we
are
planning
to

place

on
our
situation.

we
will
continue
to
watch
that.
I
will
tell
you
the
news
on
on
the
pandemic
front
here
in
our
community
is
positive.
The
numbers
continue
to
be
stable
or
even
decline
a
little
bit.
We
are
kind
of
keeping
a
close
eye
on
what's
going
on
with
the
hospitalizations
following
the
first
real
winter
holiday,
where
people
gather
indoors.
That's
when
we
began
to
see
a
lot
of
our
surge
last
year
so
far,
the
surge
is
as
truthfully
as
we
expected
it,
which
is
very,
very
minimal.

So
we're
going
to
watch
that
and
and
we
we
continue
to
be
encouraged
by
the
number
of
people
that
are
receiving
vaccines.
Still.

I
know
my
wife
and
I
actually
went
and
got
our
booster
about
two
weeks
ago
and
of
course
we
both
do
it
because
we
come
into
contact
with
so
many
people,
and
we
want
to
make
sure
that
the
folks
we're
around
are
as
safe
as
we
can.
We
can
possibly
make
them
again
with
regards
to
vaccines.
If
you
haven't
had
it.

My
recommendation
goes
no
farther
than
to
recommend
that
you
speak
with
your
health
care
professional
and
get
their
their
input,
but
columbus
right
now
is
at
about
40
percent,
complete
with
of
people
who
are
fully
vaccinated
and
we're
about
43
percent
that
have
had
at
least
one
dose
of
the
vaccine.

think
that
accompanied
with
some
folks
that
have
already
had
the
virus
and
have
developed
some
antibodies,
I
think
we're
seeing
well
I'm
certain
of
it
based
on
the
numbers.
The
the
spread
has
slowed
substantially,
but
we
will
keep
you
updated

keep
you
informed,
and
I
I'll
I'll

little

as
I
I
do
most

mine
and
that

by

the
people

involved
in
litigation
up
in
ohio.
There
are
cities
and
counties
all
over

country,
several
thousand
involved
in
litigation
against
opioid
manufacturers
and
distributors.

an
item
on
my
agenda
for
the
va
clinic
and
representatives
from
metro
transit
system
present
this
morning,
director,
rosa
evans
and
mayor
as
she
comes
to
the
podium
to
talk
about
transportation
service
to
the
va
clinic.

I
want
to
just
pause
to
say
that
I
was
very
pleased
a
week
or
so
ago
when
I
learned
that
the
va
clinic
would
be
named
after
bob
porter
chef
in
his
honor
and
we
all
know
bob
porter's
chef.
Certainly
I
would
not
be
sitting
in
the
seat
as
city
manager
were
not
for
the
former
late
mayor
bob
porter
chef.

He
obviously
was
an
exceptional
soldier
because
he
was
proud
throughout
his
service
here
in
the
columbus
community
that
that
he
had
been
a
soldier
for
so
many
years
and
served
his
his
this
country.
But
he
in
my
mind,
was
an
exceptional
mayor
and
you
know
the
thing
about
bob
porter
chef.
He
was
a
mayor
for
everybody,
you
know
it
didn't
matter:
political
lands
and
race
or
gender
or
anything.
He
was
just
everybody's
mayor,
it
didn't
matter
and
he
brought
life
to
wherever
he
any
doors
that
he
entered.

The
naming
of
the
clinic-
and
we
all
know
that
it's
under
construction
and
expected
to
open,
I
believe,
around
march
of
2022,
and
it
will
provide
medical
services
to
veterans
throughout
the
chattahoochee
valley
area.
So
I
had
to
say
that
before
they
come
to
the
podium,
because
I
consider
bob
porter
chef,
not
just
a
mayor,
not
just
my
boss,
but
a
friend
not
just
a
friend
to
me,
but
a
friend
to
all
of
columbus
and
all
veterans.

