
abatement
and
we'll
be
coming
back
to
the
february
8th
city
council
meeting
to
to
talk
about
getting
approval
for
utilization
of
the
reserves.
For
that
termite
abatement.

The
property
was
not
profitable
and
when
we
took
ownership,
we
turned
that
property
over
to
the
housing
authority
to
manage
it
for
us
and
they
turned
it
into
a
property
with
net
income
on
an
annual
basis,
and
now
we
have
what
ninety
six
thousand
dollars
ninety
five
thousand
dollars
in
reserve
mayor.
I
know
you
remember
this
property,
yes,
sir,
and
so
it
does
have
termites
we're
told,
and
they
are
the
pri
property
managers
for
us,
the
housing
authority
and
we'll
want
to
use
some
of
that
reserve
money
to
take
care
of
the
termite
situation.
I
So
I
will
be
very
brief
on
this
synovus
update.
Obviously,
council
has
authorized
the
bonds
and
we
are
moving
forward
with
the
purchase
and
renovation
of
that
facility,
based
on
our
purchase
and
sale
agreement
with
synovus
again
the
represents
the
main
office,
the
bradley
building,
the
jordan
building,
the
uptown
center
and
the
parking
structure.
I
That
was
you
know,
just
under
250
000
square
feet
and
634
parking
spaces
in
between
11th
street
and
12th
street
broadway,
and
first
avenue
again
that
purchase
price
is
25
million
there'll,
be
a
lease
agreement
for
about
500
000,
so
the
net
purchase
price
is
the
24.5
that
will
be
for
administrative
use
of
that
facility.
We've
outlined
those
departments,
as
we've
been
talking
to
city
council
about
who
will
move
to
that
location,
which
departments
will
move
and
we're
moving
forward
with
the
planning
process
for
this
facility
and
the
renovations
that
will
be
required.

So
just
wanted
to
provide
you
a
timeline.
Let
you
know
where
we're
at.
They
are
continuing
the
architects
to
work
on
the
test
fits
and
which
department
will
move
to
what
location
in
what
building
at
synovus.
So
we're
working
through
that
with
the
city
manager's
office
and
the
mayor's
office,
the
bond
closing
will
take
place
on
february
22nd
and
the
real
estate
closing
will
take
place
on
february
23rd.
I
What
will
be
coming
back
to
council
in
february
is
to
start
the
purchase
of
some
of
the
equipment
that
will
be
needed
at
that
facility,
so
we've
had
our
architects
and
our
construction
team
evaluating
that
building.
Obviously
we
don't
want
to
move
into
this
facility
and
then
two
years
from
now
need
to
replace
the
hvac
system
or
a
cooling
tower,
so
they
have
been
evaluating
all
those
mechanical
components
of
that
building
and
we'll
be
making
recommendations
to
counsel
for
the
purchase
of
those
new
equipment
that
has
extended
lead
time.

We
will
be
taking
over
the
majority
of
the
buildings
in
july,
and
so
obviously
some
of
those
things
have
a
six-month
lead
time
and
in
order
to
expedite
that
renovation
process,
there's
some
equipment
that
we
need
to
order
in
the
next
month,
or
so
so
that
it's
here
when
those
renovations
start
to
take
place,
the
design
will
be
complete
by
june.

Will
we
be
coming
back
to
council
at
the
next
meeting
really
to
talk
about
the
judicial
center
timeline,
but
they're
so
related,
because
part
of
the
construction
of
the
new
judicial
center
requires
the
demolition
of
the
wings
and
in
order
to
have
the
wings
empty,
we
need
to
move
out
some
of
the
offices
out
of
the
government
center
into
the
cenova
building.
So
the
the
timelines
are
definitely
coincide
with
each
other.

renovation
of
the
main
office,
as
you
remember,
with

purchase
and
sale
agreement
synovus
will
remain
in
the
main
office,
which
is
that
building
on
the
corner
of
12th
and
broadway
until
july
july
of
24,

offices
for
movement
of
other
departments
into
that
facility.

will
happen
in
march
of