metro
want
they're
here
to
talk
about
how,
because
we
don't
provide
transportation
service
to
that
area,
where
it's
being
where
it's
going
to
be,
and
so
metra
has
been
working
to
figure
out
how
to
get
transportation
service
to
that
area,
for
veterans
who
may
not
have
transportation
or
have
transportation
and
just
decide
they
want
to
use
public
transit.
So
with
that
metro,
director,
rosa
evans
is
here
and
she's
got
a
lot
of
her
team
members
here
with
her
so

is
a
demand
response
service
to
the
robert
s,
porter
chef
veterans
affairs
clinic,
and
I
do
believe
that
they're
going
to
call
it
the
va
clinic
the
robert
s,
porter
chef,
va
clinic.

this

timeline.
We
started
discussion
about
the
service
back
about
a
year
ago,
in
january,
we've
been
in
communication
with
the
va
staff.
Quite
a
bit.
We
had
our
first
tour
of
the
campus
gosh.
They
still
had
a
lot
remaining
when
the
tour
first
tour
took
place
in
july,
and
we
continued
discussion
with
the
va
and
our
staff.

I
was
just
amazed
going
through
and
they
still
at
that
time
have
a
ways
to
go,
but
they're
making
great
progress.
There
were
about
three
or
four
of
us
that
went
out
on
the
on
the
16th,
and
I
thought
we
would
never
walk
finish
walking
through
the
the
building.
It
is
it
it.
When
I
left,
I
wanted
to
just
shake
everybody's
hand
and
served
in
the
in
any
military
in
the
as
a
va
it
just
it's
great,
it's
phenomenal.

if
you
have
a
chance-
and
you
can
go
out
and
tour
it,
I
would
encourage
you
to
and
of
course
today
we're
presenting

We

our
community
outreach
and
that's
informing
the
public,
letting
them
know
this
facility

there

service

metro

sending
it

all
of

agencies

the
va
provide

us,
as
well
as
the
access

independence,
the
disability

service

city
manager
said,

anticipated
opening
date
is
in
march,
so
we'll
we're
going
to
wait
to
hear
from
them

once
they
give
us
a
definite
day.

It'll
be
hourly
service
from
7
30
a.m,
until
5
30
p.m,
monday
through
friday,
and
this
is
in
conjunction
with
their
service
hours
of
operation.

The
fare
is
250
each
way
our
reduced
fares
are
not
applicable.
For
this
service
service
is
only
provided
if
a
trip
is
scheduled.
So
that
means
the
bus
will
not
just
go
to
the
va,
we're
basing
the
service
on
trips
and
calls
that
are
already
reserved,
and
this
these
are
just
some
photos
that
the
va
provided
to
us
for
this
presentation.

services
we
asked
if
we
could
provide-
and
it's
just
a
wide
range
of
services,
as
you
can
see,
primary
care,
mental
health,
optometry
lab
audiology
radiology,
including
ultrasound,
ct
and
mri,
dental
prosthetics,
podiatry,
physical
therapy,
occupational
therapy,
telehealth
pastoral
care
and
women's
health,
and-
and
I
can't
speak
for
the
va.
But
while
we
were
touring,
they
did
tell
us
that
they
are
hiring
and
if
we
knew
any
one
in
the
medical
field
seeking
employment
to
refer
them
to
to
them.

ride
came

somebody

ride

the
transfer
station,
to
be
able
to
then
connect
to
this
with
that
as
long
as
they're
inside
the
service
area
they're
getting
ballerina
yeah?
That
would
be
a
way
to
get
there.

I
guess
the
one
one
thing
that
worries
me
if
I
was
taking
this
would
be
scheduling
the
return
trip,
since
you
don't
go
every
hour.
How
do
you
predict
that,
because
sometimes
doctors
don't
always
see
you
on
time.

similar
as
the
ada
paratransit
service.
Now,
okay,
they
they
schedule
the
pickup
and
a
return
okay
when
they
call-

they
usually
schedule
it
out
further
and
okay,
just
know
that
we
will
work
with
them.

do
our
paratransit.
You
know
they
do
the
best
they
can,
and
sometimes
they
really
cannot
predict
the
time,
but
we
always
make
provisions
to
go
back

get
them.

be

remember

go
out
there

no
transportation.

a
lot

times
they
will-
and
I
appreciate-
but
I
just
want

highlight
something
all
before
when
all
the
discussion
was
going
on
about
the
vets
couldn't
get
there.

knew
that

was
only
going
to
be
a
non-issue
because
I
do
know
with
this
community
being
so
pro-military
plus.

know
the
city
manager
was
going
to
work
away
for
the
veterans,
so
I'm
kind
of
glad
that
we're
having
this
discussion-
and
I
like
to
highlight
because
councillor
whitson
brought
it
up
during
the
time
when
we
were
discussing
about
building
this,
they
have
a
section
that
is
it's
in
councillor
sucker
they.
What
is
so
unique
about
this
here
for
years?
Female
veterans
concerns
were
not
an
issue.

A
dominant,
as
as
they
should
have
been,
and
to
have
a
women's
section
clinic
is
awesome.
A
lot
of
things
that
women
incurred
injuries
specific
to
females
were
overlooked
for
years,
and
I've
talked
to
council
whitson
that
she
needs
to
go
check
some
of
those
things
herself,
but
this
is
huge
to
have
a
section
for
women's
health.
But
I'd
like
to
thank
you
for
your
comment,
because
they're
going
to
be
times
when
they
they
will
schedule
a
veteran
call
them.
Maybe
that
day
we
have
a
slot
for
you,
and
I
appreciate
you
making
that
allowance.

some
challenges
along

way,

the
day,
it's

a
really
good
thing

our
community
and
it's
well
deserving
our
veterans
of
what
the
services
they're
going

able

provide
just
off

charts
first
class
healthcare,
and
it's
going
to
be
a
good
thing.
So
I
appreciate
everybody's

effort

trying
to
meet
the
needs
and
and
make
this
facility
what
it
what
it
really
should
be.

move
over

three
items
that
we
need
to
really
take
a
look
at
one.
The
right-of-way
along
mobley
road-
I
we
really
need
to
look
at
that
and
make
sure
that
there's
no
impairment
from
visibility
in
using
this
facility,
and
mainly
the
right-of-way,
needs
to
be
cut
back
far
enough.
So
there's
a
back
behind
this
facility.
There's
a
service
road
that
goes
through
and
there
are
some
areas
where
potentially
there
could
be
some
blind
side.

A
positive
from
being
able
to
people
navigating
the
traffic
situation
there.

The
second
thing
is,
we
made
a
commitment,
and
you
know
this
this
facility
is
there
because
a
lot
of
people
kind
of
bought
into
it,
but
we
did
make
a
commitment
to
the
neighborhood
there
on
the
back
side
riverbrook,
I
believe
we
talked
about
planting
some
trees,
some
hedges
and
things
like
that
along
that
back
road.
Because
of
the
a
lot
of,
I
guess,
a
lot
of
the
growth
from
the
trees
and
and
the
vegetation
all
was
cut
back
and
and
actually
encroached
back
into
the
yards,
but
it
is
what
it
is.

I
mean
that
you
know.
That
was
something
that
I
don't
think
any
of
us
could
could
really.
You
know
be
able
to
to
to
help,
but
we
need
to
at
this
time
we
need
to
try
to
do
what
we
can
do
to
to
shield
those
that
neighborhood
and
create
some
some
green.
What
I
call
green
barriers,
green
curtains,
that
would
really
help
out.
I
think
we
did.

made
a
commitment
that
not
only
the
developer
would
commit
to
trees
through
the
land
back
through
the
tree
bank,
but
we
also
said
that
we
would
use
our
inventory
to
to
help
out
as
well.
So
I'd
like
to
make
sure
that
that
is
taken
care
of
the
the
the
last
one
was
city
manager.
I've
been
talking
about
it
for
a
while,
and
we
really
you
know.

Of
course,
everybody
knows
at
district
2,
there's
been
a
tremendous
amount
of
growth
and
continues
to
be
a
tremendous
amount
of
growth,
whether
it's
the
va
clinic,
whether
it's
housing,
whether
it's
apartments
just
you
know,
we've
got
a
lot
of
growth
going
that
way.
Whitesville
road
has
a
significant
amount
of
traffic
on
it
and
it's
you
know
it's
it's
a
very
narrow
road
and
we
need
to
make
those
traffic
improvements
on
that
we
talked
about.
We've
been
talking
about
that
for
a
while.

I
think
we've
got
this
project
scheduled
through
some
funding
mechanisms
that
are
out
there
that
potentially
will
come,
but
that
with
the
va
clinic
and
some
of
the
other
developments
that
are
coming
in
the
area
is
just
there's
going
to
be
a
need
there
to
to
really
deal
with
the
the
traffic
infrastructure
on
that
road.
That
road
is
is
heavily
congested
mayor.
You
know
you,
you
drive
that
road.
I
think
you
go
home
that
way,
especially
at
night,
it's
a
an
inclement
weather.
You
take
your
life
in
your
hands
at
times.
I'm
really
not
serious.

That's
a
serious
comment,
because
it
is
true,
especially
you
get
down
past
double
churches
heading
on
out
towards
williams,
road.
It's
it's!
It's
really
hard
to
see
there
at
times,
so
the
the
traffic
improvements
are
much
needed
and-
and
we
really
need
to
try
as
soon
as
possible,
to
to
continue
to
try
to
get
ahead
of
these.
These
needs
out
in
the
community,
and
I
know
that
the
va
clinic
I
mean
that
it's
a
lot
of
people
talked
about
that
about
the.

When
you
looked
at
the
trap,
when
you
look
at
the
traffic
studies,
they
do,
they
do
use
that
corridor
as
as
one
of
their
ways
to
get
to
the
to
the
clinic
so
miss
city
manager.
If,
if
that
could

I

catch
your
attention
with
that,
that
would
be
great.

army
corps
back
in
the
days
they're

korean
war

vietnam

Women
went
out

assist

soldiers
fought
the
battle
and

later

time,
women

allowed
to
be
soldiers,
and
it
was
a
unique
group
of
only
women
only,
and
so
we
were
very
proud
and
then
in
the
late
70s
about

that
time

class,
my
basic
training
class,
was
the
last
class
to
graduate
as
a

and
it's
a
smile.

tough

be
a

military

low
crawling
under

wire
and
a
friend
of
mine
called
me,
and
I
had
a
bun
in
my
hair
because
my
hair
was
really
long
and
it
got
stuck,
and
I
called
for
the
drill
star
and
she
said-
welcome

the
army.

it
was
the

they
stopped
it,
but
it
was
that
group,

the
way,
a
lot
of
them
who
have
not
really
applied
for
a
lot
of
the
disabilities.

fact,
a
lot

them

why

keep

because
now
you're
talking
disability
for
the
line
of
service
and
unfortunately,
during
that
time
there
was
a
lot
of
sexism.

worldwide,

didn't
get
the
credit
and
unfortunately
they
were
left
out
of
the
loop,
and
so
because
you

a
unique
group,
you
need
to
contact
and
they

we

women's
healthier

one-stop
shop,

blessed

something
like
that

female
veterans

of
public
works

we

Amways,
who
is
our
contractor,
picks

the

they

able
to
pick

1100

of
household
waste
per
week
and
as
a
reminder,

is

we

not
it's
normal
environment.

landlords
and

managers
were

involved
an

clean
property
that
the
city
would
actually
pay
a
contractor
to
go
clean,

the
option
that
they
selected
was
option
three,
which
would
give
them
an
option

opportunity
to
come
up
with
a
solution
that
would
be
acceptable
to
the
city,
and
so
that's
the
process
that
we
are
currently
working
through
them.

up
with
that
option
again
october,
the
18th
was
the
initial
meeting

course,
we
had
planned
to
have

they

was

a
brief
update
on
the
american
rescue
plan,
update
you
on
the
projects
that
you
have
approved
for
the
utilization
of
these
funds.
Again,
this
was
passed
back
in
march
of
2021,
and
we've
been
monitoring
this
legislation
and
working
towards
getting
the
projects
underway
for
the
funds
that
the
city
has
received.
There
are
restrictions
on
how
these
funds
can
be
spent,
and
so
we're
working
within
the
constraints
of
this
legislation
to
make
sure
that
we
meet
the
guidelines
for
those
use
of
funds.

Just
a
reminder,
our
total
allocation
is
78
million,
that
is
a
city
and
a
county
allocation.
Since
we
are
a
consolidated
government,
we
have
received
that
first
half
in
june
of
39
million
and
forty
one
thousand
nineteen
dollars,
and
we
expect
the
balance
this
coming
june
in
june
of
twenty
two
again,
there
are
rules
that
we
have
to
follow.

The
eligible
costs
must
be
incurred
between
march
3rd
of
21
and
december
31st
of
24,
so
we
are
on
a
timeline
to
have
these
funds
incur
expenditures
incurred
and
then
expense
by
december
31
of
2026,
and
there

lot

financial
reporting
requirements
that
go
along
with
the
acceptance
of
these
funds.

delivery

those
six
ambulances
within
the
next
month,
they're
telling
us
by

next
item
was
the
community
safeguard
program

The
summer
youth
program,
as
well
as
the
camera
project
that
you
were
just
reviewed.

the
upgrades

building

civic
center,
and
we
are
in
the
rfp

bids

in
for
the
installation
of
fiber
at
all

facilities

and

facilities,

that
is
in
process
as

revenue
recovery,
3.5
million

will

through

hotel,
motel
tax
revenue
recovery

pay

essential
employees

million

On
october,
the
15th,
the
small
business
nonprofit
grants
and
economic
tourism

vehicles
and
the
need

charging

more
charging
stations
in
columbus.

need
fast
charging
stations

columbus.

just
don't
have
enough

them.

compare
columbus

some

the
other
cities
smaller
than
columbus,
they
have
more
fast
charging
stations,
but
we
are,
it
allows

electric
vehicles,
it
allows
for
environmental
cleanup,

allows

high-speed
internet

we
need
more
high-speed
internet
for
our
citizens.

citizens
are

sitting

lots

stations

grocery

on

other
points
about
it.
The
timeline
for
the
rfp
it
was
put
out

17th.

proposals
were
due
back
on
october,

20th,
and
we
had
a
first
pre-evaluation
meeting
on
november.
The
16th
the
first
evaluation
meeting
will
be
on
december,
the
6th
and
then,
if
presentations
and
interviews
are
requested
of
the
proposers,
the
vendors
that
will
be
held
on
december,
the
20th
with
the
goal
of
january,
the
11th.

Then,
when
this
item
will
be
placed
on
the
purchasing
agenda
of
a
recommended
consultant.
So
we
this
is
a
timeline
that
we
started
out
with
and
we
are
on
track
with
a
timeline
and
just
to
share
the.
This
is

pay

compensation
study
that
will
look
at
all
of
the
positions
in
city
government,

public
safety
positions
to
general
government
positions
to
positions
that
are
in
the
courts.

we
are
really
excited
about
the
progress

we've

of
the
board
members
from
the
chamber
will
be
participating
in
the
evaluation

advisors

our
goal
is
to
have
them
involved
throughout
this
process

is
not

impacting
city

of
columbus,
whether
we're
talking
about
our
business
community
or
the
community,
every
citizen

taxes

help
keep
this
government
running,

we're

excited

it,
and
this
is
very
very
brief.
